Tripoli : British Prime Minister David Cameron and French President Nicolas Sarkozy gave Libya’s new rulers strong support during a landmark visit to Tripoli on Thursday, vowing to release billions of dollars more in frozen assets and to push ahead with NATO strikes against Muammar Gaddafi’s last strongholds.
Cameron told the fugitive Libyan leader and his backers, “It is over. Give up.”
The two were the first world leaders to travel to Tripoli since revolutionary forces swept into the capital on August 21 and forced Gaddafi into hiding. The visit aimed to give a significant boost to the National Transitional Council, the body of former rebels that is widely recognised as the new leadership but faces a major struggle in establishing its authority.
At a press conference alongside NTC chief Mustafa Abdul-Jalil and the NTC’s prime minister Mahmoud Jibril, Cameron and Sarkozy both expressed their backing for the council. Cameron said he would push for the release to the NTC of billions of dollars in Libyan assets that had been frozen to punish Gaddafi’s regime. He announced Britain and France would introduce a draft resolution to the UNSC on Friday authorising the release of all Libyan assets.
“We have already unfrozen a billion pounds ($1.6 billion) worth of assets, but if we can pass the UN resolution that we will put forward with France tomorrow, there’s a further 12 billion ($18 billion) of assets in the UK alone that we will be looking to unfreeze,” he said.
Cameron said that the NATO mission would continue. “There are still parts of Libya under Gaddafi’s control, Gaddafi is still at large, and we must make sure this work is completed,” he said.
He called on Gaddafi to surrender, saying “it is time for him to give himself up and time for Libyan people get the justice they deserve by seeing him face justice.”
Their support could put them in a good position to cash in on lucrative trade and oil business once Libya gets on its feet, but Sarkozy denied that was the goal. “We ask for no preference with respect to Libyan assets or resources. What we did we did without a hidden agenda, but because we wanted to help Libya,” Sarkozy said.

New Delhi: India has upped the ante against Chinese activities in Pakistan Occupied Kashmir (PoK).
A few months ago,when China sent a diplomatic protest (demarche) to India regarding proposed oil and gas exploration in the South China Sea off Vietnam,India had refused to entertain it.Instead,in its reply,India told China that it should stop its activities in PoK.
In fact,India has followed up its criticism with another strongly worded representation to China,issued a few weeks ago,asking it to stop its activities in PoK.India said Pakistan was in illegal occupation of that part of Kashmir and Chinese activities were in contravention of international norms.In Vietnam,Indias ONGC and Petro Vietnam are in a joint venture in oil exploration in the South China Sea.India bought BPs assets in the project after it exited in 2006.India has particular concerns on two infrastructure projects by China in PoK: the Diamer-Bhasha dam and upgradation of the Karakoram Highway.While China has insisted that these are all civilian in nature,India remains concerned that the Chinese presence poses a security threat.In 2010,foreign minister S M Krishna told his Chinese counterpart that Kashmir was a core issue for India in the way that Tibet and Taiwan were for China.This was in response to the stapled visas that China issues to Indian citizens from Jammu & Kashmir.
Answering questions in the Rajya Sabha last month,the foreign ministry had said,Government is aware that China is executing infrastructure projects in PoK.Government has raised this issue with China and has clearly conveyed Indias position.Indian government has asked China to cease such activities.
During a recent visit to China by Pakistan president Asif Zardari,he took along the PM and other notables from PoK to Xinjiang.This was accepted without question by China.Given that China issues stapled visas to Indians from J&K on the grounds that it was disputed,the Chinese silence on the PoK presence in the Zardari delegation was interpreted as meaning that China considered PoK a legitimate part of Pakistan.This would be double standards,said Indian officials.

US Says Haqqani Men Behind Kabul Attack,Pak Demands Proof
Islamabad: The US warning on militants based in Pakistan,blamed by Washington for this weeks attack on the US embassy in Kabul,works against counter-terrorism cooperation between the two allies,the Pakistani foreign ministry said on Thursday.
It was referring to comments by US defence secretary Leon Panetta that Washington would do whatever it takes to defend American forces in Afghanistan from Pakistanbased militants.
We believe these remarks are not in line with the cooperation that exists between the two countries, foreign ministry spokeswoman Tehmina Janjua told reporters.
US officials suspect militants from the Haqqani network were behind Tuesdays rocket attack on the US embassy compound in the Afghan capital,as well as a truck bomb last Saturday that wounded 77 US force ambers.
Time and again weve urged the Pakistanis to exercise their influence over these kinds of attacks from the Haqqanis.And we have made very little progress in that area, Panetta told reporters flying with him to San Francisco.
I think the message they need to know is: were going to do everything we can to defend our forces. Pakistani officials said there was no proof of such crossborder operations.
The comments are likely to raise tension between the uneasy allies.Relations dropped to a low point after a unilateral US special forces raid killed Osama bin Laden in a Pakistani town in May.
Pakistan and the US have strategic cooperation.We hope to discuss these issues in a cooperative manner, Janjua told a news conference.
Pakistani officials said it was the responsibility of United States-led forces to crack down on militants when they enter Afghanistan.
We are using all our resources to fight terrorism.As far as these issues like Haqqani network launching attacks from Pakistani territory is concerned,has any proof ever been given said a senior Pak military official.
Panetta declined to answer questions about what steps the US might take to defend United States forces.The CIA has had success targeting militants in Pakistan using drones,and has tried to take out figures in the Haqqani network.

US terror tag & sanctions for Indian Mujahideen

THE US on Thursday designated the Indian Mujahideen ( IM) as a foreign terrorist organisation and slapped sanctions on it.
The state department said the IM has close ties with other US- designated terrorist entities, including the Pakistan- based Lashkare- Tayyeba ( LeT), Jaish- e- Mohammed ( JeM) and Harakat ul- Jihad- i- Islami ( HuJI).
The outfit is responsible for dozens of bomb blasts throughout India and has caused the deaths of hundreds of people.
“ These designations highlight the threat posed by the IM not only to Western interests, but to India, a close US partner. The Indian populace has borne the brunt of IM’s wanton violence and today’s actions illustrate our solidarity with the Indian government,” Daniel Benjamin, state department’s coordinator for counter terrorism, said.
“ These designations play a critical role in our fight against terrorism and are an effective means of curtailing support for terrorist activities and pressuring groups to abandon terrorism,” he added.
The IM is believed to be involved in Pune’s German Bakery blast in 2010, the 2008 Delhi blasts and the 16 synchronised bomb attacks in Ahmedabad the same year. It also alleged to have played a facilitative role in the 26/ 11 blasts.
“ The consequences of these designations include a prohibition against knowingly providing material support or resources to, or engaging in other transactions with, the IM, and the freezing of all property and interests in property of the organisation that are in the US, or come within the US, or the control of US persons,” the state department said.
The slapping of sanctions against the IM comes within a fortnight of a Congressional report identifying it as an example of the dangerous growing trend of indigenous Islamist terrorism in India.

Al-Qaeda chief of ops in Pak killed in drone strike

Washington : Al-Qaeda’s chief of operations in Pakistan has been killed in a CIA drone strike, two United States officials said.
The officials identified the target of the drone attack as Abu Hafs al Shahri, a Saudi national who had been serving as the senior figure in al-Qaeda’s central command, in charge of dealing with operations inside of Pakistan.
The drone strike occurred in Pakistan’s tribal areas within the last few days, the officials said, but they declined to provide more details.
As al-Qaeda’s Pakistan operations chief, one of the officials said, al Shahri’s responsibilities included co-ordinating the activities of al-Qaeda’s depleted central leadership with Pakistan’s principal network of Taliban militants, known as the TTP.
“This is another blow at the core of al-Qaeda in Pakistan,” a US official said. “The loss of their chief of operations in Pakistan, an individual who played a key operational and administrative role for the group, will pose a challenge for (Ayman) Zawahiri.”
Zawahiri is the Egyptian doctor who succeeded Osama bin Laden, who was killed in a US raid, as al-Qaeda leader.

The UN Human Rights Council (UNHRC) held a panel discussion Tuesday to discuss the promotion and protection of human rights in the context of peaceful protest in the Arab region.
The significance of peaceful protest as a human rights issue was a cornerstone of the discussion. According to the council, the right to peaceful protest is the heart of any democratic society.
Speakers indicated that the recent violent repression of peaceful protests was in violation of human rights principles and that those responsible should be held to account.
President of the Maldives, Mohamed Nasheed, was invited as the keynote speaker, while he claimed to speak not only as a leader but also as a protester.
In his address to the panel, Nasheed claimed that "recent events across North Africa and the Middle East represented a defining geopolitical moment, comparable to the fall of the Berlin Wall," according to a UNHRC report.

Tribesman beheaded by Taliban militants in Pakistan

Islamabad : Pro-Taliban militants beheaded a tribesman in the restive Khyber tribal region of Pakistan on charges of spying, according to a media report today.
Militants abducted Rahim Shah, a resident of Bara Qambarkhel, and later dumped his beheaded body in nearby mountains in the remote Tirah valley yesterday.
A letter left with the body alleged that Shah was involved in spying on militants and desecration of places of worship, the Dawn newspaper quoted its sources as saying.
In a separate development, the Manzakhel branch of the Akkakhel tribe has extended its full support to the local peace committee or anti-Taliban militia in its campaign
against militants.
The decision was made at a jirga of tribal elders where scores of local armed volunteers joined the peace committee and established several checkpoints to monitor the movements of militants.
The political administration of Khyber Agency and security forces had launched an operation against militants in Akkakhel area few days ago.
Sources said scores of families had moved from the area to safer places due to the fresh offensive and anticipated counter-attacks by militants.

Suicide Bomber Kills 27 in Northwest Pakistan

PESHAWAR, Pakistan (AP) — A suicide bomber attacked the funeral service on Thursday of a Pakistani tribal leader opposed to the Taliban, killing at least 20 people in the second strike this week against local foes of the militant network.
The blast took place in the Lower Dir region, which lies close to the Afghan border.
Around 200 mourners were attending the open-air funeral of Bakhat Khan when the bomber struck, police officer Sher Hassan Khan said.
Many others were wounded and were being transported to hospitals, he said.
Bakhat, who died in his sleep Wednesday, was a member of a local "lashkar" or militia that was opposed to Taliban rule in the region.
The tribesmen in the northwest have formed several such militias, for which they typically receive limited government funding. They have had some success at stopping militant infiltration, but are routinely struck by revenge attacks.
Many of the bloodiest bombings of the last three years have targeted "lashkar" members or their families.
On Monday, Taliban gunmen killed four children as they were returning from school close to the main northwestern city of Peshawar. The insurgents said the attack was aimed at stopping locals there supporting a tribal militia that is fighting the militants.

NEW DELHI: Union home minister P Chidambaram said on Thursday that India has neutralised 51 terror modules since the Mumbai terror attacks of 2008.
Chidambaram said Pakistan and Afghanistan are epicentres of terror. Most of the terror groups based in Pakistan target India, he added.
"No country is immune from terror attacks. Challenge of terrorism is a formidable challenge," the Union home minister said.
Chidambaram also said that the two recent terror incidents - Mumbai and Delhi blasts - are indeed a blot on our record.

Weapons proliferation 'key concern' in Libya: US

Tripoli : The potential proliferation of both conventional and unconventional weapons in Libya after six months of civil war is a 'key concern' for the United States, a senior American official has said.
The conflict that ended Moammar Gaddafi's 42-year rule and sent the former dictator into hiding also threw open the gates to his regime's extensive armories. The country's new leaders, who are struggling to establish a government, have failed to secure many of the weapons caches. Witnesses have watched looters, former rebel fighters or anyone with a truck carry them away.
In another diplomatic development, a member of the Libyan council said late Wednesday that the leaders of Britain and France will visit Tripoli on Thursday. Prime Minister David Cameron of Britain and French President Nicolas Sarkozy would be the first heads of government to arrive in Tripoli since Gaddafi fled. Their offices would not comment.
Earlier Wednesday, US Assistant Secretary of State Jeffery Feltman told reporters in Tripoli that Washington already has people working with Libya's new rulers about the possible proliferation of shoulder-fired missiles, as well as dangerous chemicals like mustard gas.
“This is certainly an issue we are concerned with, the Libyan officials are concerned with, because it poses potential risks not only to Libyans, but to the region as a whole”, said Feltman, who was in Tripoli for talks with the former rebels' National Transitional Council.

Pakistan escapes list of states violating religious freedom

WASHINGTON: The US State Department has not included Pakistan in a list of eight “countries of particular concern” whose governments have engaged in or tolerated particularly severe violations of religious freedom.
The omission, however, angered another federal government agency, the US Commission on International Religious Freedom, which demanded on Wednesday to put Pakistan on the list.
The eight countries on the list are Burma, China, Eritrea, Iran, North Korea, Saudi Arabia, Sudan and Uzbekistan.
Assistant Secretary Michael H. Posner, while releasing the annual report on international religious freedom, said the United States was concerned about the blasphemy law in Pakistan, and about the murder of Punjab Governor Salman Taseer and Minorities Minister Shahbaz Bhatti.

Bharatpur Communal clash: Day after, no arrests, death toll four

Gopalgarh : Empty cartridges strewn over the road and charred remains of what used to be shops are reminders of the violent evening that shook the sleepy village of Gopalgarh in Rajasthan on Wednesday.
The police had opened fire on two groups who were engaged in a gun battle after firing in the air through the day in a show of might during an ongoing land dispute. Bodies of three people were taken away from the spot on Wednesday night, while another was found decaying in a field nearby on Thursday morning.
Krishan Kunal, District Magistrate of Bharatpur, where Gopalgarh is situated, said two of the 21 others who were injured were critical.
However, a day later, authorities were yet to arrest or detain anyone or even seize any firearm that may have been used in what they said was a fierce gun battle that lasted well over an hour.
“We have registered a criminal case of murder, rioting and arson. No one has been detained so far, nor have any seizures been made,” said Hinglal Dan, SP, Bharatpur. Dan said they had not yet taken a count of how many rounds the police fired. Another senior police officer said they had identified at least 15 rioters.
When asked about the weapons that the warring groups may have used, DM Kunal said, “All I can tell you is, they had good weapons.” Rescuers were till late on Thursday trying to pull out from a well nearby what could be two more bodies, but Dan said only a post mortem could confirm if they were human remains.

12 al Qaida-linked militants killed in south Yemen

The latest clashes between Yemeni government forces and al Qaeda-linked militants in southern Yemen have killed 14, including 12 militants, officials said.
Loud explosions and exchanges of fire were heard in the capital Sanaa on Wednesday night, in the neighborhood where the chief
of the main tribe opposing Yemen's president lives.
There were no immediate reports of casualties. Three explosions were also reported near police stations and an intelligence office in the port city of Aden in southern Yemen.
A military official on Wednesday said that negotiations in the south with the fighters to end the bloodshed there were deadlocked.

3 ISI sleuths killed in Taliban grenade attack

Three Inter-Services Intelligence operatives were killed and another injured after Taliban [ Images ] militants fired at a vehicle carrying them in Pakistan's restive northwest, media reports said.
The militants ambushed the vehicle in Bannu area of Khyber-Pakhtunkhwa province.
The militants, armed with assault rifles, fired at the car from several directions. Three officials were killed instantly while another was injured, the reports said.
The media reports described the dead intelligence sleuths as low-ranking officials of the ISI. There was no official word on the incident from the military.
This was the second major attack since Tuesday. The ISI blamed on the Pakistani Taliban, who have targetted military and intelligence facilities in suicide attacks and bombings over the past four years.
Among the military facilities attacked by militants are the army's General Headquarters in Rawalpindi and a naval airbase in Karachi. On Tuesday, the Taliban attacked a school van on the outskirts of Peshawar city, killing five children and the driver.
A militant spokesman said the attack was directed against members of a pro-government tribe.

2 Killed in Norway Cruise Ship Fire

OSLO, Norway (AP) — Two people were killed and at least nine injured on Thursday in a fire on a cruise liner operating on a popular route along Norway's craggy coast, officials said.
Police said they received information that an additional four people were missing, but could not immediately confirm it. Nine people were taken to the hospital, two with serious burns and smoke injuries.
The MS Nordlys, with 262 people on board, was evacuated after it caught fire at 9:20 a.m. (0720 GMT) before arriving in Alesund, 230 miles (375 kilometers) northwest of Oslo. More than 100 passengers were evacuated into lifeboats before the ship reached port.
The remaining passengers and some crew left the vessel as smoke was still billowing from the burning ship. Hurtigruten ASA, the Norwegian operator of the ship, said eight of its crew were among those sent to hospital.
Police said they sealed off parts of Alesund because of the heavy smoke.
The MS Nordlys, traveling north from Bergen, is one of several ships that ply the Norwegian coast on the popular 1,500-mile (2,500- kilometer) cruise between the southwestern city and Kirkenes, high above the Arctic Circle near the Russian border.
The line carries both tourists eager to see the spectacular western coast and locals from coastal cities and hamlets.

Over 100 students hospitalised for food poisoning; Panic in Malegaon

Malegaon: Panic runs deep in Malegaon after more than hundred school students September 15 complained of nausea and began vomiting after having mid-day meal in a local school located in slum area. They were rushed to the hospital immediately.
"Till now more than 100 school students have been brought to the Malegaon General Hospital. They are suffering from nausea, tachycardia and gastritis", Resident Medical Officer of the hospital Dr. Dange said while speaking to ummid.com.
"This may have been happened because of food poisoning. But no child is serious. We are giving emergency treatment to everyone", he added.
Additional Superintendent of Police Chandrashekhar Chougale said that trouble began today in the afternoon when school students complained of nausea after having the food served by the school and were rushed to the general hospital.
Talking to ummid.com, eyewitnesses said trouble began at around 12:00 PM when after having the mid-day meal school students of Jamhoor High School located in the slum area of Malegaon complained of uneasiness and began vomiting.
"As usual he had taken the khichdi served by the school but began vomiting immediately after that", Sani Aslam Khan, mother of Sajid Khan (10), told ummid.com. Sajid Khan is now being treated in the hospital.
Soon after this people started gathering inside the school compound and demanded action against the concerned teachers. As a result, the staff were forced to lock themselves in a room. Police came and control the mob while ambulances began shifting the students to the hospital.

Indonesia seeks 12-year term for militant suspect

Jakarta : Prosecutors are seeking a 12-year jail sentence for one of Indonesia's top terrorism suspects on charges of helping set up a terrorist training camp.
State prosecutor Bambang Suharijadi today said in a sentencing hearing before the West Jakarta District Court that Abu Tholut was guilty of helping set up a jihadist camp for a group that plotted attacks on foreigners and assassinations of the country's moderate Muslims leaders.
The 50-year-old Tholut is one of more than 120 alleged members of the "Tanzim Al Qaeda in Aceh" group to have been captured or killed since the camp in westernmost Aceh province was raided early last year.
He was arrested in December and went on trial in June. The judges are expected to issue their verdict next month.

Jammu students got terror mail ‘before blast’

Jammu : Two more students were arrested in Kishtwar Thursday morning as the National Investigation Agency (NIA) closed in on the terror module behind the September 7 bombing that killed 14 and injured 70 outside Delhi High Court.
Sources said Aamir Abbas of Kishtwar town and Hilal Amin of Nagseni were arrested after midnight raids by NIA and J&K police.
Amin is a Class XI student; Abbas studies Urdu at Moulana Azad University. Sources said both were members of Tableeghi Jamaat. Abbas’s uncle, sources said, was killed in the 2008 communal riots in Kishtwar.
The arrests followed revelations made by two Class XI students — Abid Hussain and Shariq Ahmed of Islamia Faridia Higher Secondary School — arrested on Wednesday for sending the terror e-mail to media houses soon after the blast.
Sources said Abbas gave them the mail in a pen drive with addresses of recepients. He told them to send it after the blast. Hussain and Ahmed bunked school on September 7 and watched news channels at home. After the blast was reported, they went to Global Internet Café and sent the mail.

Indo- Pak ministers likely to meet at UN

THE India- Pakistan dialogue process is likely to receive further impetus when the foreign ministers of the two countries meet in New York next week on the sidelines of the UN General Assembly ( UNGA) session. This, in fact, could further set the stage for a bigger meeting between the Prime Ministers of both countries.
External affairs minister S. M. Krishna, it is understood, may meet his Pakistani counterpart Hina Rabbani Khar in New York after the two concluded their last meeting in Delhi on a positive note, notwithstanding Delhi’s unhappiness over the visiting minister’s interaction with the Hurriyat leadership.
The meeting between Khar and Krishna is likely to involve a discussion on the progress of confidence building measures, reached at the July meeting in Delhi. It was then decided that the two foreign ministers will meet again for the structured dialogue in the first half of 2012.
Khar and Krishna’s discussions are likely to lead to a meeting between PM Manmohan Singh and his Pakistani counterpart Yousaf Raza Gilani — both of whom will also be in New York next week to address the UNGA. Sources indicated that efforts are underway to arrange the big meeting. The two PMs last met at Mohali during the World Cup Cricket semi- final clash between India and Pakistan.

If the Delhi government has its way, this will soon be a reality. Delhi Tourism in association with Pawan Hans plans to launch helicopter tourism, enabling Delhi to join the likes of New York and London.
Tourists will be able to hire a helicopter and take in the sights from the air. The choppers will have a fixed path and fly “ suitably close” to tourist attractions in the city.
“ Everything about the project is final. We and Pawan Hans will sign a memorandum of understanding soon and start the project in a few months,” Delhi Tourism managing director G. G. Saxena said.
Officials said the helicopter service would add a whole new meaning to ‘ Dilli Darshan’ being offered by the state tourism department at the moment.
“ People will be able to enjoy the topography and some of the historical monuments from a relatively safe distance. It will surely give them a whole new view of the city,” a senior official said.
To begin with, two helipads will be used: one at Akshardham Temple in East Delhi and the other at Rohini . A direct journey between the two points is likely to take about 10- 12 minutes. The helipad at Rohini will have parking bays and a repair and maintenance workshop.

Lashkar-e-Toiba commander: The one escape the artist couldn’t pull off

New Delhi : A window left open in a house proved a literal window of opportunity for the police in tracking down and killing Lashkar-e-Toiba commander Abdullah Ooni.
For months, a police mole had been keeping a watch on the house of Ooni’s in-laws in Sopore’s Batapora neighbourhood, where his wife Tabassum is staying with their baby daughter. The mole told Superintendent of Police Imtiyaz Mir about days when the window would be left open, the inference being that this was when Ooni had come visiting. And Monday proved the inference correct.
The police also drew on recent experience. On August 19, after the police had received a tip-off that Ooni was in a house in Dangerpora on Sopore’s outskirts, they encircled the area but Ooni jumped out of a window and escaped, SP Mir said. This time, too, Ooni jumped out of the window in his in-laws’ house, but this time the police were expecting it.
They now admit there was no other way they could have got the elusive Ooni, 27, who had made a reputation as an escape artist and who, they say, had revived the Lashkar network in Sopore after the area had been declared militancy-free in 2008.

J&K speaker rejects private bill seeking to challenge accession

Srinagar: J&K assembly speaker on Thursday rejected an opposition Peoples Democratic Party legislators private members bill seeking deletion of an important provision in the states constitution that bars any legislation challenging J&Ks status as Indias integral part.
The state has a separate constitution by virtue of its special status under Article 370.
I had sought deletion of subclause (b) of Section 147 of the J&K constitution that would ultimately make way for any legislator to move a bill seeking rethinking on Section 3 and Section 5 that declare J&K as an integral part of India, said Nizam-ud-din Bhat,who represents north Kashmirs Bandipora constituency.He said speaker Mohammad Akbar Lone informed him about the bills rejection.
In presence of the Section 3,the legislature is restrained from making changes to the present constitutional arrangement that is in direct conflict with the political utterances on Jammu & Kashmirs future status and the space needed for dialogue to reshape the relation of the state with Union of India for any future settlement, Bhat said.He said clause (b) of Section 147 provides the procedure for amending Section 3 and 5.But the PDP dissociated itself from Bhats move.There was no question of supporting the bill if the speaker would have admitted it, said party spokesman Nayeem Akhtar.He blamed CM Omar Abdullah for starting the trend.The CM started it last year when Kashmiri youth were being killed.He tried to neutralize it by questioning J&Ks accession to India, he said.That opened floodgates for every legislator and the disease has spread across the parties.
J&K chief minister Omar was not available for comments but Congress condemned the move as illconceived and illogical.The ruling National Conference preferred silence over the issue.

UK debate on Kashmir a damp squib

London: A move in British parliament to embarrass India over rights violations in Kashmir virtually fell through with less than 30 of the 640 House of Commons members attending a debate on it.The houses business committee also disallowed a demand for a vote on the motion.
Even Conservative Party MP Steve Baker,who initiated the debate,was hesitant in being too critical of India.British foreign office minister Alistair Burt rejected demands for interference in Indias internal affairs and even the expression in the house put on record was made non-binding on the government.It is not for the UK government either to prescribe or mediate in a solution to the situation in Kashmir.It is the long-standing policy of the British government that this is a matter for the Indian and the Pakistani governments,taking into account the wishes of the Kashmiri people, Burt said before the debate.
More than one MP pointed out that the British Foreign & Commonwealth Offices latest human rights report said there were human rights violations on both sides of the Line of Control.Baker said the House of Commons should not indulge in cheap condemnation of India.He advocated a need for being even-handed.

India respects law, human rights

New Delhi: India objected to the debate in British parliament on Thursday on alleged human rights violations in J&K describing it as an initiative of backbencher MPs.
Sources said the government also issued a demarche to the British government stating that the debate had the potential to adversely impact bilateral ties between the two countries.
We take due note of the proposed debate in the UK House of Commons today,which we believe is an initiative of back-bencher MPs and does not reflect the position of Britains government, said foreign ministry spokesman Vishnu Prakash.
Our views in the matter are known to the UK.Suffice it to say at this juncture that India is a vibrant democracy which fully respects rule of law and human rights.
Civil liberties and freedoms are enshrined in the Constitution of India as fundamental rights and are exercised by each and every citizen of this country of 1.2 billion people, he added.
Government officials said there are enough mechanisms in the system to address any violation of civil rights.Indias reaction came after the House of Commons in the UK parliament decided to discuss the alleged human rights violations in Jammu & Kashmir.
Conservative MP Steve Baker,along with four other MPs,had given a notice for the debate in the House of Commons.
These MPs represent the interest of the Mirpuris,who form a powerful Kashmir lobby in Britain.

Azerbaijan to toughen school hijab ban enforcement

BAKU: Azerbaijan will punish parents who defy a ban on girls wearing the hijab in schools in the mainly Muslim but officially secular state, the education ministry said on Wednesday.
“We will take action against those parents who don’t let their children attend classes because of the ban on wearing the hijab,” education ministry spokeswoman Zamina Aligyzy told AFP.
The Muslim headscarf is prohibited under rules that define what uniforms pupils must wear in ex-Soviet Azerbaijan, where the authorities have been seeking to prevent the rise of radical Islam.
The ban has led to a series of demonstrations by pious believers, but Aligyzy said that parents who kept their children from school were breaking the law. “We are getting calls from girls who inform us anonymously that they do want to go to school but their parents don’t let them do so, saying that they must wear the hijab,” she said.
The US State Department criticised the hijab ban in a report on religious freedoms worldwide that was published on Tuesday, describing it as a “negative” development.
The State Department also criticised the Azerbaijani government for the continued closure of several mosques and for increasing fines for violating laws regulating religious activities. Azerbaijan is a mainly Shia Muslim country but after decades of Soviet rule it emerged as one of the most secular states in the Islamic world and has become an important energy supplier to the West and an ally in the NATO-led campaign in Afghanistan.

Pardoning of Sri Lankan very far away: Uncertainty looms

Reports reveal that Minister Dilan Perera is making arrangements to constitute a government delegation to seek pardon for the condemned Sri Lankan house maid Rizana Nafeek, who is languishing in the death row at the Dawadami prisons since July 2007.
Dilan Perera, Minister for Foreign Employment Promotion and Welfare speaking to Asian Tribune said that he will speak with anybody to seek pardon to the Sri Lankan housemaid Rizana Nafeek.
In the beginning Rizana Nafeek in fact arrived in Riyadh as a house maid on 01 April 2005.
A few days after her arrival in Riyadh, Rizana Nafeek had been transferred by her sponsor Naif Jiziyan Khalaf Al-Otaibi to his family household in Dawadami, about 390 km west of Riyad.
While she was bottle-feeding the infant around 12.30 p.m.(on 25th May, 2005), the baby-boy started choking, but according to Rizana Nafeek statement: “When I was feeding the infant, I noticed that the milk was oozing through the mouth and nose of the infant. I stroke the throat of the infant gently. As the infant was seen having its eyelids closed, I thought that it was snoozing.
According to her version, when she was bottle feeding, “I noticed that the milk was oozing through the mouth and nose of the infant,” it clearly reveals that the question of choking while feeding does not arise.
Anyhow, the 4 month old baby of Naif Jiziyan Khalaf Al-Otaibi died. Cause of death was not known as the Saudi Police failed to conduct the postmortem on the deceased infant baby.
Rizana Nafeek had been arrested by the Dawadami Police on the same day, and it was reported that she had allegedly confessed to the killing the child.

Pak policemen's assessment to be sent to their wives

Islamabad : Erring policemen in the Pakistani capital have a new reason to worry - any lapses on their part will be conveyed to their wives under a new assessment system drawn up to judge their performance.
The new "points system" has been introduced by the police hierarchy to "jar the bad cops of the city out of their obstinate ways" and "to put them to shame", the Dawn newspaper reported today.
The first list under the points system has gone up on the notice boards of police stations and offices, and will be posted to the wives of erring policemen soon, the daily quoted its sources as saying.
The performance of police officers from the rank of assistant sub-inspector to inspector will be rated every month and one's standing on the list will earn him "praise or sneers from the family and comrades", said Superintendent of Police Mohammad Ilyas.
A bad report or low standing is expected to shame poor performers and make them give up their "bad ways and do better". Points earned by an officer will help his superiors to assess his chances for promotion and rewards.
Ilyas said he designed the performance assessment system on the direction of city police chief Bin Yamin Khan.

RIYADH: Moroccan maids may ‘spell’ trouble, warn some women

RIYADH: Saudi women have voiced reservations against recruiting domestic helpers from Morocco as suggested by the chairman of the Saudi recruitment committee.
This is due to an old belief that Moroccan women use black magic to lure men to marry them. Some Saudi women urged the Shoura Council to intervene, while others threatened to quit their jobs to look after their homes if housemaids from the country were brought in.
Najla, a 32-year-old teacher at a private school, said she felt threatened by the news, pointing out that Moroccan women are known for being pliant and willing to adjust to varying situations, and this posed a threat to a working wife who is not at home most of the day.
Raja is a housewife who hopes the move falls through. She said Moroccan women are known for their black magic and could use it in Saudi homes. “It is better to be safe than sorry,” Raja said.
“It all depends on the upbringing of the man,” said Nuha, a physician and mother of three young children. She expressed support for the initiative to bring in Moroccan workers and pointed out that any threat can come from workers of any nationality and not only one.
Sawsan, a 40-year-old housewife, sees no harm in the initiative as she believes Saudi women should have confidence in themselves. “If a woman knows how to keep her husband satisfied, nothing can threaten her home.”
Sameer, a divorced businessman, believes that “black magic” is the key phrase frightening people. “However, other nationalities, as we have experienced in the Kingdom, use black magic to control families.”

SAARC carnival before SAARC summit in Maldives

A sort of “SAARC carnival” will get underway in the Maldives ahead of the November SAARC summit in the country, President Mohamed Nasheed announced.
The carnival featuring special exhibitions and various cultural activities will be held during the first two weeks of November in Addu and Fuvahmulah in the Maldives, Nasheed told his week-end radio address.
The two day SAARC summit, grouping 8 nations will open on November 10.
He expressed hopes that the summit will give greater exposure to development projects, open up new business ventures and create new markets for Maldivian exports.
For the first time in its history of 25 years SAARC saw the first woman secretary general appointed from the Maldives.
Former Attorney General Dhiyana Saeed was appointed to the top post in January this year after former SAARC Secretary General from India Sheel Kant Sharma, ended his three year term in February.
The post of secretary general is picked on a rotational basis according to the alphabetical order of names of the member states.
Nepal will field a candidate for the post after the Maldives.

Surat : Sadbhavna Mission z Party minority, SC/ST, women cells get instruction to gather supporters
The state BJP’s minority cell has begun mobilising Muslim faces across Gujarat to ensure their presence during Chief Minister Narendra Modi’s three-day fast as part of his Sadbhavna Mission, beginning Saturday.
Following instructions from senior BJP leaders at a meeting on Wednesday, party’s minority cell president Sufi Mehbubali Bawa said that nearly 200 Muslims who have been elected to various bodies across the state on BJP tickets have been asked to mobilise supporters who will remain present at the Convention Hall of the Gujarat University — the venue for the fast.
“We have been instructed by the party higher ups to work hard to ensure presence of everyone from across the state and meet Modi during the fast. We have started contacting the elected members,” Bawa said.
Minority cell’s Surat president Abdul Hafiz Engineer said, “We have been told to remain present at the venue with supporters from the morning of September 17. We are happy that Modi first called the Muslims on his birthday. Maulvis, teachers, doctors, farmers and business class, who had voted for the BJP in the last elections, will come.”
Party leader Vijay Rupani, who oversees the Minority Morcha affairs, said, “It is an historic event and we are doing our best to make it a grand success... This is constructive politics through which social brotherhood could be established in the state.”
The party has also instructed leaders of different wings, like SC/ST and women among others, to mobilise supporters who would come and meet Modi from September 17 onwards.

Gujarat top cop Sanjiv Bhatt to Narendra Modi: You have completely misconstrued SC verdict

NEW DELHI: Senior IPS officer Sanjiv Bhatt says there is nothing in the Supreme Court order in the Gulbarg Society case that should give chief minister Narendra Modi reason to celebrate. Bhatt made this remark in an open letter to the chief minister on Wednesday; the open letter was in response to the open letter written by Modi on Tuesday to "six crore Gujaratis".
Terming Modi's plans for a three-day fast for peace, harmony and unity in Gujarat as "completely misleading", the suspended police officer said: "It seems you (CM) have completely misconstrued the judgement and order passed by the honourable Supreme Court of India and it is very likely that your chosen advisors have once again misled you and have in turn, made you mislead the 'six crore Gujaratis' who look up to you as their elected leader."
Bhatt had earlier accused Modi of wanting to teach Muslims a "lesson" after the Godhra train-burning incident in 2002. He had filed an affidavit in the Supreme Court accusing Modi and also casting doubts about the functioning of the Supreme Court-appointed Special Investigation Team (SIT) into the riots that followed the incident. He had said that after the Godhra incident he was summoned along with other senior officers and told to lie low as emotions were running high among Hindus. Bhatt was suspended by the Modi government in August this year for not reporting to work for nearly 10 months.

Afghanistan attacks show Pakistani-based militants' role

WASHINGTON: Militants based in Pakistani safe havens are stepping up cross-border attacks in Afghanistan as security cooperation between the United States and Pakistan remains under severe strain, US officials said.
On Tuesday, 16 people were reported killed after armed militants laid siege for hours to the American Embassy and NATO headquarters in Kabul, the Afghan capital.
The US ambassador to Afghanistan, Ryan Crocker, attributed the attack to the Haqqani network, a group allied with al Qaeda and the Taliban based on the Pakistani side of the Afghan-Pakistan border.
US officials said they believed the Haqqani network also carried out a truck bombing on Saturday at a NATO outpost in Afghanistan's Wardak province that killed four civilians and wounded 77 US troops.
Defense Secretary Leon Panetta warned Pakistan on Wednesday the United States would "do everything we can" to defend US forces from Pakistan-based militants staging attacks in Afghanistan.
"Time and again we've urged the Pakistanis to exercise their influence over these kinds of attacks from the Haqqanis. And we have made very little progress in that area," Panetta told reporters.
"I think the message they (the Pakistanis) need to know is: we're going to do everything we can to defend our forces," he added.

Human Rights groups urge Arab League to suspend Syria

CAIRO: Arab and international rights groups said the Arab League should suspend Syria’s membership because of its violent crackdown on opposition to the rule of President Bashar al-Assad.
The statement by 176 groups, including New York-based Human Rights Watch, said the Arab League should support UN Security Council travel bans and freezing of assets, as well as enforce its own arms embargo.
“Citizens of the Arab world share the desire to see an end to the bloodshed in Syria and to see the Arab League act as the leading regional organization to protect and uphold the common values of the Arab world at this critical and historical moment,” they said in a letter to Arab League chief Nabil Elaraby.
“We urge the League to support sanctions against Syria and its rulers, including through the UN Security Council.
We believe that the LAS can help bring an end to the ongoing human rights violations in Syria by… suspending Syria’s membership rights at the Arab League, including the right to vote.”
Arab League foreign ministers meeting in Cairo on Tuesday called for “immediate change” in Syria and an end to the violence after months of army attempts to suppress pro-democracy protesters who the government says are dominated by armed gangs.
Elaraby told reporters that he had discussed an Arab League fact-finding mission to Syria in a meeting with Assad last week.
He said Assad was “responsive” but the League would only be prepared to send a delegation once the crackdown stopped.

Wife of Taymour Abdelwahab suicide bomber arrested in Britain: police

LONDON: British police said they had arrested the wife of a man who carried out a suicide bombing in Sweden in December on suspicion of carrying out preparatory acts for a terrorist attack.
Scotland Yard confirmed they detained Mona Thwany, the wife of Taymour Abdelwahab, on Tuesday in the southern English city of Luton.
"At 6:15am Tuesday morning, counter-terrorism officers raided a residential address in Luton, Bedfordshire," a Metropolitan Police spokesman said Monday.
"A 28-year-old woman was arrested on suspicion of the preparation of terrorist acts. She has been bailed until mid-November."
Abdelwahab, a 29-year-old whose family fled from Iraq to Sweden in 1991, blew up himself and his car in an empty side-street off of Stockholm's busiest pedestrian thoroughfare, injuring two people.
Police believe the bomb may have gone off prematurely, shortly after Abdelwahab got out of the car strapped with three other devices.
Before the botched December 11 mission, Abdelwahab had lived with his wife and three children in Luton, north of London, where he had graduated with a degree in sports therapy seven years earlier.
Shortly after the attack, beauty stylist wife Thwany said she was "devastated" and had no idea what her husband had planned.
At the time, Swedish officials said they believed Abdelwahab hatched the plan alone, but had support from others.

Islamists’ Growing Sway Raises Questions for Libya

TRIPOLI, Libya — In the emerging post-Qaddafi Libya, the most influential politician may well be Ali Sallabi, who has no formal title but commands broad respect as an Islamic scholar and populist orator who was instrumental in leading the mass uprising.
The most powerful military leader is now Abdel Hakim Belhaj, the former leader of a hard-line group once believed to be aligned with Al Qaeda.
The growing influence of Islamists in Libya raises hard questions about the ultimate character of the government and society that will rise in place of Col. Muammar el-Qaddafi’s autocracy. The United States and Libya’s new leaders say the Islamists, a well-organized group in a mostly moderate country, are sending signals that they are dedicated to democratic pluralism. They say there is no reason to doubt the Islamists’ sincerity.
But as in Egypt and Tunisia, the latest upheaval of the Arab Spring deposed a dictator who had suppressed hard-core Islamists, and there are some worrisome signs about what kind of government will follow. It is far from clear where Libya will end up on a spectrum of possibilities that range from the Turkish model of democratic pluralism to the muddle of Egypt to, in the worst case, the theocracy of Shiite Iran or Sunni models like the Taliban or even Al Qaeda.

Cameron and Sarkozy in Tripoli to Meet New Libyan Leaders

LONDON — Prime Minister David Cameron of Britain and President Nicolas Sarkozy of France flew to Tripoli, Libya, on Thursday, and offered broad, continuing support for the country’s insurgent leaders.
The journey was the first to the capital by Western leaders since Col. Muammar el-Qaddafi lost control of the city last month..
Both men also called for the arrest and trial of Colonel Qaddafi and urged Libya’s new leadership to avoid reprisals against its adversaries. Mr. Cameron and Mr. Sarkozy played a central role among Western allies in pushing for a United Nations resolution last March authorizing a no-flight zone over Libya and participating in the NATO air campaign that destroyed much of Colonel Qaddafi’s military power as rebels advanced from their eastern stronghold of Benghazi.
Both men said on Thursday that NATO airstrikes would continue, in Mr. Cameron’s words, “as long as necessary.”

Syrians mark six months of revolt

DAMASCUS — Protesters vowed to hit the streets of Syria en masse on Thursday to mark six months since the start of an ant-regime uprising, undaunted by a brutal crackdown in which more than 2,600 people have died.

The planned protests follow another day of killings, with human rights activists saying security forces shot dead eight people, including a child, in a huge sweep on Wednesday against anti-regime protesters in northwestern Syria.
Armed with heavy machine guns, the forces cut off roads leading to the Jabal al-Zawiya villages of Baliun, Marayan, Ihsem, Al Rami and Ablin, setting up checkpoints and arresting several people, said the Britain-based Syrian Observatory for Human Rights.
Four people were killed and dozens more wounded in the operation, it said, adding that 100 people were arrested including the family of Riad Al Assad, a soldier who defected.
Elsewhere, a child was killed when security forces opened fire to disperse a demonstration in the village of Janudiya near the Turkish border, while another three people were shot dead in the flashpoint central provinces Hama and Homs, the Observatory said.
Ablin is the hometown of Lieutenant Colonel Hussein Harmush, the first military officer to publicly declare his desertion in early June in protest against the repression of the protest movement.

NEW DELHI: Jammu & Kashmir chief minister Omar Abdullah and his wife Payal Nath have separated after 17 years of marriage. This was confirmed by the chief minister on Twitter on Thursday.
Reacting to the report , Omar tweeted: "While it's true my wife and I have separated, speculation about the motives and my future actions are unfounded, untrue, I appeal to the media to please allow me and my family privacy. Am sure you will appreciate that I have not let this affect my work."
"Stories about my remarriage are completely false, concocted. It's a pity, while repeating these lies, no effort was made to ask me the truth," Omar tweeted.
In a statement issued by his office, the 41-year-old chief minister said he was dismayed and anguished over the "growing tide of speculation in the media about my private life, particularly the status of my marriage".
He further added: "My family and I will not be issuing any more statements or taking any further questions about any of this."

Islamabad : As the guns fell silent in Afghanistan's capital Kabul after a 20-hour stand-off between NATO forces and the Taliban, the two sides began another battle: on Twitter.
NATO and Taliban may be shying away from a peace process but they had no inhibition to trade in barbs and indulging in a no-holds-barred spat, in a burst of virtual conversations.
The first salvo was fired by the International Security Assistance Force (ISAF), whose spokesman tweeted, “Re: Taliban spox on #Kabul attack: the outcome is inevitable. Question is how much longer will terrorist put innocent Afghans in harm's way?”
The Taliban -- who, when in rule, barred modern technology, including television and music players -- fired back.

Palestinians to seek full UN membership on September 23

RAMALLAH: The top Palestinian diplomat says the Palestinians will submit a bid for full membership at the UN Security Council on September 23.
Riad al-Malki told reporters on Thursday in the West Bank capital of Ramallah that the bid would be submitted next Friday.
His remarks appear to end the speculation over whether the Palestinians would risk a threatened US veto of their statehood bid.
The other option was to seek a lesser status as a non-member observer from the UN General Assembly, where the United States does not wield veto power.

HM P Chidambaram: Blasts a blot on govts record

New Delhi: Stating that India requires a comprehensive counterterrorism strategy,home minister P Chidambaram said on Thursday he hoped to secure a government decision on setting up the long-pending National Counter-Terrorism Centre to help tackle multiple threats including homegrown terror.
Speaking to state police chiefs and intelligence officials on Thursday,Chidambaram said the two recent bomb blasts in Mumbai and Delhi are a blot on the governments record but the context of Indias proximity to Afghanistan-Pakistan made it vulnerable.
Chidambaram said terrorist groups based in Pakistan continued to target India,but Indian modules were a reality as were groups that espouse the cause of rightwing religious fundamentalism or separatism.Many of them,he said,have acquired the capacity to make bombs.
On the crucial aspect of capacity building to tackle terrorism,he said the most important unfinished agenda is NCTC.I hope to secure a government decision on setting up the NCTC.Once there is a decision,I am confident the core team of NCTC can be installed within 60 days and the full structure can be put together within 12-18 months.

THE J& K police and the National Investigating Agency ( NIA) sleuths have cracked the Delhi High Court blast case of September 7 in which 14 people were killed with the arrest of two Harkat- ul- Jihadi- Islami ( HuJI) operatives, who had prior knowledge about the blast, on Thursday.
The two were identified as Hafiz Amir, alias Amir Abbas and Hilal Amin, both students of a degree college in Kishtwar.
Sources said that Hilal drafted the text of the terror e- mail, while Amir gave it to two Class XI students two days before the blast, i. e. on September 5, asking them to send it to media houses after watching the explosion on television.
The two Class XI students — Shariq Ahmed
and Abid Hussain — of a secondary school, also in Kishtwar, were arrested on Wednesday for sending the terror mail from a local cyber café. Police sources said they skipped school on September 7 and remained glued to their TV sets.
When news of the blast flashed, they went to Global Cyber Café and mailed the draft to some news channels.
Sources said Amir had reached them through a network of surrendered terrorists and their sympathisers. They were given some training to tinker with the timer on the computer to mislead investigators.

NEW DELHI: Calling two recent terror attacks - blasts in Mumbai and Delhi -- "blots" on his government's record, Union home minister P Chidambaram on Thursday said the challenge of terrorism was a formidable challenge that required a comprehensive strategy of counter terrorism.
He also said that Pakistan and Afghanistan were epicentres of terror and most of the terror group based in the neighbouring country continued to target India.
Addressing top cops of the country at a conference, Chidamaram said: "The two terrorist attacks in the space of two months are indeed blots on our record. Naturally, the Central government and the security forces have been severely criticised. While we accept the responsibility for the incidents and the legitimate criticism, it is our duty to set out the context in which such terrorist attacks take place."

Two court complexes in Delhi to be equipped with CCTVs after blast

NEW DELHI: A week into the terror attack outside the Delhi high court, police is now augmenting security at two recently-built court complexes in the capital by bringing them under surveillance of around 100 CCTVs.
Tenders were floated by Delhi Police for installation of CCTVs at south Delhi's Saket and south-west Delhi's Dwarka court complexes, a week after the blast outside the high court which claimed 14 lives and injured over 70.
A senior police official said 50 CCTVs are being installed at Saket court while the number for Dwarka complex is 48. For Saket court, 37 fixed cameras with varifocal lens, seven PTZ cameras and five megapixel cameras are being hired.
"The CCTVs will cover the entire perimeter and will capture the image of those approaching court premises. The recording will be non-stop," the official said.
The decision to cover the perimeter of courts came after it was found that there was no CCTV coverage outside the high court, which witnessed two blasts in past four months.
Besides the CCTVs, the official said, more police personnel are also being deployed in courts to ensure that no untoward incident take place.
"The CCTVs act as a deterrent and it will help in investigations," the official said.
The Saket district court complex has 60 courts while the Dwarka has 45 courts.
The Saket court is the latest district court in the capital which is operational from August 28 last year and looks into matters pertaining to South and South East districts. Dwarka court complex started functioning from September 6, 2008.

Punjabi youths in Iraq: HC notice to MEA, Punjab

Chandigarh: The Punjab and Haryana high court on Wednesday issued notice to the ministry of external affairs ( MEA), ministry of overseas Indian affairs (MOIA), Punjab government and CBI, asking what steps they would take to bring back the remaining 60 Punjabi youths stuck in Iraq. The HC also asked the MOIA how the corpus fund created by it was utilized in bringing back these youths.
The youths were sent to Iraq illegally by unscrupulous travel agents from Punjab, and forced to remove left-over bomb shells, among others, of the Gulf war.
The notice was issued by a division bench, led by Justice M M Kumar, after placing on record a status report filed by a committee of lawyers constituted by the court on the issue. Union government counsel Onkar Singh Batalvi accepted the notice on behalf of central government. The bench has fixed September 21 as the next date of hearing.
In its status report, based on the statements of 15 youths who had returned from Iraq following the intervention of Punjab and Haryana high court and prepared by the committee consisting amicus curie Anil Malhotra and additional advocate general, Punjab, Piyush Kant Jain, it was stated that the youths sent abroad illegally appeared to be above 35 years of age and influenced to earn big sums in foreign currencies and improve their economic condition.

New Delhi : Information Commissioner says Harish Kumar has appeared 100 times before him
He appeared as an RTI petitioner as many as 100 times before authorities. Today, Harish Kumar is the youngest Delhi High Court blast victim to be amputated.
Information Commissioner Shailesh Gandhi remembers Kumar as one who had appeared as an appellant a 100 times before him.
Kumar suffered from multiple fractures in the thigh and lower half of both legs. He underwent an amputation from a little above the ankle to his left feet on Monday.
“Kumar is a persistent RTI activist, and he was very interested in improving governance and exposing matters of corruption in MCD. He has appeared before me as an appellant over a 100 times. It is unfortunate that fate had this in store for him,” Gandhi said.
The victim's younger brother said that Kumar had gone to court on a “personal property matter” on September 7.

High Court blast case: Suspected HuJI operative detained

Jammu : Security agencies have detained a suspected HuJI operative Hilal Amin for allegedly sending a terror email in the aftermath of the September 7 blast outside the Delhi High Court.
Amin is understood to have told the investigators that an email claiming responsibility on behalf of the HuJI was sent on his directions, sources said on Thursday.
Amin, who has been detained in Jammu and Kashmir's Kishtwar district, is alleged to be an operative of terror outfit Harkat-ul-Jehadi-al-Islami (HuJI).
Security agencies are interrogating him, they said.

Pakistan: Major Ayub sacked over wire theft case

ISLAMABAD, Sept 14: Major Ayub, who was found guilty of theft of copper wire from a Railways wagon, has been dismissed from the service, Inter Services Public Relations (ISPR) said.
The dismissed officer has been ordered to deposit his share of the embezzled amount in the government treasury, the ISPR said.
Several suspects were arrested after the stolen wagon was found in Lahore. They told interrogators that Major Ayub was involved in the theft.

French charge Lebanese in Pakistan bribes case

PARIS: An investigating judge has charged a Lebanese businessman suspected of a role in a bribery scandal surrounding the 1994 sale of French submarines to Pakistan that may have been linked to an attack that killed 15.
Ziad Takieddine said he was satisfied with the judicial action since it gives him access to the investigators’ file.
Civil parties’ lawyer Olivier Morice said that preliminary charges of complicity and receiving misappropriated funds were filed against Takieddine. Preliminary charges allow investigators to determine whether the case should proceed.
A May 2002 attack in Karachi killed 11 French naval construction workers and four others.
Judicial officials are studying whether the attack was linked to a cutting off of French bribes for armaments contracts.

US men in Iran to be freed soon with Talabani help: Iraqi envoy

TEHRAN: Two US citizens convicted of spying in Iran will be freed soon after Iraqi President Jalal Talabani negotiated their release with Iranian officials, an Iranian daily quoted an Iraqi envoy to Tehran as saying.
Shane Bauer, 28, and Josh Fattal, 29, were arrested on the border with Iraq in 2009 where they said they were hiking. They were found guilty of illegal entry and espionage and were sentenced last month to eight years in prison.
On Wednesday, Iran’s judiciary rejected President Mahmoud Ahmadinejad’s announcement that Bauer and Fattal would be freed “in a couple of days”.
“The Iraqi president contacted top Iranian officials after the pair’s families asked for his mediation … They will be handed over to the Swiss embassy in Tehran early next week,” the Thursday edition of Sharq daily quoted Nazem Dabbagh as saying.
The Swiss embassy represents US interests in Tehran since Washington broke off diplomatic ties after the 1979 Islamic revolution that toppled the US-backed Shah.
Relations between Iran and Iraq, which fought an eight-year war in the 1980s, have improved since the ousting of Saddam Hussein in the 2003 US-led invasion.
Many Iraqi politicians spent years in exile in Iran when Saddam was in power.
The lawyer for the US men said on Tuesday the two would be released on $500,000 bail each. Iran’s judiciary said their release was under review.

President Mahmoud Abbas vows “no retreat” from Palestine UN bid

RAMALLAH, West Bank: President Mahmoud Abbas vowed “no retreat” from plans to seek full UN membership for a Palestinian state next week, despite a last minute diplomatic push from the United States and European Union to dissuade him.
“Going to the United Nations to request full membership for Palestine in the international organisation is an inevitable thing and there is no retreat from it,” the official agency WAFA quoted Abbas as saying in an Egyptian TV interview on Wednesday.
“Despite the pressures exercised on us, Palestine will go to the United Nations on the 23rd of the current month to request full membership,” he added. Abbas is scheduled to address the General Assembly on that day.
Washington wants the Palestinians to drop their plan to declare an independent state, arguing that Palestinian independence should be the result of peace talks with Israel.
The Palestinians say US-backed peace talks are frozen, leaving them no choice but to take their case for a state in the West Bank, Gaza Strip and East Jerusalem to the United Nations.

Egypt’s Islamists warn Turkish PM Tayyip Erdogan over regional role

CAIRO: Egypt’s most powerful Islamist group warned Turkish Prime Minister Tayyip Erdogan on Wednesday that his country should not seek to dominate the Middle East despite his enthusiastic welcome at the start of a regional tour.
After his widely praised call for democracy in the Arab world, Erdogan was given a more reserved reception by officials of the Muslim Brotherhood, whose old guard do not share the admiration of the group’s younger generation for the Turkish leader.
“We welcome Turkey and we welcome Erdogan as a prominent leader but we do not think that he or his country alone should be leading the region or drawing up its future,” said Essam el-Erian, deputy leader of the Brotherhood’s Freedom and Justice party.
The Brotherhood’s cautious comments contrast with the rapturous reception Erdogan has had so far, including cheering and flag-waving crowds, on the first stop of a tour of three Arab states that is aimed at bolstering Turkey’s regional role.

Rwandan rebel leader Callixte Mbarushimana in war crimes court hearing

THE HAGUE: Rwandan rebel leader Callixte Mbarushimana will face the world’s war crimes court Friday (tomorrow) over charges that he plotted the murder, rape and killing of Congolese civilians in 2009.
Prosecutors will try to convince International Criminal Court (ICC) judges that they have enough evidence to proceed to trial against the 48-year-old Mbarushimana for war crimes and crimes against humanity.
At the same time, lawyers for the man identified as the executive secretary of the FDLR (Democratic Forces for the Liberation of Rwanda) rebel group will be given a chance to refute the charges in a hearing set to last four days. ICC prosecutors have levelled eight counts of war crimes and five counts of crimes against humanity against the former UN computer technician. The crimes were allegedly committed in the eastern Democratic Republic of Congo’s restive provinces of Nord Kivu and Sud Kivu in 2009.
Rwandan-born Mbarushimana, together with senior FDLR leaders Ignace Murwanashyaka and Sylvestre Mudacumbura are named in plotting a “human catastrophe” in the Kivus in an international campaign to extort political power for the rebel movement in its dealings with Kigali.

Al-Qaeda's new 'emir' Ayman al-Zawahiri is still hiding in Pakistan, a top Pentagon official has said, days after the most wanted terrorist lauded the Arab Spring as a big blow to US interests. "We have no information to indicate that he is anywhere else than in Pakistan," Pentagon spokesman George Little was quoted as saying about the 60-year-old Egyptian physician-turned-militant leader who succeeded Osama bin Laden.
Little's comments came after Zawahiri apparently posted a new message coinciding with the 10th anniversary of the 9/11 terror attacks. The hour-long video, posted on Monday on jihadist websites, includes an audio broadcast purportedly from al- Zawahiri and a video message from bin Laden, recorded before his death in May in Pakistan.
Al-Zawahiri's speech lauds the Arab Spring as having "liberated thousands of the members of the Islamic movement, who were imprisoned by direct orders from America." "The popular revolutions are a form of defeat for the US, just as the 9/11 attacks and its alleged lack of success in Afghanistan and Iraq were also defeats," Zawahiri, who was elevated as the chief of al-Qaeda in June this year, said.

JEDDAH: Over 3,600 inmates enrolled in prison schools

JEDDAH: Over 3,600 Saudi prisoners are continuing their studies in the Kingdom's prisons, informed sources told Arab News Wednesday.
They said the 3,626 inmates, both men and women, are studying in 127 prison schools consisting of 785 classrooms and are being taught by 641 teachers.
According to the sources, 785 prisoners are attending adult education schools, 1,187 are in intermediate schools and 1,476 in secondary schools. They said 296 of them are attending universities.
Meanwhile, the directorate general of prisons announced that it had completed arrangements with all prison and correction homes for the 2011/2012 academic year in cooperation with the Ministry of Education.
It reiterated that it was keen to help inmates continue their education while they served their prison terms. “Education programs have been implemented to qualify prisoners so that they become good citizens,” the directorate said.
In a similar development, the department of education in Jazan Wednesday signed an agreement with the committee in charge of caring for prisoners and their families to hold training sessions and provide guidance programs to inmates in the city.

KALANDIA, West Bank — It is far from clear what will happen when the Palestinians go to the United Nations next week to seek recognition of statehood. But the initiative is engaging a Palestinian public that had become deeply cynical after 20 years of intermittent Israeli-Palestinian peace talks.
Many Palestinians here in this refugee camp between Ramallah and Jerusalem said that they were excited by the prospect of their territory’s being declared a state, but that they recognized that it would not immediately improve their lives. Instead, they braced for possible punitive steps by the United States and Israel.
“Abu Mazen is doing a good thing, but the reactions could be bad,” said Khairiyya Abd al-Rahman, 66, a matronly resident of the refugee camp, using the popular name of the Palestinian president, Mahmoud Abbas.
Going to the United Nations remains a high-stakes gambit for Mr. Abbas. Whether it succeeds or fails, the Palestinians’ frustration is likely to increase if their reality does not change. And while many Palestinians say they do not foresee the eruption of a third uprising, they warn that something is bound to give eventually if there is no measurable progress.

Qatar Shows Faith in Europe

DUBAI — The decision in late August by Qatari investors to inject €500 million into the creation of Eurobank EFG in Greece was the most recent in a string of investments in euro zone assets by the Gulf state this year.
The investment, worth the equivalent of $685 million, in the merger of the troubled Greek banks Alpha Bank and Eurobank — creating the largest bank in Southeast Europe in terms of market capitalization — was in addition to a 7 percent stake the Qatar Investment Authority already held in Alpha Bank.
“Qatar already has sizable commitments in Europe, and part of their strategy involves politics and part of it involves escalation of commitment, particularly in what they believe are bargains,” said Yazan Abdeen, a fund manager at ING Investment Management in Dubai.
“If they believed in a doomsday scenario for European economies given the debt crises, they would not consider these investments as bargains and would try to exit from existing stakes,” Mr. Abdeen said. “Instead, they are operating with the mentality that economies will rebound and are increasing their commitments in Europe.”

MOSCOW (AP) — Glamour queen. International diplomat. Plunderer of the poor.
Gulnara Karimova has been called all of these things. But all the eldest daughter of Uzbekistan's aging authoritarian leader appears to want is for people to like her.
By the looks of things, that isn't quite working out.
Over the weekend, the producers of New York's Fashion Week canceled a show by Karimova amid pressure from a human rights group and a planned protest over the use of child labor in her country. In a face-saving gesture, her backers revived the event Thursday at ultra-chic Cipriani on 42nd Street.
Turning up at fashion shows and dropping by at the Cannes Film Festival is part of a carefully nurtured public relations exercise by Karimova, who despite her frivolous image is seen as a possible successor to her father.
On the international scene, she has carved out an image as a fashionable jet-setter. In her home country, Karimova is feted by official media as an accomplished diplomat, academic and philanthropist devoted to the cause of disadvantaged women and children.

UN Honors Guards, Others Killed in Nigeria Bombing

ABUJA, Nigeria (AP) — United Nations officials have joined diplomats and Nigeria's foreign minister in remembering the 23 people killed in a car bombing of the world body's office in the oil-rich nation.
The dignitaries gathered Thursday in front of the bombed building, laying a wreath and listening to a 21-gun salute by Nigerian soldiers wearing U.N. peacekeeping berets. Panels showed photographs of the dead.
Daouda Toure, the U.N.'s resident coordinator in Nigeria, said the ceremony honored all those who gave their lives, including women security guards who rushed toward the car before in exploded.
