UN Urges Taliban To Halt Child Recruitment In Security
Forces
Representative Image
-----
By Fidel Rahmati
December 23, 2023
The organization has called on the Taliban to
recognize individuals under 18 years old as children and prevent their
recruitment into security forces.
The United Nations in a report released on Friday, has
stated that over two years, from the beginning of 2021 to the end of 2022, a
total of 4,519 cases of violence against 3,545 children ranging from a few
months to 17 years old have been reported in Afghanistan. The findings indicate
that the Taliban are the main perpetrators of these violations.
The United Nations states that the Taliban does not
accept the international definition of a child as someone under 18 years old
and considers a child to be someone who does not show signs of puberty.
Virginia Gamba, the Special Representative of the UN
Secretary-General for Children and Armed Conflict, says that despite some
actions by the Taliban, including the issuance of a decree prohibiting the
recruitment of children, the group has not yet made child protection a part of
its governance agenda.
The United Nations says that the absence of a child
protection mechanism has led to the deprivation of their freedom due to
national security-related charges and alleged or actual affiliations with
opposition forces or groups.
Ms. Gamba urged the Taliban to focus on child-related
issues, advocating for protective measures and recognizing anyone under 18 as
children to deter their military recruitment.
Highlighting the dire need for funding, the UN report
identifies Afghan children as frequent victims of landmine incidents, lacking
crucial support in the aftermath.
The report calls for global support to eliminate
explosive threats, emphasizing the critical need for education on munition
dangers and increased investment in children’s safety and rights.

Britain Will Not Tolerate The Escalation Of Iran’s
“Malign” Activities In The Middle East Or On UK Soil, Warns Cameron
Foreign secretary Lord David
Cameron has made two visits to the Middle East since returning to government
(PA)
-----
Edward Malnick
23 December 2023
Britain will not tolerate the escalation of Iran’s
“malign” activities in the Middle East or on UK soil, Lord Cameron has warned.
In his first newspaper interview since returning to
government, the Foreign Secretary described Hamas, the Houthis and Hezbollah as
“proxies” for Iran who were contributing to an “extremely high” level of
“danger and insecurity” around the world.
In a significant toughening of the UK’s approach, the
former prime minister told The Telegraph that Iran must be sent “an incredibly
clear message that this escalation will not be tolerated”.
On Friday night, the US pointed to intelligence
showing that Iran was “deeply involved” in planning Houthi attacks on
commercial vessels in the Red Sea. The attacks are already causing major disruption
to supply chains across Europe.
Lord Cameron also cited “more evidence” of the
“unacceptable threat the Iranian regime poses to the lives of UK-based
journalists” after it emerged that Iranian spies had offered a people smuggler
£150,000 to assassinate two news presenters at a London-based Persian language
news channel.
The Telegraph can reveal that the Foreign Secretary
summoned Iran’s most senior diplomat in the UK to the Foreign Office on Friday
over the revelation “to make clear that these threats will not be tolerated”.
Since the start of last year, there have been more
than 15 credible threats or plots by the Iranian regime to kill British or
UK-based individuals, according to government officials.
Lord Cameron’s warning to Tehran signals rising alarm
in the Government about the increasing aggression being shown by Iran and
groups seen as acting on its behalf, both in the Middle East and around the
world, including in Britain.
He was speaking following a trip to France, Italy,
Jordan and Egypt last week, during which he held discussions about Iran,
including in an hour-long meeting with Emmanuel Macron, the French president.
Lord Cameron identified “the threat of Iran” as one of
five significant “crises” creating an “extraordinarily difficult time for the
world”, along with the Russia-Ukraine war, the conflict in the Middle East,
terrorism and climate change.
He said: “Iran is a thoroughly malign influence in the
region and in the world – there’s no doubt about that. You’ve got the Houthis,
you’ve got Hezbollah, you’ve got the Iranian-backed militias in Iraq that have
actually been attacking British and American bases, troops.
“And, of course, Hamas. So you’ve got all of these
proxies, and I think it’s incredibly important that, first of all, Iran
receives an incredibly clear message that this escalation will not be
tolerated.
“Second of all, we need to work with our allies to
develop a really strong set of deterrent measures against Iran, and it’s
important that we do that. The level of danger and insecurity in the world is
at an extremely high level compared with previous years and decades, and the
Iran threat is a part of that picture.”
Lord Cameron said he was “extremely concerned” about
the Houthi attacks “because the freedom of shipping and maritime security are
incredibly important not just Britain, but actually the whole world”.
Houthi rebels pledged to disrupt maritime traffic over
Israel’s bombing campaign in Gaza, attacking at least 15 merchant ships since
mid-November.
Earlier this month, the former prime minister
announced a new sanctions regime for Iran, which included targeting Tehran’s
support for Hamas as part of an initial wave of measures.
The UK will also send warships to join Operation
Prosperity Guardian, an international naval coalition being assembled by the US
to help safeguard commercial traffic from attacks by Yemen’s Houthi movement.
But Lord Cameron’s warning suggests Britain is
prepared to take further action, including new sanctions, if the escalation of
attacks by Iran and its proxies continues. Asked whether there were other
measures, in addition to sanctions, that could be deployed now, he said: “Not
for public consumption.”
He added: “I think the first thing to do is to get
Operation Prosperity Guardian under way, which we’re taking part in, and the
second thing to do is a very clear warning to the Houthis and to their Iranian
backers that we’re not going to tolerate these continued attacks on shipping.”

Will Close Mediterranean Sea For US If Gaza ‘Crimes’
Continue, Iran Threatens
An Iranian flag
flutters.(Reuters)
-----
Dec 23, 2023
Yemen's Iran-aligned Houthi group has over the past
month attacked merchant vessels sailing through the Red Sea.
An Iranian Revolutionary Guards commander said the
Mediterranean Sea could be closed if the United States and its allies continued
to commit "crimes" in Gaza, Iranian media reported on Saturday,
without explaining how that would happen.
Iran backs Hamas against Israel and it accuses the
United States of backing what it calls Israeli crimes in Gaza, where weeks of
bombardment have killed thousands of people and driven most of the population
from their homes.
"They shall soon await the closure of the
Mediterranean Sea, (the Strait of) Gibraltar and other waterways," Tasnim
quoted Brigadier General Mohammad Reza Naqdi, coordinating commander of the
Guards, as saying.
Yemen's Iran-aligned Houthi group has over the past
month attacked merchant vessels sailing through the Red Sea in retaliation for
Israel's assault on Gaza, leading some shipping companies to switch routes.
Iran has no direct access to the Mediterranean itself
and it was not clear how the Guards could attempt to close it off, although
Naqdi talked of "the birth of new powers of resistance and the closure of
other waterways".
"Yesterday, the Persian Gulf and the Strait of
Hormuz became a nightmare for them, and today they are trapped ... in the Red
Sea," Naqdi was quoted as saying.
The only groups backed by Iran on the Mediterranean
are Lebanon's Hezbollah and allied militia in Syria, at the far end of the sea
from Gibraltar.

Meghalaya Catholic priests can 'bless' same
sex-couples sans marriage rite
Dec 24, 2023
GUWAHATI: The Archdiocese of Shillong on Friday
allowed Catholic priests in Meghalaya to bless same-sex couples, but clarified
that the blessing will be in "informal words" and won't signify
approval of the union. This development comes days after Pope Francis approved
this historic change in Vatican policy.
The Shillong Archdiocese is the first diocese of the
Northeast. In a letter to the priests, Archbishop Victor Lyngdoh wrote that the
blessings to same-sex couples will be without any type of ritual of the Church
that resembles a marriage rite. It will be a "spontaneous prayer of a
priest with informal words," the Archbishop wrote, underlining that
"this (the blessing) is not to be mistaken as the official liturgical and
ritual blessings of the Church during marriage".
The Archbishop referred to 'Fiducia Supplicans', Pope
Francis's declaration issued on December 18 which "stresses on the
pastoral meaning of blessings".

WHO Points to Risks Facing Anti-Polio Gains in
Pakistan, Afghanistan
December 23, 2023
ISLAMABAD — Only 12 children around the world have
been paralyzed by wild poliovirus so far this year, all of them in Pakistan and
Afghanistan — with six reported in each.
Moreover, the World Health Organization has warned
that the countries’ vaccination programs continue to miss a large number of
children, posing a significant risk to gains made against the crippling wild
Type 1 poliovirus.
In addition, Pakistan’s campaign to repatriate
undocumented Afghans has increased the risk of cross-border poliovirus spread
and spread within the two countries, the WHO said in a statement Friday.
Since mid-September, nearly half a million Afghans
have returned to Afghanistan, escaping the crackdown on foreigners living
illegally in Pakistan. The number of returning Afghans is expected to reach 1.7
million.

Two Boats Full of Rohingya Refugees; One Saved, Other
Vanished
December 23, 2023
PIDIE, INDONESIA — The screams were heard soon after
the ailing boat emerged into view. On board were babies and children alongside
mothers and fathers begging to be saved.
The passengers were ethnic Rohingya Muslims who had
fled surging gang violence and rampant hunger in the refugee camps of
Bangladesh, only to find themselves adrift with a broken engine on the Andaman
Sea. For a moment, it appeared their salvation had arrived in the form of
another boat carrying Rohingya refugees that had pulled up alongside them.
But those on board the other boat — itself overloaded
and beginning to leak — knew if they allowed the distressed passengers onto
their vessel, it would sink and all would die.
With so many Rohingya attempting the crossing in
recent weeks, nobody knows how many boats did not make it, and how many people
died.

House of PTI’s ex-lawmaker couple raided, family
‘harassed’
Majeed Gill
December 24, 2023
BAHAWALPUR: A heavy contingent of law-enforcement
agencies (LEAs) on Friday night raided and allegedly ransacked the residence of
the PTI’s former minister, Chaudhry Samiullah and his wife, Sumaira, who was
party’s MPA, besides causing harassment to the members of their family,
including women and children.
The sources says the LEAs personnel conducted the raid
on a tip-off regarding presence of the both former lawmakers at their
residence. Mr Samiullah is in hiding since the May 9 riots in the country.
The nomination papers of the couple had been filed in
their absence on Friday, by their confidants, for NA-168 and PP-253 (Bahawalpur

Govt says negotiations underway with Baloch protesters
in Islamabad
Abdullah Momand
December 24, 2023
The caretaker government on Sunday said negotiations
were underway with Baloch protesters, who are staging a sit-in outside the
National Press Club in Islamabad against enforced disappearances and
extra-judicial killings.
“A cabinet committee formed by the prime minister is
holding talks with the protesters,” Interior Secretary Aftab Akbar Durrani
said, emphasising that staging peaceful protests was every Pakistani’s right.
The statement comes a day after the Baloch Yakjehti
Committee — organiser of the Baloch long march in the federal capital — gave
the authorities a three-day ultimatum to quash cases registered against
students and activists and release all protesters.
The long march led by Baloch women — which started in
Turbat on December 6 after the alleged “extrajudicial killing” of a Baloch
youth by the Counter-Terrorism Department (CTD) officials — had reached the
federal capital on Wednesday.

on the judiciary for providing ‘expeditious justice’ to its convicted supreme

UN says Swedish citizen faces Iran execution ‘shortly’
December 23, 2023
GENEVA: The United Nations warned Saturday that an
Iranian-Swedish citizen is facing imminent execution in Iran, after a Swedish
court upheld the conviction of a former Iranian prison official.
“Disturbing news that Dr. Ahmadreza Djalali could be
shortly executed on charges of ‘enmity against God’,” the UN human rights
office said on X.
Before his arrest in Iran in April 2016, Djalali was a
visiting professor in disaster medicine at Vrije Universiteit Brussel, a
Belgian research university.
The comments came amid fears that a Swedish appeals
court decision confirming the conviction of former Iranian prison official
Hamid Noury could jeopardize the fate of several Swedish prisoners in Iran.

Why Iran-backed Houthi attack on MV Chem Pluto is a
threat to global maritime security
By Shishir Gupta
Dec 24, 2023
New Delhi: The Iran-backed Houthi drone attack on
Mangalore bound MV Chem Pluto took place 210 nautical miles off Dwarka with the
Iranian coast 500 nautical miles to the north-west and the Yemen coast 860
nautical miles off the incident site on December 23.
While the Pentagon has said that this is the seventh
Iran-backed Houthi militants attack on commercial shipping since 2021, the
attack has ominous portents for maritime security in the Arabian Sea area as
Tehran is even firing at vessels that at least have no overt connections to the
targeted ship. MV Chem Pluto is a Liberian-flagged, Japanese-owned and
Netherlands-operated tanker with largely Indian crew and it was way out of the
currently contested Red Sea and Gulf of Aden region.
Although Iran has missile firing Shahed drone with a
range of 1350 nautical miles, it is also important to investigate the role of
Iranian Dhow MV Saviz, which was 47 nautical miles off the attacked vessel, and
bulk carrier MV Artenos, 230 nautical miles of MV Chem Pluto, in case the two
vessels were involved in any way in identifying or targeting of the
Mangalore-bound chemical tanker.

What Are Palestine’s Unique Christmas Rituals,
Disrupted By Israel’s War?
By Sarah Shamim
24 Dec 2023
Through carols, cookies and Christmas lights, December
25 is marked by jubilation and celebration of the birth of Jesus for more than
2 billion Christians worldwide.
The safety of Christians in Palestine was shaken by
the bombardment of Gaza’s oldest Greek Orthodox Church of Saint Porphyrius in
October, which killed at least 18 people including children. Israeli forces
also shot and killed an elderly Christian mother and her daughter in a Catholic
church in Gaza on Saturday.
This year, the many gleeful rituals that characterise
Christmas in Palestine will be replaced by simpler ceremonies, mourning and
prayer, shining a harsh light on the current reality of the region. The
Lutheran Church, for instance, has the Baby Jesus in a manger of rubble and
destruction.

North Caucasian Muslims Want Arabic to be Taught in
Schools, and Now a Moscow Official is Backing That Idea
December 24, 2023
Staunton, Dec. 21 – A Moscow official has come out in
favor of introducing Arabic language instruction in the schools of the Muslim
republics of the North Caucasus, something parents there have long wanted but
that raises both practical problems and the likely opposition of non-Muslims
elsewhere in the Russian Federation.
Anzor Muzayev, head of the Federal Service for the
Supervision of Education and Science and himself a native of Gudermes, has
called for the introduction of Arabic as a school subject in Daghestan,
Chechnya, and other Muslim republics of the North Caucasus
(kavkaz-uzel.eu/articles/395494).
Parents there have long sought that change in the
curriculum at least in part so that their children can read the Koran and go to
school in the Arabic countries of the Middle East, and experts say the proposal
can be realized but only if those behind it play down the religious aspect.
Otherwise, other religious denominations in Russia are likely to object.

10k migrants day: US border states shut entry points
Dec 24, 2023
WASHINGTON: US border patrol and several states have
found themselves overwhelmed lately, lacking resources to manage the thousands
of migrants arriving from Mexico every day - a crisis that has exposed
President Biden to intense attacks from his Republican opponents.
Border officials have in recent weeks counted some
10,000 daily crossings - an uptick from preceding months, which had already
seen migrants arrive at an accelerating clip. There were more than 2.4 million
migrant interceptions via land in the year from October 2022 to September 2023.
On Tuesday, authorities closed railroads at Eagle Pass
and El Paso, Texas due to a "resurgence" of undocumented migrants
entering the United States via freight trains.

US tensions with China are fraying long-cultivated
academic ties. Will the chill hurt US interests?
Dec 24, 2023
WASHINGTON: In the 1980s, Fu Xiangdong was a young
Chinese virology student who came to the United States to study biochemistry.
More than three decades later, he had a prestigious professorship in California
and was conducting promising research on Parkinson's disease.
But now Fu is doing his research at a Chinese
university. His American career was derailed as US-China relations unraveled,
putting his collaborations with a Chinese university under scrutiny. He ended
up resigning.
Beginning in 1978, such cooperation expanded for
decades, largely insulated from the fluctuations in relations between the two
countries. Today, it's in decline, with Washington viewing Beijing as a
strategic rival and there are growing fears about Chinese spying. The number of
Chinese students in the United States is down, and US-Chinese research
collaboration is shrinking. Academics are shying away from potential China projects
over fears that seemingly minor missteps could end their careers.

Libya's theatre stages comeback after country's years of turmoil
Dec 24, 2023
TRIPOLI: Dressed all in white, a man pretends to aim a
slingshot towards another who, running away, tries to dodge the imaginary rock
flung towards him.
"Hassituha" (You Felt It), a mostly silent
play from eastern Libya, symbolises both the country's divisions between west
and east, and the rebirth of Libya's National Theatre Festival, which staged a
comeback this week in Tripoli after a 15-year hiatus.
Before that could happen, a NATO-backed uprising led
to the overthrow and killing of longtime dictator Moamer Kadhafi in 2011. With
a myriad of militias subsequently vying for power, more than a decade of

Again, Boko Haram hit Maiduguri, destroy power
installations, residents groan in darkness
December 23, 2023
Some suspected Boko Haram insurgents once again
launched attack on the National Grid high tension electricity towers, cables
and wires, sending the entire Maiduguri, Borno state capital into total
darkness after they reportedly bombed some of the power poles along
Maiduguri-Damaturu highway.
A reliable and senior security officer on patrol along
Maiduguri-Damaturu road said, “We are also surprised to see some of the
electric towers on ground and cables fell on each other in not far distance
between Mainok and Jakana village while we were on patrol Friday morning which
made us to draw the attention of other security agents and electricity officers
to be aware.
“Yes, we tried to reach the location but we could not
go further to the scene of the incident because by all indications, it is bomb
attack and is dangerous to reach the scene without anti-bomb equipment or
facility or detector to trace the Inmprovised Explosive Devices (IEDs).”

El Salvador court orders ex-president Alfredo Cristiani's arrest over 1981 massacre
Dec 24, 2023
SAN SALVADOR: A court in El Salvador has ordered the
arrest of former president Alfredo Cristiani for an alleged cover-up related to
a civil war-era massacre of about 1,000 people, a source linked to the case
said Saturday.
The "provisional detention" of Cristiani,
whose whereabouts are unknown, stems from an amnesty he declared after the 1981
killings as part of a "personal cover-up," according to a court
resolution confirmed to AFP by Alejandro Diaz, a lawyer for victims' relatives.
The order, which also calls for the arrest of four
Cristiani deputies, was issued by a court in the city of San Francisco Gotera,
which is prosecuting several members of the Salvadoran military for the
massacre.
