UP madrassa teacher faces grave charges of physically and psychologically abusing a girl-child for failing to remember  her lesson

Lucknow: Father of a 10-year-old girl has accused a madrassa teacher of physically and psychologically abusing his daughter for failing to recite a lesson.

The girl's father has further alleged that the teacher also forced her to remove her clothes, a charge that hasn't been verified so far.

The incident was reported from a madrassa in Kakori area of Lucknow.

The victim, a class 4 student, alleged that the teacher forced her to stand on a bench and then beat her up with a stick when she failed to recite her lesson.

The father further alleged that the teacher said if she doesn't recite her lesson, he will hang her upside down.

Based on her father's complaint an FIR under the charges of Protection of Children from Sexual Offences (Pocso) Act, along with other charges of voluntarily causing hurt, was registered against the accused, said DCP West Zone, Om Vir Singh adding that the teacher has been detained and being questioned.

Deputy director, minority welfare department, SP Tiwari, also reached the madrassa and spoke with her classmates.

Tiwari told journalists that her classmates confirmed the scolding part but denied that the victim's clothes were taken off.

Later, sources in the police said so far ‘removing of the clothes' aspect has not been established as the girl denied it in the statement before the magistrate.

"We are examining the case and statements of her classmates and then a final chargesheet will be made," he said.

All Mosques Built During Mughal Period Made By Demolishing Temples:President AHP Pravin Togadia

President of AntarRashtriya Hindu Parishad Pravin Togadia has claimed that all the mosques built during the Mughal period were made by demolishing temples.

Togadia made the remarks during a programme in the Bilsi area on Sunday evening. The visit was part of his ongoing western Uttar Pradesh tour ahead of the Maha Kumbh next year.

"All the mosques built during the Mughal period were built by demolishing temples," Togadia said, claiming he had seen a list of 12,000 temples that had been demolished to build mosques.

The right-wing leader also raised concerns about the violence against Hindu community members in Bangladesh.

"If the fight (of the protesters) was with the Bangladesh government then why were Hindus killed? There should be such a government in the country which can protect Hindus and give a proper answer," he said.

Ever since the Sheikh Hasina-led Bangladesh government was toppled in August after intense student protests, the Muslim-majority neighbouring country has reported widespread violence against religious minorities, including the Hindu community.

Later, addressing a gathering in Shahjahanpur, Togadia said that Bangladesh became independent due to the valour, blood and sweat of Hindu soldiers.

"If not for our Army, the honour of their daughters would not have been saved. Our brave sons sacrificed their lives to save the honour of the daughters (of Bangladesh)," Togadia said.

"We will not tolerate the insult of Hindus anywhere in the world. Hindus all over the world are in danger," he added.

The Indian Army played a crucial role in the independence of Bangladesh. The Liberation War in 1971 broke after the sudden crackdown at midnight on March 25, 1971, in the erstwhile East Pakistan by the Pakistani troops and ended on December 16.

The same year Pakistan conceded defeat and unconditionally surrendered in Dhaka to the allied forces comprising the freedom fighters and the Indian soldiers.

US launches massive strikes on Islamic State as Hayat Tahrir al-Sham deposes Assad regime

The US Military launched “dozens” of airstrikes against Islamic State targets in central Syria on December 8, the day that President Bashir al-Assad’s regime was overthrown by the terrorist organization known as Hayat Tahrir al-Sham (HTS).

US Central Command (CENTCOM) announced it “struck over 75 targets using multiple US Air Force assets, including B-52s, F-15s, and A-10s.” The targets included “ISIS leaders, operatives, and camps.” No senior Islamic State leaders have been reported killed, but CENTCOM is still assessing the results of the operation.

The strike took place just one day after Syrian Democratic Forces (SDF) warned that the Islamic State would take advantage of the faltering efforts by Assad’s now-defunct Syria Arab Army.

The SDF, which was created and backed by the United States to battle the Islamic State, is led by the Kurdistan Workers Party (PKK), which is also listed by the US as a Foreign Terrorist Organization.

Assad regime collapses during a lightning offensive led by Hayat Tahrir al-Sham

Assad has been battling a host of insurgent and terror groups since his brutal crackdown on civilian dissent during the beginning of the so-called “Arab Spring” in 2011. Assad’s regime is responsible for imprisoning and murdering hundreds of thousands of civilians during that period.

Backed by Russia, Iran, Lebanese Hezbollah, and a host of Iranian-backed militias from Iraq, Pakistan, Afghanistan, Qatar, and other countries, Assad’s beleaguered forces were able to beat back opposition groups to northern and eastern Syria before the rebels’ latest offensive. Three large factions, Hayat Tahrir al-Sham, the Turkish-backed Syrian National Army (SNA), and the US-backed Syrian Democratic Forces operating in northern and eastern Syria emerged as the three main opposition groups.

Hayat Tahrir al-Sham is the successor to Jabhat al Nusrah (the Al Nusrah Front), which was Al Qaeda’s branch in Syria. It is a US-listed Foreign Terrorist Organization, and Abu Muhammad al Julani, its leader, is a US-listed Specially Designated Global Terrorist. Julani previously served as Al Qaeda’s leader in Syria and reported directly to its previous emir, Ayman al Zawahiri. In a vaguely worded statement, Julani supposedly distanced the Al Nusrah Front from Al Qaeda in 2016 in order to receive international support. However, HTS shelters foreign terrorist fighters, and terrorist groups such as the Turkistan Islamic Party fight under its banner.

By the fall of 2024, HTS was confined to the northeastern Syrian province of Idlib. The Syrian National Army, which also has jihadist terror groups such as Ahrar al-Sham operating under its banner, was holding territory along the border between Syria and Turkey. Both groups received protection and support from Turkey.

On November 27, 2024, HTS and the SNA launched an operation against both the Assad regime and the US-backed SDF. A force primarily composed of HTS quickly took the city of Aleppo and then pushed southward along the M5 Motorway as Assad’s Syrian Arab Army crumbled. The cities of Hama and Homs fell in short order, and the road to the capital, Damascus, was open. Assad fled the country, and HTS forces quickly captured Damascus.

As HTS-led forces advanced south on Damascus, SNA forces, backed by the Turkish military, targeted US-allied SDF forces. The SNA has gained some ground; however, the fighting is ongoing.

The massive US strikes on the Islamic State are part of an effort to degrade the terror group and keep it from gaining ground in SDF-held Syria. However, it may also serve as a warning to the SNA and HTS not to push too hard against America’s flawed ally in Syria

From Al-Qaeda militant to Syrian statesman: The changing faces of Abu Mohammed Al-Golani

LONDON: In the tumultuous landscape of the Syrian conflict, one figure has remained persistently prominent: Abu Mohammed Al-Golani. Now, with the fall of the Bashar Assad regime after 13 gruelling years of civil war, he has emerged as kingmaker.

As leader of Hay’at Tahrir Al-Sham (HTS), an Islamist group long active in Syria’s northwest, Al-Golani has evolved from a shadowy militant figure with a $10 million bounty on his head into a revolutionary nationalist and widely recognized political actor.

Born Ahmad Hussein Al-Shar’a in 1981 in Idlib, Al-Golani’s journey into militancy began during the 2003 Iraq war, where he joined the insurgency against US forces and fell in with networks associated with Al-Qaeda.

By 2011, as Syria was plunged into civil war, Al-Golani returned to his home country to establish Jabhat Al-Nusra as Syria’s Al-Qaeda affiliate, which quickly gained a reputation for its battlefield prowess and hardline tactics.

A pivotal shift occurred in 2016 when Jabhat Al-Nusra broke ties with Al-Qaeda, rebranding first as Jabhat Fatah Al-Sham and later as HTS. This strategic realignment was designed to more closely integrate the group with the local opposition and distance it from its extremist roots.

“The Syrian opposition has a huge image problem,” Nadim Shehadi, an economist and political adviser who has held positions in academia and think tanks in Europe and the US, told Arab News.

“At one stage it had even lost confidence in itself. It has been described as fundamentalist and associated with Al-Qaeda and Daesh on the one hand and its leadership gave the impression of fragmented and corrupt.

“The regime and its supporters and allies were masters of disinformation and were successful in convincing the world that there was no credible alternative and that after it will come chaos. Russian and Iranian sponsored media played an important role.”

Under Al-Golani’s leadership, HTS aimed to present itself not only as a militant organization but as a legitimate governing entity. In Idlib, which remained under HTS control over the course of the conflict, the group established the Syrian Salvation Government.

This governance structure allowed the group to take on civil administrative roles, providing services and infrastructure repairs, while ensuring some level of order in an area scarred by conflict.

Al-Golani’s public appearances and outreach efforts showcase his ambition to redefine HTS as a nationalist force, engaging with local communities and presenting the group as a viable alternative to both the Assad regime and foreign terrorist organizations.

In 2021, Al-Golani conducted interviews with various media outlets, including Western platforms, aiming to shift perceptions of HTS and express a willingness to engage with broader political processes.

This strategy reflected a calculated attempt to distance his group from operating as a purely extremist entity while emphasizing its commitment to local governance and plurality.

“Al-Golani is trying to change his image with a surprisingly efficient social media campaign focusing on HTS itself as much as on his own personality,” said Shehadi.

“We see them forgiving regime soldiers and releasing prisoners. This is far more effective than one promoting him as a leader or a personality. It would be an emulation of the Assads.

“They are specifically countering rumors about the persecution of minorities. It feels like a professionally run strategic communications campaign. Except for the odd slip here and there.”

Experts view these efforts as indicative of Al-Golani’s understanding that governance and political legitimacy can provide stability and potentially foster reconciliation.

“Al-Golani’s outreach reflects an ambition to redefine HTS as a nationalistic force, seeking to align with local and possibly even regional interests,” said Lina Khatib, director of the Middle East and North Africa Programme at Chatham House.

Syria’s neighbors are still unsure what to make of Al-Golani. The perspectives of Arab governments concerning HTS are complex and multifaceted, with the spectrum of opinions ranging from staunch opposition to cautious engagement.

Many Arab countries officially condemn extremist groups, especially those with Islamist roots. However, the geopolitical realities often force these nations to engage pragmatically.

Countries such as Turkiye have interacted with HTS, long recognizing its influence over bordering Idlib and its potential role as a counterbalance to both the Assad regime and the Kurdish forces in control of northeast Syria.

However, many remain wary of the group’s true intentions, fearing the emergence of a regime akin to the Taliban in Afghanistan.

“Is Al-Golani’s pragmatism genuine, and more importantly, is it widely accepted within the ranks of his group?” Ammar Abdulhamid, Syrian-American pro-democracy activist, said in a series of posts on X.

“Can he maintain enough influence to contain radical factions advocating for the imposition of Sharia law or pushing for aggressive campaigns against Israel and Saudi Arabia?”

Israel in particular is acutely aware of the potential threat posed by the collapse of the Assad regime and the emergence of a powerful hostile force on its doorstep.

“With Israel now actively bombing military bases and airports and creating a buffer zone inside Syrian territories, how will Al-Golani respond?” asked Abdulhamid.

“He will likely face pressure from radical groups to take action or at least issue a defiant statement. However, even rhetorical escalation risks inviting further strikes and dragging Syria into a broader conflict it cannot afford.”

He added: “Will Al-Golani eventually pursue peace with Israel, if not now, then at some point in the future?”

There is also the question of how he will handle ongoing crises within Syria itself, such as that playing out between Turkiye and Turkish-backed opposition groups and the US-backed Syrian Democratic Forces, which control the Kurdish-majority Autonomous Administration of North and East Syria.

“How does he plan to handle the Kurdish issue, knowing that Turkish-backed factions are dedicated to fighting the Kurds?” said Abdulhamid. “With battles ongoing and the potential for further escalation, navigating this remains a critical and delicate challenge.”

He added: “These challenges will test Al-Golani’s leadership, his pragmatism, and his ability to balance internal and external pressures.

“They will also shape his vision for Syria’s future. The Syrian people, as well as regional neighbors and the international community, will need clear reassurances on all these fronts.”

Although it is officially classified as a terrorist organization by several nations, HTS will now play a crucial role in the dynamics of the region, complicating the response of Arab states eager to restore some measure of stability to Syria.

“Abu Muhammad Al-Golani remains a figure surrounded by skepticism, even as he attempts to reshape his public image,” Faisal Ibrahim Al-Shammari, a political analyst and commentator, told Arab News.

“While his rhetoric and actions in recent years signal a departure from his extremist beginnings, it is difficult to fully separate his current persona from his well-documented past.

“The skepticism stems from his history with Al-Qaeda and his role in creating Al-Nusra Front, which terrorized Syria during its affiliation with the global terror network. Rebranding as HTS might appear as a strategic pivot, but is it a genuine ideological transformation or simply an act of convenience to appeal to international observers?

“Yet, hope cannot be entirely discounted. Leaders evolve under pressure, and contexts change. If Al-Golani is sincere in his stated commitment to a more inclusive and democratic Syria, this shift would be a remarkable turn. But history warns us against naivety. True change must be proven by sustained action, not just rebranding or tactical concessions.

“The question of trust lingers. Can someone with a history of extremism and violence truly reform? The optimist would say yes, given the right circumstances. The realist, however, must insist on vigilance, demanding not just words but concrete actions that demonstrate a commitment to peace, justice, and inclusion.

“Until then, hope must be tempered with caution, as the stakes for Syria and the region are far too high to afford misplaced trust.”

Abu Mohammad Al-Golani’s journey from militant to political actor illustrates the adaptability required in the complex Syrian context. His efforts to maintain relevance amid a chaotic landscape have hinged on navigating both local dynamics and regional geopolitical interests.

His future, and that of his organization, will depend on the broader regional approach to Syria’s enduring crisis, marked by shifting allegiances, and intricate political calculations.

His legacy will ultimately be shaped by these complex interplays, as regional stakeholders grapple with the implications of HTS’s evolving role in national and regional affairs.

EU leaders pledge support for post-Assad Syria amid warnings over new regime’s Islamist leanings

The European Union has hailed the fall of Bashar al-Assad in Syria, with the EU’s chief foreign affairs official calling it “a positive and long-awaited development” that “also shows the weakness of Assad’s backers, Russia and Iran”.

High Representative for Foreign Affairs and Security Policy Kaja Kallas did not rule out working with any Syrian party or neighbouring government in what she said would be a “long and complicated ” process of rebuilding Syria, where the EU’s priority was to “ensure security in the region”.

“I will work with all the constructive partners, in Syria and in the region,” Kallas added in a December 8 X post.

Her statement may carry more implications than it initially appeared. Syria’s now-triumphant opposition is led by Hayat Tahrir al-Sham (HTS or the Organisation for the Liberation of the Levant), which both the US and the UN regard as a terrorist group.

The HTS, headed by Abu Mohammad al-Jolani, has remained on the US Department of State’s list of Foreign Terrorist Organisations since it was first added in May 2014. It also still appears on the UN Security Council’s Consolidated List of entities under Security Council sanctions.

Although this group began in 2011 as an offshoot from al-Qa’eda, al-Jolani said his movement has since then severed those ties and since grown more moderate.

“You can’t force your ideas on people,” he said in a December 6 interview with The New York Times.

Syria’s large number of rebel factions was able to successfully seize Damascus and topple al-Assad’s government on December 8 largely because HTS has successfully sustained an alliance with other, more moderate rebel factions.

At the same time, in the city of Idlib, which it has controlled since 2017, it has suppressed protests and implemented Islamist policies.

“While the world is watching, they will do their best to appear moderate but expect dangerous conditions for religious minorities in the weeks to come,” Nadine Maenza, president of the Washington-based International Religious Freedom Secretariat, said.

“HTS has a troubling history of governing under a harsh version of Islamic law in Idlib”, she told Voice of America News on December 6.

Still, most EU leaders were quick to praise the collapse of the al-Assad regime.

“The barbaric state has fallen. At last,” French President Emmanuel Macron wrote on X on December 8.

He added that he wanted to “pay tribute to the Syrian people, to their courage, to their patience”, while saying France “will remain committed to the security of all in the Middle East”.

“The cruel Assad dictatorship has collapsed,” said European Commission President Ursula von der Leyen, which she called an “historic change” that “offers opportunities but is not without risks”.

Both von der Leyen and Spain’s foreign minister José Manuel Albares cautioned against a splintering of Syria after al-Assad.

The EU was “ready to support safeguarding national unity”, said von der Leyen.

The bloc appeared to back greater engagement both with Syria and the broader Middle East.

“The EU stands ready to work with the Syrian people for a better future”, said President of the European Council António Costa, which he added was “also crucial for the broader stability of the region”.

Jamiat Ulema-i-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman on Monday criticised the government for its “conspiracy to divide the ulema” while speaking about the madressah reforms bill issue.

The statement came in light of the ongoing controversy related to the Societies Registration (Amendment) Act, 2024 — a new law passed by parliament which relates to the regulatory affairs of madressahs. President Asif Ali Zardari has yet to grant it presidential assent, prompting the JUI-F to criticise ruling coalition parties for using ‘delaying tactics’ regarding the bill.

The government met with scholars in Islamabad today to discuss religious seminary registration and reforms. Attendees included federal ministers Attaullah Tarar, Khalid Maqbool Siddiqui, Chaudhary Salik Hussain, and Pakistan Ulema Council Chairman Hafiz Tahir Ashrafi.

Fazl, however, took exception to the government’s meeting. Speaking at a press conference in Charsadda today shortly after a media talk of the government officials, he said that “the meeting called by the government today in Islamabad with the ulema was, in reality, a conspiracy to divide the ulema.”

On Sunday, while addressing a public meeting in Peshawar, he had said his party was not ready to accept any interference from the government in the affairs of religious seminaries amidst the issue of the madressah registration bill.

The JUI-F chief had set December 8 as the deadline for completing the legislation process on seminaries’ registration with the demand that the earlier procedure adopted in 2019 — when the PTI was in power — for registration of religious schools with the education ministry should be amended and that these institutions should now be affiliated with the industries ministry.

Addressing the government’s allegations today that he demanded affiliation of madressahs with the Ministry of Industries instead of the Ministry of Education, he said, “I want to explain that in this draft we have given madressahs complete freedom to associate with any federal [act] where the 1860 Society Registrations Act or with the federal education ministry they are free to choose.”

He stated that his party was close to making a definitive announcement yesterday but postponed it after receiving a message from Mufti Taqi Usmani about a meeting on the 17th with allied organisations, aiming to achieve a joint stance.

Will allow no one to gamble with future of madressahs, students: Ashrafi

Meanwhile, addressing a press conference after a meeting of the government ministers and religious scholars, Pakistan Ulema Council Chairman Hafiz Tahir Ashrafi said that it was a long-standing demand by the ulema that madressah education was also accepted as education on a government level and it was the culmination of this demand that resulted in the 2019 agreement with the government.

“It’s very strange that you demand affiliation of madressahs with the Ministry of Industries, instead of the Ministry of Education, while 18,000 out of 25,000 madressahs of 10 boards have already been registered under the prevailing mechanism,” he added while commenting on Fazl’s demands.

Ashrafi said the government and ulema would not allow anyone to gamble with the future of madressahs, their students, and teachers.

He called for all seminary board leaders to be consulted before any laws were made on the matter. He concluded with an appeal to the government to strengthen the existing system, ensuring the welfare of millions of seminary students.

Meanwhile, the information minister said that extensive consultations were being done to find a solution to the issue that was acceptable to all stakeholders.

He said that the input of scholars regarding madressah registration and reform was important.

The minister said a few years back, a system was devised after extensive consultations to bring religious seminaries into the mainstream.

About the act pending with the president, he said it could not become law due to some legal complications.

He said suggestions given by scholars had been noted and a final solution would be found after thorough consultations.

Tarar said the government had no objection to several proposals given by the religious scholars and it was good that all schools of thought in Pakistan were represented.

He added that Fazl was a respectable leader and his suggestions would be given due importance and a solution would eventually be found.

Directorate General of Religious Education (DGRE) Project Director Major General (Retired) Dr Ghulam Qamar said that substantial steps were taken to integrate religious seminaries into the national education system.

He said over 18,600 seminaries were now registered nationwide, with plans to register all seminaries within five years as per the agreement.

He further revealed that 1,609 students from 53 countries were currently studying in Pakistani seminaries, with many institutions providing free books and training in disciplines such as calligraphy and technical education.

Approximately 2,500 students were receiving technical education, while 115 seminaries offered calligraphy training, he said.

Supreme Court should put a stop to lawsuits seeking survey of mosques: CPI(M)

The CPI(M) Politburo on Monday (December 9, 2024) voiced concern over the spate of lawsuits filed across the country seeking survey of ancient mosques to verify the presence of temple ruins lying underneath.

"After Varanasi and Mathura, in Sambhal, a survey was ordered of a 16th century mosque by a lower court. This resulted in violence in which four Muslim youth were killed. Following this, a similar petition has been entertained in the civil court in Ajmer regarding the Ajmer Sharif Dargah," the party said.

In a statement here after a two-day meeting of the CPI(M) Politburo on December 7-8, the Left party said it is unfortunate that the Supreme Court has not intervened to put a stop to such litigations.

"The 2019 five-member bench judgment of the Supreme Court on the Ayodhya dispute had categorically upheld the validity of the law and its enforcement. Given this direction, it is incumbent on the apex court to intervene to put a stop to legal proceedings, which are violative of the Act," the CPI(M) said.

Several litigations filed in various courts related to temple-mosque disputes have come into the limelight, including on Gyanvapi Mosque in Varanasi, Shahi Idgah Mosque in Mathura, Shahi Jama Masjid in Sambhal, Ajmer Dargah of Sufi saint Moinuddin Chishti and Budaun’s Jama Masjid Shamsi, where petitioners have claimed that these were built after destroying ancient temples and sought permission to offer Hindu prayers there.

The Supreme Court has constituted a special bench to hear a batch of PILs challenging the validity of certain provisions of the Places of Worship (Special Provisions) Act, 1991 law that prohibits filing a lawsuit to reclaim a place of worship or seek a change in its character from what prevailed on August 15, 1947.

The party also said the Bangladesh administration seems to be ignoring the activities of Islamist fundamentalist forces.

While reiterating its stand that the interim government in Bangladesh should ensure protection of religious minorities, the CPI(M) alleged that the BJP-RSS and Hindutva outfits are seeking to whip up passion by propaganda.

"At the same time, the Politburo decries the efforts of the BJP-RSS and Hindutva outfits in India, which are seeking to whip up passions by incendiary propaganda.Such an approach will not help the interests of the minorities in Bangladesh," they said.  Extending support to the ongoing protest of farmers of Greater Noida, the Politburo said, "The CPI(M) fully supports this struggle, demands that repression must be stopped forthwith and the government must accept and implement the just demands of the struggle."

They also condemned the police action, and said that around 150 leaders and activists of All India Kisan Sabha (AIKS) and other orgnisations have been jailed. The arrested farmers are on a hunger strike in jail.  The CPI(M) also demanded immediate disbursal of funds for disaster-hit Wayanad in Kerala.

"Despite the state's urgent plea for ₹214.68 crore in immediate relief and ₹2,319.1 crore for comprehensive recovery and reconstruction, the Centre has failed to approve the funds even after four months," they said.

"The refusal to classify the landslide as a 'calamity of severe nature' and the unwillingness to waive loans for the affected families also reflect a deeply unjust and inhumane approach, undermining the principles of federal support in times of crisis," the CPI(M) said.

The Poiltburo also discussed a draft of the political resolution which will be taken up at the 24th party congress in April.

Another mosque row: Allahabad HC seeks Hindu outfit's reply after Jaunpur's Atala masjid caretaker challenges suit

Lucknow: Uttar Pradesh has been witnessing a sudden surge in the number of cases landing in the courts involving ownership disputes over mosques following claims by the saffron outfits that they (mosques) were built after demolishing temples.After Sambhal and Badaun mosques, the ownership dispute over the famous Atala Mosque in UP’s Jaunpur town has reached the High Court.

The Allahabad High Court on Monday directed the Hindu plaintiffs to file a rejoinder within three weeks on a petition filed by the Atala Mosque caretaker challenging the order of the Jaunpur district court by which it ruled that the application filed by a saffron outfit Swaraj Vahini seeking ownership of the Atala Mosque on the ground that it had been built after demolishing a temple was maintainable.

A district court in Jaunpur had on May 29 admitted the application of the Hindu plaintiffs and listed the matter for hearing. The Muslim side then filed a revision application which was rejected by the district court in August.State president of Swaraj Vahini Santosh Kumar Mishra had claimed in his application moved in the district court that the Atala Mosque had been built after demolishing a Hindu temple by Firoz Shah Tughlaq, a Muslim ruler of the Tughlaq dynasty, who governed the Sultanate of Delhi from 1351 to 1388.

Mishra claimed that Hindu ruler Vijay Chandra had built the Atala Temple in Jaunpur In the 13th century. The application in the court sought permission to perform ‘puja’ in the Mosque.

AIMIM chief Asauddin Owaisi slammed the saffron outfits for what he said was pushing the country into historical fights and added that no country could become a ‘superpower’ if a section of the population faced such pressures continuously.

Earlier a similar petition was filed in Sambhal and Badaun district courts seeking ownership of the Mosques there claiming that they were built after demolishing Hindu temples.

Siddaramaiah may restore 4% Muslim quota in Karnataka

BELAGAVI: Karnataka chief minister Siddaramaiah hinted in the assembly Monday that Congress govt would restore the 4% Muslim quota that the erstwhile BJP-led coalition scrapped in March 2023, citing saffron party's subsequent affidavit in court that purportedly talks about maintaining status quo on the contentious issue.

Siddaramaiah raised the opposition's hackles by saying BJP's move smacked of doublespeak -first transferring the Muslim quota to two other communities and then allegedly saying the opposite in its affidavit in SC.

"The former ex-BJP govt did not include the Panchamasali Lingayats in the 2A quota. Instead, it snatched the 4% Muslim quota under 2B and redistributed it - 2% to Veerashaiva-Lingayats and 2% to Vokkaligas under 3A and 3B...This led to injustice," he said.

CM's remarks came amid an uproar over the state govt clamping restrictions on the Panchamasali Lingayat community's proposed protest at the assembly complex.

When BJP MLAs R Ashoka and CN Ashwathnarayan demanded proof of their party contradicting its decision to scrap the Muslim quota, Siddaramaiah said, "I shall table the affidavit filed by the previous govt tomorrow itself."

BJP's Basangouda Patil Yatnal requested that he table a copy of the affidavit in the assembly Wednesday, pointing to the ongoing Panchamasali Lingayat protests for 2A reservation. Siddaramaiah agreed to it.

The day's session saw more heated exchanges as BJP members alleged that the Congress govt was "stifling free speech" by barring the Panchamasali Lingayats from staging their planned gherao of the Suvarna Vidhan Soudha. "This is a blatant attack on democratic rights," BJP said.

Belagavi DC Mohammad Roshan issued an order Sunday evening prohibiting the use of vehicles and tractors during the rally.

Clarifying govt's stance, home minister G Parameshwara said, "We have not banned the protest by Panchamasali Lingayats. It is their democratic right to demand reservation. However, allowing vehicles, including over 5,000 tractors, could create a law-and-order crisis."

BJP accepted the justification, but demanded that govt engage directly with the community. Siddaramaiah informed the assembly that he had already met representatives of the Panchamasali Lingayats twice. "I explained to them that the permanent backward classes commission needs to submit its report on the merits of reservation before we can provide reservation to the Panchamasalis."

Providing water, power to Rohingyas is our duty until they are in Jammu and Kashmir: Farooq Abdullah

National Conference president Farooq Abdullah on Tuesday said it is responsibility of the Jammu and Kashmir government to provide basic amenities like water and electricity to Rohingya refugees residing in the region.

“The Government of India brought the refugees here. We did not bring them. They have settled them here, and as long as they are here, it is our duty to provide them with water and electricity. This is our responsibility", Abdullah told reporters during a visit to Kathua.

His remarks come a day after the BJP termed the settlement of Rohingyas and Bangladeshis in Jammu city a major "political conspiracy" and demanded a CBI probe to identify those involved in facilitating it.

Hitting out at the National Conference (NC) government over remarks on granting water and power connections to them in Jammu, the BJP had also alleged it was done to protect them as they belong to a particular community.

According to government data, more than 13,700 foreigners, most of them Rohingyas (illegal immigrants from Myanmar) and Bangladeshi nationals, are settled in Jammu and other districts of Jammu and Kashmir. Their population increased by over 6,000 between 2008 and 2016.

In March 2021, police found over 270 Rohingyas, including women and children, living illegally in the Jammu city during a verification drive and lodged them at a holding centre inside the Kathua sub-jail.

Abdullah also batted strongly for restoration of statehood in Jammu and Kashmir, and said there will be only one power centre in J-K.

“The double-engine government will not work here. Statehood will be restored. There will be only one power centre in Jammu and Kashmir,” he said.

Asked about atrocities on Hindus in Bangladesh, Abdullah criticised the central government, saying “the Government of India should look into this. It is an RSS-led government. We need to pay attention to this issue.” On the question of restoring Jammu and Kashmir’s statehood, Abdullah reaffirmed, “statehood will be restored. It is the promise of the Government of India and has also been pledged before the Supreme Court. Just as their election promises were fulfilled, the Supreme Court commitment will also honoured, and statehood will return.” Abdullah addressed the issue of power cuts in the region, attributing them to a lack of rainfall and snowfall. “We are trying to minimise power cuts. There is a shortage of electricity because there has been no snowfall or rain. Efforts are being made to improve the power supply,” he said.

Asked about PDP chief Mehbooba Mufti''s recent statements on Hindutava, Abdullah said, “I do not need to comment on her statements.” The former Jammu and Kashmir chief minister also spoke about the concerns regarding Electronic Voting Machines (EVMs).

“Questions about EVMs have not arisen today; they have been raised ever since these machines were introduced. The government must ensure that people trust these machines,” he said.

Highlighting unemployment as the biggest issue in Jammu and Kashmir, Abdullah said “There are many educated boys and girls who remain unemployed. Numerous vacancies exist, but they have not been filled. The government must focus on these issues so that our youth can find work.” Abdullah also criticised the condition of healthcare and educational infrastructure in the region, calling it “poor” and in need of urgent improvement.

Warning about environmental degradation, Abdullah said, “If our forests are not preserved, how will we get rain and snow? Crops are failing in many areas due to a lack of water. Protecting the environment and forests is not just the government’s responsibility but also the people’s duty. We must all work together to save nature.”

Iltija Mufti faces backlash from Right-wing groups after comments on Hindutva and Ram

Mehbooba Mufti’s daughter and media adviser Iltija Mufti is facing a backlash from Right-wing groups for her comments on Hindutva and Ram, with a Kashmiri Pandit group on Monday announcing it had filed a police complaint against her.

“The complaint has been lodged with the Cyber Crime Cell, Delhi, alleging that the statement is deeply offensive, is aimed at inciting communal discord, and deliberately insults Lord Rama, the Hindu religion and its followers,” the Youth for Panun Kashmir said on its social media handle.

“The complaint cites Sections 302, 325, and 323 of the Bharatiya Nyaya Sanhita, 2023 and Section 67 of the IT Act.”

Some of these sections deal with hurting religious feelings and obscenity. Vithal Chowdhary, president of the group, called Iltija’s comments “derogatory and inflammatory”.

Roots in Kashmir, another Pandit organisation, has welcomed the action taken by the Youth for Panun Kashmir.

Iltija had stirred a hornet’s nest on Saturday, calling Hindutva a disease, while commenting on a video that purportedly showed Muslim boys being thrashed and forced to chant “Jai Shri Ram”.

The video is reportedly from Madhya Pradesh.

The BJP has asked Iltija to apologise for her comments but she has been unrelenting in her criticism of Hindutva.

“Much outrage over my tweet & also whataboutery about Islam. The senseless violence that’s been carried out in the name of Islam is what caused Islamophobia in the first place,” Iltija said on Sunday.

“Today Hinduism (not Hindutva) also finds itself in a similar situation where it’s being used & abused to lynch & persecute minorities. Let’s call spade a spade.”

Iltija on Monday hit out at “goons” heckling Kashmiris in Haryana. “Kashmiri shawl vendors are being heckled & harassed in Haryana. The goons indulging in such shameful acts clearly have no fear & seem to enjoy unbridled impunity. Request @cmohry (CM of Haryana) to take immediate action against the perpetrators,” she said in one post.

Alleged shooter of US healthcare CEO caught – police

A 26-year-old Ivy League university graduate suspected in the assassination of UnitedHealthcare CEO Brian Thompson in New York City has been tracked down and arrested at a Pennsylvania McDonald’s, the NYPD has announced.

Thompson was fatally shot on Wednesday morning in Manhattan by a masked, hooded attacker who was apparently waiting for him. The suspect escaped to Central Park where he left a backpack and then disappeared.

On Monday morning, police arrested Luigi Nicholas Mangione at a McDonald’s in Altoona, Pennsylvania – about 440km west of New York City. An employee at the restaurant reportedly recognized him by the distinct eyebrows on the wanted poster.

Mangione was found with a gun and a silencer “consistent with those used in the murder,” NYPD Commissioner Jessica Tisch said at a press conference after the arrest was announced.

“He was sitting there eating,” NYPD Chief of Detectives Joseph Kenny told reporters.

The fake ID Mangione showed detectives at the restaurant had the name ‘Mark Rosario’, the same name the suspect used to rent a room in New York, according to police. Officers also recovered a handwritten manifesto that reportedly said, “These parasites had it coming,” as well as other fake IDs, and a face mask.

“At this time, he is believed to be our person of interest in the brazen, targeted murder of Brian Thompson,” Tisch said. In the meantime, Mangione was detained on gun charges.

Police believe Mangione’s motive to shoot Thompson was the healthcare industry’s treatment of a sick relative, the New York Post reported, citing unnamed sources. One of the banner photos on Mangione’s social media shows an X-ray of a serious spinal injury.

Mangione’s social media accounts, still active as of Monday evening, shows him as a native of Towson, Maryland who was valedictorian at the Gilman School in Baltimore in 2016, before going on to the University of Pennsylvania. He graduated in 2020 with a bachelor’s degree and a master’s in computer science. He worked for a California-based car company, but his last known address was in Hawaii.

Mangione’s X account featured mostly reposts promoting climate activism, lab-grown food, and fitness. He has retweeted neuroscientist Andrew Huberman and World Economic Forum ideologue Yuval Noal Harari, praised a book by Tim Urban as “the most important philosophical text of the early 21st century,” and argued that the solution to falling birthrates involves encouraging “natural human interaction, sex, physical fitness and spirituality.”

The book review site Goodreads shows him as having read 295 titles. Among the many books he reviewed was ‘Industrial Society and Its Future’ by Ted Kaczynski, the infamous ‘Unabomber’.

Dmitry Trenin: Why Trump needs to call Putin on day one

The practice of leaking proposed diplomatic plans is standard in Western political culture, making the recent publication of a reported framework for resolving the Ukraine conflict – allegedly authored by US President-elect Donald Trump’s pick for special envoy to Kiev Keith Kellogg — unsurprising. Such moves often serve to test the likely reactions of key players before formal talks begin.

From a realpolitik perspective, it would make sense for Trump, after his inauguration, to call Russian President Vladimir Putin and propose sending Kellogg – or another senior figure – to Moscow for negotiations. While the exact content of Trump’s future proposal remains unclear, its general theme — “peace from a position of strength” — seems obvious.

If Trump takes this step, it’s likely that Putin will agree to receive the envoy and assign a senior Russian official for the meeting. The success of any talks, however, will depend entirely on the substance of Washington’s proposal. Judging by what has circulated in the media so far, the terms being floated are clearly unacceptable to Moscow.

Russia has its own clearly defined vision for resolving the Ukraine crisis – one focused on addressing the root causes of the conflict, not simply managing its symptoms. The terms for negotiations with Ukraine have been publicly stated and repeatedly reiterated by Russian officials. For the US, the first step toward meaningful talks should be ceasing its involvement in the war altogether.

Any hypothetical negotiations between Moscow and Washington would center not on Ukraine, but on the broader military and political stability in Europe and beyond. If Trump is prepared to pursue this agenda, meaningful progress may be possible. If not, he will likely face a choice: escalate an increasingly dangerous war or shift the responsibility for supporting Kiev onto the European NATO allies.

Neither option is ideal. German Chancellor Olaf Scholz faces a tough February election, with polls suggesting he is vulnerable. Meanwhile, British Prime Minister Keir Starmer is eager to project “Global Britain” ambitions abroad. At the same time, French President Emmanuel Macron is presently a lame duck and doesn’t even have a functioning government. All will struggle to sustain Western Europe’s commitment to the war without firm US leadership.

For Trump, the clock will be ticking from the moment he enters the White House. A phone call to Moscow may be a necessary first step — if only to see how much room remains for diplomacy in a world increasingly shaped by force.

Trump ally threatens sanctions against major NATO state

US Republican Senator Lindsey Graham has threatened to propose sanctions against fellow NATO member Türkiye if it attacks the American-backed Syrian Democratic Forces (SDF). A strong supporter of President-elect Donald Trump, Graham argued that sweeping operations against the SDF in Syria would benefit the terrorist group Islamic State (IS, formerly ISIS) and damage American interests in the region.

The SDF, which is dominated by Kurdish groups, reported over the weekend that it had come under Turkish artillery and drone attacks.

Pan-Arabic news channel Al Mayadeen cited the local SDF command on Saturday as saying that “the Turkish occupation and its mercenaries” were clashing with the Kurdish-led troops around Manbij, a city to the northeast of Aleppo.

Reuters reported on Sunday that the Turkish-backed Syrian National Army (SNA) had captured Manbij and that the SDF had withdrawn. According to Turkish media, the SNA was operating against Kurdish militias that are part of the SDF and are considered terrorists by Ankara.

In a post on X on Sunday, Graham argued that the US “should not allow the Kurdish forces – who helped us destroy ISIS on President Trump’s watch – to be threatened by Turkey or the radical Islamists who have taken over Syria.”

“We have to ensure that the roughly 50,000 ISIS prisoners in northeastern Syria – being primarily held by Kurdish forces – are not released,” he added.

“Turkey has legitimate concerns regarding different groups that reside in northeastern Syria,” Graham wrote, but added that “an ISIS jailbreak … would be a nightmare for America.”

“In the past I have drafted sanctions targeting Turkey if they engage in military operations against the Kurdish forces who helped President Trump destroy ISIS. I stand ready to do this again in a bipartisan way,” the senator warned.

The political balance in Syria shifted dramatically over the weekend, when a loose coalition of opposition forces led by Islamists from Hayat Tahrir al-Sham (HTS) captured Damascus and toppled President Bashar Assad. The SDF used the collapse of the government army to expand its control in eastern Syria.

The US backed the SDF throughout the Syrian civil war when its soldiers were fighting the government troops and Islamic State. At the same time, the US showed no support to Kurdish forces in northern Syria when they were attacked by the Turkish army during Ankara’s cross-border “anti-terrorist” operations.

Syria rebel leader discusses ‘transfer of power’ after Assad’s fall

DAMASCUS: Syria’s Islamist rebel leader on Monday began discussions on transferring power, a day after his opposition alliance dramatically unseated president Bashar Assad following decades of brutal rule.

Assad fled Syria as the Islamist-led rebels swept into the capital, bringing a spectacular end on Sunday to five decades of brutal rule by his clan.

He oversaw a crackdown on a democracy movement that erupted in 2011, sparking a war that killed 500,000 people and forced half the country to flee their homes, millions of them finding refuge abroad.

Rebel leader Abu Mohammed Al-Jolani, now using his real name Ahmed Al-Sharaa, met with Prime Minister Mohammed Al-Jalali “to coordinate a transfer of power that guarantees the provision of services” to Syria’s people, said a statement posted on the rebels’ Telegram channels.

At the core of the system of rule that Assad inherited from his father Hafez was a brutal complex of prisons and detention centers used to eliminate dissent by those suspected of stepping out of the ruling Baath party’s line.

Thousands of Syrians gathered on Monday outside a jail synonymous with the worst atrocities of Assad’s rule to search for relatives, many of whom have spent years in the Saydnaya facility outside Damascus, AFP correspondents said.

Rescuers from the Syrian White Helmets group had earlier said they were looking for potential secret doors or basements in Saydnaya.

“I ran like crazy” to get to the prison, said Aida Taha, 65, searching for her brother who was arrested in 2012.

“But I found out that some of the prisoners were still in the basements. There are three or four floors underground.”

Crowds of freed prisoners wandered the streets of Damascus distinguishable by the marks of their ordeal: maimed by torture, weakened by illness and emaciated by hunger.

While Syria had been at war for over 13 years, the government’s collapse came in a matter of days in a lightning offensive led by the Islamist Hayat Tahrir Al-Sham (HTS).

In central Damascus on Monday, despite all the uncertainty over the future, the joy was palpable.

“It’s indescribable. We never thought this nightmare would end. We are reborn,” Rim Ramadan, 49, a civil servant at the finance ministry, told AFP.

“We were afraid for 55 years of speaking, even at home. We used to say the walls had ears,” Ramadan said, as people honked car horns and rebels fired their guns into the air.

Syria’s parliament, formerly pro-Assad like the prime minister, said it supports “the will of the people to build a new Syria toward a better future governed by law and justice.”

The Baath party said it will support “a transitional phase in Syria aimed at defending the unity of the country.”

Syrian state television’s logo on the Telegram messaging app now displays the rebel flag.

During the offensive launched on November 27, rebels met little resistance as they wrested city after city from Assad’s control, opening the gates of prisons along the way and freeing thousands, many of them held on political charges.

Some, like Fadwa Mahmoud, whose husband and son are missing, posted calls for help on social media.

“Where are you, Maher and Abdel Aziz? it’s time for me to hear your news. Oh God, please come back,” wrote Mahmoud, herself a former detainee.

Rooted in Syria’s branch of Al-Qaeda, HTS is proscribed by Western governments as a terrorist group but has sought to soften its image in recent years.

Germany and France said in a statement they were ready to cooperate with Syria’s new leadership “on the basis of fundamental human rights and the protection of ethnic and religious minorities.”

UK Prime Minister Keir Starmer, in Saudi Arabia on Monday, said HTS must reject “terrorism and violence” before Britain can engage with the group designated “terrorist” by Britain.

Washington’s top diplomat, Antony Blinken, said the United States — with hundreds of troops in Syria as part of a coalition against Daesh group terrorists — is determined to prevent Daesh re-establishing safe havens there.

“We have a clear interest in doing what we can to avoid the fragmentation of Syria, mass migrations from Syria and, of course, the export of terrorism and extremism,” Blinken said.

The United Nations said that whoever ends up in power in Syria must hold the Assad regime to account. But how Assad might face justice remains unclear, especially after the Kremlin refused on Monday to confirm reports by Russian news agencies that he had fled to Moscow.

Kremlin spokesman Dmitry Peskov, however, said that if Russia granted asylum to Assad and his family, this would be a decision taken by President Vladimir Putin.

The Syrian embassy in Moscow raised the opposition’s flag, and the Kremlin said it would discuss the status of its bases in Syria with the new authorities.

Russia played an instrumental role in keeping Assad in power, directly intervening in the war starting in 2015 and providing air cover to the army during the rebellion.

Israel, which borders Syria, sent troops into a buffer zone on the east of the Israeli-annexed Golan Heights after Assad’s fall, in what Foreign Minister Gideon Saar described as a “limited and temporary step” for “security reasons.”

The Syrian Observatory for Human Rights war monitor reported more than 100 Israeli air strikes to “destroy the former regime’s military capabilities.” These were against weapons depots, boats from the Assad government’s navy, and a research center that Western countries suspected of having links to chemical weapons production, the Observatory said.

Lebanon’s Hezbollah condemned the strikes late Monday, despite having been allied to Assad, and lambasted Israel for “occupying more land in the Golan Heights.”

In northern Syria, a Turkish drone strike on a Kurdish-held area killed 11 civilians, six of them children, according to the Britain-based Observatory.

Thousands scour Syria’s most horrific prison but find no sign of their loved ones

DAMASCUS: They came from all over Syria, tens of thousands. The first place they rushed to after the fall of their longtime tormentor, former President Bashar Assad, was here: Saydnaya Prison, a place so notorious for its horrors it was long known as “the slaughterhouse.”

For the past two days, all have been looking for signs of loved ones who disappeared years or even decades ago into the secretive, sprawling prison just outside Damascus.

But hope gave way to despair Monday. People opened the heavy iron doors lining the hallways to find cells inside empty. With sledgehammers, shovels and drills, men pounded holes in floors and walls, looking for what they believed were secret dungeons, or chasing sounds they thought they heard from underground. They found nothing.

Insurgents freed dozens of people from the Saydnaya military prison on Sunday when Damascus fell. Since then, almost no one has been found.

“Where is everyone? Where are everyone’s children? Where are they?” said Ghada Assad, breaking down in tears.

She had rushed from her Damascus home to the prison on the capital’s outskirts, hoping to find her brother. He was detained in 2011, the year that protests first erupted against the former president’s rule – before they turned into a long, grueling civil war. She didn’t know why he was arrested.

“My heart has been burned over my brother. For 13 years, I kept looking for him,” she said. When insurgents last week seized Aleppo — her original hometown — at the start of their swiftly victorious offensive, “I prayed that they would reach Damascus just so they can open up this prison,” she said.

Civil defense officials helping in the search were as confused as the families over why no further inmates were being found. It appeared fewer were held here in recent weeks, they said.

But few were giving up, a sign of how powerfully Saydnaya looms in the minds of Syrians as the heart of Assad’s brutal police state. The sense of loss over the missing — and the sudden hope they might be found — brought a kind of dark unity among Syrians from across the country.

During Assad’s rule and particularly after the 2011 protests began, any hint of dissent could land someone in Saydnaya. Few ever emerged.

In 2017, Amnesty International estimated that 10,000-20,000 people were being held there at the time “from every sector of society.” It said they were effectively slated for “extermination.”

Thousands were killed in frequent mass executions, Amnesty reported, citing testimony from freed prisoners and prison officials. Prisoners were subjected to constant torture, intense beatings and rape. Almost daily, guards did rounds of the cells to collect bodies of inmates who had died overnight from injuries, disease or starvation. Some inmates fell into psychosis and starved themselves, the human rights group said.

“There is not a home, there is not a woman in Syria who didn’t lose a brother, a child or a husband,” said Khairiya Ismail, 54. Two of her sons were detained in the early days of the protests against Assad – one of them when he came to visit her after she herself had been detained.

Ismail, accused of helping her son evade military service, spent eight months in Adra prison, northeast of Damascus. “They detained everyone.”

An estimated 150,000 people were detained or went missing in Syria since 2011 — and tens of thousands of them are believed to have gone through Saydnaya.

“People expected many more to be here ... They are clinging to the slightest sliver of hope,” said Ghayath Abu Al-Dahab, a spokesman for the White Helmets, the search and rescue group that operated in rebel-held areas throughout the war.

Five White Helmet teams, with two canine teams, came to Saydnaya to help the search. They even brought in the prison electrician, who had the floor plan, and went through every shaft, vent and sewage opening. So far, there were no answers, Abu Al-Dahab said.

He said the civil defense had documents showing more than 3,500 people were in Saydnaya until three months before the fall of Damascus. But the number may have been less by the time the prison was stormed, he said.

“There are other prisons,” he said. “The regime had turned all of Syria into a big prison.” Detainees were held in security agencies, military facilities, government offices and even universities, he added.

Around the Y-shaped main building of the prison, everyone kept trying, convinced they could find some hidden chamber with detainees, dead or alive.

Dozens of men tried to force a metal gate open until they realized it led only to more cells upstairs. Others asked the insurgents guarding the prison to use their rifle to lever open a closed door.

A handful of men were gathered, excavating what looked like a sewage opening in a basement. Others dug up electrical wiring, thinking it might lead to hidden underground chambers.

In a scene throughout the day, hundreds cheered as men with sledgehammers and shovels battered a huge column in the building’s atrium, thinking they had found a secret cell. Hundreds ran to see. But there was nothing, and tears and loud sighs replaced the celebrations.

In the wards, lines of cells were empty. Some had blankets, a few plastic pots or a few names scribbled on walls. Documents, some with names of prisoners, were left strewn in the yard, the kitchen and elsewhere. Families scoured them for their loved ones’ names.

A brief protest broke out in the prison yard, when a group of men began chanting: “Bring us the prison warden.” Calls on social media urged anyone with information of the secret cells of the prison to come forth and help.

Firas Al-Halabi, one of the prisoners freed when insurgents first broke into Saydnaya, was back on Monday visiting. Those searching flocked around him, whispering names of relatives to see if he met them.

Al-Halabi, who had been an army conscript when he was arrested, said he spent four years in a cell with 20 others.

His only food was a quarter loaf of bread and some burghul. He suffered from tuberculosis because of the cell conditions. He was tortured by electrocution, he said, and the beatings were constant.

“During our time in the yard, there was beating. When going to the bathroom, there was beating. If we sat on the floor, we got beaten. If you look at the light, you are beaten,” he said. He was once thrown into solitary for simply praying in his cell.

“Everything is considered a violation,” he said. “Your life is one big violation to them.”

He said that in his first year in the prison guards would call out hundreds of names over the course of days. One officer told him it was for executions.

When he was freed Sunday, he thought he was dreaming. “We never thought we would see this moment. We thought we would be executed, one by one.”

Noha Qweidar and her cousin sat in the yard on Monday, taking a rest from searching. Their husbands were detained in 2013 and 2015. Qweidar said she had received word from other inmates that her husband was killed in a summary execution in prison.

But she couldn’t know for sure. Prisoners reported dead in the past have turned up alive.

“I heard that (he was executed) but I still have hope he is alive.”

Just before sundown on Monday, rescue teams brought in an excavator to dig deeper.

But late at night, the White Helmets announced the end of their search, saying in a statement they had found no hidden areas in the facility.

“We share the profound disappointment of the families of the thousands who remain missing and whose fates are unknown.”

Israeli PM says won’t stop Gaza war ‘now’

JERUSALEM: Israeli Prime Minister Benjamin Netanyahu said Monday he would not stop the war in Gaza “now,” with renewed efforts toward a ceasefire underway.

Speaking at a press conference in Jerusalem 14 months into the war against Hamas, he said “if we end the war now, Hamas will return, recover, rebuild and attack us again — and that is what we do not want to go back to.”

Netanyahu reiterated that he had set the goal of “the annihilation of Hamas, the elimination of its military and administrative capabilities” to prevent future attacks but said that the objective was not yet complete.

US Secretary of State Antony Blinken said on October 23 that Israel had “managed to dismantle Hamas’s military capacity” and eliminated its senior leadership. With those successes, he said, it was time to “get the hostages home and bring the war to an end with an understanding of what will follow.”

In recent days, there had been signs that months of failed ceasefire and hostage release negotiations might be revived and achieve a breakthrough.

Qatar, a main mediator, said on Saturday there was new “momentum” for negotiations created by the election of Donald Trump in the United States.

A source close to the Hamas delegation said at the same time that Turkiye as well as Egypt and Qatar had been “making commendable efforts to stop the war,” and a new round of talks could begin soon.

On Sunday, the prime minister met with the families of hostages held in Gaza and said that Israel’s wars on Hezbollah and Hamas would facilitate negotiations for their release.

Protesters, including relatives of the hostages, have repeatedly called for a deal to free the captives and accused him of prolonging the war.

The war in Gaza was sparked by Hamas’s October 7, 2023 attack which resulted in the deaths of 1,208 people, mostly civilians, according to an AFP tally based on official data.

During the attack, militants also kidnapped 251 hostages, 96 of whom remain in Gaza, including 34 who the military says are dead.

Israel’s retaliatory offensive in Gaza has killed at least 44,758 people, mostly civilians, according to data from the Hamas-run health ministry that is considered reliable by the UN.

Syrian UN mission to continue working, condemns Israeli attacks

NEW YORK: Syria’s permanent representative to the UN on Monday said his mission has received instructions to continue doing its job in New York as part of an effort “to maintain state institutions.”

Koussay Aldahhak also called on the UN and the Security Council to put an end to Israeli attacks on his country.

“We’re with the Syrian people. We’ll keep defending and working for the Syrian people. So we’ll continue our work until further notice,” he said.

The collapse of the Assad regime followed a lightning offensive that lasted less than two weeks. On Sunday, insurgents swept into the capital Damascus to topple the regime and send President Bashar Assad fleeing. Russian news agencies report that he has been granted asylum in Moscow.

“Syrians are looking forward to establishing a state of freedom, equality, rule of law, democracy, and we’ll join efforts to rebuild our country, to rebuild what was destroyed, and to rebuild the future,” said Aldahhak, who took up his position as permanent representative of Assad’s government to the UN in December 2023.

Syria’s prime minister on Monday said most Cabinet ministers were still at work after militants overthrew Assad, but some state workers failed to return to their jobs.

Meanwhile, Israel has increased its strikes on Syria. On Monday, it said it carried out airstrikes on suspected chemical weapons sites and long-range rockets. Israel has also seized a buffer zone inside Syria after Syrian troops withdrew.

Aldahhak said his mission, “upon instruction from the Syrian government,” has called on the UN secretary-general and the Security Council “to shoulder their responsibility in maintaining international peace and security and (put) an end to the Israeli attacks on Syria,” and to not allow Israel “to benefit from this transition that the Syrians are doing now in their country for their occupation agenda, to compel Israel to respect international law, international Security Council resolutions and the GA (General Assembly) resolutions on ending the Israeli occupation of Syrian territories.”

The UN has called Israel’s seizure of the buffer zone inside Syria a violation of a 1974 ceasefire deal between the two countries. Aldahhak called on Israel to withdraw.

Syria rebels say found dozens of tortured bodies in hospital near Damascus

BEIRUT, Lebanon: Rebel fighters told AFP they found around 40 bodies bearing signs of torture inside a hospital morgue near Damascus on Monday, stuffed into body bags with numbers and sometimes names written on them.

“I opened the door of the morgue with my own hands, it was a horrific sight: about 40 bodies were piled up showing signs of gruesome torture,” Mohammed Al-Hajj, a fighter with rebel factions from the country’s south told AFP by telephone from Damascus.

AFP saw dozens of photographs and video footage that Hajj said he took himself and showed corpses with evident signs of torture: eyes and teeth gouged out, blood splattered and bruising.

The footage taken in Harasta hospital also showed a piece of cloth containing bones, while a decomposing body’s rib cage peaked through the skin.

The bodies were placed in white plastic bags or wrapped in white cloth, some stained with blood.

Corpses had pieces of cloth or adhesive tape bearing scribbled numbers and sometimes names.

Some seemed to have been killed recently.

While some of the dead were wearing clothes, others were naked.

Islamist-led rebels seized power on Sunday ousting former President Bashar Assad, whose family ruled Syria with an iron fist for more than five decades.

Thousands of people hoping to reunite with loved ones who disappeared in Assad’s jails had gathered Monday evening at the notorious Saydnaya prison outside Damascus, AFP correspondents said.

Hajj said the fighters received a tip from a hospital worker about the bodies that were being dumped there.

“We informed the military command of what we found and coordinated with the Syrian Red Crescent, which transported the bodies to a Damascus hospital, so that families can come and identify them,” he added.

Diab Serriya, who cofounded the Association of Detainees and the Missing in Sednaya Prison (ADMSP) watchdog, told AFP the bodies were likely detainees from Saydnaya prison.

“Harasta Hospital served as the main center for collecting the bodies of detainees,” he said.

“Bodies would be sent there from Saydnaya prison or Tishrin Hospital, and from Harasta, they would be transferred to mass graves,” he added.

“It is very important to document what we are seeing in the video.”

According to the British-based Syrian Observatory for Human Rights war monitor, at least 60,000 people have been killed under torture or because of terrible conditions in Assad’s detention centers.

Since the start of the conflict, President Bashar Assad’s government has been accused of human rights abuses and of cases of torture, rape and summary executions.

Hajj said he hoped that efforts will focus on “exposing the crimes committed by Assad in prisons and detention centers” during the transitional period.

“We hope Assad will be held to account as a war criminal,” he said.

Hezbollah condemns Israeli strikes on Syria, says stands by its people

Hezbollah lambasted Israel for “occupying more land in the Golan Heights” where it moved troops into a buffer zone after Assad fell, and for “striking and destroying the defensive capabilities of the Syrian state.” “While we affirm our support for Syria and its people, we stress the necessity to preserve Syria’s unity,” it added.

Haiti gang kills 110 people accused of witchcraft

At least 110 mostly elderly people have been brutally murdered by gang members in the Haitian capital, Port-au-Prince, according to a human rights group.

The National Human Rights Defence Network (RNDDH) said a local gang leader had targeted them after his son fell ill and subsequently died.

The gang leader reportedly consulted a voodoo priest who blamed elderly locals practising "witchcraft" for the boy's mystery illness.

The United Nations said the number of people killed in Haiti so far this year in spiralling gang violence had reached "a staggering 5,000".

While details from the massacre are still emerging, the UN's human rights chief Volker Türk on Monday put the number of people killed over the weekend "in violence orchestrated by the leader of a powerful gang" at 184.

The killings happened in the Cité Soleil neighbourhood of the capital.

According to reports, gang members seized scores of residents aged over 60 from their homes in the Wharf Jérémie area, rounded them up and then shot or stabbed them to death with knives and machetes.

Residents reported seeing mutilated bodies being burned in the streets.

RNDDH estimated 60 were killed on Friday while another 50 were rounded up and murdered on Saturday, after the gang leader's son had died of his illness.

While RNDDH said that all the victims were over 60, another rights group said some younger people who had tried to protect the elderly had also been killed.

Local media said that elderly people believed to be practitioners of voodoo had been singled out because the gang leader had been told his son's illness had been caused by them.

Rights groups said the man who had ordered the killings was Monel Felix, also known as Mikano.

Mikano is known to control Wharf Jérémie, a strategic area in the port of the capital.

According to Romain Le Cour Grandmaison, a Haiti expert at the Global Initiative against Transnational Crime (GI-TOC), the area is small but hard for the security forces to penetrate.

Local media said that residents had been prevented from leaving Wharf Jérémie by Mikano's gang, so news of the deadly killings was slow to spread.

The group forms part of the Viv Ansanm gang alliance, which controls much of the Haitian capital.

Haiti has been engulfed in a wave of gang violence since the assassination in 2021 of the then-president, Jovenel Moïse.

Data gathered by GI-TOC shows there was a decline in the murder rate between May and September of this year, after rival gangs had reached an uneasy truce.

But attempts by the gangs to expand their territory beyond their strongholds in the capital have led to particularly bloody incidents in the past two months, with ordinary residents rather than rival gang members being increasingly targeted.

On 3 October, 115 locals were killed in the small town of Pont-Sondé in the Artibonite department.

That massacre was reportedly carried out by the Gran Grif gang in retaliation for some residents joining a vigilante group to resist attempts by Gran Grif to extort locals.

If confirmed, the death toll given by the UN for this weekend's killings in Cité Soleil, would make it the deadliest incident so far this year.

With gangs in control of an estimated 85% of Port-au-Prince and increasingly large swathes of the countryside, hundreds of thousands of Haitians have been forced to flee their homes.

According to the International Organization for Migration, more than 700,000 people - half of them children - are internally displaced across the country.

Gang members often use sexual abuse, including gang rape, to sow terror among the local population.

In a report published two weeks ago, Human Rights Watch researcher Nathalye Cotrino wrote that "the rule of law in Haiti is so broken that members of criminal groups rape girls or women without fearing any consequences".

Attempts by the Kenyan-led Multinational Security Support Mission to quell the violence have so far failed.

The international police force arrived in Haiti in June to bolster the Haitian National Police but is underfunded and lacks the necessary equipment to take on the heavily armed gangs.

Meanwhile, the Transitional Presidential Council (TPC) - the body created to organise elections and re-establish democratic order - appears to be in turmoil.

The TPC replaced the interim prime minister last month and seems to have made little progress towards organising elections.

"They reign over a mountain of ashes," GI-TOC's Romain Le Cour Grandmaison writes of the council in his report.

Europe’s Big Battery Ambitions Are Failing, and China Is Benefiting

Europe’s bid to build a homegrown battery industry to break China’s dominance in electric vehicles is failing.

The most high-profile setback yet came with the Chapter 11 bankruptcy of Northvolt AB, a Swedish startup whose backers include Volkswagen AG and BMW AG. Fallout is spreading across the region as EV demand wanes and local manufacturers struggle to master the technology. Twelve out of 16 planned European-led battery factories have been delayed or canceled, according to a Bloomberg News analysis.

Meanwhile, 10 of 13 projects in the region by Asian manufacturers such as China’s Contemporary Amperex Technology Co. and South Korea’s Samsung SDI are on track. That suggests their grip on the sector will only increase, putting Western automakers at a competitive disadvantage when there’s a supply crunch or political conflict.

The development threatens Europe’s ambitions to establish a green economy that can challenge China, the biggest producer of electric cars and their components. The likes of CATL and BYD Co. have a years-long technology head start and are selling batteries at unbeatable prices. European rivals are grappling with scaling up production, and sluggish EV sales in the region have prompted their automaking customers to walk back electrification plans and cancel battery orders.

“The failure to establish domestic battery manufacturing capabilities threatens the very existence of the automotive industry in Europe,” said Andy Palmer, former chief executive officer of Aston Martin Global Lagonda Holdings Plc. Without a robust EV supply chain, carmakers “may relocate production to regions with established battery industries, leading to potential factory closures and substantial job losses.”

Building a European industry was always going to be a long shot. China supplies about 80% of the world’s lithium-ion batteries and is home to six of the world’s 10 largest EV battery makers, according to BloombergNEF. The country’s rapid expansion — its cell production capacity is already much higher than global EV demand — has depressed prices, raising the bar for new entrants. The US and Canada, meanwhile, are also looking to lure investments as jostling intensifies over who will dominate supplies when the combustion-engine era ends.

Mercedes-Benz Group AG and Stellantis NV — which is struggling with sliding sales and earlier this month ousted its CEO — have halted work on two battery plants in Germany and Italy as their ACC venture scales back its ambitions. Volkswagen AG, which is pushing for unprecedented cost cuts in Germany, has signaled its European cell factories may take longer to reach full capacity. UK battery startup Britishvolt Ltd. collapsed last year before it could open a planned £3.8 billion site in Blyth. And then there’s Northvolt, which was considered Europe’s best hope for a local champion after amassing some $55 billion in cell orders.

Founded by former Tesla Inc. executives, the company had ambitious plans for factories in Sweden, Germany and Canada, but struggled to ramp up production while keeping a lid on costs. In June, BMW canceled a €2 billion order due to quality problems. Three months later, Northvolt laid off a fifth of its workforce and scrapped two cathode material production facilities in Sweden — moves that failed to reassure investors. The manufacturer filed for bankruptcy protection in the US last month after racking up more than $5.8 billion in debt.

While Northvolt is looking for partners to keep going, experts say only an experienced Asian manufacturer can fix its technology shortcomings. A failure would make it very hard for another European upstart to catch up. CATL employs 21,000 engineers in R&D alone — that’s about four times what the Swedish firm’s entire workforce is going to be come January.

Northvolt’s struggles are “very regrettable,” German Chancellor Olaf Scholz said last week in Berlin. “If we have electric cars in the future then we must also want a strategic component of the cars to be produced in Europe.”

Europe is missing out partly because its automakers were slow to shift toward battery technology. VW, BMW and Mercedes were still betting on gasoline and diesel engines when BYD — which started out making batteries for cellphones — introduced its first electric car in 2008. European automakers’ efforts to sell their profitable gas guzzlers as long as possible undermined a European Union push, started in 2017, to fast-track local battery projects and unlock more funding for homegrown suppliers. While Europe dragged its feet, China raced ahead, investing massively into its own domestic EV industry.

By the time Europe’s automakers went all in on electric cars, in 2021, CATL had become the world’s biggest battery maker and BYD was a major force in EV and cell development. The Shenzhen-based automaker has dethroned VW as China’s best-selling car brand and is expanding in Europe by setting up EV plants in Hungary and Turkey. CATL has a site in Germany and is adding another in Hungary, while South Korea’s LG Chem Ltd. has been making batteries in Poland for about six years.

Europe’s efforts to build local battery champions gathered steam in recent years, but the region is struggling with a dearth of skilled technicians and high energy costs, said Liana Cipcigan, a professor at Cardiff University. Meanwhile, establishing efficient factories has been more complicated than expected. Replicating high-yield production requires fine-tuning more than a thousand processes, making direct duplication of Chinese or Korean facilities virtually impossible.

“Making batteries is still hard — high capital requirements, cutthroat pricing and low margins, all in a high-precision manufacturing environment with demanding customers,” said Colin McKerracher, an analyst at BNEF. “The companies that are really good at it have been in business for a long time.”

Not all is lost. ACC, the Stellantis-Mercedes venture, last year opened its first major battery factory in Douvrin, northern France, a region that benefits from low-cost nuclear power. The factory employs over 800 people and hiring will continue next year, a spokesman said. Verkor, a French battery startup, is backed by Renault SA and plans to start output at a plant in Dunkirk next year.

But most automakers are now looking to Asian partners for cells after struggling to make them themselves or losing faith in European suppliers. Renault is relying on China’s Envision Group to make batteries for its mass-market models. Others have reacted to slowing EV demand by walking back electrification ambitions, and are lobbying the EU to abandon plans to phase out combustion-engine cars by 2035. The strategic hesitation could leave the region’s automakers further behind Asian competitors in securing cost-efficient EV technology.

Europe’s industry risks “competing in the lower divisions,” said Martin Winter, who heads a battery research center at Germany’s University of Münster. “We’ll get the same dependencies with batteries as we already have with oil and gas.”

Rachel Reeves signals wider reset of EU relations

Following a speech to Eurogroup finance ministers in Brussels - the first given by a UK chancellor since Brexit - Reeves repeated that the UK would not rejoin the single market and customs union or Freedom of Movement, as outlined in the Labour manifesto.

But she did not rule out keeping UK laws in line with EU regulations for farm, food and goods exports, a policy known as "dynamic alignment".

The UK has previously said it is seeking a veterinary agreement, which could mean meat, fish, dairy, and live animals face fewer checks when crossing a UK-EU border.

Reeves also did not suggest that demands for an extension of a soon-to-expire fisheries deal were a barrier to a closer Brexit relationship.

Extending the Brexit fisheries deal beyond 2026 is likely to be a condition for any wider reset.

Meanwhile, the EU has said it would like to see a scheme for young Europeans to live and work both there and in the UK - something Prime Minister Sir Keir Starmer has ruled out in the past.

The EU has now refined the plan as a "Youth Experience" scheme which Spain's economic minister Carlos Cuerpo told the BBC could be "put on the table" by the bloc and that the UK could benefit to as part of a "win win".

Germany's finance minister Jorg Kukies, who met the chancellor in Brussels, said the dialogue was a "good signal" for better trade between the UK and the EU.

"The intensity of trade with the UK has gone down quite substantially, if I measure it against our trade partners in the world," he said. "Any progress would be highly welcome."

The British Chambers of Commerce (BCC), which represents about 50,000 businesses, said that in order for the economy to grow "we must export more" but UK firms "are struggling under huge regulatory and paperwork burdens".

Closer alignment between the UK and Europe on, for example, food standards could complicate any attempt by Britain to forge closer relations with the US on Donald Trump's re-entry into the White House in January.

The President-elect has already threatened to impose tariffs of up to 20% on all goods imported into the US.

Ahead of the chancellor's speech, shadow business secretary Andrew Griffith urged her to "jump on a plane to the US and talk to Trump about getting a US-UK trade deal done, not trying to take Britain backwards into the slow growth EU."

Carsten Brzeski, global head at financial services company ING Research, told the BBC's Today programme that European leaders "clearly" had an interest in working more closely with the UK government as a result of Trump's election.

He said that potential tariff changes could prove a "threat" to European economies such as Germany, who export a great deal of goods to the US.

"It's also about Donald Trump's idea to cut taxes and do deregulation in the US. That could also make the US economy much more attractive than the EU economy and could somewhat cannibalise the growth potential of Europe," Mr Brzeski said.

Eelco Heinen, the Dutch finance minister, described the UK as an important trade partner, but he added: "I'm not going to renegotiate Brexit."

EU sources said that many veterans of the fractious Brexit era in the European Commission were weary of reopening talks.

Labour has said it is committed to implementing post-Brexit agreements struck under the previous Tory government.

These include the Windsor Framework, which covers trade between the UK and Northern Ireland.

But Reeves told finance ministers: "The reset in relations is about doing what is in the best interests of our shared economies and those that depend on it.

Last month, in a highly unusual move, the governor of the Bank of England, Andrew Bailey, said that the UK must "rebuild relations" with the EU.

The governor has avoided commenting on Brexit because of the Bank's independence from Westminster politics.

"The impact on trade seems to be more in goods than services," Mr Bailey said.

"But it underlines why we must be alert to and welcome opportunities to rebuild relations while respecting that very important decision of the British people."

The export of goods, such as in food and farming, has been impacted by new trade barriers. But services, including banking, have performed better than expected.

Tensions Flare Between Pakistan Tehreek-e-Insaf Leaders, Imran Khan's Sister, Aleema Khan

RAWALPINDI: The Pakistan Tehreek-e-Insaf (PTI), which has been facing ever-mounting external and internal challenges, has once again found itself in turmoil with party founder Imran Khan's sister Aleema Khan getting involved in a heated exchange with party Chairman Barrister Gohar, sources told Geo News on Monday.

Apart from Barrister Gohar and Aleema, Khan's lawyer Faisal Chaudhry as well as Mashal Yousafzai, the spokesperson of Khan's wife Bushra Bibi, were also involved in the verbal spat during their presence at Adiala jail to attend the new Toshakhana case hearing.

Sources say that the discord among PTI leaders was regarding the November 24 protest — which took place on the call of the incarcerated PTI founder.

Bushra Bibi reportedly briefed the PTI founder on the protest, following which a discussion on the matter began within the courtroom.

During the briefing, Bushra Bibi informed the PTI founder that no significant mobilisation had occurred from Punjab for the protest.

Barrister Gohar intervened, saying that 5,000 individuals from Punjab had been arrested. He further briefed the PTI founder about the crackdown and mass arrests targeting the party in Punjab.

Aleema then questioned Chaudhry about the lack of access to newspapers and other facilities for the PTI founder.

In response, the lawyer said that he was doing everything within his capacity and raised concerns about why senior party officials were not actively approaching the court.

Khan's sister also inquired about the monitoring commission previously set up by the Islamabad High Court.

Interjecting, Yousafzai accused Chaudhry of obstructing the commission's work, to which he replied that the commission was court-mandated and beyond his influence.

Barrister Gohar suggested that certain decisions should be left to the party's leadership to avoid confusion. He added that excessive debates on protests and sacrifices could lead to disorder.

The PTI founder attributed public hesitation in Punjab to authoritarian actions in the region. He also highlighted that 200 participants of the D-Chowk protest remained missing.

This was the second time in less than 10 days that their spat took place at Adiala. On December 5, Aleema had confronted Barrister Gohar as well as Barrister Salman Akram Raja over claims related to deaths during the party's protests in the capital.

Moreover, Gohar had also two days back refuted Aleema's claim about being offered her brother and party founder Khan's immediate release.

In a telephonic conversation with Geo News, Barrister Gohar said that the talk of releasing the PTI founder within 20 days in exchange for ending the sit-in was "wrong" — a claim that Aleema had made.

May 9 riots: SC constitutional bench rejects govt plea allowing military courts to announce verdicts

The Supreme Court’s (SC) constitutional bench on Monday rejected the federal government’s request allowing military courts to announce verdicts of completed trials of civilians allegedly involved in last year’s May 9 riots.

The case pertains to the trial of more than 100 civilians for their alleged role in attacks on army installations during the riots that followed ex-premier Imran Khan’s arrest on May 9, 2023.

In a widely praised ruling last year, a five-member SC bench — comprising Justices Ijazul Ahsan, Munib Akhtar, Yahya Afridi, Syed Mazahar Ali Akbar Naqvi and Ayesha Malik — had unanimously declared that trying the accused civilians in military courts violated the Constitution.

The apex court had declared that the accused would not be tried in military courts but in criminal courts of competent jurisdiction established under the ordinary or special law of the land.

However, on December 13 last year, in a 5-1 majority verdict, the SC conditionally suspended its own Oct 23 ruling — albeit by a different bench — pending a final judgement as it heard a set of intra-court appeals (ICAs).

On March 27, the SC had conditionally allowed military courts to pronounce reserved verdicts in the cases. It had also modified its Dec 13 injunction, ordering that military courts could commence trials but they would not convict or acquit any suspect until the pendency of government-instituted ICAs.

Today, a seven-member constitutional bench — led by Justice Aminuddin Khan and including Justices Jamal Khan Mandokhail, Naeem Akhtar Afghan, Muhammad Ali Mazhar, Hassan Azhar Rizvi, Musarrat Hilali, and Shahid Bilal Hassan — resumed hearing the ICAs.

Senior counsel Khwaja Ahmad Hosain appeared on behalf of former chief justice of Pakistan (CJP) Jawwad S Khawaja, who was one of the petitioners challenging the military trials. Analyst Hafeezullah Niazi, whose son Hassaan Khan Niazi is in military custody, was also present, while Additional Attorney General Aamer Rehman appeared as the state counsel.

During the hearing, the court rejected the request of Justice Khawaja’s counsel to not resume hearing the ICAs until petitions challenging the 26th Amendment — under which the current bench has been constituted — were decided. The SC also imposed a fine of Rs20,000 on the former CJP.

It also dismissed the AAG’s plea that the SC allow military courts to pronounce verdicts in cases in which the suspects’ trial had been completed.

The hearing

At the outset of the hearing, Justice Khawaja’s lawyer Hosain requested that the court not hear the military court case until the petitions against the 26th Constitutional Amendment were decided.

Upon being asked if he accepted the constitutional bench, the lawyer replied that he did not accept its jurisdiction.

At this, Justice Mandokhail asked the counsel to leave the courtroom, remarking: “You do not have a loved one in custody which is why you want a delay. If you do not accept the jurisdiction of the court then you can leave.”

The lawyer then took the position that the constitutional bench was nominated by the judicial commission and if the 26th Amendment was nullified then the decision under the bench would also be invalid.

At this, Justice Muhammad Ali Mazhar remarked: “You are using delay tactics. Such applications come up in every hearing. If the 26 Amendment is nullified, the court’s decisions are protected.”

Justice Mandokhail remarked that the SC was working under the constitutional amendment and any benches that were being formed were in accordance with the amendment’s laid out procedures, adding that a bench constituted under the same amendment would also be the one to hear challenges against it.

Justice Mazhar asked Hosain whether those with relatives in custody over cases in military courts also wanted the same as him while Justice Mandokhail asked Hafeezullah if he wanted to continue with the case since his son was in custody.

Hafeezullah replied that he wanted to continue with the case.

Meanwhile, Justice Hilali told Hosain: “Think about those who are in jail. You have no right to a claim in this case.”

The court dismissed the petition to stop proceedings on the ICAs and imposed a Rs20,000 fine on former CJP Khawaja.

During the hearing, the defence ministry’s lawyer, Khawaja Haris, argued that it was wrong to say that civilians could not be tried in military courts, adding that the Army Act was also applicable to employees of private companies working with the armed forces.

Justice Jamal Khan Mandokhail remarked that civilians who worked in ordnance factories were in a different category to which Haris responded that the Army Act mentioned that.

Meanwhile, Justice Mazhar said that Haris’ case did not fall under the relevant section of the Army Act while Justice Hilali questioned whether corps commanders declared their houses as office when using them as such.

“How true is it that this idea came later that the corps commander’s house was also an office?” she asked.

Justice Afghan asked how the anti-terrorism courts (ATCs) handed over the suspects to the military and questioned whether there was any order available on the ATCs’ reasons.

Meanwhile, Justice Rizi asked how the trial of the suspects in the Army Public School (APS) massacre was conducted to which Haris said the trials were held after the 21st amendment was passed.

Later on in the proceedings, the AAG argued that trials in the military courts were completed and permission should be given for verdicts to be announced to which Justice Hilali that this could not be permitted otherwise the issue of civilian trials in the military courts itself would be resolved.

Justice Mandokhail remarked that the crime of obstructing military personnel from their duty was present in the country’s laws and under them, those who did so would be tried in ordinary courts.

The judges subsequently rejected the AAG’s request and the hearing was adjourned till tomorrow.

Case history

A five-member bench had declared the military trials of 103 civilians null and void as it heard petitions filed by ex-CJP Khawaja, Aitzaz Ahsan, Karamat Ali, and former premier Imran Khan.

Prior to the formation of the constitutional bench under the 26th Amendment, the ICAs were being heard by a six-member bench and then by seven judges after the former sought a larger bench.

Last week, Justice Hassan was appointed as the constitutional bench’s eighth member after it emerged that Justice Ayesha, one of the members of the constitutional bench, had recused herself from hearing the appeals as she was one of the five judges that issued the Oct 23, 2023 verdict.

The appeals against the verdict had been filed by the then-caretaker federal government as well as the provincial ones in Balochistan, Khyber Pakhtunkhwa and Punjab. Sindh had denied filing a purported plea on the same matter and was not included among the petitions taken up earlier.

The defence ministry had also moved an ICA, requesting the apex court to suspend the verdict’s operation during the pendency of the appeal.

In March, KP Additional Advocate General Syed Kauser Ali Shah had submitted a letter expressing the provincial government’s intention to withdraw the appeal against the Oct 23 ruling.

The next month, a list of 20 individuals had also been furnished before the SC, stating that in pursuance to the SC directions on March 28, the military courts were allowed to resume trial and therefore handed down sentences in cases of lesser punishments.

It said 20 persons were awarded sentences of one year of which 17 served a period of 10.5 months and three persons have served a period of 9.5 months.

While none of the persons have served out a full period of one year, upon confirmation of their sentence, the remaining period of their punishment was remitted by the army chief under Section 143(1)(i) of the Pakistan Army Act, 1952 (PAA).

The order said the convictions would be subject to the decisions of the appeals seized with the court.

During the last hearing in July, Justice Mazhar had observed that the government should ensure that the court’s earlier directions regarding the provision of food and family meetings once a week should be complied with.

Security forces kill 6 terrorists in KP, Balochistan

PESHAWAR / LAKKI MARWAT: Six terrorists were killed, while a policeman embraced martyrdom, in gun battles and a bomb explosion in parts of Khyber Pakhtunkhwa and Balochistan on Monday, the military and Levies said.

Security forces conduc­ted an intelligence-based operation in the Kulachi area of Dera Ism­ail Khan district on the reported presence of terrorists from the banned Tehreek-i-Taliban Pakis­tan (TTP), a statement iss­ued by Inter-Services Public Relations (ISPR) said.

Security forces effectively engaged their location and killed two of them, while one was captured with injuries, adding that weapons and ammunition were recovered from them.

According to ISPR, the outlaws were involved in terrorist activities against security forces, as well as targeted killing of innocent civilians.

A sanitisation operation was being conducted to eliminate any other militant found in the area, as security forces were determined to wipe out the menace of terrorism from the country.

Bannu clash

Meanwhile, two militants were killed in a clash with the police about an hour after they targeted a cop near Kiri Bridge on Haved road in Bannu.

Regional Police Officer Imran Shahid told journalists that two armed militants riding a motorcycle attacked Head Constable Ali Bahadar Khan while he was on his way to the cantonment police station for duty.

He said the cop was critically wounded and was immediately shifted to DHQ Hospital, but he could not survive.

Mr Shahid said the incident prompted swift and commandos of Quick Response Force (QRF) were sent to the area to chase the attackers and ensure their arrest.

The regional police chief said that police commandos came across the militants in the Miryan area, where an exchange of fire forced the attackers to abandon their motorcycle and take shelter inside a house.

He said an additional force, including policemen from nearby police stations and counter-terrorism (CTD) commandos led by DPO Ziauddin, was dispatched to the area to assist the QRF personnel.

“The militants opened fire on law enforcers when they tried to lay a siege to the house, injuring a cop identified as Amanullah Khan,” he said, adding that the suspects snatched weapons from the house owner and used them against the police.

He said police, backed by an armoured personnel carrier, responded effectively and neutralised both militants, adding that two 9mm pistols and ammunition were seized from the dead militants, while the wounded cop was shifted to hospital, and later referred to Peshawar for better treatment.

He said one of those killed was identified as Safeer alias Hamza, adding that he was the cousin of militant ‘commander’ Ibrahim alias Zarar. He further said that both the men were wanted by the police and CTD for their involvement in over a dozen militancy-related cases.

Attack on Levies foiled

In Qila Abdullah, two suspected attackers, who wanted to target a Levies station in the Mazai Adha area, were killed in a bomb explosion.

Levies officials said the blast took place in an orchard behind the Levies police station.

The Levies and personnel of other forces shifted the bodies to the trauma centre in Mazai Adha.

Qila Abdullah Assistant Commissioner Shahek Baloch said the killed men were apparently carrying the bomb to attack the Levies station on a motorbike but before reaching their target the device went off killing them both on the spot.

“They wanted to attack the Levies police station but the bomb exploded in an orchard behind the Levies police station,” the officer said, adding that the bodies were blown up and were beyond recognition.

He said a motorcycle was found at the explosion site while pistols were recovered from the deceased’s possession.

It was the fourth blast in Qila Abdullah over the past two weeks.

Levies officials said that bomb disposal squad was called for combing the area. Further investigation is in progress.

Security forces praised

President Asif Ali Zardari and Prime Minister Shehbaz Sharif commended the security forces for carrying out a successful operation against terrorists in the Kulachi area.

In separate statements, the president and the prime minister paid tribute to the officers and personnel of the security forces for killing two terrorists and arresting another during the operation.

RAWALPINDI: At least two terrorists were eliminated in an intelligence based operation (IBO) conducted by the security forces in Kulachi area of Khyber Pakhtunkhwa's Dera Ismail Khan district, the military's media wing said.

The operation was conducted on December 9 (today) on the reported presence of the militants, according to the Inter-Services Public Relations (ISPR).

"During the conduct of operation, own troops effectively engaged khwarij [terrorists] location, as a result of which, two Khwarij were sent to hell, while one Kharji was apprehended in injured condition," said the military's media wing.

The ISPR also said that weapons and ammunition were also recovered from these terrorists who remained actively involved in terrorist activities against the security forces as well as target killing of innocent civilians.

Moreover, it said sanitisation operation was launched conducted to eliminate any other militants found in the area as security forces of Pakistan "are determined to wipe-out the menace of terrorism from the country".

On December 7, at least 22 terrorists were killed and six soldiers martyred in three separate engagements in KP's Tank, North Waziristan, and Thall districts.

It is pertinent to mention here that the third quarter (July-September) of 2024 saw a sharp increase in fatalities of terrorist violence and counter-terrorism campaigns, with a 90% surge in violence, according to a report issued by Center for Research and Security Studies (CRSS).

A total of 722 people were killed, including civilians, security personnel, and outlaws, while 615 others were wounded in as many as 328 incidents recorded during the period under review.

Nearly 97% of these fatalities occurred in KP and Balochistan – marking the highest percentage in a decade, and over 92% of these incidents of terror attacks and security forces’ operations were recorded in the same provinces.

The total fatalities from three quarters of this year have now surpassed the total fatalities recorded for the entire 2023; the number of fatalities rose to at least 1534 in the first three quarters compared to 1523 in 2023.

Meanwhile, terrorist groups continue to reorganise and beef up their ranks. Most of the terror attacks remained unclaimed by terrorist or insurgent groups, likely for tactical reasons, as per the report.

ISLAMABAD / CHARSADDA: Even as Maulana Fazlur Rehman continued to demand presidential assent for the recently-passed bill on seminary registration, the government on Monday — backed by members of the Council of Islamic Ideology (CII) — came out in opposition to the very piece of legislation it had passed, saying the draft had many flaws and should not be approved.

At the ‘Conference on Madres­sah Registration and Reforms’, held in support of the existing framework, ulema and government ministers contended that the current system of seminaries’ registration should not be changed, and urged the federal government to maintain the status quo and not accede to the demands of the JUI-F chief.

CII member Tahir Mahmood Ashrafi also presented a resolution at the conference, which was approved unanimously, demanding that the government of Pakis­tan maintain the current system of madressah registration.

The resolution called for consultation with the management of all madressah boards before any new legislation in this reg­ard. It also called for retaining the Directorate General of Reli­gious Education (DGRE) and keeping seminaries linked with the country’s education system.

Issue at hand

Under the Societies Act of 1860, religious seminaries were supposed to be registered by the relevant deputy commissioner’s office. Traditionally, there were five seminary boards — four belonging to the respective mainstream sects: Barelvi, Shia, Deobandi, and Ahle Hadith schools of thought, while the fifth board administered the affairs of seminaries under the control of the Jamaat-i-Islami.

However, after three years of consultations following the 2014 Army Public School Peshawar attack, these five boards agreed with the government that seminaries should be placed under the administrative control of the Federal Education Department.

Subsequently, the Directo­rate General of Religious Edu­ca­tion (DGRE) was established and the government also deci­ded to make rules allowing the establi­s­h­ment of more madressah boa­rds. Since 2019, ten new boards have been established, which seemingly pose a challenge to the monopoly enjoyed by the five traditional seminary boards.

In October this year, the government had agreed to introduce the Societies Registration (Amend­ment) Act, 2024 as it attempted to woo the JUI-F chief for the sake of the 26th Amendment.

This piece of legislation, which would revert control of seminaries from the education department to the DCs, was approved by both houses of parliament. However, it was not signed by President Asif Ali Zardari, who returned the bill to the National Assembly in late October due to “several technical flaws”.

When the Maulana learnt of this development, he threatened to launch protests against the government to force it to accept the bill. But as the ruling allies closed ranks, even the opposition PTI refused to join the JUI-F’s proposed agitation, with Barrister Gohar Ali Khan saying that the 2019 decision to mainstream madressahs was made through “national consensus”.

Govt-sponsored conference

At Monday’s event, Education Minister Dr Khalid Maqbool Siddiqui said that the rollback of the 2019 agreement was not acceptable to his party, nor would it be in the interests of the country.

“Madressah reforms have been a serious issue in terms of national security as well, and at the same time, the boards of religious seminaries had demanded that madressahs be placed [under] the federal education department in 2019”.

He said that agreement was a need of the hour at the time, to save seminaries from international pressure in the wake of the Financial Action Task Force (FATF) regime, and terrorism-related allegations.

Allama Jawad Naqvi, who belongs to one of the new seminary boards, stressed that madressahs needed to stem four stigmas — involvement in politics and agitation, businesses, sectarianism, and terrorism. His suggestion was endorsed by the gathering.

On the other hand, Information Minister Atta Tarar said there were ‘legal complications’ in the proposed legislation and extensive consultations were being carried out to reach a solution that would be acceptable to all stakeholders, the Associated Press of Pakistan quoted him as saying.

The minister said that a few years back, a system was devised after extensive consultations to bring religious seminaries into the mainstream.

“Registration of 18,000 seminaries is the result of the efforts of the DGRE,” he said, appreciating its efforts. He said the suggestions given by the scholars had been noted, and a solution would be found after thorough consultations.

However, he refrained from attacking Maulana Fazlur Rehman, insisting that the JUI-F chief was “a respectable leader whose suggestions would be given due importance”.

Minister for Religious Affairs Chaudhary Salik Hussain, CII Chairman Dr Raghib Naeemi and others also addressed the conference.

In a related development, Interior Minister Mohsin Naqvi visited Jamia Ashrafia in Lahore and met Maulana Fazl Rahim Ashrafi, the patron-in-chief of Wifaqul Madaris Al Arabia, the board of seminaries belonging to the Deobandi school of thought.

According to APP, Maulana Fazal Rahim told the minister there should be no politics over seminaries, and expressed a desire to play a positive role on the issue.

Maulana sticks to his guns

Speaking to reporters at the residence of JUI-F leader Barrister Arshad Abdullah in Uthmanzai on Monday, the JUI-F chief questioned what was keeping President Asif Zardari from signing the seminaries law, when other bills were being signed into law.

He recalled that the idea in 2019 was to introduce a new system, but what eventually emerged was just an ‘agreement’.

The government is linking seminaries with an executive order, while we want to bring them within the ambit of the law, he said.

The Maulana also said that he did not want a clash with the state, but accused the government of trying to “divide ulema”.

He recalled that at the time of the passage of the 26th amendment, the president, the prime minister, all parties and institutions had agreed to the draft, which was eventually passed by parliament.

“Now, if the president can sign other constitutional bills, why he cannot sign the registration of religious madrassas? Madrassas are free to register with any institution. We will not compromise on the freedom and autonomy of madrassas,” he said.

He said that Mufti Taqi Usmani had convened a meeting of madressah boards on Dec 17 and a plan of action would be given there.

Islamabad chaos: PM orders swift action against ‘lawbreakers’

Prime Minister Shehbaz Sharif on Monday called on authorities to take prompt action against those involved in the recent unrest, vandalism, and damage to public and private properties in Islamabad.

However, he emphasised the importance of ensuring that no innocent or law-abiding citizens were detained during the crackdown on those spreading chaos.

PM Shehbaz's commitment comes nearly two weeks after the Pakistan Tehreek-e-Insaf (PTI) called off its much-hyped protest in Islamabad following a crackdown by security forces on the party's workers.

Islamabad was brought to a standstill on November 25 and 26 when scores of PTI supporters flooded the federal capital, defying a ban by authorities.

The former ruling party has since claimed that at least 12 of its workers were killed and 1,000 others were arrested. However, the government has categorically denied using live ammunition against the protesters and said that four law enforcers including three Rangers personnel and a policeman were martyred during the protest.

The Imran Khan-led party also announced to launch a civil disobedience campaign if its demands, the release of all "political prisoners" and the constitution of a judicial commission to probe the events of May 9, 2023 and a late-night crackdown on PTI protesters on November 26, are not met.

Presiding over a review meeting on the law and order situation earlier today, the premier underlined the government’s commitment to maintaining stability and law and order in the country.

He stressed, “We will not permit anyone to jeopardise the country’s fast-paced economic progress through disorder.”

The prime minister also directed officials to enhance the identification process for those inciting unrest and to collect strong evidence against them to support legal action.

"Provide all necessary resources to the task force formed to take action against such elements," he said.

The prime minister directed that the Federal Prosecution Service be placed under the Ministry of Law.

He also instructed the relevant authorities to expedite the construction of Islamabad Jail and ensure the immediate release of funds required for its completion.

During the meeting, he was told that the scope of the Islamabad Safe City project is being extended, while the number of surveillance cameras is being increased. Officials further informed him that the Islamabad Jail building is expected to be completed by March next year.

'Final stage': Imran, Bushra record statement in £190 million case

 RAWALPINDI: In a major development, the high-profile £190 million Al-Qadir Trust case against incarcerated former prime minister Imran Khan and his wife Bushra Bibi has entered its “final stage” as the couple recorded its statement under Section 342 of the Criminal Procedure Code (CrPC) on Monday.

Accountability Court Judge Nasir Javed Rana presided over the hearing of the graft case against the ex-prime minister at Adiala Jail in Rawalpindi on Monday.

The 71-year-old cricketer-turned-politician has been behind bars since August last year after he was sentenced in Toshakhana case-I — one of the dozens cases registered against the former premier since his ouster from power in April 2022.

At the outset of today’s hearing, the PTI founder was produced before the court while the former first lady was also present in the courtroom after skipping almost 10 hearings.

The judge suspended non-bailable arrest warrants for the former first lady after she appeared before the court.

Khan’s wife told the judge that she did not want to present any witness in her favour before the court.

Meanwhile, the court adjourned the hearing till December 12.

During the previous hearing, Khan and his spouse, who was recently released on bail, were been given a 14-page questionnaire in the settlement case.

The questionnaire, which contains 79 questions related to the reference, was provided for their final statements under Section 342 of the CrPC, 1898.

In the questionnaire — a copy of which is available with Geo News, the court asked the PTI founder whether he and his associates illegally obtained "monetary benefits" — which include land measuring 458 kanals — and, in return, facilitated the "illegal and dishonest transfer/adjustment of £171.159 million out of £190 million, meant for the State of Pakistan".

The court while citing evidence said co-accused Shahzad Akbar — former special assistant on accountability — "in-connivance and active knowledge" of Khan malafidely floated a note dated December 2, 2019, to the deposed prime minister.

Seeking his response, the court stated: "The note contained misrepresented information, implying that funds frozen in the UK were to be surrendered to the State of Pakistan, mischaracterising of land purchase agreement as a fine and knowingly misrepresented that Supreme Court account was being operated for the benefit of State of Pakistan.”

Furthermore, the accountability court said, "It is in the evidence that the jailed politician, being a prime minister, dishonestly instructed for placing the note as additional agenda without prior circulation in violation of rules of business, 1973 despite the fact that your co-accused Mirza Shahzad Akbar with your active connivance and under your influence had already dishonestly and for ulterior motive signed and submitted the confidential deed to the National Crime Agency UK on Nov 11, 2019.”

What is the £190 million case?

As per the charges of the case, Imran and other accused allegedly adjusted Rs50 billion — £190 million at the time — sent by Britain’s National Crime Agency (NCA) to the Pakistani government as part of the agreement with a property tycoon.

Subsequently, the then-prime minister got approval for the settlement with the UK crime agency from his cabinet on December 3, 2019, without disclosing the details of the confidential agreement.

It was decided that the money would be submitted to the Supreme Court on behalf of the tycoon.

According to the NAB officials, the PTI founder and his wife obtained land worth billions of rupees from the property tycoon, to build an educational institute, in return for striking a deal to give legal cover to the property tycoon’s black money received from the UK crime agency.

Karachi Police foil MQM-London rally in Azizabad, detain 24 protesters

The Karachi police on Monday foiled a rally planned by MQM-London (MQM-L) to commemorate the party’s martyrs’ day near its former headquarters in Azizabad and detained several workers and leaders.

Central Senior Superintendent of Police (SSP) Zeeshan Shafiq Siddiqi confirmed to Dawn.com that a total of 24 MQM-L workers were detained, as the Karachi commissioner imposed a ban on rallies in the Central district earlier today.

“They have been arrested for violation of Section 144,” the SSP said, adding that a first information report (FIR) would be registered against them.

Section 144 is a legal provision that empowers district administrations to prohibit an assembly of four or more people in an area for a limited period.

The SSP denied resorting to baton charges against the workers. Footage being shared on social media showed that a significant number of policemen caught the protesters when they gathered near Mukka Chowk in Azizabad.

Social media posts from various figures and politicians associated with the MQM-L criticised the detentions and arrests.

According to a notification issued by Karachi Commissioner Syed Hassan Naqvi earlier today, a copy of which is available with Dawn.com, the Karachi additional inspector general of police warned in a letter dated December 8 that “miscreant and disgruntled elements may disturb the peace and tranquillity and can create law and order situation in District Central”.

The Karachi police requested the imposition of Section 144 on pillion riding and protests, demonstrations, rallies and the public assembly of more than four persons “in order to prevent any untoward situation in District Central, Karachi”.

The notification said that Section 144 on the aforementioned activities would remain in place until Tuesday.

No immediate outcome from ‘N’-PPP huddle

ISLAMABAD: The first meeting between the ruling PML-N and its main ally PPP, held on Monday to address mounting differences between both sides remained inconclusive, with neither party releasing any information or press statement about the outcome of the engagement.

The PPP issued a brief press release detailing the names of the members from both sides who attended the meeting held at the Governor’s Annexe in Punjab House.

The meeting was held to review the PPP’s reservations regarding its representation in the Judicial Commission of Pakistan (JCP) and the lack of a level playing field for the party’s political activities in Punjab, which is governed by the PML-N.

According to PPP sources, the party formally expressed its annoyance over the PML-N not taking coalition partners on board while making key policy decisions.

Party leaders expressed particular concern over the practice of “hasty legi­slation” in parliament and categorically told the PML-N representatives that if they wanted continued cooperation from the party, they must change their attitude of taking coalition partners for granted.

The issue of internet slowdowns also came under discussion, with PPP leaders telling the government that such disruptions were affecting businesses in the country. They warned that if prompt measures were not taken to rectify the situation, future investments, particularly foreign investments, would be at risk.

According to the sources, the PPP leaders also raised concerns about the proposed construction of six canals on the Indus River in Punjab’s Cholistan area, saying the project would render lands in Sindh “completely barren”. They drew the attention of the PML-N leaders to ongoing protests in various parts of Sindh against the project.

A PPP leader, speaking on condition of anonymity, said the two sides discussed political and legislative matters, including the contentious issue of water distribution among the provinces. The PPP leaders sought an explanation from the PML-N on where they would source water for the Cholistan canals. The PPP warned that this project could lead the country toward a drought-like situation.

Additionally, representatives from KP and Balochistan raised concerns over the deteriorating law and order situation in their provinces.

The teams of both sides met under an assurance given by Deputy Prime Minister Ishaq Dar in a recent meeting with PPP Chairman Bilawal Bhutto-Zardari to address the PPP’s concerns. It was decided that the teams of both parties would hold regular meetings to resolve their differences.

This marks the first visible breach between the two main coalition partners since the formation of the PML-N-led government following the February 2024 general elections.

Saudi Arabia says Israel’s Golan buffer zone seizure confirms continued Israeli violation of international law

RIYADH: Israel’s decision to seize Syrian-held areas in a UN-patrolled buffer zone in the Golan Heights and its attacks on Syrian territory confirm continued Israeli violation of international law, Saudi Arabia said on Monday.

Israeli Prime Minister Benjamin Netanyahu announced on Sunday he had ordered the army to “seize” the demilitarised zone in the Syrian-controlled part of the Golan Heights after militants swept Syrian president Bashar Assad from power.

A statement issued by the Kingdom’s Foreign Ministry said the move showed Israel’s determination to sabotage Syria’s chances of restoring its security, stability, and territorial integrity.

“Saudi Arabia stresses the need for the international community to condemn these Israeli violations, affirm respect for Syria’s sovereignty and territorial integrity, and confirm that the Golan Heights are occupied Syrian Arab land,” the statement said.

Saudi Arabia to host 2026 global congress on water desalination

RIYADH: The International Desalination and Reuse Association selected Saudi Arabia on Monday to host a global conference to discuss water challenges and desalination projects.

Saudi Arabia will host the 2026 IDRA World Congress on Desalination and Water Reuse Solutions.

Riyadh was selected during the current IDRA 2026 congress in the UAE capital, Abu Dhabi.

It is held under the theme “Addressing water scarcity,” the Saudi Press Agency reported.

Saudi Arabia is a leading country in the water sector and the volume of desalinated water the Kingdom produces each day is equivalent to daily global oil production, according to the Saudi Water Authority.

The Kingdom has created various desalination water projects and has a track record of technical innovation in facing water scarcity and achieving renewable energy.

IDRA’s 2026 congress is an opportunity for Saudi water officials and experts to share the Kingdom’s experience in tackling water scarcity with international experts from 60 countries, the SPA reported.

The event will also serve as a platform for revealing the latest technical innovations and sustainable solutions in the water sector and for building strategic partnerships between various countries and organizations.

This week, King Abdullah University of Science and Technology in Jeddah launched the International Water Research Center, a groundbreaking initiative to achieve sustainable solutions amid the global climate crisis.

How Saudi Arabia and the UK are shaping each other

RIYADH: Ahead of UK Prime Minister Keir Starmer’s official visit to the Kingdom, Arab News reviews recent bilateral developments between the two kingdoms.

Forging alliances that transcend borders, Saudi Arabia and the UK have emerged as powerhouses of collaboration, driving innovation and reshaping global landscapes in the fields of energy, technology, and sustainable infrastructure.

In 2018, the two kingdoms established the annual UK-Saudi Strategic Partnership Council as a central platform to discuss and enhance all aspects of their bilateral relationship, including UK support for Saudi Arabia’s Vision 2030 in various sectors.

According to Saudi Minister of Commerce Majid Al-Qasabi, bilateral trade between the two countries has surged by more than a third since 2018, exceeding $99.12 billion in value.

“The growth and the inflow of trade are matched by the growth in foreign direct investment. In 2022 alone, the inflow of British investment into (the) Saudi economy reached more than $5.4 billion,” Al-Qasabi said. 

With more than 1,100 active licenses for UK investors, developments such as the gigaprojects in Saudi Arabia and policy reforms are strengthening business opportunities in the Kingdom.

The UK is emerging as Saudi Arabia’s second-largest investor, accumulating approximately $16 billion in investment stock, said Saudi Minister of Investment Khalid Al-Falih at the Great Futures Initiative Conference in May.

The conference reflected the efforts of both countries to enhance and expand their economic partnership. It saw the attendance of 2,200 economic stakeholders from both Saudi Arabia and the UK, including about 450 British business owners.

During the conference, more than 20 bilateral ministerial meetings were held, 13 agreements were signed, and ways to develop cooperation in 13 economic fields were discussed, including tourism, culture, education, health, sports, investment, trade, and financial services.

Saudi Arabia’s investment landscape is particularly attractive to British businesses, with 52 UK companies selecting the country as their regional headquarters out of the 400 global multinational companies that have established hubs there.

Defense cooperation between the two countries is a crucial aspect of their bilateral relationship.

Talks in November between Saudi and British defense ministers focused on strengthening military ties and addressing regional security challenges.

Prince Khalid bin Salman and John Healey discussed the Saudi-British strategic partnership and explored ways to strengthen defense cooperation.

“We also discussed our joint efforts to address regional challenges and our shared vision to promote security and stability on both regional and international levels,” Prince Khalid said.

These discussions emphasized the importance of maintaining stability in the Middle East while exploring new avenues for defense technology collaboration.

At the Great Futures Conference in May, CEO of the Health Sector Transformation Program Dr. Khalid Al-Shaibani, said: “In Saudi Arabia, we have embraced digital health as a priority because of its potential to enhance healthcare delivery, improve patient outcomes, and drive economic growth.”

Al-Shaibani added that by integrating health, equity, and sustainability into all decision-making processes, Saudi Arabia fosters an environment that promotes the well-being of its citizens.

The partnership between the countries has expanded into cutting-edge technological domains, with particular emphasis on artificial intelligence and healthcare innovation.

UK-based Proximie, a technology company specializing in surgical collaboration solutions, has been working to establish strategic partnerships in Saudi Arabia, highlighting the growing technological cooperation between the two nations.

With $80 million in funding, Proximie is strengthening its presence in Saudi Arabia through strategic partnerships aimed at supporting the country’s healthcare system.

The company uses virtual surgery technology, AI, and real-time connectivity to enhance healthcare delivery and reduce inequities in medical access.

Education remains a cornerstone of Saudi-UK relations, with approximately 14,000 Saudi students pursuing higher education in the UK during the academic years 2020-2023.

To leverage their expertise, both countries agreed to collaborate in the field of education, particularly to support the development of early-stage education.

A memorandum of understanding was signed to facilitate this partnership, focusing on improving teaching methodologies and capacity building.

Saudi Arabia’s Minister of Education Yousef Al-Benyan made a statement late in 2023 that the educational partnership with the UK aims to increase the participation of the British private education sector in Saudi education.

This includes establishing British schools and universities, addressing skills gaps, training healthcare professionals, and supporting the development of education in line with the ambition of the Kingdom’s Vision 2030.

“Our strategic partnership focuses on six main areas, which include building a stronger and deeper partnership in the field of education; supporting the professional development of Saudi educators and enhancing their knowledge, skills, and abilities,” Al-Benyan said. “… as well as enhancing cooperation and partnerships in the field of university education, including research cooperation, student scholarships, and transnational education.”

Plans are underway to establish 10 British schools in the Kingdom by 2030, further strengthening educational ties between the two countries.

In September, the two countries tackled the stimulation and financing of emerging companies in promising fields based on research and innovation.

This falls in line with the two countries’ target to increase bilateral trade to $39.6 billion by 2030.

Jobs will be boosted in the north of England after the launch on Monday of the world-first new graphene-enriched carbon fibre plant project in Saudi Arabia.

UK company Graphene Innovation Manchester on Dec. 9 announced the launch of the world’s first commercial production of graphene-enriched carbon fibre with Saudi Arabia’s NEOM — a step forward in environmentally sustainable advanced materials.

The project aims to generate $319 million of investment into a research and innovation hub in Greater Manchester and is expected to create more than 1,000 skilled jobs in the region.

Prior to his upcoming visit to Saudi Arabia, Starmer said in a statement: “Further boosting the green energy relationship between the UK and Saudi Arabia, Oxford-based private equity fund HYCAP is supporting Saudi Arabia’s plans to reach net zero emissions by 2060 by investing £785 million to develop hydrogen mobility clusters in Northern Ireland and across the UK.”

The project will deliver hydrogen buses, trucks, critical components, and other elements of hydrogen production and distribution while removing more than 25 million tonnes of transport-related CO2 over the lifetime of the project.

Ed Miliband, the UK secretary of state for energy security and net zero, said: “Clean energy can be the source of the jobs of the future ... these new investments and partnerships will deliver new jobs in new industries, boosting our country’s energy independence and economic growth.” 

The UK and Saudi Arabia will also establish a Joint International Institute for Clean Hydrogen, featuring Newcastle University and other British and Saudi universities, to develop state-of-the-art expertise and skills in clean energy.

UK cleantech leader Carbon Clean is also collaborating with Saudi Aramco to develop modular carbon capture technology, creating 2,000 jobs in the UK.

Sustainable Cement Company and Saudi City Cement Company will drive $255 million in sustainable concrete production investment.

Furthermore, Saudi Arabia and the UK have deepened their collaboration on sustainable infrastructure through the UK-Saudi Sustainable Infrastructure Summit, held on June 24 in London.

The summit provided a platform for adopting and exchanging knowledge gained from Vision 2030, forming a global model for cooperation in sustainable development.

Building on their 2022 green finance agreement, the summit presented Saudi Arabia’s Vision 2030 ambitions, including reducing carbon emissions by 278 million tonnes annually by 2030 and increasing renewable energy capacity by 50 percent.

Former Lord Mayor of the City of London Michael Mainelli said that Saudi Arabia is investing more in infrastructure than any other country in the Middle East region, including in 14 new gigaprojects.

He said: “This investment, combined with the City of London’s expertise and leadership in sustainable finance, can set a global template for sustainable development.”

The country’s focus on sectors historically characterized by underinvestment, while addressing global challenges such as energy transition and technological advancement, creates natural synergies for collaboration with UK businesses.

Tourism cooperation between the two countries has seen significant development in recent years, exemplified by the signing of a Joint Statement of Intent between the Saudi Tourism Authority and Visit Britain to enhance cooperation and exchange expertise.

The Kingdom has become a destination for British tourists, hosting more than 165,000 visitors from the UK in the first quarter of 2024 and issuing over 560,000 electronic visas.

The Kingdom and the UK also share strong educational and cultural ties, with approximately 14,000 Saudi students studying in British universities.

The University of Strathclyde plans to become the first British university to establish a branch in the Kingdom in collaboration with Princess Nourah bint Abdulrahman University.

As both countries work toward their respective strategic goals, the relationship is expected to strengthen further in other sectors, creating new opportunities for collaboration and mutual benefit.

Photographers pay tribute to Saudi Arabia’s capital at Misk exhibition

RIYADH: Misk Art Week is underway in the Kingdom’s capital with workshops, markets, and showcases curated around the theme of art and technology.

As the country accelerates to new horizons, 20 local and international participants have revealed their perspectives of Riyadh and its ever-changing nature at the “Seeing Riyadh” exhibition.

Saudi photographer Meshari Al-Dosari’s work preserves the beauty of the city and its architectural heritage. Among the photographs are scenes of old neighborhood houses with distinctive motifs and vintage cars parked at the forefront, hinting to the viewer that life still exists in these worn-out homes.

Al-Dosari said: “Houses nowadays look like closed-up boxes. They don’t have the same soul. That was an era that wasn’t really documented and it’s disappearing now.

“A lot of houses are being destroyed because they’re dilapidated or need renovation, so their owners build new houses and that era disappears.”

Italian artist Armando Perna was part of Misk Art Institute’s Masaha residency last year, in which he mapped Riyadh’s evolving character and its liminality. In “Seeing Riyadh,” his work focuses on the outskirts of the city. His photographs show simple prayer buildings that are often found on travel routes.

As an international artist he is fascinated by life in the desert that alludes to the old way of Saudi living that is different from the culture in cities.

He told Arab News: “In this kind of emptiness, you find these markers, which also give an identity to these places. They work in relation to the landscape.”

Part of his work also features caravans he photographed in a town north of Riyadh, which were used at the time for nomads. He added: “On the left side, there’s the modern structures with the modern caravans and on the right, these are the very old (mosques).”

The exhibition space, which used to be an auditorium, is lined with works that capture both the historic and contemporary marks and nuances of the changing city.

Dalal Al-Mutairi dissects the nostalgic essences of childhood memories left behind in revisited spaces in “The Red Slide,” while Faisal Bin Zarah platforms the iconic Al-Faisaliah and Al-Mamlakah towers in his “Moonlight Symphony” and “Aligned.”

Saudi photographer Sarah Al-Ansary focuses on documenting Riyadh through its people, architecture, and culture.

The emerging artist often visits old neighborhoods in the city, and told Arab News: “It feels amazing to capture buildings and elements that have been there for decades.”

On display are two sets of photos. One features photographs of handwritten shop signs, located in two different neighborhoods. Each sign highlights an amenity in that neighborhood, like the “neighborhood tailor” and “technical plumbing.”

She said: “What really drew me to the signs was how they were written by hand rather than being printed, which is the more common method used today. Both signs left me wondering how long they had been there.”

The second set of photos are of Shola Shopping Center, which opened in the 1980s but has since shut down. The artist was drawn to the bright colors and design of the building.

Al-Ansary said: “Being a part of Misk Art Week 2024 has been a wonderful opportunity to meet like-minded photographers and artists. I also loved seeing people resonate with the photos and having memories of the areas that I photographed.

“I’m very grateful to Misk Art Institute for valuing photography as an art form and giving me the opportunity to exhibit my work.”

Other participants include Hajar Ali, Latifa Al-Bokhari, Mohammed Al-Jubran, Sara Saad, and Tamara Hamad.

“Seeing Riyadh” is on view at Misk Art Week until Dec. 10.

Italian ambassador wants ‘to create a big space’ for design collaboration between Italy and Saudi Arabia

RIYADH: The Italian ambassador to Saudi Arabia, Carlo Baldocci, on Monday said there is room to create a big space for collaborations between Italy and Saudi Arabia in the design sector.

Speaking to Arab News at the opening session of Italian Design Day, the ambassador said: “Today we are celebrating the Italian Design Day, which is a very important moment of aggregation to explain and to discuss possible collaborations between Italy and Saudi Arabia in this sector.

“We are making a lot of new ideas on paper. We feel that there is room to create a big space, which might be a sort of a museum for Italian design in Riyadh.

“But it’s something that we are working on. It has not yet been defined, we want to be very successful on something which we are sure will be a strong pillar of the collaboration, in which we will reinforce our partnership capacity in all aspects, sharing knowledge, sharing capacities, and experiencing different sensibilities. We really want to work on this together with our Saudi friends,” Baldocci said.

On transformation in Saudi Arabia in line with Vision 2030 and the Italian design, Baldocci said: “Vision 2030 is a spectacular and very successful approach and vision for the future of this country and of the region. And we feel that there is incredible possibility for the Italians to be present in all the aspects of this vision, cooperating at the economic level, cultural level, partnering in all the different aspects we can do together, and of course there is space for the Italian design in the vision, why not.”

The eighth edition of Italian Design Day kicked off in Riyadh with a two-day program of workshops by the Lombardini22 studio, the chosen representative for 2024 for the day in Saudi Arabia.

Lombardini22 is a leading group in the Italian architecture and engineering sector, specializng in the office, retail, urban, living, hospitality, education, data centre and fair sectors.

A group of professionals, from architects to engineers, designers and communication specialists, are attending the workshops taking place until Tuesday at Casa Italia in the Localizer Mall, where experts from Lombardini22 will share their experience in the field of urban regeneration, sustainability, innovation, hospitality and lifestyle and human centered architecture.

The Italian Design Day is an initiative created by Italy’s ministry of foreign affairs and international cooperation in collaboration with the ministry of culture and, as last year, includes the participation of the Association for Industrial Design, the Compasso d’Oro Foundation, the ITA Agency, the Salone del Mobile, the Triennale di Milano and Confindustria, with the aim of involving and recognizing key figures from the public and private sectors who embody the excellence of Italian design and the business world.   

In seven years (from 2017 to 2023), the Design Day generated about 1,370 events around the world. At these events, more than 580 professionals, including designers, architects, entrepreneurs and academics focused on innovation, industry and high-quality Italian craftsmanship.

The event this year proposed a theme: “Manufacturing value — inclusiveness, innovation and sustainability.”

The event is an opportunity to promote the participation of international experts in the sector in the Salone del Mobile in Milan, one of the most important events worldwide for the furniture and design sector, scheduled from April 8 to 13, 2025.

Kingdom, Italy discuss expanding judicial cooperation during key Riyadh meeting

RIYADH: Saudi Arabia’s Deputy Minister of Justice Najem Al-Zaid met with Italy’s Supreme Court of Cassation President Margherita Cassano in Riyadh on Monday.

During the meeting, they discussed ways to expand judicial and legal cooperation between the two countries, the Saudi Press Agency reported.

Al-Zaid highlighted the significant advancements in the Kingdom’s judicial sector, achieved under the guidance of the country’s leadership in line with Saudi Vision 2030.

These advancements include issuing legislation, modernizing judicial procedures, publishing rulings, and documenting judicial sessions, both in physical courtrooms and on electronic litigation platforms.

During her visit to the Kingdom, Cassano toured the Conciliation Center in Riyadh, which provides mediation services via the digital Taradhi platform.

The Italian delegation also visited the Commercial Court and the Judicial Command Center, which plays a role in improving judicial performance and promoting transparent judicial procedures.

New human rights program to build national expertise

RIYADH: Saudi Arabia’s Human Rights Commission has launched the Expert in Human Rights Program, the first initiative of its kind in the Kingdom to enhance national expertise in the field.

Developed with Majmaah University, the UN Institute for Training and Research, and the International Training Centre for Authorities and Leaders, the program was inaugurated in Riyadh on Monday.

The 250-hour curriculum blends theory and practice to build a strong understanding of human rights. The first cohort includes 130 people, with 50 advancing to higher levels. Graduates will receive certifications, including foundational, expert and trainer qualifications.

Nikhil Seth, UN assistant secretary-general and executive director of the UN institute, praised the collaboration and highlighted its importance in promoting national and international human rights.

“Saudi Arabia can play a leadership role in the multilateral arena by moving from theory to practice through international cooperation,” Seth said.

He highlighted the transformative power of human rights training in promoting justice, equality and peace: “Training equips individuals and institutions to actively contribute to a more equitable and rights-respecting society.”

Alex Mejia, director of the training center’s global network, highlighted the essential link between human rights and sustainable development.

“Human rights underpin every aspect of human development, governance and societal well-being,” Mejia said, adding that the program’s approach integrates leadership, communication skills and public policy, which are key to achieving inclusivity and equality.

The program reflects Saudi Arabia’s commitment to fostering human rights in line with Vision 2030. It aims to benefit the Kingdom and serve as a model for the international community.

Participants will gain insights from global experts, engage in self-assessments and take part in skill-building workshops, positioning them as advocates for human rights.

The initiative is expected to have a multiplier effect, inspiring similar efforts across the Gulf region and beyond.

“This program, rooted in Saudi Arabia’s vision, demonstrates the potential to create a more inclusive and just global society. It is a shining example for the region and the world,” Mejia said.

At a recent meeting in Geneva, Human Rights Commission President Hala Al-Tuwaijri said that Saudi Arabia has implemented significant reforms to reinforce its “unwavering principles of justice and equality.”

Since the launch of Vision 2030, the Kingdom has “experienced unprecedented openness to diverse races, cultures and religions,” she added.

Al-Tuwaijri highlighted the national policy promoting equal opportunities and treatment in employment as a key initiative to eliminate labor market discrimination.

The establishment of labor courts in the Kingdom represents a significant advancement in labor justice, she added.

Afghan border security tight; no evidence of insurgent infiltration

Pakistan’s permanent representative to the United Nations once again blamed Afghanistan for what was happening wrong in the neighboring country. An Afghan local media, at the sideline of the 22nd session of the Doha Forum, quoted Munir Akram, Pakistan’s permanent representative to the United Nations as saying that combating the issue of Tehrik-e-Taliban Pakistan (TTP) remains a key concern for his country claiming that they had evidence about the Pakistani militants’ presence in the Afghan territory. The Pakistani diplomat urged Afghanistan to crack down on what he said were the Pakistani militants inside Afghanistan and prevent them from crossing into his country to carry out attacks on military bases. The Pakistani representative reaffirmed confrontation to the issue of what he said was “terrorism posed by the Tehrik-e-Taliban Pakistan” and called it his country’s main concern and called on the Islamic Emirate to control the militants’ “cross-border movement into Pakistan” for launching attacks. In response to the claim made by the Pakistani diplomat about the presence and threat of the TTP inside Afghanistan, the Islamic Emirate said that it “desires security in Pakistan” instead of fueling tensions. The neighboring country has frequently claimed that members of the Tehrik-e-Taliban Pakistan had sought safe havens inside Afghanistan, from where they are crossing into Pakistan and launching attacks on the security forces. It is to be noted that Pakistani politicians clearly understand that the Islamic Emirate has suppressed all kinds of insurgencies, including cracking down on foreign-backed internal rebels and preventing militant infiltration and their attempt to influence the border into the country. They are fully aware of Afghanistan’s undeniable counter-terrorism efforts. They understand that no insurgents, including the TTP’s members, exist in Afghanistan nor does the country’s national army allow any militant to rise in the country or use Afghan soil against other nations. But the Pakistan officials continue claiming this to show themselves to the world that they are the only frontline force in the war on terrorism in the region. They are yet to present any evidence proving their claims about the presence of Pakistani militants in Afghanistan, but are still seeking excuses to blame Afghanistan for their failure in war on their own country’s insurgency. But, Afghanistan, under the Islamic Emirate rule has long announced its position in the war on insurgency and assured the neighboring and regional countries that they would never allow its territory to be used against others. It also called on the countries to control their own borders, suppress insurgency inside their own country, and share any cases of militancy with Afghanistan to be decided jointly. The Islamic Emirate has time and again shared counter-terrorism efforts with Islamabad and asked its authorities to investigate insurgent activities inside their own country, instead of blaming Afghanistan for their failure. Afghanistan wants to ensure good relations with its neighbors, particularly Pakistan and Iran with a high number of Afghan migrants there, then how can it be possible to fuel insurgency in their territories? So, the Pakistani side, instead of unfairly blaming Afghanistan for its failure to curb militants inside their territory should tighten its border and search for insurgents everywhere inside its soil.

UN humanitarian aid reaches over 15 million in Afghanistan in 9 months

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) for Afghanistan has reported that it has provided aid to 15.3 million people in Afghanistan over the past nine months.

On Tuesday, December 10, OCHA published a message on its X page, stating that 23.7 million people in Afghanistan still require humanitarian assistance.

The report indicates that over 17 million of those in need have been reached by the organization’s efforts.

According to OCHA, addressing the needs of the population in Afghanistan will require a budget of $3.6 billion, with $958 million already received.

As the winter season begins in Afghanistan, international aid organizations have warned of an increase in demand for assistance due to the harsh conditions.

Previously, the United Nations World Food Programme (WFP) had also warned that 14.8 million people in Afghanistan will require immediate aid during the upcoming winter season.

With the mounting challenges posed by the winter season, it is critical for international bodies to continue providing the necessary aid and resources to the people of Afghanistan. As the humanitarian crisis deepens, the global community’s response will play a crucial role in alleviating the suffering of millions.

Turkey’s opposition warns against Syria becoming another Afghanistan

Ilhan Ozgel, the deputy of the opposition Republican People’s Party of Turkey, emphasized in his assessment of the situation in Syria that his country does not want to see a structure similar to Afghanistan established in Syria. He warned about the potential security risks of such a structure in Syria.

On Monday, December 9, Ozgel told the Sozcu news agency, “We prefer not to have a structure like Afghanistan near us. We are aware that this could bring security risks to Turkey.”

Ozgel called on the ruling Justice and Development Party (AKP) to take preventive measures regarding this issue.

He also expressed dissatisfaction with the current situation in Syria.

Ozgel added, “We would have preferred the Syrian government to have control over the country, but that doesn’t necessarily mean the presence of Bashar al-Assad. It could have been a just leader who came to power through elections.”

He stressed that a divided Syria would pose a security threat to Turkey.

Ilhan Ozgel’s comments reflect growing concerns in Turkey about the ongoing instability in Syria and the potential ramifications for national security. Tinubu: ‘It Is Wrong To Kidnap Ambition Of Northerners’ – Atiku’s Aide Knocks Akume

The spokesperson of the 2023 presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar, Paul Ibe, has stated that any qualified Nigerian has the constitutional right to contest the 2027 presidential election.

Naija News reported that Akume, who spoke on Sunday while featuring on a TVC programme, advised Atiku and other northern political bigwigs to shelve the ambition of contesting for the 2027 presidency and wait till 2031.

Speaking on Channels Television’s Politics Today programme on Monday, Ibe said it was wrong for Akume to kidnap the ambitions of Atiku and other northers because of the second-term interest of his principal, President Bola Tinubu.

Ibe also stated that since Nigeria’s return to democracy in May 1999, the north had ruled the country for 11 years, while by 2027, the south would have been in power for 17 years, which he claimed was not in tandem with the rule of equity and fairness.

He said, “It appeared that Akume’s job in that particular interview was very clear: kidnap the aspiration of Atiku Abubakar and any other northerner and that was very irresponsible of him.

“The north has the right to present itself for election in 2027. It is wrong for SGF Akume to kidnap the ambition of the northerners.

“The reality as I speak is that the south has ruled for 17 years versus the 11 years of the north.”

Paul Ibe questioned the desperation of Tinubu’s administration, especially when Nigeria is at a crossroads measuring core indices of food inflation, cost of doing business, and cost of living crisis, among others.

He said, “Must we be playing politics with their wellbeing? Why must we reward a student who does not pass his exam with a promotion?

“Why the desperation of the Tinubu administration to be talking about 2027 when they have not completed 2024? 2025 beckons and 2026. Two more years to impact on the lives of Nigerians.

“Why are they so desperate? Every calculation is focused on 2027 so the question is when will they have time for governance?

“What we are getting now, is that the best that we Southerners have to offer?”

Ibe said contrary to insinuations that Atiku is not physically fit for the rigour of the president’s office, his principal is very healthy and sound in mind.

Electoral Commission Officially Declares Winner Of 2024 Ghana Presidential Election

The Electoral Commission of Ghana (ECG) has officially declared John Dramani Mahama of the National Democratic Congress (NDC) as the winner of the country’s 2024 presidential election.

The declaration was made on Monday in Accra by the chairman of the commission, Jane Mensa.

According to the declared results, Mahama polled 6,328,397 votes, representing 56.55% of the total votes to defeat his closest rival, and incumbent vice president, Mahamudu Bawumia of the ruling National Patriotic Party (NPP), who scored 4,657,304 votes representing 41.6%.

The former president, who was declared winner, won 13 regions, while Bawumia, who had earlier conceded defeat on Sunday, won in only three regions.

A total of twelve candidates participated in Saturday’s presidential and parliamentary elections. However, the NDC won by a landslide in both elections, with the party set to have a two-thirds majority in parliament.

In her speech, the chairman of the Ghana Electoral Commission said the decision of the vice president to concede even before the official declaration showed that the election was fair and credible.

In a related news, renowned Ghanaian films (Gollywood) and Nigerian (Nollywood) actor, John Dumelo, has achieved a significant victory in the Ayawaso West Wuogon constituency election, successfully unseating incumbent Lydia Alhassan during the 2024 general elections.

Dumelo, representing the National Democratic Congress (NDC), garnered 40,561 votes, while Alhassan, from the ruling New Patriotic Party (NPP), received 27,377 votes.

Nwoba Emerges As New Senate Clerk As NASC Makes Fresh Appointments

The National Assembly Service Commission (NASC) has approved the appointment of Andrew Nwoba as the new Clerk of the Senate.

Naija News reports that this appointment, effective from December 11, 2024, was ratified during the commission’s meeting held on Wednesday, December 4, 2024, as stated by the Director of Information, Emmanuel Anyigor, in a release on Monday.

At least 30 senior officials are set to retire alongside the current Clerk to the National Assembly, Magaji Tambawal.

Per parliamentary procedures, Tambawal commenced his pre-retirement leave on November 1, 2024, after delegating his responsibilities to his deputy, Kamouroudeen Ogundele.

The PUNCH claimed to have obtained an official document which indicates that notable personnel from the National Assembly, including the Clerk to the Senate, Chinedu Akabueze, the Deputy Clerk to the Senate, and the Deputy Clerk of the House of Representatives, will also be departing.

Additionally, 11 directors, six deputy directors, one assistant director, and two other directors at the National Assembly Service Commission are among those retiring.

In light of these retirements, the commission has appointed Nwoba and has also made several adjustments to other appointments.

Nwoba previously held the position of Secretary of the Directorate of Legislative Budget and Planning prior to his elevation.

The statement read, “In addition to Nwoba’s appointment, the NASC approved other significant changes within the National Assembly’s bureaucracy.

“Mr. Emmanuel Oda was appointed Deputy Clerk (Administration), Senate, while Vivien N. Njemanze was named Deputy Clerk (Administration), House of Representatives.

“Dr. Obasi D. Ukoha succeeds Nwoba as Secretary of the Directorate of Legislative Budget and Planning.”

Further modifications involved the reassignment of Mr. Rawlings Agada from the position of Deputy Clerk (Administration) in the Senate to Deputy Clerk (Legislative) in the Senate.

Additionally, Florence Kehinde transitioned from Deputy Clerk (Administration) in the House of Representatives to Deputy Clerk (Legislative) in the House of Representatives.

Previously, the Commission sanctioned the appointments of Ogundayo Mofoluwake Olufunmilayo as Secretary of the Directorate of Special Duties, Alkali Umar Abubakar as Secretary of the Directorate of Human Resource & Staff Development, and Essien Eyo Essien as Secretary of the Directorate of Zonal Liaison Offices.

Tinubu Govt Opens Talk With Saudi Arabia On Iron Ore Extraction In Nigeria

President Bola Ahmed Tinubu’s government has initiated talks with the government of Saudi Arabia on the extraction and processing of iron ore into steel.

This development was confirmed in a statement signed and released Monday by the special adviser to the Minister of Solid Minerals Development, Dele Alake, Kehinde Bamigbetan.

The statement disclosed that Alake and the Deputy Minister of Minerals and Energy of Saudi Arabia, Khalid bin Saleh Al-Musdaifer, advanced talks on the partnership at the just concluded Resourcing Tomorrow at the annual Mines and Money expo in London, United Kingdom.

Naija News understands that plans to extract iron ore and process steel in Nigeria were discussed during the meeting.

Saudi Arabia currently boasts of a solid steel industry that imports iron ore from various African countries.

However, Alake pitched for the extraction and beneficiation of iron ore to steel in Nigeria, adding that the value-added exports would attract better prices than raw ores.

Responding, Al-Mudaifer confirmed Saudi Arabia’s interest in sourcing iron ore for its steel industry and assured the Minister that the government would consider Nigeria’s proposal for the domestication of the country’s downstream value chain.

According to the statement, a follow-up meeting has been scheduled for Riyadh, the capital of Saudi Arabia, during the Future Metals Forum in January 2025.

It added that Alake also met other investors such as tin manufacturers Woodcross and Gerald Group, fund managers AMG and Business Idea Development, China.

“Set up by the mining investment group, Core International, the meeting yielded positive results. Woodcross confirmed it had done a preliminary survey of tin mining in Jos and discovered evidence of sufficient tin ores to justify the long-term investment in processing that could meet current global demands,” the statement read.

Represented by directors Mehdi Ali and Hassan Dhanji, Woodcross has committed to making a final investment decision by February 2025.

In response, Alake promptly established a Ministerial Committee tasked with initiating the start-up in accordance with the established timeline and providing weekly progress reports.

Meanwhile, the Gerald Group, under the leadership of Brendan Lynch, Head of Business Development, and Anya Sarin, Vice President of Communications, has also conducted research into the tin sector in Nigeria and expressed interest in pursuing a joint venture.

Alake urged them to expedite the project’s commencement, emphasizing the Tinubu administration’s intention to establish the Nigerian Solid Minerals Corporation, which would serve as a dependable joint venture partner.

He delegated the project’s responsibility to the Ministerial Committee, which was given a similar mandate.

Additionally, Alake engaged in discussions with Ajay Commem, Director of AMG Group, and Young Chan, Managing Director of Business Idea Management Center in China, regarding funding opportunities for mining projects in Nigeria.

“Commem said he heard of the Tinubu administration’s plan to set up the Nigerian Solid Minerals Corporation, adding that AMG would be willing to source capital and investors globally for the corporation.

“Similarly, Mr Chan said he flew from China to meet the minister to offer opportunities of Chinese capital to the Nigerian mining sector. The Minister directed the Executive Secretary of the Solid Minerals Development Fund to work with both institutions towards supplementing the Fund’s sources of capital for investment.

“The Minister concluded the business meetings with discussions with over 30 mining entrepreneurs drawn from all regions of the world,” the statement added.

The forum evaluated the proposal for the African Extractive Minerals Bank and encouraged the Minister, who serves as the Chairman of the Africa Minerals Strategy Group, to endorse the innovative concept of facilitating exploration funding for mining activities throughout the continent.

In his response, Alake praised the initiative and assured that it would be included in the agenda of the AMSG during its forthcoming meeting in Riyadh, Saudi Arabia.

Additionally, the minister confirmed that President Bola Ahmed Tinubu’s reappointment of Fatima Shinkafi as Executive Secretary of the Solid Minerals Development Fund is in accordance with the agency’s foundational regulations.

On Monday, this information was conveyed in a statement issued by the ministry’s Assistant Director of Information and Public Relations, Ekwugha Chinwe.

In light of the recent discussions regarding her reappointment, the ministry clarified that the SMDF Act does not stipulate any term limits for the Chief Executive Officers of the agency.

“Section 35(2) of the NMMA 2007 stipulates that the President shall appoint the Executive SecretarPresidentrecommendation of the Minister of Solid Minerals Development. No provisions on tenure limit exist in the act governing the agency.

“The act does not stipulate term limit for the chief executive. Therefore, her reappointment by the president does not contravene any law,” Chinwe said.

Charles Onana found guilty of contesting crimes against humanity

Charles Onana, a 60-year-old Franco-Cameroonian author, was found guilty by a Paris court on December 9 for “complicity in publicly contesting the existence of a crime against humanity”. His conviction stems from statements in his 2019 book, Rwanda, the Truth About Operation Turquoise, where he referred to the notion of a Hutu-planned genocide as “one of the greatest scams of the 20th century.”

Onana was fined €8,400, while his publisher, Damien Serieyx of Éditions du Toucan, was fined €5,000. They must also pay €11,000 in damages to human rights organizations that filed the lawsuit.

The case follows France's 2017 press freedom law, which criminalizes the denial or minimization of recognized genocides. Onana’s book had drawn complaints from associations like Survie, the Ligue des droits de l’Homme, and the International Federation for Human Rights.

The 1994 Rwandan genocide, orchestrated by an extremist Hutu regime, claimed 800,000 lives, mostly Tutsis and moderate Hutus, according to the UN.

Outside the courtroom, some of Onana’s supporters chanted slogans like “Onana innocent” and “Kagame assassin,” referring to Rwandan President Paul Kagame. Security forces quickly dispersed the protest.

Mystery disease spreads in DRC, mainly affecting children and the malnourished

A mystery disease is spreading in the Panzi health zone of Kwango Province, Democratic Republic of Congo, primarily affecting children under five and severely malnourished individuals. The World Health Organization (WHO) reported 406 cases between October 24 and December 5, with 31 deaths. Symptoms include fever, headache, cough, runny nose, and body aches.

The outbreak is occurring in a rural and remote area, with access further complicated by heavy rains and limited healthcare diagnostics. These challenges have delayed identifying the cause of the disease. WHO teams have been deployed to investigate, collect samples for laboratory testing, and provide treatment to affected patients.

Malaria, a common disease in the region, may be contributing to the outbreak, alongside other possible factors such as acute pneumonia, influenza, COVID-19, measles, and severe malnutrition. Experts have not ruled out the possibility that multiple diseases are responsible for the reported cases and deaths. Efforts are ongoing to contain the outbreak and identify its cause.

Najib denies claim that 1MDB ventures were for UMNO’s benefit

KUALA LUMPUR: Datuk Seri Najib Tun Razak has refuted the claim that 1Malaysia Development Berhad (1MDB) and its project joint ventures were designed to serve his personal interests or to bolster UMNO, the ruling party he once led during his tenure as Prime Minister.

Najib said he strongly disagreed with the assertion made by former 1MDB chief executive officer (CEO) Mohd Hazem Abdul Rahman that fugitive businessman Low Taek Jho (also known as Jho Low) was the one who would “arrange and manipulate” all 1MDB investments, joint ventures and fundraising activities abroad.

In his testimony on Sept 14, 2020, Mohd Hazem, who was the 10th prosecution witness in Najib’s trial also said that Jho Low himself explicitly stated to him that the funds associated with the sovereign wealth fund were meant for Najib and UMNO.

The former prime minister said the approvals given to 1MDB were pursuant to the proposals which were made after a thorough deliberation at the board level on proposals brought to them by legitimate entities such as Aabar Investments PJS and IPIC upon the advice of advisors of such calibre as Goldman Sachs, Lazard, BSI Bank and the Baker & McKenzie group.

“The problem with 1MDB is the systemic failure in the execution of the decisions at the management level which started from its time under the management of its former CEO Datuk Shahrol Azral Ibrahim Halmi up until Mohd Hazem.

“I recall his (Mohd Hazem) testimony in court where he admitted to being placed in the management to carry out Jho Low’s instruction, he even admitted specifically that in regards to the US$3 billion raised for 1MDB Global Investment Limited, he was placed there as a director just to sign every document placed before him upon the instruction of Jho Low, and his proxies Jasmine Loo (former 1MDB general counsel) and Terrence Geh (former 1MDB deputy chief financial officer),“ said Najib.

The former Pekan MP is reading his witness statement on the eighth day of taking the stand at the High Court to defend himself against four charges of using his position to obtain RM2.3 billion in bribes from 1MDB funds, along with 21 charges of money laundering involving the same amount.

Najib said he finds it incredible that the assertion made by Mohd Hazem could be accorded any credibility at all since he has made the admission that he had to follow the instructions of Jho Low and his proxies.

“Particularly, when he admitted to acting out of defiance of the Joint Venture Agreement and for months kept the remittances of the same funds into the unsanctioned three fiduciary funds from the knowledge of the 1MDB Board of Directors and misled to believe that funds were safely deposited with UBS Bank.

“I suspect this assertion was only concocted later to salvage any credibility left in Mohd Hazem, given his admissions to forgery, multiple acts of criminal breach of trust, and breach of fiduciary duties as a director,“ said Najib.

Najib also rubbished the claim made by Mohd Hazem that he was acting on the instructions of Najib’s former principal private secretary, the late Datuk Azlin Alias.

“I think that assertion is most despicable and is a ploy to downplay his complicity and participation in Jho Low’s scheme.

“At any rate, Azlin is no longer with us to defend himself but that does not detract from the fact that he (Mohd Hazem) still owes a duty to the company and his actions made him an accomplice to Jho Low,“ he said.

On Oct 30, Justice Datuk Collin Lawrence Sequerah ordered Najib to enter his defence on all 25 charges, ruling that the prosecution had successfully established a prima facie case against him at the end of its case.

Digital Ministry deploys Ihsan MADANI squad to aid Johor flood victims

KUALA LUMPUR: The Digital Ministry has deployed the Ihsan MADANI Squad volunteers to assist flood-affected communities in Segamat, Johor.

The flagging-off ceremony, officiated by Minister Gobind Singh Deo, saw participation from volunteers representing the National Digital Department, MYNIC Berhad, CyberSecurity Malaysia, Malaysia Digital Economy Corporation (MDEC), Digital Nasional Bhd, Personal Data Protection Department and MyDIGITAL Corporation.

Gobind said the initial team of 12 volunteers would deliver 100 boxes of supplies, including bottled water, disposable diapers, sanitary pads and toiletries, to 33 affected families.

“We all know that floods have impacted several parts of Malaysia, but the Digital Ministry has been tasked to focus on Johor.

“We will also ensure that supplies are delivered to other areas in Johor that need assistance,“ he told reporters after the ceremony today.

He further explained that the distribution of aid was based on requests from evacuation centres and the specific needs of flood victims.

“The Digital Ministry is committed to doing its best for those affected by the floods, and I hope this assistance helps alleviate their burden,“ he said.

IGP: No police report against Dr Mahathir over Batu Puteh RCI yet

KUALA LUMPUR, Dec 10 — No police report has been lodged so far against ex-prime minister Tun Dr Mahathir Mohamad over the Royal Commission of Inquiry (RCI) on Batu Puteh, Middle Rocks and South Ledge, said the inspector-general.

In the declassified report released last week, the panel conducting the RCI said there were grounds for a criminal investigation against the former PM for deceiving the country into surrendering its claim over the territory.

“No reports have been received (against the former prime minister on the matter),” Tan Sri Razarudin Husain was quoted as saying by New Straits Times today.

Earlier today, Dr Mahathir held a press conference rejecting the findings of the RCI, which he claimed was conducted to target him with blame.

In 2018, Malaysia decided to withdraw its application for a review of the International Court of Justice's (ICJ) 2008 judgment, which awarded sovereignty of Batu Puteh to Singapore.

When announcing the withdrawal shortly before the scheduled hearing, Dr Mahathir said legal experts had found Malaysia’s case to be weak and cited a desire to foster good relations with Singapore.

The decision effectively upheld the ICJ’s earlier ruling, leaving Pedra Branca under Singapore's sovereignty.

Since then, the RCI has concluded that Dr Mahathir had misrepresented the legal views over Malaysia’s chances in the review, and that he acted unilaterally in directing Malaysia’s withdrawal.

Kedah MB Sanusi acquitted of sedition charge over Sultan of Selangor, trial for former Agong remark to proceed in February

SHAH ALAM, Dec 10 — The High Court here today acquitted and discharged Kedah Menteri Besar Datuk Seri Muhammad Sanusi Md Nor of a sedition charge over remarks about the Sultan of Selangor, Sultan Sharafuddin Idris Shah.

Judge Datuk Aslam Zainuddin delivered the ruling after deputy public prosecutor Datuk Masri Mohd Daud informed the court that the prosecution did not intend to proceed with the first charge against the Jeneri state assemblyman and sought to withdraw it.

“For this charge, the prosecution wishes to withdraw and discontinue the case, and requests for a discharge not amounting to an acquittal (DNAA),” said Masri.

However, the second charge of uttering seditious remarks against Sultan of Pahang Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah, who was the Yang di-Pertuan Agong at the time, will proceed to trial from Feb 24 to 28 next year.

Judge Datuk Aslam then ruled that the accused be acquitted and discharged from the first charge, as applied for by Muhammad Sanusi’s lawyer, Awang Armadajaya Awang Mahmud.

“For the first charge, the accused in this case is acquitted and discharged, while the trial for the second charge will proceed from Feb 24 to 28, 2025,” he said. — Bernama

KUALA LUMPUR, Dec 10 — Datuk Seri Najib Razak today said the late Saudi ruler King Abdullah was a charitable man known for giving gifts, and insisted that US$681 million (RM2.081 billion) which entered his private AmIslamic bank account by April 2013 was yet another donation from the latter.

Najib, who is Malaysia’s former prime minister, said the alleged political donation from King Abdullah was in keeping with the then Saudi king’s character.

Testifying in his own defence in his 1Malaysia Development Berhad (1MDB) trial, Najib disagreed with the prosecution’s case that the US$681 million was part of US$3 billion in funds raised by 1MDB’s subsidiary 1MDB Global Investments Limited (1MDB GIL) through a bond.

Najib said he had always believed the US$681 million was instead donations from King Abdullah from his or Saudi Arabia’s funds that were transferred through Tanore Finance Corporation to Najib’s accounts.

He said there was a Saudi Arabia letter confirming that the alleged donation would come to him via Tanore, and said both AmIslamic Bank and Bank Negara Malaysia did not flag these money transfers as suspicious and did not ask him about the legitimacy of the alleged donations which he declared to them.

“In all events, I have always treated the funds received as a political donation pledged by the late King Abdullah and that was how I spent them, i.e. on political causes and charities.

“When there appeared to be no political need for the money, I have returned the unused sum i.e. US$620 million back to Tanore Finance Corporation, an entity which was represented to me to be controlled by King Abdullah,” he told the High Court, referring to the US$620 million (RM2.03 billion) sent out in August 2013.

Najib said he did not doubt that the US$681 million was genuinely a donation from King Abdullah, as he had relied on systems and safeguards in AmIslamic Bank and Bank Negara Malaysia and that he was not alerted of the “possible suspicious nature” of the money entering his accounts.

“In any event, I am aware that the late King Abdullah was known for his philanthropy, donations, and gift-giving.

“Even the common Arab men are known for their charitable nature, what more the King himself,” he said.

Najib also said he remembered Spain’s then ruler King Juan Carlos too had received US$100 million from King Abdullah in 2008 via Saudi Arabia’s Ministry of Finance.

“So, it was not out of character for King Abdullah to part with that kind of money.

“If I remember correctly, the Swiss authorities had probed into the remittances and had concluded in 2012 that there was insufficient evidence to show that the remittances were of a corrupt nature,” he said, referring to the 2008 US$100 million amount.

While saying that he did not know then that Tanore was a company registered in the British Virgin Islands (BVI), Najib today said it would be naive to think that Arab conglomerates would limit their investments to only the Middle East and that it would not be unusual for the Saudi ruler to have money in the BVI.

“In fact, the Gulf countries have been heavily investing in the United Kingdom in the hundreds of millions of dollars, ranging from properties, media companies, and even in banking institutions.

“It would not be out of the ordinary for funds controlled by King Abdullah to be spread out in banks and entities the world over, including the British Virgin Islands, which are a part of the British Overseas Territories,” he said.

Najib said he had relied on Bank Negara and other banks to flag any suspicious transfers of money into his bank account, saying that this was one of the reasons he opened a “local bank account under my personal name to receive the donation in Malaysia, where I would probably be ranked the highest in the list of politically exposed persons in Malaysia”.

“It was for transparency. Which was also the reason my political spending of the donations was transacted almost entirely through cheques,” he said.

Najib said he could have easily opened offshore bank accounts if he had “any corrupt motivation to pillage 1MDB money” but said he never did so.

“I would not have spent it on political and charitable causes and deprived myself of any benefits from the money. And I would most certainly not have returned 91 per cent of the money received from Tanore Finance Corporation back to Tanore Finance Corporation,” he said when indicating that his other actions showed that he did not have a corrupt intention to plunder 1MDB.

On the first day of the 1MDB trial, the prosecution had said it would show that money from the US$3 billion funds raised by 1MDB GIL flowed through various entities before reaching Tanore, and that Tanore had by April 2013 transferred US$681 billion to Najib's account.

Tanore is now known to be under the control of Eric Tan, an associate of Malaysian fugitive Low Taek Jho.

Najib is facing 25 criminal charges in the 1MDB trial, namely four power abuse charges and 21 money laundering charges.

One of his power abuse charges is in relation to the US$681 million, while nine of his money laundering charges are in relation to the same US$681 million sum and five money laundering charges are over the US$620 million sum he claimed to have returned.
