The law
criminalising triple Talaq is aimed at ensuring gender justice and gender
equality for married Muslim women, the Union government argued before the
Supreme Court on Monday, according to PTI.
The
Centre made the statement in response to a petition by the Samastha Kerala
Jamiathul Ulema, which urged the court to declare the Muslim Women Protection
of Rights on Marriage Act, 2019 as unconstitutional.
The law
criminalises instant triple talaq, and provides for imprisonment of up to three
years for any man who seeks to divorce his wife in this manner. In this
practice, a Muslim man could instantly divorce his wife by pronouncing “talaq”
three times.
The
Muslim Women Protection of Rights on Marriage Act was notified on July 31, 2019
and came into force with retrospective effect on September 19, 2018. The law
was implemented over a year after instant triple talaq, or Talaq-e-Biddah, was
declared unconstitutional by the Supreme Court on August 22, 2017.
The
Union government on Monday told the Supreme Court that the judgement from 2017
declaring the practice as unconstitutional did not work as a sufficient
deterrent, The Indian Express reported.
“Therefore,
it was felt that there is a need for State action to give effect to the order
of this Hon’ble Court and to redress the grievances of victims of illegal
divorce,” the government said.
The
Centre contended that since the Supreme Court itself had declared instant
triple talaq illegal, it should not interfere with a law that makes “such a
manifestly arbitrary act” punishable.
The
government also told the court that defining offences and laying down
punishments for them is a core function of the State, and is to be decided by
the legislature. “Whether a particular type of conduct warrants treatment as a
civil wrong or a criminal offence is a determination which cannot be made by
the Courts,” it contended.
The
Centre also sought to refute the petitioner’s argument that since instant
triple talaq has no legal effect after the Supreme Court judgement, it should
not be criminalised.
“This
argument turns the principle of penal laws on its head,” The Indian Express
quoted the Union government’s affidavit as saying. “In plain terms, petitioners
are essentially attempting to argue that the Act ought not to be criminalised
because the attempted illegal conduct was not successful in its object.”
The
Centre further said there was no basis to the argument that as marriage falls
under personal law, it should be exempt from the application of general
criminal law, according to The Indian Express.
“Marriages
are a social institution which the State has a special interest in protecting,”
the government told the court. “…Enactments such as the Domestic Violence Act,
2005, the Dowry Prohibition Act, 1961, etc are all enacted under the same
general principle as the present law i.e. preserving the sanctity of the
institution of marriage.

Tribunal probes war crimes cases against Sheikh Hasina

A
criminal court in Bangladesh has announced that it will begin investigations
into three charges of “mass murder” against Sheikh Hasina, the former Prime
Minister of the country.
Last
month, violent student protests in Bangladesh resulted in over 450 deaths.
Reports indicate that the victims were killed by police gunfire.
Attyar
Rahman, Deputy Prosecutor of the International Criminal Court of Bangladesh,
told Agence France-Presse that the court is in the process of gathering initial
evidence and documentation related to the mass killings. Senior officials from
Sheikh Hasina’s government have also been accused in these cases.
The International
Criminal Court of Bangladesh was established by Sheikh Hasina in 2010 to
investigate crimes committed during the country’s struggle for independence
from Pakistan. Since its inception, the court has sentenced over 100
individuals, including political opponents of Sheikh Hasina, to death.
The
court is now examining a case where the primary accused is the founder of the
court itself. Sheikh Hasina resigned from the position of Prime Minister on
August 6 this year following about a month of violent student protests against
her government and fled to India. It is reported that she has been staying at
an airbase near Delhi.
The
initiation of this investigation represents a significant development in
Bangladesh’s legal and political landscape. The court’s examination of these
serious charges against a former head of state underscores the gravity of the
allegations and the ongoing scrutiny of past government actions.

CHICAGO:
Protesters broke through a fence set up by police near the site of the
Democratic National Convention on its opening day Monday as thousands took to
the streets to voice their opposition to the war in Gaza.
As the
larger group marched, a few dozen who broke away tore down pieces of the
security fence. Some protesters, dressed in black with their faces covered,
dragged pieces of the fence back to a park near the United Centre, where the convention
is being held.
Members
of the crowd chanted “End the occupation now” and then “The whole world is
watching!” just as anti-Vietnam War protesters did during the infamous 1968
convention in Chicago when police clashed with protesters on live television.
Officers put on gas masks as some protesters tried to bring down a second fence
set up in front of police.
The
march happened just as President Joe Biden, who has been the target of intense
criticism from pro-Palestinian groups, including the marchers, was doing a
walk-through of the largely empty United Centre. Biden was scheduled to address
the party in the evening.
“Biden,
you can’t hide. We charge you with genocide,” the marchers chanted amid the
beating of drums. They also referred to him as “Genocide Joe” and lodged
similar chants at Vice President Kamala Harris.
Protesters
said their plans have not changed since Biden left the race and the party
quickly rallied behind Harris, who will formally accept the Democratic
nomination this week. Activists said they were ready to amplify their
progressive message before the nation’s top Democratic leaders.
“We have
to play our part in the belly of the beast to stop the genocide, to end US aid
to Israel and stand with Palestine,” said Hatem Abudayyeh, a spokesperson for
the Coalition to March on the DNC, which includes hundreds of organizations.
The
heavy police presence at the march included Chicago Police Superintendent Larry
Snelling, who walked in a group of officers ahead of the protesters.
Mayor
Brandon Johnson said authorities were well prepared. “The city of Chicago is
really good at things like this,” he told a news conference. “We are ready.”
Organizers
had hoped at least 20,000 people would take part in Monday’s rally and march,
but it appeared that only a few thousand were present when the march began,
though city officials declined to give a crowd estimate.
“We’re
proud of the turnout, especially considering the degree of the repression from
the city,” said organizer FaayaniAbomaMijana.
The
Chicago area has one of the largest Palestinian communities in the nation, and
buses were bringing activists from all over the country.
Taylor
Cook, an organizer with the Freedom Road Socialist Organization, traveled from
Atlanta for the march. Cook said the group was pushing all Democrats to call
for an end to aid to Israel, with a particular focus on Harris.
“We’re
saying to Kamala, she has been complicit in this. People think it’s just Joe
Biden, but she is vice president,” Cook said. “So we’re saying, you need to
stop if you want our vote.”
Medea
Benjamin, who traveled to Chicago from Washington, D.C., with a women-led group
of protesters calling for peace, said she was shocked that the Biden
administration recently approved an additional $20 billion in weapons sales to
Israel.
“There’s
an incredible discrepancy in what people are calling for in this country and
what the administration is doing,” she said ahead of the rally in Union Park.
“We’re so disgusted by this.”
Pro-Palestinian
supporters descended on the park, west of the Loop business district, for the
rally.
Prior to
the march, independent presidential candidate Cornel West addressed the crowd,
which welcomed him with cheers.
“This is
not about some Machiavellian politics or some utilitarian calculation about an
election,” he yelled into a microphone. “This is about morality. This is about
spirituality.”
Around
40 pro-Israel supporters walked around the park during the rally. Remaining
mostly silent while waving Israeli flags, they were accompanied by about 20
police officers on bicycles. Although tensions flared at times, there were no
physical altercations.
Josh
Weiner, co-founder of Chicago Jewish Alliance who walked with the pro-Israel
group, said their intent was to “make our presence felt.” He said the group
applied for permits that were not approved by the city.
“The
pro-Palestine protesters have gotten multiple permits, including a march, which
seems to be a little bit weighted on one side,” Weiner said.
Snelling
praised police and march organizers for a peaceful Sunday night protest calling
for abortion and LGBTQ+ rights and an end to the war in Gaza. Chicago police
said two people were arrested on misdemeanor charges of resisting police and
damaging property.
“Listen,
it’s this simple. The Chicago Police Department is here to protect everyone in
this city,” Snelling said. “What we will not tolerate is intimidation. We will
not tolerate violence.”
Protester
issues include climate change, abortion rights and racial equality, to name a
few, but many agree that pressing for an immediate ceasefire in the
Israel-Hamas war is the top message of the demonstrations. They have likened it
to the Vietnam War of their generation.
Some
businesses boarded up their windows as a precaution, and county courts said they
would open more space in case of mass arrests. Chicago police say officers have
undergone extensive training on constitutional policing and de-escalation
tactics.
Coalition
activists and the city have been at odds over the location of the protests and other
logistics. A judge sided with the city over an approximately 1-mile
(1.6-kilometer) march route, which organizers argued was not big enough for the
expected crowds.
Not a
single speaker or spectator showed up by early afternoon to a speakers’ stage offered
by city officials near the United Center. Eight groups with progressive agendas
had signed up for 45-minute speaking slots on Monday. On other days, some
conservative groups, including the Illinois Policy Institute think tank, have
plans to speak.
Also
Monday, the Philadelphia-based Poor People’s Army, which advocates for economic
justice, planned to set up at Humboldt Park on the city’s northwest side to
feature events with third-party presidential candidates Jill Stein and West,
plus a 3-mile (5-kilometer) march.

After
anti-immigrant riots, what do British Muslims need to feel safe?

been tom down by violent protesters.

Nearly
three weeks after the Southport Islamic Society Mosque came under attack by
anti-immigrant rioters, the building is still on high alert. Security guards in
black uniforms patrol the premises, and few worshippers have yet felt safe
enough to return to attend prayers.
The
mosque, in northwestern England, was the first to be assaulted by far-right
mobs hurling bricks and other objects and setting fires in the street,
signaling the start of a nationwide wave of rioting. Though the violence has
now died down, its impact here lives on.
“You can
never say when this sort of thing might happen again,” says local resident
Muhammad Ayman. “So there is fear, but our faith in Allah gives us a lot of
courage.”
Bolstering
that sentiment have been non-Muslim locals who were quick to show their support
and sympathy for their neighbors. The morning after the attack, dozens of them
came to the mosque to express solidarity, says Farrukh Ahmad, the mosque’s
muezzin, who calls the hour of daily prayers.
“They
came here even before we came here,” Mr. Ahmad recalls. “They came with brushes
and shovels, and they tried to clean our road and our car park,” he says.
“Plus, they sent us loads of food and flowers and cards. And it wasn’t just our
neighbors. People have come from Bolton, Manchester, Preston, and all over to
share in our sorrow. And they are still coming.”
His
words are echoed by Ibrahim Hussein, the chair of the mosque. “The community is
wonderful,” he says. “We’ve been here for 30 years, and none of this [rioting]
has ever happened before. We’re always passing by and saying good morning, good
evening. There is nothing between us but respect.”
The
riots broke out following the killing of three little girls, stabbed as they
attended a dance class a few hundred yards from the Southport mosque. False
reports that the attacker was a Muslim immigrant spread across social media,
sparking nationwide violence against mosques and hotels sheltering
asylum-seekers.
It was
later announced that the attacker was neither an immigrant nor a Muslim.
Facing
the facts
The
British government, led by Keir Starmer, formerly the country’s top prosecutor,
has promised stern punishment for those found guilty of committing or inciting
acts of violence. The National Police Chiefs’ Council has announced that 1,024
people have been arrested and 575 charged nationwide. Around 100 have been
convicted and sentenced so far.
Among
those convicted last week was a middle-aged woman who responded to a photograph
of white and South Asian people clearing up outside the Southport mosque by
urging fellow members of her Facebook group to “blow the mosque up with the
adults in it.” She was sentenced to 15 months of imprisonment.
Still,
there remains a sense among British Muslims that much needs to change if they
are to feel safe. To start with, says Mr. Hussein, “the language of the media
has to change, and the politicians have to watch their words because whatever
they say ends up resonating. When they talk about immigration, they talk about
it in a derogatory way. They just should calm down a little bit.”
For Zara
Mohammed, secretary-general of the Muslim Council of Britain, only a clear-eyed
appraisal of past immigration policies can serve as a basis for healing. “We
have to tackle the root of the issue,” she says.
Ms.
Mohammed accuses the previous Conservative government of “not only inciting
hatred against migrants and asylum-seekers,” but also allowing former Home
Secretary Suella Braverman to talk of an “Islamist takeover” and letting Lee
Anderson, the former party chair, claim that London Mayor Sadiq Khan was under
the control of extremists.
This
kind of language, Ms. Mohammed argues, has been co-opted by some tabloid
newspapers to sow divisions in British society, helping to create an atmosphere
of mistrust that can be exploited by far-right activists.
This can
be addressed only if the media report on Muslims with greater nuance and
accuracy, says Faisal Hanif, who tracks media coverage of Islam for the Centre
for Media Monitoring. Riot reporting threw up numerous examples of “journalists
excusing the violence or at the very least providing a context which they would
not afford to Muslims in a similar situation,” he says.
Thousands
of anti-racism protesters have gathered across the country in response to the
riots. But though these counterprotests have done much to restore trust among
British Muslims, who make up about 6% of the total population, there remains a
sense that there is work still to be done.
“From a
government point of view, there needs to be positive engagement and work with
Muslim communities, as well as ensuring that our mosques and places of worship
are kept safe,” says Ms. Mohammed.
“And of
course the ... most important thing ... is keeping our communities united and
together,” she adds. “It’s in that spirit that we’ve seen so many people come
out against racism. ... We know that doesn’t represent the Britain we all
love.”

Emirate Calls for Pakistan to Resolve TTP Issue Domestically

KABUL
(BNA): The Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan
has stated that the issue of the Tehrik-e-Taliban Pakistan (TTP) is an internal
matter for Pakistan and should be resolved through domestic solutions.
In a
statement, the ministry said that the government of Afghanistan had been able
to “completely suppress the terrorist group Daesh [ISIS]” within its borders.
The ministry added that the hideouts of ISIS along the Durand Line were
destroyed, the threat from the group completely eliminated.
The
foreign ministry criticized a recent statement made by Asif Durrani, a
representative of the Pakistani Ministry of Foreign Affairs. The ministry
considered Durrani’s statement to be “far from the ground realities and an
attempt to confuse the public opinion regarding Afghanistan.”
According
to the Afghanistan Ministry, “all the problems and dangers that Durrani has
caused to Afghanistan can be seen from Pakistan.”

Muslim leaders reject proposed Waqf amendment bill

Over 50
prominent Muslim leaders have unanimously rejected the proposed Waqf Amendment
Bill currently under review by the Joint Parliamentary Committee (JPC) during a
meeting convened by Advisor to the Telangana Government Mohammed Ali Shabbir at
the Secretariat here on Monday.
They
alleged that the Centre was attempting to undermine the institution of Waqf and
argued that the proposed amendments go beyond mere adjustments, posing a threat
to the very existence of Waqf institutions across India.
The
leaders also raised alarm about the potential consequences of the Bill on
ongoing legal disputes involving Waqf properties, suggesting that it could
grant undue power to District Collectors, who may not always act impartially.
They warned that the Bill’s purpose is to polarise the electorate ahead of the upcoming
Assembly elections. In response to what they described as a misinformation
campaign by RSS-affiliated groups, the leaders clarified that Waqf properties
have no connection to evacuee properties, which were handed over to the CCLAs
long ago.
Telangana
Waqf Board Chairman Syed Azmatullah Hussaini said that a special meeting on
August 29 would pass a resolution against the amendment to the Bill.
Addressing
the meeting, Shabbir Ali expressed gratitude to Leader of Opposition Rahul
Gandhi for his efforts in steering the opposition to force the BJP-led
government to refer the Bill to the JPC. He also assured the gathering that he
would convey their concerns to Chief Minister A. Revanth Reddy and urge the
State government to make an official representation to the JPC. He also
announced plans to collect feedback on the Bill from various organizations and
individuals to prepare a comprehensive submission to the JPC.
The
meeting also called for a political and legal campaign against the Bill and
sought support from the Christian community, which they believe could face
similar threats in the future.

Modi
govt defends criminalising Triple Talaq in Supreme Court: ’Ensures gender
justice of married Muslim women’

The
Prime Minister Narendra Modi-led central government on Monday, August 19,
defended its decision to criminalise the practice of Triple Talaq in the Muslim
community. Responding to a petition, the central government filed an affidavit
in the Supreme Court of India defending the decision and saying that
petitioners cannot have grievances with the criminalisation of any
"manifestly arbitrary action".
The Modi
government, during its previous term, criminalised the practice of Triple Talaq
in 2019.
Triple
Talaq is a form of divorce that was practised in Islam, whereby a Muslim man
could legally divorce his wife by pronouncing Talaq three times.
On 30
July 2019, the Parliament of India declared the practice of Triple Talaq
illegal and unconstitutional and made it a punishable act from 1 August 2019.
The pronouncement of Talaq-e-Biddat has no legal effect or consequence under
the Indian Constitution.
On
Monday, the central government also mentioned that the 2019 Act helped to
ensure larger constitutional goals of gender justice and equality of married
Muslim women.
It also
helps subserve their (married Muslim women's) fundamental rights of
non-discrimination and empowerment, the central government said in the Supreme
Court.
The
affidavit was filed by the central government in response to a petition that
argued that the Supreme Court had already deemed the Triple Talaq as invalid
and therefore, did not require the tag of being a criminal offence. Petitioners
Samastha Kerala Jamiathul Ulema argued that criminalising the practice of
Triple Talaq violated fundamental rights, including those that guarantee Indian
citizens equality before the law and prohibited discrimination on the grounds
of religion.
In its
affidavit, the government mentioned that the invalidation of the Triple Talaq
by the Supreme Court in 2017 had no deterring effect on the practice which
therefore necessitated the criminalisation process.
On 22
August 2017, the Indian Supreme Court deemed instant Triple Talaq
(talaq-e-biddah) unconstitutional.
According
to NDTV, the affidavit by the central government read that the practice of
Triple Talaq is ‘fatal’ for the institution of marriage in the Muslim
community. “Makes Muslim women's condition very pathetic,” the report quoted
the affidavit.
"Victims
of 'Triple Talaq' have no option but to approach the police... and the police
were helpless as no action could be taken against husbands in the absence of
punitive provisions in the law. In order to prevent (this) there was an urgent
need for stringent (legal) provisions," the government said, as reported
by NDTV.
In 2021,
the then Union Minister for Minority Affairs Mukhtar Abbas Naqvi said the cases
of instant Triple Talaq had dropped by 80 per cent since the 2019 Act
criminalised the practice in India.
"The
cases of instant Triple Talaq have dropped by 80 per cent since the Muslim
Women (Protection Of Rights On Marriage) Act was enacted on August 1, 2019. In
Uttar Pradesh, before the law was enacted, over 63,000 cases were registered

The
driver and a helper of a truck were assaulted allegedly by workers of
right-wing outfit Hindu Raksha Dal after the vehicle, which was loaded with
meat, overturned on the Delhi-Meerut Expressway in Ghaziabad on Monday morning,
said police.
“We
rushed to the spot after we received the information,” said Poonam Mishra,
Assistant Commissioner of Police, Wave City, Ghaziabad.
Both
driver and helper were arrested for violating traffic rules, said police. “The
truck was overloaded, and so, it overturned… the meat was scattered all over
the road,” Mishra added.
Police
said the driver has been identified as Harsh Raff and his helper as Aamir. They
are both residents of Delhi. The duo was left injured following the assault
after their truck overturned around 8.30 am, officers added.
Police,
however, have not yet arrested those involved in the assault. “We are
investigating the matter,” said a police officer, adding that action will be
taken after a complaint is filed by the driver, he added.
The ACP
said that veterinary officials were also called to the spot to test the meat
samples. “Prima facie, they said it was buffalo meat,” an officer said.

A
militant ambush on an area-domination patrol of security forces killed a CRPF
inspector in Jammu’s Udhampur district in yet another setback for law
enforcement agencies.
Udhampur
police in a post said there was an exchange of fire between militants and a
joint party of police and CRPF at Chill in Dudu of Udhampur district in which
the officer received gunshot wounds and later succumbed to his injuries. The
police said the joint party was on an area-domination patrol.
The
slain officer has been identified as inspector Kuldeep Singh from the 187 Battalion.
Sources said militants had laid an ambush as forces were undertaking the patrol
in a dense forests. The forces retaliated to the fire and the exchange
continued for some time.
Reinforcements
have been rushed to the area to hunt down the militants but they are believed
to have melted in the thick greens. Dudu is part of Basantgarh, where attacks
have been carried out previously. It is connected with the adjoining districts
of Kathua and Doda where thick forest cover gives militants an advantage to shuttle
from one place to another and keep the security forces guessing.
This is the second CRPF casualty in a spate of
militancy-related incidents in the Jammu region comprising 10 districts since
the June 9 swearing-in of Prime Minister Narendra Modi. A CRPF constable died
in a gunfight with militants on June 11 in Kathua district. The 10 other
security force casualties in Jammu during this period were from the army.

Three
soldiers were martyred in a gun battle with terrorists who were trying to
infiltrate Pakistan via Afghanistan border near Khyber Pakhtunkhwa's (KP)
district Bajaur, the Inter-Service Public Relation (ISPR) said on Monday.
A
statement issued by the military's media wing said that on the night between
August 18 and 19, the security forces noticed the movement of a group of
terrorists trying to breach the Pak-Afghan border.
"Own
troops effectively engaged and thwarted their attempt to infiltrate. Resultantly,
five khwarij of Fitna al Khwarij were sent to hell, while four khwarij got
injured," the ISPR said.
It said
that the Pakistani soldiers fought gallantly and embraced martyrdom.
The
soldiers, who embraced martyrdom were identified as Sepoy Waqar Khan, 25, Lance
Naik Umer Hayat, 35, and Naik Inayat Khan, 36.
The ISPR
stated that Pakistan has been consistently asking the interim government in
Afghanistan to ensure effective border management on their side of the border.
"Interim
Afghan government is expected to fulfil its obligations and deny the use of
Afghan soil by khwarij for perpetuating acts of terrorism against
Pakistan," it said, adding that the security forces of Pakistan remain
committed to secure its borders and such sacrifices of our brave soldiers
further strengthen our resolve.
On
Friday, three terrorists were killed by the security forces during an
intelligence-based operation in KP's area of Razmak, the ISPR said.
Pakistan
has experienced a spike in terrorism since the Taliban returned to power in
Afghanistan in 2021. Most terror incidents were reported in provinces bordering
the neighbouring country — Khyber Pakhtunkhwa and Balochistan.
According
to the Centre for Research and Security Studies (CRSS) report, during the
second quarter of the current year, the country witnessed 380 violence-linked
fatalities and 220 injuries among civilians, security personnel, and outlaws.
The
report stated that these casualties resulted from 240 incidents involving
terror attacks and counter-terrorism operations.
Against
this backdrop, the federal cabinet in June this year approved Operation
Azm-e-Istehkam, a reinvigorated national counter-terrorism campaign following
the Central Apex Committee's recommendations under the National Action Plan to
root out terrorism.

UK: Over
2 million people in Afghanistan received aid in 2023

it provided aid to over 2.7 million people in Afghanistan.
In a
message published on Monday, August 19, on their X page, the embassy stated

Flouting Arms Trade Treaty With Weapons Exports To Israel: Amnesty

LONDON:
The US is continuing to violate a significant arms treaty by selling weapons to
Israel, Amnesty International has warned.
The NGO
said the flouting of the Arms Trade Treaty is leading to “devastating loss of
life” in the Occupied Territories, in particular Gaza.
In 2013,
155 states worldwide adopted the treaty, which established new regulations on
the sale of weapons in a bid to prevent “unlawful arms transfers that
facilitate grave abuses.”
But
despite being a signatory, the US has continued to provide Israel with weapons
that have been used in unlawful airstrikes, Amnesty reported.
Last
October, American JDAM bombs were launched by Israel on homes in Gaza, killing
43 civilians, including 19 children.
In
January, Israel used a US-built GBU-39 guided bomb to target a family home in
Rafah, killing 18 civilians, including 10 children.
Patrick
Wilcken, the NGO’s researcher on military, security and policing, said:
“Amnesty International has long been calling for a comprehensive arms embargo
on both Israel and Palestinian armed groups because of longstanding patterns of
serious violations of international human rights and humanitarian law,
including war crimes, leading to horrific impacts on civilians, including women
and children.
“States
parties and signatories, including the US — the largest provider of arms to
Israel — continue to license arms transfers to Israel in spite of overwhelming
evidence of war crimes committed by Israeli forces.”
Amnesty
described the continued sale of weapons to Israel by the US as a “stark example
of failure … to fully comply” with the treaty.
The NGO
is calling for an end to weapons sales to Israel at the 10th Conference of
States Parties to the Arms Trade Treaty, which began on Monday.
The
treaty “is the first of its kind to set global standards to govern the
international trade in conventional arms and munitions. The legality of an arms
transfer is now explicitly linked to international human rights and
humanitarian law rules,” said Wilcken.
“Although
progress has been achieved, numerous governments continue to brazenly flout the
rules, leading to a huge loss of life in conflict zones.
“It is
time for state parties to live up to their legal obligations and fully
implement the Arms Trade Treaty, to prohibit the flow of arms to countries when
it is known they would be used for genocide, crimes against humanity, war
crimes or if it could be used to commit or facilitate serious violations of
international human rights or humanitarian law.”

Islamic center apologizes for sermon calling to destroy 'Zionist Jews'

apologized Sunday after an antisemitic sermon by a guest speaker drew outrage
from the community.
The
speaker, according to translations by Middle East Research Institute, praised
Hamas and begged the Islamic god Allah to “guide their shooting.” He further
called for Hamas to “destroy the Zionist Jews.”
“Oh
Allah, seize them with a crushing grip, oh Lord of the Universe,” the speaker,
identified as an imam, prayed. “Oh Allah, make their plots backfire on them, oh
Lord of the Universe. Oh Allah, shake the ground beneath their feet, oh Lord of
the Universe, Oh Allah, liberate the Al-Aqsa Mosque from the plundering Jews,
return it to the fold of the Muslims, and let us pray there, oh Lord of the
Universe."
The
prayers drew the attention of Rep. Mike Lawler, R-N.Y., who condemned the
rhetoric.
“I am
deeply disturbed by the violent, antisemitic rhetoric espoused by a speaker at
the Islamic Center of Rockland,” he wrote. “It is my sincere hope that the
members of the Islamic Center of Rockland and its leadership will clearly speak
out against this disturbing, violent and antisemitic rhetoric and that we can
use this hateful incident as a bridge towards further dialogue, understanding
and cooperation between our diverse faith communities.”
Rep.
Lawler’s remarks invited an apology from the center.
“The Islamic
Center of Rockland stands firmly against anti-Semitism and any rhetoric that
incites violence or hatred, as we have for the 35 years we have operated in
this county alongside other faiths,” it wrote. “Our faith teaches us the values
of peace, compassion, and justice. We remain committed to fostering a community
built on these principles, where dialogue and understanding can pave the way
toward a better future for all.”
“We
sincerely apologize for any pain caused by these remarks and will ensure that our
platform is not used to promote these types of harmful messages going forward,”
the Islamic center added.

Aviv to El Alamein, the Mediterranean city famous for a World War II battle in
1942, to speak to Egyptian President Abdel Fattah El-Sisi at his summer palace.
Afterwards,
he will head to a meeting with Qatar’s emir, Sheikh Tamim bin Hamad Al-Thani,
in Doha, the scene of ceasefire talks last week.
Both
Egypt and Qatar are working alongside the United States to broker a truce in
the 10-month Gaza conflict.
Washington
put forward the latest proposal last week after the talks in Doha.
Blinken
said Monday he had “a very constructive meeting” with Israeli Prime Minister
Benjamin Netanyahu, who “confirmed to me that Israel accepts the bridging
proposal.”
Ahead of
those talks, Hamas called on the mediators to implement the framework set out
by US President Joe Biden in late May, rather than hold more negotiations.
The
movement said on Sunday that the current US proposal “responds to Netanyahu’s
conditions” and leaves him “fully responsible for thwarting the efforts of the
mediators.”
Earlier
on Monday, the US secretary of state had said: “This is a decisive moment —
probably the best, maybe the last, opportunity to get the hostages home, to get
a ceasefire and to put everyone on a better path to enduring peace and
security.”
Months
of on-off negotiations with US, Qatari and Egyptian mediators have failed to
produce an agreement.
Israel
and Hamas have blamed each other for delays in reaching an accord that
diplomats say would help avert a wider conflagration in the Middle East that
could draw in Iran and Hezbollah in Lebanon.
“There
is, I think, a real sense of urgency here, across the region, on the need to
get this over the finish line and to do it as soon as possible,” Blinken said.
The
Biden administration is under domestic pressure over Gaza, with pro-Palestinian
protests taking place outside the Democratic National Convention in Chicago on
Monday.
Biden
said in his farewell speech to the convention that the protesters “have a
point,” adding that “a lot of innocent people are being killed, on both sides.”
Israel
and Hamas have traded blame for delays in reaching a truce deal.
Hamas
insisted on “a permanent ceasefire and a comprehensive (Israeli) withdrawal
from the Gaza Strip,” saying Netanyahu wanted to keep Israeli forces at several
strategic locations within the territory.
Western
ally Jordan, hostage supporters who protested in Tel Aviv during Blinken’s
visit, and Hamas itself have called for pressure on Netanyahu in order for an
agreement to be reached.
Far-right
members crucial to the prime minister’s governing coalition oppose any truce.
The
October 7 attack on southern Israel resulted in the deaths of 1,198 people,
mostly civilians, according to an AFP tally of Israeli official figures.
Israel’s
retaliatory offensive in Gaza has killed at least 40,139 people, according to
the territory’s health ministry, which does not give details of civilian and
militant deaths.
Out of
251 hostages seized during Hamas’s attack, 111 are still held in Gaza,
including 39 the military says are dead.
The
Biden framework would freeze fighting for an initial six weeks while Israeli
hostages are exchanged for Palestinian prisoners in Israeli jails and
humanitarian aid enters Gaza.
Netanyahu
said on Monday that negotiators were aiming to “release a maximum number of
living hostages” in the first phase of any ceasefire.

An
independent British journalist critical of Israel’s genocidal war on the Gaza
Strip has been briefly arrested in the UK under Section 12 of the country’s
Terrorism Act of 2000.
In a
video posted on his X account on Tuesday, Richard Medhurst said that he was
arrested on Thursday at London’s Heathrow Airport and held in custody for
almost 24 hours.
The
journalist denounced his arrest as “pre-planned” and “coordinated,” noting that
many people have been detained in Britain because of their journalism.
“I felt
that the whole process was designed to humiliate, intimidate and dehumanize me
and treat me like a criminal,” he added.
“There
is clearly no need to hold me there this entire time, but I believe this was
done on purpose to rattle me psychologically... I categorically and utterly
reject all the accusations by the police. I’m not a terrorist. I have no
criminal record.”
Medhurst
also said that he is providing a counterweight to mainstream media,
complaining, however, that he is being “politically persecuted” in his country.
I got
the feeling, nevertheless, that those like me, who are speaking up and
reporting on the situation in Palestine, are being targeted,” he asserted.
“Palestine,
the humanitarian crisis in Gaza remains the most pressing news story in the
world. However, it seems that any statement … can be … twisted into an offence
of the highest order.”
The
journalist further censured the British government for suppressing freedom of
expression.
“Freedom
of the press and freedom of speech are really under attack. The state is
cracking down and escalating to try and stop people from speaking out against
our government’s complicity in genocide,” he said.
Medhurst,
who used to host a show for Iran’s English-language news channel Press TV, has
been very vocal in his criticism of the Israeli regime as well as London’s
complicity in the genocide against Palestinians in Gaza.
Former
UN weapons inspector and prominent geopolitical analyst Scott Ritter, whose
house was raided by the US Federal Bureau of Investigation (FBI) earlier this
month, called Medhurst’s arrest a “political persecution” meant to “hamper
[his] important work as a journalist.”

mosque conversion hailed as 'positive' for Hanley as plans approved

Plans to
turn an historic former church into a mosque have been approved. Stoke-on-Trent
City Council has granted the change of use of the grade II* listed St John's
Church, in Hanley, back into a place of worship and community facility.
But
earlier plans for internal changes to the church, which would require listed
building consent, have been dropped. And a restrictive covenant, which dates
back to when the Town Road building was sold by the Church of England, may
still prevent the new use.
The
decision to approve the change of use, which was taken by planning officers
under delegated powers, has been welcomed by the applicants as a 'significant
milestone' for the community.
ZabiZamir,
spokesperson for the Zamir Foundation, said: "The decision by the city
council reflects the shared vision of creating a space that not only preserves
the historical value of the church but also serves the diverse needs of our
local residents. This development marks a positive step towards enhancing
community services and fostering inclusivity in Hanley."
Mr Zamir
said a number of community services would be based at St John's Church,
including a museum, a multi-faith library and a women-only gym.
The
building, which dates back to 1788, has not been used as a church since the
1980s. It was last used as an antiques centre and cafe, which closed in 2020.
Dozens
of people have had their say on the change-of-use application, with 34 writing
in support of the plans and 28 objecting. According to the planning officer's
report, some of the comments 'were not considered appropriate for the public
arena' due to their 'inflammatory and indeed discriminatory nature'.
Objectors
raised concerns over issues such as parking and congestion, with some claiming
that gravestones and graves had been dug up during works carried out last
summer. Most of the graves at the church were exhumed in the 1980s to make way
for the construction of the Potteries Shopping Centre, although headstones were
left lying flat on the ground.
Council
officers visited the site in July 2023 and did not find any evidence of graves
being disturbed. But the owner was told to cease all works at the site until
planning consents were in place.
Planning
officers initially raised concerns over the plans apparently showing internal
changes to the building, despite claims that none were being proposed. During
the application process internal partition walls and wash facilities were
installed without consent, but were subsequently removed.
Revised
plans were subsequently submitted which made it clear that only a change-of-use
was being proposed, with no physical changes to the building, which was
considered acceptable.
The
officer's report states: "The application proposes a place of worship and
community use in a building that was originally constructed for worship and the
community. The site is very sustainably located in the centre of the city,
close to good public transport links and a directly adjacent to a multi-storey
car park.
"Save
for the short period of use of the building as an antiques centre, the former
church has been derelict for many decades, and providing a new use would
clearly be beneficial, hopefully safeguarding the future of the listed
building, but also bringing some vitality to this corner of Hanley."
According
to the planning application there are 10 parking spaces on the site, and
highways officers have said access will need to be controlled to avoid misuse
by the general public.
The
Church of England has told the council that it retains a legal interest in the
building through a restrictive covenant. According to the officer's report,
this would 'not currently allow use of the building for the proposed purpose'.
The applicant will therefore need to secure a deed of variation from the CoE.
St
John's Church was the focus of the violent disorder which rocked Hanley earlier
this month, as anti-Muslim protestors clashed with counter-protestors in Town
Road. Mr Zamir compared the online misinformation which fuelled the nationwide
riots to the social media claims about the graves at St John's Church, and
called for more 'honest communication' in future.
He said:
"These incidents underscore the dangers of misinformation, something we
have previously discussed online. It is clear that misinformation can easily
fuel tensions and disrupt the harmony of our community.
"Going
forward, it is crucial that we work together to counteract false narratives and
foster open, honest communication. The new facilities, particularly the museum
and multi-faith library, are designed to encourage dialogue and understanding,
helping to build stronger connections between different groups in our
community."

Video
shows Britain's Keir Starmer thrown out of pub over Covid rules, not 'support
for Muslims'

A video
of UK Prime Minister Keir Starmer being kicked out of a pub when he was
opposition leader has been recirculated alongside a false claim in 2024 that it
shows him being ejected over his support for the Muslim community. The clip --
published by Britain's The Telegraph newspaper -- dates to April 2021 when
Starmer came under criticism over Covid-19 lockdown measures.
"The
British prime minister went to a bar and was thrown out by the angry owner:
'You like Muslims so go elsewhere, you're not welcome here!'" read a
simplified Chinese X post shared on August 16, 2024.
The
video shows a man shouting "get out of my pub" to Starmer, who leaves
the venue wearing a black mask.
The
violence was initially fuelled by false rumours spread online that the perpetrator
was a Muslim asylum seeker.
tarmer
vowed to maintain intensive efforts to stop further riots as courts started
convicting people for their roles in the unrest (archived link).
The pub
video was viewed hundreds of thousands of times across X, Facebook, Weibo, and
in posts in multiple languages, including English, Thai and Hindi.
But the
footage is old and unrelated to the Muslim community.
A
reverse image search of a keyframe from the video and keyword searches found
the same footage published by the Telegraph on April 19, 2021 (archived link).
The
article details how Starmer was on a campaign visit as opposition leader to the
city of Bath when the co-owner of a pub told him to leave.

The BBC
interviewed The Raven pub landlord, Rod Humphris, who said he was unhappy with
the response by Starmer's Labour Party to government lockdown measures
introduced by then-prime minister Boris Johnson (archived link).
On the
day of the incident, the pub said on social media that there was "no
intention by The Raven to hijack Keir Starmer's visit to Bath. Rod's opinion is
his own" (archived link).
Labour's
press office said the clip "shows Keir Starmer being confronted by someone
spreading dangerous misinformation about the Covid-19 pandemic" (archived
link).
The BBC
and British newspaper The Guardian also published footage of the confrontation

Dutton
brings the populist war home with anti-Muslim talking points

Australian
political reporting works with the unspoken assumption that Canberra operates
in a vacuum, untouched by global trends.
The
result? Last week’s over-heated rhetoric on migration was presented as a
serious response to public concerns rather than what it was: a dangerous and divisive
injection of the global right’s anti-Muslim rhetoric that has long been
powering its hate machine.
Just
returned from a meeting in Israel with Israeli PM Benjamin Netanyahu’s national
security advisers and off the back of a meeting with his own “national
security” team, Peter Dutton catapulted the global right’s campaign against
Muslim migrants into the centre of the Canberra discourse with his call to ban
Palestinians coming to Australia from Gaza.
The
framing was perfectly pitched to echo through the national news cycle. “Dutton
finds his mark,” crowed The Australian.
Dressed
up as being all about “Australia’s interests”, it was a local polish to the
divisive exploitation of Muslim migration pioneered by the European right.
The
Dutton Gaza ban itself was not even original — Donald Trump was pumping the
idea as far back as October as a reprise of his 2017 “Muslim ban”. The rhetoric
veers close to the notorious Great Replacement theory promoted by former Fox
star Tucker Carlson (that migrants are brought in as a voting bloc to replace
“real” citizens), with Dutton saying “the prime minister has clearly had a
political motivation here” and was seeking a “political dividend”.
The
Australian intervention could not have come at a worse time, just weeks after
English far-right groups networked to shock the community by generating
anti-Muslim riots across England towns and Belfast in Northern Ireland, which
were rebuffed by significantly larger anti-racism demonstrations in support of
migrants and refugees.
Since
the 2015 Syrian refugee crisis, the network of right-wing parties across
Europe, as well as Trump’s MAGA Republicans, has found in Muslim migrants the
perfect “them” to counterpoint their populist “us”. It drove the right’s
pre-COVID surge in the Brexit referendum and the elevation of France’s
Rassemblement National in the 2017 elections.
Its
rhetoric has replaced the gentler Howard-era dog-whistle of “we decide who
comes to this country” with an out-and-proud trumpeting: “Muslim invaders”, as
the movement’s thought leader, Hungarian Prime Minister Viktor Orbán, told
Germany’s right-wing tabloid Bild in 2018.
The
result is what the Brookings Institute described as “the one percent problem”:
a relatively small number of Muslim migrants turned into “one of the defining
issues of the populist era” where “nearly every major right-wing populist party
emphasises cultural and religious objections to specifically Muslim
immigration”.
It has
left traditional centre-right parties with a hard decision: resist the moment
(like Angela Merkel’s Christian Democrats in Germany or the post-Gaullist
Republicans in France) or jump on board, like the US Republicans. Damned if
they do, damned if they don’t: oppose the populist right and become irrelevant;
or pander to its extremism, prioritising unity over electability.
Dutton
has given us his decision: tilt right, MAGA-style, to keep the movement
together (and to protect his own back), perhaps recognising that the
much-celebrated fragmentation of Australia’s two-party system is happening more
on the right-wing fringe than it is on the high-profile teal centre.
The rise
of right-wing micro-parties has been concealed by their diversity. In the most
recent election, parties like One Nation, UAP, the Liberal Democrats and
Katter’s Australian Party collected just over 11% of the vote. Add in the more
domesticated right-wing Nationals, and about a third of right-of-centre voters
opted to cast their ballot for a party on the ugly side of Menzies’ Liberals.
By
comparison, the drift of disaffected Liberal voters to centrist independents
has been far smaller, although (like the old Country Party) regional focus and
strategic (and preference) votes from Labor and Greens voters has maximised the
teal representation that has caught the public eye.
In most
European democracies, the fragmentation to the left has offered traditional
social democratic parties the same choice: compete or cooperate.
In
Australia, Labor and the Greens seem to have come to a sort of coopetition –
cooperating at election time through preference deals, competing between times
(although the more aggressive approach by the Greens under the Albanese
government threatens to fracture these arrangements).
Dutton’s
weaponisation of national security comes as the US national security
establishment (aka ”the blob”) is trying yet again to disentangle itself from
the vulgarities of populist politics. This month’s lead article in the blob’s
house journal, Foreign Affairs, noted the populist right’s attempt to make
everything a matter of national security, concluding: “If everything is defined
as national security, nothing is a national security priority.”
Australia’s
own blob — more or less a franchise of the Washington original — seems to have
got the same memo, with ASIO boss Mike Burgess turning up on Insiders last
weekend in an attempt to hose things down.
Regardless,
the media is more than happy to keep amplifying Dutton’s anti-Muslim bell. So
don’t expect him to stop ringing it.

‘happy’ to help resolve Azerbaijan-Armenia standoff – Putin

is ready to play a role in helping to resolve the long-running feud between
Azerbaijan and Armenia and achieve peace, President Vladimir Putin has told his
Azerbaijani counterpart Ilham Aliyev.
Armenia
and Azerbaijan have been at loggerheads since the collapse of the Soviet Union,
with tensions centering on the disputed Karabakh region, which until recently
was predominantly populated by ethnic Armenians.
Speaking
in front of reporters on Monday during his visit to Baku, Putin stressed that
while Russia now faces “crises” on several fronts, including in the Ukraine
conflict, its historical involvement in the affairs of the South Caucasus
“compels us to take part” in the affairs of the region “to the extent that it
is required by the parties.”
The Russian
leader also noted that he would inform Armenian Prime Minister NikolPashinyan
about the talks in Baku.
Over the
decades, Armenia and Azerbaijan engaged in a series of bloody conflicts over
Karabakh. In 2023, Baku managed to regain control of the territory, leading to
the dissolution of the self-proclaimed Republic of Nagorno-Karabakh, with most
Armenians subsequently fleeing the region.

In
recent months, Baku and Yerevan have engaged in peace talks, but differences
still remain. The most significant obstacle to the deal is an Azerbaijani
demand that Armenia amend its constitution to clearly acknowledge that Karabakh

Meanwhile,
public opinion in Armenia is strictly opposed to the idea of any territorial
concessions, and the government has had to contend with recurring protests. The
two countries have also been engaged in a lengthy process to delimit the
border. However, both sides agree that reaching a peace deal by the end of the
year remains a distinct possibility.

fund established to support higher education of underprivileged students: PM

Minister Shehbaz Sharif on Tuesday said that the government had established the
Pakistan Education Endowment Fund to support children from low-income families
to obtain higher education.
The
announcement comes months after PM Shehbaz declared an education emergency in
the country and vowed to get around 26 million out-of-school children enrolled.
According
to Abdullah A. Fadil, the representative for United Nations Children’s Funds
(Unicef) in Pakistan, over 70 per cent of children aged 10 in Pakistan could
not read or understand text.
In a
meeting with Oxford Union President Israr Khan Kakar at the PM House today, the
prime minister said that a 20pc quota will be allocated for the youth of
Balochistan under the newly established fund.
The
premier lauded Kakar on winning the Oxford Union election in June, when the
former became the third Pakistani and first from Balochistan to hold this
prestigious position.
The
Oxford Union, founded in 1823, is one of the oldest and most esteemed debating
societies in the world.
PM
Shehbaz expressed the hope that young people like him would continue to make
Pakistan proud.
“Winning
scholarship throughout the academic career and then his election as president
of a great body like Oxford Union by a youngster coming from a backward area of
Balochistan is a matter of pride,” the premier highlighted.
Inviting
him to address the Oxford Union, Kakar thanked the prime minister and his
government’s efforts for “youth empowerment and providing them equal
opportunities”.
“All of
the youth like me, are resolved to offer all-out services for Pakistan’s
progress and prosperity,” Kakar asserted.

Former prime minister Imran Khan on Monday claimed that ex-spymaster Faiz
Hameed, who was detained earlier this month in connection with a housing scheme
scam, was being forced to turn approver against him to pave the way for his
(Imran’s) trial in a military court in May 9 cases.
In a
separate development, the Islamabad High Court (IHC) restrained an
accountability court in the capital from announcing the judgement in the £190
million corruption case against PTI leader Imran Khan and his spouse which
revolves around the Al Qadir Trust.
Speaking
to media persons in Adiala jail after he was sent on judicial remand in a new
Toshakhana reference, the PTI chief said there was no substance in the cases
against him in civil courts, claiming that the ex-ISI chief was arrested
allegedly in order to implicate him. He claimed that Gen Faiz was being forced
to become approver against him and hinted that the ex-spymaster might be asked
to implicate him in the May 9 incidents.
According
to Mr Khan, he was not concerned even if Gen Faiz testified against him, as the
culprits involved in the May 9 violence can be traced through CCTV footage. He
said he had repeatedly sought a judicial probe into the violence, adding that
had he been involved in these riots he wouldn’t have made such a demand.
The PTI
leader said the incumbent regime was scared that its “theft of the public
mandate” would be exposed after the retirement of Chief Justice of Pakistan
Qazi Faez Isa. The ex-PM also dismissed claims attributed to Gen Faiz that he
had been taking instructions from his wife Bushra Bibi.
Imran
Khan reiterated his allegations against former army chief Qamar Javed Bajwa,
accusing the latter of betraying him. He added that Gen Faiz was transferred
from the ISI under an alleged deal between the then army chief and PML-N
chief Nawaz Sharif.
£190m
corruption case
Separately,
an IHC division comprising Justice Miangul Hassan Aurangzeb and Justice
Babar Sattar stopped an accountability court from announcing the verdict in
the £190 million corruption case, but allowed it to continue day-to-day
proceedings.
The
bench, after a preliminary hearing of the petition of Imran Khan seeking the
record related to the case, issued the restraining order and asked the
National Accountability Bureau (NAB) to submit a reply.
As the
high court allowed the accountability court to continue the proceedings, it
warned the petitioner’s counsel that the bench would recall the restraining
order if they attempted to delay the outcome of the case.
Mr
Khan’s counsel Barrister Salman Safdar and advocate Khalid Yousaf Chaudhry
appeared before the division bench. According to the petition, NAB in April
2020 in its 343rd meeting of the executive board recommended closing the
inquiry into this case and the investigation officer during the
cross-examination admitted certain facts with regard to the executive board
meeting (EBM).
The
petition stated that the former prime minister filed an application before the
accountability court seeking the record, which was dismissed by the judge. It
may be mentioned that the investigation officer of the said reference was the
last prosecution witness.
The
petition stated that “the investigation officer of the case appeared before the
accountability court as PW [prosecution witness] 35 and during the
cross-examination, he categorically admitted the holding of 343rd EBM, [and]
closure of this case by the above EBM”.
It said
that NAB had the minutes of the said meeting which required to be produced
before the trial court as vital evidence of defence. The petition requested the
court to issue directions to NAB to produce the relevant record before the
trial court and issue a stay order against the proceedings.
After
the hearing, former president Arif Alvi — who was present in the courtroom —
told reporters that he would remain in Pakistan even if the government decided
to charge him under Article 6 (high treason) for the dissolution of the
National Assembly in April 2022.
Meanwhile,
PTI leader Hammad Azhar has urged the establishment to stop interfering in
politics and instead accept the public decision and mandate. In a tweet on
Monday, Mr Azhar stated the party founder was the most-liked leader in Pakistan
and that any misadventure with Mr Khan would lead to a direct clash.
Faiz
harmed PTI: Marwat
Sher
Afzal Khan Marwat said that Faiz Hameed’s “malpractices” had been blamed on the
PTI, adding the party did not benefit from him, rather he had caused more harm
to the party than any good.
While
talking on Geo News’ TV show Aaj Shahzeb Khanzada Kay Sath, Mr Marwat said,
“Being a lawyer, I cannot approve of Gen Faiz’s acts as spy chief such as
victimising political opponents, harassing them, lodging cases against them.”

Pakistan is yet to secure confirmation on an external financing gap of $3 to $5
billion, despite passage of five weeks after striking a staff-level agreement
under a fresh bailout package of Extended Fund Facility (EFF).
Thus,
Pakistan is, so far, unable to sign a Letter of Intent (LoI) for making a
formal request to the IMF’s executive board for considering approval of $7
billion under the EFF programme. The finance minister and the State Bank of
Pakistan governor are supposed to sign the LoI on behalf of the government and

The
external financing has again surfaced as major stumbling block in the way for
securing fresh bailout package from the IMF. The IMF has issued calendar for
executive board’s scheduled agenda items and Pakistan does not include into
list of countries for which the IMF board would consider approval of loans till
August 28, 2024.
This
scribe contacted Federal Minister for Finance and Revenues Mohammad Aurangzeb
to ask about signing of the LoI and consideration of the IMF’s executive board
for granting approval on Pakistan’s request of $7 billion package. In his brief
reply, he said, “We are making good progress towards getting the board approval
in September.”
Pakistan
and the IMF had struck a staff level agreement on July 12, 2024 and it was
hoped that Islamabad’s request would be considered for approval by the IMF’s
executive board in four to six weeks. When both sides had struck the staff
level agreement, the IMF statement clearly stated, “this agreement is subject
to approval by the IMF’s executive board and the timely confirmation of
necessary financing assurances from Pakistan’s development and bilateral
partners”.
Pakistan
will have to repay $26.2 billion in external debt during the current fiscal
year 2024-25, out of which there would be a rollover of $12.3 billion deposits.
It was conveyed to the IMF that the foreign deposits would be rollover for
one-year period. It was the wish of the government to secure rollover for
three-year period, but the countries like the KSA, China and the UAE committed
for one-year rollover.

Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan has said that it seems he
will be taken to a military court after Lt-Gen (retd) Faiz Hameed is made
approver against him.
In an
informal conversation with journalists in Adiala Jail, Khan said he fully
supported Gen (retd) Qamar Javed Bajwa, but he stabbed him in the back. He
alleged that Bajwa had madea deal with Nawaz Sharif and removed Faiz Hameed
from his post.
The PTI
founder said everyone knows that all other cases against him have ended, so now
they want to take him to military courts, for which they will get a statement
from Faiz that May 9 was a conspiracy.
He
remarked that the one who hatches a conspiracy does not demand the formation of
a judicial commission. He said he was put in jail although the regime change
happened against him. The former prime minister said they feel no shame in
saying that Faiz Hameed used to give instructions to Bushra Bibi.

ISLAMABAD:
Election tribunals have disposed of only 25 out of a total of 377 poll
petitions filed with them following the Feb 8 general election, reveals a
systematic tracking of election petitions by the Free and Fair Election Network
(Fafen).
As of
Aug 17 this year, the tribunals disposed of four petitions related to National
Assembly (NA) constituencies and 21 related to provincial assembly (PA)
constituencies, according to the Fafen report.
The
petitions disposed of represent seven per cent of the 377 petitions filed with
the election tribunals. With six tribunals in Punjab still inactive, this slow
pace may result in multiple petitions lingering beyond the legal deadline of
180 days from the date of their filing, the report notes.
Legally,
the Election Commission of Pakistan (ECP) is bound to publish in the official
Gazette the names of the returned candidate (candidate with the highest number
of votes) and all other contesting candidates along with the number of votes
obtained by them (Section 98 of the Elections Act, 2017).
Any
losing candidate can file petition within 45 days of the gazette notification
of the returned candidate (Section 142) and each petition shall be decided
within 180 days of its filing (Section 148). Through amendments to the
Elections Act 2017, enacted in August 2023, parliament extended the time limit
for the disposal of election petitions from 120 to 180 days from the date of
their filing.
The
amendments also introduced measures to expedite the disposal of petitions by
capping the maximum duration of stay orders issued by higher courts in such
cases to six months. However, the ongoing operations of the tribunals,
particularly in Punjab, do not reflect the spirit of the law, due to multiple
factors, including prolonged legal interpretational differences between the ECP
and the Lahore High Court regarding the notification of six tribunals in the
province, which has rendered them dysfunctional.
The
eight tribunals notified in Punjab thus far have a cumulative caseload of 157
election petitions.
Fafen
has determined that at least 377 petitions have been filed with the 23 election
tribunals across the four provinces and the Islamabad Capital Territory (ICT).
Of these, Fafen has identified the petitioners for 333 petitions through copies
of the petitions and cause lists available on high courts’ websites.
To date,
the copies of only 226 petitions have been obtained. Additionally, 44 petitions
could not be tracked through the cause lists. The ECP has also not yet
disclosed the exact number and ancillary details of the petitions filed before
the tribunals.
Fafen
also observed the process of resolving result disputes following the general
election, when the ECP established 14 tribunals to decide 385 petitions, and
after GE-2018, when the ECP established 20 tribunals to decide 300 pleas.
Of the
23 notified tribunals, 11 have disposed of a total of 25 petitions — four for
NA and 21 for PA constituencies. Balochistan tribunals disposed of 17pc of the
total petitions in the province, Sindh 7pc, Khyber Pakhtunkhwa 4pc, Punjab less
than a half per cent, while ICT tribunal has not decided any petition so far.
Three
Quetta-based tribunals have decided 14 petitions — one for NA and 13 for
Provincial Assembly of Balochistan (PAB). Tribunals in Karachi, Sukkur, Larkana
and Hyderabad have decided six petitions — two for NA and four for Provincial
Assembly of Sindh (PAS). Mingora and Dera Ismail Khan tribunals have decided
four petitions — one for NA and three for Provincial Assembly of Khyber
Pakhtunkhwa (PAKP). The only petition disposed of in Punjab is of a Provincial
Assembly of Punjab (PAP) seat by Rawalpindi tribunal.
While
none of the disposed of petitions has been accepted, two PAS petitions have
been dismissed on non-prosecution (petitioners not following up the case before
the tribunals); seven petitions — three each for NA and PAKP and one for PAS
—have been withdrawn by the petitioners, while 16 petitions — one each for NA,
PAP, PAKP and PAS and 13 for PAB — have been dismissed on merits of the case.
Tribunal-wise,
Quetta-II have disposed of a total of 11 petitions, followed by Mingora and
Karachi-II, which have decided three petitions each, Quetta-I two petitions
while Sukkur, Hyderabad, Larkana, Quetta-III, Rawalpindi and D.I. Khan have
decided one petition each so far. These numbers can vary as the ECP and
tribunals has still not shared information on the petitions and Fafen relies on
the cause lists to ascertain the numbers and status of the petitions.

Serbian
police shot dead a suspected terrorist on Saturday during a shootout in the
southern town of Novi Pazar, the country’s Interior Ministry Ivica Dačić
confirmed.
The man
was Sanad Ramović, a Bosnian Muslim who was wanted for harboring a Serb convert
to Islam responsible for a crossbow attack outside the Israeli embassy in
Belgrade on June 29.
Dačić
confirmed the man neutralized by police had previously served a
13-and-a-half-years prison sentence for terror charges following a police
shootout in 2007 during which he resisted arrest.
He was a
member of the ultra-conservative Wahhabi Islamist movement and recently pledged
allegiance to the Islamic State terrorist group in a video he posted on
Telegram.
He had
been hiding out between Kosovo and Novi Pazar, the capital of the Serbian
region of Sandsak primarily populated by Bosnian Muslims.

Jama’at Nusrat al-Islam wal Muslimeen (JNIM) armed group has taken control of
the Kayes barracks in Mali.
The
development comes amid escalating tensions and violence in the region.
This was
made known ZagazolaMakama, a Lake Chad Basin counterterrorism and insurgency
expert, in a post on his X handle on Monday.
Makama
described the JNIM as a prominent militant group in the Sahel responsible for
several attacks on military and civilian targets in recent years.
According
to the report, the High Islamic Council, led by CherifOusmane Madani Haidara
and Gen. YamoussaCamara, has called for dialogue with all armed groups in the
country in a bid to address the escalating violence and instability in Mali.
The
security expert stated that the move comes as the military and civilian
populations grow increasingly dissatisfied with the current situation, with
extremist groups like JNIM expanding their control in southern Mali.
“The
council’s initiative aims to bring together various stakeholders to find a
peaceful resolution to the crisis, but the challenges ahead are significant.
“JNIM’s
involvement in the illicit logging economy has contributed to deforestation and
instability in the region, adding complexity to the situation.
“The
success of the dialogue remains uncertain, but the High Islamic Council’s

Governor of Kogi State, Ahmed Usman Ododo, has approved the appointment of an
additional 1,192 aides to his government.
Naija
News reports that the latest development was confirmed in a communique issued
Monday by the Secretary to the State Government, Dr FolashadeAyoade.
“The
aides include YakubuAbdulhakeem, who will serve as the Executive Secretary of
the Kogi State Office for Disability, 165 Senior Special Assistants, and 36
Special Assistants.
“Others
on the list approved by the governor are 574 Ward Special Assistants and 290
Local Government Special Assistants,” the statement noted.
Ododo
has also approved the appointment of Alhaji Ibrahim Abdulsadiq as the Director
of Protocol for the First Lady’s Office, alongside other members of the First
Lady’s retinue.
The
governor congratulated all the appointees, emphasizing the importance of
dedicating their utmost service to the state and the broader global community.
Furthermore,
Ayoade announced that all appointments would be officially effective from
September 1, 2024.

Earlier,
Kogi State Commissioner for Information and Communications, Kingsley Fanwo,
provided insight into the recent appointment of 717 Ward Special Assistants by
Governor Usman Ododo.
According
to Fanwo, these appointments are part of the Governor’s strategy to deepen
democracy and ensure that governance is participatory, particularly at the
grassroots level.
During a
press briefing in Lokoja, Fanwo emphasized that Governor Ododo is committed to
empowering the people by selecting Special Assistants who are deeply connected
with the rural communities they serve.
“The
Governor is determined to ensure grassroots participation in governance. He
doesn’t want to be detached from the hopes and aspirations of the grassroots.
We have learnt from past experiences, and we should be able to put those

Reflecting

grassroots realities, as they resided primarily in the state capital.
He said,
“In the past, many of the Special Advisers and Senior Special Assistants that
were appointed lived in the state capital and did not relate with the
grassroots people. There was a gap between the pulse at the grassroots and the
impression of the Government. But with this novel appointment strategy, the
people at the grassroots are already jubilating over the commendable inclusive
governance.
“Those
appointed are those who sleep and wake up in those Wards. They don’t live
outside of their Wards, and they will be the foot soldiers of the Government in
achieving the Consolidation Agenda of the Ododo Administration.”
Addressing
concerns about the potential increase in governance costs due to the high
number of appointees, Fanwo clarified that the salaries of three Ward Special
Assistants are equivalent to what a single Senior Special Assistant would earn.

potential links between the Islamic Republic of Iran, Hezbollah, and a suicide
bombing that occurred in Tel Aviv on Sunday.
On
Sunday evening, a man in his 50s detonated a backpack bomb on a street in Tel
Aviv, killing himself and injuring a passerby. This was the first suicide
bombing in Israel since 2016.
Hamas
claimed responsibility for the attack on Monday, stating that it, along with
the Palestinian Islamic Jihad group, had orchestrated the bombing.
Despite
this claim, Israeli media reported that no evidence has been found linking the
attacker to either Hamas or Islamic Jihad.
Israeli
police and the Shin Bet believe the attacker, a resident of Nablus in the West
Bank, may have received assistance from Iran or Hezbollah due to the complexity
of the explosives.
The
Israeli police announced an increase in security presence in major cities,
although there are no specific warnings of another attack.
Peretz
Amar, the head of Tel Aviv’s police, stated that the bomb was large and could
have caused significant casualties had it detonated inside a crowded area, such
as a synagogue.
Israeli
television reported that the investigation has uncovered a significant clue,

Lebanon’s Iran-backed Hezbollah group said it launched several rocket salvos at
Israeli army positions in the annexed Golan Heights on Tuesday “in response” to
Israeli strikes on eastern Lebanon the previous day.
Hezbollah
fighters launched “intense rocket barrages” at two Israeli army positions in
the occupied Golan Heights “in response to the Israeli enemy’s attack on the
Bekaa” Valley — which a source close to Hezbollah said targeted weapons depots
in the eastern region.
The
Israeli military confirmed that around 55 projectiles were identified crossing
from Lebanese territory.
“Some of
the projectiles were intercepted, and the rest fell in open areas. No injuries
were reported,” the military said in a statement, adding that some of the
rockets had ignited fires.
The
military said its forces struck one of the launchers from which the rockets
were launched.
The
latest salvos from the Iran-backed Hezbollah movement came after Israel struck
weapons depots deep inside eastern Lebanon on Monday.
That
Israeli strike came after a soldier in northern Israel was killed by Hezbollah
fire, the latest death in 10 months of cross-border exchanges between
Iran-backed Hezbollah and Israeli forces.
The
violence has killed 585 people in Lebanon, mostly Hezbollah fighters but also
including at least 128 civilians, according to an AFP tally.
On the
Israeli side, including in the annexed Golan Heights, 23 soldiers and 26
civilians have been killed, according to army figures.
Fears of
an escalation have mounted since Hezbollah and Iran vowed to respond after an
Israeli strike on Beirut last month killed a top Hezbollah commander, Fuad
Shukr, shortly before an attack in Tehran blamed on Israel killed Hamas
political leader Ismail Haniyeh.

Saudi
Arabia’s Future Investment Initiative (FII) Institute expects artificial
intelligence (AI) to improve energy infrastructure and cut operational costs,
supporting the goals of “Vision 2030.”
In
collaboration with Arthur D. Little (ADL), the institute proudly presented a
comprehensive White paper titled “The Role of AI in Sustainability: Boon or
Bane?”
Arthur
D. Little identified three primary ways AI can contribute to sustainability
efforts.
Firstly,
AI can significantly boost the sustainability of existing business models by
optimizing operations and improving energy efficiency. Real-world examples
include Google’s reduction of data center energy consumption by up to 40% and
IBM Watson’s AI-based solutions that enhance agricultural productivity while
conserving water.
Secondly,
AI enables the creation of new, sustainable business models that reduce
environmental footprints and enhance profitability. Examples include Babylon
Health’s AI-driven healthcare services and Uber’s AI-optimized ride-sharing
that minimizes traffic congestion and emissions.
Thirdly,
AI helps organizations prepare for and mitigate the impacts of climate change
and natural disasters. Innovations such as MIT’s AI-designed heat-resistant
materials and Google’s Tree Canopy project for urban forestry planning are
highlighted.
This
White paper delves into the transformative potential of artificial intelligence
(AI) in advancing sustainability across various sectors, while also addressing
the inherent challenges.

shopper program helps uncover IP violations across Saudi Arabia

The Saudi Authority for Intellectual Property has issued its annual report for
preserving intellectual property rights for 2023, showing that it received over
2,680 complaints related to copyrights, including trademarks.
The
growing awareness of the need to adhere to laws and regulations that govern the
ownership, use and protection of intellectual property contributed to a 50
percent increase in the total number of complaints in 2023, the authority said.
Trademark
complaints rose by 73 percent, and copyright complaints by 30 percent, it
added.
More
than 1,000 inspection tours of commercial establishments were conducted in 42
cities and governorates across the Kingdom, based on complaints from copyright
holders.
The
authority said that it continues to carry out the mystery shopper program,
which is vital for enforcing compliance with intellectual property rights.
The
enforcement team continuously monitors and surveys commercial and electronic
markets, identifying violations and gathering data on commercial establishments
to provide the inspection team with information that supports its tasks.
Mystery
shoppers made more than 4,700 visits to more than 70 malls in 17 cities and
governorates, and visited over 6,000 websites and online stores.
The
report said that 422 suspicious shipments were processed, with the Zakat, Tax
and Customs Authority reporting that 60 percent of the shipments were found to
violate intellectual property laws and regulations.
More
than 3.4 million products violating intellectual property regulations failed to
receive clearance at various border crossings.
In the
digital space, the authority focused on enforcing intellectual property rights
in digital content and e-commerce. The number of reported websites reached
4,545, with the majority (81 percent) concerning sites that host movies and TV
shows.
The
authority said that more than 41 million products infringing on intellectual
property rights were confiscated, more than 16,300 content items were removed
and over 3,400 non-compliant websites were blocked.
In the
course of assessing compliance with intellectual property rights, 13,000
establishments were visited, and field and electronic surveys were carried out.
In 2023,
commercial courts and the Committee for Resolving Intellectual Property
Disputes issued more than 270 rulings against intellectual property violators,
with total fines amounting to about SR2.2 million ($586,000).

in Colombia, the Saudi Press Agency reported on Tuesday.
Several
members of KSrelief’s volunteer medical staff toured the cities of Bogota and
Quibdo from Aug. 11 to 15 to assess the conditions.
In
addition, they had discussions with government health officials and the
leadership of several hospitals.

converted to Islam at four, Selangor-born woman makes one last try to be
declared not a Muslim

LUMPUR, Aug 19 — Unilaterally converted at the age of four to Islam, a woman
who will turn 38 this year has made her final attempt to seek a court declaration
that she is not a Muslim.
This
woman, identified only as D to protect her privacy, was born in Selangor to a
Hindu father and a Buddhist mother. The mother later converted D without
telling the father, and D has said the father never gave his consent for her
religious conversion.
D’s
lawyer Surendra Ananth told Malay Mail that his client had on August 16 filed
an application at the Federal Court to ask the country’s highest court to
review its previous decision against her.
Previously,
D had in December 2021 won a High Court order which declared her as “not a
person professing the religion of Islam”, but the Court of Appeal in a 2-1
decision in January last year restored her official religious status as a
Muslim.
On May 3
this year, the Federal Court in a 2-1 decision agreed with the court decision
that had reinstated D’s official identity as a Muslim, and dismissed her
appeal.
D now
wants a new panel of judges at the Federal Court to review the decision made by
two of the judges in the May 2024 panel which ruled against her.
She is
applying for the Federal Court to set aside the majority decision in May which
dismissed her appeal, and also wants the new panel at the Federal Court to
immediately rehear her appeal against the Court of Appeal’s decision which had
restored her Muslim status.
Based on
her application, here are the reasons why she is asking for the Federal Court
to review the majority decision against her. She is arguing that the Federal
Court’s majority decision:
has
caused a serious miscarriage of justice
is per
incuriam (made while ignoring a relevant law or a binding court decision)
was made
beyond jurisdiction and had violated the rules of natural justice
Surendra
said the Federal Court has fixed September 18 for case management of his
client’s application for review.
D has
spent almost 11 years now or since the age of 27 in going to the courts to seek
a declaration that she is not a Muslim.
This all
started from when she tried at the age of 25 in 2011 to have the label “Islam” removed
from her identity card to reflect her religious identity to be a non-Muslim.
But the
National Registration Department rejected her application for the removal of
the “Islam” label, and the Shariah courts also rejected her bid to be confirmed
as a non-Muslim, which then led to her efforts in the civil courts to be
recognised as not a Muslim.
Among
other things, D had told the courts that she had been born a Hindu and had only
professed and practised the Hindu religion, and also said she had never professed
the religion of Islam and had never uttered the kalimahsyahadah (the
declaration of faith required to convert to Islam).

DELHI: Prime Minister Datuk Seri Anwar Ibrahim received a ceremonial welcome at
the Rashtrapati Bhavan, India’s Presidential Palace, on Tuesday, as part of his
three-day official visit to the republic.
The
premier, who is in India from Aug 19-21, was welcomed by his Indian counterpart,
Narendra Modi, upon arrival at 9 am.
The
national anthems of both countries were played before the respective leaders
introduced their delegations.
Following
the ceremonial reception, Anwar proceeded to the Gandhi Memorial at the Raj
Ghat Memorial Complex to lay a wreath.
He will
later receive a courtesy call from India’s External Affairs Minister, Dr S.
Jaishankar, at a hotel here.
Anwar is
scheduled to hold a restricted meeting with Modi at the Nilgiri Suite,
Hyderabad House, followed by a one-on-one meeting at noon at the same venue.
He will
then witness the exchange of several Memoranda of Understanding (MoUs) at
Hyderabad House before proceeding to a joint press conference with Modi.
Later,
Modi will host a banquet luncheon in Anwar’s honour before the Malaysian Prime
Minister pays a courtesy call on Indian President Droupadi Murmu at Rashtrapati
Bhavan.
Anwar
will then deliver a lecture titled “Towards a Rising Global South: Leveraging
Malaysia-India Ties” at 5 pm at Sapru House, Indian Council of World Affairs
(ICWA).
He will
conclude his second day visit by attending an engagement session with the
Malaysian diaspora in India at the Multipurpose Hall, High Commission of
Malaysia in India.
This
marks Anwar’s first official visit to India since assuming office in November
2022.

DELHI, Aug 20 — Malaysia and India today solidified their bilateral relations
with the exchange of eight Memorandums of Understanding (MoUs).
The MoUs
cover a broad range of sectors, including worker recruitment, traditional
medicine, digital technologies, culture, tourism, and public administration.
Prime
Minister Datuk Seri Anwar Ibrahim, who is on a three-day official visit to
India from Aug 19, and his Indian counterpart, Narendra Modi, witnessed the MoU
exchange at Hyderabad House here.
Hyderabad
House is used by the Government of India for official state functions,
particularly high-level meetings and banquets involving visiting foreign
dignitaries.
The
first MoU, concerning the recruitment, employment, and repatriation of workers,
was inked and exchanged between Minister of Human Resources, Steven Sim Chee
Keong, and India’s External Affairs Minister, Dr S. Jaishankar.
The
second MoU, on Ayurveda and other traditional systems of medicine, was
exchanged between Foreign Minister Datuk Seri Mohamad Hasan and his
counterpart, Jaishankar.
The MoU
on cooperation in the field of digital technologies was exchanged between
Digital Minister Gobind Singh Deo and Jaishankar.
The MoU
on cooperation in the fields of culture, arts, and heritage, was exchanged
between Minister of Tourism, Arts, and Culture Datuk Seri Tiong King Sing and
Jaishankar. Tiong and Jaishankar also exchanged another MoU on tourism
cooperation.
The MoU
on public administration and governance reforms was exchanged between the
Director-General of the Public Service Department Datuk Seri Wan Ahmad Dahlan
Abdul Aziz and the Secretary (East) of the Indian Ministry of External Affairs,
Jaideep Mazumdar.
The MoU
on cooperation in the fields of youth and sports was exchanged between Mohamad
Hasan and Jaishankar.
Last but
not least, the MoU between the International Financial Services Centres
Authority (IFSCA) and the Labuan Financial Services Authority (LFSA) was
exchanged between the Chairman of LFSA, Datuk Wan MohdFadzmiChe Wan Othman
Fadzillah and Indian High Commissioner to Malaysia, BN Reddy.
At the
ceremony, the Co-Chair of the India-Malaysia CEO Forum, Tan Sri Kuna
Sittampalam, presented the Report of the 2nd India-Malaysia CEO Forum to the
Minister of Investment, Trade, and Industry, Tengku Datuk Seri ZafrulTengku
Abdul Aziz.
These
agreements are expected to further strengthen the strategic partnership between
the two nations, promoting cooperation across various fields and creating new
