China sentences 4 Uighur men to death over Xinjiang attacks

BEIJING: Four ethnic minority men have been sentenced to death in China's restive far west for their role in deadly attacks the government has branded organized terrorism but which an activist says were violent acts by desperate people.
The sentences are the first tied to the July violence that left dozens dead in the far western region of Xinjiang. The four were sentenced to death on Tuesday by courts in Hotan and Kashgar, the cities where the attacks occurred, the China Daily newspaper said Thursday.
Two other men were given 19-year jail terms, it said.
Xinjiang is home to largely Muslim ethnic Uighurs (pronounced WEE'-gur) who say they have been marginalized by an influx of China's majority Han to the region. The region has been on edge since nearly 200 people were killed in fighting between Uighurs and Han Chinese in 2009 in Urumqi, the regional capital.
Violence flared anew July 18, when a group of Uighurs stormed a police station in Hotan and took hostages, killing four. Then, just days later on July 30 and 31, Uighurs in Kashgar hijacked a truck, set a restaurant on fire and stabbed people in the street.
Authorities said 14 of the attackers were shot by police in Hotan, and five assailants were killed in the violence in Kashgar.
China says the incidents were organized terror attacks, but an overseas Uighur rights group says they were anti-government riots carried out by angry citizens.
Dilxat Raxit, spokesman for the German-based World Uyghur Congress, said sources in Xinjiang told him the suspects sentenced Tuesday were beaten and deprived sleep in custody and that they were given court-appointed lawyers instead of being allowed to choose their own.
He said the suspects were "desperate people who took measures they should not have taken," but he denied they had links to organized terror.
"For 10 years, China has labeled any kind of Uighur opposition as terrorism," Dilxat said Thursday. "Han Chinese who cause explosions or kill people are said to be involved in mass incidents or criminal activities. They are not called terrorists."
A woman who answered the phone at the Hotan Intermediate People's Court refused to give her name and said she had no information on the case. A call to the Kashgar Intermediate People's Court rang unanswered.
The Chinese-language Xinjiang Legal Daily said in a report on the Tianshan.net news portal that the six men sentenced Tuesday had been charged with leading and organizing a terror group, manufacturing illegal explosives, intentional homicide, arson and "other crimes."
A video released in late August purportedly made by the Turkistan Islamic Party, which seeks independence for Xinjiang, said the July attacks were revenge against the Chinese government. It said Memtieli Tiliwaldi, a suspect in the attacks who was shot by Xinjiang police, had trained in a TIP training camp. TIP is a militant Muslim group that analysts believe may be based in Pakistan.
Uighur activists and security analysts blame the violence on economic marginalization and restrictions on Uighur culture and the Muslim religion that are breeding frustration and anger among young Uighurs.
China's leaders say they have invested billions of dollars to improve living standards and modernize Xinjiang, and the China Daily reported Thursday that 31 large state-owned enterprises plan to pour 991.6 billion yuan ($155 billion) in Xinjiang from 2011 to 2015.
It said the investment will boost the region's infrastructure and transform it into a major production base for petroleum and energy-related industries.

WASHINGTON: There is an dangerous growth of indigenous Islamist terrorism in India despite New Delhi's reluctance to openly acknowledge it, a Congressional report has said, adding leading such group is Indian Mujahideen.
"Despite New Delhi's reluctance to openly acknowledge the fact, India also has its own indigenous Islamist terrorism threat," the report said.
"The newly emergent 'Indian Mujahideen'(IM) group, widely believed to be an offshoot or pseudonym of the Students Islamic Movement of India (SIMI), has been found complicit in a number of recent bombings, even as government leaders continue to name Pakistan as an abettor of such episodes," the Congressional Research Service (CRS) said.
The 94-page report was released by the CRS, independent and bipartisan wing of the US Congress that prepares periodic reports on issues of interest to the US lawmakers,on September 1, a copy of which made public by the Federation of American Scientists (FAS) yesterday.
"The New Delhi government formally outlawed the IM in 2010; months later, the group claimed responsibility for a December bombing in Varanasi that left a child dead and at least 20 people injured," CRS said.

LeT men fire at CRPF bunker in Sopore

Srinagar : A day after Lashkar-e-Toiba’s (LeT) top commander Abdullah Ooni was killed in an encounter with the police in Sopore, suspected LeT militants on Wednesday attacked a paramilitary bunker in the town.
Sopore town observed complete shutdown on Wednesday and at some places youth hurled stones at the police and paramilitary forces.
In the afternoon, two or three motorcycle-borne militants fired at a bunker belonging to the Central Reserve Police Force (CRPF) near Sopore Bus Stand.
Eyewitnesses said that while riding past the security bunker on a red-colour motorbike, the militants opened fire. No one was injured in the attack.
The police termed it an attempt by the militants to enforce a total shutdown in the town.
“The traffic in the town was plying normally when a militant opened fire in the air to scare away the people,” said Sopore Superintendent of Police Imtiyaz Hussain.

Jaipur : At least nine people were killed and several injured after two communities clashed and police opened fire on Wednesday evening in Rajasthan’s Bharatpur district. The district’s Kaman tehsil was under curfew, and members of the Gurjjar and Muslim Meave communities were firing at each other till late in the night, senior officers said.
Additional police forces have been rushed to the spot, and the situation is under control, the government said.
“Trouble began at around 8 pm when two communities clashed over a piece of land in Gopalgarh in Bharatpur,” Additional Chief Secretary (Home) P K Deb told The Indian Express. “The two groups opened fire on each other and on the police.”
Three policemen were injured, and curfew was imposed on Pahadi, Jurera, Gopalgarh, Kaman, Sikri and Nagar areas of the district, Deb said. According to Deb, preliminary reports confirmed the deaths of six members of the Meave community and three members of the Gurjjar community.
“The feud began on Tuesday after one community declared the piece of land as a graveyard,” Deb said. On Wednesday, community leaders were meeting on the premises of the Gopalgarh police station to thrash out an understanding, when the situation suddenly went out of hand, he said.
“The leaders of the two communities had actually come to an understanding and a compromise over the land dispute. It was all but settled before some miscreants open fire outside,” Deb said. The two groups then clashed with each other and the police.
Several injured persons were referred to Bharatpur government hospital. District Collector Krishan Kunal and SP Hinglajdan were directing operations from Kama. Senior officers said the land dispute had been festering for the past several weeks.

Labor won 33.2 percent of the vote, while the Conservatives jumped to second place with 27.7 percent, with 99 percent of the votes counted on Tuesday in county and municipal elections. The right-wing Progress Party sank to 11.8 percent from 18.5 percent in the 2007 election. Anders Behring Breivik, who confessed to the July 22 killings, was a member of the Progress Party from 1999 to 2006.

Pak omission from religious freedom list glaring: US panel

Washington : A US commission on religious freedom on Wednesday expressed disappointment on the omission of countries like Pakistan and Vietnam from the list of nations designated as of particular concern on religious freedom by the State Department.
Secretary of State Hillary Clinton designated eight countries of particular concern — Burma, China, Eritrea, Iran, North Korea, Saudi Arabia, Sudan and Uzbekistan — for having been long-term, chronic and egregious violators of religious freedom.
The US Commission on International Religious Freedom (USCIRF) said six other countries — Egypt, Iraq, Nigeria, Pakistan, Turkmenistan, and Vietnam — too had been included in the list which it recommended to the State Department early this year.
“The Commission welcomes the first CPC designations of the Obama administration, but is concerned that no new countries were added to the list,” said Leonard Leo, USCIRF Chair. “Repeating the current list continues glaring omissions, such as Pakistan and Vietnam. Since CPC designations can be made at any time, we respectfully urge Secretary Clinton to consider the six additional countries we recommended for designation,” Leo said.

State Human Rights Commission: ‘Even Qasab was given a fair trial’

UNMARKED graves and disappearing people seem to be the reality staring at Jammu and Kashmir today. Extra- judicial killings have spread fear among the citizens and have now forced the state human rights commission ( SHRC) to question the Indian Army’s role in the Valley.
Highlighting the case of Pakistani terrorist Ajmal Qasab, who is facing death in the 26/ 11 attack on Mumbai, the SHRC noted that even in his case, a proper trial took place before he was adjudged guilty.
If “such a terrorist has to face due process of law”, why not other antinational elements, the SHRC observed while hearing a petition filed by Haseena Akhtar.
Way back in December 1992, her husband Farooq Ahmad Khan was arrested by the army’s 10 Bihar from Gundpora village in north Kashmir’s Bandipora district.
In her complaint, Haseena alleged that Farooq was arrested along with Mushtaq Ahmad Lone. Some days later Farooq was brought to the village by the army for an identification parade. That was the last time Haseena saw him.
“ He was in a horrible condition.
It seemed he has been tortured a lot. He could not even stand properly,” the compliant read.

PDP: A Bill to scrap J& K’s ‘integral’ link with India

PEOPLE’S Democratic Party (PDP) MLA Nizamudin Bhat has moved a private member’s Bill in the state assembly for the deletion of Sections 3 and 5 of the Jammu & Kashmir constitution, which means that the state would cease to be a part of the Union of Indian.
Section 3 of the J& K constitution states it is and will remain an integral part of the Union of India.
Section 5 is about the extent of executive and legislative power of the state which extends to all matters except those in which Parliament has power to make laws for the state under the provisions of the Constitution of India.
Muhammad Ramzan, secretary of the J& K Assembly said the Bill has been admitted by the speaker.
“ I have moved a private member Bill seeking deletion of section 3 and 5 of the J& K constitution. If we are sincere in our political utterances that Kashmir is a dispute then the constitution should provide me the space to solve it,” Bhat, a PDP legislator from North Kashmir's Bandipora constituency said.
“ This question should be kept wide open if Kashmir has to be resolved and any kind of hurdle has to be removed to provide for re- determining the state’s relation with the Union of India,” Bhat added.
The PDP has distanced itself from the Bill.

China terror concerns lead to 6th visit by Pak

Beijing: Pakistani politicians are going the extra mile to allay security concerns in the local government of Kashgar, the Chinese border town which recently blamed Pakistan for being the source of arms and training to terrorists operating in the region.
A parliamentary delegation from Islamabad has just concluded a visit to cities in the border province of Xinjiang,making it the sixth Pakistani delegation visiting the region in one month.
Led by Talha Mehmood, chairman of the Senate Standing Committee on Interior in Pakistani parliament, the delegation spent two days trying to convince Kashgar commissioner Cheng Zhen Shan and deputy commissioner Akbar Ghafoor that Pakistan will do its best to block the flow of arms and insurgents across the border to China. Islamabad has undertaken a charm offensive with six delegations including those led by Pakistan president and foreign minister.

Three Terrorist Groups in Africa Pose Threat to U.S., American Commander Says

WASHINGTON — The senior American military commander for Africa warned Wednesday that three violent extremist organizations on the continent were trying to forge an alliance to coordinate attacks on the United States and Western interests.
The commander, Gen. Carter F. Ham, the top officer at Africa Command, said terrorist organizations in East Africa, in the deserts of northern Africa and in Nigeria “have very explicitly and publicly voiced an intent to target Westerners, and the U.S. specifically.”
General Ham made clear that the three militant organizations — the Shabab in Somalia, Al Qaeda in the Islamic Maghreb across the Sahel region of northern Africa and Boko Haram in northern Nigeria — had not yet shown the capability to mount significant attacks outside their homelands.
“I have questions about their capability to do so,” General Ham told a group of correspondents, adding that he was worried about “the voiced intent of the three organizations to more closely collaborate and synchronize their efforts.”
“Each of those three independently presents a significant threat not only in the nations in which they primarily operate, but regionally — and I think they present a threat to the United States,” General Ham said.

Libyan rebels say they will impose Islamic law
Mustafa Abdul Jalil, the chairman of the National Transitional Council, has a message for Libyans: Fear not, Sharia law is on the way.
In a broadcast on the Arabic cable channel al-Jazeera, he assured a cheering crowd that the new rulers of Libya are neither secular nor liberal, but will establish an Islamic republic.
In this speech delivered Monday evening in Tripoli’s Martyrs’ Square, Jalil proclaimed:
“We are seeking to establish a state government by law and welfare — and Sharia, Islamic law, should be the main source of law.”
“We must be united and not divided. We must condemn hatred and envy,” he said. Al Jazera claims that Jalil’s reinforcement that Sharia is going to be instituted may be rooted in an effort to brush off criticism, as some have dubbed Libya’s new leadership as liberal and secular — charges that could hurt leaders’ prospects of setting up a viable governing structure.

Canadian Muslim organizations honoured for their contributions to Guyana

(Ahlul Bayt News Agency) - The Muslim community in Guyana through the National Islamic Awards Committee has awarded two Canadian Muslim organizations for their outstanding and continuous contributions to the development of the Guyanese Muslim community in Guyana.
This was disclosed in a press release from Public Relations Officer Raymond Azeeze who stated also that the prestigious awards were conferred on Sunnatul Masjid of Ontario, Canada and Human Concern International (HCI) of Canada.
The awards were presented at last weekend’s international Eid Fest programme held at Anna Catherina Islamic Complex, West Coast Demerara.
HCI is a Canadian, federally registered charitable organization existing “to help alleviate human suffering” by investing in humanity.

Gaddafi's son, 3 generals seek asylum in Niger

A son of Muammar Gaddafi and three of his generals were trying to gain political asylum Wednesday in this poor, landlocked nation at Libya's feet, after a more than 1,000-mile (1,600-kilometer) drive across the vast desert that separates the two countries for what could be their only shot at refuge.
The generals are trying to pave the way for other Gaddafi supporters to follow, but one regime loyalist doubted that Gaddafi himself ever will, saying he would be comfortable enough living in the Sahara to stay there indefinitely.
"I know the Guide well, and what people don't realise is that he could last in the desert for years," Aghaly Alambo said, referring to Gaddafi. "He didn't need to create a hiding place. He likes the simple life, under a tent, sitting on the sand, drinking camel's milk. His advantage is that this was already his preferred lifestyle."
He added, "He is guarded by a special mobile unit made up of members of his family. Those are the only people he trusts."

Pakistani Opposition leader Nisar Ali Khan admits his wife, kids are US citizens

ISLAMABAD: Chaudhry Nisar Ali Khan, Leader of Opposition in the National Assembly, has following a WikiLeaks expose admitted that his wife and children are US citizens.
Khan, who is from the Pakistan Muslim League-Nawaz, is otherwise perceived in political circles as somebody who is opposed to the American policies in the region, said the daily Dawn.
A secret cable dated Sep 19, 2008, by then US Ambassador in Islamabad Anne W. Patterson to Washington stated: "As always, Nisar insisted that he and the PML-N were pro-American (saying that his wife and children, in fact, are Americans)."
"Nisar did admit that he went to the US embassy in London to renew his daughter's passport because he wanted to avoid being seen at the US embassy in Islamabad."
The cable also said that "Nisar appears to be positioning himself to be a candidate for prime minister..."

Topper in death! M. F. Husain toast of Christie’s

IN THE first major auction of Indian art of the season, held by Christie’s at New York on Thursday, M. F. Husain seemed to be the reigning flavour. His oil on canvas Sprinkling Horses not only topped the charts with a figure of ` 5.4 crore, but 13 of his works garnered almost ` 20 crore between themselves.
In the first major auction also after the death of the best- known master of modern Indian art — the self- exiled Husain passed away earlier this year in London — quite a few buyers seemed to be focused on picking up his art at top prices.
Three of his works figured in the top five canvases by price. Besides Sprinkling Horses, his 1955 oil on canvas Yatra was picked up at the second- best price of the auction ( ` 4.4 crore) and his 1990 acrylic on canvas, Untitled ( Three Graces) , went at the fourth- best tag of ` 2.29 crore.
Two of his other canvases were picked up at a crore- plus tag — Village Woman ( oil on canvas) for ` 1.6 crore and Untitled ( Two Figures With Cactus , oil on canvas) for ` 1.3 crore.
Besides Husain, other eternal favourites of the Indian art circuit were also picked up at fetching prices.

No half-nude men, love triangles on Iran TV

Tehran: Iran has banned TV programs showing half naked men and love triangles, Fars news agency reported in the latest sign of a conservative crackdown on media in the Islamic state.
It was not clear what prompted the ban Iran TV, which has a monopoly in the country, dedicates large parts of its schedule to religious shows and announcements from the government.
But viewers were gripped a few years ago by a locally produced soap opera called Forbidden Fruit which told the tale of an old man who decided to leave his wife after falling in love with a young girl. Based on a new instruction, the broadcasting of programs that show tempting love triangles is banned. Fars said. Exceptions would be made for shows that explicitly condemned such entanglements. Showing half-naked men in Iranian and foreign productions is also banned, the report said, adding that producers were urged not to show unnecessary mingling between the sexes. The restrictions have pushed many Iranians to illegal satellite channels.

It was an odd case for multiple reasons. When Pakistani citizens Irfan Ul Haq (37), Qasim Ali (32) and Zahid Yousaf (43) pleaded guilty to the charge of conspiring to provide material support to the Pakistani Taliban, they were also slapped with a more unusual charge — human smuggling.
Adding another twist to the tale Assistant Attorney General for National Security Lisa Monaco announced this week that as part of their plea agreements, the three defendants had agreed to a “stipulated order of removal to Pakistan upon the completion of their criminal sentences”.
Could this mark a shift in the Obama administration's counterterrorism strategy? Would the normal course of action not be to seek the maximum penalty for terrorism suspects — usually a lengthy jail term — rather than enter into plea bargains with them?
The only other case in recent memory where another Pakistanisuspect was afforded the luxury of a plea bargain was the murky saga of David Headley, for his involvement in the 2008 Mumbai attacks.

Victoria Muslims report better understanding of their religion since 9/11

(Ahlul Bayt News Agency) - The Sept. 11 attacks forced the world to sit up and take notice of Islam.
It forced a dialogue about Muslims and the differences between fundamentalist groups and mainstream Islamic followers.
After 10 years of sorting through the events, Victoria Islamic Center President Dr. Shahid Hashmi said the Sept. 11 attacks, however devastating they were, helped for the first time to establish better communication between Muslims and non-Muslims.
"The major thing that has changed since Sept. 11 is there's more awareness of Islam," Hashmi said. "There's been more awareness in local communities also about who we are, what we do and how we worship."
Hashmi said the Islamic Center congregation has maintained a warm welcome among the community, and in general he doesn't experience any religious contention.
"In Victoria, we've been fortunate to be accepted by the community," he said. "Very few are antagonistic to Muslims."
Sharing's Hashmi's sentiments, 82-year-old A.C. Brown, said he sees Islam as just another religion practiced in the United States, and Muslims as just another part of an already diverse community.

7 killed in Yemen airstrikes north of capital

SANAA, YEMEN: Yemeni military airstrikes on anti-government tribesmen killed seven civilians, medical officials said, as hundreds of thousands of people took to the streets across the country to protest the latest attempt by their president to evade pressure to step down.
The attack in the mountainous region of Arhab is the latest by Republican Guards targeting tribes that support the protests.
Tribes in Arhab have announced an alliance with the protesters and are trying to prevent forces loyal to President Ali Abdullah Saleh from controlling the area. The government claims the tribesmen are linked to al-Qaida.
Saleh, who has ruled Yemen for 33 years, has maintained his grip on power though he is in Saudi Arabia, recuperating from wounds sustained in a June attack on his compound in the capital Sanaa.
Residents and medical officials say at least 60 people have been killed in Arhab, north of Sanaa, in government attacks this year. The medical officials spoke on condition of anonymity because they were not authorized to speak to journalists.
In southern Yemen, the military, backed by support from the United States and Saudi Arabia, has used ground attacks and airstrikes in its fight against militants with suspected links to al-Qaida.

Islamist sect shoots dead four in northeast Nigeria

MAIDUGURI, Nigeria: Gunmen shot dead four people in a bar in the northeastern Nigerian town of Maiduguri in the latest strike by a radical Islamist sect, police said on Tuesday.
Boko Haram, whose name translates from the local Hausa language as “Western education is sinful,” has claimed responsibility for almost daily attacks in the remote, dusty northeast of Africa’s most populous nation.
The sect’s ambitions have grown and its threat has spread, bombing the police headquarters in June and the United Nations building in the capital last month, killing 23 people.
“The Boko Haram members went to the beer parlour at about 8pm (1900 GMT Monday) killing three customers and the owner of the joint,” said Abubakar Kabiru, police spokesman for northeast Borno state.
He said two more people were shot dead on Sunday by suspected members of the sect, which wants sharia law more widely applied across Nigeria.
President Goodluck Jonathan on Monday said the heightened security risks in Nigeria were keeping foreign investors from putting funds into sub-Saharan Africa’s second-largest economy.

11 dead as Kabul siege ends: Officials

KABUL: Foreign military officials raised the death toll in a 19-hour siege in Kabul to 11 on Wednesday as the Afghan government announced the violence had come to an end with the killing of two insurgents.
The attacks started on Tuesday but dragged into a second day as armed men remained holed up in a high-rise construction site overlooking the US embassy and the headquarters of the NATO-led International Security Assistance Force (ISAF).
Lieutenant Colonel Jimmie Cummings, an ISAF spokesman, said six foreign troops had also been injured.
"Nineteen (were) wounded, 11 killed, which includes three children," Cummings said, without giving immediate exact details of who the dead and wounded were.
"We also have six (ISAF) wounded in action since yesterday. Three of them were US which happened during the main engagement off the ISAF compound... the other three were in support during clearing (of the main building.)"
The death toll of 11 covered the main attack plus several much smaller related ones which took place elsewhere in Kabul on Tuesday.
Meanwhile, Afghan interior ministry spokesman Siddiq Siddiqui said the siege, which has raised fresh serious questions about security in Kabul, was now over.
"The last attackers are dead and the fighting all over. There were six terrorists in the building and all are dead," he said.

Car bomb kills 13 outside Iraqi restaurant

A car bombing on Wednesday morning killed 13 people and wounded scores of others in southern Iraq as the blast went off outside a restaurant where local police were having breakfast, officials said.
It was not immediately clear how many police were among the dead.
The blast, shortly before 8 a.m., also wounded 41 people, said Dr. Zuhair al-Khafaji of the Hillah hospital, where the wounded and dead were taken. The explosion happened just south of Hillah, in the town of al-Shumali, about 90 kilometres south of Baghdad.
A police official at the scene put the death toll at 11 and confirmed 41 were wounded. Meanwhile, a roadside bomb targeting a security patrol in western Iraq killed two soldiers and wounded nine others, two officials said. That blast took place near the town of Habbaniyah, 80 kilometres west of Baghdad.

Delhi blast: NIA raises reward to Rs. 10 lakh

Even as investigations into the Delhi High Court blast are under way in different parts of the country, the National Investigation Agency (NIA) on Tuesday raised the reward money for information about those behind the terror strike from Rs. 5 lakh to Rs. 10 lakh.
The probe into two of the emails sent from West Bengal through a mobile phone in the name of the Indian Mujahideen has led the trail to a young man.
Though the man is being questioned, the investigators would explore if the person, who created the email and sent it from Internet account chotoominani5@gmail.com, had used a cloned SIM card to evade detection. Claiming responsibility for the blast, the sender identifying himself as Indian Mujahideen member Chotoo Minani Ayushman had threatened to target a shopping complex.

Nine accused in '06 Malegaon blast set to get bail

NEW DELHI: The National Investigating Agency (NIA) may not oppose the bail pleas of the nine accused - arrested by the Maharashtra ATS in the 2006 Malegaon bomb blast case - when the matter comes up for hearing on Saturday.
The agency, which took up the probe from the CBI following Swami Aseemanand's confession, is learnt to have not found anything 'concrete' against the accused and hence doesn't want to oppose the bail. Aseemanand had confessed last year, stating that the blast was carried out by a group of Hindu radicals.
Though Aseemanand had later claimed that he had to confess under duress, the NIA probe, so far, gave indications that the Maharashtra ATS and the CBI allegedly acted in undue haste in filing chargesheet against the accused.
Maharashtra ATS, which was initially investigating the blast that killed 36 people, had arrested nine Muslim youth for carrying out the blasts. It claimed that the main accused Mohammed Zahid was allegedly present in Malegaon when the blast took place.

Turkey warns may launch ground raid in northern Iraq

ANKARA: Turkey warned that it was preparing a possible ground operation against Kurdish separatist militants in northern Iraq, depending on the result of talks with Iraq.
Turkey’s armed forces said last week that air and artillery strikes in August had killed 145 to 160 Kurdistan Workers’ Party (PKK) fighters in Iraq’s autonomous Kurdish region. Air operations are continuing.
“Given that a cross-border operation is being carried out by air, a ground operation can be launched at any time depending on talks with our neighbor,” Interior Minister Idris Naim Sahin told reporters, adding that an assessment for a ground operation was under way.
A senior Turkish diplomat has been in Iraq for talks with the government this week as Ankara seeks more cooperation against the PKK from Iraq, whose large Kurdish minority, concentrated in the north, is politically influential.
Turkish media said Foreign Ministry undersecretary Feridun Sinirlioglu met Iraqi President Jalal Talabani, himself a Kurd, in Baghdad as well as Kurdish regional officials in Arbil.
“The Turkish delegation is still in Iraq and is still in talks with Iraqi top officials. The delegation met the president and Prime Minister (Nuri Al-Maliki). I can’t say what has been concluded from the meetings as talks are still going on,” said Naseer Al-Ani, Talabani’s chief of staff.

China recognises Libya’s rebel govt

Late on Monday night, China became the last permanent power on the UN Security Council to officially recognise Libya’s rebel government as its ruling body. “China respects the choice of the Libyan people and attaches great importance to the status and the role of the NTC, and has kept
close contact with it,’’ foreign ministry spokesman Ma Zhaoxu said in a statement recognising the National Transitional Council.
About 70 nations excluding India have so far recognised the NTC authority. China’s official recognition was timed soon after it denied that its state-owned firms sold arms to the Gaddafi regime.
China said that all previous contracts signed with Libya will remain valid. These include investments topping 18 billion dollars in 50 projects in Libya, said Xinhua. Earlier this year China pulled out 36,000 nationals as strife erupted in Libya.
The statement said that the NTC is ‘delighted’ with the ‘long anticipated’ recognition from China. The NTC, in turn, said that it will stick to the one-China policy and welcome Chinese participation in rebuilding the nation.

When the Mukhabarat, Libyas dreaded secret police, came for Mustafa Fauzi his immediate reactions were fear followed by resignation. He had already undergone a brutal experience in prison for human trafficking and this time his ordeal was bound to be worse.
The trepidation rose when his blindfold was removed. Sitting across the table in the harshly lit bare room, dried blood from past interrogations on the walls, was the same officer who had been in charge of his previous case.
But, along with the proffered cigarette, the man had surprising news for Fauzi: not only was he not going to be charged over the latest offence, there was also an invitation to carry on with his work. Muammar Gaddafi wanted to send 100,000 migrants to Europe, and it was his patriotic duty to help.
This was at the end of May and Fauzi was among the members of people-smuggling gangs encouraged to carry out Gaddafis threat of switching back on the tap of illegal entrants in retaliation for Natos backing the rebels and bombing his forces. These people were packed up and sent, the government wanted to send as many as possible so no one cared Fauzi said.

Libya disavows extreme Islam as world looks on

Reuters) - - When it comes to Islam, moderation is the keyword in Libya, a country at pains to assure the world that it will not become a center of extremism now that anti-Islamist leader Muammar Gaddafi has gone.
On the eve of the 10th anniversary of the September 11 attacks on New York by al Qaeda, Libya's new de-facto president made a point of addressing the future of Islam in his country, which many abroad fear could take a militant turn.
"Ninety percent of us are moderate Muslims ... five percent are on the right and left sides," said Mustafa Abdel Jalil late on Saturday, in his first public appearance in Tripoli since it fell to anti-Gaddafi fighters on August 23.
He urged unity and asked those with more marginal views on religion to restrict their sparring to debate.
Many abroad point to the surge of violent Islamists in Iraq after the U.S.-led invasion and fall of Saddam Hussein in 2003, but so far, Islam appears likely to have a more benign influence in Libya.

Libya's new regime promises moderate rule; World Bank recognizes NTC

TRIPOLI: The World Bank said it recognizes the National Transitional Council as Libya’s official government, after the new regime promised moderate Islamic rule and to investigate alleged war crimes.
Explaining its decision was based on “evolving events in Libya and the views of member countries,” the bank pledged a major rebuilding role.
The move came as the NTC sought the surrender of Qaddafi diehards who have been mounting attacks against its fighters from a few enclaves including Bani Walid, southeast of Tripoli.
Muammar Qaddafi, wanted for alleged crimes against humanity by the International Criminal Court, remains in hiding but many of his inner circle and one of his sons have fled to Niger.
But the pro-NTC forces who brought down the Qaddafi regime found themselves on Tuesday also accused of committing war crimes by Amnesty International.
Amnesty said in the first days of the uprising groups of protesters killed a number of captured soldiers and suspected mercenaries.

Tripoli : Airlines are readying their return to Libya, ports largely shuttered during the fighting are receiving cargos and foreign oil companies that had fled the country's civil war are making tentative steps back.
And waiting eagerly on the doorstep are businessmen looking to get in on what they believe could be a bonanza for investment -- an oil-rich nation with large tourism and construction potential that went largely untapped under an eccentric and often closed 42-year-long regime. Slowly, Libya is reopening its doors after seven months of fighting, even as former rebels still hunt for ousted dictator Muammar Gaddafi.
“Definitely, Libya is an El Dorado”, said Husni Bey, one of Libya's biggest entrepreneurs. “It has great resources that really allow it to turn around in no time.”
The optimism is tempered by the challenges the country faces in overcoming decades of underdevelopment and corruption that helped fuel the uprising against Gaddafi.
In the immediate term, the nascent government has to jump-start the economy even as it tries to establish its authority in a country that remains unstable.
Libya's economy largely ground to a halt when the brutal regime crackdown on a popular uprising was met by international sanctions and opened up a civil war. An embargo by air, land and sea -- exempting humanitarian supplies and food -- froze most trade. Inventories ran low. Hundreds of thousands of foreign workers fled, abandoning construction sites, bakeries and oil fields.

London : One of the sons of Colonel Muammar Gaddafi engaged in a sex and drugs binge in London while his father’s regime was collapsing.
One of Saadi Gaddafi’s bodyguards has revealed that he spent thousands of pounds on hookers, vodka, cocaine and cannabis while at the family's £11 million mansion.
"He was intimidating and nasty and lived a bizarre life. He did like his hookers. He'd spend ages trawling the internet for Chinese escorts, they always had to be Chinese.
He'd show me or my colleague a picture of the girl and we rang to book a visit. He wanted them to stay all night which was £1,500,” the Sun quoted the bodyguard, who was paid 300 pounds a day to protect Saadi, as saying.
He added: "Drugs were also common. Saadi asked me once if I could get him some cocaine, but I refused. A lot of cannabis was smoked by him and his entourage. They were high a lot of the time. There was masses of vodka too, bottles and bottles. Sometimes they hired a barman to pour their drinks for them," he refused.
Saadi, the third of Gaddafi's seven sons, was yesterday seeking refugee status in Niger after fleeing Libya.
Gaddafi’s whereabouts are not known so far, but media reports have said that he has been confined to an area with a 40-mile radius near Libya’s border with Niger.

Libya's new rulers to probe war crimes allegations

Libya's new rulers promised to investigate allegations of 'serious abuses' including war crimes as their position was consolidated when the World Bank recognised them as the official government.
The National Transitional Council was responding to a report released Tuesday by London-based human rights watchdog Amnesty International that accused the fighters who brought down the Gaddafi regime.
The NTC acknowledged "a small number of incidents involving those opposed to Gaddafi" and vowed to investigate Amnesty's allegations.
Amnesty said in the first days of the uprising groups of anti-Gaddafi protesters killed a number of captured soldiers and suspected mercenaries.
"Some were beaten to death, at least three were hanged, and others were shot dead after they had been captured or had surrendered," Amnesty said.
"The NTC is facing a difficult task of reining in opposition fighters and vigilante groups responsible for serious human rights abuses, including possible war crimes, but has shown unwillingness to hold them accountable," it said.

US may force Qaida to flee Af, South Asia

Washington: Americas new intelligence chief David Petraeus has predicted that al-Qaida leaders may flee Afghanistan and the entire south Asia as they were being pressed hard by American forces.
In his first week on the new job as the CIA chief, Petraeus said that within 18-24 months, the core of the al-Qaida could be degraded to the point that the group will fragment and exist mostly as a propaganda arm. Making his first Congressional appearance as a civilian at the rare joint hearing by the Joint Intelligence Committee of the House and Senate, the former American military commander in Afghanistan said, Heavy losses to al-Qaidas senior leadership appears to have created an important window of vulnerability for the core of the grouping in Pakistan and Afghanistan.
He told the Congressional Committee that US will need a sustained, focused effort to exploit the opportunity.

US worried over rising extremism, intolerance in Pakistan

The US has designated eight nations as Countries of Particular Concern for 'particularly severe violations of religious freedom', but spared ally Pakistan even as it expressed concern about increasing extremism and intolerance there.
"In Pakistan, the government has not reformed a blasphemy law that has been used to prosecute religious minorities and, in some cases, Muslims who promote tolerance or to settle personal vendettas," a US official acknowledged on Tuesday, briefing reporters on a new report on International Religious Freedom.
"This year, there have also been several assassinations of those who called for reform of the blasphemy laws, including the Punjab Governor Salman Taseer and Shahbaz Bhatti, the minister for minorities," noted Assistant Secretary, Bureau of Democracy, Human Rights, and Labour Michael Posner.

Pak satellite launched by China reaches test orbit

China on Tuesday said the communications satellite it launched for Pakistan has reached the test orbit. PAKSAT-1R, which was launched at the Xichang Satellite Launch Centre in the southwestern China's Sichuan Province on Aug 12, entered its test orbit on Sunday and will soon begin an
in-orbit test, China Great Wall Industry Corporation (CGWIC) said on Tuesday.
The satellite is expected to enter its final orbit located at 38 degrees east longitude before delivery to Pakistan, citing CGWIC, Xinhua news agency reported.
The satellite's construction and launch were funded by China.
It is China's first in-orbit delivery to Asian customers and also the first commercial satellite export to international users this year.
The contract for the PAKSAT-1R was signed in 2008 between the CGWIC and the Space and Upper Atmosphere Research Commission of Pakistan.
PAKSAT-1R will provide a range of services, including broadband Internet, telecom and broadcasting, covering regions in Europe, South Asia, Middle East, and eastern Africa.
China and Pakistan share a long history of space technology cooperation. Pakistan's first low-orbit satellite, BADR-A, was launched by China in 1990, carried by the Long March 2E rocket.

Heavy rains, floods kill 233, affect 5.5 million in Pakistan

Islamabad, Pakistan (CNN) -- Heavy rains and flooding have killed at least 233 people in Pakistan, a disaster agency spokesman said Wednesday, as a weather forecast calls for more rain over deluged parts of the country.
Seven people have died in the past 24 hours, said Irshad Bhatti, a spokesman for the National Disaster Management Authority.
At least 5.5 million people have been affected by the flooding since August, said Zafar Iqbal Qadir, chairman of the disaster authority.
Kristen Elsby, spokeswoman for the United Nations children's fund, or UNICEF, said 2.7 million children are among the affected. She said half of the 300,000 people in camps are children.
Pakistan braces for heavy rain, flooding
The flooding has inundated more than 4.5 million acres and damaged an estimated 80% of crops. At least 1.19 million homes have been damaged, the authority said.
And the rains are not over.
"Scattered thunderstorm/rain with moderate falls at isolated places is expected over most parts of the country," according to a weather forecast posted on the disaster authority's website Wednesday.

Spain Resurrects Rape Probe Into Saudi Prince Alwaleed bin Talal

MADRID (AP) — Spain has reopened a rape probe against a Saudi prince who is one of the world's richest people, looking again at allegations he drugged and sexually assaulted a young model on a yacht on the Mediterranean island of Ibiza, according to court papers.
The alleged assault by Prince Alwaleed bin Talal, 56, reportedly took place on Aug. 13, 2008, but an investigating magistrate on the popular resort island closed the case last year on grounds of insufficient evidence.
However, a higher provincial court in the Balearic Islands, which include Ibiza, accepted an appeal by the plaintiff and issued an order this year instructing the same magistrate to resume the probe and question the prince as a suspect.
A copy of the order was obtained Wednesday by The Associated Press.
The order said the investigating judge, Carmen Martin Montero, had not questioned Prince Alwaleed in her initial probe. It said tests done by a forensic lab that answers to the Spanish Justice Ministry had found semen in the woman, then 20, and traces of a sedative called nordazepam.

Syrian Troops Attack Mourners After US Envoy Visit

BEIRUT (AP) — Syrian troops fired tear gas at a gathering of mourners just hours after U.S. Ambassador Robert Ford and other Western diplomats expressed their condolences to the family of a rights advocate killed last week, activists said Wednesday.
The incident could increase already high tensions between Washington and Damascus, which has accused the United States of helping incite violence in Syria. Authorities have also criticized two earlier visits by Ford to the country's central and southern regions.
The Syrian regime is trying to crush a 6-month-old uprising with deadly force that has killed some 2,600 people, according to U.N. estimates.
Also Wednesday, Syrian troops conducted raids in the northwestern province of Idlib and the central region of Homs, the London-based Syrian Observatory for Human Rights said. It was not immediately clear if there were any casualties.
The raids came a day after more than 20 people were killed throughout Syria, according to the Observatory and Mustafa Osso, a Syria-based rights activist.
Osso and the Local Coordination Committees, an activist network, said the attack on mourners occurred on Tuesday night, after Ford and several other ambassadors had left the gathering in the Damascus suburb of Daraya.

American Military Team Visits Libya to Assess Risks of Reopening U.S. Embassy

TRIPOLI, Libya — American forces are back on the shores of Tripoli — albeit in a small way.
Four members of the American military are in Tripoli, the Libyan capital, to determine what security measures are necessary to reopen the United States Embassy here, a Pentagon spokesman said Tuesday.
The embassy closed when staff members and other American citizens were evacuated during the six-month revolution that drove Col. Muammar el-Qaddafi from power. It is now preparing to reopen as Libyan-American relations begin a new chapter.
Diplomatic relations with what is now Libya have a complex history going back to America’s first decades. Though another North African Muslim state, Morocco, was among the first countries in the world to recognize the United States diplomatically, the new nation soon fought the Barbary Wars in the region over attacks on its ships by Berber pirates from Tripoli — the origin of the “shores of Tripoli” reference in the Marines’ Hymn.
In more recent years, given America’s seesawing relationship with Colonel Qaddafi, the United States Embassy was closed for a long time. Even after it reopened in 2006, it was guarded by Libyan security personnel, not the Marine guards that are common at other diplomatic posts around the world.

CAIRO: Turkish Prime Minister Recep Tayyip Erdogan blasted Israel and said recognition of a Palestinian state is an “obligation,” as he kicked off in Egypt a tour to bolster Ankara’s ties with new Arab regimes.
“A Palestinian child crying in Gaza wrenches a mother’s heart in Ankara,” he said.
The prime minister also presented his country as a model for an Arab world, giving advice on everything from balancing secularism and Islam to challenging Israel during a high-profile visit to Egypt aimed at advancing his growing status as a regional leader.
Addressing Arab foreign ministers as he started a three-nation Arab Spring tour, he also said governments should not use force to repress the legitimate demands of their people.
And he reiterated that strained ties with Israel will not improve unless the Jewish state apologizes over the death of nine Turks killed in a raid on an aid flotilla that tried to break the Israeli-imposed blockade of Gaza.
“Recognizing the Palestinian state is not an option, it is an obligation,” Erdogan said in Cairo, as the Palestinians seek support for a UN membership bid they plan to launch next week.
“Before the end of this year we will see Palestine at the UN in a very different situation,” he said.

OIC raps Canadian premier's Stephen Harper anti-Islam tirade

JEDDAH: The 57-member Organization of Islamic Cooperation (OIC) has denounced a recent statement made by Canadian Prime Minister Stephen Harper, a high-profile non-Jewish supporter of Israel, that he considered “Islamic terrorism” as the biggest threat to world peace.
“Harper’s statement will only exacerbate the misunderstanding and suspicion between the West and the Islamic world and obstruct global efforts to confront bigotry and hatred between religions and cultures,” said OIC Secretary-General Ekmeleddin Ihsanoglu.
In an interview with CBC News, Harper said the biggest security threat to Canada a decade after 9/11 was “Islamic terrorism.”
He continued: “When people think of Islamic terrorism, they think of Afghanistan, or maybe they think of some place in the Middle East, but the truth is that threat exists all over the world.”
An article written by Dovid Efune in The Huffington Post rated Harper as the No. 1 non-Jew having a positive influence in shaping the Jewish future.
“Harper has been a great friend to Canada’s Jewish community as well as an outspoken supporter of Israeli positions in the international political arena… saying last year, ‘When Israel, the only country in the world whose very existence is under attack, is consistently and conspicuously singled out for condemnation, I believe we are morally obligated to take a stand.’”

Three detained on 9/11 anniversary included two Indians

New York : Falling sick and spending long time in the lavatory proved costly for two Indians, who were detained along with a half-Jewish and half-Arab woman by the FBI from a Detroit-bound plane, on the day when America commemorated 9/11 attacks.
The information of the two passengers being Indians came after the third detainee Shoshana Hebshi recounted her ordeal in a detailed blog post in which she says she was taken into custody because of the way she looked and was subjected to racial profiling.
"Silly me. I thought flying on 9/11 would be easy," she writes in her post entitled 'Some real Shock and Awe: Racially profiled and cuffed in Detroit'.
She goes on to say that when the flight landed in Detroit, the captain announced a little later that the plane would be moving to a different part of the airport.
She then saw through her window "a squadron of police cars following the plane, lights flashing.
"I turned to my neighbour, who happened to be an Indian man, in wonderment," she says adding that they waited in the plane for half an hour before 10 cops, some in what looked like military fatigues, ran toward the plane carrying the "biggest machine guns I have ever seen."

Liverpool : Liverpool is investigating striker Nathan Eccleston for tweets about the September 11 attacks in the US.
“I ain’t going to say attack don’t let the media make u believe that was terrorist that did it,’’ the 20-year-old Eccleston wrote on Twitter on Sunday, the 10th anniversary of the attacks in the United States.
He also made a reference to OTIS, which can mean “Only the Illuminati Succeed.’’
The tweet followed another posting in which he called the attack an “accident.’’ “RIP all 9/11 victims my thoughts are with their family’s and all those that was affected by this tragic accident!’’ Eccleston wrote.
The comments were removed from Twitter, and Eccleston then tweeted: “If you don’t like what I have to say un follow me !!’’
“The club takes this extremely seriously,’’ Liverpool, owned by America’s Fenway Sports Group, said Wednesday. “Senior club officials have informed Nathan Eccleston that we are undertaking an investigation into the circumstances surrounding these postings and will decide on an appropriate course of action pending that inquiry.’’
Eccleston has yet to play for the first team this season. He made his first-team debut in a League Cup match against Arsenal in October 2009.

Israel’s Gaza blockade illegal: UN experts Palmer

GENEVA: Israel’s naval blockade of the Gaza Strip violates international law, a panel of human rights experts reporting to a UN body said on Tuesday, disputing a conclusion reached by a separate UN probe into Israel’s raid on a Gaza-bound aid ship.
The so-called Palmer Report on the Israeli raid of May 2010 that killed nine Turkish activists said earlier this month that Israel had used unreasonable force in last year’s raid, but its naval blockade of the Hamas-ruled strip was legal.
A panel of five independent UN rights experts reporting to the UN Human Rights Council rejected that conclusion, saying the blockade had subjected Gazans to collective punishment in “flagrant contravention of international human rights and humanitarian law.”
The four-year blockade deprived 1.6 million Palestinians living in the enclave of fundamental rights, they said.
“In pronouncing itself on the legality of the naval blockade, the Palmer Report does not recognize the naval blockade as an integral part of Israel’s closure policy toward Gaza which has a disproportionate impact on the human rights of civilians,” they said in a joint statement.
An earlier fact-finding mission named by the same UN forum to investigate the flotilla incident also found in a report last September that the blockade violated international law. The International Committee of the Red Cross (ICRC) says the blockade violates the Geneva Conventions.

Assad's killing machine operates nonstop as protesters blast Russia

DAMASCUS: Syrian forces shot dead five mourners when they fired at a funeral for villagers killed the day before in the countryside near Hama, local activists said.
The attack came on the day when pro-democracy activists held a “day of anger” against Russia for its support to Bashar Assad’s regime.
The five were shot dead by security police snipers from the rooftop of a public school and a municipal water tank in the town of Kfar Nubouzeh, when hundreds of mourners began chanting slogans demanding the downfall of Assad, activists in contact with residents said.
Demonstrators burned Russian flags in the flash point protest hubs of Homs in the center and Daraa in the south in protest at Moscow’s support for Assad, activists said.
“Do not support the killers,” activists urged Russia in a message announcing Tuesday’s action posted on The Syrian Revolution 2011, a Facebook page that has been a driving force behind the protest movement.
“We express our anger toward Russia and the Russian government. The regime will disappear but the people will live,” the activists added.
Moscow has blocked Western-led efforts at the UN Security Council to impose sanctions against the Syrian regime and is promoting a rival draft resolution that simply calls on the government and the opposition to open direct talks.

Al-Nahda Philanthropic Society launching new program for women empowerment

JEDDAH: Al-Nahda Philanthropic Society for Women, one of the leading nonprofit organizations in Saudi Arabia, launches on Thursday a new project to reduce poverty and increase employment among women.
The program, called “My Future Is in My Hands,” is in association with several training centers and education experts. The mission of the organization, established in 1962 by Princess Sara Al-Faisal, is to socially and economically empower Saudi women through financial assistance, training and job skill development. It also aims to enable Saudi women to be productive members of society.
The new project follows a research conducted among women between 18 and 40 years of age who took part in Al-Nahda's financial support projects. The study revealed that 93 percent did not enroll in university or continue higher education, and only 18 percent were able to find employment. “Some of the major obstacles faced by this segment of society is the apparent lack of counseling, ambition and self-motivation,” said Dania Almaeena, project manager at Al-Nahda

David Petraeus says: Al-Qaeda far from done

WASHINGTON: The top two US intelligence officials say Al-Qaeda is weaker, and American intelligence agencies are smarter, since the Sept. 11, 2001 attacks — but the terrorists are nowhere near giving up.
In his first week on the job, CIA director David Petraeus says Al-Qaeda’s recent losses of Osama Bin Laden and others has opened “an important window of vulnerability” to exploit.
In remarks Tuesday to a joint congressional intelligence committee hearing, Petraeus predicted Al-Qaeda leaders may even flee to Afghanistan or leave South Asia altogether to escape the Central Intelligence Agency, which has quadrupled covert drone strikes against Al-Qaeda under the Obama administration.
But Petraeus and Director of National Intelligence James Clapper both say Al-Qaeda’s Yemeni offshoots and others are growing more daring, and dangerous — a sentiment seconded by senators and congressmen in their opening remarks.

US ambassador: Haqqani group behind Kabul attack

Kabul : The US ambassador to Afghanistan on Wednesday blamed the Pakistani-based Haqqani network for the coordinated attack against the American Embassy and NATO headquarters in the heart of Kabul.
Ryan Crocker said the attack, which ended just at dawn after a 20-hour gunbattle, would not affect the transfer of security responsibilities from the US-led military coalition to the Afghan security forces. Foreign forces are to completely withdraw their combat troops, that is a troop drawdown, by the end of 2014.
“Transition will proceed on pace”, Crocker said.
The Haqqani network is a Pakistan-based group affiliated with both the Taliban and al-Qaeda and has emerged as one of the biggest threats to stability in Afghanistan. The group retains bases in the lawless tribal areas of western Pakistan, including North Waziristan, using those safe havens to launch attacks against US and Afghan forces across the border.
The 20-hour attack in the heart of Kabul ended after a final volley of helicopter gunfire as Afghan police ferreted out and killed the last few assailants who had taken over a half-built downtown building to fire on nearby U.S. Embassy and NATO compounds.

Israel warns against Palestinian UN bid

JERUSALEM — Hardline Israeli Foreign Minister Avigdor Lieberman warned Wednesday there will be "harsh and grave consequences" if the Palestinians persist with their plan to seek UN membership as a state.
Speaking shortly before a scheduled meeting with EU foreign policy chief Catherine Ashton, Lieberman did not elaborate on the possible consequences.
"The moment has not yet come to give details of what will happen," he said.
In the past he has called for Israel to sever all relations with the administration of Palestinian president Mahmud Abbas should it press on with its UN bid.
"What I can say with the greatest confidence is that from the moment they pass a unilateral decision there will be harsh and grave consequences," Lieberman told an agricultural conference in southern Israel.
"I hope that we shall not come to those harsh and grave consequences, and that common sense will prevail in all decisions taken in order to allow co-existence and progress with negotiations," he added.
Lieberman has in the past accused the Palestinians of planning an "unprecedented bloodbath" after the UN move although they say they will hold purely peaceful rallies.
Prime Minister Benjamin Netanyahu and Defence Minister Ehud Barak earlier Wednesday met Ashton in Jerusalem.

The State unit of the Congress in Jammu and Kashmir is in a bind on whether to support or oppose a private members’ resolution in the State Assembly seeking amnesty for Parliament attack convict Mohd Afzal Guru.
After the Speaker of the House admitted the resolution, moved by the MLA from Langate, Abdul Rashid Sheikh, for discussion, the focus of the debate in State politics has once again shifted towards the alliance partners of the Omar Abdullah Government. The week-long Session of the State Legislature is scheduled to begin in Srinagar on September 26.
Mainstream political parties based in Kashmir Valley, the National Conference (NC) and the People’s Democratic Party (PDP), are engaged in competitive politics over the issue. Both are inclined towards supporting the resolution as they cannot afford to annoy their constituents largely seen to be sympathetic towards the Parliament attack convict.
National Conference president, Farooq Abdullah, and Chief Minister Omar Abdullah have given enough indications that the party wanted to debate the issue on the floor of the House. The top brass of both the parties have been regularly pleading clemency from different platforms for Guru, citing “fragile peace” in the Valley as an excuse.

'No need' for Iranian nuclear arms: Mahmoud Ahmadinejad

WASHINGTON: Iranian President Mahmoud Ahmadinejad insisted that his country has "no need" for nuclear weapons, amid new concerns from an international atomic watchdog group about Tehran's atomic ambitions.
"We do not need nuclear weapons and we do not accept that," Ahmadinejad told the NBC television "Today Show" program. "We are against that," he said.
He made his remarks as the board of the International Atomic Energy Agency (IAEA) meets in Vienna this week to discuss, among other matters, Iran's nuclear activities, which many in the West suspect are aimed at developing atomic weapons.
The IAEA, which is meeting at its Vienna headquarters from Monday to Friday, was also to discuss the atomic nuclear aspirations of Syria and North Korea.
The IAEA said in a confidential report obtained earlier this month by AFP that it is "increasingly concerned about the possible existence in Iran of past or current undisclosed nuclear related activities involving military related organizations," the report said.
These included "activities related to the development of a nuclear payload for a missile".
The Islamic republic insists, however, that its activities are aimed exclusively at developing nuclear power.

Turkey's PM Tayyip Erdogan tells Arabs to embrace democracy

CAIRO: Turkish Prime Minister Tayyip Erdogan told Arab leaders popular uprisings jolting their nations were a "light of hope" for the oppressed and urged them to embrace democracy.
"Democracy and freedom is as basic a right as bread and water for you, my brothers," Erdogan said in Cairo, his first stop on a tour of three Arab countries where "Arab Spring" revolts have toppled Arab autocrats, including Egypt's former president Hosni Mubarak.
"The freedom message spreading from (Cairo's) Tahrir Square has become a light of hope for all the oppressed through Tripoli, Damascus and Sanaa," Erdogan said to an enthusiastic audience gathered in an opera house in the Egyptian capital.
Erdogan, whose has won plaudits across the Arab world through his growing criticism of Israel, was interrupted several times with standing ovations and chants of "Erdogan, Erdogan!".
Some members of the audience held Turkish and Egyptian flags and waved posters of the Turkish leader.

US Intelligence Offical:'Al-Qaeda still ideological leader of global extremists'

Washington : Al-Qaeda core's capability to conduct attacks might have been significantly diminished, but the network remains the ideological leader of the global extremist movement, a top intelligence official told US lawmakers today.
Matthew Olsen, Director of the National Counterterrorism Center, said at a Congressional hearing that the trend of homegrown violent extremists inspired by al Qaeda's ideology means the US faces a much more diverse threat today.
"Al-Qaeda core's capability to conduct attacks has been significantly diminished, weakened, but not vanquished. The group remains the ideological leader of the global extremist movement," he said.
"It continues to influence others through propaganda. Al-Qaeda's senior leadership has advanced several unsuccessful smaller-scale Western plots in the past two years and these plots highlight its ability to continue attack preparations while under sustained counterterrorism pressure, and just this past week we acted in response to unconfirmed intelligence of a possible threat that the group was planning attack in the United States," he said.

Kishtwar boys ‘sent mail talking of HuJI hand’, booked under UAPA provisions

Jammu : Making the first arrests in the Delhi High Court blast case, the Jammu and Kashmir Police and the NIA today charged two Class XI students from Kishtwar with criminal conspiracy.
The two, identified by sources as Abid Hussain and Shariq Ahmed, allegedly sent the email to media houses in Delhi claiming that the Harkat-ul-Jihad Islami was responsible for the attack. They had been detained for questioning six days ago. They have been booked under Section 120(B) of the IPC (criminal conspiracy) and under the Unlawful Activities (Prevention) Act.
Asked about progress in the case, Union Home Secretary R K Singh said there were clues and arrests had been made. “Some people have been arrested,” Singh told reporters in New Delhi. “But we do not want to disclose whatever progress we have made as it will hamper the investigation.”
Though the police in Jammu refused to give details, sources said Abid and Shariq are both students of Islamia Faridia Higher Secondary School at Kishtwar. Neither has any criminal or militancy-related record.
During questioning, the two reportedly said they had not drafted the mail — seeking that the death sentence of Afzal Guru be repealed — but that someone had given it to them on a pen drive.

Delhi Blast: Got ‘splinter-like’ injuries? Bengal police may be looking for you

Kolkata : It's a bad time to get injured in West Bengal. With few leads and immense pressure in the Delhi blast case, investigators are scouring the state for anyone with “splinter-looking injuries”. A total of seven people have been picked up for interrogation, several with such injuries on their persons.
The other criterion for detentions is anyone “whose mobile phones were tracked for having the same IP address from which emails claiming responsibility for the blast were sent”. It was these emails, traced to somewhere near Kolkata, that first brought the NIA team here.
On Tuesday, Mohammad Afzal Sayed of Bagnan in Howrah was arrested after he was detected with tell-tale injuries on his hand and face. According to sources, Sayed had gone to Uluberia hospital for treatment and, seeing his injuries, the doctors called in the police.
He was detained and interrogated by a team from the Special Task Force (STF). While Sayed said the injuries were due to a train accident, officials dubbed his statements “incoherent”. His photo was sent to the NIA team, with SP, Howrah, Rabindranath Mukherjee saying: “We have arrested Sayed. He has sustained blast injuries.” However, he could not say the basis of the arrest. Later, the NIA said his photo didn’t match the sketches released by the NIA.

NIA yet to send HC blast samples for forensic analysis

New Delhi : A full week after the September 7 blast outside Delhi High Court, the National Investigation Agency (NIA) continues to sit on samples and exhibits lifted from the spot. The NIA is yet to take decision on sending the samples for forensic examination, sources said.
Dispelling the impression that the samples had been sent to FSL, Gandhinagar, the lab’s deputy director, Dr M S Dahiya, told The Indian Express, “We have not received any samples or exhibits from NIA. Our experts went to Delhi and gave a preliminary report on the crime scene. The final report will be submitted when we receive the samples.”
Forensic experts at the crime scene advise the probe agency on picking the samples that might require examination.
The home ministry had, after the blast, called in experts from FSL, Gandhinagar, CFSL, Hyderabad, the National Security Guard (NSG) and the CBI-CFS, all of whom studied the crime scene and lifted a few samples. Based on their initial reports, the MHA had confirmed the use of a PETN and nitrate-based explosive.
Exhibits were also lifted from the spot by Delhi Police, who handed them over to the NIA. These samples, the NIA said on Wednesday, were still lying with them. NIA officials gave no clear reason for the delay in sending them for analysis.
When contacted, a top NIA officer said that the decision to send the samples will be taken on Thursday. They have requested the laboratories to expedite their reports on the crime scene, the officer said.
“We will take a decision to send the samples on Thursday. Some exhibits collected by Delhi Police also need to be sent to the lab and we were in the process of collecting the same,” he said.

Delhi blast: 2nd, 4th emails traced to Kolkata, one held

Kolkata : Investigation into the Delhi blast has revealed that the second and the fourth mails, which were reportedly traced to have been surfaced from Kolkata and its outskirts, were sent from a mobile phone which had a sim card of Kolkata.
A senior Special Task Force official in Kolkata confirmed that the sim card, which was reportedly used to send the e-mails to media channels and Delhi police, is registered with a private service provider in Kolkata.
A team of NIA officials and Delhi police officials visited Kolkata for interrogating some of the suspected persons who were picked up from the outskirts of Kolkata in the past couple of days.
According to sources, the team of NIA has detained one Sunny Sharma from Kolkata for interrogation. NIA arrested Sharma from Kolkata on Tuesday for allegedly sending emails claiming responsibility of the blast and threatening further attacks, said a senior police official. Sources said that Sunny Sharma's gmail account was used for sending the second and the fourth e-mails. There were a total number of four e-mails that were sent after the blast in which Harkat-ul-Jihad-al-Islami (HuJI), a Bangladesh based terror group, and the Indian Mujahideen (IM) had claimed responsibility for the blast.

Delhi HC blast: Teenager arrested for sending prank terror emails

KOLKATA: The Special Task Force of Kolkata Police on Wednesday arrested a 14-year-old student for sending prank terror emails to the media houses claiming the responsibility of the Delhi high court blast.
"We have arrested Sunny Shukla of Pakur in Jharkhand. He posed as an Indian Mujahidin (IM) member and sent two emails to the media hosues claiming the responsibility of the Delhi High Court blast. The emails claimed that the Indian Mujahidin and not Harkat-ul-Jamat Islami (HuJI) was responsible for all the blasts at Delhi High Court," Additional Commissioner of Police(STF), Rajiv Kumar said.
"After interrogating him we have come to know that intent of sending the emails was mischief and the teenager has no connection with any terror groups. Therefore, he is not responsible for the Delhi High Court blast," Kumar said.
"He had sent the second and the last of the four mails received by the media houses from the email ID-chotoominani5@gmail.com through Blackberry mobile using a SIM card of Kolkata circle, " Kumar said. "He provided us the password and the e-mails were traced in his outbox," Kumar said.
"We have charged him with IT section 66A, 66B and 257A of IPC and has been produced at the juvenile court," Kumar said.
The other two emails that claimed that HuJI was responsible for the terror attack were traced to Moscow.

Iran court says it is considering bail for American hikers

Tehran, Iran (CNN) -- The Iranian Judiciary said it is considering a request for setting bail in the case of two American hikers accused of spying.
The report, posted on Iran's Judiciary website, seemed to contradict a statement by the hikers' lawyer that bail was already set in the case.
Josh Fattal and Shane Bauer will be released from Tehran's Evin prison after a $500,000 bail is paid for each of them, their attorney, Masoud Shafiee, said Tuesday.
The judiciary report puts into question whether or when the hikers will be released from prison.
"The two U.S. nationals accused of spying have not been released and their attorneys' requests for setting bail is being considered," the court statement said.
"The case is currently being considered by the presiding judge and any related news will be given by the judiciary. No other source is entitled to provide news about this case."
The court's statement also seems to differ with what President Mahmoud Ahmadinejad told NBC on Tuesday.

Indian nurses in Saudi Arabia set to lose jobs

SAUDI Arabia has announced plans to localise nursing jobs in medical facilities across the country, a move that would lead to foreign nurses, including many from India, losing their jobs.
A circular issued to its administrative units by the country’s ministry of health indicates that contracts with foreign nurses who have completed 10 years of service will now be terminated, a report in The Saudi Gazette said.

The localisation plan does not apply to nurses working for primary healthcare centres in remote areas unless a capable Saudi replacement is found.
The report quoted an official source at the ministry as saying that it has been made obligatory for administrative units to strictly abide by these guidelines.
The ministry’s plan ensures the replacement of foreign nurses gradually and plans to localise 300 senior nursing jobs in the next three years. Indian doctors, nurses and paramedical staff are high on demand in Saudi Arabia where 1.6 million Indians live and work.
