Attempted
arson on a mosque in Bochum that had been marked with a swastika, the door of a
Muslim family in Saxony shot at by a far-right extremist neighbour, a woman
pushed onto train tracks in Berlin after being asked if she belonged to Hamas.
These
are some of the record 1,926 anti-Muslim incidents registered in Germany last
year by the CLAIM network of NGOs monitoring Islamophobia and anti-Muslim
hatred.
That
marked a 114 percent rise in 2023, with incidents shooting up in particular
after October 7.
Yet
authorities are paying insufficient attention to this phenomenon, and even
denying its existence, as mainstream parties take over policies of far-right,
anti-Islam parties that have surged in popularity, Rima Hanano told a Berlin
news conference on Monday to present the report.
The
Alternative for Germany (AfD), which states in its programme that Islam does
not belong to Germany, has jumped to second place in polls over the past year,
prompting mainstream parties to talk tougher on migration.
"The
streets, buses or mosques are no longer safe places for people who are Muslim
or perceived as such," said Hanano. "Anti-Muslim racism was never as
socially acceptable as today and it comes from the middle of society."
The
attacks recorded, likely only a fraction of the total given a fear of coming
forward and a lack of monitoring institutions, included 90 attacks on Islamic
religious sites, cemeteries and other institutions, CLAIM wrote.
Most
attacks on individuals consisted of verbal abuse and were aimed at women. There
were also four attempted murders.
Islamophobic
attacks soar
The
CLAIM report tallies a 140 percent increase in Islamophobic crimes last year
recorded by the interior ministry, and a survey shows one in two Germans hold
Islamophobic views.
The
government last year published its first-ever independent report on Islamophobia
by experts it commissioned, with a series of recommendations for tackling
discrimination.
Family
Minister Lisa Paus has said the recent rise in anti-Muslim and antisemitic
attacks was "dramatic", and the government was trying to do
prevention work from an early age by funding civil society projects working on
the issue.
CLAIM's
Hanano said, however, that insufficient action had been taken so far.
"Despite
the fact ... that we have been warning about this situation for years, it is
still barely acknowledged," she said. "What we really need is the
political will to truly fight anti-Muslim racism."

At 1 pm
Monday, just before the afternoon Namaz at the Jama Masjid on Parliament
Street, there was a curious discussion among worshippers: “Will the Imam find
time to lead the prayer today?”
The
curiosity ended minutes later as Mohibbullah, 48, arrived, walking
nonchalantly, to lead around 30-odd worshippers in the prayer. The Namaz began
at 1.20 pm sharp and lasted around 10 minutes before Mohibbullah headed out
again — across the road, to Parliament.
Mohibbullah
was busy attending his first Parliament session after becoming MP from the
Rampur constituency in UP. Fielded by the Samajwadi Party, despite opposition
by party veteran Azam Khan, he won the seat by defeating BJP’s sitting MP
Ghanshyam Lodhi by 87,000 votes.
Born in
Razanagar village in Rampur’s Suar region, Mohibbullah studied at the Madrasa
Jameul Uloom Furqania in the district before moving to Darul Uloom Nadwatul
Ulama in Lucknow. He later shifted to Delhi, where he completed his graduation
in Arabic and also got a Master’s in Islamic Studies from Jamia Millia Islamia
before landing the Imam’s job at the Parliament Street mosque on March 28,
2005.
Being
the imam at the mosque, just across the road from Parliament, meant frequent
chances to meet politicians and other prominent persons who would come for
namaz. Among the prominent persons who have stood behind him in prayer,
Mohibbulah recalled, were former President Dr APJ Abdul Kalam.
“It was
by God’s grace that I was appointed here… This is a historical mosque which has
seen freedom fighters offer namaz before Independence. The mosque has always
had prominent persons as guests – Muslims and non-Muslims,” Mohibbullah said,
adding that his only relative to be involved in politics in recent times was
his uncle Talib Hussain, a cleric who was the village head for Razanagar.
These
meetings, Mohibbullah said, developed in him an interest in politics. “I would
always hear and discuss politics with the leaders who would come for namaz. I
always wanted to help people and resolve their issues. Now, I have the chance
to do it. All this was in my thoughts, but how it all happened is the design of
the Almighty,” he said.
On how
he finally took the plunge, Mohibbullah said it was former five-time Sambhal MP
Shafiqur Rahman Barq – a regular at the mosque – who introduced him to
Samajwadi Party president Akhilesh Yadav in January at the party headquarters
in Lucknow and suggested he be fielded from Rampur. Barq passed away just a
month later.
Now a
Lok Sabha MP, Mohibbullah said he plans to raise the issues of unemployment,
healthcare and education in Rampur in Parliament during the next five years.
“My
focus will be on these three things. For this, I will get inputs from the
district and will raise the issues of the people. For this, if I need to
approach the UP Chief Minister, I will do it. If the district needs a special package
from the Centre, I will try for it too,” he said.
And will
he also continue to lead the five-time namaz at the mosque? “Namaz takes very
little time – just five-six minutes. And the distance between Parliament House
and my residence in the mosque complex is barely 50 yards. Today was the first
day and I presided over the namaz and also attended Parliament,” he said.
And how
will he juggle between the mosque, Parliament and his constituency? “I am a
local in Rampur. I was born there. People have told me if I devote two-three
days in the constituency, it will be enough. Plus, we live in a time when
communication is easy and Rampur is just three hours away. There is no issue. I
am sure I can play the roles of MP and cleric of this mosque.”
At 5.20
pm, Mohibbullah again walks out of the Parliament building, crosses the road,
and enters the mosque to lead Asr, the late-afternoon namaz. He takes oath as
MP Tuesday.

State Claims Authorship of Attacks on Synagogues, Churches in Russian Republic
of Dagestan

The Islamic
State claimed authorship today of coordinated attacks that burned synagogues
and churches Sunday evening in Russia’s overwhelmingly Muslim Republic of
Dagestan. In firefights that lasted for hours, 15 police officers, five
civilians, and six attackers were killed. In addition, 46 people were
hospitalized, including four critically wounded police officers.
In
virtually simultaneous attacks in cities 80 miles apart, attackers killed
security guards and threw molotov cocktails into the Kele-Numaz synagogue of
Derbent, a Caspian Sea port that has had a Jewish population for 2,000 years.
They attacked Derbent’s largest church, the Church of Intercession of the
Blessed Virgin Mary, burning an icon, setting the interior on fire, and then
slitting the throat of the Reverend Nikolai Kotelnikov. The 66-year-old Russian
Orthodox priest had served the congregation for 40 years.
At
Makhachkala, the capital of Dagestan, they attacked Assumption Cathedral, threw
Molotov cocktails into the city’s synagogue, and shot up a police traffic
control checkpoint, killing two officers. A video taken at dusk apparently
shows two alleged perpetrators wrestled to the sand on the city’s beach.
The
church attacks came on the day the Orthodox faithful celebrate Pentecost, also
known as Trinity Sunday. Despite videos of a gun battle inside the Makhachkala
church, it is unclear if parishioners were killed. The synagogue attacks came
one hour before evening prayers and the synagogues were empty.
“Our
recent call did not keep us waiting long,” Al Azaim Media, a Russian-language
channel associated with the Islamic State in Khorasan Province, posted late
Sunday, as the gunfights were dying down. “Our brothers from the Caucasus let
us know that they are still strong. They showed what they are capable of.”
From
Washington, the Institute for the Study of War asserted that the Islamic State’s Northern Caucasus branch,
Wilayat Kavkaz, was the likely culprit behind the “complex and coordinated
attack against churches, synagogues, and law enforcement structures in the
Republic of Dagestan on June 23.”
Three
months ago, ISIS Khorasan claimed authorship of an attack on Crocus City Hall,
a concert hall outside Moscow. In that attack, the worst in Russia in 20 years,
four terrorists, all originally from Central Asia, killed 145 and wounded
hundreds. Last week, at Russia’s southern Rostov city, six prisoners wearing
ISIS face scarves and waving an ISIS flag took two prison guards hostage.
Police killed all six prisoners and freed the hostages.
In
October, hundreds of protesters, many waving Palestinian flags, mobbed Makhachkala’s international airport, seeking
to grab Israelis arriving on a flight from Tel Aviv. The Israelis among the
passengers on the jet all spoke Russian and managed to escape detection.
In
yesterday’s violence in Dagestan, the six dead attackers included two sons and
a nephew of Magomed Omarov, who is the ruling United Russia party head of
Sergokala, a district midway between
Dagestan and Makhachkala. One of the attackers appears to have been a
well-known mixed martial arts fighter, Ghadzimurad Kagirov.
Despite
these local links, some Russian politicians sought to point the finger at NATO
and Ukraine. Local lawmaker Abdulkarim Gadzhiev blamed “the special services of
Ukraine and NATO countries.” At Moscow, the state duma foreign affairs
committee head, Leonid Slutsky, blamed “outside forces” aiming to divide
Russians and “sow panic.”
Today,
Kremlin spokesman Dmitry Peskov said: “The kind of criminal behavior that we
saw yesterday in Dagestan is not supported by society, either in Russia or in
Dagestan.” President Putin offered his “deepest condolences” to those who had
lost loved ones in Dagestan. He did not make a larger statement.
However,
one hardliner, Senator Dmitry Rogozin, warned on Telegram: “If we ascribe every
terrorist attack steeped in ethnic and religious intolerance, hatred and
Russophobia to Ukraine and Nato’s scheming, then this red mist will cause us
major problems.” He added: “We can see
the speck in our brother’s eye, but not the log in ours.”
Carnegie
Russia analyst Aleksandr Baunov wrote on Telegram that Russia’s war on Ukraine
is draining away police and intelligence agents who normally would deal with
domestic terrorism. He wrote today: “What we are seeing is the Russian regime’s
latest episode of the loss of control in the most diverse places — places that
are often unexpected to the government itself.”
Agreement
came today from Russia’s exiled chief rabbi, Pinchas Goldschmidt, in an
interview with Reuters.
“The Russian authorities during the last years
have used the law enforcement authorities to repress any kind of opposition to
the Kremlin, opposition to the war and any movements like the LGBT movement
which was declared as extremist. People are sent to prison for criticizing the
war,” he said from Berlin.
“So
instead of using law enforcement and the interior ministry and FSB (security
service) to provide security for Russian citizens,” Rabbi Goldschmidt added,
“it’s being used to eradicate any opposition to the regime. And here we see the
results, that such terrorists like ISIS are able to again and again mount
successful attacks against houses of worship, against cultural events.”
Rabbi
Goldschmidt said there were one million Jews at Moscow when he arrived in
Russia in 1989. Today, there are no more than 100,000 in the entire country. In
Derbent over the last decade, Rabbi Ovadya Isakov was shot in the chest by a
Muslim radical, and saw his synagogue windows broken and tombstones in the
Jewish cemetery vandalized. At last count, his congregation had dwindled to 300
families.
Dagestan’s
Islamic radicalism can be traced to the collapse of the Soviet Union in 1991.
Suddenly free to practice religion, residents dropped Marxism in favor of
Islam. Yet Dagestan’s historically moderate Islam was challenged by Wahabi
missionaries, many from Saudi Arabia.
Today
Dagestan has 3,000 mosques, serving a population of 3.2 million that is 95
percent muslim. Within an area only twice the size of Vermont, Dagestan has 30
recognized ethnic groups and 13 local languages granted equality with Russian.
In the
1990s and early 2000s, the wars in neighboring Chechnya between separatists and
the Russian army spilled over into Dagestan. To drain down the radical
population, Moscow encouraged young Dagestani men to emigrate to Iraq and Syria
to fight in the ranks of ISIS. Now, that policy encounters blowback.

UN
investigates reports of sexual assault in Taliban prisons

The
Spectator magazine reported that the United Nations is investigating reports of
sexual assault, gang rape, and sexual slavery of women in Afghanistan prisons.
Previously,
the U.S. State Department stated that 16 out of 90 female prisoners in three
northern provinces became pregnant after being raped by Taliban members.
The
Spectator also reported that the United Nations plans to investigate sexual
assaults on women in Taliban prisons. These reports have raised concerns among
the U.S. State Department and Richard Bennett, the UN Special Rapporteur on
Human Rights in Afghanistan.
Richard
Bennett stated, “We are aware of serious mistreatment by the Taliban, not only
sexual but also beatings, threats, and extortion of female prisoners.” He added
that a team of UN staff is currently investigating sexual assault and
mistreatment of Afghan women by the Taliban.
The
Special Rapporteur also expressed concerns that some prisons might be operated
outside the jurisdiction of the prison administration, controlled personally by
Taliban intelligence and commanders, limiting researchers’ access to accurate
information.
Women
who have experienced Taliban prisons have repeatedly spoken about mistreatment,
torture, and sexual violence. The WBush Organization’s report, “The Captured
State,” highlights forced and coerced marriages to strengthen loyalty among
Taliban followers.
The dire
human rights situation in Afghanistan has worsened since the Taliban took
power, especially regarding women’s rights. There are severe restrictions on
women’s education, employment, and freedom of movement. Women are largely
barred from public life, facing significant hurdles in accessing basic rights
and opportunities.

Faces Critical Threat As Islamic State Group Expands In Puntland

The
Islamic State group in Somalia’s Puntland region reportedly has gained ground
from al-Shabaab, its longtime rival.
The IS
claims to have taken control of the Al Miskaad mountain range. The groups have
vied for control of strategic territory in the Bari district for eight years,
according to a new report by the Emirates Policy Center.
Al
Miskaad’s location in northeast Somalia offers heavily forested cover near a
clan with ties to Somali IS leader Abdul Qadir Mumin, which offers protection
to the group. It is a remote, sparsely inhabited area with few permanent
settlements.
“The
expansion of ISIS in Puntland provides the group with a significant propaganda
boost to bolster its recruitment efforts and attract foreign fighters,” Ahmed
Khalid, counterterrorism analyst at the Emirates Policy Center, told Somali
radio station and news website Horseed Media.
The
expansion also allows the group greater access to the sea, more opportunities
for taxation and financial operations, and potential coordination with an IS
offshoot in Yemen, Khalid, lead author of the new report, wrote.
It also
may help IS exploit the increasing activities of Somali pirates. Al-Shabaab has
done this by reportedly offering to protect pirates in exchange for a share of
ransom proceeds. After a six-year lull in attacks, Somali pirates launched a
resurgence last year.
IS Wages
a Comeback
Al-Shabaab,
al-Qaida’s Somalia-based branch, is viewed as the stronger group. It has far
more members and drove the IS south for years. By 2022, observers say, the IS
appeared to be on the verge of collapse in Puntland.
However,
when Somalia’s government launched an offensive against al-Shabaab in southern
Somalia last year, the shift in focus inadvertently offered a lifeline to the
IS. Al-Shabaab had to divert its resources and attention away from the Al
Miskaad mountains, according to news website The Somali Digest.
This led
to fierce fighting between the rivals. The IS claimed control of the mountain
range in April after a three-month offensive that killed 50 al-Shabaab
fighters, including key commanders.
The
campaign began on January 28, when IS fighters armed with machine guns repelled
an attempted al-Shabaab advance in the Walisoor valley.
According
to the Middle East Media Research Institute MEMRI, the IS then went on the
offensive, successfully attacking al-Shabaab positions and ambushing rival
fighters as they tried to plant improvised explosive devices (IEDs). The IS
captured ammunition and military equipment during these operations.
Complicating
Counterterrorism Efforts
The IS
conducted “da’wah” activities in some of the villages they captured during
Ramadan. Da’wah is an Arabic term that roughly means proselytizing. In these
areas, the IS dismantled IEDs left by al-Shabaab and conducted Eid al-Fitr
prayers with villagers.
As Caleb
Weiss noted in the Foundation for Defense of Democracies’ Long War Journal,
terror groups often try to convert people to their version of Islam and build
goodwill in communities, even those they seize.
As the
conflict between the rivals intensifies, security in Puntland and the rest of
Somalia remains fragile. IS gains in Puntland could alter the dynamics of
ongoing security operations across Somalia, complicating counterterrorism
efforts.
Khalis
wrote that Puntland administrators need to contain the IS threat within the
state “through increased intelligence work and community engagement, aiming to
prevent further deterioration of the security situation,” dry up the funds for
IS and “undermine its cross-border organizational ties.”
Puntland
security sources estimate that IS ranks have grown to between 200 and 300
fighters, mostly Ethiopian nationals.
The IS
and its supporters have amplified media productions and translations since 2022
in prominent languages spoken in Ethiopia, such as Amharic and Oromo, according
to the Institute for the Study of War.

Accuses MP Varsity Guest Pharmacy Professor Of 'Propagating Islam', Probe On

Vikram University in Ujjain has formed a five-member committee to probe
allegations by ABVP that a professor was "propagating Islam".
Vice-chancellor Akhilesh Pandey said the move was prompted by students'
complaints against guest pharmacy professor Anis Sheikh.
Sheikh,
however, rejected the allegations and said the ruckus was created by a group of
students seeking unwarranted favours. "Some students who skipped classes
and lab assignments wanted high marks," he claimed.
The
committee - headed by pharmacy department head Kamlesh Dashora and comprising
professors Salil Sharma, DD Vediya, Umesh Singh and Alka Vyas - has to submit
the report in 15 days, Pandey said, adding: "Sheikh has been asked to keep
away from the university till the report is submitted."
ABVP
members staged protests at the varsity, alleging that Sheikh was
"spreading material promoting Islam" on a messaging application and
"harassing Hindu students". The committee is expected to start
recording students' statements Tuesday.

Erupt In Northwest Delhi's Mangolpuri Over Anti-Encroachment Demolition Of
Mosque

NEW
DELHI: Protests broke out in the Mangolpuri area of northwest Delhi on Tuesday
as parts of a mosque were demolished due to alleged encroachment.
The
demolition, carried out by the Municipal Corporation of Delhi (MCD), took place
amid heavy police deployment.
Early in
the morning, the MCD, accompanied by local police and a paramilitary company,
arrived at Mangolpuri's Y block to address the illegal encroachment at the
mosque.
The
demolition drive began at 6 a.m., prompting locals to gather and protest.
According
to an official, there were unconfirmed reports of stone pelting during the
drive, although the police denied any such incidents.
Deputy
commissioner of police (outer) Jimmy Chiram commented on the situation, saying,
"Some people objected to the demolition but the situation was now under
control."
He added
that after demolishing a few walls, the drive was temporarily halted because
some parts of the encroachment were strong and required heavy machinery.
There
has been no immediate response from the Municipal Corporation of Delhi
regarding the situation.

Chargesheets 8 Persons for Trafficking Rohingya Muslims, Bangladesh Nationals
into India

The
National Investigation Agency (NIA) on Monday, July 24, 2024, chargesheeted
eight people suspected to be a part of a transnational syndicate trafficking
Rohingya Muslims and Bangladesh nationals into India using forged documents.
The
agency has named Jalil Miah, Hanan Miah, absconder Kajal Sarkar, Adhir Das and
Anwar Hussain alias Mama — all operating from Tripura — in its supplementary
chargesheet filed before a Special Court in Guwahati, an official statement
said.
“Others
chargesheeted have been identified as absconder Kamal Das, brother of
chargesheeted accused Amol Chandra Das, who was operating from Silchar, besides
West Bengal-based Liton Chakraborty,” it said.
The
eighth chargesheeted accused is Bangladesh national Rabiyl Hasan alias Rabiul
Hassan.
Fake documents
According
to NIA investigations, Mr. Chakraborty was engaged in preparing Indian ID
documents for the Bangladesh nationals on fake or forged documents, the
statement said.
Mr.
Hasan was found to be well connected with the accused in Assam, West Bengal,
Tripura, Tamil Nadu and Karnataka, it added.
According
to the probe by the NIA, which registered a case in this regard in October
2023, the trafficked individuals were being forced into hard labour on low
wages and exploited under threat of arrest.
The NIA
had earlier filed a chargesheet against 24 Bangladesh nationals.
Investigations
by the NIA, which is continuing with its search for the absconders and other
suspects, exposed a massive network of transnational human trafficking operated
by various facilitators, touts and traffickers in Assam, Tripura, West Bengal
and Bangladesh.

Curfew
to continue in Balasore town till Tuesday night
June 24,

The
district administration of Odisha’s Balasore on Monday said curfew with
relaxation periods will continue in the town’s municipality areas until Tuesday
night.
The
district administration said curfew will be relaxed from 5 am to 5 pm in Town
Police station areas, while in Sahadevkhunta police station area, the relaxation
will extend from 5 am to 9 pm on Tuesday.
Curfew
was initially imposed on Monday (June 17) night following a group clash that
resulted in several injuries.

of incendiary messages, fake information, misinformation with malicious intent
is considered an offence,”
Balasore
SP posted on ‘X’, urging the public to remain vigilant. Educational
institutions, which were closed for a week, reopened on Monday due to the

Ulama Council of Newcastle have condemned parliamentary candidate Habib Rahman
after he implied that Muslim scholars had supported his solidarity with the
LGBTQ community.
The
ulama say they told him explicitly that “what he said was incorrect” after he
told Newcastle City Council earlier this month that he stands “in solidarity
with all members of the LGBTQ+ community and I’m proud of the work that we do
here in the city as a Stonewall council.”
The
scholars’ statement was in response to Rahman’s assertion that he had consulted
them and they reassured him that he had not contravened the Shari’ah after he
said: “I stand in solidarity with all my brothers and sisters from the LGBTQ+
community.”
Rahman,
an independent candidate for Newcastle Central and West, was speaking at
Newcastle City Council on June 12.
Rahman,
50, is currently an independent Newcastle City Councillor after having left the
Labour Party in January citing racism, Islamophobia and the party’s position on
Gaza.
He is
the city’s first Bangladeshi Muslim local council cabinet member and the first
Bangladeshi and Muslim Lord Mayor in Newcastle’s 800-year history.

abuses Muslim Pc after smashing food off shelves in Heron Foods supermarket

A man
launched a tirade of abuse at a female police constable wearing a hijab after
she went to arrest him for damaging products in a supermarket. Mohamed Noor,
26, had gone to Heron Foods in Belgrave Gate, Leicester city centre, and used
his arms to sweep items off the shelves.
When two
police officers arrived outside the shop Noor shouted: "******* arrest me,
pigs!" and pushed his fists in their direction, telling the female
officer: "I don't even know why you wear a hijab.
"You're
supposed to be a Muslim. ******* hijab bacon." He also called her a
"whore".
The
other officer tried to calm Noor down and he hurled further racial abuse at
him. In a statement read out at Leicester Magistrates' Court on Friday, the
female officer said: "The fact he used my hijab against me was extremely
offensive.
"Wearing
my hijab is about modesty - being called a 'whore' is a contradiction to what I
stand for."
Those
incidents happened on Monday, May 29 last year, and Noor later admitted to two
counts of racially or religiously-aggravated harassment, alarm or distress.
There were further incidents on Tuesday, June 20 last year, when a man living
at the same supported living accommodation as Noor - Hamilton House in
Highfield Street, Highfields, Leicester - called Leicestershire Police to say
Noor had emptied a rubbish bin outside his flat.
When the
man had confronted Noor he had hurled a kettle full of hot water, narrowly
missing him. He then told the man: "You fake ******, you use fake
tan."
Later
that day a support worker spoke to Noor and he told her repeatedly: "I'm
going to kill you." Prosecutor Vishal Patel told the court: "This
made her really scared and she called the police."
Noor was
arrested and, the following day, racially abused a custody sergeant at a
Leicester police station. And on Tuesday, July 11 last year he had also made
threats to a member of staff at Hamilton House.
For all
the further incidents he pleaded guilty to three common assaults and two
further charges of racially or religiously-aggravated harassment, alarm or
distress.
Beth
McGovern, representing Noor, said her client had paranoia and autism, for which
he received monthly injections, and had been unhappy at Hamilton House. She
said he had since moved to a new home in Friar Lane, Leicester city centre.

Dagestan
attack highlights Russia’s vulnerability at home amid Ukraine war

Sunday’s
terrorist attacks in Dagestan that left at least 19 people dead have
highlighted Russia’s growing difficulties in managing a tide of Islamist terror
at home as its security forces are engaged in the war in Ukraine.
The
attacks, carried out by four gunmen in Dagestan’s capital, Makhachkala, and two
in the seaside city of Derbent, appeared to catch Dagestani officials by
surprise. At least 15 police officers were among those killed, and the
attackers also burned down a synagogue and set fire to a church in acts that
Russian officials are clearly concerned could lead to a tide of inter-ethnic
violence at home.
The
mostly Muslim region in the North Caucasus in southern Russia is one of the
country’s most restive, and the growing social unrest and violence there could
indicate that the Kremlin is struggling to maintain order at home amid Vladimir
Putin’s singular focus on his generational conflict with the west.
The
attacks, which included a drive-by shooting targeting traffic police, were
reminiscent of regular terror attacks that plagued the city in the 2000s. No
group has taken responsibility but analysts have suggested they could be tied
to Islamic State’s North Caucasus branch, Vilayat Kavkaz.
Coming
just months after the Moscow concert hall attack, where IS-linked militants
killed 145 people, and last year’s antisemitic rioting at the Dagestan airport,
the new attacks will raise concerns about a growing pool of radicalised young
people in Russia and in particular in the North Caucasus, where societal
tensions on multiple fronts appear close to a boiling point.
Valentina
Matviyenko, the head of Russia’s Federation Council, called for residents of
Russia and Dagestan to “demonstrate their maturity and avoid an emotional
reaction, despite the enormity of what happened. Not to take the easiest, wrong
path of escalation of inter-ethnic and inter-religious tensions and animosity.”
To
prevent that from happening, Russian officials quickly moved to try to portray
the attacks as a “provocation” by outside forces, such as the US and Nato,
despite ample evidence of homegrown terrorism in Russia stemming back to the
devastating wars of the 1990s in the North Caucasus.
“Of
course, we understand who is behind the organisation of these terrorist
attacks,” said Sergei Melikov, the head of Dagestan. “We understand what the
organisers were trying to achieve,” he added, as he claimed sleeper cells had
“certainly been prepared, including from abroad”.
Two of
the attackers were reported to be sons of the head of Dagestan’s Sergokalinsky
district, Magomed Omarov, who was detained for questioning. His records have
been removed from the site of United Russia, the country’s ruling party, of
which he was a member. Russian media reports on Monday said he had told
investigators that he knew several members of his family had been radicalised
years earlier, and the identities of a number of the assailants were known to
police in advance.
Dagestan,
a mostly Muslim republic in southern Russia with a diverse population, high
levels of unemployment and struggles with Islamist radicalism, has long been
one of Russia’s most turbulent regions. It was the site of protests against
mobilisation for the war in Ukraine in 2022 and was one of Russia’s hardest hit
regions during the Covid crisis of 2020.
Last October
an antisemitic mob, directed via social media, stormed Makhachkala’s airport in
search of Jewish passengers arriving from Israel. Video posted online showed
hundreds of young men, some carrying Palestinian flags or placards denouncing
Israel, rushing on to the tarmac and climbing on to idling planes, attempting
to break through the windows.
Mobs in
several cities also besieged hotels after telling the owners that they believed
they were sheltering Jewish guests inside.

pushes for extradition treaty with Thailand

Russian
President Vladimir Putin has instructed his government to sign an extradition
agreement with Thailand, pending agreement with the authorities in Bangkok.
Thailand
has made several overtures to Russia in recent weeks, while President Putin
visited Vietnam. Earlier this month, Thai Foreign Minister Maris Sangiampongsa
presented his Russian counterpart Sergey Lavrov with a letter of intent for the
kingdom to join BRICS.
Before
that, local media in Thailand reported that Bangkok and Moscow had opened
negotiations on accepting cards from the Russian ‘Mir’ payment system. The
Russian embassy in Bangkok dispelled the rumors of a done deal, however, saying
that the exact timeline of implementation was yet to be determined.
Russia
and Thailand have been negotiating an extradition treaty for several years. In
March 2023, the two governments signed a two-year cooperation program with an
eye to reaching such an agreement.
Russian
prosecutor-general Igor Krasnov at the time stated that both countries faced
similar threats from transnational organized crime, such as cybercrime,
cryptocurrency scams, extremism and terrorism.
Thai
media noted that Krasnov’s visit to Bangkok and the signing of the draft treaty
coincided with the arrival of several thousand Russians who left their country
due to the Ukraine conflict.
In
January, Thai authorities detained seven Russian nationals connected who were
part of the band Bi-2, whose frontman Egor Bortnik has been listed as a foreign
agent. While neither the musicians nor the state police commented on the
incident, local tourist authorities blamed the band for performing in Phuket
without a permit. The band was reportedly deported to Israel.

border guards foil plot to smuggle 73 kg of hash worth $1.8m

73 kilograms of hashish, with an estimated street value of $1.8 million, into

drugs were seized by authorities and preliminary legal proceedings have been

It
follows an announcement on Friday that border guards in the same region had
foiled a separate plot to smuggle 52 kilograms of hashish into the country,
while authorities in Jazan prevented the trafficking of 243 kilograms of qat.

Saudi Arabia to 105 countries — the incredible story of a modern nomad

RIYADH:
As a child, Nasser Al-Sadhan would spend hours watching documentaries on
countries such as New Zealand and India, fascinated by the diverse landscapes
and cultures depicted on the screen.
As an
adult, Al-Sadhan has been able to turn his childhood fantasies into reality by
visiting these countries. Each step he takes in these unfamiliar territories
brings back memories of the wonder and amazement he felt as a child.
Al-Sadhan
is not your average traveler. The 35-year-old, born and raised in Riyadh, has
backpacked to an astounding 105 countries, each journey leaving a mark on his
soul.
Traveling
far enough, he discovered that finding yourself is not just a cliche — it is a
transformative experience.
At 22,
he moved to Canada and then Australia for his master’s degree and PhD in
computer science specializing in AI.
“I moved
back to Saudi Arabia at the end of 2019 when I became a professor of AI at King
Saud University in Riyadh. Now, I am focusing on exploring the world and flow
art,” Al-Sadhan told Arab News.
He goes
by @flowmad_ on Instagram, an amalgamation of his love of flow arts and being a
nomad.
Al-Sadhan
began his backpacking adventures in 2014. Even as a child, he was intrigued by
the sight of backpackers at the airport. “I never had the chance to do it
(backpacking) until I moved to Canada for my higher education and had more free
time and income,” he said.
Nasser
Al-Sadhan is not your average traveler; the 35-year-old, born and raised in
Riyadh, has backpacked to an astounding 110 countries, each journey, and its
chance encounters, leaving a mark on his soul. (Supplied)
He
fondly recalls one late-night conversation with his roommate Francis from South
Korea. Al-Sadhan said that as they browsed countries on Google Maps, he felt a
sense of wanderlust stirring within him.
He knew
that that moment was the catalyst for his journey into the unknown. It ignited
a spark in him that would ultimately lead him to thrilling experiences across
the globe.
“I
backpack because normal traveling where everything is planned and everything is
booked doesn’t sound exciting to me … there isn’t any room left for
spontaneity, no room for unplanned experiences.”
Among
Al-Sadhan’s travels to strange lands is his visit to the infamous Darvaza Gas
Crater, a natural wonder in Turkmenistan. (Supplied)
He
rarely if ever plans his flight and accommodation in advance. “The two biggest
obstacles that I had to overcome — that later proved to be very valuable — is
going with the flow … not having a plan and not booking anything in advance,”
he said.
Backpacking
taught him how to live in the moment and seek new opportunities.
“I would
often book a flight for the same night I wanted to travel so that I could reach
the city and find accommodations there. But sometimes I would not find any
place to stay,” he said.
The
Saudi nomad’s willingness to embrace uncertainty and new experiences has
fostered meaningful connections that transcend geographical boundaries,
sometimes restoring his faith in humanity.
Once he
slept on the beach in Sri Lanka because he couldn’t find any accommodation.
“But then I met an amazing Ukrainian group, and they offered me a place to
sleep,” he recalled. “We became friends and we ended up spending the next two
weeks together.”
On one
trip, Al-Sadhan’s phone stopped working while he was on a train in Poland.
“That is when I saw two guys from Brazil with backpacks, so I asked them if
they knew of a hostel, they said ‘Yes,’ and I followed them to it.”
The trio
traveled together for the next three days and became friends.
“During
my trip to Japan, I did not have the local currency on me and couldn’t pay for
the bus fare when a girl helped pay it for me.” He noted that the two became
friends as she showed him around the country.
Al-Sadhan
said that this no-plan approach has pushed him out of his comfort zone and
allowed him to break free from his cocoon.
“I have
been traveling the world for the past 10 years and never had a hardship that
resulted in a bad experience,” he said.
These chance
encounters have enriched his travels, exposing him to diverse cultures and
perspectives.
Without
a fixed itinerary or set plan, he allows himself to be guided by the winds of
the moment, resulting in unforgettable experiences and connections.
In 2016,
before moving to Australia from Canada, Al-Sadhan made a pit stop in New
Zealand and that trip restored his faith in humanity.
“New
Zealand is a pretty expensive country and at that time I was a student, so I
decided to hitchhike the whole way across the country because I didn’t have
much money,” Al-Sadhan said.
Hitchhiking
was faster than taking buses and allowed him to connect with individuals from
various backgrounds, including a kind-hearted mother and her child, and a
scientist studying birds on a remote island inaccessible to the public.
An
experience backpacker, he revealed a trial-and-error approach to packing the
essentials and emphasized the importance of minimalism and focusing on
functionality rather than style. On his trip to New Zealand he carried “a
functional sleeping bag, tent and small air mattress.”
During
this five-week trip, Al-Sadhan gained a deep appreciation for the importance of
community. To keep his spending to a minimum, he resorted to couch surfing
— a form of accommodation where
travelers stay at the homes of locals for free.
He
stayed at a communal apartment with four rooms and a living room with 30 people
staying in it. “I stayed there for about six days because I enjoyed it. People
from various countries were there, creating a sense of community where everyone
helped each other,” Al-Sadhan said.
There
was only one rule in this apartment: “If you cook, you cook for everyone.”
“One day
someone came in with a lot of fresh fruits and vegetables and when I asked
where they got them, they said ‘From the dumpster behind the supermarket.’”
While
dumpster diving, they found a variety of items, including fresh produce, bread,
and more. “If we found something like ice cream or eclairs, it would go to the
person who went dumpster diving that day.”
While
dumpster diving in a foreign country, he discovered a vibrant community of
people from diverse cultures coming together to share resources.
Dumpster
diving saved him money, but it’s not just about finding free food, but about
building relationships and experiencing a new culture.
Among
his travels to strange lands is his visit to the infamous Darvaza Gas Crater, a
natural wonder in Turkmenistan. It is also known as the “Gates of Hell,” as it
is a fiery pit that has been burning continuously for more than four decades,
emitting a captivating blaze that lights up the night sky.
“We
reached the gas crater before sunset and there was nothing to see but sand
everywhere, but after sunset is when cylinder-shaped fiery lights beam from the
hole.” Al-Sadhan recalled the eerie sight of birds swirling around the flames,
dancing against the darkened backdrop of the desert area.
“My tour
guide explained to me that these birds are feeding on the flies attracted to
the light of the flames,” he said.
He had another
life-changing experience at the Kumbh Mela festival in Varanasi, India. Unlike
the rest of the places Al-Sadhan has been to, which he described as somewhat
similar, “Varanasi is the exact opposite of that; everything is different, and
nothing is the same.”
During
his five days there, he had the opportunity to witness the customs and
traditions of the region, including the public funeral procession and cremation
that takes place along the banks of the sacred Ganges River.
Watching
the ceremonial cremation of a middle-aged man, Al-Sadhan said: “They have a
different social and spiritual relationship with death.” He vividly described
how the bodies were wrapped in cloth before being placed on the funeral pyre
and set ablaze.
The
solemnity of the ceremony, combined with the spiritual energy of the festival,
made him reflect on the fragility of life and the importance of cherishing each
moment.

Saudi Deputy Foreign Minister Waleed bin Abdulkarim Al-Khuraiji stressed the
need for an immediate halt to Israeli military operations in Gaza and the
protection of civilians on Monday.
Speaking
at the 19th meeting of the foreign ministers of the Asia Cooperation Dialogue
in Tehran, Al-Khuraiji said it was necessary to secure the arrival of
humanitarian aid and to intensify efforts to bring about the establishment of
an independent Palestinian state based on the 1967 borders, with East Jerusalem
as its capital.
He also
spoke of the importance of deepening cooperation to face various challenges,
including food and energy security, the Saudi Press Agency reported.
Al-Khuraiji
said the Kingdom believes in the importance of strengthening cooperation in
emerging fields and challenges, including the climate change crisis.
Increasing
cooperation in the field of global governance of artificial intelligence and
new technologies and collective action to calm tensions and promote dialogue
and joint action were also necessary, Al-Khuraiji told the meeting.

Muslim Rights Concern has raised concerns about an alleged plan by the Sokoto
State Governor, Ahmed Aliyu, to depose the Sultan of Sokoto, Alhaji Muhammad
Sa’ad Abubakar III.

statement on Monday, MURIC’s Executive Director, Prof. Isiaq Akintola,
expressed alarm over the potential move, which comes amid controversy and tension
following the deposition of several monarchs in Kano State.
Governor
Aliyu had previously removed 15 traditional rulers for various offences.
Akintola
stated, “Nigerian Muslims reject any thought of deposing the Sultan. Feelers in
circulation indicate that the governor may descend on the Sultan of Sokoto any
moment from now using any of the flimsy excuses used to dethrone the 15
traditional rulers whom he removed earlier.”

He
stressed that the Sultan’s role is not only traditional but also religious,

advises the governor to look before he leaps. The Sultan’s stool is not only
traditional. It is also religious. In the same vein, his jurisdiction goes
beyond Sokoto. It covers the whole of Nigeria. He is the spiritual head of all
Nigerian Muslims,” Akintola said.
Akintola
cautioned Aliyu against provoking Nigerian Muslims into drastic action, citing
historical precedent.
“A
military governor, Colonel Yakubu Muazu, exposed this soft underbelly when he
deposed Sultan Ibrahim Dasuki on 20th April 1996. Nigerian Muslims will be
forced to make a hard decision if Sokoto governors continue to diminish the
authority of the Sultan.”
He
further stated, “For the avoidance of any doubts, Sultan Muhammad Sa’ad
Abubakar is not only the Sultan of Sokoto but the Sultan of the Nigerian
people.
“His
performance and style of leadership have warmed him into the hearts of
Nigerians.”
Akintola
suggested that if Sokoto’s leadership continues to undermine the Sultan,
Nigerian Muslims might shift towards selecting Islamic scholars as their
leaders instead of traditional rulers.
“It will
be a farewell to the leadership of traditional rulers over the NSCIA and an
irreversible departure from Sokoto’s privileged leadership position. But
history will not be kind to Col. Yakubu Muazu and Ahmed Aliyu for ruining the
chances of Sokoto.”
He
cautioned that repeated actions against the Sultan would not be tolerated.
“Once is
happenstance, twice is a coincidence, and the third time is enemy action. If
the deposition of a Sultan and NSCIA leader happens a second time, Nigerian
Muslims will not allow the embarrassment to happen a third time.”
MURIC
called on the Sokoto State House of Assembly to review the state’s chieftaincy
laws to exempt the Sultan of Sokoto.
“MURIC
reiterates its call on the Sokoto State House of Assembly to either repeal or
review the state’s chieftaincy laws by adding the phrase ‘except the Sultan of
Sokoto’ to Section 6, Cap 26 of the Laws of Northern Nigeria which empowers the
state governor to depose the emirs including the Sultan.”
Akintola
urged Northern elites and Islamic scholars to intervene promptly.
“This is
the time to lobby the Sokoto State House of Assembly and the governor himself.
If the chieftaincy laws of Kano State can be repealed within 24 hours, nothing
stops that of Sokoto State from being reviewed in favour of immunity for the
office of the Sultan in a single day to save Nigerian Muslims from humongous
embarrassment.”
The
Sokoto State Government has not yet responded to MURIC’s allegations.
Previously,
it announced plans to amend section 76 of the local government and chieftaincy
law to align with current practices within the state.
Currently,
the Sultanate Council provides recommendations for district and village head
appointments, but the governor has the final authority to appoint.
The
state’s Attorney-General and Commissioner for Justice, Nasir Binji, explained
that the proposed amendment aims to synchronize the legal framework with
customary procedures.
“Under
the proposed amendment, the Sultanate Council would retain the power to
recommend candidates, while the authority to appoint would be vested in the
governor,” Binji said, following a State Executive Council meeting.

Oyo: We
are investigating alleged attack on Muslims by soldiers, pastor – Police

The Oyo
State Police Command has declared that it has commenced an investigation into
the alleged attack on some Muslims by soldiers and a pastor in Iseyin.
The
Public Relations Officer of the command, Adewale Osifeso, made this declaration
via a short statement made available to DAILY POST on Sunday.
DAILY
POST learned that Mr. Abdulazeez Suleiman and his wives were wounded, while
other Muslims sustained injuries on Sunday, June 16, 2024.
It was
reported that a pastor and some men in Army uniform attacked the victims while
slaughtering their cow for the Eid Adha festival in front of their house at the
barracks area in Iseyin.
The
Muslim Rights Concern (MURIC), in a statement made available to DAILY POST
through its Oyo State branch Ambassador, Mallam Ibrahim Agunbiade, advised the
security operatives to arrest the suspects without further delay.
“MURIC
Oyo State chapter has watched with great shock and dismay the viral video
trending on social media, containing dastardly acts of harassment and
humiliation perpetrated by a pastor and seventeen soldiers on the personality
of Mr. Suleiman AbdulAzeez during the sacrificial animal ritual for Eid Adha
celebration in his compound on Sunday, June 16, 2024.
“MURIC
confirmed that the suspect, Damilola Stephen a.k.a. ‘Recruit Soldier’, and
seventeen other soldiers are involved. The group further noted that Recruit
Soldier is the son of Pastor Busari Stephen, who was earlier reported to the
police by the community for noise pollution and environmental disturbance.
“The
Islamic human rights organization called for the arrest and prosecution of
Pastor Busari Stephen and his son, Damilola Stephen, and warned that the case
must not be swept under the carpet. MURIC calls on the Oyo State Commissioner
of Police for the immediate arrest of the culprits, emphasizing that justice
must not only be done in this case but must be seen to have been done.”
In
response to the allegations, the police stated that the investigation has
commenced.
Osifeso,

Hajj:
Airline Operators Threaten Service Withdrawal Over Delay In Air Fare Payment

According
to a report by Daily Trust, the development is threatening the return airlift
of pilgrims after the completion of the 2024 Hajj exercise.
There
are no fewer than three airlines hired by NAHCON to convey pilgrims to Saudi
Arabia for the 2024 Hajj.
They are
Max Air, Air Peace and FlyNas.
The
report revealed that according to the contract signed with the airlines, NAHCON
was expected to pay the airlines 50 per cent of the air fare before the
commencement of the first leg of airlift to Saudi Arabia to enable the airlines
make adequate preparation.
However,
one of the airline operators told the aforementioned publication that the 50
per cent was not paid until after the completion of the first leg of the
airlift.
The
contract also stipulated that the operators are to be paid additional 35 per
cent as soon as the commencement of airlift.
One of
the operators said, “We finished airlifting before we got the 50 per cent and
now we are starting the second leg and they are still saying the money is being
processed with the Central Bank of Nigeria (CBN).”
Another
operator stated that the delay is putting pressure on the finances of the
airlines, saying the carriers continue with the operation out of patriotism to
the country.
He
lamented that the airlines are expected to pay overhead charges to countries
they are flying over as well as make payment to the General Authority of Civil
Aviation (GACA) in Saudi Arabia.
Also
they are expected to pay the fuel suppliers as well as make payment for
maintenance of their equipment.
The
operator asserted that the airlines might be forced to withdraw their services
with the situation of things.
“Imagine
we were to be paid 50 per cent before we start airlifting in the first place so
we can start preparing. Now we have started the return leg and the airlines have
still not been paid. NAHCON stated that they have initiated the payment but if
they had truly initiated the payment, it takes just 48 hours for us to be
credited.
“This
delay is putting pressure on us. We are not finding it easy at all and it will
not be appropriate to say that we are withdrawing services. It will create a
serious problem for the country,” he said.
An
official of the NAHCON however stated that the payment issue is being
addressed.
“The
money is going to be paid through the CBN and as I am talking to you, something
is being done to address it and any moment from now, they would be paid,” the

Zhuhai Zhongfu Industrial Group Co. Ltd, secured rights to develop a free trade
zone in Ogun State, Nigeria.
After
establishing Zhongfu International Investment (NIG) FZE in 2011 to manage the
project, tensions escalated in 2016 when the Ogun State government allegedly
tried to replace Zhongshan as the zone’s manager.
Following
the disagreement, Zhongshan initiated an investment treaty arbitration against
Nigeria under the China-Nigeria Bilateral Investment Treaty (BIT), resulting in
an arbitration panel awarding Zhongshan approximately $70 million in 2022.
Efforts
to enforce this award in the UK began in January 2022, culminating in the
recent court decision.
Court’s
Ruling And Implications
Master
Lisa Sullivan of the London commercial court rejected Nigeria’s plea of state
immunity, noting the properties in question had not served diplomatic or
consular functions for over three decades.
Instead,
they had been rented to residential tenants, contradicting Nigeria’s claims of
non-commercial use.
Despite Nigeria’s
assertions that the properties served diplomatic roles and housed consular
staff, the court highlighted their dilapidated condition as further evidence of
their non-diplomatic use.
Timi
Balogun, representing Nigeria, voiced strong opposition to the ruling, pointing

LUMPUR, June 25 — Home Minister Datuk Seri Saifuddin Nasution Ismail today
backed the police in arresting eight people last weekend on suspicion of having
links to the Islamic State (IS) terror network that believed in toppling an
elected government to set up a caliphate in Malaysia.
He was
reticent when asked what threats they supposedly made against the Yang
di-Pertuan Agong and the prime minister.
“I will
just say that this operation is under the special unit E8 whose core business
is to find proof and intelligence. When they did their monitoring and data
gathering, they found there was enough to make the arrest,” he told reporters
after officiating the Retired Senior Police Officers Association Malaysia’s
annual general meeting here.
“The
police used existing laws to apprehend them which means all the intel we had
gathered beforehand allowed us to make the arrests,” he added.
The
arrests of six men and two women took place on June 22 and 23 during a
coordinated operation across four states.
Saifuddin
Nasution said the arrests were a follow-up to previous operations that took
place on May 15, 17 and 30.
All
eight suspects are being investigated under Act 574 of the Penal Code and will
be investigated under the Security Offences (Special Measures) Act 2012, better
known as Sosma.
The
eight suspects included a housewife, a jobless person and a professional, the
minister said.
When
asked if the suspects had ties to Daesh — the other name for the IS terror
network — Saifuddin Nasution said their ideologies were more concerning.
“Daesh
is only a term, what's important is their ideology. They believe that when
someone governs without believing in the caliphate, they must resist them.
“In
doing so, they made the police as their number one target in trying to topple
the government. This was their belief and they were spreading it, but we
managed to break them and unravel their motives,” he added.
He said
the Malaysian government is firm in its stance that there will be no compromise
against those who incite, commit, support, or sympathise with elements of
extremism, radicalism and terrorism in the country.
He also
urged the public, community activists, organisations, non-governmental bodies,
the private sector and all parties to cooperate and work together to address
these threats and prevent them from undermining the unity and peace of the
nation.

In
Johor, married couple among three charged with supporting Islamic State

JOHOR
BARU, June 25 — Three individuals, including a married couple, were charged at
the Sessions Court here today with five counts of supporting and possessing
items of terror group, Islamic State (IS).
Muhammad
Feesol Haron, 35, his wife Suhaini Sarwan, 46, and Mohd Firdaus Kamal Intdzam,
37, nodded to indicate that they understood all five charges read out to them
before judge Datuk Che Wan Zaidi Che Wan Ibrahim.
However,
no plea was recorded from the three accused as the cases are under the
jurisdiction of the High Court.
Muhammad
Feesol and Suhaini were alleged to have materials related to IS and
terrorism-related activities on their mobile phones.
The
offence was allegedly committed at a factory in the Kempas Industrial Estate
here at 1.10pm and 1.15pm on May 30.
Mohd
Firdaus is accused of committing the same offence at a factory’s front yard at
Jalan Perniagaan Setia 6, Taman Perniagaan Setia here at 6.15pm on May 30.
All
three offences were framed under Section 130JB(1)(a) of the Penal Code that
carries a maximum seven-year jail term or with fine; and the items used or
intended to be used to commit the offence must be seized.
Suhaini
is also facing two more charges of knowingly giving support to IS by using a
Facebook account in the name of Suhaini Sarwan and Enma Kenma.
The
offence was allegedly committed at Section E8, Counter Terrorism Division,
Special Branch Bukit Aman in Kuala Lumpur at 5.50pm on May 27.
The
offence is framed under Section 130J(1)(a) of the Penal Code which carries a
maximum 40-year jail term or with fine; and the items used or intended to be
used to commit the offence must be seized.
Deputy
Public Prosecutor Mohammad Fakhrurazzi Ahmad Salim prosecuted, while all three
accused were not represented.
The
court fixed July 30 for mention and the appointment of a lawyer.
Earlier,
the three accused were escorted into the court room with the heavy presence of
armed police personnel.

Eight
arrested for suspected Islamic State links; investigations reveal threats to
Malaysia’s king, PM Anwar
PUTRAJAYA:
Eight people were arrested over the weekend by the Royal Malaysia Police (PDRM)
for alleged links to the Islamic State militant group.
Simultaneous
operations were carried out across four states on Saturday and Sunday. A former
lecturer was among those arrested for suspected links to extremist and radical
ideologies.
Malaysia’s
Home Minister Saifuddin Nasution Ismail said on Monday (Jun 24) that the six
men and two women, aged between 25 and 70, were detained in Kelantan, Johor,
Penang and Selangor.
Initial
police investigations into the suspects revealed threats against Malaysia’s
King, Sultan Ibrahim Sultan Iskandar, Prime Minister Anwar Ibrahim, dignitaries
and senior PDRM officials, he said at a press conference.
The
eight suspects come from various occupational and economic backgrounds,
including housewives and educated professionals.
The
suspects will be held for 28 days under the Security Offences (Special
Measures) Act 2012, he added.
When
asked if they were part of a network, Mr Saifuddin said they shared the same
ideology.
“It’s
one ideology, one belief stemming from the conviction that the country’s
leadership is not based on the caliphate system, for example,” he said.
“When
such conditions are not met, they justify actions to challenge the government;
that's among the signs of their group's beliefs."
Mr
Saifuddin also said that the Malaysian government remains firm that there will
be “no compromise with anyone inciting, perpetrating, supporting or
sympathising with extremism, radicalism and violence in this country”.
When
asked by the media if the eight who were arrested were connected to the Ulu
Tiram police station attack in May, Mr Saifuddin said the police were still
investigating.
"Special
Branch is working continuously on this matter and we will not link the arrests
to any incidents (yet)," he was quoted as saying by the New Straits Times.
The
pre-dawn attack on the Ulu Tiram police station on May 17 left two cops dead
and another injured. The alleged attacker himself was killed in the ensuing
firefight in the incident.
Meanwhile,
the immediate family members of the alleged attacker were charged at the Johor
Bahru Sessions Court on Jun 19, including for inciting terrorism.
The five
include the man’s parents as well as his three siblings.
The
family members have been identified as Radin Imran Mohd Yassin, 62; Rosna
Jantan, 59; Radin Romyullah Radin Imran, 34; Farhah Sobrina Radin Imran, 23; and
Mariah Radin Imran, 19.
Singapore's
Ministry of Home Affairs confirmed on Jun 24 that Rosna is a Singapore citizen.

According
to Prime Minister Office, the previous Kinetic operations were conducted to
physically dislodge terrorists from their known locations which had become
No-Go areas and compromised the writ of the state. These operations required
mass displacement of the local population and systematic clearance of affected
areas.
There
are no such No-Go areas in the country since the ability of terrorist entities
to or carry out large scale organized operations inside Pakistan was decisively
degraded by earlier Kinetic operations.
The
statement said that no large scale military operation is being contemplated
where displacement of population will be required.

Gandapur offers free health services to Afghans with help of UNHCR

PESHAWAR:
Khyber Pakhtunkhwa Chief Minister Sardar Ali Amin Khan Gandapur has offered
free health services to Afghan nationals living in the province if United
Nations High Commissioner for Refugees (UNHCR) agrees to fund the programme.
The
chief minister expressed these views while talking to a delegation of UNHCR in
Islamabad on Monday. The delegation was led by the representative of UNHCR for
Pakistan Philippa Cadler. The delegation called on the chief minister in Khyber
Pakhtunkhwa House, Islamabad, and discussed with him matters related to Afghan
refugees living in the province.
The
government of Khyber Pakhtunkhwa has been providing free health services to the
residents of the province under its health insurance programme titled Sehat
Card Plus.
Under
the programme, 10.2 million families comprising 33.2 million persons of the
province are entitled to seek cashless treatment anywhere in the country. A
family is allowed to get free treatment services up to Rs1 million annually.

suggests launching of skill development programme for refugees
The
government has more than 700 empanelled hospitals where the people possessing
the national identity card of Khyber Pakhtunkhwa can seek free treatment
services. Of the empanelled hospitals, 118 are located in the province and the
rest are in other provinces and Islamabad.
During
the meeting, the UNHCR delegation and chief minister agreed to further
strengthen partnership for providing improved facilities to refugees living in
Khyber Pakhtunkhwa and resolve their issues on sustainable basis, according to
a statement issued here.
The
chief minister told the delegation that the people of Khyber Pakhtunkhwa had
been hosting their Afghan brethren for several decades in the province. He
added that during the repatriation process of illegal immigrants, more than
300,000 refugees went back voluntarily to their homeland.
He said
that provincial government, as per traditions of the land, had extended all
possible facilities to the immigrants going back to their homeland voluntarily.
He said that the humanitarian aspect of the matter was fully taken care of and
not a single complaint was received during the entire process of voluntary
repatriation of the refugees.
Mr
Gandapur said that the decision about repatriation of undocumented immigrants
to their homelands was taken by the federal government and it would be
implemented. However, he said that the immigrants having valid documents would
have no issue to stay in Khyber Pakhtunkhwa.
He also
underlined the need for strengthening partnership between the provincial
government and UNHCR for facilitating the immigrants living in the province in
a more efficient manner. He said that the provincial government was committed
to extending all out support to UNHCR in that regard.
The
chief minister said that Afghan refugees, residing in Pakistan particularly in
Khyber Pakhtunkhwa, could be empowered and employed by imparting technical
skills to them.
He added
that if UNHCR was planning to start a programme in that regard, the provincial
government could help in imparting training to Afghan youth in its centres
established for technical education.
Commenting
on the electricity issues in refugee camps, Mr Gandapur said that provision of
solar energy was the best way to resolve the issues of electricity loadshedding
in those camps. He said that provincial government was also ready to cooperate
with UNHCR in that regard as well.
Talking
to delegation, the chief minister said that the Khyber Pakhtunkhwa government
was also taking steps to re-settle displaced people of merged districts.
He added
that the government needed support of donor organisations including UNHCR for
the resettlement of those displaced people.
The
delegates thanked Pakistan, especially the Khyber Pakhtunkhwa government for
their hospitality to Afghan refugees for a long time. They said that the
cooperation of the Khyber Pakhtunkhwa government in the process of voluntary
return of foreigners to their countries was praise worthy.
They
said that collaboration with the provincial government would be made more
coordinated for the sustainable solutions to the problems of refugees living in
Khyber Pakhtunkhwa and providing them with the best facilities.

President
Zardari suggests rehabilitating Sindh outlaws who lay down arms

KARACHI:
Aside from ‘hardened criminals’, outlaws operating in the Katcha areas of Sindh
should be rehabilitated if they surrender to the state, President Asif Ali
Zardari said on Monday.
Chairing
a meeting on Sindh’s law and order situation in Sukkur, the president also
emphasised the need to improve the road, healthcare and education
infrastructure of the Kacha areas on a priority basis to improve the
socio-economic conditions of its residents.
Those
who surrendered should be gradually brought into the mainstream and
rehabilitated to make them responsible and productive citizens of the country,
he said.
President
Zardari also advised that a national jirga, comprising of tribal chiefs, should
be convened to engage and negotiate with the local population to bring
normalcy, as well as prevent crimes, de-weaponise and improve the security
situation in the area.

President
Zardari was briefed about the law-and-order situation in the province and the
implementation status of the directions given during the meeting held on May 1.
He was apprised that the crimes and violence in Sindh, especially in Karachi
and Kacha areas, had witnessed a declining trend due to the effective strategy
adopted by the police and Rangers.
Sindh
Inspector General of Police (IGP) Ghulam Nabi Memon informed the meeting that
dacoits’ activities had been considerably reduced and no highway-related crime
had been reported over the past two months.
It was
highlighted that targeted operations and installation of smart cameras had
helped control crime and identify and arrest criminals, as well as their abettors.
The
Rangers Sindh Director General Major General Azhar Waqas told the meeting that
133 joint operations had been conducted by the Sindh Police and the Rangers
which led to the arrest of hundreds of dacoits and criminals.
He
stated that additional check posts had also been established in various parts
of Kacha to control crime.
The
meeting was further informed that on the president’s directions, the campaign
against drug pedlars was intensified and, in that regard, 308 drug suppliers
had been arrested, besides installing smart cameras to monitor the entry points
of the province.
President
Zardari directed the Sindh Government to focus on raising a police force along
modern lines to effectively meet the security challenges and requirements of
the province. He also underlined the need to strengthen the capacity of the
Sindh Police by providing them modern equipment and weapons, adequate human
resources and logistics.
He said
that police officials should be incentivized enabling them to discharge their
duties with commitment and devotion. We also need to encourage women to join
the Sindh Police, he added.
He
stated that the welfare of the families and children of martyrs of the Sindh
Police should be ensured.
Minister
for Interior Mohsin Raza Naqvi, Sindh Chief Minister Syed Murad Ali Shah,
Sindh Assembly Speaker Syed Awais Qadir Shah, Senior Minister Sharjeel Inam

Seven
injured as grenades lobbed at security forces’ convoy in North Waziristan

NORTH
WAZIRISTAN: Seven people suffered injuries when unidentified assailants lobbed
two hand grenades at a vehicle going in a convoy of security forces on Khaisore
Road near Mirali town of North Waziristan district on Monday.
Official
sources said that one grenade hit a security forces’ vehicle, while the other
landed on a car — owned by a civilian contractor for transportation of daily
commodities for the security forces.
The
sources added that seven passers-by were injured in the explosion.
They
stated that there was no casualty on the security forces’ side. However, both
the vehicles were damaged in the attack. The attackers escaped the area after
the incident.
A police
contingent headed by the DSP circle reached the spot soon after receiving
information about the incident, and shifted the injured people to the Mirali
Hospital.
The
injured people were identified as Eid Mali Khan, Sabirullah, Fazal Maula,
Muradullah, Deen Faraz, Faizanullah and Murad.
The car
damaged in the attack was owned by a local man, Naseeb Khan Eisori.
The
police and security forces cordoned off the area and launched search for the
attackers.
The
police registered a case against unidentified assailants and started an
investigation.

Shibli believe PTI should 'wait' for military operation details

ISLAMABAD:
Pakistan Tehreek-e-Insaf (PTI) leaders Ali Amin Gandapur, Shibli Faraz, and
Barrister Saif have suggested their party leaders to wait for the details
regarding military operation Azm-e-Istehkam to come up before reaching a decision,
sources told Geo News.
The
development came in a high-level PTI meeting held at the Khyber Pakhtunkhwa
House in Islamabad. The forum was briefed on the Central Apex Committee meeting
as well as meeting with the imprisoned PTI founder.
KP Chief
Minister Gandapur, who attended the National Action Plan’s Apex Committee
meeting, told that the committee discussed about security issues and stability
in Pakistan only.
He
briefed the meeting for 35 minutes, wherein he presented his arguments
supporting his stance of waiting for details of the operation Azm-e-Istehkam,
but majority of the party members did not agree to him, the sources maintained.
During a
meeting of the Apex Committee, Prime Minister Shehbaz Sharif last Saturday gave
the go-ahead to operation Azm-e-Istehkam, a reinvigorated and re-energised
national counter-terrorism drive, to turn up the heat on militants targetting
the state of Pakistan.
The
Prime Minister's Office (PMO) said the new counter-terrorism push has been
approved with the consensus of all stakeholders including provinces, Gilgit
Baltistan (GB) and Azad Jammu and Kashmir (AJK).
"The
approval of the operation symbolises the national resolve to eradicate all
forms of extremism and terrorism from the country," the PMO said.
The
opposition parties including the PTI, Jamiat-e-Ulema Islam Fazl (JUI-F), Awami
National Party (ANP) and others have voiced concerns over the launch of the new
military operation, demanding that parliament must be taken into confidence
before taking any such decision.
The
sources said the PTI leaders were furious as the KP chief minister is not
openly opposing the military operation.
Gandapur
opined they should wait for details of the operation to come out and opposing
it before that would not be appropriate, the sources said.
Multiple
leaders including Omar Ayub, Barrister Gohar, Asad Qaisar, Shandana Gulzar and
other senior leaders opposed the military operation. Whereas, Faraz, Saif, and
Gandapur preferred waiting for the details, they added.
The PTI
founder always opposed the military operation and they stood with his stance,
said many of them on this occasion.
Govt
presents clarification about operation
The PMO
had late Monday clarified that "no large-scale military operation is being
launched" in the country.
“The
recently announced vision for enduring stability named Azm-e-Istehkam is being
erroneously misunderstood and compared with earlier launched kinetic operations
like Zarb-e-Azab, Rah-e-Najaat etc,” read a statement issued by the PMO.
It said
the previous kinetic operations were conducted to physically dislodge

compromised the writ of the state. “These operations required mass displacement

The
federal government has stated that there are no such no-go areas in the country

Thousands
of TTP fighters given shelter, amnesty during PTI rule: minister

Defence Minister Khawaja Asif Monday said that around 5,000-6,000
Tehreek-e-Taliban Pakistan (TTP) fighters were brought back, given given
shelter and amnesty during the Pakistan Tehreek-e-Insaf's (PTI) government.
"The
army conducts an operation against terrorists, but the civilian government of
this area does not fulfil its responsibility," the minister said while
speaking to Geo News.
Asif
further revealed that former army chief General Qamar Javed Bajwa and ex-Inter
Services Intelligence director general Faiz Hamid dealt with the TTP and only
gave a brief overview to them on the matter.
"They
[former generals] painted a picture as if all was good in Swat," he said,
adding that the politicians, most notably Ali Wazir and Mohsin Dawar, had
raised questions in the relevant briefing but were not allowed to speak much.
His
remarks come after Prime Minister Shehbaz Sharif-led federal government, in
light of increased terror incidents in recent months, announced launching a
fresh anti-terror operation across the country titled
"Azm-e-Istehkam".
The
decision was made during a meeting of the Central Apex Committee on National
Action Plan (NAP) which was attended by chief ministers of all provinces and
GB, services chiefs, and chief secretaries of the provinces along with other
senior civilian, military, and law enforcement agencies officers.
The
operation will provision streamlining of multiple lines of effort to combat the
menaces of extremism and terrorism in a comprehensive and decisive manner, read
the statement issued by the Prime Minister's Office (PMO).
However,
the Centre's move hasn't bode well with the PTI which constitutes the majority
of the opposition benches in the National Assembly and has opposed the military
operation, calling for the issue to be discussed before the parliament.
"The
federal government should discuss this issue in the parliament before approving
it. No Apex Committee is above this house," PTI Chairman Barrister Gohar
said while speaking in the lower house on Sunday.
Commenting
on his meetings with Afghan ministers and leaders, the defence minister said
that he didn't feel any animosity or hostility against Pakistan during his
interaction with the officials from the neighbouring country.
It is to
be noted that Islamabad has time again called on Kabul's Taliban-led
administration to prevent its soil from being used by various terrorist
organisations against Pakistan — an allegation Kabul has denied.
Lamenting
the country's history of being engaged in wars, Asif said: "General Zia ul
Haq and General Pervez Musharraf fought wars to extend their rule. Gen Zia
destroyed religion, social structure and society, took the money and became a
part of the Afghan war [against Russia]."
"We
should take account of ourselves as to why we became a part of two wars. Will
our soldiers continue to pay the price of our wrong policies?" the
minister noted.
Addressing
the issue of mob lynching, he noted that people used blasphemy even in their
personal enmity and stressed the need to stand up for the rights of minorities
in the country.
"We
tabled a resolution in the assembly against the incidents of minorities which
was opposed by PTI," he said while referring to a resolution passed by the
NA which called on the Centre and the provinces to ensure the complete safety
of members of minor communities.
The
resolution was tabled after a man was lynched to death in Swat over allegations
of desecration of the Holy Quran.
Last
month, a Christian man in his seventies was attacked by a mob on charges of
desecrating the Holy Quran and later died of his injuries in Sargodha, Punjab.
Meanwhile,
over 90 Christian homes and 21 churches were vandalised when hundreds of people
rioted through a Christian neighbourhood in Faisalabad's Jaranwala tehsil last
year.

Judge
vows to rule 'according to law' in Iddat Nikkah case

Additional
district and sessions court Judge Muhammad Afzal Majoka, while hearing the
Iddat case on Tuesday, reaffirmed his commitment to a lawful decision, stating,
"I will decide according to the law."
The
sessions court's Judge Majoka was presiding over the hearing of the case
against Pakistan Tehreek-e-Insaf (PTI) founding chairman Imran Khan and his
wife Bushra Bibi over their conviction in the Iddat Nikkah case.
Barristers
Salman Safdar and Khalid Yousuf Chaudhry were present representing the
defendants. Zahid Asif Chaudhry was advocating for Khawar Maneka, the
complainant.
At the
outset of the hearing, Barrister Safdar began his argument, asserting, "I
will argue for the suspension of the sentence within seven minutes, and the
complainant should respond in less time."
He
highlighted the excessive number of hearings - over 15 in three months - often
delayed by the complainant and prosecution, suggesting a lack of substantial
evidence.
Advocate
Asif acknowledged Safdar's legal expertise.
The
defendant's counsel detailed Bushra Bibi's situation, noting that numerous
cases have been filed against the PTI founder and ex-PM, including the Cipher
and Toshakhana cases, culminating in this Nikah case.
Safdar
expressed sympathy for the complainant and described the extensive legal
battles encountered.
He emphasised
the importance of addressing both the main appeal and sentence suspension,
referencing prior Islamabad High Court (IHC) rulings.
Justice
Majoka inquired "Will you also be filing for suspension on medical
grounds?"
Safdar
affirmed, mentioning Bushra Bibi's health issues and the conditions of her
confinement.
On June
9, Bushra Bibi filed a petition in the IHC seeking the suspension of her
conviction and sentencing in the Iddat case.
Safdar
highlighted the IHC's awareness of the proceedings and accused the complainant
of using delay tactics.
He read
the high court's directive, which mandates a verdict on the suspension of the
sentence within 10 days and the main appeal within 30 days.
The
complainant's consuel Advocate Zahid Asif questioned the need for sentence
suspension if jail conditions were comfortable.
Safdar
reiterated that he has been fighting criminal cases for years and highlighted
the unique nature of this case.

emphasised the case's complexity and Bushra Bibi's unique circumstances as a
mother of five facing unprecedented charges.

need for convincing arguments on key issues, such as inheritance rights in the
event of a husband's death during Iddat.

Safdar pointed out that even if appeals are pending in district courts, the
high court has the authority to suspend sentences.
Expressing
hope, he said that he expected that Bushra Bibi would be released before Eid,
adding that the same judge who heard the case should decide it.
Safdar
argued that the case was filed six years after the alleged incident, without
including the complainant's children as witnesses. He emphasized the
irregularities in the trial court's decision, suggesting that the case lacked
substantial evidence.
He
concluded his arguments by stating, "The accusation is that the Nikah was
conducted without completing the Iddat period.
If two
husbands claimed or there was a case regarding children, it would be
understandable. In this case, even the children are not complainants."
The
court then took a 20-minute recess.
After
the break, Khawar Maneka's lawyer Zahid Asif Chaudhry is set to begin his
arguments.
On June
14, the IHC ordered the additional sessions court of Islamabad to decide the
appeals of PTI founder Imran Khan and his wife Bushra against their conviction
in the Iddat Nikkah case in one month.
On June
11, the court questioned the validity of a judge's recusal from the case,
suggesting that the reason for withdrawal might not be justified.
On
February 3, Imran and Bushra Bibi were sentenced in the Iddat Nikkah case.
Twenty days later, the appeal against the verdict was filed in the sessions
court. Judge Arjumand heard the appeal and was expected to announce his ruling
on May 29, when he requested the IHC to send the case to another judge.
Later,
the IHC transferred the case to ADSJ Muhammad Afzal Majuka. Imran and Bibi
challenged the transfer of the appeal in the IHC through lawyer Salman Akram
Raja. However, the registrar's office raised the objection that the appeal was
pending before the session court.

has no right to object to Pak-China joint statement on Kashmir: FO

Foreign Office stated, "It is an established fact that Jammu and Kashmir
is an internationally-recognised disputed territory. The dispute has been on
the agenda of the UN Security Council for over seven decades. The relevant
Security Council resolutions clearly stipulate that the final disposition of
the State of Jammu and Kashmir will be made in accordance with the will of the
people expressed through the democratic method of a free and impartial
plebiscite conducted under the auspices of the United Nations. In that
backdrop, the Indian claims over Jammu and Kashmir are totally unfounded and
misplaced."
India
had rejected “unwarranted” references to Jammu and Kashmir in the joint
statement last week and criticised the mention of projects under the
China-Pakistan Economic Corridor (CPEC), saying that New Delhi rejects any move
to legitimise Islamabad’s illegal occupation of territory.
“We have
noted unwarranted references to Jammu and Kashmir in the joint statement
between China and Pakistan. We categorically reject such references,” External
Affairs Ministry spokesman Randhir Jaiswal had said. “The Union Territory of
Jammu and Kashmir and the Union Territory of Ladakh have been, are, and will
always remain integral and inalienable parts of India,” he added.
While
responding a week later, the FO spokesperson asserted that India should not
mislead the international community on CPEC, which is a flagship developmental
endeavour, agreed upon by two sovereign nations. "Instead of making
baseless claims about CPEC, India should implement, at the earliest, the
relevant UN Security Council resolutions on Jammu and Kashmir,” she maintained.
The
joint statement from June 8 read that Pakistan briefed China on the latest
developments in Jammu and Kashmir, adding that the Chinese leadership
reiterated that the “Jammu and Kashmir dispute is left over from history, and
should be properly and peacefully resolved”.

Islamic Revolutionary Guard Corps: Why an EU Terror Listing is Legally Possible

Märtin argues that an EU terror listing of Iran’s Islamic Revolutionary Guard
Corps (IRGC) would be legally possible. The public debate within the EU of
whether to take this step should focus on political considerations instead of
relying excessively—and often inaccurately—on the EU legal norms governing the
EU terror list.
The
arrest of Jina Mahsa Amini by the Islamic Republic’s so-called morality police,
which led to her death on 16 September 2022, ignited major protests across
Iran. In response to this revolutionary movement, a controversial debate has
arisen within the European Union (EU) as to whether the Council of the EU
should place the Islamic Revolutionary Guard Corps (IRGC) on the EU terror
list. Although the German government, for instance, has affirmed that it
supports this listing politically, it has long refused to take this step,
citing legal constraints that allegedly prevent the listing of the group.
Recently, however, it has been revealed on 27 May 2024 that the Federal
Republic supports listing the IRGC within the Council of the EU, which is
competent to place an entity on the EU terror list. This shift in stance
follows a judgement by the Düsseldorf Higher Regional Court, which found it
proven that Iranian state agencies were behind an attempted arson attack on a
synagogue in western Germany.
Recourse
to the law is a structural feature of many political debates. Within states
governed by the rule of law, this is not too surprising. Nonetheless, in public
debates the law is prone to being portrayed in a simplistic manner in order to
use it as a political argument. A prime example is the statement made by the
High Representative of the Union for Foreign Affairs and Security Policy Josep
Borrell when asked at the margins of a foreign ministers’ council in Brussels
on 23 January 2023 as to why the EU did not include the IRGC on the EU terror
list. He responded that a group cannot be listed just because one does “not
like” it. Instead, he insisted, a judgement by a Member State court was
necessary for a group to be included on the EU terror list. The political
calculus of such a statement is obvious: If the legal background is presented
as unambiguous, a political decision can be avoided, which in turn relieves the
acting politicians of their political responsibility. However, generic
references to the law are often incorrect. This is also the case with the
statement of the High Representative Borrel mentioned above.
According
to Art. 1(4) of the Council’s Common Position 2001/931, dated 27 December 2001,
which forms the legal basis of the EU terror list, a decision by a national
authority is required for listing on the EU terror list. Crucially, according
to the Court of Justice of the EU, this authority can, in principle, also be a
non-European authority, provided it meets certain requirements regarding the
legal protection possible against its decisions. Furthermore, EU law as
interpreted by the Court of Justice requires that the decision has a certain
quality of content, such as the listing of a group on a national terror list or
a criminal judgment against a person for an act classified as terrorist.
The
judgement of the Düsseldorf Higher Regional Court, dated 19 December 2023, is
just one of several pieces of evidence that could be considered for the terror
listing. Other judgments from the United States and Canada, as well as the most
recent terrorist listing of the IRGC on the Canadian national terror list,
should be taken into account for a potential listing of the IRGC as well – a
detailed legal justification can be found in this author's comprehensive study
published earlier this year in the Heidelberg Journal of International Law.
From a
political perspective, the listing of the IRGC would be a qualitative change to
the EU terror list, as the IRGC would be the first state actor to be classified
as a terrorist organization in the EU. Although the IRGC is not the Islamic
Republic’s regular army, it is part of the Islamic Republic’s state
structures. However, this finding does
not alter the permissibility of such a measure under EU law. Whether listing
the IRGC as a terrorist organization is politically sensible is beyond this
author's expertise and is neither the subject of this article nor the
underlying study. Rather, the study aims to ensure that the essentially
political debate on a potential terror listing of the IRGC is conducted with
political arguments instead of relying excessively—and often inaccurately—on
the law governing the EU terror list.

Mosque's Ties to Tehran Remain Under Scrutiny
A
helicopter crash on May 19 claimed the lives of Ebrahim Raisi, Iran's eighth
President, and his foreign minister, Hossein Amir-Abdollahian, leading to a
series of consequential events.
Memorial
services organized by the Iranian government globally in their honor, faced
significant criticism from opponents of the Islamic Republic, sparking
widespread discontent and controversy.
In
Washington DC, a staff member of Iran's Interests Section in the US exacerbated
tensions. In a video circulated on social media, Ramezan Soltan-Mohammadi was
observed making a threatening gesture towards protesters, leading to an
extended restraining order against him by a US court on June 17.
This
incident, occurred on May 22 on the sideline of Raisi’s memorial service held
by the Islamic Education Center (IEC) in Maryland, sparking renewed scrutiny
into the ties between this sizeable mosque in Potomac and the Islamic Republic
of Iran.
Despite
concerted efforts over the years by the administrative staff and board members
of IEC to keep a low profile and refrain from drawing undue attention to this
prominent Shia center in Montgomery County, the facility has consistently faced
accusations from critics who allege it has functioned as a haven for supporters
of the Islamic Republic for numerous years.
These
allegations against the IEC, which also serves as a mosque, seem firmly
grounded in reality.
Federal
prosecutors in Manhattan initiated legal action to seize this center in 2009
for its connection to Alavi Foundation, a New York City-based organization
accused of illegally providing money and services to Iran and spending millions
of dollars to obtain and develop properties in violation of federal laws that
ban trade with Iran, the New York Times reported.
IEC
managers have endeavored to distance themselves from Alavi and have long
asserted that the mosque's association with the foundation is purely that of
tenant to landlord.
Furthermore,
the management board has opted to enhance the organization's public image by
revising its mission statement, asserting that it functions solely as a place
of worship and religious center without any political affiliations.
Nevertheless, there are compelling facts that contradict these assertions.
Since its inception, the leaders and members of this organization have
consistently shown fervent support for the Islamic Republic, demonstrating
unwavering devotion and admiration for the regime in both rhetoric and actions.
Hosting
Raisi’s funeral and several meticulously organized ceremonies directed by
authorities in Tehran serve as undeniable examples that underscore the current
bond.
Such is
the depth of influence that throughout its operational history, the prayer
leader of the center has consistently been appointed by Tehran. The current
Imam, Ahmad Bahraini, who has served at the center for approximately two
decades, previously held the position of Ali Khamenei's representative at
Shahid Beheshti University before relocating to the United States.
His
predecessor, Hojatolislam Mohammad-Reza Hejazi, sparked controversy when he was
detained at Washington Dulles International Airport in 2005 while trying to
depart for Iran with nearly $100,000 in cash, disregarding US tax rules.
The
IEC's notable connections to Tehran include hosting prominent figures and
clerics closely associated with Iran's power structure. Mohsen Qara'ati, a
high-profile clergyman with ties to the regime; Mohammad Kazem Rashed Yazdi, a
cleric with personal connections to Ali Khamenei; Mohsen Taj Langaroudi, a
prominent loyalist cleric; and Mohsen Taheri, a well-known eulogist affiliated
with the Khamenei’s office, have all been hosted by IEC and visited the US at
the center's invitation.
According
to Iranian International investigations, the IEC has been found to have
substantial ties with the Iranian Interest Section (IIS). This section acts as
the representative of the Iranian government in the absence of formal
diplomatic relations between Washington and Tehran. Our interviews with
knowledgeable individuals suggest that certain current or former staff members
of this center, as well as their spouses, have been employed by the ISS.
Additionally, over the years, the center has frequently organized non-religious
activities that align with the objectives of the Islamic Republic.
The
authorities of the IEC have shown no willingness to respond to the claims
stated.
According
to its website, the Islamic Education Center in Washington was founded as a
nonprofit organization dedicated to promoting Islam through cultural and
religious activities. Despite its location in Potomac, Maryland, the decision
to include "Washington" in its name reflects a historical dispute
stemming from the 1979 Islamic Revolution in Iran.
The
Center was established amid controversy following the expulsion of several of
its current members from the prominent mosque of nation’s capital due to their
occupation of the premises in 1981. According to the Washington Post, the
dispute originated when "about a dozen demonstrators who support Iranian
leader Ayatollah Ruhollah Khomeini occupied the mosque."
As
reported by the newspaper, the board of the mosque, consisting of ambassadors
to the United States from more than 40 Islamic nations, took legal action.
Subsequently, a Superior Court judge issued an order for the demonstrators to
evacuate the premises. When they declined to comply, some of the zealous
supporters of Islamic Republic were charged with criminal contempt.
With
sustenance from the Alavi Foundation, followers of Khomeini who were expelled
from the Islamic Center of Washington instituted their own sanctuary by
acquiring and renovating a sizable facility located in an affluent Maryland
area.
The
Islamic Center of Washington has displayed no interest in responding to Iran
International’s questions regarding the four-decade-old conflict.

al-Houthi, extended his congratulations to the Yemeni Muslim people and to all
believers, men and women, around the world on the anniversary of
"Wilayah" Guardianship Day.
Sayyed
Abdulmalik Badr al-Din al-Houthi explained in a speech this afternoon on the
occasion of Guardianship Day, that the Yemeni people in most of the free
provinces had a wide public presence to commemorate this blessed anniversary.
He
pointed out that the Yemeni people celebrated this year as in all previous
years because this is part of their faith heritage, indicating that for
centuries the Yemeni people have commemorated Wilayah Day and celebrated this
occasion because they celebrate faith and wisdom.
The
revolution leader pointed out that commemorating the Guardianship Day is a
testimony to the Prophet, may God’s prayers and peace be upon him and his
family, with the message. He explained that commemorating the Guardianship Day
is to consolidate awareness and belief in the guardianship of God Almighty and
disbelief in the tyrant, and this is one of the most important principles of
faith.
He said,
"After the revelation of the message, the Noble Messenger, may God’s
prayers and peace be upon him and his family, took a number of measures and
steps in line with the Qur’anic message.”
He
added, "The Messenger ordered the return of the pilgrims who had come
forward , those who were late to come at noon, and the heat was hot in a
location with no shade in Ghadir Khumm, and the people there prepared to
deliver the message, and the Muslims gathered in the tens of thousands based on
the order of the Prophet, may God bless him , his family and grant them peace,
in an emergency meeting."
The
revolution leader explained that the Noble Messenger, may God’s prayers and
peace be upon him and his family, led the people in the noon prayer, and after
the noon prayer, the Prophet presented the announcement and communication that
God had commanded, and told them that God was communicating an important matter
and read to them the Qur’anic verses after he climbed on top of the camels and
took with him Ali, peace be upon him, and delivered a directed speech. for
them.
He
pointed to the document that the Messenger of God, may God’s prayers and peace
be upon him, recited regarding guardianship, “O people, God is my master, and I
am the master of the believers, more worthy of them than they are of
themselves.” He raised Imam Ali’s hand and said, “Whoever I am his master, then
Ali is his master. O God, befriend whoever befriends him, oppose whoever
opposes him, grant victory to whoever supports him, and abandon whoever.”
"Let him down."
The
revolution leader stated that the Noble Messenger ordered the Muslims present
to inform the witness among them who was absent, with the notification
commanded by God Almighty.
He
stressed that the nation needs to understand and comprehend what guardianship
means according to the Qur’anic concept and what is stated in the Book of God
and the Messenger of God, may God’s prayers , peace be upon him and his family,
considering that people need in the current era to comprehend the principle of
guardianship that preserves the nation and protects it from the guardianship of
the tyrant... adding, “Either we Within the framework of the guardianship of
God, otherwise the alternative to it would be the guardianship of the tyrant
America and those with it in this era.”
Sayyed
Leader stressed that America seeks to impose its mandate on Muslims , to place
itself in the position of commanding and controlling policies.
He
pointed out that America interferes in the affairs of the Islamic nation in all
fields and seeks to impose its mandate on Muslims, along with Israel and the
Jewish lobby.
He
pointed out that America is the tyrant of this age, the arrogant one, seeks to
impose the tyrant’s authority on Muslims and be the one controlling them in all
their affairs .
He
considered America's effort to impose the taghut state a grave threat to
Muslims in their Islamic identity, religion, and all their affairs, expressing
regret that there is a broad response from many governments , regimes and
acceptance of America's endeavor to impose the taghut state.
Sayyed
Abdulmalik Badr al-Din al-Houthi said, "Some governments and regimes seek
to fight those who do not accept the mandate of the American tyrant, and there
are Muslim governments, leaders, commanders, kings, and princes who fully
accept America's guardianship and its endeavor to impose its mandate on the
nation."
He
added, "There are those who deal with the American guardianship on the
basis that it is concerned with commanding, prohibiting, and imposing policies,
decisions, and directions. Those who accept America's mandate have begun to
obey its orders and end by prohibiting them, and are hostile to those who
conspire to antagonize them."
The
revolution leader stated, "America has begun to determine whoever follows
its guardianship who is the enemy and who is the friend. It tells them to ally
themselves with Israel , obey them, they accept and agree. America says to
those who are loyal to it that they have returned to this country and this
Islamic side, so they are hostile towards it with the strongest states of
hostility."
He
pointed out that the guardianship of America is the guardianship of the tyrant,
which is an extension of the guardianship of Satan, adding, “If a person
deviates from the principle of the guardianship of God and does not accept it,
he will automatically fall within the framework of the guardianship of the
tyrant.”
Sayyed
Abdul-Malik Badr al-Din al-Houthi reviewed extensive examples of Imam Ali’s
messages, positions, and deeds that embodied the features of justice and the
values and principles of Islam at the highest level. It is a school to which
everyone who belongs must imitate, follow, and take practical leadership.
The
revolution leader concluded his speech by saying, “As a nation, we seek
salvation from the guardianship of the tyrant, and we stand in a position of
challenge and confrontation with the guardians of Satan. We are concerned with
consolidating the principles and values of the mandate, so that this
affiliation is a sincere and practical affiliation that results in victory from
God, victory, support, and for us to be truly loyal to God Almighty within the
framework of the extension of this guardianship that “It is a guardianship that
brings us from darkness to light.”

settlers invade al-Aqsa Mosque

the courtyards of the revered al-Aqsa Mosque in occupied al-Quds, escorted by
Israeli police forces.
Witnesses
reported that the settlers entered al-Aqsa Mosque in successive groups,
conducted provocative tours, and performed Talmudic rituals within its
courtyards, as reported by the Palestinian News Agency.
In
response, enemy occupation forces intensified their presence in the Old City of
al-Quds, deploying hundreds of personnel, particularly around the gates of
al-Aqsa, and imposing restrictions on the entry of Palestinian worshippers.

bombs, Islamic State targets al-Hol camp
In the
past two months, the Islamic State organization has launched attacks on
military sites of the Syrian Democratic Forces (SDF), which controls
northeastern Syria, using car bombs that caused material and human damage.
The
tactic used by the organization represented a shift in its strategy in the
region. It had long relied on ambushes, assassinations, and sporadic attacks
targeting SDF fighters and employees of the Autonomous Administration of North
and East Syria (the political umbrella of the SDF).
Car bomb
attacks or suicide attacks had been absent from the region for nearly five
years. However, they returned at a time when the group’s activities had
declined, and security campaigns against it had intensified, indicating its
continued ability to carry out impactful attacks.
Two
attacks in Deir Ezzor
On June
5, the Islamic State claimed responsibility for a car bomb attack that targeted
an SDF military site in eastern Deir Ezzor, stating that it resulted in the
death and injury of 15 SDF members.
The
group’s official Amaq Agency reported at the time that a “new martyrdom
operation” hit an SDF site in the village of al-Attala in the Basira area of
eastern Deir Ezzor province.
Through
its Telegram channel (a closed news room), Amaq added that the attack coincided
with a new military training session at the targeted site, resulting in the
death and injury of 15 people.
Amaq
noted that the attack came as part of the “ongoing revenge for the captives of
al-Hol,” which was promised by the organization’s spokesperson in his latest
speech.
On its
part, the SDF announced that a car bomb attack occurred at one of its military
headquarters, but said its forces managed to thwart it.
On May
10, the SDF announced the death of four of its members and the injury of others
in a suicide bomber attack in the town of al-Shuhail in eastern Deir Ezzor
province, coinciding with shelling attributed to the Syrian regime.
At the
time, the SDF said that the Islamic State had attacked one of its military
points in al-Shuhail with a car bomb driven by a suicide bomber.
Later,
the organization claimed responsibility for the attack, stating that it
resulted in the death of the bomber, who penetrated the security fortifications
imposed by the “militias” (referring to the SDF) to reach the headquarters,
which serves as a launch point for arrest and raid campaigns in the area.
Attacks
linked to al-Hol camp
At the
end of April, Islamic State spokesperson “Abu Hudhayfah al-Ansari” called on
his groups in Syria to intensify their attacks against the SDF in response to
repeated arrest campaigns launched by the latter in the al-Hol camp, which
houses families of Islamic State fighters.
Al-Ansari’s
speech included directives to the organization’s security cells in the region
to intensify their attacks, coinciding with a security campaign launched by the
SDF in the al-Hol camp in eastern al-Hasakah province, during which it arrested
several residents.
A few
days before al-Ansari’s call, the SDF had carried out a security campaign
against Islamic State cells in areas under its control in northeastern Syria.
The Internal Security Forces (Asayish) announced in a statement on April 24
that they had raided Islamic State cell hideouts in al-Hol and arrested 25
individuals, including a woman.
The
statement added that the detainees were members of five Islamic State security
cells and considered “one of the most dangerous cells within the camp.”
The
researcher specializing in jihadist groups, Orabi Orabi, linked the tactic of
car bombings recently adopted by the organization in Deir Ezzor to the families
of its members in the al-Hol camp, considering that such attacks aim to
pressure the SDF to release women from the camp.
Orabi
told Enab Baladi that the organization seemed inclined to target fixed camps
that it could reach for some time, considering the use of car bombs not an
emergency event.
He noted
that the organization has pressure and negotiation channels with the SDF
concerning its imprisoned members and their families in al-Hol, but it has no
actual ability to negotiate regarding influential members imprisoned by the SDF
since they are under International Coalition guardianship.
If the
SDF decides to release individuals from the organization, it resorts to
allowing them to escape from the camp or facilitating their smuggling out.
Will
attacks increase?
While
the region is witnessing an increase in Islamic State attacks early this year,
the SDF has intensified its security campaigns, stating that it has arrested
Islamic State cells responsible for carrying out suicide attacks in Deir Ezzor.
These
security campaigns reflected on the ground over the past two months, as the
frequency of Islamic State attacks decreased again. On June 21, the group’s
weekly newspaper al-Nabaa announced that it had carried out one operation in
Deir Ezzor province, resulting in three deaths and injuries, while the total
number of its operations in Syria during the first week of January reached 34
operations, decreasing to 32 in the following week.
Researcher
Orabi Orabi believes that the increase in the frequency of Islamic State
attacks ultimately benefits the SDF, as it always aims to “export the idea of
the danger of the Islamic State” to pressure the United States, which deployed
its forces in the region in support of the SDF to combat the Islamic State.
Orabi
pointed out that attacks on SDF sites, the Syrian regime, and Iranian militias
are a priority for the organization, and this priority may be exploited by the
SDF to gain more support.
While
countries involved in political processes as guarantors or observers in Syria
view ongoing events as a “conflict” between the opposition and the regime, the
Autonomous Administration remains outside this equation, seen only as an
International Coalition partner in fighting the Islamic State in eastern Syria.
This makes its continued existence tied to the ongoing threat of the Islamic
State.
On June
20, the Autonomous Administration announced that a delegation had visited
Germany and met with the deputy speaker of the North Rhine-Westphalia state
parliament in Düsseldorf, Germany. The delegation discussed the threat of the
Islamic State, which is still active in the region and carries out attacks,
stressing the need for political, economic, and military support to defeat the
organization.
The
Administration’s delegation pointed out that thousands of former Islamic State
members detained in Autonomous Administration-run prisons, along with tens of
thousands of their families in al-Hol and al-Roj camps, constitute a “ticking
time bomb that could explode at any moment.”
Fluctuating
pace
A study
conducted by the Counter-Terrorism Center in 2023 counted the Islamic State
attacks from 2019, when its actual control ended, until last year, showing a
continuous decline despite occasional fluctuations.
According
to a graph in the study, Islamic State attacks exceeded 1000 in 2019 but did
not surpass 150 last year. This year recorded a noticeable increase in the
number of attacks that the organization claimed in Syria alone.
The
study concluded that the fight against the Islamic State in Syria continues,
but over time, some International Coalition members are losing their resolve to
continue long-term.
Local
events on the ground also highlight an unclear future for the region, according
to the study. Dissatisfaction with the SDF’s governance agenda seemed to reach
a breaking point on August 27, 2023, when the SDF arrested Ahmad al-Khabil (Abu
Khawla), the head of the Deir Ezzor Military Council, on charges of
“communication and coordination with external parties.”
Al-Khabil’s
arrest led to armed clashes between the SDF and local tribes, with consequences
that are still ongoing.
The
study concluded that Islamic State’s insurgency capabilities are declining due
to International Coalition operations, but these numbers may not tell the whole
story, and those focused on combating the Islamic State should not overly rely
on statistics.

prefers diplomacy to end Hezbollah conflict, security adviser says

Israel will spend the coming weeks trying to resolve the conflict with
Lebanon’s Iran-backed group Hezbollah and would prefer a diplomatic solution,
Israel’s national security adviser said on Tuesday.
National
security adviser Tzachi Hanegbi said Israel had been discussing with US
officials the possibility that an expected end of intense Israeli military
operations in Gaza would allow an “arrangement” to be reached with Hezbollah.
Iran-backed
Hezbollah began attacking Israel from the north shortly after Palestinian
Islamist group Hamas’ Oct. 7 assault on southern Israel, which sparked the war
in Gaza.
Shelling
on Israel’s northern border has led to the evacuation of tens of thousands of
people from areas on both sides of the frontier, and has escalated in recent
weeks, leading to fears of an all-out conflict.
“We and
the Americans believe and we will dedicate weeks now in an attempt to reach an
arrangement,” Hanegbi said at the Herzliya conference.
“If
there will not be an arrangement through diplomatic means, everyone understands
that there must be an arrangement through other means. For now we prefer to
focus on the diplomatic campaign,” he said.
Hanegbi
also said Israel was discussing with Washington a possible joint effort by the
United States, European and some Arab countries to find a replacement for Hamas
rule in the Gaza Strip.

supreme court says ultra-Orthodox must serve in military

Israel’s Supreme Court on Tuesday ruled unanimously that the military must
begin drafting ultra-Orthodox men for military service, a decision that could
lead to the collapse of Prime Minister Benjamin Netanyahu’s governing coalition
as Israel continues to wage war in Gaza.
The
court ruled that in the absence of a law that distinguishes between Jewish
seminary students and other draftees, Israel’s compulsory military service
system applies to the ultra-Orthodox like any other citizens.
Under
longstanding arrangements, ultra-Orthodox men have been exempt from the draft,
which is compulsory for most Jewish men and women. These exemptions have long
been a source of anger among the secular public, a divide that has widened
during the eight-month-old war.

airstrikes kill at least 24 in Gaza City, say Gaza officials

CAIRO:
Israeli forces killed at least 24 Palestinians in three separate airstrikes on
Gaza City early on Tuesday, health officials said, while tanks deepened their
incursion into the town of Rafah in the south of the enclave.
Two of
the strikes hit two schools in Gaza City, killing at least 14 people, medics
said. Another strike on a house in the Shati (Beach) camp, one of the Gaza
Strip’s eight historic refugee camps, killed 10 others.
The
house in Shati belonged to the extended family of Hamas political chief, Ismail
Haniyeh, who is based in Qatar, killing one of his sisters along with other
relatives too, family members and medics said.
Haniyeh,
who leads Hamas’ diplomacy and is the public face of the militant Islamist
group that has been running Gaza, has lost many of his relatives in Israeli air
strikes since Oct. 7, including three of his sons.
Israel’s
military said its forces had targeted militants overnight in Gaza City who had
been involved in the planning of attacks on Israel. The militants included some
involved in holding hostages captive and some who had taken part in Hamas’
cross-border attack on Oct. 7.
The
Israeli Air Force struck two structures “used by Hamas terrorists in Shati and
Daraj Tuffah in the northern Gaza Strip. The terrorists operated inside school
compounds that were used by Hamas as a shield for its terrorist activities,”
the military statement said.
Hamas
denies using civilian facilities such as schools and hospitals for military
purposes.
More
than eight months into the fighting, international mediation backed by the
United States has so far failed to bring a ceasefire agreement. Hamas says any
agreement must bring an end to the war, while Israel says it will agree only
temporary pauses in fighting until Hamas is eradicated.
Shortages
of medicine
Israel’s
ground and air campaign in Gaza was triggered when Hamas-led militants stormed
into southern Israel on Oct. 7, killing around 1,200 people and seizing more
than 250 hostages, according to Israeli tallies.
The
Israeli offensive in retaliation has killed almost 37,600 people, according to
Palestinian health authorities, and has left the tiny, densely populated Gaza
Strip in ruins.
Gaza’s
health ministry said on Tuesday that hospitals and medical centers in the
enclave were experiencing a severe shortage of medicines and medical supplies
due to the continued Israeli offensive, Israel’s control and closure of all
crossings and its targeting of the health sector in Gaza.
In
particularly short supply are medications needed for emergency, anaesthesia,
intensive care and operations, the ministry said in a statement, while cancer
patients were unable to travel to hospitals.
Since
early May, fighting has focused on Rafah, on Gaza’s southern edge abutting the
border with Egypt, where around half of the enclave’s 2.3 million people have
been sheltering after fleeing other areas.
Residents
said fierce fighting had taken place overnight in western areas of Rafah, where

Tuesday, citing Kremlin foreign policy adviser Yuri Ushakov.

said Ushakov did not disclose the timing but said the dates had been agreed.
Another state agency, RIA, said Abbas had planned to come to Russia in November
last year, but the visit was postponed at the request of the Palestinian side.
Russia

Few
civilians left in Rafah ‘trapped’ by the fighting

RAFAH,
Palestinian Territories: Rafah city center in Gaza lies deserted after most
residents fled weeks of fighting between the Israeli military and Palestinian
armed groups led by Hamas that punctuated daily life there.
Those
who are left in the city feel trapped.
Israeli
officials have described Rafah as the last Hamas stronghold in the Gaza Strip.
In early
May troops entered the city in the south of the Palestinian territory,
bombarding areas near the border with Egypt and forcing tens of thousands of
residents to leave.
“There
is no more water or food. We are totally trapped,” said Haitham Abu Taha.
He is
one of the few Palestinians who returned to Rafah with his family after
Israel’s army recently announced a daily pause on a southern route.
“It was
better than staying in tents or with relatives because we were separated from
each other,” he remembered thinking, before returning to find that soldiers
“had not really withdrawn.”
There is
“almost no one left” in Rafah, Abu Taha said, barring a handful of people who
refused to leave their homes or who also came back later.
Over the
desolate city’s sea of rubble, Palestinians say Israeli drones fly precise
maneuvers at low altitudes.
Almost
silent, they offer a detailed view of the terrain and have been used,
Palestinians say, to carry out precision strikes since the Israel-Hamas war
began more than eight months ago.
Abu
Taha, 30, spoke of the “danger of quadcopter drones which mercilessly target
anyone walking” in the streets.
“Many
people were killed” by the quadcopters, 22-year-old Ismail Abu Shaar told AFP,
claiming to have stayed at home to “protect” the area.
“The
artillery, the shooting and the clashes” never stop, he said.
The
Israeli military said on Monday it was “continuing intelligence-based targeted
operations” in and around Rafah, adding that it had found “large amounts of
weapons.”
“We are
clearly approaching the point where we can say we have dismantled the Rafah
Brigade (of Hamas), that it is defeated not in the sense that there are no more
terrorists, but in the sense that it can no longer function as a fighting
unit,” army chief Herzi Halevi said in a statement after touring Rafah late on
Sunday.
However,
Palestinian armed groups, notably Hamas armed wing the Ezzedine Al-Qassam
Brigades, say they regularly operate in the area.
William
Schomburg, representative of the International Committee of the Red Cross in
Rafah, told journalists on Saturday that the city is now a “ghost town.”
“We see
very few people, very significant destruction,” he said.
The
distress of the 2.4 million people in the narrow strip of land that is Gaza,
already impoverished before the war, has increased with the fighting.
International
organizations have said for months they face extreme difficulties in providing
humanitarian aid to civilians, while the Israeli authorities say they have
allowed the aid in but it has not been collected for distribution.
Plumes
of smoke rise regularly above Rafah, to which Egypt partly controlled access
until the war changed the situation on the ground.
Before
the Israeli ground offensive on the city began in early May, hundreds of
thousands of Palestinians took refuge there, displaced from across the
territory as the fighting intensified.
Many
have left homes where they had lived for years or apartments they had rented at
high prices after the war began — or tents erected in haste as the war
tightened its grip on the city.
At the
end of May, AFP correspondents saw hundreds of Palestinians fleeing Tal
Al-Sultan, a district of Rafah which had just been hit by an Israeli strike
that left 45 dead, according to the local authorities in the Hamas-run
territory.
After
strikes last week killed dozens, the east and center of the city are becoming
even more empty as the people flee.
On
flatbed vans and donkey carts, families piled patched-up solar panels, foam
mattresses covered with flowers, wooden planks and plastic pipes.
A young
boy pushed sheets of metal on an office chair.
Many say
they simply do not have the means to embark on a new move, as the war closes in
on the few who remain behind with them.
“We’re
afraid to move because we fear being killed,” said Abu Taha.

Presses American Muslims for Palestine to Produce Requested Information Related

— Today, House Committee on Oversight and Accountability Chairman James Comer
(R-Ky.) is pressing American Muslims for Palestine (AMP) to cooperate with
congressional oversight, avoid further delays, and produce the requested
documents and communications in their custody related to the funding of
pro-Hamas propaganda and illegal encampments across the United States. In
another letter sent to AMP Executive Director Dr. Osama Abuirshaid, Chairman
Comer reiterates that substantial evidence connects AMP to the National
Students for Justice in Palestine (National SJP), one organization claiming to
support hundreds of so-called “Palestine solidarity organizations” and the
Committee will consider the compulsory process if AMP continues to fail to
produce the requested documents and information.
“Instead
of working to accommodate my requests or producing any responsive documents to
the Committee, your counsel has indicated that AMP will not accept my May 29,
2024, letter. Perhaps you believe this is a necessary course of action because
such an admission could negatively impact AMP’s legal strategy in responding to
a lawsuit filed in the Eastern District of Virginia. To avoid any further delay
and alleviate any confusion on your part, please be advised that I am writing
to you directly as the Executive Director of AMP and request yours and AMP’s
prompt and voluntary compliance with the document requests reiterated below.
This oversight is critical to inform legislation to ensure that federal
agencies are able to adequately prevent money laundering and terrorist
financing, as well as to determine whether statutory reporting requirements on
financial institutions related to money laundering and terrorist financing need
to be updated by Congress,” wrote Chairman Comer.
On May
29, 2024, the Committee sought information from AMP to better understand how
pro-Hamas propaganda and illegal encampments are being funded and supported. On
June 11, 2024, AMP informed the Committee it would not “accept” the letter and
has refused to produce any requested documents or communications.
“If AMP
continues to fail to produce the requested documents, I will consider other
measures, including the use of compulsory process, to gain compliance and
obtain this material. The Committee will continue to vigorously pursue
information relevant to its oversight in this matter. Any knowing and willful false statements or
representations made to the Committee in conjunction with this or any other
investigation conducted pursuant to the authority of this Committee could
constitute criminal acts and will not be tolerated,” concluded Chairman
Comer.

After
fierce debate, Lino Lakes passes temporary halt on Muslim-friendly property
development

Jake
Doiron stood in his driveway in Lino Lakes, about half a mile from the site of
a proposed large-scale development that's stirred up this small Anoka County
city, and said he's worried about losing its quiet, quaint appeal.
"It's
all just too much, too fast," Doiron said late last week as he stood along
Bluebird Lane. Several neighbors joined in to echo his concerns about plans for
the 156-acre site, which would bring both housing and a mosque to Lino Lakes, led
by a developer aiming his appeal at Muslim consumers.
Opponents
of the Madinah Lakes proposal, which would add an estimated 1,200 to 1,300 new
homeowners and renters on the site of an old sod farm, say they have legitimate
concerns about stress on local infrastructure and about the developer's
background. But those who back the project have alleged that Islamophobia is
also a factor.
"Should
we make a decision based on the clothing we wear, and the hats we wear?"
Lou Jungbauer, a 35-year resident of Lino Lakes, said last week at a
contentious meeting of the local Planning and Zoning Board, which endorsed a
one-year moratorium that would at least temporarily stall the project. The
moratorium would also pause all residential development in the northwest quadrant
of the city.
Jungbauer
was cut off several times by the board chair when he raised the specter of
Islamophobia. He said later that he went into the meeting opposed to the
project, but changed his mind when he heard Muslim residents from Blaine and elsewhere
express interest in moving to Lino Lakes.
"I
saw that folks who want to come there have every good intention that I had 35
years ago," Jungbauer said on Friday.
On
Monday night, the Lino Lakes City Council voted 4-1 to pass the moratorium,
which the planning board recommended in order prepare a master plan for the
area. A second and final reading of the ordinance is set for July 8; if it
passes a second time, the moratorium would go into effect Aug. 15.
Faraaz
Yussuf, the owner of project developer Zikar Holdings, has vowed to push ahead
even if the moratorium is approved. Yussuf said he thinks the "vast
majority" of Lino Lakes residents are welcoming, but he also sees
anti-Muslim sentiment.
"Unfortunately,
there's a small group that from the onset had a lot of these racist,
Islamophobic comments," Yussuf said. "So I do think our concerns are
justified."
Following
the four-hour-long meeting Monday night, Yussuf said he wasn't surprised the
council passed the moratorium.
"We'll
be here at the end of the moratorium, whenever that is, and continue working
with the city as best we can," Yussuf said.
Doiron
said the residents' concerns are related only to the speed of growth in the
community. "This group wants to come up here, start yelling buzzwords at
us and getting their name in the Star Trib, and on TV, making it sound like
we're a bunch of racist Islamophobes, when that's not the idea at all," he
said.
In
addition to houses, apartments and the 10-acre mosque site, Madinah Lakes would
include a new commercial corridor with restaurants, coffee shops and more.
At last
week's meeting, attendance swung slightly toward residents in opposition. They
listed concerns about the increased water usage, the influx of kids to local
schools, and broader worries the city will grow faster than it can handle.
The
Madinah Lakes housing development would replace the 156-acre Robinson
Landscaping site in Lino Lakes.
Chatting
with his neighbors near the site, Doiron said he'd rather see the Robinson Sod
Farm transformed into a nature preserve. He and neighbor Theresa Deutsch said
they're worried Madinah Lakes will be too insular — a "city within a
city," Deutsch said.
Further
north on Bluebill Lane, software company owner Dave Berg said he welcomes the
new development, but also the moratorium.
"I
think they are being reasonable to suggest taking time to consider all the
issues," Berg said. "Otherwise, I warmly welcome this community to the
area. These big development projects take time to review, and this is not the
first time a project has been delayed."
Recently,
hundreds of people have been attending weekly public council meetings, and
almost all want to discuss Madinah Lakes — even if it's not on the agenda. The
crowd typically includes a mix of supporters and opponents, usually with signs
reading "Slow the Grow." The same signs have been popping up on lawns
of homes lining Main Street.
Some
project critics have raised concerns about the developer's past; Yussuf was
convicted of felony theft by swindle in 2013. According to the charges, in 2011
he made out unauthorized checks and electronic payments to himself from a
previous employer, totaling roughly $20,000. At the time, Yussuf told a
detective that he forged the employer's signature on the checks, charges say.
He took a plea deal and served three years of probation, court records show. A
Hennepin County courts spokesman said Monday that Yussuf's conviction was
downgraded to a misdemeanor after he finished his probation, but that paperwork
reflecting that change had not been properly updated.
In an
interview, Yussuf said it was a wrongful conviction, that it was a "wrong
place, wrong time" situation, and that he has worked to rebuild his life
since it happened.
"It's
an unfortunate time but it's part of what motivates me to continue to work hard
and continue to build," Yussuf said. "I don't believe that I have to
go through a public trial for something that happened where I've already paid
the price on it."
Yussuf,
whose legal last name is Mohammed, said he started using a different last name
following the conviction.
Council
member Michael Ruhland, who moved for the moratorium in April, explained in an
email that the city was juggling two large proposed development projects at the
time. The other, a senior-living project, has not moved forward, but Ruhland
wrote that officials still need to make sure there's a solid development plan
in place for a part of the city that hadn't previously generated much developer
interest.
"[S]ince
we do have all of that interest, let's get the plan on what it's going to look
like moving forward," Ruhland wrote.
The
council member also noted the city's restrictions on groundwater usage from a
lawsuit over water use near White Bear Lake. In May, a judge struck down a
water use ban that resulted from the lawsuit. But Lino Lakes is still seeking
to appeal two of the requirements the judge upheld.
Lino
Lakes Mayor Rob Rafferty and other City Council members have not responded to
requests for comment on the project.
Yussuf
said he thinks that some of the infrastructure concerns are valid. But he
believes they don't require a one-year moratorium to be addressed. Still, he
said he doesn't have any plans to sue the city if the moratorium is passed.
"I'm
going to fight for the fact that I don't believe in the moratorium and the fact
that we can master plan it without a moratorium," he said.
"Ultimately, if the moratorium goes through, I'm always going to advocate
for, 'How can we continue to work together to make this happen?'"

civil rights group plans to launch a statewide robocall campaign targeting
registered Muslim voters
The
Council on American-Islamic Relations (CAIR) is reminding all registered New
York Muslim voters to participate New York’s federal, state, and local offices
primary taking place tomorrow, Tuesday, June 25. Presidential candidates will
also be on the ballot.
To
promote New York Muslim voter engagement, CAIR tonight plans to launch a
statewide robocall campaign targeting registered Muslim voter households and
supporters of CAIR before the election. The robocall will broadcast the
following message to over 25,000 registered Muslim voter households:
“As-salaamu
alaykum, this is a friendly reminder from the Council on American-Islamic
Relations (CAIR).”
“Tomorrow,
Tuesday, June 25, is the state’s presidential primary. Local and state races
are also on the ballot.”
“Whether
you choose to support a candidate or leave it blank, your voice matters. It’s
crucial to exercise your right to vote.”
“Make a
difference. Be heard. Cast your vote on Tuesday, June 25, and unlock Muslim
voter power.”
For the
next two months, CAIR is urging all American Muslims to participate in CAIR’s
2024 General Election Survey of American Muslim Voters. CAIR’s survey aims to
better understand and promote the American Muslim community’s readiness for the
2024 general election, interests in presidential and congressional races, and
Muslim political preferences, views, and attitudes on widely discussed policy
issues.
CAIR is
also encouraging New Jersey voters to read its newly published “2024 General
Election Congressional Scorecard” and “2024 Sample Questions for Candidates and
Government Officials” to educate American Muslim voters and allies about how
their members of Congress voted on key legislation and provide sample questions
to ask candidates running for office to better to understand their stance on
issues important to our community.
In the
coming weeks, CAIR plans to relaunch its nationwide “Muslims Vote” campaign,
providing get-out-the-vote resources including an election calendar, sample
candidate questions, election surveys of Muslim voter attitudes, and more.
In February,
CAIR announced that it counted over 2.5 million registered Muslim American
voters nationwide. CAIR previously estimated in 2022, there were some 1.2
million or more Muslim voters.

Says Emory U. Must Institute Inclusive Search, Hiring Process for Muslim
Chaplain, Stop Tokenizing Muslim Students

The
Georgia chapter of the Council on American-Islamic Relations (CAIR-Georgia)
today said it sent a letter to the Emory University president on behalf of
Emory University’s Muslim Students Association (MSA), Graduate Muslim Student
Council (GMSC), and the Muslim Student Search Committee, urging the university
to honor students request to institute an inclusive search and hiring process
for the position of a full-time Emory Muslim chaplain, and stressing the
importance of addressing Muslim students’ unique religious needs.
The
letter follows the opening of an investigation by the U.S. Department of
Education against Emory University, after CAIR-Georgia and Palestine Legal
filed a Title VI Complaint against Emory for the creation of a hostile
environment on campus for Muslim, Arab and Palestinian Students.
Keon Grant,
CAIR-Georgia Staff Attorney stated in the letter:
“Robust
student involvement will ensure that any biases in the search and hiring
process that Emory or the search firm may have are canceled out. This is
especially important for Emory’s Muslim student body to regain trust in the
institution and to feel welcome on campus given the hostile educational
environment faced by many of them since October 2023.”
CAIR-Georgia
is urging Emory University to honor the Muslim Students’ demands and ensure
transparency and inclusivity in the hiring of the Emory Muslim Chaplain.
“Without
this, the University is simply tokenizing Muslim students’ involvement and
continuing their pattern of bias and exclusion against Muslim students,” said
CAIR-Georgia Executive Director Azka Mahmood.
BACKGROUNDER:
After
attending two meetings with President Fenves in February 2024, the Muslim
Student Search Committee alleges Emory staff promised to fulfill the students’
request to be involved throughout the hiring process for a full-time Muslim
chaplain at Emory, including in the reviewing of applications, selection of
candidates, interviews, and the final hiring decision.
Instead,
the Muslim Student Search Committee alleges that Emory Administration left them
out of the process until April 12, 2024, when students received calendar
invites to attend final interviews of pre-selected chaplain candidates. Against
precedent, candidate names were kept anonymous from the students in the
calendar invitations.
On April
15, 2024, the students communicated to the University that the University had
reneged on their commitment to include students in the hiring process and
elected to withhold their participation in the final interviews due to lack of
trust in the process and improper notice given to the students. In response,
the University offered an invitation to a lunch to meet with pre-selected
candidates, tokenizing the Muslim students’ participation in the process and
putting a façade of support for its Muslim students.
The
Muslim Student Search Committee now refuse to endorse or work with any
individual hired to serve as the Emory Muslim students’ chaplain until the
following demands stated in the letter are met:
“1. Full
participation in and transparency in the entire Muslim Chaplain Search Process
by the Muslim Student Search Committee.
2.
Access to all information on who has been and has not been selected for
interviews and the specific criteria used for their selection or lack of
selection thereof, while imposing reasonable confidentiality standard.
3. The
opportunity for the Muslim Student Search Committee to review the applications
of all applicants — including the unselected and/or unreviewed.
4. The
Muslim Student Search Committee agreeing on the rubric for selection, selecting
final candidates together, and creating a list of questions that will be asked
of every candidate during the interview process.”

Mourns U.S. Couple Killed in Extreme Heat During Mecca Pilgrimage

Democratic
Senate candidate Angela Alsobrooks confirmed a Maryland couple are among the
more than 1,300 people who have died in extreme temperatures during the Hajj
pilgrimage to Mecca, Saudi Arabia.
Alsobrooks
shared the “devastating news” of the deaths of Alhaji Alieu Dausy and Haja
Isatu Wurie in a statement on X over the weekend. She described the couple as
“beloved members of #TeamAlsobrooks” who passed away during a pilgrimage to
Mecca due to the severe heat.”
“Haja
Isatu Wurie was an incredibly active member of our community,” Alsobrooks
wrote. “She was involved in several community organizations, making
transformational impacts that were felt both locally and globally.”
“Our
thoughts and deepest condolences are with their families during this difficult
time,” Alsobrooks added. “Their loss is profound, and they will be deeply
missed.”
A
spokesperson confirmed to WJZ-TV that Wurie was a volunteer for Alsobrooks’
Senate campaign. The couple’s daughter, Saida Wurie, told CNN she’d been told
that her mother, 65, and 71-year-old father died on June 15 from “natural
causes,” with an official with the U.S. Embassy in Saudi Arabia explaining that
“natural causes could have been due to a heatstroke,” she said. “People were
saying it was over 110 degrees,” she added.
Saudi
Health Minister Fahd bin Abdurrahman Al-Jalajel confirmed 1,301 people died
during Hajj this year, more than three-quarters of whom were unauthorized
pilgrims who walked long distances in the blazing heat, Saudi Arabia’s state
SPA news agency reported Sunday. Those without permits did not have adequate
shelter to avoid the sweltering temperatures, the report added.
The
annual Hajj pilgrimage is one of the five pillars of Islam, meaning all Muslims
who are able to do so must complete the journey to the holy city of Mecca at
least once during their lives. The five-day pilgrimage, which began on June 14,
saw temperatures reach a scorching 125 degrees Fahrenheit in Mecca last week.
The
staggering death toll comes as more than 1,400 heat records around the world
were broken in recent days, according to the National Oceanic and Atmospheric
Administration, as scientists warn that deadly temperatures are likely to
become more commonplace as a consequence of climate-warming fossil fuel
emissions.
An
expanding heat dome led to more than 100 million Americans being under extreme
temperature warnings on Sunday. Some relief is expected in mid-Atlantic states
on Monday while broiling heat is forecast to remain early this week in the
Southeast and Southern Plains, according to the National Weather Service, which
predicts possible temperatures in the low 100s.
Some
areas in states including Georgia, Florida, Alabama, Kansas, Arkansas,
Mississippi, and Louisiana could face “extreme” risks from heat on Tuesday,
meteorologists warn, given the expected duration of the high temperatures and
the how unusual they are at this time of the year.
