Islamic Seminary of Barelvi Sect Issues Fatwa against Hafiz Saeed: ‘He has Defamed Islam’

An Islamic seminary of Barelvi sect Thursday issued a fatwa (edict) against Mumbai terror attack mastermind Hafiz Saeed, saying the Pakistan-based Jamaat-ud-Dawa (JuD) chief cannot be “considered Muslim” as he has “terrorist ideology” and has “brought infamy to Islam”.
It declared that following Saeed, founder of the Lashkar-e-Toiba who carries a US $10 million bounty on his head, or considering him as Muslim was “illegal”.
The fatwa was issued by Mufti Mohammed Saleem Barelvi of Manzar-e-Islam Saudagaran, an institution associated with Dargah-e-Ala Hazrat of Bareilly.
It came in reply to a letter by one Mohd Moinuddin of Jaipur, who said that Saeed considered those writing against Allah and Prophet Muhammad as Muslims.
Besides, Saeed publicised anti-religious ideology and points of view and provoked people to create terror, Moinuddin said and asked whether such a person should be considered Muslim.
In his fatwa, Mufti Saleem said that having “any type of connection” with persons working against the dignity of Allah and the Prophet was “haraam (illegal)”. The fatwa stated that Saeed was a man with “terrorist ideology”, who with his acts has brought “infamy to Islam and Muslims across the world”.
“Therefore, it is compulsory for every Muslim not to follow him and keep away from his ideology,” it said.
Sharing the fatwa with The Indian Express, Hazrat Saleem Noori from Dargah-e-Ala Hazrat said that followers of Islam have been asked not to listen to such people or follow them.
The fatwa came close on the heels of Saeed asking Pakistan Army chief Gen Raheel Sharif to send troops to Kashmir to “obey” the pending order of Pakistan founder M A Jinnah.

On UN List, India Gives Home-Grown Terrorists, Linked To Al-Qaeda and Islamic State, a Miss

The Indian government has not taken measures to seek United Nations sanctions against home-grown terrorists linked to al-Qaeda and Islamic State, diplomatic sources in the UN have told The Indian Express.
The revelations come even as the United Nations 1267 Committee’s Analytical Support and Sanctions Monitoring Team, which tracks action against Islamic State and al-Qaeda, released its latest report to member-states on Thursday.
Indian citizens operating against the country from overseas, including Pakistan-based al-Qaeda in the Indian Subcontinent chief Sanaul Haq, also known as Asim Umar, and Shafi Armar, who has led Islamic State operations targeting his homeland, do not figure on the 1267 Committee’s list of individuals subjected to travel and financial bans, the document shows. Neither does Riyaz Shahbandri, the Karachi-based head of Indian Mujahideen, who Indian investigators have said met with top al-Qaeda leaders in 2013 ahead of the merger of the two organisations.
Earlier this year, India had protested after China blocked its efforts to have Masood Azhar Alvi, the head of Jaish-e-Muhammad, listed by the 1267 Committee. There was no word from New Delhi, though, on why it had failed to pursue action in cases of Indian citizens, where third countries were unlikely to be seek a veto.
The Ministry of External Affairs declined official comment, but a senior official confirmed it had not moved to seek the listing of Indian citizens linked to al-Qaeda and Islamic State, saying it had it had not received any request from the Ministry of Home Affairs to do so. “We do not make policies on counter-terrorism issues,” the official said. “We only execute requests that come to us from the home ministry.”
Home ministry officials also declined to comment on record, but said there was no government policy on seeking sanctions against Indian citizens linked to al-Qaeda and Islamic State. “This is a relatively new situation,” said an official familiar with the situation, “and there isn’t yet a mechanism in place to deal with it.”
Experts disagreed, saying the problem is an old one which stems from the absence of any Indian government agency with overall responsibility for counter-terrorism. “The responsibility is divided between the MHA, the MEA, and a half-a-dozen investigation agencies, with the result that India has consistently failed to use international fora to build its case against terrorism,” said Ajai Sahni, Director of the Institute of Conflict Management in New Delhi.
The 1267 Committee’s report makes clear that none of al-Qaeda’s subcontinental leadership has been listed, though they have been charged by Indian investigators with involvement in several plots against India. Top leaders Asim Umar, Usama Mehmood, Umar Khattab and Umair Afzal Rana are all not listed, the document states. It adds that the “group consists mainly of militants from Pakistan, India, Bangladesh and Maldives. Member States assess that the number of Al-Qaida operatives in Afghanistan with ties to Al-Qaida in the Indian Subcontinent could be as high as 300.”
The Indian government, UN sources said, has also not shared information on the 62 individuals its intelligence services now believe have left the country to fight with al-Qaeda and the Islamic State.
Bangladesh and India have also not sought listing of Canadian national Tamim Chaudhury who, using the pseudonym Abu Ibrahim al-Hanif, has led Islamic State’s campaign in the region. In an interview to the IS house-magazine Dabiq, Chaudhury had said he was working to set up a “jihad base in Bengal (which) will facilitate performing guerrilla attacks inside India”.
Sources said India was not among the 20 member states which had, until July 2016, provided implementation reports on their action on Resolution 2253 — an agreement passed last year, calling on all states to freeze assets used to fund IS and prevent individuals from transiting through the country to territories held by IS and al-Qaeda.
The report underlines the growing threat of the Islamic State to countries elsewhere in the world even as the territories under its control diminish, saying it has “provided start-up capital to some of its affiliates and been able to move funds using cash couriers, alternative remittance systems and banking channels”.
The threat, it records, “has become more decentralised, thereby giving the group more opportunities to fund affiliates, cells and attacks around the world”.

Zakir Naik's TV speeches banned in Bangladesh

Bangladesh has cracked down on controversial Islamic televangelist Zakir Naik by banning the broadcast of his speeches on television.
"We have issued orders to completely stop the broadcast of Zakir Naik's speeches," Bangladesh Information minister Hasanul Haq Inu said in a statement today.
Naik angered Bangladesh after his speeches were found to have inspired terrorists involved in the July 1 Dhaka cafe massacre in which 22 persons, including a 19-year-old Indian girl, were killed.
At least two terrorists involved in the attack in the upscale Gulshan locality were known to have been inspired by Naik's speeches and sermons, prompting the government to clamp down on his publicity mechanisms in the country.
Last month, Bangladesh authorities banned Naik's Peace TV from the airwaves and online, and also his Peace mobile phone. Peace TV is also banned in India now.
In India, the Mumbai police is examining several of Naik's sermons, speeches and literature from his Islamic Research Foundation (IRF) to ascertain if he was using provocative or inflammatory language that had the potential to create communal rift.

The televangelist is currently on a tour of some Arab and African countries for the past couple of months and addressed the Mumbai media via a Skype conference last month.
Naik, on his part, has claimed that his statements were "doctored and tampered out of context" and asserted that he was a "messenger of peace" and unequivocally condemned all terror and terrorist activities.

Hundreds of ISIS cowards flee Syrian stronghold using civilians as HUMAN SHIELDS to avoid being hit by coalition airstrikes

ISIS terrorists fled a northern Syrian stronghold using a civilian convoy as human shields in an effort to prevent coalition airstrikes from destroying their forces.
The jihadis were filmed running away from Manbij by a drone launched by the US-backed Syrian Democratic Forces.
The Kurdish-led group recaptured the strategically important town less than 20 miles from the Turkish border and close to an important bridge across the River Euphrates.
According to images posted by the SDF, black-clad ISIS fighters can be seen surrounding the civilian convoy as it makes its way out of the besieged city.
The ISIS terrorists are believed to be travelling on motorbikes and in cars along with the civilians.
The nature of the column prevented US aircraft - who could have wiped out the retreating terrorists in minutes - from attacking because of the risk faced by civilians.
The SDF, backed by US airstrikes, waged a two-month long campaign against ISIS in Manbij, forcing the terror group to flee.
Since their removal, the SDF have found several locations around the city which ISIS had used as a makeshift prison and others which were used as a temporary bomb factory.
However, despite being supported by the US military, the SDF and their Kurdish YPG militia are at risk of attack by forces loyal to President Bashar al-Assad or Vladimir Putin.
The US military had aircraft on standby to wipe out the fleeing ISIS fighters but called off the strike mission due to the risk of civilian casualties.

It is understood that many of the terrorists went north towards Turkey, which is only 20 miles away.
Colonel Chris Garver, a spokesman for the U.S.-led coalition fighting ISIS, said commanders of the Syrian Democratic Forces made the decision to allow the convoy to pass.
Garver said it was highly likely that there were human shields in each of the terrorist vehicles.
He said: 'They kept throwing civilians to basically walk into the line of fire, trying to get them shot to use that potentially as propaganda, we think.'
Manbij is a key victory for the SDF and the coalition, because it lies on a major supply route between the Turkish border and the city of Raqqa, the de facto capital of the ISIS caliphate.

Southeast Asia could be a haven for displaced Islamic State fighters

The Islamic State hasn’t had much success in recruiting militants among the vast Muslim populations in Southeast Asia. But what happens when the caliphate’s capitals in Syria and Iraq are destroyed, and hundreds of foreign fighters from Indonesia, Malaysia and the Philippines try to go home?
Experts here in Australia see the counterterrorism challenge as a regional problem, rather than simply an affliction of the Middle East and North Africa. They fear that a potentially dangerous new phase may lie ahead, as the jihadists look for new sanctuaries.
Governments in Southeast Asia have been working quietly with the United States, some for more than a decade, to monitor and try to disrupt radical Islamist groups, and they’ve had considerable success. The United States helped train an Indonesian police unit known as Detachment 88, which has largely destroyed Jemaah Islamiah, the al-Qaeda affiliate responsible for the 2002 Bali bombing that killed more than 200 people.
But the prisons, slums and youth gangs of Southeast Asia provide an ecosystem where terrorism could fester anew, experts say. Islamic State operatives in Syria have tried to reach out to these potential jihadists, as in the bombing in January in Jakarta that killed eight people, for which the Islamic State claimed credit.
Most Southeast Asian Muslims reject such violence, but to plot mass-casualty attacks, it takes only a tiny fringe. “We have more activity among jihadi groups than at any time in the last 10 years,” said Sidney Jones, director of the Jakarta-based Institute for Policy Analysis of Conflict, in a speech in April in Australia.
The would-be catalysts for violence are the jihadists who traveled from Southeast Asia to Syria and Iraq. Experts estimate that this foreign-fighter network includes as many as 500 to 600 Indonesians, 110 Australians, about 100 Malaysians and a small number of Filipinos. This Southeast Asian contingent is far larger than the number who traveled to Afghanistan to join al-Qaeda before Sept. 11, 2001. And in Iraq and Syria, the volunteers have fought and killed.
“We haven’t yet seen the worst” in Southeast Asia, said Aaron Connelly, a research fellow at the Lowy Institute, a foreign policy think tank in Sydney that arranged my visit to Australia.
Experts worry about three risk factors that could expand the currently small terrorist network in Southeast Asia: declaration of an Islamic State affiliate in the lawless jungles of the southern Philippines, recruitment of new Islamic State volunteers in the Malaysian army and a jihadist push by released prisoners in Indonesia.
Islamic State fighters from Southeast Asia proposed a Philippines caliphate in a video that was released in June. This region could be a haven for jihadists; a Muslim revolt against the Catholic-dominated government has been simmering there for a century.
“Kill the disbelievers where you find them and do not have mercy on them,” Abu Abdul Rahman al-Filipini urged in the video, which was recorded in Raqqa and translated by SITE Intelligence Group .
In Malaysia, the army has been a worrying source of recruits. The country’s defense minister told parliament last year that at least 70 former members of the military volunteered for the Islamic State. Malaysian authorities long wary of Western help have been working closely with the United States and Australia since last year to contain such jihadist activities.
In Indonesia, police have campaigned aggressively against jihadists, killing or imprisoning many leaders. But as in Iraq and Syria, the prisons have been a breeding ground for extremism. Based on her research in Jakarta, Jones argued in a recent study: “The prison system — where plots are hatched, travel arranged and [Islamic State] supporters recruited — needs urgent attention.” Experts worry that as many as 200 former jihadists are due to be released from Indonesian prisons soon.
For nearly 15 years, the United States has been quietly funding counterterrorism efforts in Southeast Asia. A study published last year by the Combating Terrorism Center at West Point noted that the United States had provided $441 million in security assistance to the Philippines, mostly for its military, and $262 million to Indonesia, mostly for its police. Police efforts appear to be a better bet: Terrorist attacks increased in the Philippines by 13-fold between 2002 and 2013; attacks declined 26 percent over that period in Indonesia.
The Islamic State may lose its caliphate in Syria and Iraq. But there could be a boomerang effect — a bigger jihadist threat in countries to which the fleeing fighters return.

‘Hindu’ Pakistani Spy Arrested In Jaisalmer

Jaisalmer: A Pakistani spy was today arrested in Jaisalmer, Rajasthan, and he has confessed that he played an instrumental role in smuggling around 35 kg of RDX into India.
The spy named Nandal Maharaj was nabbed based on intelligence inputs from the RAW. A cellular phone has also been also recovered from him.

Police arrest 18 Jamaat activists from school in Dhaka

Police in Dhaka have claimed to have arrested 18 Jamaat-e-Islami activists from a school in the capital’s Badda area.
Badda police OC MA Jalil said that the arrests were made in the wee hours of Friday from the Islamic International School in the DIT Housing Project.
He said those arrested included activists of the party’s student front, the Islami Chhatra Shibir.

US approves major weapons sale to Afghanistan worth $60 million

The United States Department of State has approved a major weapons sale to Afghanistan in a bid to help the Afghan forces fight the growing menace of terrorism.
The Defense Security Cooperation Agency (DSCA) said “The State Department has made a determination approving a possible Foreign Military Sale to Afghanistan for individual and crew served weapons, equipment, training, and support. The estimated cost is $60 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on August 17, 2016.”

SINGAPORE, Aug 19 (Reuters) - Two Singaporeans who the government says intended to travel to Syria to fight for Islamic State have been detained under a colonial-era law that allows suspects to be held without trial.

Indonesian police kill Uygur who was fighting with Islamic extremists on Sulawesi island

9 killed in inter-communal clashes in Mali

Nine people were killed in clashes between Fulani and Bambara, two rival communities in central Mali, local sources told Anadolu Agency late Thursday.

Westbrook police offer reassurance after anonymous threats against Muslims

Several members of Westbrook’s Muslim community were so terrified by threatening notes left at an apartment complex Wednesday morning that they were unable to sleep that night.
