One More Precaution Is Needed اک ذرااحتیاط

Whatever be the reason or motives, when a society becomes furious, the blood running in the veins turns into lava, the brain takes the shape of embers and thorny plants grow in the hearts, every community that has some sanity should give up its traditional thinking and sincerely ponder over the question what role it can play to douse the fire. The role will be commendable even if it is as insignificant as sprinkling water on the raging inferno as little as held in a bird’s beak. As soon after the diagnosis of the disease, the patient has to give up his routine chores and people around him also have to observe some caution, so the responsible persons and well wishers of the society too should act with love and tolerance and abstain from irresponsible behaviour when the society loses its balances and its blood pressure suddenly shoots up.
The sanctity of the Prophet (PBUH) has never been a controversial issue in our society. Even the handful of or may be less than fascist and liberal people who go about with their agenda in an NGO style ignoring the sentiments and emotions of the Pakistani nation do not have the courage to commit blasphemy against the Prophet (PBUH). Pakistan has never produced such a rascal. Everyone remembers the lesson ‘ba Khuda deewana bashad ba Muhammad (PBUH) hoshiyar’. So basically faith in the sanctity of Hadhrat Muhammad (PBUH) is not such an issue which can be considered a controversy or swords should be pulled out over it. Even people adopting an irresponsible stance and advocating change in the Anti-blasphemy Laws start their conversation on the love of the Prophet (PBUH) and finish on it. At least I have not come across even one person among the entire population of 18 crore who has committed blasphemy against the Prophet (PBUH). Some people object to the law saying that it is being misused, some other are against it because of their inherent prejudice against Islamic principles. Some of them do it to prove they are broadminded, while some do it to return the favour of their masters abroad.
There are many having complete and unwavering faith on the sanctity of the Prophet (PBUH) ever ready to sacrifice their lives for it who want some special reservations regarding registering and proceedings of a case so that no one subjects the Prophet’s sanctity (PBUH) to his mental sickness or personal interests. I am for anti-blasphemy laws. I have written earlier as well that in a country where there are laws to protect the honour of the army, the President, the national flag, the judiciary, the governor etc and innocent people are punished under these laws, why should only the laws to protect the honour of the Prophet (PBUH) be made the target? So, the law should remain into effect with full force but there should be provisions so that people cannot misuse it to settle personal scores. The persecution of an innocent person in the name of violation of the honour of the army, federation etc is a different issue but if a single innocent person is even handcuffed in the name of the Prophet (PBUH), you cannot imagine the extent of hurt it causes to him (PBUH). Therefore, there is a need of utmost care in this regard. The government and the ulema should sit back and formulate some policy to ensure that this law does not become a tool in the hands of litigation mongers.
During the last one month, at least two news items in newspapers have left me worried. The first news was about a medical representative who went to see a doctor. He wanted to see the doctor. He did not get the appointment after numerous attempts. Finally, he entered the doctor’s chamber without permission and showed his identity card to the doctor. The doctor said that he was busy and could not give him time at the moment. At that there was an altercation. The doctor threw the card aside telling the medical representative to go out. Next day, there was a case of blasphemy against the doctor. The reason was that the card that the doctor had thrown had the name Mohammad printed on it which was a part of the person’s name. The next news has appeared just yesterday. The Anti-Terrorism court has pronounced life sentence against 45 year old imam of a mosque Syed Md Shafi and his son Md Aslam. The allegation against them was that they had torn off a poster advertising a ceremony of Meeladun Nabi.
It is possible that the details are incomplete but it is necessary that such incidents of misuse should be arrested. This is also according to the honour of the Prophet (PBUH). There is a strong tradition of litigations in our society. It is a favourite pastime of the majority of people to drag people into false cases. We should make a conscious effort to ensure that the honour of the Prophet (PBUH) does not become a tool for such litigation mongers.
I have a request to the ulema too. I have profound respect for them. With due respect and humble submission I beg them to give me permission to make this request to realize the delicacy and sensitivity of the issue. They should not create an atmosphere that the uncontroversial issue of the honour of the Prophet (PBUH) becomes a cause for rift and schism. I know many people including my writer friends who have deep respect for the Prophet (PBUH) and support the anti-blasphemy laws but have reservations about the campaigns run in the name of the honour of the Prophet (PBUH). One reason is that the situation is already volatile. Various crises have been testing the patience of the people. No electricity, no gas, no unemployment, no job, rising prices and corrupt government. A hell of provocation all around and the demon of intolerance with its big jaws; the red storm of fear has all of a sudden engulfed everything. Words slip out of tongues when we want to speak something, the pen shivers when we want to write something. It has been difficult to lend voice to the heart and the mind. Big rallies and fiery speeches will raise the temperature and will fan the embers. Now they are not needed. The government has made a clear announcement. The ulema should show some affection to the ummah. If the fire becomes uncontrollable, it will burn everything to ashes.

سبب کچھ بھی ہو، محرکات کیسے
ہی ہوں، جب ایک سوسائٹی انگاروں پہ لوٹنے لگے ، لوگوں کی رگوں میں دوڑ تا لہو، لادے
کی شکل اختیار کرلے، دماغ دہکتے کوئلوں کی انگیٹھیاں بن جائیں اور دلوں میں نفرتوں
سے خارستاں اگ آئیں توفہم و ادارک رکھنے والے ہر طبقے کو پورے اخلاص کے ساتھ، اپنے
روایتی کردار سے ہٹ کر غورکرنا چاہئے کہ وہ اس آگ کو ٹھنڈا کرنے میں کیا کردار ادا
کرسکتا ہے، یہ کردار بھڑکتے الاؤ پر چونچ بھر پانی ڈالنے والے پرندے جتنا ہو تو بھی
لائق صد تحسین ہے۔ جس طرح کسی مرض کی نشاندہی ہوجانے کے بعد مریض کو اپنے معمولات سے
دستکش ہونا پڑتا ہے اور اس کے آس پاس رہنے والوں پر بھی کچھ احتیاطیں لازم ہوجاتی ہیں،
اسی طر ح معاشرہ توازن کھوبیٹھے اوریکایک اس کے خون کا دباؤ خطرناک حدوں کو چھونے لگے
تو قوم و ملک کے خیرخواہوں پر بھی لازم آتاہے کہ وہ اپنے اقوام اور اپنے افعال میں
محبت ، امن اور اسودگی کی خوشو بھردیں اور بارود پاشی سے گریز کریں۔
ناموس رسالتؐ ہمارے ہاں متنازع
موضوع ہے ہی نہیں۔ جو مٹھی بھر، یا شاید اس سے بھی کم ، لبرل اور فاشست عناصر ، پاکستانی
قوم کے جذبہ و احساس کو خاطر میں لائے بغیر این جی اور اسٹائل میں ایک خاص ایجنڈا لیے
پھرتے ہیں ، ان میں بھی کسی کی یہ مجال نہیں کہ وہ قرآن یا نبی کریم ﷺ کی شان میں گستاخی
کرے۔ پاکستان میں ایسا کوئی لعین پیدا ہی نہیں ہوا اور نہ ہوسکتا ہے۔’’ باخدا دیوانہ
باش و بامحمد ؐ ہوشیار‘‘ والا سبق بھی سب کو یاد ہے ۔ سوبنیادی طور پر ناموس رسالت
ؐ پر ایمان ویقین ایسا مسئلہ ہی نہیں جس پر تنازعہ کھڑا کیا جائے یا تلوار یں سونت
لی جائیں۔معاملے کی نزاکت اور حساسیت کو نظر انداز کرکے غیر محتاط رویہ اختیار کرنے
اور ناموس رسالت کے قانون میں ترامیم چاہنے والے بھی اپنی بات حضور ﷺ کی محبت سے شروع
اور حضور ﷺ کی محبت پر ختم کرتے ہیں۔ کم از کم مجھے اٹھارہ کروڑ افراد کی اس بستی میں
غیرمسلموں سمیت کسی ایک بھی ایسے شخص کاعلم نہیں جو کھلے بندوں (نعوذباللہ ) حضور ﷺ
کی شان میں گستاخی یا توہین رسالت کا مرتکب ہورہا ہو ۔ کچھ کو اعتراض ہے اس قانون کا
غلط استعمال ہورہا ہے ۔ کچھ اسلامی ضابطوں سے اپنے فطری بغض کے تحت ایسا کررہے ہیں
۔ کچھ کے سروں پر روشن خیالی کا بھوت سوار ہے اور کچھ باہر سے آتی امداد کے عوض حق
نمک ادا کرنے پہ مجبور ہیں۔
ناموس رسالتؐ پر کامل اور
غیر متزلزل ایمان رکھنے اور آپ ﷺ کی تقدیس کے لئے اپنی جان کی قربانی تک دینے والوں
میں سے بھی لاتعداد ہیں جو مقدمے کے اندارج اور کارروائی کے حوالے سے خصوصی تحفظات
چاہتے ہیں تاکہ کوئی شخص حضور ﷺ کے ناموس کو اپنے کسی شخصی مفادیا خواہش بیمار کی تسکین
کا ذریعہ نہ بنالے۔ میں ناموس رسالتؐ کے قانون کو برقرار رکھنے کے حق میں ہوں۔ میں
لکھ چکا ہوں کہ جہاں ناموس فوج، ناموس گورنر جیسے قوانین موجود ہوں اور ان قوانین کے
تحت بے گناہوں کو سزائیں بھی مل رہی ہوں وہاں صرف ناموس رسالتؐ کے قانون کو کیوں نشانہ
بنایا جائے؟ سویہ قانون پوری قوت کے ساتھ موجود اور نافذ العمل رہنا چاہئے البتہ ایسا
اہتمام ضرور ہونا چاہئے کہ لوگ چھوٹی موٹی رنجشوں اور ذاتی دشمنیوں کے لیے اس قانون
کا غلط استعمال نہ کرسکیں۔ فوج، پرچم، وفاق یا کسی اور کے نام پر کسی بے گناہ کو سزا
مل جانا دوسری بات ہے لیکن نبی رحمتؐ کے نام پر کسی معصوم کو ہتھکڑی بھی لگ جائے تو
اندازہ لگایا جاسکتا ہے کہ آپ ﷺ پر کیاگزرتی ہوگی۔ سواس ضمن میں زبردست احتیاط کی ضرورت
ہے۔ حکومت اور علماء کومل بیٹھ کر ایسا اہتمام کرنا چاہئے کہ ناموس رسالتﷺ کا عظیم
قانون کچہریوں کی مخلوق اور مقدمہ باز ذہنوں کا کھلونا بن کر نہ رہ جائے۔
گزشتہ ایک ماہ کے دوران مجھے
اخبارات میں دو خبریں نظر آپیں جو کم از کم میرے لیے فکر کا بڑا سامان چھوڑ گئیں۔ پہلی
خبریہ تھی کہ کسی دوا ساز کمپنی کا نمائندہ ایک ڈاکٹر صاحب کے کلینک پہنچا ۔ اس نے
ڈاکٹر صاحب سے ملنا چاہا۔ دوتین بار کی کوشش کے باوجود اسے باریابی کی اجازت نہ ملی
۔ آخر وہ خود اندر گھس گیا اور اپنا تعارفی کارڈ ڈاکٹر کو دکھا یا ۔ ڈاکٹر صاحب نے
کہا کہ میں مصروف ہوں اور اس وقت آپ کو نہیں مل سکتا۔ تو تکرار بڑھی ۔ڈاکٹر نے کارڈ
پر ے پھینکتے ہوئے نمائندے کو باہر نکل جانے کے لیے کہا۔ اگلے دن ڈاکٹر پر توہین رسالت
کا مقدمہ بن گیا ۔ جواز یہ بنا کہ دوا ساز کمپنی کے نمائندے کا جو کارڈ ڈاکٹر نے بن
دیکھے پرے پھینک دیا، اس پر محمد بھی لگایا تھا جو نمائندے کے نام کا حصہ تھا۔ دوسری
خبر ابھی گزشتہ روز ہی شائع ہوئی ہے۔ مظفرگڑھ کی انسداد دہشت گردی کی عدالت نے توہین
رسالت ؐ کے جرم میں 45سالہ امام سید محمد شفیع اور اس کے بیس سالہ بیٹے محمد اسلم کو
عمر قید کی سزا سنائی ہے۔ دونوں پہ الزام تھا کہ انہوں نے اپنی دکان کے باہر لگا ایک
پوسٹر پھاڑ پھینکا تھا جس پر میلاد النبی کی کسی تقریب کا اعلان درج تھا۔
عین ممکن ہے کہ یہ تفصیلات
نامکمل ہوں لیکن پھر بھی یہ شدید ضرورت اپنی جگہ موجود ہے کہ اس مقدس قانون کے نارو
ا استعمال کے سامنے بند باندھا جائے ۔ یہ خود ناموس رسالتﷺ کا تقاضا بھی ہے ۔ ہمارے
معاشرے میں مقدمہ بازی کا رجحان بڑا قوی ہے۔ اپنے مخالفین کو جھوٹے مقدمات میں الجھا
نا لوگوں کی بڑی تعداد کادل پسند مشغلہ ہے۔ ہمیں شعوری کا وش کرنی چاہئے کم از کم ہمارے
نبی کریمﷺ کے ناموس کا معاملہ ایسے مشغلہ بازوں کی بھینٹ نہ چڑھے۔
اور ایک التماس مجھے علمائے
کرام سے بھی کرنی ہے۔میرے دل میں ان کا بے حد احترام ہے۔ اور میں ان کے احترام کے تمام
ترتقاضوں کو ملحوظ خاطر رکھتے ہوئے عرض گزار ہوں کہ وہ بھی معاملے کی نزاکت اور حساسیت
کو سمجھیں ۔ ایسا ماحول نہ بنائیں کہ ناموس رسالت کا غیر متنازعہ معاملہ تفریق وتقسیم
کی بڑی خلیج بن جائے ۔ اپنے بعض قلم کار دوستوں سمیت میں بہت سے ایسے لوگوں کو جانتا
ہوں جو دل وجان سے ناموس رسالت ﷺ کو جزو ایمان خیال کرتے اور اس قانون کے بھی حامی
ہیں لیکن وہ ناموس رسالتؐ کے نام پر اٹھائی جانے والی تحریک کے بارے میں تحفظات رکھتے
ہیں ۔ اس کی ایک وجہ یہ ہے کہ ماحول پہلے ہی آتشیں ہے۔ طرح طرح کے بحرانو ں نے لوگوں
کے دل وماغ میں بارود بھررکھا ہے۔ نہ بجلی ، نہ گیس، نہ روزگار، نہ مزدوری اور بھیانک
عفریت کی طرح چنگھاڑتی مہنگائی اور بدعنوان حکومت سے تنگ آئے ہوئے لوگ۔ چار سو کھولتا
اشتعال اور مگر مچھ جیسے خونی جبڑے کھولے عدم برداشت دیکھتے ہی دیکھتے خوف کی سرخ آندھی
نے سب کچھ اپنی لپیٹ میں لے لیا ہے۔ بولنے لگو تو لفظ ہونٹوں سے پھسل پھسل جاتے ہیں
، لکھنے بیٹھو توقلم پر کپکپی طاری ہوجاتی ہے ۔ دماغ اور دل کو زبان دینا مشکل ہورہا
ہے۔ بڑی بڑی ریلیاں اور شعلہ بار تقریریں درجہ حرارت کو مزید بڑھائیں گی۔ انگاروں کو
ہوا دیں گی۔ اب ان کی ضرورت نہیں رہی حکومت واضح اور دوٹوک اعلان کرچکی ہے۔ معاشرے
کی اکھڑی ہوئی سانسیں معمول کرنے کے لیے علمائے کرام امت احمد مرسلؐ سے دلنوازی و دلداری
کا مظاہرہ کریں۔ آگ بے قابو ہوگئی تو جانے کیا کیاکچھ خاکستر ہوجائے۔
