The Supreme Court on Monday said that the provisions of the Uttar Pradesh Board of Madarsa Education Act 2004 may be in conflict with the University Grants Commission Act of 1956 as they authorise the Board to confer degrees.
Chief Justice of India (CJI) D Y Chandrachud, presiding over a three-judge bench which heard the appeal against the Allahabad High Court judgment holding the 2004 Act, unconstitutional pointed out that section 9(1) of the Act which speaks about the powers of the Board to grant degrees and postgraduate degrees like Alim, Kamil, Fazil etc.
He said, “as per UGC Act, the right of conferring or granting degrees shall be exercised only by a University established or incorporated by or under a central act, a provincial act or a state act or an institution deemed to be a university Under section 3 or an institution specially empowered by national parliament to confer or grant degree. For the purpose of this section, degree means any such degree as may with the previous approval of the central government be specified in this behalf by the commission. In other words, one thing is very clear that the state act does not constitute the madarsa board as a university. It’s not a university. Therefore, it cannot confer any degree. Therefore, perhaps the provisions of the state act in so far as they authorise the madrasa board to confer degrees may be in conflict with the UGC Act”.
Senior Advocate Menaka Guruswamy, appearing for the appellants, told the Bench also comprising Justices J B Pardiwala and Manoj Misra that the Board was only giving certificates and not degrees as it had only applied for permission in 2001 and the same was yet to be granted.
“We are conferring only certificates…Until we get that permission, we will not be conferring any degrees of any sort,” she told the Bench.
Justice Pardiwala asked, “You may be issuing a certificate. For example, Aalim graduate, Kamil postgraduate. What will be the legal authenticity of that certificate? Will that student be called a graduate on the basis of that certificate?”
“No”, said Guruswamy, adding, “the student would have been educated. And we will not be in conflict with any UGC regulations simply because a degree is not being confirmed.”
The CJI also said that “a law per se regulating an institution belonging to a particular community does not ipso facto offend the principle of secularism. For example, you have the Hindu religious endowments and charitable institutions act…There are laws providing for the proper administration of religious institutions run by Hindus. That does not offend secularism per se. Those are there in all states from Maharashtra to Tamil Nadu. Therefore, what we really need to see is this. The High Court says that this completely offends the principle of secularism. Article 30 enables linguistic and religious minorities to establish institutions of their choice. They are not confined only to teaching their religion. For instance, a Zoroastrian institution or a Buddhist institution can teach a course in medicine also. They can teach engineering. There’s no compulsion that a Buddhist institution must teach only Buddhism.”
CJI Chandrachud added, “Article 30 also contemplates that you can teach your religion as well. The bar is under Article 28 that no institution receiving aid from state funds shall sponsor any particular religion.”
Senior Advocate A M Singhvi, also appearing for the petitioners, contended that the HC order tantamount to a ban. “You suggest ways to improve, suggest regulation…The High Court has misdirected itself. Banning is per se wrong, unconstitutional. The perspective that you can do much more by regulation, suggestions, improvements, reforms. Here is a ban order.”
On April 5, the Supreme Court stayed the High Court order which declared the 2004 Act “unconstitutional” on the ground that it violates “the principle of secularism” as well as fundamental rights provided under Article 14 of the Constitution. Monday, the CJI noted that the act is regulatory in nature. “The board is not an authority which provides for education. It is regulating the character of affiliated institutions”.
Guruswamy said that “the HC wrongly conflates regulation with religious instruction and thereby says religious instruction violates secularism as provided for by the constitution.” She added that “it is only a regulatory mechanism which in fact we should be vested in if we are invested in excellence of educational institutions including madrasas.”
The CJI pointed out that even “Article 30 contemplates that the state can make regulations to further the excellence of education. Like Conditions of service for teachers, security of tenure and so on and so forth.”
He added, “The state may also have a vital interest in ensuring, for instance, these are young children who are coming to the madrasas. That they must be able to have some broad-based education apart from, of course, religious instruction. That they learn the essentials of all the subjects required to lead a proper life once they get out.”
Guruswamy said that “the regulations in fact understand that not only will you be exposed to the philosophy of religions which is constitutionally permissible but you will also be imparted education in social science, computer science, maths, english. This is also what these institutions do.”
She added that “in a state such as UP, Madrasas play a vital educational role and ensure access to education.” The hearing will continue on Tuesday.

The J&K Police’s Counter Intelligence Kashmir (CIK) wing has conducted operations across several districts of the Kashmir Valley on Tuesday and said that it busted the recruitment module of a newly formed militant group with links to Lashkar-e-Toiba (LeT).
According to police, they conducted the operations after getting inputs about an “active” militant module. Raids were carried out in several locations across Srinagar, Budgam and Ganderbal in central Kashmir; Kulgam, Anantnag and Pulwama in south Kashmir; and Bandipora in north Kashmir.
Police identified the newly formed militant organisation as Tehreek-e-Labaik Ya Mulism (TLM), which they said was an offshoot of the banned Lashkar-e-Toiba (LeT).
The busted recruitment module of the TLM was run by a Pakistan-based Lashkar commander called Baba Hamas, police said.

UNITED NATIONS: US President Joe Biden has signaled “tacit approval and explicit support for Israel’s unlawful military aggression against Iran,” Iran’s mission to the United Nations said on Monday, citing remarks by Biden in Germany last week.
“The United States will bear full responsibility for its role in instigating, inciting and enabling any acts of aggression by Israel against the Islamic Republic of Iran ... as well as for the catastrophic consequences on regional and international peace and security,” Iran’s UN mission said in a letter to the UN Security Council.
Biden, on a visit to Berlin, also told reporters he has an understanding of how and when Israel will respond to the missile attacks by Iran. He declined to elaborate.

Federal Territories Fatwa Committee Do Decide On GISBH Doctrine This Thursday

KUALA LUMPUR, Oct 21 (Bernama) -- The Federal Territories Fatwa Committee will decide on the status of the doctrine by GISB Holdings Sdn Bhd (GISBH) at its meeting Thursday (Oct 24), said Federal Territories Mufti Associate Prof Datuk Dr Luqman Abdullah. He said the meeting would be held specifically to discuss the matter. "We will hold a fatwa meeting on October 24 specifically to discuss the issue of GISBH whether it will be gazetted as deviant or otherwise,” he said when met by reporters after the launch of the Federal Territories Islamic Religious Council's Laptop Aid Scheme at the Federal Territories Mosque today.When asked about deviant teachings in the Federal Territories, Luqman said more than 20 groups have been detected and a “fatwa” (edict) issued. Regarding a statement by the Minister in the Prime Minister's Department (Religious Affairs), Datuk Mohd Na'im Mokhtar that differences of opinion among Muslims should be managed courteously, Luqman said there are authorities and “fatwa” that the communi ty has to comply with to avoid conflict. "We all have our views, but at the end of the day we have to comply with the decision issued by the fatwa institution," he saidSo far, Melaka, Perlis, Selangor, Sabah and Penang have declared the beliefs and teachings of GISBH as deviant. -- BERNAMA

JEDDAH: Award-winning composer Simon Franglen delivered a masterclass on “Scoring a Hollywood Blockbuster” on Sunday at AMC cinema in Stars Avenue Mall.
The event was part of the Music and Sound Program being hosted by Red Sea Labs, a flagship initiative of the Red Sea Film Foundation.
Renowned for composing soundtracks for some of Hollywood’s most iconic films, including “Avatar: The Way of Water,” which stands as the third-highest-grossing film of all time, Franglen offered attendees a behind-the-scenes glimpse into his career and his approach to film scoring.
He demonstrated the intricate work involved in composing for film, using a clip from “Avatar: The Way of Water” to showcase the significant role of a score.
Franglen emphasized the importance of respecting dialogue and sound effects, asserting that composers must collaborate with these elements instead of working in opposition to them.
Reflecting on his experience teaching in Jeddah, Franglen noted how the cultural context enhanced his approach.
“I’m connecting with composers from across Africa and Asia, and the beauty of music is that it transcends boundaries,” he said. “I encourage each composer to draw inspiration from their unique backgrounds, which shapes their style. Music is a universal language; I appreciate sounds from Mali, South Africa, Saudi Arabia, China, and beyond, just as much as I do from my own roots.
“That’s the true joy of being a composer: embracing the diversity of music without geographical constraints.”
When discussing collaborating with directors, Franglen explained his role as a composer: “When I have a director who has a clear vision, my job is to fulfill that vision while infusing my own creativity into the project.
“They hire me to bring a unique perspective to the score. It’s essential for me to allow the film to breathe musically, ultimately striving to enhance the film and deliver a score that elevates the overall experience. This collaborative process with the director is crucial.”
Franglen also highlighted the emotional power of music in film. He recounted a specific moment in “Avatar: The Way of Water” involving a song by central character Neytiri.
“The first time she sings, it conveys happiness, but during her second performance, the tone shifts to sadness. Even though it’s the same song, my goal is to adjust the musical backdrop to reflect her emotional journey, allowing the audience to grasp the pain and sorrow beneath the surface.
“By the end of the film, when (the film’s protagonist) Jake speaks to his deceased son, I want the music to evoke that deep sense of loss and pathos, and I believe I was able to achieve that.”
Addressing the growing influence of artificial intelligence in the music industry, Franglen expressed his concerns.
“We must accept that AI will likely replace many lower-level music roles — that’s an undeniable reality. The challenge is that while AI can generate countless variations, the majority of them may lack quality. This will result in a homogenization of music, dulling its vibrancy and making it more monotonous.
“My real concern is that as AI systems proliferate, human creativity may become bland and uninspired, which would be a significant loss for the art form.”
The masterclass is part of an extensive eight-day workshop designed to enhance the skills of composers and sound design professionals through hands-on training and expert mentorship.
Led by industry experts, the program aims to equip both aspiring and established talents in film scoring from the Arab world, Asia, and Africa.
Running until Oct. 26, the program will feature a series of practical workshops and enriching lectures delivered by specialists in film scoring and sound design for cinema.
This initiative reflects the Red Sea Film Foundation’s ongoing commitment to nurturing talent across diverse sectors in Saudi Arabia, providing comprehensive support from development to final production and distribution.
Red Sea Labs is bridging the talent gap with a program that combines theoretical knowledge with practical application. Composers have the opportunity to immediately apply what they have learned and receive feedback from on-site tutors.

Decide Mosque Matter Within 8 Weeks: Himachal Pradesh HC To Municipal Commissioner

The Himachal Pradesh High Court Monday directed the court of the Shimla Municipal Commissioner Court to decide within eight weeks the 15-year-old case about the alleged illegal construction of Sanjauli mosque.
The direction came hours after the demolition of three unauthorised storeys of the mosque began following an October 5 order of the MC Court. While the demolition got underway after permission was granted by the Waqf Board, the final verdict in the case, being heard by the court of municipal commissioner, is awaited.
Hearing a writ petition filed by the residents of Sanjauli, Justice Sandeep Sharma directed the Commissioner of the Municipal Corporation to decide the matter within eight weeks.
“After a detailed argument, the High Court allowed the writ petition on behalf of the residents of Sanjauli and directed the Municipal Corporation to decide the main case in eight weeks. It also instructed to serve notices to all the stakeholders before hearing the case,” said Advocate Jagat Pal Thakur, who is also one of the petitioners.
Thakur, who was assisted by Advocate Parul, said according to Section 254 (6) of the MC Act, 1994, the proceedings of a case should be closed in six months but this particular case has been pending for the past 15 years.
“Therefore, we filed the writ petition on October 19 seeking a time-bound decision in this case,” he said.
The petitioners cited a report of a junior engineer of the municipal corporation to claim that the entire structure and not just a few floors of the mosque was illegal.
The case dates back to 2010 and in its 46th hearing on October 5, the MC Court had directed the Waqf Board and the president of the Sanjauli Mosque Committee to demolish three storeys of the five-storey disputed structure in two months at their own cost. The mosque committee submitted the representation, offering to demolish the unauthorised floors on September 12.

He said that Kapoor has given permission to demolish it but at the same time has refused to give funding, so it will take us more time to demolish it. At first, it sounded like firecrackers from a wedding. Within minutes, though, it became clear that an unprecedented terror attack was unfolding at the campsite of a major construction project in Kashmir’s Gagangir.
A day after Sunday’s terror attack, which left six men from outside Kashmir as well as a local doctor dead, security forces had cut off all roads leading to the camp as top investigative agencies descended on the scene to start a probe.
The campsite, where the employees were staying, is just below an approach road to the tunnel, and is surrounded by barren mountains on one side and the Srinagar-Leh national highway on the other. Across the highway is a village situated on the foothills of a mountain with dense forests.
The victims were employees of infrastructure company APCO Infratech, which is constructing the Z-Morh tunnel on the Srinagar-Sonamarg highway. Not only is this the first militant attack on a key infrastructure project in J&K, it also comes in an area that has been relatively terror-free. The tunnel is crucial because it would give all-weather connectivity to Sonamarg and, eventually, Ladakh.

The men were identified as Faheem Nasir, Mohd Hanif and Kaleen from Bihar; Anil Shukhla from Madhya Pradesh; Dr Shahnawaz from Budgam in Kashmir; Sashi Abrol from Jammu; and Gurmeet Singh from Punjab.
Speaking to The Indian Express, a man who runs a provisional store right across the camp said, “It had grown dark and we heard incessant gunshots. We thought these were firecrackers. There was a wedding ceremony going on just 100 meters away, and they (workers at the Z-Morh tunnel) also detonate explosives sometimes.”
“But suddenly, we saw (private) security personnel rushing out of the camp, towards the road. They were frightened and told us there had been an attack on the campsite. We shut our shops immediately and rushed back home,” he said.
The construction firm had employed their own private security, sources said, adding that the nearest CRPF camp is around 300 metres away.
According to sources, the survivors informed them that two militants had opened indiscriminate fire at the camp around the time the employees were having dinner.

“There were two men wearing a chadar (a woolen shawl). They arrived at the camp, removed the shawl and opened fire,” a police official said, quoting the survivors. “They targeted the campsite at three places, including the mess.”
On power supply to the camp being cut at the time, the official said,”There are conflicting reports about it. While one group of workers said militants snapped the electricity, the other group said some of the workers themselves switched off the electricity to prevent militants from finding targets.”
According to officials, the 6.4 kilometer tunnel is almost complete and the inauguration was delayed because of the Model Code of Conduct being imposed during the recent assembly polls.

A villager from Gagangir who drives a dumper truck for the construction company said a majority of employees working at the tunnel had already left some time ago.
A private security guard working for the construction company recalled hearing gunshots in the evening. “I was posted at the periphery. When I heard the gunshots, I called my colleagues. They informed me the camp was under attack and three sites had been targeted,” he said.
On Monday, senior security officials, including the Additional Director General of Central Reserve Police Force, visited the campsite.
A team of the National Investigation Agency also arrived at Gagangir to begin a probe and to conduct forensic analysis. A senior official said the central agency is likely to take over the probe.
The security forces and the police are yet to make a public statement on the attack.
J&K Chief Minister Omar Abdullah and Lt Governor Manoj Sinha meanwhile visited the Sher-i-Kashmir Institute of Medical Sciences in Srinagar to enquire about the well being of the injured workers.

Ganderbal terror attack: Security forces launch massive combing operation, protests against killings in many parts of J-K

Security forces launched a large-scale combing operation in the area adjacent to tourist spot Sonmarg on Monday, a day after a horrific terror attack at a tunnel construction site in Jammu and Kashmir's Ganderbal claimed seven lives.
National Investigation Agency (NIA) agents scoured the scene for crucial evidence as army, CRPF, and police units spread out across the hills surrounding the construction area to track down the perpetrators and their accomplices involved in one of the deadliest attacks on non-local labourers in the Kashmir valley.
The assailants believed to be Pakistani terrorists, meticulously studied the site layout before executing their plan. They first targeted the labourers' mess before proceeding to the officers' quarters.
Officials suspect that the attackers may have had prior knowledge of the site, potentially having worked there previously or receiving support from locals present at the location. Eyewitnesses recounted the cold-blooded firing by the attackers.
The officials said CCTV footage from the area is being scrutinised.
The Resistance Front, a shadow organisation linked to the banned Lashker-e-Taiba, has claimed responsibility for the barbaric act.
In a region that has been plagued by terrorism for over three decades, this area had not experienced such a violent incident before.
The attack, which left a doctor and six labourers dead, unfolded when the staff had returned to their camp late in the evening after working on the tunnel project.
The terrorists, two in number, indiscriminately opened fire on the group.
Among the deceased were Dr Shahnawaz Dar, Faheem Nasir, Kaleem, Mohammad Hanif, Shashi Abrol, Anil Shukla and Gurmeet Singh.
The NIA's investigative team visited the site to gather crucial evidence that could aid in identifying the attackers.
As leaders of various political parties and outfits condemned the attack, Jammu and Kashmir Chief Minister Omar Abdullah expressed determination not to let vested interests impede the region's progress and development.
Lieutenant Governor Manoj Sinha vowed to avenge the brutal attack, holding Pakistan accountable for instigating violence in the area.
National Conference president Farooq Abdullah also lashed out at Pakistan, saying Islamabad will have to stop terror incidents here if it wants to have friendly relations with India.
He said there can be no talks between New Delhi and Islamabad till the neighbouring country stops killings in Jammu and Kashmir.
"How can there be talks? You kill our innocent people and then you call for talks. First, stop the killings," Abdullah said.
Meanwhile, sombre scenes unfolded in the Nayidgam area of central Kashmir as thousands came together to bid a final farewell to Dr Shahnawaz Dar.
The atmosphere, which was filled with the joy of his daughter's wedding festivities just a fortnight ago, now resonated with cries of sorrow and lamentation as the community mourned the loss.
The village, situated just a short distance from the ancestral place of banned Hizbul Mujahideen chief Syed Salahuddin, came together to honour the memory of the doctor. Slogans demanding an end to senseless violence echoed through the village, accompanied by cries of "Dar Saheb Zindabad" and calls for a "revolution" in the wake of his sacrifice.
The funeral procession, with the poignant cries of inconsolable women and the grief-stricken faces of the crowd, made its way through the village lanes after which Dar was laid to rest in his ancestral graveyard.
Protests against the killings also erupted in various parts of Kashmir, with demands for justice for the victims and calls to end terrorism. Demonstrations were held in solidarity with the victims, emphasising a united stance against violence and terrorism.
The biggest protest march was held at Pulwama where youth held placards demanding an end to the bloodshed. They also demanded justice for the victims of the terror attack.
The protestors were carrying a huge banner that read 'Pulwama stands against terrorism'.
A similar protest was also held at Ghanta Ghar in Kulgam town.
In Jammu, organisations held protests condemning the terror attack and demanding swift action against those responsible, attributing the violence to external forces attempting to disrupt peace and stability in the region.

Won't let 'vested interests' prevent benefits of development from reaching people: J&K CM

Chief Minister Omar Abdullah on Monday said he will not allow "vested interests" to prevent the benefits of peace and development from reaching the people of Jammu and Kashmir, who "enthusiastically" participated in the recent elections.
The statement comes a day after a deadly terror attack at a tunnel construction site in Jammu and Kashmir's Ganderbal left seven people, including a doctor and six migrant labourers, dead.
Talking to reporters here, Abdullah said he will ensure that no obstacles impede the flow of developmental benefits to the people of Jammu and Kashmir.
"The people have taken part in elections with enthusiasm with the hope that there will be improvement in their lives. We will not step back from that mission," Abdullah said.
The chief minister had gone to the SKIMS Hospital at Soura to enquire about the condition of those injured in the terror attack in the Gagangir area of Ganderbal district on Sunday night.
Asked if those with vested interests were trying to target the development projects in Jammu and Kashmir, Abdullah said he would not allow that to happen.
"When did the vested interests want the situation here to normalise? This is nothing new. But we have defeated these very vested interests in the past and we will defeat them again," Abdullah asserted.
"We will not allow the development here to be stopped. If there are shortcomings in the security grid, we will remove them. I spoke to the DGP and we would advise all big projects not to take security issues lightly.
"Whatever they can do on their own, let them do it and let the security forces fill the gaps that remain," he added.
The chief minister termed the attack as "very unfortunate".
"Words are not enough to condemn this attack. What can be achieved by the use of terror against innocents? We have been seeing this for the past 35 years and nothing has changed in J&K.
"Whatever can be achieved for Jammu and Kashmir, it can be done in a peaceful atmosphere. Obviously, the reason behind this attack is to prove that the situation in Jammu and Kashmir is not conducive," he said.
Abdullah said the administration, especially police and security forces, will have to be extra alert and ensure that such attacks are not repeated.
"We have seen such an attack on a big project after many years. Before this, an attack took place at an IRCON camp when a railway tunnel was being executed," he said.
On the oath-taking of MLAs earlier in the day, the chief minister said the first session of the Legislative Assembly will be held in the first week of November.
"Next month, the first week of November, the session of the legislature will take place. The legislature will start its work," he said.

Hezbollah says targeted Israeli ‘intel base’ in Tel Aviv suburbs

CAIRO/BEIRUT: Lebanon’s Hezbollah group said it targeted on Tuesday two positions in the suburbs of Israel’s commercial hub Tel Aviv, including an intelligence base for the second time in a few hours.
A “salvo of rockets” was fired against the “Glilot base of the 8200 military intelligence unit,” the Iran-backed group said in a statement, after having claimed on Monday night similar attacks on the same position. Also Tuesday, the group said it fired rockets at another position in Tel Aviv’s suburbs.
Sirens sounded in central Israel as a projectile was identified crossing from Lebanon and falling into open ground, the army said on Tuesday.
Alerts sounded in the Samaria area and in Modi’in Illit, the Israeli military added in a statement.
Israel’s multi-layered air defenses have intercepted the vast majority of missiles and drones fired at it since the start of the Gaza war.
The conflict between Israel and Hezbollah erupted one year ago when the Iranian-backed group began launching rockets at northern Israel in support of the Palestinian militant group Hamas, at the start of the Gaza war.
It has intensified in recent weeks, with Israel bombing southern Lebanon, Beirut’s southern suburbs and the Bekaa Valley, killing many of Hezbollah’s top leaders, and sending ground troops across the border. Hezbollah for its part has fired rockets deeper into Israel.

Wealthy Israelis offer rewards for release of Gaza hostages

JERUSALEM: Frustrated with the dwindling prospect of reaching a ceasefire deal in the year-long Gaza war, some Israeli entrepreneurs have sought a different avenue to release hostages — offering a financial reward for those who choose to free them.
Former SodaStream CEO Daniel Birnbaum told AFP Monday he had received around 100 calls after announcing on social media platform X that he would give $100,000 in cash or bitcoin to “anyone who delivers from Gaza a living Israeli prisoner.”
The former chairman of the Israel-based soda company added that his offer was valid until “midnight Wednesday.”
Birnbaum said most of the calls are pranks, threats or curses, but “10 to 20 could be legitimate” and were transferred to Israeli authorities for further verification.
He said the people who called him were “more concerned with getting out (of Gaza) than with the money.”
With so many hostages, Birnbaum said, some civilians unaffiliated to Hamas must have information on the captives’ whereabouts.
“There might be civilians who think enough is enough and they want to live,” he said.
Militants took 251 people hostage during the October 7, 2023 attack orchestrated by Palestinian Islamist movement Hamas.
Of those, 97 still remain held in Gaza, including 34 who Israeli officials say are dead.
The Hamas attack resulted in the deaths of 1,206 people, mostly civilians, according to an AFP tally of official Israeli figures.
Israel’s retaliatory campaign has so far killed at least 42,603 people in Gaza, the majority civilians, according to data from the health ministry in the Hamas-run territory, figures the UN considers reliable.
“I’m not expecting to get everyone back (but) I’d be delighted if we got back just one hostage,” Birnbaum said.
He said he didn’t “ask for permission” from the Israeli government.
“I think the element of a financial reward should come from the private sector, let’s see if it works. Whatever we have been doing until now, its not working,” he added.
Raising funds
Upon hearing of Birnbaum’s initiative, Israeli-American real estate developer David Hager also began raising money.
He told Israel’s Channel 12 on Sunday that he had already gathered some $400,000 with help from friends.
Each of them “offered in $100,000,” he said, calling on to other businessmen to contribute in order to reach $10 million.
Hager, who made his fortune in the United States, said “there are IT guys here who have made huge sums, and this is small money for them.”
Following the recent death of Hamas chief Yahya Sinwar, Israeli Prime Minister Benjamin Netanyahu said Thursday that Palestinians who laid down their weapons and brought back captives would live.
Flyers dropped above Gaza by the Israeli army in the following days also guaranteed that “whoever lays down their arms and returns the hostages will be able to leave (Gaza)... in peace.”
The Israeli army has been air dropping thousands of such flyers since the beginning of the war, asking for information about hostages.
But these calls have little chances of success, Palestinian affairs expert Michael Milshtein of Tel Aviv University’s Moshe Dayan Center told AFP.
“There could be one, two, or three cases, but we’re not going to see roads full of people ready to accept this offer,” he said.
Muhammad Al-Najjar, a resident of northern Gaza who fled to the southern city of Khan Yunis to escape an ongoing Israeli military operation, told AFP that such offers from the Israeli army were bound to fail.
“As a people, we don’t pay attention to anything the (Israeli army) publishes or distributes,” he said, adding that some people use the flyers as kindle for fires in the shortage-stricken coastal territory.
Najjar, 33, said he believes that “Hamas will not agree to release the hostages without something in return” and pointed to the necessity of a negotiated ceasefire deal to guarantee that the captives are freed.
During a one-week truce in November last year, 105 hostages were released, among them 80 Israelis in exchange for 240 Palestinian prisoners.
All attempts to reach a new ceasefire have failed since, with both sides trading blame for stalling talks.

Palestinians met requirements for Israel to extend banking waiver, source says

WASHINGTON: Israel’s requirements for the indemnification needed to allow Israeli banks to continue conducting transactions with Palestinian banks have been met by the Palestinian authorities, according to a source familiar with the situation.
Technical experts argue that should warrant an extension of a current indemnification — set to lapse on Oct. 31 — for at least a year to avert an economic crisis in the West Bank, the source said.
US Deputy Treasury Secretary Wally Adeyemo, who last month warned Israel that allowing the banking relationships to lapse would put its own security at risk, spoke on Monday with Palestinian Authority Prime Minister Mohammad Mustafa, according to the source. They discussed security and economic issues, as well as the authority’s efforts to improve its anti-money-laundering and countering-the-financing-of-terrorism regime.
Adeyemo noted the authority’s progress on the issue, including completing key milestones for assessing risks within its jurisdiction and bolstering effective compliance with international standards, the source said.
Israel’s embassy in Washington did not immediately respond to a request for comment.

Lebanon security source says planes switch runways after Israeli strike near Beirut airport

BEIRUT: A Lebanese security official told AFP that the country’s national airline had to switch landing strips on Monday after Israeli strikes near Beirut’s only international airport hit close to the main runway.

Israel apologizes for strike that killed 3 Lebanese soldiers

BEIRUT: The Israeli military apologized Monday for a strike that killed three Lebanese soldiers in southern Lebanon, saying it is not battling the country’s military and its troops believed they were targeting a vehicle belonging to the Hezbollah militant group.
Israeli strikes meanwhile hit nearly a dozen branches of a Hezbollah-run financial institution that Israel says is used to fund attacks but where many ordinary people keep their savings.
Last week, Hezbollah said it is entering a new phase in its fight against invading Israeli troops, as the region reckoned with the killing of top Hamas leader Yahya Sinwar in a battle with Israeli forces in Gaza. Sinwar was a chief architect of the attack on southern Israel that precipitated the latest escalating conflicts in the Middle East.
Israeli Prime Minister Benjamin Netanyahu has pledged to annihilate Hamas and recover dozens of hostages held by the group. Hamas says it will only release the captives in return for a lasting ceasefire, a full Israeli withdrawal from Gaza and the release of Palestinian prisoners.
On Oct. 7, 2023, Hamas-led militants blew holes in Israel’s security fence and stormed in, killing some 1,200 people, mostly civilians, and abducting another 250. Israel’s offensive in Gaza has killed over 42,000 Palestinians, according to local health authorities, who do not distinguish combatants from civilians. The war has destroyed large areas of Gaza and displaced about 90 percent of its population of 2.3 million people.

Qatar condemns Israeli settler raid of Al-Aqsa Mosque compound

Since the beginning of the war on the Gaza Strip, Israel has detained more than 11,300 people in the occupied West Bank.
Qatar has strongly condemned the storming of the Al-Aqsa Mosque compound by hundreds of Israeli settlers, and called for immediate action to protect holy sites from such provocations.
In a statement on Sunday, the Qatari foreign ministry described the raid as “a flagrant violation of international law and an act of provocation to the feelings of Muslims worldwide”.
The Gulf state also warned of the “repercussions of the repeated Israeli attempts to compromise” the mosque’s “religious and historical status quo”.
“The international community should shoulder its moral and legal responsibility toward Jerusalem and its sanctities,” the statement added, reiterating Qatar’s unwavering support for the Palestinian cause.
Hamas confirms killing of its leader Yahya Sinwar
Sources on the ground told Palestine’s news agency, Wafa, that more than 434 settlers broke into the mosque to perform Jewish religious rituals, led by Israel’s National Security Minister Itamar Ben Gvir, during the fourth day of the Jewish Sukkot holiday.
The settlers were under the complete protection of the occupation forces, who had intensified their entry restrictions for Palestinian worshippers in the days leading up to the raid. All access from the Lions’ Gate to the Mughrabi Gate was closed off by Israeli authorities.
Such moves have increased particularly in the shadow of the ongoing Israeli war on the Gaza Strip since October 7, last year, amid complete impunity and lack of firm international action.
The Israeli violations come amid attempts to Judaize Al-Aqsa Mosque as part of its illegal occupation of Palestine. Israel had captured East Jerusalem during the Six-Day War in 1967, widely known as the Naksa or “setback”.
Qatar welcomes ICJ ruling over Israel’s illegal occupation of Palestinian territories
Israeli occupation ‘unlawful’
In July, the International Court of Justice’s (ICJ) issued an advisory opinion that declared Israel’s occupation of Palestinian territories as unlawful. The Court ordered for the end of Israel’s presence on illegally occupied Palestinian territories “as rapidly as possible”.
The ICJ ruling came after a 2022 request by the United Nations General Assembly (UNGA) that sought its opinion on the legality of Israel’s occupation of Palestine.
Qatar was among the majority of 98 countries that voted in favour of the UNGA resolution, whereas 24 other countries, including Israel’s main ally, the United States, voted against the resolution.
A total of 53 other members had abstained.
Despite the ruling, Israel has intensified its settler expansion and occupation policies while carrying out deadly raids across the West Bank.
Since the beginning of the war on the Gaza Strip, Israel has detained more than 11,300 people in the occupied West Bank, according to Palestinian prisoners’ rights organisations.
In the same time period, Israel has also killed at least 759 Palestinians in the occupied West Bank, according to Wafa.

Police cripple attempt to smuggle in 20 Myanmar nationals into Malaysia

KOTA BHARU: Kelantan police foiled an attempt to bring in 20 Myanmar nationals at Jalan Bendang Morak, Palekbang, Tumpat, yesterday.
Tumpat police chief ACP Mohd Khairi Shafie said the attempted human trafficking incident was spotted by police who were on patrol around the road before finding a Proton Exora car heading towards Kampung Kepulau, Tumpat in a suspicious manner.
He said his officers tried to stop the vehicle using beacon lights and sirens but the driver continued to speed up by driving dangerously including breaking red lights at traffic lights.
“The police followed the suspect’s vehicle up to Jalan Pasir Pekan and members tried to stop the car but the driver acted aggressively by knocking into the police car causing damage to the front and back doors.
“The vehicle was driven into the side of the road to Kampung Pohon Tanjung Wakaf Bharu skidded and hit the road divider before the two suspects, the driver and the front passenger, jumped from the vehicle and fled into the bushes,” he said in a statement today.
However, police managed to round up the suspects and a check carried out found 20 Myanmar nationals inside the vehicle.
“The suspects were arrested for providing transportation for illegal immigrants and all 20 Myanmar nationals because they did not have any valid documents to enter Malaysia. Investigations will be carried out under Section 26A of the Atipsom 2007 Act (Act 670) and 6(1)(c) Immigration Act 1959/63,” he said.
He urged anyone with information about the case to contact the Tumpat police headquarters at 09-7257222.

PM Anwar: Hardcore poverty strategy ensures aid for all races, not just Malays

KUALA LUMPUR, Oct 22 — Prime Minister Datuk Seri Anwar Ibrahim emphasised that the government’s approach to addressing hardcore poverty is inclusive and non-discriminatory, ensuring that all citizens in need, regardless of race, receive assistance.
While acknowledging that the majority of the poor people in the country are among the Malay and Bumiputera communities, he insisted that all races including Chinese and Indians who are affected will be helped.
“It is true the majority are Malays, but a significant portion of the poorest are from the Indian community. For instance, in Kuala Lumpur, the majority is Malay but the Indian community is large and compared to the number, the population is high.
“When addressing hardcore poverty, we do not do so based on race. Therefore, we will address the needs of all the poor, including the small number in the Chinese community and the larger number in the Indian community,” he said during the Minister’s Question Time in the Dewan Rakyat today.
He said the notion that efforts to eradicate poverty are solely focused on Malays is not true.
While the majority of those in need may be Malays due to their larger population, the policy is designed to support all poor citizens, said the prime minister and encouraged anyone who hears statements contradicting the policy to report them, as they are not aligned with the government’s stance.
The prime minister was responding to a supplementary question from S. Kesavan (PH-Sungai Siput) regarding addressing hardcore poverty and the implementation of initiatives to eradicate poverty to cover all races, including the Indian community.
In response to an original question from Datuk Siti Zailah Mohd Yusoff (PN-Rantau Panjang) regarding the government’s efforts to eradicate hardcore poverty, Anwar said that as of Jan 31 last year, a total of 126,372 household heads were under the hardcore poor category and the issue was resolved by July 29 this year.
“However, we are aware that the number has increased, as the success of this initiative has led to new registrations. By July 29, we had resolved the initial cases, and on Aug 1, we reopened for new requests, including older ones that felt the need to apply again. This amounts to 22,893.
“As of Oct 21 this year, 15,029 household heads or 65.6 per cent of the hardcore poor cases have been resolved, and we will continue to work on addressing the remaining cases,” he said.
The Prime Minister said the cooperation between federal and state government agencies has contributed to the increase in new registrations for the hardcore poor, thus facilitating the government’s efforts to lift them out of poverty.
Regarding the mechanism used, Anwar, who is also the Minister of Finance said the government has shifted from using household income to per capita income as a more accurate way to assess the actual earnings of the people.
“We have revised the previous government’s approach to using per capita income based on new information, including from the Cost of Living Council, as well as dialogues and engagement sessions with state governments.
“This is not a perfect approach, but based on the figures provided, we have completed our goals for the first year. An additional 22,000 cases are nearly resolved, and I am confident they can be completed,” he said.
In response to a supplementary question from Syed Saddiq Syed Abdul Rahman (Muda-Muar) regarding the threshold for individual income levels that qualify for cash assistance, Anwar said the matter would be reviewed, taking into account the rising cost of living.
“Regarding the proposal to set the income threshold, we will examine new proposals and consider the need to increase the threshold based on living cost,” he said.
Syed Saddiq suggested that the government incorporate into law amendments regarding the setting of income thresholds requiring it to be conducted regularly and consistently, for example, in accordance with the country’s inflation rate on an annual basis or every three years.
Responding to Syed Saddiq’s inquiry about where the government’s savings are channelled, Anwar said that although there is a deficit in the 2025 Budget, the government is still able to increase the amount of assistance through savings and targeted subsidies.
“The projection for savings may more or less, but so far we have not set a definitive amount, except for the additional allocation of RM3 billion for the poor through the Rahmah Cash Contribution (STR) and increased funding for education and health,” he said.
Under the 2025 Budget, the government has provided the highest increase for the STR and the Basic Rahmah Contribution (SARA), raising it to RM13 billion from RM10 billion. This increase benefits nine million recipients or 60 per cent of the adult population in the country. — Bernama

Muslim Students Confederation petitions UNOHCHR over Tak Bai massacre trial

With the statute of limitations expiring on 25 October, the Muslim Students Confederation of Thailand (MUSTFETH) have filed a petition with the Office of the United Nations High Commissioner for Human Rights (UNOHCHR) calling on the UN to monitor the Thai authorities’ handling of the Tak Bai massacre trial.
The 25 October 2004 Tak Bai Massacre resulted in the death of 85 people. While attempting to disperse a protest in front of Tak Bai Police Station, held in response to the detention of six members of a village security team accused of providing arms to insurgents, with tear gas and water cannons, police shot and killed seven protesters and detained over 1300. Detainees were stripped to the waist and had their hands tied behind their backs. Some were beaten with gunstocks. They were then stacked on top of each other in trucks and transported to Fort Ingkhayutthaborihan, a military base in Pattani, 150 kilometres from the original location of the protest. 78 more people died from suffocation or organ failure during the 5-hour drive.
Seven former military, police, and civil officials are now facing trial after a lawsuit was filed against them by 48 people who lost family members in the massacre for murder by torture or acts of cruelty, coercion, unlawful detention, and malfeasance. The lawsuit was accepted by the Narathiwat Provincial Court on 22 August.
The officials have so far failed to appear in court, and the police have not been able to arrest them. The Narathiwat Provincial Court said that they must be brought to court by midnight on 25 October, when the statute of limitations will expire, or the case will be closed.
The students called on the UN to monitor and investigate the Thai authorities’ handling of the trial to ensure transparency and prevent a similar incident from happening again, as well as to ensure that the perpetrators will be held accountable to prevent the continuation of a culture of impunity in Thailand.
They also called on the UN and the international community to support the judicial process and mechanism for restoring justice in order to build public confidence, support the creation of a space for free expression, and protect the right to free speech.

These documents, forming a part of the COP29 Action Agenda, outline pathways for both governmental and non-governmental stakeholders to step up their climate commitments.
By inviting endorsements from a wide range of actors, the presidency aims to catalyze meaningful action beyond the official negotiations of the UN Framework Convention on Climate Change.
The COP29 Action Agenda, first introduced in September, seeks to complement the formal negotiation process by offering concrete initiatives designed to increase ambition across key climate sectors.

RIYADH: The International Monetary Fund is predicting a growth in gross domestic product of 4.7 percent for Saudi Arabia’s economy in 2025. This projection is well above the global growth average of 3.2 percent, and a major contributor to this exceptional growth is the agricultural sector.
Saudi Agriculture 2024, the premier agricultural event in the Kingdom, which opened on Monday, announced that the sector will contribute over $31 billion in 2024, while its future growth will be driven by investments of $70 billion by 2030.
Held under the patronage of the Ministry of Environment, Water and Agriculture, the event in Riyadh was opened by its minister, Abdulrahman Al-Fadli.
The largest agricultural exhibition and summit in the region, Saudi Agriculture 2024 is being held until Oct. 24 at Riyadh International Convention and Exhibition Center.

RIYADH: A Riyadh hospital has launched a new service that could dramatically improve stroke outcomes by treating patients while stuck in traffic.
At the Global Health Exhibition in Riyadh on Monday, the King Faisal Specialist Hospital and Research Centre launched the Mobile Stroke Unit.
The service can deliver immediate care to stroke victims, significantly improving recovery outcomes during the critical first hour after symptoms appear, also known as the “golden hour.”
The Mobile Stroke Unit addresses one of the main challenges in stroke care: Delays in reaching hospitals, particularly in congested urban areas like Riyadh.
Traffic often prolongs transport times, delaying critical treatment, lowering the chances of recovery and increasing the risk of death or lifelong disability.
KFSHRC’s Mobile Stroke Unit aims to overcome this challenge, providing stroke patients with immediate medical care en route to the hospital.
Once the Saudi Red Crescent Authority receives a report from a stroke victim’s family indicating symptoms such as arm weakness, facial drooping or speech difficulty, the Mobile Stroke Unit is dispatched immediately.
Inside the ambulance, a team of specialists, including a vascular neurologist, a critical care nurse, a paramedic and a CT scan technician, work together to diagnose and treat the patient before arriving at the hospital.
Dr. Fahad Al-Ajlan, a stroke neurologist at KFSHRC, highlighted the unit’s capabilities in an interview with Arab News.
“Basically, anything for a stroke patient, this emergency unit can deliver, starting from the diagnostic,” he said.
“We have here inside the unit advanced cutting-edge technology in addition to a cutting edge point-of-care lab and advanced medicine equipped with an AI for imaging.
“After establishing diagnosis, we could deliver the management for both ischemic and hemorrhagic strokes, and all the studies have shown that using this ambulance would lead to improved clinical outcome for both strokes and save the healthcare system a lot of budget.”
One of the most innovative features of the Mobile Stroke Unit is its ability to conduct CT scans and brain imaging while in transit, enabling medical teams to immediately determine whether the stroke is caused by a blocked artery or hemorrhage.
This allows staff to administer appropriate treatment on the spot, potentially saving millions of brain cells with each minute gained.
Patients treated within the first hour of symptom onset have a 70 percent higher chance of regaining normal function compared to those who experience delays in treatment, the hospital said.
The introduction of the Mobile Stroke Unit reflects Saudi Arabia’s commitment to advancing healthcare innovation as part of its Vision 2030 goals.
Stroke is a leading cause of death in the Kingdom, ranking third after heart disease and diabetes. By reducing the time between symptom onset and treatment, KFSHRC aims to lower the mortality rate and improve stroke outcomes for survivors, significantly improving their quality of life.

Two falcons fetch big bucks at Riyadh auction

A large crowd of falcon enthusiasts gathered to witness the auction of two exceptional falcons near the Saudi capital, Riyadh.
The event, organized by the Saudi Falcons Club, is being held at its headquarters in Malham, north of Riyadh, and will continue until Nov. 15.
One falcon, a young Shaheen caught in Hafar Al-Batin, 430 km north of Riyadh, was presented by falconers Mahdi, Khalaf, Rakan and Nawaf Al-Jumaili.
Bidding started at SR100,000 but closed at SR240,000 ($64,000), making it the most expensive falcon sold so far at this year’s auction, the Saudi Press Agency reported.
Another Shaheen falcon from the Al-Lith area was sold for SR150,000. The bird was 15 inches long, 15.25 inches wide and weighed 0.99 kg.
The Saudi Falcons Club offers extensive services to falconers throughout the hunting season, including housing and transporting birds to the auction site from various regions.
The auction is broadcast live on television and social media, making for fast-paced, competitive bidding, the SPA reported.
It plays a significant role in preserving and promoting Saudi Arabia’s cultural, economic and historical heritage in line with Vision 2030.
The event supports falconry activities and aims to develop the local falcon auction market, positioning it as a global hub for enthusiasts.

Saudi project clears 829 Houthi mines in Yemen

RIYADH: Members of Saudi Arabia’s Project Masam removed 829 explosive devices from various regions of Yemen last week.
The total included one anti-personnel mine, 49 anti-tank mines, 777 unexploded ordnances and two explosive devices, according to a recent report.
Ousama Al-Gosaibi, the initiative’s managing director, said a total of 466,711 mines had been cleared since its inception in 2018.
The explosives were planted indiscriminately and posed a threat to civilians, including children, women and the elderly.
The demining operations took place in Marib, Aden, Jouf, Shabwa, Taiz, Hodeidah, Lahij, Sanaa, Al-Bayda, Al-Dhale and Saada.
Teams are tasked with clearing villages, roads and schools to facilitate safe movement for civilians and the delivery of humanitarian aid.

Biden 'deeply concerned' about apparent leak of Israel plan to attack Iran

President Joe Biden is "deeply concerned" about a leak of classified documents that contain the US's assessment of Israeli plans to attack Iran, White House National Security Council spokesman John Kirby said.
Officials have not determined whether the documents were released due to a hack or a leak, Mr Kirby said.
House of Representatives Speaker Mike Johnson confirmed the publication of the documents over the weekend. They are said to contain the movements of Israeli military assets in preparation for a response to Iran's 1 October missile attack.
Iran's foreign ministry spokesman said the country was prepared to counter any Israeli attack.
The documents, marked top secret, were shareable within the Five Eyes intelligence alliance of the US, Britain, Canada, New Zealand and Australia, CBS, the BBC's US partner, reported.
There is no "indication" that additional documents will "[find] their way into the public domain", Mr Kirby said on Monday.
He added that President Biden "will be actively monitoring" the investigation to uncover how the documents were released, and he intends to hear measures that will be taken "to prevent it happening again".
What leaked US assessment of Israeli plans to strike Iran shows
For weeks Israel has been deciding how and when to respond to Iran's latest missile attack. Israel's defence minister has warned it will be “deadly, precise and surprising”.
The two documents reportedly appear to be attributed to the US National Geospatial Intelligence Agency and the National Security Agency (NSA), and were published on an Iranian-aligned Telegram account on Friday.
Johnson, the highest-ranking member of Congress, told CNN on Sunday that "the leak is very concerning".
"There's some serious allegations being made, there's an investigation underway, and I'll get a briefing on that in a couple of hours," the Louisiana Republican lawmaker said.
The Pentagon confirmed in a statement that it was aware of reports about the documents, but did not comment further.
The US agencies involved, as well as the Israeli government, have not publicly commented.
CNN and Axios first reported the alleged leak, which appears to confirm once again that the US spies on its close ally Israel.
One document makes a reference to Israel’s nuclear capabilities - which neither the US nor Israel have officially acknowledged - apparently ruling out the use of such an option in any planned strike.
One former American intelligence official told the BBC that the unauthorised release was probably an attempt to expose the scale of the planned retaliation, possibly to disrupt it.
The US is investigating whether the information was intentionally leaked by a US agent, or whether it was stolen, possibly through hacking, officials told the Associated Press.
The two documents appear to be based on satellite information obtained from 15-16 October.
The first is titled: "Israel: Air Force Continues Preparations for Strike on Iran and Conducts a Second Large-Force Employment Exercise," according to Reuters news agency. It describes ballistic and air-to-surface missile handling.
The second is titled: "Israel: Defense Forces Continue Key Munitions Preparations and Covert UAV Activity Almost Certainly for a Strike on Iran". It discusses Israeli drone movements.
On Friday, Biden said he had a "good understanding" of what Israel was planning.
"Do you have a good understanding of what Israel is going to do right now in response to Iran... and when they will actually respond?" a reporter asked him.
"Yes, and yes," Biden replied.
"Can you tell us?" asked the reporter.
"No, and no."

CAIR Condemns Anti-Muslim Tropes Endangering Muslim Candidates Amid Rising Islamophobic Violence

The Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, today condemned the use of anti-Muslim tropes targeting Muslim candidates for public office, calling them repugnant and dangerous to both the candidates and their communities.
At a time when Islamophobic violence, hate crimes, and bias incidents are at an all-time record high, it is especially appalling to see the perpetuation of false and harmful stereotypes accusing Muslim candidates of supporting terrorism or extremist ideologies. These baseless and inflammatory accusations not only poison political discourse but actively endanger the lives of those who are simply exercising their right to participate in the democratic process.
In its 2023 directory of elected Muslim officials, CAIR found that over 235 Muslims are serving at the local, state, and federal levels across the United States. This fact underscores the important role Muslim Americans play in public life and the diversity they bring to their communities. Their service exemplifies the strength of our democracy and the inclusiveness of our nation.
In a statement, CAIR Government Affairs Department Director Robert S. McCaw said:
“Incidents of such dangerous rhetoric and anti-Muslim tropes place Nevada Muslim candidates and their communities in harm’s way. Using Islamophobic smears and falsehoods to undermine the legitimacy of Muslim candidates is not just an attack on an individual but on the democratic principles of fairness and equal representation.
“CAIR calls on all political actors and members of the public to rise above such hateful campaign tactics and uphold the values of inclusion, respect, and safety for all Americans, regardless of their background.”
He noted that earlier this month, CAIR’s Washington state chapter (CAIR-WA) reaffirmed the right of all Americans, including devout American Muslims, to run for and serve in public office.
In every election, including this one, CAIR urges voters to focus on the values, policies, and leadership qualities of candidates, rather than allowing stereotypes or fearmongering to influence decisions.
CAIR remains committed to ensuring that all Americans, regardless of faith, can fully participate in the democratic process without fear of discrimination or bias. The First Amendment guarantees that religious freedom is a right for everyone, and no one should be disqualified from serving the public due to their beliefs.
From January to June 2024, CAIR documented 4,951 incoming bias complaints nationwide, a 69 percent increase over the same period in 2023.
Earlier this year, CAIR’s national office released its 2024 civil rights report, which revealed the highest number of complaints it has ever received in its 30-year history. Titled “Fatal: The Resurgence of Anti-Muslim Hate,” the report documented 8,061 complaints.
Nearly half of all complaints received in 2023 were reported in the final three months of the year.

Winnipeg mosque broken into over weekend

Winnipeg Central Mosque was broken into early Sunday morning.
CTV News Winnipeg learned that two doors at the mosque were smashed in, and a locker and money box were broken.
Nothing was stolen and those who attend the mosque, which is located in the West End, don’t believe the incident was targeted.
“There was hardly anything there at the mosque,” said Noris Zeid, whose family goes to the mosque.
“It’s basically an empty building with some chairs and tables.”
Zeid noted that he lives in the West End, adding that the area is seeing an upswing in crime.
“There’s a lot of crime in the area,” he said.
“I feel bad for all the services out there, whether it’s police and all the departments that have to deal with all the crime and related crime that comes with it.”
The mosque resumed regular operations on Sunday. The community is raising money to fix the damage.
“All religious groups need a lot of help in this community,” Zeid said. “We need more of that in our city.”
The Winnipeg Police Service said it does not have information on the incident at this time.

Musk is giving some US voters $1m. Is it legal?

Questions have been raised about the legality of cash incentives offered by tech billionaire Elon Musk to swing-state voters who sign his petition before the US election on 5 November.
The petition was created by Mr Musk’s campaign group America PAC, which was set up to support Donald Trump in the presidential contest.
Voters in Pennsylvania are being offered cash sums for simply signing the petition. And one random swing-state signatory a day is being given a million-dollar prize.
But legal experts have suggested that it may break American law to offer money for an act requiring someone to be signed up as a voter. BBC News has contacted Mr Musk's team and America PAC for comment.
What is Musk offering?
The petition created by America PAC encourages voters in six swing states - Georgia, Nevada, Arizona, Michigan, Wisconsin and North Carolina - to sign a "petition in favour of free speech and the right to bear arms".
Those who refer another voter who signs up are promised a sum of $47 (£36) each.
Higher sums of $100 for signing or referring are offered in Pennsylvania, the battleground state that both the Trump and Harris campaigns believe could potentially decide the race's eventual victor.
America PAC says those who sign the petition are signalling their support for the First and Second amendments of the US Constitution.
Each day until polling day on 5 November, a $1m prize will be randomly awarded to any signatory in one of the seven swing states.
The first lottery-style jumbo cheque was handed out to a surprised attendee at a town hall event in Pennsylvania on 19 October.
Is it legal?
"I believe [Elon] Musk's offer is likely illegal," said Paul Schiff Berman, the Walter S. Cox professor of law at the George Washington University.
He pointed to the US Code on electoral law, which states that anyone who "pays or offers to pay or accepts payment either for registration to vote or for voting" faces a potential $10,000 fine or a five-year prison sentence.
"His offer is only open to registered voters, so I think his offer runs afoul of this provision," Mr Berman told the BBC.
The US Department of Justice declined to comment. The Federal Election Commission (FEC) has been approached for comment.
The strategy may be covered by a loophole, because no-one is being directly paid to register or vote, a former chairman of the FEC suggested.
Brad Smith told the New York Times the giveaway was “something of a grey area” but “not that close to the line.”
“He’s not paying them to register to vote. He’s paying them to sign a petition - and he wants only people who are registered to vote to sign the petition. So I think he comes out OK here,” he said.
But an election law professor at Northwestern University told the BBC that the context is important.
"I understand some analysis that it’s not illegal, but I think here combined with the context it’s clearly designed to induce people to register to vote in a way that is legally problematic," Michael Kang said.
Adav Noti of the non-partisan Campaign Legal Center said Mr Musk's scheme "violates federal law and is subject to civil or criminal enforcement by the Department of Justice".
"It is illegal to give out money on the condition that recipients register as voters," Mr Noti told the BBC.
Constitutional law professor Jeremy Paul, with Northeastern University School of Law, said in an email to the BBC that Mr Musk is taking advantage of a legal loophole.
He said that, while there is an argument that the offer could be illegal, it is “targeted and designed to get around what’s supposed to be the law" and he believes the case would be difficult to make in court.
What have Democrats said?
Pennsylvania Governor Josh Shapiro, a Democrat, described the move as "deeply concerning" and called for law enforcement agencies to investigate.
In response, Mr Musk said it was "concerning that he would say such a thing".
Billionaire investor Mark Cuban, who has campaigned in recent weeks for Kamala Harris, said the offer was both "innovative and desperate".
"You only do that because you think you have to, but using a sweepstake is not a bad idea. Whether or not it will work is another whole thing. It could just as easily backfire," he told CNBC.
Is there a precedent?
Mr Musk has pushed back against the criticism, arguing that Democrats and their donors have funded similar initiatives in the past.
On X, he shared a post which said the boss of Meta, Mark Zuckerburg “did the same thing in 2020”.
Mr Zuckerburg donated $400m in the 2020 election - but this was given to two non-partisan organisations to help with the logistics around postal ballots. It was not given directly to voters.
The Democratic Party has invested in initiatives in the past elections to mobilise supporters, such as a $25m voter registration campaign in the 2022 US midterm elections.
However, this money also was not given directly to voters. The funding went toward initiatives that encouraged voters to register, such as employing people to knock on doors and television and digital advertising.
“It’s legal to pay people to go out to register voters, but you can’t pay people directly to register,” said Prof Kang.
What else has Musk done?
The world's richest man had an uneven relationship with Trump when Trump was president, but Mr Musk increasingly has voiced his displeasure with Democrats in recent years.
Ahead of the 2022 midterm elections, he announced that he had left the party and encouraged his followers to vote Republican.
This year, he has involved himself in American politics like never before, making donations and supportive social media posts on behalf of several Republicans.
In comments last week, he described much of the US-Mexico border as tantamount to the film World War Z.
Mr Musk launched America PAC in July with the aim of supporting Trump's 2024 campaign for president. He has so far donated at least $75m to the group.
America PAC's website says it wants "secure borders", "safe cities", "free speech", "sensible spending", a "fair justice system" and "self-protection".
Trump said on Sunday that he had not followed Mr Musk's giveaway, but described him as a friend.
In recent weeks, Mr Musk has appeared on the campaign trail for the first time, first by Trump's side and more recently in town hall appearances by himself.

Central Park Five sue Trump for defamation over debate claims

Five men wrongly convicted of attacking a jogger in Central Park decades ago have sued Donald Trump, accusing him of making “false and defamatory” statements during a recent presidential debate.
The lawsuit claims Trump defamed the men during the debate in September when he said they confessed and pleaded guilty to crimes they were falsely accused of.
The plaintiffs, known as the Central Park Five - Yusef Salaam, Raymond Santana, Kevin Richardson, Antron Brown, and Korey Wise - were teenagers who pleaded not guilty to rape and assault in the 1989 case. They were wrongfully convicted, but exonerated in 2002 after serving years in prison.
The lawsuit, which was filed Monday, cites several statements Trump made after opponent Kamala Harris attacked him for buying ads that called for the death penalty at a time when the public was consumed by the case.
“They admitted - they said, they pled guilty,” Trump said, after Vice-President Harris criticised him for his past statements about the case. “And I said, well, if they pled guilty, they badly hurt a person, killed a person ultimately.”
The lawsuit alleges that Trump made the comments “negligently” and “with reckless disregard for their falsity".
The men accuse Trump of omitting “key facts", which rendered "his statements false”.
The men have said their confessions to police were coerced. The victim in the case survived the attack.
The lawsuit notes that Manhattan prosecutors later acknowledged flaws in their case, that they were exonerated in 2002, and that DNA evidence and a confession ultimately pointed to the true perpetrator.
The men's attorney, Shanin Specter, said in a statement Monday that the men “seek to correct the record and clear their names once again”.
Steven Chueng, a Trump spokesperson, responded in a statement shared with the BBC, saying the lawsuit is "just another frivolous, Election Interference lawsuit, filed by desperate left-wing activists to distract the American people".
The Central Park Five case consumed New York City for years, exposing deep fault lines around race, crime, and inequality in the criminal justice system. The men's exoneration raised questions about policing and the work of prosecutors at the time.
The men, who are black and Latino, are now collectively known as the “Exonerated Five”. In 2014, they settled a lawsuit with New York City for $41m.
In 1989, as the case gripped the city’s headlines, Trump infamously took out a full-page advertisement in the New York Times and other regional newspapers calling to “bring back the death penalty.”
Though the ad did not specifically mention the Central Park Five, it ran while the city faced intense debate ignited by the crime.
“I want to hate these muggers and murderers. They should be forced to suffer, and, when they kill, they should be executed for their crimes,” the advertisement stated.
Harris cited the ad during the debate, when she alleged that "this is the same individual (Trump) who took out a full-page ad in The New York Times calling for the execution of five young Black and Latino boys who were innocent, the Central Park Five.”
That is when Trump made the series of false statements, the lawsuit says.
Salaam, one of the Central Park Five who is a currently a member of the New York City Council, attended the September presidential debate.
The court documents and a video provided by the plaintiffs show an exchange he had with Trump after the event.
“President Trump, I’m Yusef Salaam, one of the Exonerated Five. How are you doing?” he said, according to the lawsuit.
The former president allegedly responded “Ah, you’re on my side then.”
Mr Salaam replied, “No, no, no, I’m not on your side.”
“Defendant Trump proceeded to wave his hand at Plaintiff Salaam, smile and walk away,” the lawsuit states.

Guilty pleas over killing of man acquitted in 1985 Air India bombings

Two hitmen have pleaded guilty in a Canadian court over the shooting of a man acquitted of the 1985 bombing of an Air India flight.
Tanner Fox and Jose Lopez pleaded guilty to the second-degree murder of Sikh businessman Ripudaman Singh Malik in 2022.
They entered their pleas in British Columbia Supreme Court on the eve of their trial for first-degree murder.
In a shocking development, a ferocious fist fight then broke out between Fox and Lopez in the courtroom in New Westminster.
According to the Vancouver Sun, they "punched and clawed at each other" for a couple of minutes before sheriffs broke up the brawl, forcing them to the ground, applying handcuffs and leading them away.
Other sheriffs cleared the public gallery.
The case is due to return to court on 31 October for a sentencing hearing. The second-degree murder pleas mean they will automatically receive life sentences with the only question being how long they have to serve before they can apply for parole, Canadian public broadcaster CBC reports.
Malik was shot several times in his car outside his family business in Surrey, British Columbia, on the morning of 14 July 2022. Police found a burnt-out vehicle nearby.
The businessman had been acquitted in 2005 of a devastating double bomb attack:
On 23 June 1985, Air India flight 182 from Canada to India blew up off the Irish coast, killing all 329 people on board, most of them Canadian citizens visiting relatives in India
About the same time, a second bomb exploded prematurely in Japan, killing two baggage handlers
The bombings - widely believed to have been carried out by Canadian-based Sikhs in retaliation for India's deadly 1984 storming of the Golden Temple, the holiest shrine in the Sikh religion - remain Canada's deadliest terror attack.
Following a two-year trial, Malik and his co-accused, Ajaib Singh Bagri, were both acquitted of mass murder and conspiracy charges related to the two bombings.
According to the agreed statement of facts on Monday, Fox and Lopez were contracted to kill Malik but the evidence did not establish who had hired them.
Police recovered two handguns used in the attack in residences linked to the two men as well as the sum of C$16,485 (US $11,943; £9,148) in cash in Lopez's New Westminster apartment, the Vancouver Sun reports.
Malik’s family issued a statement urging them to co-operate with police to bring to justice whoever had directed the killing.
“Until the parties responsible for hiring them and directing this assassination are brought to justice, the work remains incomplete,” the family said.
When contacted by the BBC, Fox's lawyer declined to comment on the case.
Lawyers for Lopez said he had a "long road ahead of him", adding: "We are hopeful for his prospects of rehabilitation given his youth and his remorse, as shown by his decision to accept responsibility today."

PESHAWAR: Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has once again announced plans to take to the streets, stating that if the seniormost judge is not appointed as chief justice, the Pakistan Tehreek-e-Insaf will protest again.
He emphasised that whether someone voted for the constitutional amendment or not, if they stand with the government, they will not be spared. He said this is a battle of ideology, and if anyone thinks they can force them to retreat, they are mistaken. "This battle has now taken the form of jihad, and the public must rise for this jihad themselves."
He expressed these views while addressing the Khyber-Pakhtunkhwa Assembly on the approval of the 26th Constitutional Amendment. He stated that under the cover of the dark, a robbery was committed in the form of constitutional amendments on Sunday night.
This unconstitutional amendment was made only for a few elites, bringing the judiciary under their control and making it subservient. He further said that the government, which lacks public mandate, has attacked the independent judiciary.
"First, they will reclaim their mandate through the public, and then they will reject such amendments."
He pointed out that in the past, money was looted from institutions and people were placed in positions of power to serve personal interests. "The National Accountability Bureau (NAB) is an example, which has always targeted individuals, and with favoured individuals in place, decisions were made as per their wishes. Such practices hinder the progress of institutions, and today Pakistan is drowning in debt, while foreign policy is driving the country downward."
He stated that only a few elites are benefiting from these amendments. The chief minister continued they will bring amendments to strengthen public interest and institutions after abolishing these "unconstitutional changes".
He emphasised that this is a war of ideology, and they will not back down under pressure or force. "Difficult times on the party have revealed who is cowardly and who stands by the ideology. A list of those who voted in favor of the amendments and supported them will be available by tonight." He stated that those who betray the ideology and sell their conscience are traitors. "Those who deceived the public for personal gain will be held accountable," Gandapur declared.

Islamic body hails Xinjiang’s stability, development

urumqi - A top Islamic body yesterday appreciated China’s Xinjiang Uygur Autonomous Region stability and development.
A 32-member delegation, including representatives of multiple countries of the Organization of Islamic Cooperation (OIC) and officials of the OIC General Secretariat, visited northwest China’s Xinjiang Uygur Autonomous Region at the invitation of China’s Ministry of Foreign Affairs.
The delegates toured cities like Turpan, Hami and the regional capital Urumqi, expressing their admiration for the social stability, harmony and collaborative development among the region’s diverse ethnic groups.
The delegates emphasized the potential for collaboration in counter-terrorism, development and combating misinformation, underscoring the importance of international unity in the fight against terrorism.
After visiting an exhibition on counter-terrorism and de-radicalization efforts in Xinjiang, Boubacar Gouro Diall, Mali’s representative to the OIC, stressed the importance of the shared global fight against terrorism.
He noted that countries must unite to combat this threat while cautioning that some countries covertly instigate terrorism to undermine the stability of others and seize their resources.
The Malian diplomat said that China is not the sole victim of misinformation and called for greater international cooperation to counter false narratives.
Coulibaly Drissa, Cote d’Ivoire’s representative to OIC, stressed that social stability is crucial for sustained development. “Social stability is very important everywhere in the world. Only with social stability can we promote global peace.”

Lawyers call for another ‘judicial movement’

KARACHI: Lawyers’ leaders have vowed to launch a protest movement against the 26th Constitutional Amendment along the same lines as the one in 2007 for the judges’ restoration.
While talking to reporters after appearing before a Supreme Court bench on Monday, senior counsel and PTI leader Hamid Khan said a National Action Committee, similar to what had been done in 2007, would be formed to launch the movement.
The committee would include members from high court bar associations, Supreme Court Bar Association, and district bars to formulate a plan of action.
He said after October 25, when the incumbent chief justice retires, only the senior-most judge “would be recognised as the CJP”.
“[We] would not accept anyone other than Justice Mansoor Ali Shah as chief justice.”
Mr Khan said he will also appeal to the legal fraternity to celebrate Oct 25 as the day of deliverance when the incumbent CJP will retire.
Former SCBA president Abid Zuberi also criticised the amendment and called it “tampering” with the Constitution.
He said lawyers consider this amendment unconstitutional and that it was their duty to protect the Constitution.
The parliament and government “have come under the control of the establishment,” Mr Zuberi added.
In a statement, the Karachi Bar Association said the parliament passed the amendment “in a non-transparent and hasty manner without any debate”.
While the lawyers’ body acknowledged parliament’s right to amend the Constitution, it said the manner in which this right was exercised marks a “dark day” in the democratic history of Pakistan.
It said there was no justifiable reason to deny the appointment of Justice Mansoor Ali Shah as the chief justice, and he should be notified as the top judge.
The KBA also questioned the amendment’s provisions regarding the appointment of judges to constitutional benches. It said the benches would be constituted by a “politically dominated Judicial Commission of Pakistan”. “We see these provisions as a grave threat to the independence of the judiciary and a subversion of access to justice for all citizens.”
The statement said Chief Justice Qazi Faez might facilitate the government in the appointment of “executive-minded judges” to the constitutional benches.
“Therefore, we demand that, as the Chief Justice is retiring in just four days, he should play no role in the Judicial Commission of Pakistan regarding the appointment of judges to the constitutional benches of the Supreme Court.”
The KBA said it will continue to monitor the situation and stands ready to offer legal assistance to “protect the independence of the judiciary and the rights of citizens”.
‘Day of Liberation’
Lawyers from Balochistan have also “rejected” the 26th Constitutional Amendment, which they said would “gag” the judiciary’s independence.
The leaders of the Lawyers’ Action Committee, former Supreme Court Bar Association president Ali Ahmed Kurd, Advocate Afzal Harifal and Advocate Rahib Khan Buledi, said the legal community and democratic forces would not accept the amendment and announced a movement for restoring the judiciary’s independence.
The committee leaders, who addressed a press conference on Monday, said they would formulate a protest plan in the meeting on October 26.
“We will observe a ‘Day of Liberation’ on October 25, on the day of the retirement of Chief Justice Qazi Faez Isa,” Mr Kurd said.
He said the protest would be against curtailment of the judiciary’s powers through the amendment.
The lawyers said the amendment has “strangled justice” and the political parties who played their role in passing the controversial amendment have “lost their importance”.
The amendment has created a “constitutional crisis” at a time when the judicial system was “already on crutches”.
The judicial system was “barely functioning”, and the constitutional amendment has brought it further down to its knees. The amendment’s main objective, the committee alleged, was to target Justice Mansoor Ali Shah.
They claimed that the amendment was passed in haste, and no lawmaker even read the bill before passing it.
The lawyers criticised political parties for “consistently surrendering to dictators” and said only lawyers stood firm in the face of injustice.

Govt, opposition reject claims of favoritism in CJ appointment

ISLAMABAD: The leading opposition party and the ruling party have refuted the perception that they have a favourite judge among the top three Supreme Court justices in line for being chosen as the chief justice.
This was stated by the opposition and government leaders on Monday in the Geo News programme — Capital Talk.
With the passage of the 26th Constitutional Amendment, which requires the top judicial position to be filled three days prior to the incumbent's retirement, the coalition government has begun the process of selecting a new top court judge. The incumbent Chief Justice of Pakistan (CJP) Qazi Faez Isa is scheduled to retire on October 25.
Defence Minister Khawaja Asif said it would be wrong to say that the government had one favourite among the three senior most Supreme Court judges.
"The impression that Justice Yahya Afridi is a government candidate for the post of CJP is wrong,” he said.
The committee formed to elect the CJ, he said, would decide who would be the next chief justice from Justice Mansoor Ali Shah, Justice Yahya and Justice Munib Akhtar.
To a query, the Pakistan Muslim League-Nawaz (PML-N) leader said it could not be ruled out that Justice Mansoor would be the next CJ since he was among the three top judges.
"This is possible that anyone of Justice Mansoor, Justice Yahya and Justice Munib gets appointed," he said.
Talking in the same programme, Pakistan Tehreek-e-Insaf (PTI) Chairman Gohar Ali Khan said the impression was wrong that Justice Mansoor was PTI’s judge.
“This notion should end that we have some favourite judge. We have never differentiated among judges. We just say that decide the cases as per the law and constitution," he said.
"Since the Constitution had been amended, though we considered it unconstitutional, we would give names for the committee tasked to select the CJ, he said to a query.
Meanwhile, speaking in ‘Aaj Shahzeb Khanzada Kay Sath’, PML-N leader Rana Sanaullah said every party would have proportionate representation in the committee as per their strength in the parliament and the CJ would be selected with two-third majority, not simple majority.
The idea of appointment of CJ from three most senior judges was of the judiciary, not politicians, he said.
"If a senior puisne recuses himself [for CJ’s post] then the fourth most senior judge would be included in the top three [for election],” he added.
Answering a question, Sanaullah said Justice Mansoor was an extremely good and credible judge but the formula of senior most judge's appointment as the chief justice had inflicted profound damage to the judiciary and the country's judicial system.
“Those who held this seat earlier have done such things which were so pitiable,” he maintained.
New CJP to be elected today
In a notification issued on late Monday, the National Assembly Secretariat said that a 12-member Special Parliamentary Committee has been constituted for the appointment of next CJP.
The 12-member committee consists of eight lawmakers from treasury and four from opposition benches:
The special committee will hold an in-camera sitting at the Parliament House at 4pm on Tuesday to finalise the name of the next chief justice among the three senior-most judges of the apex court with two-thirds majority.
Over the committee’s recommendation, the prime minister will send the nomination to the president for final approval.
If any of the three senior-most judges declines the position, the next senior judge will be considered for the top slot. Currently, Justice Mansoor is the most senior judge, followed by Justice Munib, and Justice Yahya.
Under the newly enacted law, the CJP’s term has been fixed at three years unless they reach the retirement age of 65, resigns sooner or is removed from office following changes to Article 179.
Moreover, if a top jurist has not reached 65 years age, he would still stand retired after completion of his three-year tenure.
Additionally, the selection of the chief justice will no longer be based solely on seniority, and instead, the choice will be made among the three most senior judges of the Supreme Court.
On the other hand, hours after constitution of the parliamentary committee, the PTI announced to boycott today's meeting of the Special Parliamentary Committee, constituted to appoint the next Chief Justice of Pakistan, refusing to join the process of appointing the next top judge.

The Pakistan Tehreek-e-Insaf (PTI) has announced decision to distance itself from today's meeting of the government's special parliamentary committee, formed to finalise the name of next chief justice of Pakistan (CJP).
The decision, made during an important meeting of the former ruling party's political committee, comes just hours after the National Assembly Secretariat constituted a 12-member Special Parliamentary Committee for the appointment of the next top judge of the country in accordance with the recently enacted 26th Constitutional Amendment.
Issuing a statement in Tuesday's wee hours, the Imran Khan-led party said that members who voted in support of the amendment would face disciplinary action, including the cancellation of their basic party membership.
Moreover, the party's political committee also agreed to issue show-cause notices to the parliamentarians who severed ties with the party, according to the statement.
"We will seek explanations from those who have maintained contacts with the government circles," the statement noted, adding the party will decide the fate of these members in the light of their explanations.
The PTI decided to distance itself from the special committee as the coalition government begins the process of selecting a new CJP ahead of the retirement of the incumbent CJP, Justice Qazi Faez Isa on 25 October.

DCs allowed to ban rallies in Punjab districts for up to 30 days

LAHORE: The Punjab government has once again empowered deputy commissioners to impose a ban for up to 30 days on gatherings, rallies as well as pillion riding in their respective districts to maintain law and order.
The home secretary has now been empowered to impose Section 144 in any district or across the province for up to 90 days, while in case of a serious law and order situation, the power to impose the ban for more than 90 days rests with the Punjab cabinet.
The gazette notification was issued for the amendment to Section 144 of the Code of Criminal Procedure, 1898 (Punjab Amendment), after its approval by the provincial assembly.
The move has devolved the authority as the deputy commissioners in case of law and order situation previously looked towards the home secretary for notifying a ban on protests, assemblies, rallies, sit-ins and pillion riding.
The deputy commissioners had this authority until two decades ago when President Pervez Musharraf introduced local government system. Subsequently, the power was transferred to district nazims.
During the Musharraf regime, sub-sections (1), (4), and (5) of the CrPC were amended to transfer the power to impose Section 144 from DCs to the district nazims.
The amendment allowed district nazims/administrators to impose Section 144 on the recommendations of the district police officer and executive district officer (DCs).
Later when district nazims’ position was abolished, the title of deputy commissioner was restored.
However, while amending the CrPC, the word ‘deputy commissioner’ was not written in place of ‘district nazim’, due to which the DCs legally remained unable to impose Section 144 on their own.
Since then the DCs as head of district intelligence committees referred committees’ recommendations to the Punjab home secretary for imposition of Section 144 in their respective district.
With the latest amendment, the DCs have now regained the power to impose Section 144 in their respective districts for up to 30 days to maintain law and order.

Ban on meeting with Adiala jail prisoners extended

RAWALPINDI: The Punjab government, citing security concerns, has once again put an indefinite ban on meeting with inmates in Adiala jail.
Sources said the ban would apply on all prisoners, including political prisoners, and would remain intact till further orders.
Earlier, the Punjab government had restricted Adiala jail prisoners from meeting visitors from October 4 to 18. The restriction was extended for another two days and now it has been imposed for an indefinite period.
According to officials, the ban on meetings is applicable on all high-profile political prisoners including Pakistan Tehreek-i-Insaf (PTI) founding chairman Imran Khan and his spouse Bushra Bibi, but, it equally applies on other prisoners as well.
Last week, the Adiala jail administrators had denied PTI’s allegations that Imran Khan had been mistreated. They had also disclosed the menu of meals provided to the former prime minister in jail in their defence.

London’s Oldest Mosque, Fazl Mosque, in Southfields, Celebrates 100 Years Since Its Foundation

The Fazl Mosque, in Southfields, has reached a historic milestone. It is celebrating 100 years since its foundation stone was laid on October 19, 1924.
The mosque is the oldest in the capital and serves as a key centre for the Ahmadiyya Muslim Community, one of the most recent branches of Islam, founded in 1889.
In 1920, the community acquired a one-acre site in South West London, envisioning it as the home of the city’s first mosque. Four years later, the Second Caliph of the Ahmadiyya Muslim Community (their spiritual leader) laid the foundation stone.
Raheel Ahmad, a 30-year-old Imam, reflected on the mosque’s humble beginnings. He said: “It’s such a small place when you walk inside, but for the early community, it was everything. It may not be as big as the Baitul Futuh Mosque, but it reminds us of how and why everything began.”
According to Raheel, the mosque’s centennial celebration is not just a reflection on its past but a continuation of its mission to promote Islam’s message of peace. He added: “It is also a reminder that we must continue for another 100 years to dispel misconceptions about Islam and promote its true teachings.”
The Fazl Mosque was established in London due to its significance as the heart of the British Empire, which held great influence over India at the time. The Ahmadiyya Muslim Community chose London as a base to spread their message globally, and since then, the mosque has welcomed people from all backgrounds.
Raheel quoted the Caliph when he laid the foundation stone 100 years ago, saying: “We want to demonstrate that differences are not detrimental. The essence of tolerance is understanding those differences, and that’s something the world desperately needs right now.”
A special event took place last Saturday, featuring an exhibition showcasing the mosque’s history, guided tours, keynote speeches, and a special dinner, all serving as a testament to a century of peace and community work.

Ex-president of Peru gets 20 years for corruption

A court in Peru has sentenced former President Alejandro Toledo to 20 years and six months in jail for corruption and money-laundering.
Prosecutors say he took $35m (£27m) in bribes from a Brazilian construction company which was awarded a contract to build a road in southern Peru.
Toledo, 78, was in office between 2001 and 2006.
He was arrested five years ago in California, where he had lived and worked for many years, and extradited to Peru last year.
The Brazilian company Odebrecht admitted paying millions of dollars in bribes to officials across Latin America and the US to secure government contracts.
Judge Inés Rojas said Peruvians had “trusted” Toledo as their president, “in charge of managing public finances” and responsible for “protecting and ensuring the correct” use of resources.
Instead, she was quoted as saying by the Associated Press, he had “defrauded the state”.
Toledo has denied the allegations against him and on Monday frequently smirked and at times laughed, especially when the judge was speaking on Monday, the news agency notes.
In 2019, another former Peruvian president, Alan García, shot himself when police arrived at his home to arrest him over bribery allegations involving Odebrecht, which has since changed its name to Novonor.
Two other former Peruvian presidents, Pedro Pablo Kuczynski and Ollanta Humala, are also being investigated in the Odebrecht case.

Mexican priest who spoke out against cartel violence killed

Gunmen in Mexico have shot dead a Catholic priest who was an outspoken advocate for indigenous rights and who had condemned the violence plaguing his community.
Father Marcelo Pérez was killed after celebrating Mass in the southern state of Chiapas on Sunday, the prosecutor's office said.
The Jesuit priest had spent almost two decades fighting for the rights of the Tzotzil indigenous group, of which he was a member.
The Jesuit Order said his murder should not be "minimised" as an isolated case - insisting it was part of the wave of violence that organised crime groups have unleashed in Chiapas.
"Father Marcelo has been a symbol of resistance and support in Chiapas, defencing the dignity, the rights of the people, and the construction of an authentic peace," the Jesuit Order said.
Mexican President Claudia Sheinbaum said his murder was being investigated and would not go unpunished.
Mexico's bishops' conference described Father Marcelo as one of the "prophetic voices" that had fought for peace, and said justice in Chiapas had been silenced.
The priest was killed by two men on a motorcycle, who opened fire on his vehicle in the city of San Cristóbal de Las Casas.
The incident happened early on Sunday as Father Marcelo was returning to his parish after saying Mass in the Cuxtitali neighbourhood of the city.
He had been transferred to San Cristóbal de Las Casas after receiving death threats in the rural parish where he had previously worked.
The priest had tried to negotiate an end to the violence caused by clashes between a criminal gang and a vigilante group.
In an interview last month, he had described the southern state of Chiapas as "a time bomb".
"There are many [people who have] disappeared, many who have been kidnapped, many who have been murdered because of the presence of organised crime here," he said as he was leading a protest march he described as a "pilgrimage".
Chiapas has seen a spike in violence over the past year, with the Sinaloa cartel and the Jalisco New Generation Cartel fighting for control of the area.
The criminal groups extort migrants who cross the southern state on their way north to Mexico's border with the United States.
Communities in the region have been hard hit by the violence, sometimes having to hide in their homes for days as shots ring out outside.
But the targeted murder of an outspoken human rights advocate is seen as a dangerous escalation of the violence that has been plaguing the community for months.

Here’s why Russia’s BRICS presidency is at a critical crossroads

Among all the BRICS summits so far, the upcoming meeting under the Russian presidency is arguably the most important, as tensions over membership expansion could threaten the group’s cohesion, potentially ripping it apart. It will be challenging for Russia to carry on the work, taking over from South Africa and advancing the agenda of the Global South.
From October 22 to 24, Russia will host the 16th annual BRICS Summit in Kazan. After its largest expansion ever in 2023, international media reports suggest that an increasing number of developing countries are eager to join the group, raising the possibility of further expansion.
Some experts suggest that this surge of interest in joining BRICS is driven by FOMO or ‘fear of missing out’ on a prominent club with increasing visibility. This is important, especially when the doors of other US-led groupings are shut. For instance, several post-coup governments in Africa, which are seen in the West as unconstitutional, are banned from financial access to the IMF and World Bank. They view BRICS and its development bank as a viable alternative for support and cooperation.
When these countries’ leaders gather, the agenda of expansion will undoubtedly receive the highest priority. During last year’s expansion, member states had significant disagreements regarding the choice of members.
Each member country of BRICS has a vested interest in the bloc. With the US and its allies imposing various sanctions, Russia is eager to invite more friendly countries. An expanded BRICS with more friends inside will help Russia return to normalcy in international trade and investment, which has been restrained by US pressure.
Meanwhile, China’s relationship with the US – though it has not deteriorated in the last four years to the extent that occurred during the previous administration of President Donald Trump – has remained relatively stagnant. Nevertheless, China recognizes the need to engage with the West to sustain its growth and continues to be part of the Western economic system.
Therefore, by increasing the number of BRICS members, China would want to enhance its political influence. According to a number of experts, China aims to create a China-centric alternative world order, and BRICS represents another vehicle similar to the Shanghai Cooperation Organization (SCO).
Meanwhile, both India and Brazil have strengthened their ties with the US recently and will be cautious of being perceived as part of an anti-US grouping. This sentiment is somewhat shared by the Saudis and the UAE as well.
For New Delhi, it is more important, as India and China have several border disputes and are fighting for regional supremacy in one form or other. Indian experts think that Beijing will want to include more China-friendly, anti-India countries such as Pakistan to undermine New Delhi’s influence in the group. Some Indian experts also believe that New Delhi may consider a BRICS-exit in that scenario. As India already has bilateral relations with these countries, it stands to lose little.
It will fall under Russia’s leadership to break the ice between these two countries and prevent the group from disintegrating.
In any case, for India, being a member of BRICS also provides benefits, including having a platform to carry on its discussions with Russia and pursuing a more balanced stance, in the ethos of nonalignment.
However, as Iran has been included in the group, it increasingly resembles an anti-US bloc. Therefore, both India and Brazil will want discussions related to or introduced by Iran to be limited to the economic sphere, steering clear of political agendas.
South Africa finds itself in a relatively comfortable position. It is the biggest beneficiary of the African Growth and Opportunity Act (AGOA), giving its thousands of items duty-free access to the US market. Meanwhile, given its extensive coastline and naval security concerns, it has security arrangements with Russia and China. Further, South Africa was heavily criticized for its naval exercises with Russia and China last year. Although the country defends its actions as a matter of strategic autonomy and partnership choice, the timing, coinciding with the anniversary of the Russia-Ukraine conflict, has negatively impacted its reputation in the West.
This growing interest among developing countries in joining BRICS bodes well for the group. It will be intriguing to see how India navigates its interests amid China’s growing assertiveness, which frequently conflicts with Indian priorities. Only a more assertive India can ensure that BRICS does not evolve into a pro-China club.
The upcoming summit in Kazan will take place amid several global crises: The Russia-Ukraine conflict, the escalating crisis in the Middle East, and change of governments in several African countries. The uncertainty looming over this year’s US presidential election further complicates the situation. This year’s event will also mark the first gathering of the expanded BRICS.
For Russia, this year’s summit is an opportunity to show that it is not as cornered as the West wants to project. On the contrary, Russia seeks to reaffirm its continued relevance on the global stage by inviting leaders from India, China, South Africa, and Brazil.
Despite some doomsday predictions, BRICS has so far managed to survive and thrive. However, it is now at a crossroads where one wrong move could crumble it like a pack of cards. A lot will depend on how Russia handles its partner countries in the Global South.

Putin grants Russian citizenship to American refugee

Russian President Vladimir Putin granted citizenship on Monday to a man once dubbed by the nation’s media as “the first US political refugee.” John Anthony Robles was given a Russian passport together with more than a dozen others, including journalists, businessmen, and athletes.
Robles arrived in Russia back in 1996, where he was granted refugee status. The American claimed he was being persecuted by the US security services because of his attempts to contact Russian officials and his staunch opposition to “imperialism,” as well as his sympathy to communist ideas.
He was believed to have been one of the very first foreign nationals to get asylum in modern Russia. Since his arrival, he has worked as a schoolteacher and an international journalist with the Voice of Russia broadcaster.
The list of other foreign nationals granted Russian citizenship under the presidential decree on Monday includes Brazilian professional football player Douglas Santos, who currently plays for the Russian Zenit team based in St. Petersburg, as well as Canadian hockey player and a 2020 Stanley Cup winner Cedric Paquette, who currently plays with the KHL Dynamo Moscow club.
Three Lebanese nationals were given Russian citizenship as well. One of them is Fadi Boudiya, the editor-in-chief of the Miraya International Network. He was injured in an Israeli bombardment in late September while preparing for an on-air interview. The other two are artist and art historian Nizar Daher, an honorary member of the Russian Academy of Arts, Jacques Sarraf, a prominent businessman, who has also acted as an honorary Russian consul in Lebanon since 1993.
Finnish criminologist, social scientist and publicist Erkki Johan Backman have also been given citizenship. Backman, who worked at the Helsinki University as well as several other scientific and educational facilities in Finland, founded the Anti-fascist Committee of Finland in 2008.
He is also known for his criticism of Estonia’s treatment of the Soviet World War II memorials and also published a book about Estonia’s and Finland’s cooperation with Nazi Germany during the WWII. Tallinn declared him persona non-grata in 2009.

Dozens Killed in Mosque Air Strike in Sudan’s Wad Madani

October 21, 2024 (WAD MADANI) – At least 31 civilians were killed in an air strike on a mosque in Wad Madani, the capital of Al Jazirah state, activists said on Monday. The attack coincided with reports of RSF assaults on villages in the east of the state.
The RSF launched retaliatory attacks in eastern Al Jazirah a day after its state commander, Abu Aqla Kikal, defected to the army. This coincided with the arrest and torture of dozens of suspected Kikal loyalists.
“Military aircraft bombed the Sheikh El Jeili mosque and its surroundings in the western extension neighbourhood with barrel bombs after evening prayer,” the Wad Madani Resistance Committees said in a statement.
The committees reported 31 fatalities in the air strike, with 15 bodies identified. “There are still dozens of body parts and corpses that have not been identified yet,” the statement added.
The armed forces have been accused of indiscriminate air strikes on RSF-controlled locations across Sudan, resulting in hundreds of civilian deaths and widespread destruction.
The Wad Madani Resistance Committees reported that the RSF attacked villages in eastern Al Jazirah, including Tambul, Rufaa, and El Geneid El Hilla, committing massacres.
The Rufaa Resistance Committees said 20 civilians were killed in eastern Al Jazirah, with the highest toll in Tambul, where ten people, including a female doctor, were killed.
Supporters of the RSF posted videos on social media showing the torture and interrogation of suspected Kikal loyalists.
Since the RSF seized control of Al Jazirah state last December, Kikal has protected the eastern regions due to social ties. The area experienced fewer violations than other parts of the state, particularly the west.

Supreme Court To Rule On 16 Governor’ Suit Against EFCC Today

Today, the Supreme Court is slated to deliver a crucial verdict on the legality of the Economic and Financial Crimes Commission (EFCC), following a lawsuit filed by 19 state governments.
These states contest the constitutional basis of the laws establishing the anti-graft agency.
This decision is eagerly anticipated by both the state governors and the EFCC, with significant implications for the agency’s operations across the nation.
The contention arises from a previous Supreme Court judgment in the case of Dr. Joseph Nwobike Vs. Federal Republic of Nigeria, where it was noted that the EFCC Establishment Act originated from a United Nations Convention against corruption.
The state governments argue that the enactment of the EFCC law in 2004 did not adhere to Section 12 of the 1999 Constitution, as amended, which requires any international convention to be ratified by a majority of state assemblies before being domesticated into Nigerian law.
This lawsuit, initiated by Kogi State and supported by states including Ondo, Edo, and Oyo among others, posits that the EFCC, as currently constituted, operates unconstitutionally in states that did not ratify the convention.
They argue that any actions by the EFCC in these states are therefore illegal.
The seven-member panel, led by Justice Uwani Abba-Aji will determine the suit.
On the defense, the EFCC expressed concerns that the challenge to its framework stems from entities affected by its anti-corruption efforts.
The EFCC’s Director of Public Affairs, Wilson Uwujaren emphasized the necessity of the commission’s role in combating corruption during a recent interview on Channels Television’s The Morning Brief.
Uwujaren said, “We are shocked by what is happening. Nigerians should see through this shenanigan and oppose it because I don’t see how this country can survive without the EFCC, given the kind of corruption problem that we have. Nigeria cannot do without the EFCC.
“I am worried that, with the kind of problem we have with corruption in this country, some people would go to court to challenge the legality of the EFCC.
“For citizens in their states, I am not sure that the EFCC is their greatest problem. I doubt that this is the case. What you see playing out is simply people who are feeling the heat of the work of the EFCC and who want to derail what is going on within the EFCC.

16 People Killed In Nibo Attack In Anambra – Senator Umeh

Anambra Central senator, Victor Umeh, has condemned the murder of youths in Nibo community on Sunday during a traditional festival.
The lawmaker claimed that 16 people were killed during the attack.
This is contrary to claims by Police authorities in the state that only five people were killed.
Speaking via a statement he personally signed, Umeh emphasized that the shooting took place just a few poles from the Governor’s Lodge, saying that this shows how unsafe the state under Governor Charles Soludo had become.
He lamented that there have been tales of killings and kidnappings without any effort to combat the menace.
Umeh said, “It is with shock and deep pain that I condemn the shooting which took place in Nibo in Awka South Local Government Area of Anambra Central Senatorial District, in Anambra State on Sunday, 20th October, 2024.
“From the information I received from an indigene of Nibo who is a major stakeholder in the community, about 16 people were killed in the shooting, with several other injured persons still lying critically in the hospitals.”
He added, “It has been Tales of killings and kidnappings across the state without any visible efforts to stem the tide for a long time now.
“While I commiserate with the families of the victims and Nibo Community, I urge people who are killing and kidnapping people in the state to lay down their arms.
“Killings and wasting of human lives go a long way in diminishing our State. Those events scare our people from returning home and discourage businesses and investments in Anambra State.”
The senator tasked the governor to provide adequate security for lives and properties in the state, saying it is the primary responsibility of the government.

Three Soldiers Shot As Gunmen Attack Tribune Editor’s Family

Nasarawa State’s anti-kidnapping squad acted swiftly to foil a kidnapping attempt on the family of Dr. Leon Usigbe, Abuja Bureau Chief of the Nigerian Tribune, early Monday morning.
Naija News understands tha the incident occurred at Dr. Usigbe’s residence on Kurape Road in Karshi, near the Federal Capital Territory, around 12:50 am.
The assailants shot and injured a neighborhood vigilante on guard before one of them scaled the perimeter fence and unlocked the gate, allowing others to enter the compound.
They vandalized windows with stones and tried breaking down the front and back doors but failed to gain entry.
Fortunately, the anti-kidnapping squad, recently deployed due to a surge in abductions in the area, arrived promptly after being alerted.
A shootout ensued, injuring three soldiers, but the squad successfully repelled the attackers, forcing them to flee.
Dr. Usigbe was not present during the attack, but his wife and children were left traumatized.
This incident marks the third kidnapping attempt in the area within three months, with two other families having paid ransoms for the release of abducted loved ones.
It’s worth noting that kidnapping and banditry have been a significant concern in states bordering Abuja, including Nasarawa.
However, the authorities have been working to address these issues, with recent successes like the arrest of two suspects specializing in kidnapping and banditry in Nasarawa, Taraba, and Plateau States.

Crackdown on protesters in Mozambique following political killings

In Mozambique, police suppressed an opposition protest on Monday morning in central Maputo.
The opposition leader and presidential candidate Venancio Mondlane was addressing the press, when police targeted his campaign headquarters with tear gas, forcing the opposition leader to flee.
Mondlane had called for a general strike, alleging fraud in the general elections that the ruling party claims victory. "The police are unable to stop actions that rely on the choices of individuals and the collective will of the people, which can lead to a halt in activities. We urge everyone- public sector workers, civil servants, police, military, and those in the private sector- to participate in a general strike. A more radical second phase than the first will be announced soon," he said.
This protest, which law enforcement had banned, took place two days after the assassination of two associates of the opposition leader."
Tensions are rising as the final results of the general elections are set to be announced on October 24.
Opponents are already disputing the preliminary results that declare Daniel Chapo, the candidate from the ruling Frelimo party, as the winner.
On the streets this Monday morning, protesters shouted slogans like "Save Mozambique" and "This country is ours."
This demonstration comes just two days after the assassination of two associates of Venancio Mondlane: Elvino Dias, Mondlane's lawyer, and Paulo Guamba, a member of the Podemos party.
Following Dias's death, who was preparing a legal challenge against alleged electoral fraud, Mondlane firmly believes that the Mozambican defense and security forces are responsible for the double murder.
He stated, "We have proof. The blood of two young men is now on the ground! We will all take to the streets. We will protest with our signs."
This assassination raises concerns among observers about a potential surge in violence in the country.
Earlier on Monday, the European Union expressed its worries about the "violent dispersal" of the protest.
The day before, writer Mia Couto emphasized that a resolution to the crisis would not be achieved "through riots or police repression."
Mozambique has experienced several assassinations during election periods, including the killing of an observer in 2019 and a journalist in 2023, but this is the first time that party representatives have been targeted.

Flood Disaster: Southwest Muslims Donate N50m To Borno

The Muslim Ummah of South West Nigeria (MUSWEN) on Friday 18th October, 2024, joined other sympathisers to commiserate with the government and people of Borno state, over the recent flood disaster with a donation of N50 million.
Abdur-Rahman Balogun ,Chairman, Media and Communication, MUSWEN.in a statement said the four-member delegation was led by the MUSWEN President, Alhaji Rasaki Oladejo, accompanied by Prof. Muslih ‘Tayo Yahya, Executive Secretary of MUSWEN; Alhaji Y.K.O. Abdulkareem and Alhaji Murisiku Abidemi Siyanbade.
The delegation was at the Governor’s Office, Maiduguri, during which the group donated N50m to Borno State Government in support of rehabilitation of the flood disaster victims.
The delegation was received by the Deputy Governor, Alhaji Umar Usman Kadafur, on behalf of Governor Babagana Umara Zulum, who described the flood disaster as an act of God .

Oladejo, who doubles as the Deputy President-General of Nigerian Supreme Council for Islamic Affairs (NSCIA) added that “the flood disaster, which we heard also affected this hallowed palace of Your Royal Highness, brought immense anguish to residents, who were still recovering from years of insurgency.
“The disaster, which struck at a critical time has also aggravated the existing food and nutrition crisis in the North East region.
“The disaster also damaged vital infrastructure such as: Hospitals; Schools; Roads and; Bridges, cutting off connections to various outer destinations.”
Quoting from Glorious Qur’an Chapter 49 verse 10 thus :”Muslims
are One single brotherhood . . . be mindful of your duty to Allah, so He may show you Mercy.

Around 1,400 sued as Dhaka protesters take first legal step

Activists of the Anti-Discrimination Students Movement in Dhaka yesterday took the first legal step against the atrocities committed during the July uprising.
They filed a case with Shahbagh Police Station, naming former prime minister Sheikh Hasina as the prime accused, in connection with the July 15 attack on the quota reform protesters at Dhaka University.
Mahin Sarkar, a key coordinator of the movement, first filed a written complaint in the afternoon, accusing 391 named people and around 1,000 unnamed people, including leaders and activists from the Chhatra League, Awami League and Jubo League.
Later, the complaint was taken into cognisance as a case, confirmed Khalid Mansur, officer-in-charge of Shahbagh Police Station.
Talking to reporters inside the police station after filing the complaint, Mahin said, "July 15 was a dark day in Bangladesh's history, as our female students were brutally attacked and harassed. We think it's important to bring those responsible to book, which is why we've filed the complaint against those who carried out the attack, and those who gave instructions to do so."
He said the complaint should have been filed earlier but there was a delay as it took time to gather evidence.
According to the case, the former roads and highways minister Obaidul Quader, who incited the attack, was made the second accused, while former education minister Mohibul Islam Nowfel and former state minister for information Mohammad Arafat were listed as third and fourth accused.
Speaking at the press conference, Abdul Kader, another key coordinator of the students' platform, announced that similar cases will be filed across the country.
He also demanded swift justice and called for Chhatra League to be banned as a "terrorist organisation."
Echoing him, Abdul Hannan Masud, another coordinator, said such legal actions would continue throughout the country, targeting Chhatra League operatives at universities, colleges, and other institutions.
Leaders of the students' platform also announced plans to draft a new constitution to replace what they referred to as the "fascist 1972 constitution."
They also outlined a broader vision for political reforms, calling for the resignation of the current "fascist president" and the establishment of a new political framework.
Asked why the movement has not called for the banning of the Awami League, Mahin clarified that their primary focus as a student movement is taking out a ban on the Chhatra League. The demand to ban the Awami League is a separate issue at the national political level.
He emphasised that their goal is to ensure that no group uses the country's soil for terrorist activities.

ZI Khan Panna sees no political reason behind the case

Eminent Supreme Court lawyer and rights activist ZI Khan Panna yesterday said he did not believe the attempted murder case against him was filed for political reasons.
He said this in response to a journalist's query if he was sued for his recent criticisms of the government.
Panna was talking to reporters on the Supreme Court premises after securing bail from the High Court.
"I don't feel the case has been filed for that reason," he replied. "If the case had been filed for political reasons, I would have dealt with it enthusiastically. I would not have felt troubled. But this case has given me pain."
Citing a report published by The Daily Star yesterday, he said an unknown person who filed the case acknowledged that he did not even know him.
"So far I've learnt that a section of people, including a lawyer from Muladi in Barishal, are behind the filing of this case, although I am not involved with Barishal's politics," Panna said.
Following a petition filed by him on Sunday, the High Court bench of Justice AKM Asaduzzaman and Justice Syed Enayet Hossain yesterday granted him anticipatory bail until the submission of the investigation report by police in the case.
After the court passed the bail order, Panna also told reporters that he fought for Bangladesh's independence in 1971, but never collected a freedom fighter certificate.
"I am always against the certificate for the freedom fighters as I think all the people of Bangladesh, except for the anti-liberation people, are freedom fighters. I will not tolerate any attack on the Liberation War and its spirit. And I will fight them till my last breath," he said.
Contacted, Panna told The Daily Star, "The case has been filed against me either to save the real culprits or to humiliate me. I didn't get afraid."
He also said he was even ready to sacrifice his life and would continue to stand up to injustice.
"I have nothing to lose. I am now leading an extended life [after the 1971 Liberation War]. And I will not silence my voice and conscience against injustice," he said.
Mohammad Baker, the 52-year-old plaintiff in the case, visited Khilgaon Police Station yesterday and asked Officer-in-Charge Daud Hossain to drop Panna's name from the list of accused in the investigation report.
Citing an application filed by Baker, Daud said Panna was wrongly accused "due to ignorance and by mistake".
According to the original case statement, Ahadul, the 25-year-old son of Baker, and others were protesting near Meradia Bazar on July 19 afternoon when "many of the named accused along with other unnamed BGB, police personnel and Awami League leaders and activists opened fire at the behest of some other accused".
Ahadul suffered bullet wounds in the left leg and was beaten up as he fell to the ground, according to the case dossier. He later took treatment at multiple hospitals, Baker said in the First Information Report (FIR).
Baker sells vegetables on a rickshaw van in the Banasree area. He told this newspaper on Sunday that he did not know Panna and how his name ended up on the list of accused.
"A lawyer named Jashim and some other people made the list and I just signed the FIR," Baker told The Daily Star over the phone.
Baker added he had no details of lawyer Jashim. Several attempts by this newspaper to reach the lawyer failed.
The inclusion of Panna in the list of accused raised eyebrows since he backed the student protesters during the mass uprising that toppled the Awami League regime.
Panna was among the Supreme Court lawyers who stood for a writ petitioner at the High Court on July 29, seeking orders to stop the use of bullets on the protesters during the anti-discrimination student movement.
He was also a member of a citizen's commission formed to investigate human rights violations and loss of lives during the protests.
Ain O Salish Kendra, of which Panna is the chairperson, and several other rights groups condemned the inclusion of Panna in the list of accused in the case.
A section of lawyers, including Ahsanul Karim, Zainul Abedin, MK Rahman, Shahdeen Malik, and Mohammad Shishir Manir appeared for Panna during the hearing of his bail petition.

20 New Schools to Be Built in Kandahar with AFN 178 Million Funding

KANDAHAR (BNA): The construction of buildings for 20 schools has officially begun in Kandahar province, including the central areas and 11 surrounding districts. The project, funded by UNICEF, is valued at 178 million afghanis.
According to Mullah Abdul Salam Baryali, the head of Kandahar’s Department of Economy, these schools will be built in Nish, Dand, Daman, Arghandab, Spin Boldak, Arghistan, Maroof, Miyanshin, Loy Shawalikot, Panjwai, and Khakrez districts. Each school will cost approximately 8.9 million afghanis and will include essential facilities.
He further emphasized that the schools are being constructed to meet long-term needs, ensuring the quality and durability of the buildings.

IFRC: 3.2 million children in Afghanistan suffer from severe malnutrition

The International Federation of Red Cross and Red Crescent Societies (IFRC) states that currently, 3.2 million children under the age of five and 840,000 pregnant and lactating women in Afghanistan are suffering from severe malnutrition.
In a report published on Monday, October 21, the federation expressed concern over the rising malnutrition rates among children and pregnant women.
The IFRC shared on the social media platform X that of these affected, 1.7 million children are experiencing severe malnutrition, poor cognitive functioning and facing a “risk of death.”
The report noted that the provinces of Paktika and Kandahar have the highest number of affected children and mothers.
According to the report, in Kandahar, more than 103,000 children and nearly 42,000 pregnant and lactating women are suffering from malnutrition. In Paktika, nearly 48,000 children and more than 17,000 pregnant and lactating women are affected.
Meanwhile, Sharafat Zaman, the spokesperson for the Ministry of Public Health of Afghanistan, told the media on Monday that efforts are being made to provide healthcare services to children and mothers affected by malnutrition.
He added, “The Ministry of Public Health is striving to increase healthcare centers and inpatient services (IPD) in provinces, remote areas, and the central regions to provide quality services to children and mothers suffering from malnutrition.”
Malnutrition is a type of disease that occurs when one or more essential nutrients are insufficient or excessively consumed.
One of the biggest nutritional issues in many developing countries is famine and the lack of essential food supplies needed for the body’s metabolism. However, malnutrition manifests in different forms, such as obesity, poor eating habits, or undernourishment, in all countries worldwide.
According to the World Health Organization (WHO), malnutrition is the leading cause of child mortality globally.
The rising malnutrition rates in Afghanistan, particularly among children and pregnant women, present a significant public health challenge, highlighting the urgent need for increased healthcare services and international aid interventions. The ongoing humanitarian crisis exacerbates this situation, making it crucial to prioritize nutrition programs to prevent further loss of life.
Comprehensive efforts from national and international organizations are essential to combat malnutrition and ensure that vulnerable populations receive the necessary support and access to basic healthcare and nutrition services.

Fate of 70,000 Afghan refugees in US tied to upcoming elections

Legal activists believe that the fate of approximately 70,000 Afghans currently living temporarily in the United States is closely linked to the upcoming presidential election.
These refugees, who arrived after the U.S. withdrawal from Afghanistan, are still navigating uncertain legal conditions.
Many Afghan immigrants lost hope of returning to their homeland after the Taliban regained power and began implementing extremist policies. This shift has turned dreams of going back into fears of what awaits them.
After the fall of Kabul, thousands of Afghans rushed to the airport in a desperate attempt to avoid potential Taliban reprisals. This group included numerous individuals who had collaborated with U.S. and NATO forces during the conflict.
The United States managed to evacuate nearly 124,000 people from Afghanistan. On August 29, 2021, the Biden administration announced that Afghan refugees transferred to the U.S. could remain temporarily under legal protection.
Reports indicate that around 70,000 Afghans are currently living in the U.S. under the “humanitarian parole” program. However, their legal status remains uncertain, with no permanent resolution.
Migrant rights activists suggest that the upcoming U.S. elections could have a decisive impact on the legal future of these Afghans, potentially resolving their residency status.
The U.S. utilized the humanitarian parole program to admit most Afghan refugees. This program is designed for individuals facing severe emergencies outside the United States.

Afghan migrants once again targeted by Iranian Forces’ gunfire

The human rights organization “Halvash” has reported that a landmine explosion and gunfire targeted a group of Afghan migrants at the Kalgan border in Iran.
According to the organization’s report on Monday, October 21, a group of at least 150 Afghan migrants was attacked by Iranian border forces on the evening of Thursday, October 17, in eastern Iran.
The report states that the group of migrants, attempting to enter Iran from the Kalgan border in Saravan illegally, was first hit by a landmine explosion, followed by gunfire from Iranian forces. Over 260 migrants were killed, injured, or went missing as a result of the attack.
Halvah has stated that it is working to gather more precise information about the incident, while Khaama Press has also been unable to obtain further details.
A few days prior to this shooting, a similar report from eastern Iran was published, and several independent media outlets confirmed its accuracy based on eyewitness accounts.
