Petition by Indian Americans to declare Pak sponsor of terror

WASHINGTON: The Indian-American community in the US has launched a White House petition to designate Pakistan a state sponsor of terrorism, days after a bill in this regard was tabled in the US Congress by two powerful lawmakers.

"This petition is important to the people of United States of America, India and many other countries which are continuously affected by Pakistan sponsored terrorism," the petition started on Tuesday said.

It requires at least 1,00,000 signatures to qualify for a response from the Obama Administration.

An initiative of US President Barack Obama, "We the People", the online petition service at the White House website provides a window to American citizens to campaign before the administration on a particular issue.

The move comes after Congressman Ted Poe, Chairman of the House Subcommittee on Terrorism, along with Congressman Dana Rohrabacher, introduced H R 6069, the Pakistan State Sponsor of Terrorism Designation Act in the House of Representatives.

The bill has been sent to House Foreign Affairs Committee for necessary action.

Simultaneously the US India Political Action Committee launched a nationwide effort to canvass Indian Americans to get their local legislators' support to H R 6069.

"It is time we stop paying Pakistan for its betrayal and designate it for what it is, a state sponsor of terrorism," Congressman Ted Poe said after introducing the bill in the US House of Representatives.

"Not only is Pakistan an untrustworthy ally, Islamabad has also aided and abetted enemies of the United States for years. From harboring Osama bin Laden to its cozy relationship with the Haqqani network, there is more than enough evidence to determine whose side Pakistan is on in the War on Terror. And it's not America's," Poe claimed.

If passed, the bill will require the US President to issue a report within 90 days of passage detailing whether or not Pakistan has provided support for international terrorism, he said.

"Thirty days after that, the Secretary of State must issue a follow-up report containing either a determination that Pakistan is state sponsor of terrorism or a detailed justification as to why Pakistan does not meet the legal criteria for designation," he added.

Calling it an untrustworthy ally of America, Poe said for years Pakistan has been aiding and abetting the enemies of the US.

"These are not enemies who simply profess to hate us. These are groups and individuals with American blood on their hands," he said in his speech on the House floor.

In his remarks in the House, Congressman George Holding said, "Mr Speaker, we must be honest about the evolving terror threat in front of us and confront this challenge with strong leadership and unwavering resolve".

French Intelligence Uses Moroccan Women to Spy on Salafists

Rabat – Moroccan women are used in the French intelligence services to spy on Salafists, Moroccan daily Al Massae said in its weekend issue.

The report says that Moroccan women were far “more effective” than their French counterparts.

Women are regularly used to spy as part of a special division of the French Intelligence Service which has as its mission the monitoring of Salafist.  This division monitors Salafist through wire-tapping, the analysis of data collected by spies, and the taking of material evidence from suspects.

The Salafi movement is widespread throughout the Islamic world. Those calling themselves Salafist dress more conservatively and practice the traditions and customs of the Prophet Muhammad (PBUH) and his companions into the third or even fifth generation.

Salafist purist tend to shy away from politics and focus on simply studying the Quran, Sunnah and laws.

However, the French-Jewish scholar Gilles Kepel, coined the term “Salafi Jihadism” to describe those Salafi groups who started developing an interest in armed jihad in the mid-1990s.  It is estimated that there are 10 million Muslim men and women worldwide who follow the Salafi path.

The report says the women live double lives and are trained not to disclose their connection with French intelligence services.

The effectiveness of these female spies has encouraged the French Intelligence service to recruit more women who have technical or religious studies background or have graduated from a major university.

Al Massae also reported that the French intelligence services have recruited more than 600 Moroccan and Algerians in the fight against Al Qaeda in the Islamic Maghreb and the Islamic State.

Triple Talaq Not In Conformity With Sharia, Indian Govt to Tell SC

NEW DELHI: The Modi government has decided to tell the Supreme Court+ that the claim that the practice of triple Talaq is in conformity with the Sharia is misplaced because about 20 Islamic countries, including Pakistan and Saudi Arabia, regulate matrimonial laws.

Steering clear of any mention of a uniform civil code (UCC), the Centre is set to argue that the plea advanced by the All-India Muslim Personal Law Board+ - that divorce by triple talaq is sanctified by the Sharia - is incorrect, and that the practice is a violation of the fundamental rights guaranteed by the Constitution in a secular state like India.

The Centre will articulate its position in an ongoing case challenging the practice.

"If regulating matrimonial laws is acknowledged in Islamic countries and not considered contrary to the Sharia, how can this be treated as such in a secular country like India where fundamental rights are protected under the Constitution?" a top government source said.

By side-stepping any reference to the UCC, the government hopes to counter any allegation that it is seeking to "impose" personal laws on the minorities. The government has referred the UCC issue to the Law Commission of India which will hold wide consultations, including discussions with various personal law boards and other stakeholders.

The Centre's approach -opposing the triple Talaq as a violation of the fundamental rights of Muslim women+ -is a strong rebuttal of the All India Muslim Personal Law Board (AIMPLB). AIMPLB has defended the practice of polygamy and Talaq and questioned the court's authority to adjudicate a religious matter+ derived from the Quran and Sharia law.

A group of ministers -comprising home minister Rajnath Singh, finance minister Arun Jaitley, defence minister Manohar Parikkar, women and child development minister Maneka Gandhi and law minister Ravishankar Prasad -has taken the view that the triple talaq issue should not be seen as the government's stand on a uniform civil code.

The issue of triple talaq is to do with gender justice; it should be non-discriminatory to women and protect the dignity of individuals, the source said. The right to practise one's faith is protected under the fundamental rights enshrined in the Constitution, he added, and is not impacted by setting aside triple talaq.

The government sees practices like triple talaq as discriminatory and believes it should be regulated under the law.

The SC had on September 5 asked the Centre to file a response within four weeks on a bunch of petitions challenging the Muslim practices of polygamy and triple talaq. The petitioners had demanded scrapping of Section 2 of the Muslim Personal Law (Shariat) Application Act, 1937, as they said it was unconstitutional and violated the fundamental rights guaranteed under Article 14 of the Constitution.

"About 20 Islamic countries have regulated marital laws, including Pakistan and Saudi Arabia, and Muslim-majority Bangladesh. If regulating these laws are not against Sharia in these countries, it should not be seen as one in India," the source said.

Once the Law Commission report on a uniform civil code is available, the government may call an all-party meeting to arrive at a consensus on the subject, a law ministry source said.

Syrian FM at UN: Bombing of Syrian troops no mistake, US is ISIS accomplice

The recent bombing of Syrian troops by the US-led coalition was no mistake, Syria’s Foreign Minister, Walid Muallem, said at the UN General Assembly, calling America and its allies accomplices to crimes committed by Islamic State and other terrorists.

"The Syrian government puts all the responsibility for aggression on the US, as the facts show, that it was a deliberate attack, but not a mistake – even if America says the opposite,” Muallem said during a general debate at the 71st Regular Session of the United Nations General Assembly in New York.

“This vile aggression proves that the US and its allies are accomplices of Islamic State and other terror groups,” he stressed.

On September 17, Syrian troops encircled by Islamic State (IS, formerly ISIS/ISIL) militants near the town of Deir ez-Zor were bombed by US-led coalition warplanes.

Sixty-two soldiers were killed in the airstrike, which was followed by an offensive by the jihadists on the positions of the government forces.

Washington said that that it hit Syrian troops by mistake and, according to Russian Foreign Minister Sergey Lavrov, offered its apologies to Syria’s President Bashar Assad via Moscow.

Despite harsh rhetoric towards the US, Muallem stressed that Syria “confirms its adherence to the principles of the Geneva peace process under the auspices of the UN.”

The Syrian government maintains “a constructive stance on the issue of political settlement” of the conflict in the country, he said.

“Such a decision must be based on respect towards the sovereignty, independence and territorial integrity of Syria and unity of its people,” the FM said.

The intra-Syrian talks between sides involved in the conflict have remained stalled since April, with new rounds of negotiations being constantly rescheduled.

The foreign minister also said that anti-terror efforts on Syrian soil can only be carried out in accordance with the country’s authorities.

"We have always welcomed all international efforts to counter terrorism in Syria. But we stress once again the need to coordinate such efforts with the government of the Syrian Arab Republic and the Syrian Arab Army that has been combating terrorism on the ground for more than five years. Without such coordination any action would be considered a breach of sovereignty, a flagrant interference and a violation of the principles and purposes of the charter,” Muallem added.

"Without such coordination, any action will fall short of achieving real results and will even make matters worse," he added.

The diplomat again slammed the “Turkish incursion into Syrian territories under the pretext of countering terrorism. This is a flagrant aggression and must be stopped immediately."

A ceasefire in Syria was agreed on during talks on September 9 between Moscow and Washington. Both sides agreed to influence the Syrian government and the so-called moderate rebel forces respectively in order to bring an end to hostilities.

Since then, Moscow has repeatedly complained that Washington is failing to keep to its side of the bargain.

The US has blamed Russia for not pressuring Damascus enough to facilitate humanitarian access to Syria.

The ceasefire was put at risk by the bombing of Syrian government forces by US-led coalition warplanes in Deir ez-Zor and an attack on UN-humanitarian aid convoy in Aleppo, in which 21 people were killed.

US U-2 Spy Aircraft Shooed Away Near Iranian Borders

TEHRAN (FNA)- Commander of Khatam ol-Anbia Air Defense Base Brigadier General Farzad Esmayeeli announced that a US U-2 stealth aircraft was alarmed to stay away from the country's borders.

"In the past few days, our forces at Khatam ol-Anbia Air Defense Base warned a US U-2 spy plane which sought to violate Iran's airspace and it was forced to change its direction," General Esmayeeli said addressing a gathering near Tehran on Saturday.

Stressing that the Air Defense forces care for safeguarding the country's borders rather than diplomatic considerations, he said that even the European officials should take permission for flying over the Iranian airspace.

Build ‘giant refugee city’ in Libya rather than let them in – Hungarian PM

The EU should fund the construction of a giant refugee camp in turbulent Libya and keep asylum seekers there rather than allow them into the EU, controversial Hungarian Prime Minister Viktor Orban suggested.

Speaking in Vienna after a summit of European and Balkans countries on the refugee crisis, he reiterated his scepticism over how Brussels has been handling it so far.

He suggested that Libya should reassume the role as Europe’s refugee buffer, which it served before a NATO-backed uprising ousted Libya strongman Muammar Gaddafi before the country plunged into the state of chaos it remains in today.

Foreign hacker who aided Islamic State gets 20 years in US

ALEXANDRIA: A computer hacker who helped the Islamic State by providing names of more than 1,000 US government and military workers as potential targets was sentenced on Friday to 20 years in prison.

The sentence was much higher than the 6-year term sought by defense lawyers, who argued that their client, Ardit Ferizi, meant no real harm and is not a true supporter of the Islamic State.

Refugees in Greece live in 'appalling conditions': Amnesty

ATHENS: Most of the roughly 60,000 refugees and other migrants stranded in Greece are living in "appalling conditions" and face "immense and avoidable suffering," rights group Amnesty International said in a report on Thursday slamming Europe's response to the refugee crisis.

The group criticized Europe for failing to fulfill commitments to relocate refugees from the countries they entered, saying only 6 percent, about 4,000 people, of the 66,400 relocations promised over two years have taken place.

Kozhikode: An entire village and members of a family in the southern Indian state of Kerala are euphoric over the assumption of duty by Lt. Gen. P.M. Hariz as General Officer Commanding-in-Chief of the Southern Command of the Indian Army.

Banners congratulating the ‘Great Son of the Village’ were raised in the village of Kuttikadavu, Cheruppa, 16 km from the city of Kozhikode, after news about Hariz assuming command of the largest geographical formation of the Indian Army recently.

Lt. Gen. Hariz took over the post from Lt. Gen. Bipin Rawat, who has proceeded to Delhi to assume duties of Vice Chief of Army Staff, Saudi Gazette newspaper reported.

Kashmir: Stone pelting incidents dip as 300 instigators arrested

NEW DELHI: The arrest of 300 suspected instigators of stone-pelting by the Jammu and Kashmir police over the last one month has drastically reduced the number of such protests, and made the streets of Srinagar and surrounding areas much safer, officials monitoring the situation in the Valley said.

The current spell of such protests, which are targeted at government buildings and security installations and personnel, was triggered by Hizbul Mujahideen terrorist Burhan Wani's killing on July 8. As part of the Centre's strategy to curb the protests, the J&K police and the Central Reserve Police Force (CRPF) have systematically nabbed stone-pelters and sent them to jail under the Public Safety Act. They have also arrested some Hurriyat members.

JAMMU: Indian Army and Border Security Force (BSF) on Saturday arrested two men from Pakistan occupied Kashmir (PoK) who had been acting as guides for infiltrating terror groups into India from the the Line of Control (LoC) in Uri sector.

The recent bombing of Syrian troops by the US-led coalition was no mistake, Syria’s Foreign Minister, Walid Muallem, said at the UN General Assembly, calling America and its allies accomplices to crimes committed by Islamic State and other terrorists.

"The Syrian government puts all the responsibility for aggression on the US, as the facts show, that it was a deliberate attack, but not a mistake – even if America says the opposite,” Muallem said during a general debate at the 71st Regular Session of the United Nations General Assembly in New York.

“This vile aggression proves that the US and its allies are accomplices of Islamic State and other terror groups,” he stressed.

Tens of Saudi Troops Killed by Yemeni Forces in Retaliation for Hudaydah Massacre

TEHRAN (FNA)- Yemeni forces inflicted heavy casualties and losses on Saudi forces in retaliation against the Riyadh air raids that left dozens of civilians dead or injured in Hudaydah Province.

Al-Masirah television reported that the Yemeni army and popular forces launched rockets at the positions of Saudi mercenaries in the city Ta’izz, killing at least 40 troops.

The retaliatory attacks came after tens of civilians were killed and tens of others were injured in a Saudi airstrike on Yemen's Hudaydah province. The air raid was carried out on a busy marketplace in the Hawak district.

ALEPPO: With pools of blood and shredded bodies on the streets, the rebel-held east of Syrian city Aleppo has been reduced to an apocalyptic battlefront under relentless regime and Russian bombardment.

Doctors at one of the last functioning hospitals said they were being forced to carry out swift amputations just to keep survivors alive.

Saudis offer oil cut for OPEC deal if Iran freezes output

Saudi Arabia has offered to reduce oil production if rival Iran agrees to cap its own output this year, in a major compromise ahead of talks in Algeria next week, three sources familiar with the discussions told Reuters.

The offer, which has yet to be accepted or rejected by Tehran, was made this month, the sources told Reuters on condition of anonymity.

Riyadh is ready to cut output to levels seen early this year in exchange for Iran freezing production at the current level, which is 3.6 million barrels per day, the sources said.

"They (the Saudis) are ready for a cut but Iran has to agree to freeze," one source said.

Two more sources confirmed the offer was presented to Tehran.

Four Al Qaeda Men Killed In US Drone Strike

SANAA: Four members of Al Qaeda’s Yemen branch, including a local commander, were killed in a suspected US drone strike on a vehicle travelling east of the capital Sanaa, two local officials said on Saturday.

They said the attack in Marib province, controlled by forces loyal to exiled President Abd-Rabbu Mansour Hadi, occurred late on Friday. A local commander of the militant Al Qaeda in the Arabian Peninsula (AQAP), known as Abu Khaled al-Sanaani, was killed along with three associates, they said.

Egypt court sentences seven to hang for shooting officer

Moody’s cuts Turkey’s credit rating to ‘junk’

ISTANBUL: Credit ratings agency Moody’s Investor Service has downgraded Turkey’s sovereign credit rating to non-investment grade citing worries about the rule of law following an attempted coup, risks from external financing and a slowing economy.

Alleged Burlington Shooter ID’d as Arcan Cetin, Immigrant from Turkey

Police have identified the alleged shooter in the Burlington mall attack as Arcan Cetin, 20, of Oak Harbor, Washington. Multiple reports indicate that Cetin was an immigrant from Turkey — not a citizen, but a legal permanent resident of the United States.

Cetin allegedly killed four women and one man at the Cascade Mall on Friday evening. Local NBC News affiliate KING-5 reports that he used three guns in the attack, all of which had been legally purchased by Cetin’s father, and which he stole.

Police arrested Cetin on Saturday evening as he walked down the street in Oak Harbor. He was reportedly unarmed at the time of his arrest. Law enforcement sources speculated that he may have acted from personal motives, given that his ex-girlfriend had once worked at the Macy’s store where the shooting took place. The investigation is still ongoing, however.
