The Islamic State Is Tapping Artificial Intelligence For Propaganda And Recruitment: Experts Fear Safety Measures Are Not Adequate

Nazih Osseiran, Thomson Reuters Foundation
Islamic State supporters are exploiting AI tools for propaganda and recruitment and experts fear safety measures are not adequate.
Days after a deadly Islamic State attack on a Russian concert hall in March, a man clad in military fatigues and a helmet appeared in an online video, celebrating the assault in which more than 140 people were killed.
“The Islamic State delivered a strong blow to Russia with a bloody attack, the fiercest that hit it in years,” the man said in Arabic, according to the SITE Intelligence Group, an organisation that tracks and analyses such online content.
But the man in the video, which Context was not able to view independently, was not real – he was created using artificial intelligence, according to SITE and other online researchers.
Federico Borgonovo, a researcher at the Royal United Services Institute, a London-based think tank, traced the AI-generated video to an Islamic State supporter active in the group’s digital ecosystem.
This person had combined statements, bulletins, and data from Islamic State’s official news outlet to create the video using AI, Borgonovo explained.
Although Islamic State has been using AI for some time, Borgonovo said the video was an “exception to the rules” because the production quality was high even if the content was not as violent as in other online posts.
“It’s quite good for an AI product. But in terms of violence and the propaganda itself, it’s average,” he said, noting however that the video showed how Islamic State supporters and affiliates can ramp up production of sympathetic content online.
Digital experts say groups like IS and far-right movements are increasingly using AI online and testing the limits of safety controls on social media platforms.
A January study by the Combating Terrorism Center at West Point said AI could be used to generate and distribute propaganda, to recruit using AI-powered chatbots, to carry out attacks using drones or other autonomous vehicles, and to launch cyber-attacks.
“Many assessments of AI risk, and even of generative AI risks specifically, only consider this particular problem in a cursory way,” said Stephane Baele, professor of international relations at UCLouvain in Belgium.
“Major AI firms, who genuinely engaged with the risks of their tools by publishing sometimes lengthy reports mapping them, pay scant attention to extremist and terrorist uses.”
Regulation governing AI is still being crafted around the world and pioneers of the technology have said they will strive to ensure it is safe and secure.
Tech giant Microsoft, for example, has developed a Responsible AI Standard that aims to base AI development on six principles including fairness, reliability and safety, privacy and security, inclusiveness, transparency, and accountability.
In a special report earlier this year, SITE Intelligence Group's founder and executive director Rita Katz wrote that a range of actors from members of militant group al Qaeda to neo-Nazi networks were capitalising on the technology.
“It’s hard to understate what a gift AI is for terrorists and extremist communities, for which media is lifeblood,” she wrote.
Chatbots and cartoons
At the height of its powers in 2014, Islamic State claimed control over large parts of Syria and Iraq, imposing a reign of terror in the areas it controlled.
Media was a prominent tool in the group’s arsenal, and online recruitment has long been vital to its operations.
Despite the collapse of its self-declared caliphate in 2017, its supporters and affiliates still preach their doctrine online and try to persuade people to join their ranks.
Last month, a security source told Reuters that France had identified a dozen ISIS-K handlers, based in countries around Afghanistan, who have a strong online presence and are trying to convince young men in European countries, who are interested in joining up with the group overseas, to instead carry out domestic attacks.
ISIS-K is a resurgent wing of Islamic State, named after the historical region of Khorasan that included parts of Iran, Afghanistan and Central Asia.
Analysts fear that AI may facilitate and automate the work of such online recruiters.
Daniel Siegel, an investigator at social media research firm Graphika, said his team came across chatbots that mimicked dead or incarcerated Islamic State militants.
He told Context that it was unclear if the source of the bots was the Islamic State or its supporters, but the risk they posed was still real.
“Now (IS affiliates) can build these real relationships with bots that represent a potential future where a chatbot could encourage them to engage in kinetic violence,” Siegel said.
Siegel interacted with some of the bots as part of his research and he found their answers to be generic, but he said that could change as AI tech develops.
“One of the things I am worried about as well is how synthetic media will enable these groups to blend their content that previously existed in silos into our mainstream culture,” he added.
That is already happening: Graphika tracked videos of popular cartoon characters, like Rick and Morty and Peter Griffin, singing Islamic State anthems on different platforms.
“What this allows the group or sympathisers or affiliates to do is target specific audiences because they know that the regular consumers of Sponge Bob or Peter Griffin or Rick and Morty, will be fed that content through the algorithm,” Siegel said.
Exploiting prompts
Then there is the danger of IS supporters using AI tech to broaden their knowledge of illegal activities.
For its January study, researchers at the Combating Terrorism Center at Westpoint attempted to bypass the security guards of Large Language Models, LLMs, and extract information that could be exploited by malicious actors.
They crafted prompts that requested information on a range of activities from attack planning to recruitment and tactical learning, and the LLMs generated responses that were relevant half of the time.
In one example that they described as “alarming”, researchers asked an LLM to help them convince people to donate to Islamic State.
“There, the model yielded very specific guidelines on how to conduct a fundraising campaign and even offered specific narratives and phrases to be used on social media,” the report said.
Joe Burton a professor of international security at Lancaster University, said companies were acting irresponsibly by rapidly releasing AI models as open-source tools.
He questioned the efficacy of the safety protocols of LLMs , adding that he was “not convinced” that regulators were equipped to enforce the testing and verification of these methods.
“The factor to consider here is how much we want to regulate, and whether that will stifle innovation,” Burton said.
“The markets, in my view, shouldn’t override safety and security, and I think – at the moment – that is what is happening.”

English Nationalist’s ‘Anti-Islamic Views’ Not Protected By Equalities Law, Employment Judge Rules
The hearing in south London (file photo) was told Mr Thomas was appointed via a recruitment agency as a consultant to Surrey and Borders NHS Trust in May 2018
------
By Charlie Moloney
6 September 2024
An English nationalist has lost his appeal in a discrimination case, after a court found his views are not capable of protection under equalities laws.
Steven Thomas had his role providing consultancy services to the Surrey and Borders Partnership NHS Foundation Trust terminated in 2018.
The trust’s stated reason was that it had come to light that Thomas had an unspent conviction which he had failed to declare. Thomas believed the real reason elated to his philosophical belief, which he described as 'English nationalism'.
Thomas, who stood for the English Democrats party in several elections between 2004 and 2016, was represented in court by the party’s chairman, solicitor Robin Tilbrook.
Employment Judge Hyde, at London South Employment tribunal, dismissed Thomas’s claim for discrimination under the Equality Act 2010, on the basis that his belief in English nationalism, which includes anti-Islamic views, is not capable of being a protected belief.
The judge said Thomas’s beliefs in English nationalism itself - which was described as promoting the cultural unity of English people with a focus on national identity which does not depend upon ancestry or race - would likely have been protected at law. But Thomas also had anti-Islamic beliefs, which included a belief in the ‘coercive removal’ of Muslims from the United Kingdom, the judge said. The findings were partly based on Thomas's social media posts, one of which carried the hashtag ‘RemoveAllMuslims’.
Oscar Davies, the barrister representing Thomas, argued Thomas’s views had been ‘misunderstood or misinterpreted’. Thomas argued he had only used the hashtag on one occasion on June 4 2017 while he was in a ‘very emotional state’ after the London Bridge terror attack.
At the Employment Appeal Tribunal, Davies argued Thomas’s belief was ‘nowhere near the types of beliefs that should be restricted’ under Article 17 of the European Convention on Human Rights, which provides states with a mechanism for ensuring that individuals or groups who seek to employ the right to freedom of expression for ends clearly contrary to the values of the convention are not protected.
But Mr Justice Sheldon ruled that the claimant’s views of an English nationalism which believes that there is no place in British society for Muslims or Islam itself aligned with the types of belief which would fall foul of Article 17 of the convention. The judge said: ‘In my judgment, that shares features with an ideology such as Nazism which did not see there being any place within German society for Jews. In my judgment, these views are not capable of protection under the convention as they would offend Article 17.’
Commenting on the decision, Tilbrook, of Ongar, Essex firm Tilbrook’s Solicitors, said his client is planning an appeal.

Jihad Blasts Global, Arab Inaction Over Israeli Attacks, Accuses Occupation Of War Crimes
Al_Jihad Al_Islam
-----
05 Sep 2024
GAZA September 05. 2024 (Saba) - The Islamic Jihad Movement's recent condemnation highlights the ongoing tensions and intense reactions surrounding the conflict between Israel and Palestinian groups.
The movement's criticism reflects the broader frustration and outrage felt by many in the region over what they perceive as inadequate international and regional responses to the violence in Gaza and the West Bank.
The movement is calling out what it sees as a lack of adequate response from both international and Arab communities regarding the actions of the Israeli military. It is emphasizing the need for a more vocal and effective condemnation of these actions.
The statement accuses Israeli officials, specifically Yoav Galant, of war crimes and systematic efforts to alter the demographic landscape of the West Bank. The term "mowing the lawn" is criticized as a euphemism for violent and indiscriminate attacks on Palestinian civilians.
The movement asserts its commitment to continuing resistance against what it describes as Israeli aggression and emphasizes the determination of the Palestinian people to defend their rights and lands.
The statement provides grim statistics on casualties, including a reported death toll in Gaza and the West Bank. These figures, if accurate, illustrate the severe impact of the conflict on civilians.
This condemnation and the accompanying details underscore the intense and ongoing nature of the conflict, as well as the deep-seated grievances and calls for international intervention from those affected.

'Construction Of Sanjauli Masjid Illegal': Protest Grows, Waqf Board Takes Over Shimla Mosque
Tensions have been rising in Himachal Pradesh over the construction of a mosque in Shimla’s Sanjauli. (Image: @AbdulKh10143143/X)

SEPTEMBER 06, 2024
Amid the ongoing protest over the ‘illegal’ construction of Sanjauli mosque in Himachal Pradesh’s Shimla, the Waqf Board on Friday took action in connection to the row and has taken the entire mosque under its control. The Waqf Board further acknowledged that the floors of the mosque were constructed ‘illegally’.
In addition to this, Shimla Waqf Board state officer Qutubuddin informed that the Imam posted in the mosque has also been removed. The Board’s action came after massive protest erupted outside the Sanjauli Masjid in Shimla with members of the Bharatiya Janata Party (BJP), various Hindu organisations and local residents demanding the demolition of the Majid, what they allege to be “illegal”.
The Muslim body also removed other illegal encroachments done by several people belonging to the Muslim community from outside the state. In view of the ongoing row, the Waqf Board completely banned any outsider from staying in the mosque.
THE SANJAULI MOSQUE CONTROVERSY
The massive controversy over the mosque intensified on Wednesday after a heated debate in the Himachal Pradesh Assembly, where minister and Congress leader Anirudh Singh demanded an investigation into the illegal construction of Shimla’s Sanjauli Masjid, highlighting that it is leading to tensions in the area. Singh’s allegations, however, were countered by his own party MLAs.
In an interview with CNN-News18, Himachal Rural Development Minister Anirudh Singh addressed the issue and stated that any illegal construction will be “demolished according to the law”. He questioned why the issue was overlooked for so long, asserting, “Illegal is illegal, whether it’s a temple or a mosque.”
Meanwhile, the Shimla on Thursday protest marches were witnessed in the area opposing the construction of the mosque by Hindu organisations.

Spies Reveal Details Of Tracking Courier To Hunt Down Bin Laden; NSA To Tell Story Of 10-Year Quest
Osama bin Laden
-----
By Ryan Lovelace - The Washington Times -
September 5, 2024
The National Security Agency revealed new details on Thursday of its pivotal role in tracking the most wanted terrorist in American history: Osama bin Laden, including how it helped finger the courier who led to the al Qaeda leader’s hideout and how it helped protect the mission that finally hunted him down.
The agency is preparing to publish its history of the years it spent searching for the founding leader of the terror group behind the 9/11 attacks on a forthcoming podcast diving into the U.S. government’s secret efforts to intercept terrorist communications.
Details of the NSA’s work on the manhunt were shared early with The Washington Times, including the agency’s pursuit of the Saudi-born terrorist’s courier, its help in identifying bin Laden’s secret compound in Pakistan, and its supporting role in the daring Navy SEAL raid in May 2011 that killed him.
Various accounts of the U.S. manhunt for bin Laden turned one of the Navy SEALs who participated into a bestselling author and transformed the work of a CIA intelligence analyst into the source for a Hollywood blockbuster. Much of the NSA’s toil in the mission against bin Laden remains shrouded in secrecy — including internally at the agency.
Of the tens of thousands of people working for the NSA, approximately 50 people knew ahead of time about the planned raid, said Jon Darby, former director of operations.
“This one was different,” Mr. Darby said on NSA’s forthcoming podcast. “And what I mean by that is: ultra-compartmented. There was, at one point, I got a call from a very senior official at CIA who was telling me, ‘You realize this is the most, the top secret in the United States government right now?’”
Mr. Darby recalls on the NSA’s upcoming “No Such Podcast” broadcast that he was thrust into the world of spying on al Qaeda’s communications while the nation was still processing the horror of the Sept. 11, 2001, terrorist attacks. He said efforts to track bin Laden accelerated in the fall of 2001, according to a transcript shared with The Times.
U.S. forces in Afghanistan reportedly narrowly missed capturing the al Qaeda leader in fighting at Tora Bora in late 2001 and quickly lost track of his whereabouts.
“I remember late-night meetings in the fall of 2001. We’d sit around a table and say, ‘How do we find him?’ And one of the early theories was a courier, somebody that’s going to be taking care of him,” Mr. Darby said. “But that was 2001.”
The NSA’s theory appears to have paid dividends. A detainee in North Africa first told American debriefers in 2002 about a courier for bin Laden, former acting CIA Director Michael Morell said at a George Mason University event in 2020.
The manhunt for bin Laden promoted a new working dynamic between the CIA and NSA. Mr. Darby said the NSA developed a process to send analysts to work at CIA, to share work at each agency’s headquarters, and to travel overseas.
Targeting Abbottabad
Mr. Darby said a combination of signals and human intelligence led the U.S. government to a courier and caretaker for bin Laden in Abbottabad, Pakistan.
U.S. government analysts had homed in on bin Laden’s suspected Pakistan compound by late 2010, Mr. Darby said. Together with other agencies, including the CIA, the NSA examined “some creative options” to collect more intelligence on those living in the compound to confirm his identity.
Mr. Darby declined on the podcast to share the U.S. government’s specific collection operations aimed at the compound.
The 2012 film “Zero Dark Thirty,” a dramatized version of the manhunt and raid, includes a scene depicting a U.S. official explaining in the White House different futile options for penetrating the compound. The official explains that the terrorist suspects at the compound don’t make phone calls and the U.S. government explored collection ideas involving a pinhole camera, hot-air balloons, tunnels, a vaccination program and collecting feces, among other schemes.
After the president approved a covert plan to raid the compound and capture or kill bin Laden, it was the NSA’s job to ensure the Afghanistan-based U.S. military helicopters ferrying Americans to and away from the compound faced no threats on their way into and out of Pakistan.
After years of searching for the terrorist, bin Laden was dead and the Americans returned home.
The hunt for bin Laden experienced many fits and starts. The 9/11 Commission blamed The Washington Times for a 1998 report referencing the terrorist’s communication as making it “much more difficult” for the NSA to intercept bin Laden’s conversations. The Times said in 2005 that the commission falsely singled out its reporting and cited many reports from other news outlets mentioning the same detail.
Mr. Darby said on the podcast that bin Laden’s use of electronic communications stopped after the media reported his satellite phone usage. Mr. Darby credited NSA personnel for not giving up the hunt.
“There were plenty of people that came to me at the time, when I was the head of the analytic counterterrorism organization, saying, ‘Why are you spending any resources on this? You know, he’s dead, you’re not going to find him,’” Mr. Darby said. “And, we said, ‘No, we will, if he is alive, we will find him. The U.S. government will find him. That’s not an option just to give up.”

Saudi language academy celebrates graduation of first Abjad Center cohort
HEBSHI ALSHAMMARI
September 05, 2024
RIYADH: The King Salman Global Academy for Arabic Language recently celebrated the graduation of the first class from its Abjad Center for Arabic Language Education with a ceremony marking the completion of the program by 132 students from 34 countries.
The educational program began in mid-January at the academy’s headquarters in the Saudi capital, and featured an immersive program that combined Arabic language education with Arab and Saudi cultural experiences.
Four educational levels — A1, A2, B1 and B2 — each spanned two months, totaling 160 instructional hours at a rate of 20 hours per week.
Abdullah Al-Washmi, secretary-general of KSGAAL, said: “The graduation of the first cohort from the Abjad Center aligns with our suite of educational programs designed for non-native Arabic learners. The center offers an engaging curriculum within a stimulating cultural environment, facilitating Arabic language acquisition and enabling graduates to communicate effectively in Arabic.”
Al-Washmi said that the program’s graduates accomplished four crucial objectives: attaining proficiency in Arabic language skills, successfully applying written and oral Arabic techniques across various linguistic challenges, demonstrating effective linguistic and social communication in diverse Arab settings, and gaining insights into key elements of Arab and Saudi cultures.
“Our program’s hallmark was its emphasis on dynamic dialogues, diverse perspectives, and both verbal and written exchanges,” Al-Washmi said.
“Students found opportunities for self-expression and practical language application in a variety of contexts, both within our structured activities and in everyday life outside the program. They also leveraged media and social platforms for effective communication and encountered a wide range of information and viewpoints, all in Arabic.”
The Abjad Center promotes Arabic language and Saudi Arabian culture as part of its core mission. Students took part in a blend of activities and educational excursions, exploring local customs, traditions, and tourist hotspots. This approach not only deepened their cultural understanding, but also honed their Arabic proficiency in speaking, writing, vocabulary, and pronunciation.
Al-Washmi highlighted the center’s approach to Arabic language and exposure to Saudi culture, which exposes learners to Saudi heritage, customs, and traditions, while also introducing the Kingdom’s tourist and archaeological sites.
“Through enrichment activities and educational field trips, students gain a deeper understanding of Saudi culture,” Al-Washmi said.
This comprehensive approach not only clarifies concepts related to Arabic language structures, vocabulary, phonetics, and spelling, but also allows students to practically apply Arabic language skills in both spoken and written forms.”

Mosques of the UAE: Fujairah's Al Bidya Mosque welcomes worshippers for 600 years
Maan Jalal
September 06, 2024
On the coast of Al Bidya, 30km north of Fujairah's centre, the oldest mosque in the UAE continues to welcome worshippers for prayer.
Al Bidya Mosque, also known as the Ottoman Mosque, dates back to roughly 1446 and sits on a hillside in front of a Portuguese fort, built more than 200 years ago.
While most ancient sites in the UAE have been discovered through archaeological efforts, this historic site has remained in regular use. For a time, the residents of the nearby villages such as Al Fai, Al Jubail, Haqeel, Twai bin Saada, Al Hara and Al Telae all attended Friday prayers at the same time.
It’s a simple structure, not ornately adorned but made of local stone, mud brick, hay and coated with whitewashed plaster.
Four domes, unequal in size, are huddled close to one another, giving the mosque its unique appearance. They were built in ascending disk-like layers with multiple domes one on top of the other. One forms the base while two smaller domes are crowned with an even smaller one.
The four domes are supported by one central pillar, which forms the foundation of the structure in a unique engineering technique. The pillar also makes up the main feature of the interior. While the structure is square (6.8 x 6.8 metres), it’s an irregular shape and, given the soft curved edges of the build, is slightly squat in appearance.
Perhaps Al Bidya Mosque's most noticeable characteristic is that it has no minaret, which is unusual for a mosque. Inside, it's also plainly designed with decorative dentate carvings and small openings to allow for light and air to enter. Some niches have been carved into the walls to place lighting lamps.
The mihrab in the mosque – a niche in the wall of a mosque that indicates the direction of Mecca (qibla), which Muslims face while praying – is 180cm high and 90cm wide. It’s square and consists of three doorstep stairs.
Despite its historical importance in the UAE, the story of Al Bidya Mosque is shrouded in mystery. It’s unclear who built it and when precisely. An investigation by the Fujairah Archaeological Centre and the University of Sydney around 1997 estimated it may have been built in 1446, along with two nearby watchtowers.
However, since the structure doesn't contain wood, making carbon dating impossible, the date of origin is debatable.
One thing known for sure is that the Portuguese who built the fort behind around the 16th century included drawings of the mosque in documents.
While it is a rarity in age and design in the UAE, there are similar mosques in the region constructed approximately at the same time in Oman, Qatar and Yemen.
There are stylistic differences, however, about the number of domes. While Al Bidya Mosque has four, others have between seven and 12. But they have more in common than not, as they share the same ascending design as well as a central pillar. Al Bidya Mosque continues to host daily prayers and is also informally open to tourists, with tours available on request.

Saudi Arabia, India discuss ways to bolster strategic defense cooperation
September 05, 2024
RIYADH: Saudi Arabia and India recently discussed new avenues to strengthen defense cooperation at the India-Saudi Arabia Joint Committee on Defence Cooperation (JCDC) held in Riyadh.
Indian ambassador Dr. Suhel Ajaz Khan told Arab News that Saudi Arabia and India are seeking to enhance defense cooperation.
Khan said the sixth JCDC meeting was co-chaired by India’s Joint Secretary (Armed Forces) Amitabh Prasad and Saudi Arabia’s Deputy Minister of Defense for Strategic Affairs Maj. Gen. Salman bin Awadh Al-Harbi.
“During the meeting they reviewed the progress made in defense engagements, including joint exercises, expert exchanges, industry cooperation.
“And the two sides agreed to take defense cooperation between the two countries (to a) strategic level,” added the ambassador.
Khan said that enhancing relations was critical because of the evolving geopolitical landscape of the Middle East and South Asia.
The talks in Riyadh signal a continued commitment from both countries to deepen their military ties.
Notable agreements in the past include the signing of the landmark Riyadh Declaration during the visit of then-Prime Minister Dr. Manmohan Singh to Riyadh in 2010 which strengthened relations in trade, defense and politics.
Defense ties were further bolstered following the visit of then-Defense Minister A.K. Antony to Riyadh in February 2012, the first such trip by an official in this position.
The JCDC held meetings in 2012, 2016, 2017, 2019 and 2022 — during which discussions were held on training and capacity building, intelligence exchange, maritime security, and the promotion of defense industries.

Germany: Munich suspect who opened fire on police near Israeli consulate is an Austrian Islamist
: SEPTEMBER 05, 2024
After a suspect opened fire on police stationed outside the Israeli General Consulate in Munich, Germany, the perpetrator was shot dead by police. Now, information has been released that he is 18-year-old Islamist Emra I, a man with Austrian citizenship who was known to harbor “violent fantasies.”
Bavarian Interior Minister Joachim Herrmann said: “He deliberately shot at the police officers, who returned fire.” Five officers were involved in the shooting and there were no injuries. Footage of the man was posted across social media, which featured him wielding an antique rifle with a bayonet.
Some users have since noted the rifle dates back to World War I and appears to be a German Mauser long rifle.
During the gun battle, witnesses say they heard approximately 25 shots.
The investigation has since been taken over by the Munich Public Prosecutor’s Office responsible for combating terrorism.
Police believe that Emra I. drove from Munich in a Renault vehicle, but he was not known to police in Germany for any criminal acts and was not on a watch list prior to this incident. However, a report from NDR indicates that Austrian police had him “on their radar” for his activity in Austria.
Welt reports that the Austrian authorities acknowledge the 18-year-old suspect had “harbored violent rampage fantasies” and had an Islamist background, although it is unclear if he was involved in any organized structure or guided by any foreign actors. So far, no such information has come to light.
Bavaria’s Prime Minister Markus Söder (CSU) said there was a “serious suspicion” that the crime and the anniversary were connected. “Munich held its breath for a moment today,” he said. “Fortunately, it turned out well in the end.”
Andreas Franken, Munich police spokesman, said: “What we can actually confirm is that the perpetrator has now been identified, and it is indeed an 18-year-old with Austrian citizenship who, as far as I know, is resident in Austria. I would like to ask for your understanding regarding the motive. The investigation is still ongoing.”
In response to the attack, far-left Federal Interior Minister Nancy Faeser said: “It is a serious incident,” but said she did not want to speculate about the shooting.
Joachim Herrmann, Bavaria state interior minister, pointed out that the act was clearly intentional, saying: “It’s obvious that if someone parks right here within sight of the Israeli consulate, then walks around this consulate with a rifle and starts shooting, that it’s certainly or very likely not a coincidence, that he didn’t know where he was or something like that. The police will investigate this carefully and then we will report concrete results to you accordingly.”

Germany’s Muslims worried as far-right parties gain ground
By 5Pillars (RMS)
-5th September 2024
The record number of votes received by the far-right, Islamophobic Alternative for Germany (AfD) party in state elections has raised concerns among German Muslims.
The AfD saw a surge in support in the September 1 elections, with the party coming first in the state of Thuringia and second in Saxony.
The results have alarmed Muslim Turks, who make up one of Germany’s largest immigrant communities (around 3 million people).
Alternative for Germany (AfD) is infamous for its views and rhetoric regarding Islam, arguing that it is incompatible with Western values and German society.
They have called for restrictions on Islamic practices and have been critical of the construction of mosques and the wearing of religious symbols such as the hijab in public spaces.
The party’s broader anti-immigration stance often includes a focus on Muslim immigrants, linking them to security concerns and cultural issues.
German Turks fear that if the AfD gains more power at the federal level, it could lead to increased xenophobia and the targeting of foreigners.
“Of course, it is worrying when a far-right party gets 30% or more of the votes in Germany,” said Hayrettin Kurt, a resident of Cologne. “When we remember the Second World War, it is frightening that a country like Germany has such a high level of support for a right-wing party.”
“In the future, they will try to send foreigners back to a large extent,” Kurt said, referring to if the AfD came to power at the federal level. “They would try to send back asylum seekers. Xenophobia will necessarily rise. Exclusion will rise. Daily life will become more difficult for foreigners.”
Ali Nesanir, who runs a kiosk in Cologne, echoed those concerns. “This rise in the voting rates worries us severely. My fear is that at this rate, the AfD will enter the parliament and take the majority. This would be very bad for us foreigners.”
Ali Haydar Gunes, who was born in Germany and has German citizenship, said: “The rhetoric of far-right politicians is absolutely wrong, they are pursuing a wrong policy.”
Nurettin Demir, also from Cologne, said: “I think that if they come to power in the future, we will have very big problems. Not only me but all the foreigners here, especially the Turks, are very worried.”
The AfD’s success marks the first time since 1945 that a far-right party has come first in a German state election.
The party increased its share of the vote by 9.4% in Thuringia and 3.1% in Saxony compared to the previous election.
The results have dealt a blow to mainstream parties, which form the federal government in both states.

'Parking nightmare' will continue say neighbours as new West Bromwich mosque approved
Christian Barnett
5 SEP 2024
A new mosque will be built in West Bromwich despite fears it will lead to parking chaos for neighbours. The new mosque will be built in Dartmouth Street, West Bromwich, after receiving the backing of Sandwell Council’s planning committee in a delayed ruling.
The decision on September 4 comes after several neighbours complained the residential area was already a “parking nightmare” with many left feeling trapped in their homes. Only sixteen parking spaces will be provided for more than 450 worshippers with narrow Dartmouth Street, Brook Street and Duke Street mostly covered in double yellow lines and with very few on-street spaces.
A decision was supposed to have been made in July but was delayed to allow for further talks between the council, neighbours and the Bangladeshi Muslim Welfare Association. The council said it would look into installing bollards to prevent pavement parking.
A number of residents in Brook Street said they supported the new mosque but were very concerned by so few parking spaces. One resident, who is a doctor, said she had missed appointments because of cars blocking her home because she “physically couldn’t get off the drive.” Another objector, who lived with her 70-year-old husband with mobility issues in Brook Street, said the amount of cars illegally parking was “absolutely horrendous and a nightmare.”
The council’s highways department raised no objections saying the mosque was in a “sustainable” location near public car parks and a metro stop and it would bring “no significant detriment” to the area. The authority added the new mosque would ‘not improve’ the serious parking situation but would also ‘not make it significantly worse.’
The new mosque includes a bigger main hall with space for 370 worshippers, a hall with space for more than 230 people, classrooms, meeting rooms, a separate female prayer space for up to 135 people and a mortuary.
The existing Jami Masjid and Islamic Centre on the corner of Dartmouth Street and Brook Street would close to make way for the new mosque. Fenced-off land in Duke Street between the existing and proposed mosques would be cleaned up and turned into a nine-space car park.
Ten objections and a petition with 38 signatures against the new mosque were lodged with Sandwell Council. Reports included with the application showed that around 425 people were now visiting the Brook Street mosque – close to the proposed maximum capacity for the new mosque – and just over a third of worshippers arrived by car or car share.
The traffic survey also showed 113 cars parked during peak Friday prayers. The mosque had argued that cars could park on both sides of Brook Street – despite most of the road having parking restrictions – and Sandwell Council said the road was not wide enough for two-way traffic with cars parked on either side.
In July, the council said traffic wardens had visited Dartmouth Street, Brook Street and Duke Street nearly 600 times already this year but figures were not provided for the number of fines or tickets.
Cllr Bob Piper, who had called for a decision to be delayed in July to allow for talks, said he now supported the move after being reassured by the council’s highways officers. Cllr Piper had been critical of the move saying parking issues were already a problem without a bigger mosque.
“It’s all well and good saying that it won’t add anything to the existing capacity but the existing capacity clearly isn’t good enough now,” he said at the meeting on July 24.
Sandwell Council originally approved plans to build a new mosque on the land, which was previously home to the Hop and Barleycorn pub, in 2011. The project was eventually mothballed with the BMWA blaming the economic downturn for bringing the work to a halt.

Broughton man jailed for role in Southport mosque mob attack
5th September
A "front and centre" member of a mob which attacked a mosque and police, just an hour after a vigil was held for three girls in Southport, has been jailed.
Connah Piggott, 25, of Landsdown Road, Broughton near Chester, had previously pleaded guilty to violent disorder.
At Liverpool Crown Court on Thursday, September 5, Piggott – who the court heard was "front and centre" of the mob, throwing missiles at police – was handed a 28-month prison sentence.
Prosecuting, Christopher Taylor said a peaceful vigil had been held in Southport on the evening of July 30. The vigil, at 6pm, was in memory of Bebe King, six, Elsie Dot Stancombe, seven, and Alice da Silva Aguiar, nine, killed by an attacker at a Taylor Swift-themed dance class.
At about 7pm, parents and children left that peaceful vigil. But around that time, about a mile away in St Luke's Road, a large crowd of about 1,000 people gathered and began attacking the Southport Islamic Society Mosque.
Dozens of police officers were deployed to the scene, but the mob – amid their chants of "This is our f*****g country" , surged at officers and threw missiles at them.
Footage was played to the court showing Piggott – in a distinctive branded T-shirt and wearing a ski mask with markings – throwing "at least four" missiles towards police, while being "front and centre" of the crowd. Judge Denis Watson KC said one of those missiles looked to be a house brick.
Also shown on the footage was a police carrier which had been set alight and traffic cones and wheelie bins being thrown.
Police arrested Piggott at his place of work in Airbus on August 30. He gave a 'no comment' interview.
The court heard Piggott had one previous conviction, for drink-driving. Character references had been submitted to the court from a retired Merseyside Police officer, a Countess of Chester nurse, and the defendant's mother.
Defending, Michael Gray said Piggott offered "an apology to all concerned by his behaviour", which he recognised had caused "huge harm, huge upset" to police officers and members of the community, and it was "entirely out of character".
He added the defendant was "embarrassed" that he had put his family – in court for the sentencing – in this position.
The court heard Piggott, an Airbus fitter, had recently been promoted, but had now lost that job.
Mr Gray added Piggott had assisted charities in the past and had, at 16, gone to Army college in Harrogate with the intention of becoming an Army soldier, but left after 11 months as he felt he was a little too young at the time, hoping to return someday to become an Army reservist.
Judge Watson queried Mr Gray's comment that Piggott's actions were "acting on impulse", saying the defendant had travelled from Chester to Southport that night and had bought a ski mask.
Mr Gray said the defendant told him the ski mask was given to him at the scene, and his initial intention was to go to the vigil.
Judge Watson asked: "Did he go to the vigil?"
Mr Gray replied: "No."
Sentencing, Judge Watson said the "utterly lawless mob", "without any evidence or justification", attacked the mosque on July 30, and the "racist agenda of the mob was clear", even though all involved at the mosque were "completely blameless".
The disorder had left 50 police officers injured that night alone, along with £100k damage to a police carrier.
Judge Watson told Piggott: "The description of you being 'front and centre' [of the mob] is entirely accurate."
He added immediate custody was an appropriate deterrent sentence.

‘1,000 killed from friendly fire is the price of war,’ agree Hamas and Islamic Jihad officials
SEPTEMBER 5, 2024
By OHAD MERLIN
The IDF spokesman in Arabic on Wednesday revealed a document featuring minutes from an August 2022 meeting between Hamas and Palestinian Islamic Jihad officials in Gaza, held following Operation Breaking Dawn, which targeted the Iran-loyalist PIJ in Gaza.
The Hamas official was identified as Ahmed and the commander of the Islamic Jihad’s military department was Akram al-Ajouri.
During the meeting, a controversy erupted over the failed rocket launches by the Islamic Jihad that killed Gazan civilians. In the context of the meeting, Ajouri criticized the accusations of Hamas and was quoted as saying: “Even if a thousand are killed by friendly fire, this is the price of war.”
During the exchange Ajouri criticizes Hamas for their investment in ‘defensive Jihad’ at the expense of ‘offensive Jihad,’ and denounced what he deemed Hamas’s “embarrassment of PIJ with the Egyptians,” claiming that Hamas blames the PIJ for every rocket fired upon its launch even without evidence.
Ajouri also accused Hamas of taking part in a media campaign against the PIJ, especially in the context of the rocket misfires. To this the Hamas representative responded: “we are not part of a campaign against you – but it is the population of Gaza, where there are two million Facebook accounts, and everyone pretends to be an expert. Your rockets fell on the homes of the people in broad daylight, and has happened again and again, so the people were mad at you. You must understand that we do not control the popular view in Gaza.”
Ahmed said that 1,000 killed by friendly fire is understandable if it is a result of unplanned mishaps, yet the problem of PIJ’s rockets did not start today and Gazans were killed by them in 2014, 2019 and 2021, and also in the 2022 round. He added that Hamas contacted PIJ on this issue already in 2019, to which Ajouri responded “By Allah, your words are true. We take our designs from the [Iranian Revolutionary] Guards, and we try to apply them in Gaza, but there are problems with the application which are being taken care of.”
The document confirms Hamas’s and Islamic Jihad’s view of the residents of Gaza and their exploitation of them, as the two movements realize the danger these rockets pose to the lives of the residents and consider them a “war tax” directly or indirectly.
Hamas and PIJ – a history of frictions
The document confirms Hamas’s and Islamic Jihad’s view of the residents of Gaza and their exploitation of them, as the two movements realize the danger these rockets pose to the lives of the residents and consider them a “war tax” directly or indirectly.
“This is also evident during the current war, as Hamas and Islamic Jihad persist in launching rockets from areas populated by civilians and even from humanitarian areas, which exposes the people of the Gaza Strip to danger,” added the IDF spokesperson in Arabic, Avichai Adraee.
The document exposes the friction between Hamas and the PIJ, like another one revealed in March and published by The Jerusalem Post (LINK), in which the Al-Qassam Brigades’ military intelligence division exposed a close surveillance of Hamas against their kin at the PIJ, revealing concerns about PIJ’s potential criticisms of Hamas or claims of credit for “resistance operations.”
The document, dating back to December 2022 and found amid IDF operations in Gaza, outlined Hamas’s dissatisfaction with PIJ’s media portrayal, especially regarding self-damaging rocket launches during Operation Breaking Dawn in August 2022. The document highlighted PIJ’s propaganda efforts, including a TV series, a documentary on its drone capabilities, and its presence on Al Jazeera.
Hamas then proposed four key recommendations to counter PIJ’s media narrative, such as ensuring that PIJ refrains from criticizing Hamas, preventing exaggerated portrayals of PIJ’s missile strength, fostering unity within Gaza’s resistance groups, and influencing media content to emphasize joint operations between Hamas and PIJ.
Hamas and PIJ are largely recognized for their influence in the Gaza Strip, though both have significant presence in the West Bank. Both factions benefit from financial and ideological backing from Iran and its proxies.
While Hamas is grounded in the ideology of “political Islam,” drawing its principles from its parent organization, the Muslim Brotherhood, PIJ’s founders were inspired by the Iranian Khomeini revolution, aligning them more closely with the Islamic Republic and its so-called “Axis of Resistance,” which includes Iran, Hezbollah, the Syrian regime, the Houthi movement, and other militias across the region.
A major distinction between the two is that Hamas is more deeply woven into the fabric of Palestinian society, commanding broader popular support and functioning as a quasi-government, managing infrastructure, education, and public services. PIJ operates more freely, with less attachment to local communities. Recently, both groups have sought to portray a semblance of unity to external audiences, occasionally collaborating on media content, such as videos depicting joint military operations amid the ongoing conflict.

Israeli Crimes In Gaza Hurt All Including Non-Muslims: Abdul-Malik al-Houthi
Sep 5, 2024,
Abdul-Malik al-Houthi said on Thursday that in addition to human conscience, there is a moral and religious responsibility for all Muslims to stand against the Zionist aggression against the Gaza Strip and the West Bank.
He further criticized certain regimes which he said have collaborated with the Israeli enemy and even showed loyalty to it, describing their stance as shameful.
According to the Yemeni official, Arab states are ignoring Israeli crimes of massacring and starving the Palestinian people, insulting and burning the Holy Quran and destroying mosques.
Al-Houthi called on Muslim nations to give importance to fight against enemies of the holy Islam.

‘Justice must be seen to be done,’ ICC chief prosecutor says regarding arrest warrants for Israeli ministers
September 05, 2024
LONDON: After seeking an arrest warrant for Israel’s Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant in May, the International Criminal Court’s chief prosecutor has said that justice must be seen to be done.
Speaking to the BBC’s “Political Thinking with Nick Robinson” radio program, Karim Khan said it was important to show that the ICC would hold all nations to the same standard in relation to alleged war crimes.
He also welcomed the new British government’s decision to drop opposition to the arrest warrants for Netanyahu and Gallant.
“There’s a difference of tone and, I think, of substance in relation to international law by the new government. And I think that’s welcome,” he told Robinson.
Khan had also sought warrants for three Hamas leaders, two of whom have since been killed.
The prosecutor said the court needed to request warrants for leaders on both sides of the war to ensure people around the world saw that the court was applying “the law equally based upon some common standards.”
Khan said: “If one had applied for warrants in relation to Israeli officials and not for Gaza, (some would) say: ‘Well, this is an obscenity’ and ‘How on earth is that possible?’
“You can’t have one approach for countries where there’s support, whether it’s NATO support, European support (or) powerful countries behind you, and a different approach where you have clear jurisdiction,” he added.
Khan said in May that there were reasonable grounds to believe that Netanyahu and Gallant, as well as Hamas leaders Yahya Sinwar, Mohammed Deif, and Ismail Haniyeh, bore criminal responsibility for war crimes and crimes against humanity from Oct. 7 onwards.
The request for the warrants has yet to be approved by ICC judges.
Khan said Israel’s prime minister and defense minister were suspected of crimes including starvation of civilians as a method of warfare, murder, intentionally directing attacks against a civilian population, and extermination.
He accused the Hamas leaders of crimes including extermination, murder, hostage taking, rape and sexual violence, and torture.
Israel and Hamas have both rejected the allegations. US President Joe Biden said the application for arrest warrants against Israeli leaders was “outrageous.”
Khan told the BBC that he had been pressured by some world leaders not to issue warrants.
“Several leaders and others told me and advised me and cautioned me,” he said.
Khan also told the BBC that unlike his critics, he had reviewed the evidence the warrant requests were based on.
“I have one advantage at least. Hopefully, even they will concede, I’ve seen the evidence. They haven’t,” he said.
“The application is not public. It is confidential. It is filed to the chamber. So, they are guessing what evidence has been submitted,” he said.

Israeli forces withdraw from Jenin and its camp, Palestine news agency says
September 06, 2024
CAIRO: Israeli forces have withdrawn from the city of Jenin and a refugee camp there, following a 10-day episode of “violent aggression,” the Palestine news agency (WAFA) said on Friday.
Twenty-one people were killed in the city and camp, the Palestinian health ministry said in a statement.
A Reuters witness said the Israeli forces left behind extensive damage to infrastructure.
In a statement on Facebook, the Palestinian foreign ministry accused Israel of transferring to the occupied West Bank its brutal destruction and devastation in the Gaza Strip, as evidenced by the situation in the cities of Jenin and Tulkarm, and the refugee camps there.

Tunisian police re-arrest presidential candidate minutes after his release
September 06, 2024
TUNIS: Tunisian police late on Thursday re-arrested presidential candidate Ayachi Zammel, just minutes after he was released from jail on a judge’s order, lawyers said.
Zammel is one of three candidates approved to run in the Oct. 6 presidential election, which opposition critics say is rigged in favor of President Kais Saied.
Zammel was arrested on Monday on suspicion of falsifying voter forms. Each candidate must submit forms from 10,000 supporters to qualify for the election. He denies the allegation.
“He was kidnapped by members of the National Guard to an unknown location,” Zammel campaign member Mahdi Abdel Jawad told Reuters.
Abdessatar Massoudi and Dalila Ben Mbarek, two lawyers for Zammel, said he was kidnapped immediately after his release from Borj El Amri prison.
Along with Zammel and Saied, politician Zouhair Maghzaoui is approved to run in the Oct. 6 election.
Zammel has said he faces “restrictions and intimidation” because he is a serious competitor to Saied. He has pledged to rebuild democracy, guarantee freedoms and fix Tunisia’s collapsing economy.
Saied was democratically elected in 2019, but then tightened his grip on power and began ruling by decree in 2021 in a move the opposition has described as a coup.
Major political factions say Saied’s years in power have eroded the democratic gains of Tunisia’s 2011 revolution.
Tunisian opposition parties and human rights groups have accused the authorities of using arbitrary restrictions to help ensure Saied’s reelection.
The electoral commission on Monday rejected an administrative court ruling reinstating three prominent presidential candidates, reinforcing opposition fears that the commission sought to favor the incumbent president.
Law professors, rights groups and political parties said the commission’s decisions threatened to undermine the legitimacy and credibility of the elections and called on it to back down. (Reporting by Tarek Amara; Editing by Cynthia Osterman and Leslie Adler)

Multi-day Israeli raids leave West Bank Palestinians trapped ‘in prison’
September 05, 2024
JENIN: Palestinian man Adnan Naghnaghia has been holed up at home for eight days as Israeli forces were carrying out raids, battling militants and making arrests in the occupied West Bank.
“It’s like a prison,” said the 56-year-old father of five, a resident of the Jenin refugee camp in the northern West Bank, an area targeted in a series of major Israeli “counter-terrorism” operations since August 28.
Israel has occupied the West Bank since 1967, and its forces regularly make incursions into Palestinian communities, but the current raids as well as comments by Israeli official mark an escalation, residents say.
As the Israel-Hamas war in Gaza nears its 12th month, Defense Minister Yoav Gallant said Wednesday that Israel must use its “full strength” to combat “the resurgence of terrorism” in the West Bank, which is separated from the Gaza Strip by Israeli territory.
“There is no other option, use all the forces... with full strength,” said Gallant.
The ongoing raids in the northern West Bank have killed 36 Palestinians since last week, according to the Palestinian health ministry. Some of the dead have been claimed by militant groups as members. Israeli forces have also arrested dozens of Palestinians.
In the latest violence, the health ministry said Thursday five people were killed in a strike on a car in the Tubas area south of Jenin, with the military saying it had targeted “armed terrorists.”
The presence of Israeli troops, in their longest operation in decades against West Bank militants, has brought life in Jenin to a standstill, said Naghnaghia.
“They force you to stay inside the house instead of going out and living a normal life.”
Venturing out has become so perilous that Naghnaghia was speaking to an AFP correspondent by phone even though they were both in the Jenin camp, just 600 meters (yards) apart.
In the camp’s narrow alleys, armored vehicles and bulldozers have left behind a trail of destruction amid the battles.
Most residents “already left,” seeking safety elsewhere, said Naghnaghia.
Jenin city and the adjacent refugee camp have long been a bastion of Palestinian armed groups fighting against Israel.
While Hamas does not have a strong presence in the West Bank, opinion polls suggest its popularity has grown among Palestinians during the Gaza war, triggered by its October 7 attack on Israel. Other militant groups like Islamic Jihad are particularly active in the northern West Bank.
Years of repeated raids have made Jenin camp residents “experts” at waiting them out, said Naghnaghia who had stocked up food for days.
But now he fears it may not last long enough.
“We plan for two-three days, not one or two weeks,” he said.
On Monday Israeli troops searched the family home where about 20 of Naghnaghia’s relatives including children were staying.
Before they left, he recounted, one of the soldiers fired a shot inside the house, at the ceiling.
The 56-year-old said he did not know why the troops were there.
In Jenin city, 68-year-old Fadwa Dababneh has her groceries delivered to her by an ambulance. Other vehicles have largely disappeared off the streets as gunfire rings out, and many roads have been overturned by bulldozers.
For bottled water, “we arranged with the Red Crescent car, they gave us some,” she said.
Medics treat casualties, but now also deliver food and other basics, or help residents make necessary trips across the city.
One woman, who asked not to be named, told AFP she had to take an ambulance to make it to a routine checkup at a hospital.
“Just look at it — so much destruction, so much devastation. People are really exhausted,” she said.
The military operations have forced health professionals to make quick changes to the way they operate. Some, unable to travel home as freely as they used to, are now working 24-hour shifts.
“To leave the hospital now, we need a permit, or we have to coordinate with an ambulance, as the area we’re in is dangerous,” said Moayad Khalifeh, a 29-year-old doctor near the Jenin camp.
He works at Al-Amal, a maternity hospital which has begun taking in wounded from the raids.
“Most of the activity, clashes and blockades happen right at our door,” said Khalifeh.
The hospital’s director, Mohammad Al-Ardeh, was unable to reach the facility for a week due to the fighting, instead managing operations by phone, and some staff members have been unable to come to work, he told AFP.
Making matters worse, water supply “has been cut off maybe six or seven times” since last week, and there have been frequent power cuts.
Since the Gaza war began on October 7, Israeli troops or settlers have killed at least 661 Palestinians in the West Bank, according to the Palestinian health ministry.
At least 23 Israelis, including security forces, have been killed in Palestinian attacks in the territory during the same period, according to Israeli officials.

Hamas urges US pressure on Israel as Netanyahu says ‘no deal in the making’
September 05, 2024
GAZA STRIP, Palestinian Territories: Hamas called on the United States Thursday to “exert real pressure” on Israel to reach a Gaza ceasefire agreement as Prime Minister Benjamin Netanyahu said there is no deal in the making.
The two sides have traded blame over stalling talks for a ceasefire and hostage exchange as Netanyahu faces pressure to seal a deal that would free remaining captives, after Israeli authorities announced on Sunday the deaths of six whose bodies were recovered from a Gaza tunnel.
“If the US administration and its President (Joe) Biden really want to reach a ceasefire and complete a prisoner exchange deal, they must abandon their blind bias toward the Zionist occupation,” Hamas’s Qatar-based lead negotiator Khalil Al-Hayya said, calling on the US to “exert real pressure on Netanyahu and his government.”
But Netanyahu told US talk show Fox & Friends: “There is not a deal in the making... Unfortunately, it’s not close but we will do everything we can to get them to the point where they do make a deal and at the same time we prevent Iran from resupplying Gaza as this great terror enclave.”
Netanyahu insists that Israel must retain control over the Philadelphi Corridor along the Egypt-Gaza border to prevent weapons smuggling to Hamas, whose October 7 attack on Israel started the war.
Hamas is demanding complete Israeli withdrawal from the area and on Thursday said Netanyahu’s position “aims to thwart reaching an agreement.”
The Palestinian militant group says a new deal is unnecessary because they agreed months ago to a truce outlined by Biden.
“We do not need new proposals,” Hamas said in a statement.
“We warn against falling into the trap of Netanyahu... who uses negotiations to prolong the aggression against our people,” the group said.
US National Security Council spokesman John Kirby nonetheless said that Washington believes a ceasefire deal is 90 percent agreed.
But he added that “nothing is negotiated until everything is negotiated, and the things that are still in play right now are very, very detailed... issues, and that’s when things get difficult.”
At Israeli protests in several cities this week, Netanyahu’s critics have blamed him for hostages’ deaths, saying he has refused to make necessary concessions for striking a ceasefire deal.
“We’ll do everything so that all hostages will be with us. And if the leaders don’t want to sign a deal, we’ll make them,” said Gil Dickmann, cousin of Carmel Gat, one of the six hostages whose bodies were found in a Gaza tunnel last week.
Dickmann took part in an anti-government rally at Tel Aviv on Thursday evening, where crowds of demonstrators carried symbolic coffins in a procession, an AFP journalist reported.
Key mediator Qatar has said that Israel’s approach was “based on an attempt to falsify facts and mislead world public opinion by repeating lies.”
Such moves “will ultimately lead to the demise of peace efforts,” Qatar’s foreign ministry warned.
The October 7 attack by Hamas resulted in the deaths of 1,205 people, mostly civilians including some hostages killed in captivity, according to official Israeli figures.
Of 251 hostages seized by Palestinian militants during the attack, 97 remain in Gaza including 33 the Israeli military says are dead. Scores were released during a one-week truce in November.
Israel’s retaliatory offensive in Gaza has so far killed at least 40,878 people, according to the health ministry in the Hamas-run territory.
Most of the dead are women and children, according to the UN rights office.
Strikes continued across Gaza on Thursday, with medics and rescuers reporting a total of 12 dead in separate attacks in the north and south of the territory.
While Israel presses its Gaza offensive, Defense Minister Yoav Gallant said the military should use its “full strength” against Palestinian militants in the occupied West Bank.
“These terrorist organizations that have various names, whether in Nur Al-Shams, Tulkarem, Faraa or Jenin, must be wiped out,” he said, referring to cities and refugee camps where an Israeli military operation is underway.
The Israeli military said Thursday its aircraft “conducted three targeted strikes on armed terrorists” in the Tubas area, which includes Faraa refugee camp.
A strike on a car killed five men aged 21 to 30 and wounded two others, the territory’s health ministry said.
Eyewitnesses told AFP they saw a large number of Israeli troops storming Faraa camp, where explosions were heard.
The Palestinian Red Crescent said the Israeli military handed over the dead body of a 17-year-old, after medics were prevented from reaching him when he was wounded.
Israel has killed at least 36 Palestinians across the northern West Bank since its assault there started on August 28, according to figures released by the health ministry, including children and militants.
One Israeli soldier was killed in Jenin, where the majority of the Palestinian fatalities have been.
Israel’s bombardment of Gaza has left the territory in ruins, with the destruction of water and sanitation infrastructure blamed for the spread of disease.
The humanitarian crisis has led to Gaza’s first polio case in 25 years, prompting a massive vaccination effort launched Sunday with localized “humanitarian pauses” in fighting.
Nearly 200,000 children in central Gaza have received a first dose, the World Health Organization said, and a second stage got underway Thursday in the south, before medics move north.
The campaign aims to fully vaccinate more than 640,000 children, with second doses due in about four weeks.
Louise Wateridge, spokeswoman for the UN agency for Palestinian refugees (UNRWA), warned however that the vaccination drive in the south may not reach all children, as some do not reside in the designated humanitarian zones where Israel has agreed not to strike.

Israel kills brother of key Hezbollah member
NAJIA HOUSSARI
September 05, 2024
BEIRUT: The Israeli army on Thursday morning launched an intensive aerial attack on Kafra, southern Lebanon, in which the brother of an important Hezbollah member was killed.
In a statement, Hezbollah’s military media wing announced the death of Abbas Anis Ayoub, who was born in 1988 and is from Selaa, southern Lebanon.
The Ministry of Health’s Emergency Operations Center confirmed Ayoub’s death, adding that the attack injured another person.
Security reports said that the Israeli army carried out at least three raids to target Ayoub.
Footage on social media showed a house on fire as a result of the attack, which was followed by further Israeli raids, increasing the intensity of the fire.
It seems Abbas Ayoub is the brother of Hussein Ayoub, who is considered the founder of Hezbollah’s air force.
Abbas worked as an engineer before joining the militant group.
Hussein Ayoub was 24 when he was killed by an explosive device during a Hezbollah operation against an Israeli patrol in southern Lebanon, which was under Israeli occupation at the time.
Israeli warplanes and artillery continued operations in southern border villages, including Aita Al-Shaab, Kfarkila and Mays Al-Jabal.
A woman was killed and two civilians were injured on Wednesday night by Israeli shelling of residential neighborhoods in Qabrikha and in the vicinity of Tallouseh, Bani Haiyyan, Qantara and Wadi Saluki.
Three people were injured in an Israeli raid on Houla and the Health Ministry said a 12-year-old child was among the injured in Qabrikha.
Israeli army spokesperson Avichay Adraee said that its aircraft attacked sites in Jebbayn, Zawtar Al-Charkieh, and Ramyeh.
He added that "more than 10 Hezbollah military infrastructures and launch pads were attacked, as they were posing a threat to Israeli civilians.”
Israeli media reported “an explosion of a drone in the Yara area in Western Galilee,” and “damage inside the settlement of Ramot Naftali in Upper Galilee after rockets fell inside the settlement.”
A new statistic circulated by Israeli media revealed that, between January and the end of August, “the total number of rockets fired (toward Isarel) was 6,611, with the lowest number of rockets in January when 334 rockets were fired.”
Israeli Army Radio said that 1,307 rockets were launched from Lebanon toward Israel during August, “averaging 40 rockets a day,” the highest rate of rockets fired since the start of the war.
Statistics on rocket fire from Lebanon toward Israel since the beginning of the year show 1,091 rockets were fired in July, 855 in June, 1,000 in May, 744 in April, 746 in March, and 534 in February.
Maj. Gen. Mohammed Khair, head of the Higher Relief Committee, ruled out conducting a damage survey in southern Lebanon at present or calling on people to return “because Israel is treacherous, and the psychological war has become one of its constant characteristics.”
Khair added: “We cannot expose the lives of HRC employees and Lebanese Army personnel to the risk of Israeli shelling while they are conducting inspection, survey and assessment work. Until we are sure that everything is over and the situation is under control, we will not tell the people of the south to return to their homes and institutions. Otherwise, we would jeopardize their lives and put them at risk.”
He emphasized “the necessity of securing the financial coverage for their return ‘internationally’ as a first step and making a clear, correct decision regarding their return. Then, we will call on the displaced citizens to return to their villages.”
Khair denied the existence of any funds allocated by HRC or the government to compensate southerners affected by the Israeli aggression.
But he said funds had been allocated to help displaced people from the south to the villages of Sidon and the north, to support them.
Regarding the possibility of securing compensation for those affected, Khair said: “Nothing is clear yet. It is not known from where the required funds will be secured.”

Gazans rush to vaccinate children as new polio drive launches
September 05, 2024
KHAN YUNIS, Palestinian Territories: Children in Khan Yunis tilted their heads back, mouths open, as they received oral drops during the second phase of a polio vaccination campaign in Gaza, which began on Thursday.
“I have been vaccinated,” five children said proudly one by one, their inked fingers proof of their inoculation against polio.
Gaza’s health ministry reported the first case of polio in 25 years last month, amid the devastating Israel-Hamas war in the Palestinian territory.
At tent camps for the displaced, schools-turned-shelters and health centers, parents brought babies, infants and teenagers for vaccines provided by UN agencies.
“I live in a tent next to a sewage pond with significant disease and epidemic issues, and mosquitoes and worms have affected us,” said Amani Ashur, 37, who brought his one-year-old son Abdul Rahman to be vaccinated.
Like most Gazans, Ashur has been displaced at least once, finding shelter in the Al-Amal neighborhood of Khan Yunis. His child, like many others, has fallen ill from diseases spreading through the makeshift shelters.
Gazans said they feared the spread of diseases due to the overcrowded and unsanitary conditions in the camps and shelters.
“I was worried about my child, so I brought him to be vaccinated,” said Safaa Al-Balbisi, 34, about her two-year-old son Yahya.
“The war, lack of cleanliness, and living in tents and streets, along with the widespread sewage issues, have all contributed to the spread of diseases.”
Raafat Tuman, 46, brought his two-year-old son Adam to Khan Yunis’s Nasser hospital after learning of the campaign on social media.
“I decided to vaccinate my child to protect him from (polio) and other illnesses,” he said.
Hundreds of families gathered at a school-turned-shelter, waiting for the vaccines to arrive.
Thursday marked the fifth day of polio vaccinations in Gaza and the first in the south of the coastal territory.
UN agency for Palestinian refugees (UNRWA) spokeswoman Louise Wateridge said the aim was to vaccinate 200,000 children against the disease during this phase.
So far, the vaccination drive was going as planned, said Majdi Dahir, Gaza health ministry technical director for the polio campaign.
“The campaign in the Central governorate proved to be highly successful, exceeding the target, which is very positive,” he said, hoping for similar success in the south.
Overall, the campaign aims to fully vaccinate more than 640,000 children in Gaza, with a third phase set to be launched in the north.
Wateridge warned, however, that “in the southern area it’s going to be more difficult to reach a lot of the population,” as the designated humanitarian zones — where Israel has agreed not to strike during the campaign — do not cover all children.
A relative lull in fighting in these areas has offered a brief respite to families after weeks of intense bombing and fighting.
There were still “a lot of strikes this morning and through the night,” Wateridge said, but “one thing I noticed yesterday was, you know, going an hour without hearing a bomb, you notice that.”

Alleged Hezbollah financier expected to plead guilty in US sanctions case
REUTERS
September 05, 2024
NEW YORK: A dual Lebanese-Belgian citizen accused by the United States of financing Lebanese armed group Hezbollah is expected to plead guilty in a criminal case charging him with sanctions evasion and money-laundering conspiracies.
Federal prosecutors in Brooklyn said in a court filing on Thursday that lawyers for Mohammad Bazzi told them he wishes to change his plea. Bazzi, 60, pleaded not guilty last year to three felony counts, including attempting to transact with a sanctioned terrorist organization.
Bazzi’s lawyers did not immediately respond to a request for comment.
The US Treasury Department placed Bazzi on its sanctions list in 2018 over his alleged ties to Hezbollah, which Washington considers a terrorist organization.
Prosecutors said Bazzi covertly sold real estate he owned in Michigan and transferred the funds abroad, in violation of those sanctions.
Bazzi was extradited to the United States in April 2023 from Romania, where he had been arrested two months prior.
Prosecutors and Bazzi’s lawyers jointly asked US District Judge Dora Irizarry to schedule a hearing later this month for Bazzi to change his plea.

Himachal CM Amid Row Over Shimla Mosque: No One Will Be Permitted To Take Law Into Their Hands
By Dar Ovais , Dharamshala
Sep 06, 2024
Amid growing tensions in Shimla over the alleged illegal construction of a mosque in Sanjauli, chief minister Sukhvinder Singh Sukhu on Thursday said all religions are respected in the state and no one will be allowed to take the law into their hands.
Maintaining that all citizens are equal, Sukhu said, “Anyone who attempts to take the law into their own hands will face strict action from our government. We discussed this matter in the assembly, and on Wednesday, the urban development minister also gave the statement.”
The CM also said while we respect peaceful protests, no individual, whether a political leader, worker, or supporter, will be allowed to bypass the law.
A large number of people gathered outside the Sanjauli Masjid in Shimla on Thursday to protest against the alleged illegal construction of the mosque. The protesters included local residents, BJP workers and members of Hindu organisations.
The protestors also reached near Chaura Maidan amid the ongoing Monsoon session of the state assembly, where the matter was also discussed on Wednesday.
PWD minister Vikramaditya Singh, meanwhile, said the government was committed to advancing the interests of every community, adding, “The government has taken note of the issue, and I gave my statement on this matter in the assembly on Wednesday. I made it clear that the government will not tolerate any form of illegal construction. This matter is currently under Municipal Corporation, and hearings have been ongoing. We will expedite the process and ensure that the Municipal Commissioner’s decision is implemented within the bounds of the law.”
Regarding the presence of migrants in Himachal, state minister Anirudh Singh said that the Muslim community has peacefully coexisted in the state for generations. However, he expressed concern about the recent influx of people from other states, emphasising that the primary issue is ensuring proper verification of newcomers. “There is no difference between Hindus and Muslims among those coming from other states. The real concern is that we must verify those coming to Himachal Pradesh to prevent any security risks,” he said.

Humiliated, left shaken by the ordeal, says family of Muslim man assaulted on Mumbai train
September 06, 2024
SNEHAL MUTHA
When 72-year-old Haji Ashraf Ali Sayyed, a resident of Chalisgaon in Maharashtra’s Jalgaon district, boarded the Dhule-CSMT Express to visit his daughter in Kalyan on August 28, little did he know that he would end up in the trauma ward at Sion hospital in Mumbai.
The ward is filled with people, including politicians, who have come to visit Haji and enquire about the assault he faced on the train at the hands of a group of young men, all in their 20s, over suspicion of carrying beef.
Lying in the hospital bed in a half-conscious state, Haji says, “I never thought this could happen to me.” The assault has left his right eye a deep red; a dark patch has formed beneath it, and his skin is swollen. He has also complained of pain in his private parts. His body shudders, as if reliving the traumatic event with each passing moment.
Muslim bodies express concern at rising lynching, communal incidents post 2024 Lok Sabha election
“We were told to report to the Thane Civil Hospital, but his eyes were already turning red. What if he had lost his vision?” says his son, Ashpak Sayyed. Haji’s condition was so dire that he was rushed to Sion hospital on August 31.
The incident came to light after a video of the assault went viral. Ashpak says his father had not initially informed the family about the incident. Instead, he learned about it through a friend who showed him the video on WhatsApp. When Ashpak confronted his father, he finally opened up about the incident. Ashpak says Haji has been unable to sleep, feeling “humiliated” and shaken by the ordeal.
Haji is alleged to have been attacked between Kalyan and Thane stations after he reached for his luggage, which contained two plastic jars of buffalo meat, which is not prohibited in Maharashtra.
‘Premeditated attack’
Recounting the incident on behalf of his father, Ashpak says the assailants attacked him the moment he reached for his bag. “They punched him repeatedly in the face, chest, stomach, and private parts, and made threats to kill him, and rape the women in his family,” he says, suggesting that the attack seemed premeditated. He says they also attempted to throw Haji off the moving train and kept kicking him till other passengers intervened and told them to stop.
Ashpak adds that when Haji got down from the train, a few of the assailants started following him. Fearing for his life, he walked to the Thane Government Railway Police (GRP) station. However, instead of taking his complaint seriously, “the police merely asked him to sign a paper and leave”, says Ashpak.
The widespread outrage sparked by the viral video compelled the police to take action, tracing Haji and registering an FIR on August 31 at 4.26 p.m. against five to six unknown assailants.
Explained | States’ lax response to lynching
The police charged them under bailable sections of the Bharatiya Nyaya Sanhita (BNS) and did not include charges under Sections 302 (uttering words with deliberate intent to wound religious feelings) and 311 (dealing with robbery).
Three persons, identified as Akash Ahwad, Nilesh Ahire, and Jayesh Mohite, all police aspirants, were then taken into custody late at night on August 31. The accused were presented in the Kalyan court, where they were granted bail on September 1.
That afternoon, Nationalist Congress Party (SP) leader and MLA Jitendra Awhad stepped in, visiting the Thane GRP station. He demanded to know why sections related to hate crimes and robbery had not been included in the FIR. Awhad criticised the police for their “negligence” and accused them of treating hate crimes in a “casual” manner, and urged them to add the relevant sections to the FIR.
Bail cancelled
On September 2, Senior Police Inspector Archana Dusane, who was overseeing the case, filed an appeal in the Kalyan court to amend the FIR by adding Sections 302 and 311. The court granted the appeal, leading to the cancellation of the bail granted to the three accused. The trio then went into hiding and is currently absconding.
On September 3, the Thane GRP arrested the fourth accused, 19-year-old Suresh Jadhav, a resident of Navi Mumbai and cashier at a hotel, for his alleged role in the assault. According to the Thane GRP, “there is no connection between him and the other accused, whom he met on the train”.
In Suresh’s rented home in Navi Mumbai, his father, Eknath Jadhav, an autorickshaw driver, says he was unaware of the incident and his son’s involvement in it until he saw the viral videos on TV news channels. Eknath told The Hindu that his son claimed he was not at fault and had “merely posted a status update on WhatsApp”.
According to him, Suresh was on his way back from his hometown, Chalisgaon, where he had gone to attend the 13th day ceremonies after the death of a relative.
‘Not communal issue’
Eknath defended his son, saying, “Suresh has never got into fights or caused trouble in the neighbourhood. They are wrongly portraying this as a communal issue; it was simply about Shravan [the holy month in which people prefer to be vegetarians].”
Suresh’s maternal uncle, who wished to remain anonymous, says, “His face is partially visible in the video, so there’s not much we can do about it. We’ll wait to hear our lawyer’s advice on how to proceed with the case.”

IC 814 hijack: The real story behind the negotiations that saved the lives of 176 passengers
Paran Balakrishnan
06.09.24
Who could have dreamt that a hijacking nearly 25 years ago would spark such a firestorm of anger? But that’s been the offscreen impact of IC 814: The Kandahar Hijack and the Netflix miniseries’ producers have been facing a barrage of criticism from all sides.
The motive behind the hijacking of IC 814 carrying 176 passengers and crew is uncontested. It was orchestrated solely to secure the release of prominent Pakistani jihadist leader Masood Azhar. Negotiators, led by national security adviser Ajit Doval, were convinced at one point they had a deal — just Azhar, no extras. “If we'd had whisky there, we’d have popped the bottle,” a senior government official recounts.
But then, the Taliban tossed in extra demands believed to have been almost certainly dictated by Pakistan’s ISI that prolonged the passengers’ eight-day harrowing ordeal.
At the start of negotiations, the five hijackers demanded the release of 31 people in Indian jails plus a $25-million sweetener. These were quickly hammered down.
But a big complication was that it was Ramzan, so negotiations could take place only at night after the Taliban had sated themselves on their evening feast. Doval usually led negotiations for three hours every night. There were moments when the Indian team felt threatened, despite Taliban assurances nothing would happen to them on Afghan soil.
Ultimately, the government agreed to the hijackers' key demands: The release of Mazood Azhar, who went on to found Jaish-e-Mohammad – the army of Mohammad – which attacked Parliament in 2001 and staged other spectacular terror raids on Indian soil; British-born terrorist Omar Saeed Sheikh, later accused of the murder of journalist Daniel Pearl; and Kashmiri militant Mushtaq Ahmed Zargar.
Inevitably, there are complaints from former intelligence officers about the show's portrayal of the events. The biggest is that in the last episode, an Afghan official heads off for a consultation with Osama Bin Laden. This has triggered claims the scriptwriters were keen to turn attention away from the ISI.
Adrian Levy, who co-wrote ‘Spy Stories: Inside the Secret World of the R.A.W. and the ISI’ in 2021, is suspected by some officials of spinning the story to deflect blame from the ISI. They contend Levy got more cooperation from the ISI when writing his book and this might have influenced the narrative twist.
Officials insist the hijacking’s mastermind was clear from the start: Masood Azhar’s brother and his ISI backers. “We knew 15 minutes after the hijacking had taken place that this is a group aligned with Masood Azhar and the only demand they will have will be for his release," says an official.
“There was no doubt in our minds that people like Azhar and Hafiz Saeed [of Lashkar-e-Taiba] don't operate without the support and concurrence of the ISI,” says one.
India’s international sleuths say they knew the hijacking was orchestrated by Azhar’s brother with ISI support very soon after it happened.
There had already been several plots to force India to release Azhar. Saeed had attempted to take a group of foreign tourists hostage in 1994 to free Azhar but the Intelligence Bureau (IB) foiled his attempt after a shootout and he ended up in jail.
Then, terrorists belonging to a group that called itself Al Faran seized six foreign hostages in Kashmir a year later to secure Azhar’s release. Negotiation attempts failed and only one hostage escaped, another was beheaded and the rest are presumed dead.
There has also been a social media storm alleging the miniseries conceals the identities of the five Muslim hijackers by giving them common Hindu names that include Bhola and Shankar. But these were the code names used by the terrorists during the hijacking. Netflix officials were summoned to the information and broadcasting ministry this week.
To defuse the row, Netflix has updated the series’ opening disclaimer to include the real names of hijackers who were from Pakistan. There are also charges that the hijackers are portrayed too humanely. But passengers say there were some small gestures of kindness, including celebration of a passenger’s birthday. The controversy “is needless,” says passenger Pooja Kataria, adding “true events have been depicted”.
Critics argue storming the plane during its brief Amritsar stop might have been an option. Former R&AW chief A.S. Dulat said on a TV show that the government’s crisis management group (CMG) under the cabinet secretary had dilly-dallied. “The clear instruction never went [to storm the plane]. It was a failure of the CMG,” says Dulat.
However, other officials highlight that such operations – like the successful Israeli one at Entebbe – are complex. They are usually done after wearing down hijackers with hours of negotiation and getting an idea of where each terrorist is in the plane and how they are armed and their state of mind. “Once the plane went to Kandahar, what options were we left with? We were playing with a very weak hand. Our prime concern was only the safety and lives of those people,” one official notes.
Also, in Kandahar, the hijacked plane was parked near the terminal while the relief plane carrying the officials was at the other end of the runway, nearly 2 km away.
Former R&AW officers are also fuming over scenes that show an operative torturing a Nepalese man who’s finally forced to admit that he knew a bag containing RDX had been placed in the plane. In the six-part series, an R&AW agent named Yadav is shown trying to stop the flight from taking off because he had received a warning about the hijacking. All the scenes and the incidents that were supposed to have happened in Kathmandu are fictional, the officials insist.
Was there a warning that a hijacking was being planned? Says Anand Arni, former cabinet secretariat special secretary: “Maybe there was one line somewhere but there was nothing of any consequence. There was no warning to us at all.” Arni headed the R&AW Pakistan Desk at the time and was part of the government team in Kandahar. Arni also says the hijackers were armed with knives to start with and only started brandishing pistols after their brief stopover in Lahore.
Dulat recalls that there was a Christmas Eve function at the R&AW when he was called for a meeting of the government’s crisis management group. He reckons that it convened about 30 minutes after the Kathmandu control tower received word the plane had been hijacked. Dulat adds that there was talk about a bag of RDX on the plane but it has never been confirmed.
In reality, the most closely guarded secret was that the R&AW Kathmandu station chief was on board. Indian government officers ensured his name was never released and the hijackers never got to know he was on board. The slightest hint that he was on board might have been fatal and the government officers depicted in the show kept it a total secret.
Unknown to the hijackers, there was another passenger on board who would have been worth much more than the $25 million they were demanding from the Indian government. That was Swiss-Italian Roberto Giori, director of De La Rue-Giori, a Lausanne-based company that had a virtual monopoly at the time on the design and production of banknotes around the world. He and a companion were on board the flight and the Swiss government was desperate to get him out unharmed.
Not a whisper about Giori being on the plane was allowed to become public.
The weakest moments in the generally fast-paced, tautly written show are the ones that take place in a newspaper between an editor and an aggressive reporter who wants to disclose sensitive information that could have jeopardised the lives of the airline passengers. In real life, such conflicts are unlikely when lives are at stake. Interestingly, though, it should be noted that a journalist was actually the first person to get news of the hijacking before anyone at the intelligence agencies.
There are other minor quibbles about the show. The intelligence officer from Nepal clicks his heels in military fashion when exiting the room after meeting his boss. That’s not usually done in the intelligence services.
The show unfolds, firstly inside the plane which is taken over by the hijackers minutes after taking off from Kathmandu airport, where everyone admits security was not painstaking. The second drama unfolds as senior government officials figure out how to tackle the crisis. It’s gripping television even for viewers who don’t usually watch Hindi shows.
The scenes on board the plane are based mainly – and the show acknowledges this – on the book ‘Flight into Fear: The Captain’s Story’ written jointly by the chief pilot Devi Sharan and senior journalist Srinjoy Chowdhury. The brutal murder of honeymooner Rupin Katyal, the hijacking’s one fatality, is a particularly chilling scene.
Intelligence officers remain full of praise for the 14-member crew led by Sharan and the plane’s 162 passengers – mostly Indians – and say they behaved with great courage. Says one person who was on the spot in Kandahar: “The hijackers forced passengers to sit with their heads bent for hours on end. The conditions on the plane also became appalling very swiftly and many passengers ate the minimum possible so they wouldn’t need to visit the toilet.”
Some intelligence officers involved in the incident suggest that even now after 25 years, Air India (the successor of Indian Airlines) or the government should give some recognition to the passengers. “It could be a cup of tea, it could be anything,” says one intelligence officer.
Swiss-Italian tycoon Giori, whose name isn’t mentioned in the show, was even stronger in his praise. Giori told Time magazine: “What I experienced on the plane has changed me forever. I don’t know what it is: Hinduism, the so-called fatalism of Indians. But the way the passengers stayed so calm throughout, even the children, was exemplary. I told myself, if the plane had been full of Italians or French, it would have been very different."

Muslim delegation meets Uttarakhand DGP amid reports that boards ‘barring non-Hindus’ have come up
by Avaneesh Mishra
September 6, 2024
Following reports of public boards barring the entry of non-Hindus and Rohingya Muslims allegedly coming up at some places, two Muslim delegations said they met Uttarakhand Director General of Police Abhinav Kumar on Thursday.
Talking to The Indian Express, All India Majlis-E-Ittehadul Muslimeen (AIMIM) state president Nayyer Kazmi said that they met the DGP and conveyed that the recent incidents in which minorities were allegedly targeted are harming humanity, mutual harmony, and the image of Uttarakhand.
“It is known that the unpleasant incident that happened in Nandghat of Chamoli district due to a mere allegation is shocking and condemnable. The majority local and extremist groups created an atmosphere by giving hate speeches against the local minority Muslims, in the heat of which local people targeted shops, houses and places of worship of the Muslims looted them, and pelted stones,” said Kazmi in a letter to the DGP.
He claimed that amid the fear, many Muslims there have migrated and are afraid to return to Nandghat for their living and livelihood because warning boards have been put up at different places in the state.
Earlier this month, a mob vandalised around a dozen shops owned by Muslims in Chamoli’s Nandanagar following an allegation that a 25-year-old man from the community made an obscene gesture toward a minor girl. The police had then lodged an FIR against 300 unidentified people.
“Such incidents which happened some time back at different places in our state are harming humanity, mutual harmony and the image of Uttarakhand, hence it is expected from you that in the present incident, the affected Muslims will be rehabilitated and strict and fair legal action will be taken against the persons involved and mischievous elements so that the victims can get individual and collective justice,” said Kazmi in the letter.
Talking to The Indian Express, Kazmi said that he has photos showing boards put up at several locations in Rudraprayag district, threatening non-Hindus and Rohingya Muslims of dire and legal consequences if found roaming or doing business in their villages.

‘BJP kept us in the dark’: As party fields Congress turncoat in Kashmir, its constituency chief resigns with team of 40
by Bashaarat Masood
September 6, 2024
With the BJP fielding a Congress turncoat from the Channapora assembly ahead of elections in Jammu and Kashmir, the party’s constituency president and his entire team of 40 have resigned.
While the party did not make public the name of its candidate, sources said Hilal Ahmad Wani, who was associated with the Congress and joined the BJP some months ago, has been picked. Incidentally, Wani’s son Mehraj Hilal Wani is contesting from the same seat on the ticket of a little known outfit called the Anarakshit Samaj Party.
In a letter to BJP’s state president Ravinder Raina, its constituency president Altaf Ahmad Pandit, constituency secretary Mir Mehraj, youth president of Channapora Suhail Ahmad Bhat, vice-president of the constituency Parvaiz Ahmad and over three dozen workers also announced their resignations.
“Yes, I have resigned from the party along with my entire team,” Pandit told The Indian Express. “I was the constituency president, and for the last six years, we gave our everything to the party. We created a team and our efforts were applauded by the party leadership. But now they have given tickets to somebody else, keeping us in the dark.”
Pandit said that the party did not even make the name of the candidate public. “Last night, I got to know that the party plans to field someone from Channapora constituency,” he said. “In the morning, I got a call from the party asking us to prepare as they are fielding someone else as a candidate.”
Pandit said that the candidate fielded by the party is an outsider and joined only recently. “I have heard his son is also contesting from the same constituency on the ticket of some other party,” Pandit said. “We were left with no option but to resign.”
He said that the party’s district vice-president for Srinagar, Farooq Ahmad, has also rallied behind them and resigned.
There has been anger among the local cadre of the BJP for ignoring the party’s old hands in Kashmir and instead giving tickets to workers who joined recently. Two weeks ago, BJP’ only District Development Council member from Pulwama, Minha Lateef, announced her resignation from the party after she was denied a ticket from the Pampore assembly segment. The party fielded Shokwat Gayoor, who had joined the party a few months ago, as its candidate from Pampore.
Party leaders blame the different power centres in the BJP as the reason for ignoring senior leaders, who “have given their blood and sweat when nobody was ready to raise the flag of BJP” in the Valley.

Ahead of J-K polls, Army doubles down on counter-infiltration, redeploys troops in temporary bases, LoC fence
by Amrita Nayak Dutta
September 6, 2024
Ahead of the elections in Jammu and Kashmir, the Army is working on further strengthening its counter-infiltration grid by redeploying its troops, including along the Line of Control (LoC) fence, in Temporary Operating Bases (TOBs) in the higher reaches as well as in forests and mountains, where intense search operations would be carried out, officials aware of the plans told The Indian Express.
This redeployment of troops at all three levels is aimed at destabilising terrorists by disrupting their hideouts and drawing them into contact, as well as denying them access to population centres. Around 300 additional companies of central armed paramilitary forces have been deployed for the first phase of the elections, on September 18, and this would be stationed in towns and hinterlands for the protection of booths, candidates and the voting population. The Army would stay away from the population centres and a sector of the Assam Rifles is also being inducted in the Jammu region.
The Army will be carrying out intense search operations as part of the exercise, the sources added, while there will be large-scale seek and destroy operations.
Sources said that tourist access would be temporarily denied to specific spots, especially forested areas of North Kashmir that lie close to the LoC.
The troops are deployed along the LoC, LoC fence, and the permanent operating bases round the year and operations are carried out regularly. However, the intensity of operations will be raised and a larger number of TOBs will be established in specific vulnerable areas as part of enhanced security measures during the polls.
As part of the preparations, Route Opening Parties will also step up operations, and more check posts, including mobile vehicle ones, will come up at population centres and roads. Drones will be deployed for increased surveillance and area domination. Surveillance has already been stepped up as regards activities of known overground workers.
Officials said adequate reserves have also been kept by the Army to respond to any contigency in a faster timeframe.
An official admitted that given the enhanced tempo of operations, which can “be sustained for a limited time frame”, they will only be carried out ahead of and during the forthcoming elections.
Intelligence reports have suggested that the terrorists may carry out “low-key incidents to disrupt election activities”, ensuring that they don’t attract any large-scale retaliation from security forces.
The sources quoted above also said that security forces have prepared their response strategies to deal with various situations that may arise during the elections.
J&K has seen a spate of terror attacks in the last few months, resulting in fatalities among security forces. The Indian Express reported last month that the common factors in these attacks — a majority of them in areas south of the Pir Panjal range — are that the militants have better communications equipment to send out encrypted messages and modern rifles, they seem better trained psychologically and physically, and they also seem to be trading in narcotics.
Last week, three terrorists were killed in two encounters with security forces in Kupwara district. As per sources, the strict vigilance and increased area domination which is being carried out during the election season has played a role in the success of the joint operation that was launched by the Army and the Jammu and Kashmir police. Additionally, the security drills of military establishments have also been stepped up.

Misleading Post Suggests that the City of Minneapolis Broadcasts Islamic Call to Prayer
By Alex Demas
September 5, 2024
Aviral post claims that Minneapolis just became the first major U.S. city to broadcast the Islamic call to prayer five times per day over loudspeakers “for the whole city to hear.”
“Someone in Minneapolis needs some stones and stand up against this,” reads one reply to the post. “So much for the separation of church and state in Minneapolis!” says another.
Local and state policies in Minnesota have faced increased national scrutiny in recent weeks following Gov. Tim Walz’s selection as Kamala Harris’ running mate in August.
The post is not entirely false, but is missing important context. In 2023, Minneapolis changed its noise ordinance laws to allow the Muslim call to prayer to be broadcast by mosques in the city, but the city itself does not issue the broadcasts.
Minnesota has been the epicenter of Muslim migration to the United States since the 1990s, particularly in the Twin Cities of Minneapolis and St. Paul. As of 2020, an estimated 140,000 Muslims resided in Minnesota, and there were at least 76 mosques across the state.
Mosques typically broadcast a call to prayer—known as the “adhan”—five times per day: at dawn, noon, afternoon, evening, and nightfall. The earliest prayer begins when light first appears each morning, which can be as early as 3:30 a.m. during summers in Minneapolis. The latest prayer, which takes place once the night sky is visible, often occurs as late as 11 p.m. in Minneapolis during the summer solstice.
Mosques in Minneapolis have been allowed to broadcast the call to prayer without a specific permit since 2022, but city noise ordinances often prevented public broadcasts of the earliest and latest calls to prayer and limited the broadcasts to 70 decibels or less. In 2023, the Minneapolis City Council voted to amend its noise ordinance, allowing all five broadcasts to sound regardless of the time of day.

Father of suspect in Georgia school shooting arrested
SEPTEMBER 06, 2024
The father of a 14-year-old boy accused of killing four people at his high school in the US state of Georgia has been arrested.
Colin Gray, 54, is facing four charges of involuntary manslaughter, two counts of second-degree murder and eight of cruelty to children, said the Georgia Bureau of Investigation (GBI).
Authorities have charged his son, Colt Gray, with four counts of murder and said they plan to prosecute him as an adult. His first court appearance is due on Friday morning.
The shooting on Wednesday at Apalachee High School in the city of Winder, near Atlanta, left two teachers and two students dead, and nine others injured.
GBI Director Chris Hosey said in a news conference on Thursday evening that "these charges are directly connected with the actions of his son and allowing him to possess a weapon".
Authorities are investigating whether Colin Gray bought the AR-style weapon as a gift for his son in December 2023, law enforcement sources told CBS News, the BBC's US partner.
In May 2023, the FBI alerted local police to online threats about a school shooting, associated with an email address linked to the suspect.
A sheriff's deputy went to interview the boy, who was 13 at the time.
His father told police he had guns in the house, but his son did not have unsupervised access to them, the FBI said in a statement on Wednesday.
Officials say the threats were made on Discord, a social media platform popular with video gamers, and contained images of guns.
The account's profile name was in Russian and translated to the surname of the attacker who killed 26 people at Sandy Hook Elementary School in Connecticut in 2012.
A police incident report describing last year's interview with the boy and his father was released on Thursday.
In the report, a deputy described the boy as "reserved" and "calm" and said he "assured me he never made any threats to shoot up any school".
They said he claimed to have deleted his Discord account because it was repeatedly hacked.
Colin Gray also told police his son was getting picked on at school and had been struggling with his parents’ separation.
Police records reveal that the boy's mother and father were in the process of divorcing, and he was staying with his father during the split.
The teen often hunted with his father, who told police he had photographed his son with a deer’s blood on his cheeks.
The boy's maternal grandfather told the New York Times he partly blames the tumultuous home life after Mr Gray's split from his daughter.
“I understand my grandson did a horrendous thing - there’s no question about it, and he’s going to pay the price for it,” Charlie Polhamus told the newspaper.
"My grandson did what he did because of the environment that he lived in,” he added.
During the news conference on Thursday, Barrow County Sheriff Jud Smith said all nine of those injured were expected to make a full recovery.
Several victims had already left hospital, he said.
Students Mason Schermerhorn and Christian Angulo, both 14, and teachers Richard Aspinwall, 39, and Christina Irimie, 53, died in the attack.
Witnesses said the suspect left an algebra lesson on Wednesday morning only to return later and try to re-enter the classroom.
Some students went to open the locked door, but apparently saw the weapon and backed away.
Witnesses said they then heard a barrage of 10-15 gunshots. Two school police officers quickly challenged the boy and he immediately surrendered.
These are not the first charges against the parents of a suspect in a school shooting.
In April, the parents of a Michigan teenager who killed four students with a gun they bought for him just days before the shooting were sentenced for their role in the attack.
James and Jennifer Crumbley were both found guilty of manslaughter and each sentenced to 10 to 15 years in prison.
The case was widely reported to be the first time the parents of a child who had carried out a mass shooting were held criminally liable.

New York police commissioner and other officials' homes raided
SEPTEMBER 06, 202
Federal authorities have raided the home of New York Police Department Commissioner Edward Caban.
"The Department is aware of an investigation by the US Attorney’s Office for the Southern District of New York involving members of service," the NYPD said in a statement to BBC News.
Other top New York officials appointed by Mayor Eric Adams - who has faced a corruption probe - saw their homes raided on Thursday, including First Deputy Mayor Sheena Wright and Deputy Mayor for Public Safety Philip Banks III.
According to a lawyer for New York City Hall, investigators have not indicated that anyone in the mayor's office is a target of an investigation.
The US Attorney's Office and the FBI, which reportedly participated in some of the raids, declined to comment.
As of Thursday evening, no official reason had been given for the raids.
Sources told CBS News, the BBC's US partner, that at least one of the raids involves an investigation regarding NYPD executives' electronic devices.
Ms Wright and Mr Banks' mobile phones were reportedly seized during the search of their homes on Thursday.
Mr Caban has led the NYPD since 2023. He is the city's first Latino police commissioner and is considered a close ally of Mayor Adams.
Ms Wright shares her home with David Banks, the city's school chancellor and the brother of Phil Banks, the other city official whose home was raided.
It is unclear if both Ms Wright and Phil Banks were targets of the raid, or if just one of them was the focus.
Investigators have not indicated to Mr Adams's office that "the mayor or his staff are targets of any investigation", City Hall chief legal counsel Lisa Zornberg said in a statement to the BBC.
"As a former member of law enforcement, the mayor has repeatedly made clear that all members of the team need to follow the law."
Phil Banks, a former NYPD chief, has faced legal issues in the past. Federal prosecutors identified him as a unindicted co-conspirator in a police bribery scheme during the past mayoral administration.
Banks left the department in 2014 and was never charged with wrongdoing.
Mr Adams's time as mayor has been beset by law enforcement investigations.
The FBI raided the home of Mr Adams's chief fundraiser, Brianna Suggs, last year as part of an investigation believed to be focused on whether the Adams campaign received illegal campaign contributions from the Turkish government and other foreign sources.
Other city officials and advisers saw their homes searched as part of that probe and Mr Adams himself was subpoenaed.
The mayor has previously said that he is co-operating with all investigations and emphasised that he has not been accused of wrongdoing.

Lack of access to information: A major challenge for journalists in Afghanistan
By Fidel Rahmati
September 6, 2024
Journalists are concerned about the lack of timely access to information in Afghanistan. They argue that these delays hinder their ability to inform the public effectively.
They are urging the Taliban Ministry of Information and Culture to ratify and enforce the law on access to information, enabling them to share news with the public more promptly.
The Ministry of Information and Culture has stated that it has prepared a draft of the access to information law. However, it still requires approval from the Taliban leader.
Naeemul Haq Haqqani, head of the Government Media and Information Center (GMIC), claims that the Taliban has been improving information availability for journalists.
Despite these efforts, it has been three years since the Taliban took control of the country, and a specific law regarding access to information is still pending.
In addition to the challenges with information access, there is a worsening humanitarian crisis, exacerbated by recent restrictions on women’s employment, including female journalists. The ban on women working has not only limited their economic opportunities but also significantly impacted the media landscape, reducing diverse perspectives and reporting.
The restrictions have intensified the humanitarian situation, as many women are left without income or means to support their families. Addressing these issues is crucial for alleviating the broader crisis and ensuring that all voices are heard and represented in the media.

Border killing: Probe each, punish the responsible
Sep 6, 2024
Dhaka has asked New Delhi to conduct enquiries into all border killings, identify the persons responsible, and bring them to justice.
The call was made in a formal protest note that the Ministry of Foreign Affairs sent to the Indian High Commission in Dhaka.
It was mainly to protest the killing of a 13-year-old Bangladeshi girl, Shwarna Das of Juri upazila of Moulvibazar, who was shot and killed by Border Security Force (BSF) of India on September 1.
It also said, "The government of Bangladesh called upon the government of India to stop repetition of such heinous acts and conduct enquiries into all border killings, identify the persons responsible and bring them to justice."
According to human rights organisation Ain O Salish Kendra (ASK), 31 Bangladeshis were killed by BSF along the border in 2023, of whom 28 were shot dead.
The number of Bangladeshi citizens killed by BSF in 2021 and 2022 were 18 and 23, and at least 522 Bangladeshis were killed between 2009 and 2020, it said.
"Bangladesh strongly protested and condemned such ruthless acts and expressed deep concern over the incidents," according to a statement of the foreign ministry.
The government of Bangladesh reminded Indian government that such incidents of border killing are undesirable and unwarranted and such actions are in violation of the provisions of the Joint Indo-Bangladesh Guidelines for Border Authorities, 1975.

EC responsible for destruction of democracy: Rizvi
Sep 5, 2024
BNP Senior Joint Secretary General Ruhul Kabir Rizvi today said the Election Commissions was among those responsible for destroying democracy in Bangladesh.
Speaking at a press conference, he also demanded that those responsible for violating the constitutional system be brought to justice.
"You, CEC Kazi Habibul Awal, unilaterally announced the results of an election marked by rigging and robbery. Why did you not resign? Was the job more important to you than the country and the nation? The Election Commission is among those responsible for undermining democracy in our country," he said.
The Agriculturalists Association of Bangladesh (AAB) organised the press conference at BNP's Nayapaltan central office to protest what it described as misleading news coverage in the media.
Rizvi said a terrible monster has been ousted through an earth-shaking movement led by children and teenagers.
He said that the BNP, the 20-party alliance, and other like-minded parties were consistently carrying out a movement to pave the way for the ouster of the Awami League government. "The despotic rule of Sheikh Hasina was brought down on August 5, based on that groundwork."
Stating that making an entente with the accomplices of autocrats is a complete betrayal of the sacrifices made by martyrs, Rizvi said BNP is a political party with a deep commitment to independence and democracy. "We have respect for all religions."
He said the leaders of a political party with a record of making entente in the past are talking about forgiveness. "How can we forgive those who committed genocide?"
Mentioning that the ghost of Sheikh Hasina still exists in all offices and courts, he said individuals belonging to a special quarter are now being recruited in educational institutions.
Responding to a question from journalists, Rizvi noted that the Awami League closed all but four newspapers in 1975 when it established one-party Baksal rule.
He also said during its last 16 years in power, the Awami League established Bakshal differently by shutting down some newspapers and television channels and transferring media ownership to those loyal to the party. "So these media outlets have consistently served as propaganda tools for the Awami League," he said.
Rizvi said the primary role of the media is to uncover the truth and provide objective news. "This is essential for democracy. When the media fails in this role, it becomes a tool for autocrats rather than a pillar of democracy. Media is crucial for maintaining stability in a truly democratic country," he said.
He urged journalists to publish accurate and objective news, asserting that independent media is vital for the flourishing of democracy in the country.

Terror Hideouts In Afghanistan Not Pakistan’s Concern Alone, Says FO
September 6, 2024
ISLAMABAD: The hideouts of terrorist groups in Afghanistan are not Pakistan’s concern alone since the United Nations has highlighted the activities of such outfits in the neighbouring country, the Foreign Office spokesperson said on Thursday.
While answering a question during her weekly press briefing, Mumtaz Zahra Baloch said Pakistan has repeatedly presented evidence of activities carried out by terror outfits based in Afghanistan.
This is not Pakistan’s concern alone, she said, adding that UN reports have highlighted the activities of such groups as well.
In a report released in July, the UN stated that the proscribed Tehreek-i-Taliban Pakistan (TTP) was the largest terrorist group in Afghanistan, and it also enjoyed “operational and logistical support” from both the Afghan Taliban and factions of Al Qaeda.
The report noted that the strength of the banned TTP fighters was between 6,000 and 6,500.
Commenting on the new women’s rights law introduced by the interim Afghan government, she said Pakistan’s position on women’s right to education was consistent.
“Every man and woman has a right to education. As Pakistan’s Constitution guarantees rights to women, we wish similar rights for every woman.”
Israel’s atrocities in Gaza
The FO spokesperson condemned the Israeli occupation forces’ assault on refugee camps in Jenin and Tulkarm cities of the occupied West Bank, calling it a breach of and contempt for international laws.
“Targeting individuals sheltered in refugee camps is yet another breach of the international humanitarian law by the Israeli occupation forces, demonstrating their contempt for international law and basic tenets of decency and acceptable international behaviour.”
“Pakistan calls for an immediate cessation of these raids masquerading as military operations in the West Bank,” she said, adding the path to lasting peace “cannot be achieved through aggression”.
The spokesperson urged the UN Security Council to play its role in stopping Israel from further attacks against civilians, hold the country accountable for war crimes, and take measures to protect Palestinians.
Kashmir dispute
While responding to a query about the Indian foreign minister’s recent statement on India-held Kashmir, the spokesperson rejected any narrative that suggested the dispute “has been or can be settled unilaterally”.
It is an internationally recognised dispute that must be resolved in accordance with the UNSC resolutions and wishes of the Kashmiri people.
While briefing the media on the 50th session of the OIC Council of Foreign Ministers held recently in Cameroon, she said Pakistan was represented by Foreign Secretary Muhammad Sajjad Qazi.
The forum reaffirmed its consensus on the Jammu and Kashmir dispute by declaring that the final settlement in accordance with the UN Security Council resolutions and a UN-supervised plebiscite was indispensable for durable peace and stability in South Asia.
Similarly, she said, the OIC Contact Group on Jammu and Kashmir met on the sidelines of the meeting and reaffirmed its support for the struggle of Kashmiris.
“We welcome the pronouncements of the Council of Foreign Ministers and the Contact Group on the Jammu and Kashmir dispute,” she added.
The spokesperson said that the 23rd meeting of the Ministers for Foreign Economic and Foreign Trade Activity of the SCO member states would be held in Islamabad on Sept 12.
Pakistan has extended invitations to the heads of relevant ministries of all SCO member countries.

• Gen Chaudhry says 193 security officials, 90 ‘extremists’ killed in over 30,000 IBOs this year; asks civilians to do more to keep terror in check
ISLAMABAD: The army on Thursday hinted at a military trial for former prime minister Imran Khan, warning that using military personnel for personal or political gains invites legal action.
“Under military law, anyone who uses individuals subject to the Army Act for personal or political gain and evidence of such actions exists, will be subject to the law taking its course,” military spokesman Lt Gen Ahmed Sharif Chaudhry stated during a media briefing at the Inter-Services Public Relations office located in the General Headquarters.
In response to a query about the potential military trial for Imran Khan, the general attempted to sidestep the question by stating that the matter was sub judice and the question by the journalist was hypothetical. However, he simultaneously outlined the conditions under which a civilian could be tried under military law.
The spokesman’s statement appeared to be referencing Section 2(d)(i) of the Army Act, which extends the act’s purview to civilians who attempt to compromise the duty or allegiance of military personnel to the government. The Army Act, which regulates the conduct and responsibilities of military personnel, also establishes the framework for military trials and outlines the offences and procedures relevant to service personnel.
Though Mr Khan’s military trial had long been speculated, rumours gained traction after he sought intervention from the Islamabad High Court to preempt a possible court martial.
Imran Khan’s plea was prompted by concerns that he might be implicated in the May 9 violence, for which FIRs were filed against him in Rawalpindi. His anxieties were heightened by the arrest and speculation that former spy chief Faiz Hameed might turn an approver against him. These fears seemed to be substantiated by a statement from the federal government’s legal affairs spokesman, suggesting that Mr Khan could be tried under the Pakistan Army Act, 1952.
Gen Chaudhry, in response to a separate question, recalled an earlier ISPR statement on retired Gen Hameed’s arrest, highlighting allegations that the former intelligence chief had contravened the Constitution and laws to advance the interests of certain political elements for personal gains.
When asked about the roles of former ISI chief Naveed Mukhtar and former army chief Qamar Bajwa in the elevation of Gen Hameed and his subsequent appointment as the spy chief, the spokesman passed the onus on to the then-prime minister, saying the ISI director general’s “boss is the prime minister”. His assertion implied that Imran Khan got him appointed to that position. He also cautioned against associating other officers with him without evidence.
The ISPR chief said, “In an expression of confidence in the army’s accountability system, the matter was referred to the army through the Ministry of Defence.”
A ‘court of inquiry’, he said, was commissioned in April this year, and in view of the “solid evidence” in the case, the Field General Court Martial was ordered.
“Court-martial proceedings have been initiated against the officer,” the spokesman said, adding that no timeframe could be given for the completion of the process. He further stressed that “anyone involved in this case will not evade the law’s reach.”
“The army is not opposed to any political party, nor does it support any,” he maintained, adding that the military kept a professional relationship with the government as laid down in the Constitution and the law.
No political leanings
According to the spokesman, the army in view of its national character neither pursues any political agenda nor has political biases and preferences.
To support his argument, Gen Chaudhry said, “If anyone in the army works for the attainment of personal interest and promotes certain political agenda for personal benefit then the internal accountability system kicks in.”
Counter-terrorism operations
Speaking about the counter-terrorism operations, Gen Chaudhry said 32,173 intelligence-based operations were carried out in the first eight months of this year, including 4,021 in the last month alone, which resulted in the killing of 90 alleged extremists.
He estimated over 130 operations are carried out daily by the army along with police, intelligence, and other law enforcement bodies. The spokesman noted that 193 soldiers were martyred over the past eight months and vowed to carry on this fight until the end of terrorism.
In response to a query about the frequent need for operations and the persistence of terrorism, Lt Gen Chaudhry indirectly criticised the civilian authorities, suggesting that their inadequate efforts were a significant factor in the ongoing terrorist threats.
Gen Chaudhry stated that since the onset of counter-terrorism operations, the military has successfully cleared approximately 46,000 square kilometres of territory, eliminating all no-go areas and terrorist strongholds. “We have accomplished the clear and hold stages of our counter-insurgency strategy, and are now conducting intelligence-based operations (IBOs) to sustain this progress,” he said.
However, he expressed regret that the build and transfer phases, which were the responsibility of local and provincial governments, had yet to be completed. This has resulted in some areas requiring clearance operations again. “In some regions, the government’s writ is only maintained through military operations,” he noted, emphasising that prolonged military involvement has its own implications and can lead to negative narratives about the army.
The spokesman stressed that in accordance with the original and revised National Action Plans (NAP) and ‘Operation Azm-i-Istehkam’, the civilian leadership must also take steps to strengthen the criminal justice system, disrupt the terrorism-crime nexus, and develop a robust narrative against extremism and terrorism.
Lt Gen Chaudhry further observed that since the return of the Taliban to power in Afghanistan, facilitation of TTP from across the border had increased. He said that this issue of cross-border facilitation of terrorists was being addressed.\Source:

Senate passes bill to regulate public meetings in Islamabad
September 6, 2024
• Tarar says permission to PTI for Sept 8 rally in the capital ‘intact for now’
• Senators Shahadat Awan, Saifullah Abro mend fences after altercation
ISLAMABAD: As the Senate on Thursday passed a controversial bill proposing up to three years imprisonment for participants of an unauthorised assembly in the federal capital, Law Minister Azam Nazeer Tarar told the house that the permission granted to the PTI to hold a rally in Islamabad was intact “as of now”.
The rules were suspended for the immediate consideration of the ‘Peaceful Assembly and Public Order Bill 2024’ bill seeking to empower the district magistrate to regulate and ban public gatherings in Islamabad.
As soon as Senate Standing Committee on Interior Chairman Saleem Rehman introduced a report of the committee on the bill PML-N parliamentary leader Irfanul Haq Siddiqui pointed out that the Senate panel had approved the bill with an overwhelming majority of 6-1 votes. He requested the chair to take up the bill for immediate consideration, adding that a motion to this effect was already on the agenda.
PTI leader Barrister Ali Zafar objected to the bill and said rules could only be suspended in case of inconsistency or difficulty in their application. He also said the bill was designed to prevent PTI from holding the Sept 8 rally in the federal capital. Senator Siddiqui defended the proposed legislation, saying it had nothing to do with any rally. He pointed out that the law allowed rallies in designated areas.
Mr Nazir Tarar said the permission granted to the PTI for a rally in Islamabad on Sept 8 was intact “for now”. He said the PTI was allowed to hold the rally at a designated location, adding that the media coverage of the event would be ensured.
About the objection to the suspension of rules to pave the way for the bill, he said, the house made the rules and had a right to suspend them as well.
He said this was not being done for the first time.
Leader of the Opposition in the Senate Syed Shibli Faraz called the move ‘mala fide and misuse of the majority’, warning that the law would be used against the treasury in future.
The PTI senator then came down hard on Law Minister Azam Nazeer Tarar, questioning his competency as a senior lawyer. He wondered why the law minister did not object when independent Senator Muhammad Abdul Qadir moved a private member bill in the house the other day, seeking an increase in the number of the Supreme Court judges.
Referring to articles 74 and 81 of the Constitution, he said that the bill involving expenditures from the Federal Consolidated Fund could only be introduced by the government. He pointed out that the law minister remained silent as the bill was tabled in the lower house of parliament.
PPP Senator Saleem Mandviwalla defended the move, saying that the PTI lawmaker Mohsin Aziz moved a money bill on the last private member’s day and the house even allowed it — a claim that was challenged by Senator Shibli who said it was not a money bill but about bank loans.
Law Minister Tarar in his response said that a money bill passed by parliament to increase the number of judges of the SC was struck down by the apex court in the past.
The court’s argument was that the number of judges could not be increased through a money bill, he said.
He explained that the facility of moving a private member bill is for the opposition because treasury members had the privilege to get any bill moved through the government.
“Do not mix up things. The bill about increase in number of judges is not such a bill that affects Article 74 and Article 81 of the Constitution,” he said.
Awan-Abro altercation
Another highlight of the proceedings was Senator Shahadat Hussain Awan of the PPP and Senator Saifullah Abro of the PTI burying the hatchet and embracing each other, two days after a quarrel during a Senate panel’s meeting.
At the outset, the Senate had to suspend proceedings after the issue of a recent altercation between the two lawmakers was raised in the house.
Senator Faraz said the PTI did not endorse “un-parliamentary norms” in the house and proposed the formation of a committee to look into the matter.
Regarding the Senate panel proceedings, Senator Shahadat Awan said what happened to him was intolerable.
He said Senator Abro accused him of being a “tout” and used foul language against him, adding that Mr Abro even threatened to hit him with a chair.
He said his “self-respect was dearer to him than the dignity of the Senate”. Venting out his anger, he levelled serious allegations about the personal character of Senator Abro and said he would not spare him.

Major legal victory for govt as SC restores NAB amendments
By Arfa Feroz Zake
September 06, 2024
ISLAMABAD: The Supreme Court on Friday approved the intra-court appeals filed by the federal government and restored the amendments made to the National Accountability Ordinance, 1999 via the National Accountability (Amendment) Act, 2022.
Apex court's larger bench headed by Chief Justice of Pakistan (CJP) Qazi Faiz and comprising Justices Athar Minallah, Aminuddin Khan, Jamal Khan Mandokhail, and Hasan Azhar Rizvi announced the 5-0 majority verdict today which was reserved on June 6.
Today's judgement comes after a three-member bench — led by former chief justice Umar Ata Bandial including Justice Mansoor Ali Shah and Justice Ijazul Ahsan — had struck down the amendments to the NAB law promulgated by the Pakistan Democratic Movement (PDM) government in 2022 in response to the petition filed by Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan.
The legislation had modified sections 2, 4, 5, 6, 25 and 26 of NAB laws, however, nine out of 10 amendments were declared "null and void" by the top court in its September 14, 2023 order.
Approving the intra-court appeals filed by the Centre and provinces, the SC today remarked that during the course of the case the PTI founder could not prove that NAB amendments were unconstitutional.

Mohsin Naqvi under fire in parliament for ‘destroying’ cricket
Iftikhar A. Khan
September 6, 2024
ISLAMABAD: Pakistan Cricket Board Chairman Mohsin Naqvi, who is also the interior minister, came under fire in both houses of parliament following Pakistan’s embarrassing defeat at the hands of Bangladesh in a two-match Test series in Rawalpindi, with lawmakers demanding his resignation from the board.
They said there was no justification for making Mohsin Naqvi the head of the cricket board and after the ‘annihilation’ at the hands of Bangladesh, his removal had become imperative. The lawmakers chanted slogans of shame in the Senate, asking the premier to appoint a competent person as the PCB chairman.
PTI leader Barrister Syed Ali Zafar said after the defeat that Bangladesh had inflicted on Pakistan, he believed that cricket had also been destroyed in the country like other games.
“There is only one reason for the disaster, and that is when you appoint an incompetent head of an institution, not only the institution is destroyed, but all the work done by the institution is spoiled,” he remarked.
He said Mohsin Naqvi might be very capable but he could not perform as the in-charge of cricket and because of him the game was being destroyed. “The voice of the whole nation is that he should resign from this post.”
Senator Saifullah Abro chided Mohsin Naqvi over his much-talked statement about Balochistan in which he said even a single SHO could sort out the problem of terrorism. “If it is so, then we may acquire services of 40 SHOs to handle four provinces, AJK, GB, and 36 ministries.”
Senator Abro wondered that if the Test series was to be gifted to Bangladesh this way, what was the justification for shutting down the federal capital.
Senator Manzoor Ahmad said the nation had high expectations from the players, who are paid Rs4 to 6 million in monthly salaries besides other incentives. He agreed that the PCB chairman and its board of governors should tender resignations.
Senator Khalil Tahir reminded fellow lawmakers that the person being grilled was also a member of this house and that he was not present to respond to them.
“The issue raised is of the entire nation. The talk here has been about his role as an administrator and a professional but not as a senator. It is a matter of the nation’s prestige. Unfortunately, youngsters have stopped watching cricket as they are so disappointed with the team’s performance,” Senator Irfan Siddiqui, who was presiding over the session at the time, observed.
NA unhappy with Naqvi
The interior minister also came under criticism in the National Assembly where the members, speaking on points of order, castigated his performance as interior minister as well as the PCB chief.
PTI’s Sibghatullah, speaking about the delay in issuance of passports, alleged that the minister was involved in corruption in the sports and immigration sectors.
He alleged that Rs50,000 to Rs60,000 was being demanded from the people to issue them passports. He said a delay in the issuance of passports had become a serious matter as a large number of people, especially in his Malakand constituency, were overseas Pakistanis and their visas were about to expire.
Lashing out at Mr Naqvi over his absence from the house, the PTI MNA regretted that he did not give importance to parliament as well as the government. He alleged that not only parliament but the government itself had no control over the interior minister.
Earlier, ruling PML-N MNA Tahira Aurangzeb expressed her concern over Pakistan’s poor performance against Bangladesh and even called for ‘banning’ the game. She did not name Mr Naqvi in her speech, but questioned the criteria for selection and appointments.

Islamabad court withdraws KP CM’s arrest warrants
Malik Asad | Waseem Ahmed Shah
September 6, 2024
ISLAMABAD / PESHAWAR: A court in Islamabad withdrew the arrest warrants for Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur on Thursday in a case related to the recovery of liquor and weapons, following the Peshawar High Court’s decision to grant him protective bail.
On Wednesday, judge Shaista Khan Kundi had issued the non-bailable arrest warrants for the KP chief minister as he failed to attend previous proceedings.
On Thursday, Raja Zahoorul Hassan, the counsel for Mr Gandapur, argued before the court that the additional district and sessions judge (ADSJ) hearing the appeal seeking suspension of the arrest warrants had observed that the trial court had ample power to review the decision.
He said his client had obtained protective bail from the PHC and given an undertaking to appear before the trial court in due course. He assured the judge that the KP chief minister will appear before the court on Sept 21.
The judge cancelled the arrest warrants and adjourned the hearing till the said date.
Protective bail
Earlier, a division bench of the Peshawar High Court comprising Justice Syed Arshad Ali and Justice Shahid Khan granted the CM protective / transit bail, and restrained law enforcement agencies from arresting him.
The bench pronounced that the duration of the protective bail would be mentioned in its detailed order sheet.
The bench directed Mr Gandapur to appear by Sept 21 before the relevant court in Islamabad in the case in which his arrest warrants had been issued.
Advocates Alam Khan Adenzai and Ali Zaman appeared along with Mr Gandapur before the bench and contended that the petitioner was falsely implicated in dozens of cases on political grounds.
They stated that so far the petitioner had appeared before several courts across the country, especially in Islamabad and Punjab, and was granted pre-arrest bails in around 100 cases.

Churna Island declared second marine protected area in Pakistan
September 4, 2024
The Balochistan government on Wednesday approved Churna Island as a designated Marine Protected Area (MPA), the second in Pakistan, according to a press release by the World Wildlife Fund-Pakistan (WWF-P).
Churna is an island in the Arabian Sea, located around 6.8 km northwest of Mubarak Village. According to the press release, the provincial government had declared Astola Island as the first MPA in June 2017.
The non-governmental organisation appreciated the Balochistan government’s efforts in securing this designation, while also lauding Secretary Forest and Wildlife Department Dostain Jamaldini and Chief Conservator Wildlife Sharifuddin Baloch for playing a role in the process.
Churna Island, like Astola Island, is among the limited marine areas in Pakistan that have coral habitats and are termed a biodiversity hotspot.
“However, Churna Island, located near Karachi, is being extensively used for scuba diving, snorkelling, cliff jumping, jet skiing, and other recreational activities.
“It is considered an important fishing ground where a large number of fishermen from Sindh and Balochistan operate,” the press release noted.
The marine ecosystem and diverse wildlife inhabiting Churna Island are under serious threat due to many anthropogenic activities including the development of power plants, single-point mooring, an oil refinery in the immediate vicinity, as well as recreational activities that are conducted in the area, the press release said.
“WWF-P believes that declaration of Churna Island as an MPA is an important step towards ensuring that the fragile ecosystem of the area is protected.”
Per WWF-P’s press release, Pakistan is a signatory of the Convention on Biological Diversity. According to its Kunming-Montreal Global Biodiversity Framework, states are required to declare 30 per cent of the ocean area as a protected area by 2030 (called 30 x 30).
Commenting on this declaration, Rab Nawaz, Senior Director, Biodiversity Programmes, WWF-P, appealed to both the federal and Sindh governments to take decisive actions to achieve the target of 30 x 30 by following the footsteps of the Government of Balochistan and declaring additional Marine Protected Areas in Pakistan, the press release said.
Nawaz further said that because of poorly planned development activities and climate change, we are losing our marine resources.
“This initiative will help reverse the damage caused to marine ecosystems and would protect marine life for future generations”, the press release quoted him as saying.
WWF-P’s Technical Advisor Muhammad Moazzam Khan pointed out that Churna Island is a biodiversity hotspot known for more than 50 species of corals and 250 species of fish as well as many invertebrates and vertebrates.
The declaration of Churna Island as an MPA will address the challenge of biodiversity loss and help protect the threatened species reported from this area, Iit added.

Pope Francis’ visit to Indonesia shores up interfaith tolerance in world’s most populous Muslim nation
Kevin Clarke
September 05, 2024
The Weekly Dispatch takes a deep dive into breaking events and issues of significance around our world and our nation today, providing the background readers need to make better sense of the headlines speeding past us each week. For more news and analysis from around the world, visit Dispatches.
Pope Francis visited the “tunnel of friendship,” connecting the Istiqlal Mosque and the Cathedral of Saint Mary of the Assumption in Jakarta, Indonesia, on Sept. 4 as he finished the first leg of his 12-day journey to Asia and Oceania, describing the tunnel as “an eloquent sign, allowing these two great places of worship not only to be ‘in front’ of each other, but also [to be] ‘connected’ to each other.”
It is an image appreciated by Alexander Hendra Dwi Asmara, S.J., a lecturer in Catholic religious education at the Jesuit Sanata Dharma University in Yogyakarta in south-central Java. He believes the pope’s visit will prove a meaningful boost to interreligious relations in Indonesia. “With [the visit’s theme of] ‘Faith, Togetherness and Compassion,’ Pope Francis sends a message of tolerance and humanity,” he said.
During Mass at Jakarta’s main stadium after his tunnel visit, Pope Francis told the more than 100,000 Indonesians in attendance: “Be builders of hope.”
“Guided by the word of the Lord,” he said during his homily, “I encourage you to sow seeds of love, confidently tread the path of dialogue, continue to show your goodness and kindness...and be builders of unity and peace.”
Pope Francis used the occasion of his visit to the Istiqlal Mosque to sign the “Joint Declaration of Istiqlal 2024: Fostering Religious Harmony for the Sake of Humanity” with the grand imam of Istiqlal, Nasaruddin Umar, continuing a global dialogue with prominent Muslim leaders that has typified his papacy. Like other interreligious pronouncements, this latest declaration extends the pope’s efforts to improve relationships among world religions, emphasizing religious belief as a global force for peace and fraternity.
The brief statement calls different faith traditions to join together to confront the twin crises of climate change and “dehumanization,” noting, “The values shared by our religious traditions should be effectively promoted in order to defeat the culture of violence and indifference afflicting our world.”
The declaration can’t help but contribute to Indonesia’s sense of itself as a site of relative calm and tolerance during a time when religious traditions have come into sometimes ruinous conflict in other nations. That self-image has been at times undermined by flare-ups of religiously motivated violence.
In 2021, a militant Islamic couple blew themselves up outside a packed Catholic cathedral on Indonesia’s Sulawesi island during a Palm Sunday Mass, injuring 20 people. In May 2018 three families were involved in a string of deadly Isis-inspired suicide attacks on churches and a police headquarters in the Indonesian city of Surabaya that left 12 people dead.
According to the Indonesia’s Ministry of Home Affairs, 87 percent of Indonesia’s 282 million people are Muslim, 7.4 percent are Protestant, 3 percent Roman Catholic, 1.7 percent Hindu and just under 1 percent Buddhist. With 245 million Sunni, Shia and other adherents to Islam Indonesia is the world’s most populous Muslim nation.
The Pew Research Center reports that Indonesia’s Christians are scattered across the archipelago, but they comprise majorities in the country’s least populous provinces—the six provinces on the island of Papua in the far east of Indonesia include just 2 percent of the country’s overall population but 15 percent of its Christian population.
Responding to America by email on Sept. 5, Father Hendra said Indonesians have learned hard lessons from “the massive interreligious conflict” that roiled the country between 1998 and 2000, when ethnic tensions and religious intolerance “divided and destroyed the unity of the people.” He believes that in recent years, Indonesian society has been most characterized by interreligious tolerance, openness, respect and dialogue.
But, Father Hendra reports, “small and local tensions in some areas” certainly persist.
“In Indonesia, religions are often manipulated for political interests, especially during the local and presidential elections,” Father Hendra said. That cynical politicking has been a source of religious divisions in Indonesian society, and he anticipates that political rhetoric exploiting religious differences will likely continue.
Resistance to the construction of Christian or non-Sunni Muslim places of worship and criminal charges of blasphemy—a potentially serious offense in Indonesia—are evidence of “some degree of negligence” by a central government disinclined to challenge regional political or Islamic authorities. Indonesian President Joko “Jokowi” Widodo’s administration has made use of the nation’s blasphemy law as a political weapon, imprisoning Jakarta’s then-governor Basuki Tjahaja Purnama, a Christian of Chinese descent, for two years under the law in 2017. Mr. Basuki was convicted of insulting Islam after he argued during a gubernatorial campaign speech that a verse from the Quran had been misused to suggest that Muslims could not support non-Muslim candidates.
Since declaring its independence from the Netherlands in 1945, Indonesia has followed a policy of “Pancasila,” that is, “Five Principles” meant to guide the nation, beginning with an official requirement of “belief in the one and only God” and concluding with a fifth principle guaranteeing “social justice” for all. The Indonesian constitution officially endorses freedom of religion, but it also requires that citizens accept restrictions established by law to protect the rights of others and to satisfy “just demands based upon considerations of morality, religious values, security, and public order in a democratic society.” In practice, that has meant Sunni Muslims often dictate social norms among the six religions officially recognized by the state.
In its most recent report tracking global levels of religious restrictions, the Pew Research Center ranks Indonesia in the “very high” category for government restrictions on religion, and the international religious freedom watchdog group Open Doors ranks Indonesia 42nd in its top 50 nations where Christians face the most persecution. In its assessment, Open Doors reports: “The situation for Christians has been deteriorating in recent years, with Indonesian society increasingly influenced by conservative interpretations of Islam.”
It adds that conditions are especially precarious for Christians and converts to Christianity in Aceh province. Sharia law is enforced in Aceh province, where authorities conduct public canings for violations like consuming or selling alcohol, gambling or extramarital sex.
A tendency by government officials to treat Sunni Muslims as first among equals may not be controversial to the general public. An overwhelming majority of Muslims—86 percent—say it is very important to be Muslim to be truly Indonesian, according to Pew’s 2022 survey of South and Southeast Asia. And nearly two-thirds—64 percent—of Indonesia’s Muslims favor making Sharia the official law of the land.
Acts of discrimination or intimidation by Sunni adherents directed at Shia and other Muslim minorities and legitimized by local government officials have been a persistent source of tension, but Christians have also been targeted. According to the U.S. State Department’s 2023 assessment of religious freedom in Indonesia, residents from religious majorities in certain communities sometimes “pressure local authorities to delay or deny the construction or renovation of houses of worship for local religious minorities.” Government officials and police also at times failed to prevent religious and religiously affiliated groups from acts of intimidation, including damaging or destroying houses of worship and the homes of religious minorities.
In an illustration of the phenomenon, Human Rights Watch recounts the experience of the parish community of St. Joannes Baptista in Parung, which purchased land for a church before the introduction of Indonesia’s “religious harmony” regulations in 2006. But “instead of promoting harmony, the law effectively gives the local religious majority veto power over minority places of worship,” Andreas Harsono, H.R.W.’s Indonesia researcher, reports.
After being denied construction approval, members of the parish for years experienced continual harassment from Muslim neighbors. More than a decade later, Mr. Harsono writes, “there is still no church,” and the parish uses tents during services for its 3,000 members that it “often must dismantle…because of pressure from the local administration, especially during Christmas and Easter celebrations.”
In a statement posted on the website of the Jesuit Conference of Asia Pacific, Benny Juliawan, S.J., the Indonesian Jesuit provincial, described the nation’s eight million Catholics as “a tiny minority in the largest Muslim country in the world.” But their social influence belies the small size of the community. According to Father Juliawan, Indonesian Catholics are “quite prominent in various aspects of public life, including business, education, and government.”
Catholic schools, universities, hospitals and charitable organizations are particularly well regarded, Father Juliawan said in his statement, adding that the church “is an active player in the interfaith dialogue.” Pew researchers report that while Christians “make up a relatively small share of Indonesia’s population, they account for a larger percentage of elected officials.”
“The relationship between Catholics and the majority Muslim population has been largely peaceful,” Father Juliawan said. “Of course, discrimination happens, and there have been conflicts, some quite violent in the past, but there is no systemic persecution thanks to the country’s secular constitution.”
The status of minority Christians, he assesses, is “not perfect, but an example nonetheless of how the church is thriving as a minority.”
The government of Indonesia has made efforts to nurture tolerance, especially with an eye to countering the influence of Islamist radical groups, according to Father Hendra. But he is not convinced that “top-down approach” will achieve its goals. So far, some government edicts have just created confusion and provoked the “labeling of others as radical.”
“The grassroots and everyday interreligious movement is more effective than the government policy,” Father Hendra argues, noting the beneficial impact of the interreligious cooperation that was expressed in the humanitarian response to the Covid-19 pandemic.
Father Hendra finds the most hope in the acts and attitudes of young Indonesians who seem more open to interreligious dialogue and cooperation. In demonstrations against Mr. Widodo’s “unconstitutional political maneuvers,” the upcoming generation of Indonesians “has been able to unite people across religious traditions.”
Their collaborative political engagement, he suggests, “can be the bridge to build more open and prophetic religions in Indonesia.”

Ogbomoso Muslim Community Accuses Soun Of Attempt To Remove Chief Imam
Sep 5, 2024
Olusegun Koiki
LAGOS – Crisis is brewing in Ogbomoso as the Muslim Community in the area is accusing Oba Ghandi Olaoye Orumogege III, Soun of Ogbomosoland of an attempt to remove Dr. Teliat Yunus Ayilara II, the Grand Chief Imam of the land.
The Muslim community in a statement by Alhaji Akintoye AbdusSalam Olla, Chairman, Ogbomoso Muslim Community, purported that the Soun was bent on removing the Grand Chief Imam despite two court injunctions that prevented him from doing so.
According to Olla, the palace had continued in intimidation and violence against the Muslim community and planned to hijack the Central Mosque using military force.
The statement also accused the Soun of using the old Eid ground as a makeshift mosque for the newly turbanned ‘Palace Imam’, thereby sparking anarchy.
The statement also itemised Oba Ghandi’s “provocative actions” to include refusal to advise family dissidents to approach the court of law to prove their allegations and encouraging rebellion and making the palace available as a studio of sorts for recording provocative videos and casting aspersions on the personality of Yunus, in flagrant disregard to the peace agreement facilitated by the Chairman, Ogbomoso North Local Government and the Honourable Commissioner for Local Government and Chieftaincy Matters, which it said advocated maintaining status quo.
The statement added: “Fuelling rebellion by mobilising palace chiefs, with his paraphernalia, as his representatives to a parallel Eid ground during Eidul Fitr celebration in open disdain to the gentleman agreement not to hold parallel ‘Eid prayer reached at the residence of Aare Musulumi of Yorubaland Edo and Delta states Alhaji Daud Makanjuola Akinola, in the presence of the Deputy Governor, Barr. Bayo Lawal and all heads of security agencies in Oyo State.
“Issuing baseless queries to the Imam for attending hajj without his ‘permission’ and turbanning a rival ‘Palace Imam’ without a Palace Mosque, thereby promoting division and subterfuge.”
The Soun was also alleged of delivering inflammatory speech, revealing a grand plot to oust the Grand Chief Imam and undermine Islam in Ogbomoso.
The statement decried that Muslim community was increasingly agitated and community elders were making efforts to maintain peace.
It explained that the followership of the Grand Chief Imam transcends all boundaries, making this a potential national security issue requiring swift attention.
The Ogbomoso Muslim Community, therefore called on the respective authorities to urgently intervene in the matter to prevent further escalation.

U.S. Mayor, Former British Diplomat Back Nigerian Govt Treason Charges Against Briton, 12 Nigerians
6 September 2024
Ikenna Ngere
A former British diplomat, David Roberts, and Mike Arnold, a U.S. Mayor, have voiced their support for Nigeria’s decision to prosecute British national, Andrew Wynne and 12 Nigerians on charges of treason.
Naija News reported that the Briton and Nigerians are accused of plotting to overthrow the government of President Bola Tinubu by the Nigeria Police, on Monday.
This comes after Inspector-General of Police, Kayode Egbetokun, filed a case at the Federal High Court in Abuja, accusing the suspects of attempting to destabilize the country, threaten the president, and cause destruction at the National Communication Commission (NCC) Centre in Kano.
The alleged crimes were said to have taken place between July 1 and August 4, 2024.
The names of those charged are:
1. Abdulsalam Zubairu
2. Adeyemi Ahayomi (aka Yomi)
3. Andrew Wynne (aka Andrew Povich)
4. Angel Innocent
5. Bashir Bello (aka Murtala)
6. Buhari Lawal
7. Comrade Musa Abdollahi
8. Comrade Opaluwa Eleojo
9. Lucky Obryan
10. Micheal Adaramoye (aka Lenin)
11. Mosiu Sadiq
12. Nursdeen Khamis
13. Suleiman Yakubu
Wynne, the only foreign national in the group, has been a central figure in the case, accused of fueling unrest under the guise of protests.
In separate statements, Roberts and Arnold emphasized that Wynne does not have immunity against Nigerian law.
They condemned actions like the flying of Russian flags during August’s cost-of-living protests, interpreting them as an affront to Nigeria’s sovereignty.
Roberts, a former British Council director in Nigeria, stated, “It is wrong and provocative for any foreigner, UK national or not, to be involved in destabilising a nation like Nigeria, with close links to Nigeria, especially after we had to deal with our protests last month.
“If a British national is involved, it gives Nigeria’s closest friend, the United Kingdom, a bad name. In such circumstances, the best thing to do is for the persons involved to come out of hiding and clear their names if, indeed, they are innocent.
“The United Kingdom has just come out of a nasty experience with intolerants attempting to destabilise our country in the name of anti-immigration protests.
“So, I am empathetic to Nigeria’s situation, with protests supposedly about hardship becoming a platform to instigate regime change.”
Arnold, Mayor of Blanco, Texas, expressed his belief in free speech but clarified that such freedoms should not be exploited to incite violence or promote insurrection.
He stressed that any foreigner participating in unlawful protests should turn themselves in and face the consequences for violating Nigerian law.
The U.S. Mayor noted that flying the Russian flag during the protests indicated a move toward insurrection, which could not be tolerated.
Arnold stated, “I believe deeply in the freedom of speech and the right to assemble and protest peacefully. That said, I stand entirely with the Nigerian government in preserving democracy.
“Any foreigner involved in politicising the so-called Days of Rage protests has run afoul of the laws of Nigeria and violated their visa status. They should turn themselves in. Russian flags showed that, in some instances, otherwise peaceful and law-abiding protests were twisted into an insurrection against democracy, which cannot be tolerated.”
Both officials stand with Nigeria in its effort to maintain peace, democracy, and national stability in the face of attempted subversion.

Forex Rate To Determine Dangote Petrol Price – NNPC
6 September 2024
Enioluwa Adeniyi
As the Nigerian National Petroleum Company Limited (NNPCL) prepares to lift petrol from the $20 billion Dangote Petroleum Refinery on September 15, Nigerians are eagerly anticipating relief from the ongoing fuel scarcity.
The NNPCL, however, has cautioned that the price of Premium Motor Spirit (PMS) will be influenced by factors such as foreign exchange rates and market dynamics, as the market is now fully deregulated.
NNPCL’s Executive Vice President of Downstream, Adedapo Segun, on Thursday, noted that market forces would dictate fuel prices moving forward.
This comes as independent oil marketers reported that over 2,000 tankers are still waiting to load fuel at depots in Lagos, Warri, and Port Harcourt.
The Federal Government also announced that a massive supply of petrol would hit the market over the weekend, with vessels beginning to offload products, though it ruled out fixing petrol prices.
“The market has been deregulated, meaning that petrol prices are now determined by market forces rather than the government or NNPCL,” Segun explained.
He further revealed that NNPC has already supplied 30 million barrels of crude oil to the Dangote Refinery and plans to deliver an additional 17 million barrels in the coming months.
Despite speculation that NNPCL had started lifting petrol from the refinery and was selling at ₦897 per litre, Dangote Group’s Chief Branding and Communications Officer, Anthony Chiejina, denied these claims.
He clarified that no refined PMS had been lifted from the refinery yet, and price fixing does not fall under the company’s purview.
However, a Presidency source, who spoke on condition of anonymity because he was not authorized to speak on the matter, told The Punch that Dangote and not the NNPC would determine the price of the product, insisting that the refinery would not sell below the cost price.
The source said, “It’s a private business, Dangote will determine the price of the product based on market realities.
“The Federal Government has already intervened by asking NNPC to sell crude to Dangote in naira. So far, 30 million barrels of crude oil have been supplied to Dangote. Between now and October, Dangote’s refinery will receive 17.8 million barrels of crude from the Federal Government, in addition to the 30 million barrels already supplied.
“The Federal Government stated that going forward crude should be sold to Dangote in naira to alleviate the pressure of seeking foreign exchange. This also allows him to sell to marketers in naira. How else can the Federal Government intervene?
“Dangote claims that the Federal Government will determine his price, he is being economical with the truth. He certainly will not sell below his cost price.
“The only role of the government as a regulator is to ensure that businessmen like Dangote do not take undue advantage of Nigerians. The government will also ensure product quality and prevent Dangote from setting arbitrary prices. By implication, the government will not allow him to set arbitrary prices.”
The Minister for Petroleum Resources, Heineken Lokpobiri, expressed hope that there would be availability of petrol at the weekend.
He said this following a meeting with the Vice President, Kashim Shettima, as well as the Managing Director and Chief Executive Officer of the Nigerian National Petroleum Company Limited, Mele Kyari, and the Executive Director of the Nigerian Midstream and Downstream Petroleum Regulatory Authority, Ogbogu Ukoha, at the State House on Thursday.
Lokpobiri said the meeting was at the instance of President Bola Tinubu, who, he said, was concerned about the hardship being faced by Nigerians
He urged Nigerians to desist from panic buying, stating that while the government was not fixing prices, the prices would stabilise as soon as the product was made available.
Lokpobiri stated, “What is important is for us to convey to Nigerians that the President is empathetic about what is going on in the country. He is concerned about the hardship of Nigerians, and that was why he directed the Vice President to call this meeting, for us to reflect on what is going on in the country.
“What is important is that products are available in the country, and we believe that between now and the weekend, there will be availability of products across the length and breadth of the country.
“The price could be high in some other areas, much higher in some other locations, and in some locations, much more than you know in other areas. But we believe that by the time there is availability of products across the country, the price itself is stabilised.”
He added, “What is important is that the government is not fixing prices. This sector is deregulated. And we believe that with the availability of products, the price will find its level. And this is important for Nigeria to know.
“There are enough products in the country to be able to meet the demands of Nigerians; there should be no panic buying. And we also believe that Nigerians need to know that the government is not fixing prices. That is what I want to convey to Nigerians,” he said.
Executive Director, NMDPRA, Ukoha, while speaking with State House correspondents, stated, “All regulatory efforts are now geared towards stabilising supply, with a resultant impact that it will be positive also on the stability of price.
“To that objective, the regulator is ensuring that there are increased operating hours from all loading depots, vessels are being cleared promptly, and extended hours where safety can permit, for truck outs as well.
“More important also is the reinforcement of the support being given to local refinance, because with increased production from them, indeed, like the minister has said, there will be higher supply, which will stabilise the price. That’s the effort that the regulator is making.”

Terrorism Financing: Police To Grill NLC President, Ajaero Sept 25
6 September 2024
Enioluwa Adeniyi
The scheduled second interrogation of the Nigeria Labour Congress (NLC) President, Joe Ajaero, by the police did not take place on Thursday as planned, with Ajaero and the NLC Secretary, Emmanuel Ugboaja, failing to appear at the Force Criminal Investigation Department (FCID) in Abuja.
A Punch correspondent who was at the FCID confirmed the absence of both Ajaero and Ugboaja, who were expected to answer questions regarding an ongoing investigation.
A source familiar with the situation disclosed that the NLC leaders had informed the investigating team in advance that they would be unavailable for the scheduled interrogation.
The source said, “They did not show up. I am aware they have written those handling their case that they wouldn’t be coming today. They asked them to expect them on September 25.”
Counsel for the NLC, Femi Falana (SAN), who accompanied Ajaero to the police headquarters for his first appearance on August 29, had told the platform on Wednesday that the labour leaders might likely seek a postponement of the interrogation.
Speaking further on the matter on Thursday, Falana said, “We wrote for another date as Comrade Joe Ajaero has an engagement outside Abuja today.”
The police are quizzing Ajaero over allegations of terrorism financing, cybercrime, subversion, criminal conspiracy, and treasonable felony.
His invitation came in the wake of a night raid by the police on the NLC national secretariat in Abuja.
The police are alleging a link between the labour leader and a Briton, Andrew Wynne, who has been accused of financing the recent #EndBadGovernance or #Hunger protest in the country to allegedly overthrow the government of President Bola Tinubu.
Following Ajaero’s first appearance on August 29, the police, in another letter signed by the Commissioner of Police, Operations, Ibitoye Alajide, on behalf of the Deputy Inspector General of Police, Force Intelligence Department, Abuja, asked him to appear again on Thursday, September 5, alongside the NLC General Secretary “to answer questions over alleged criminal intimidation, conducts likely to cause a breach of public peace, and malicious damage to property.”
The letter read, “In furtherance of investigations into the alleged case of criminal intimidation, conducts likely to cause breach of public peace and malicious damage to properties in which your name featured, you are requested to come along with Comrade Emmanuel Ugboaja for an interview with the Deputy Inspector General of Police, Force Intelligence Department, FID, through the undersigned, at SPO’s Room 112, 2nd Floor, Force Intelligence Department (FID) Complex, Shehu Shagari Way, opposite Force Headquarters Area 11, Garki, Abuja on Thursday, 5th September 2024 at 11 am.”

IPOB Lists 27 Detention Centres Where Over 350 Igbos Face Human Rights Abuses
5 September 2024
Ikenna Ngere
The Indigenous People of Biafra (IPOB) has alleged that over 350 people from the South-East region of Nigeria, primarily Igbos, are being secretly detained in 27 detention centers across the country.
According to a statement by IPOB’s Media and Publicity Secretary, Emma Powerful, the detainees are subjected to severe human rights abuses, including torture and organ trafficking.
Many of these individuals were reportedly arrested during the 2020 #EndSARS protests and have since been held without communication.
IPOB claims that Igbos have been specifically targeted by security forces, with many detained on accusations of being members of IPOB, the Eastern Security Network (ESN), or under false charges of kidnapping.
The statement also highlighted that individuals from other ethnic groups are also being held in these facilities.
According to Saharareporters, IPOB identified the secret detention facilities where over 350 Igbos and people from other ethnic groups were currently being held incommunicado to include: Wawa Military Base; Kanji Dam detention centre; Niger State barrack and prison (Over 350 Igbo Biafrans, some Nigerians abducted during EndSars protest) are dumped there; The DSS headquarters, Abuja; Intelligence Response Team (IRT) Abattoir, Abuja; Tiger base Police detention, Owerri, Imo State; Goodluck Jonathan’s Army barrack Ohafia, Abia state and Zone 9, Umuahia, Abia state detention center.

Some of the detainees have been missing for years, with some abducted as far back as 2016 during a rally in support of then-U.S. President Donald Trump.
IPOB has called on human rights organizations such as Amnesty International and the UN Human Rights Council to investigate the situation and pressure the Nigerian government to release those detained.
They stress that prolonged illegal detention constitutes torture and a violation of fundamental human rights.
The group urged families with missing relatives to visit these detention centers to investigate the status of their loved ones and demands that the Nigerian government be held accountable for these alleged violations.
The IPOB spokesperson said “Igbos are the highest ethnic group that are being detained with accusations of being either members of IPOB or ESN (Eastern Security Network) or framed as kidnappers by the Nigeria Police, DSS (Department of State Services), and Army.
“Igbos have been profiled by reason of their ethnicity by the Nigerian government and hunted and detained across all the illegal detention centers in Nigeria.
“Not only the innocent Igbos are detained in these illegal detention facilities, but also innocent people from other ethnic groups are locked up in these gulags.
“Some of the IPOB members that the Nigerian Army and Police abducted during President Donald Trump’s inauguration rally in 2016 at Port Harcourt (Igweocha), Rivers State are still missing.
“IPOB is still searching for those men and women who were abducted during the peaceful rally, more than 8 years on.
“Nigerians with missing relatives should visit the above named detention centers for their loved ones to investigate to know if they are still alive.
“The public should also know that the Nigerian security forces keep moving the detainees from one detention center to another for reasons best known to them.
“The Directorate of State of the Indigenous People of Biafra is calling on human rights organisations, Amnesty International, Human Right Watch, Intersociety, and the UN Human Rights Council to initiate the move to find out how many of these detainees are still alive and compel the Nigerian government and her security agencies to release these innocent civilians from these dungeons.
“Prolonged illegal detention is torture, which is an abuse of fundamental human rights of those citizens.
“The Nigerian government is an embodiment of human rights violators, and it is time the government is called to order.”

George Oshogwe Ogbolu
The Lagos State House of Assembly has amended the Appropriation Law of 2024 that has a size of N2,267,976,120,869.
Naija News reports that this was made known by Eromosele Ebhomele, Chief Press Secretary to the Speaker of the Lagos State House of Assembly.
The reordering is sequel to a letter dated August 9, 2024 and sent to the House by the State Governor, Babajide Sanwo-Olu.
The House at plenary on Thursday gave the approval after the Chairman of the Committee on Economic Planning and Budget, Hon. Lukman Olumoh, presented the report and recommendations of the Committee which were adopted as the resolution of the House.
Though the total budget size remains the same, the recurrent expenditure was reduced from N952,430,566,998 in the original budget to N935,377,028,422 while the capital expenditure was increased from N1,315,545,553,871 to N1,332,599,092,448 following the reordering.
“That a bill for a law to authorise the issuance and appropriation of N935,377,028,422 from the Consolidated Revenue Fund for Recurrent Expenditure and N1,332,599,092,448 from the Development Fund for Capital Expenditure thereby totalling a revised budget size of N2,267,976,120,869 for the year ending 31st December, 2024 be passed into law,” the Speaker, Mudashiru Obasa, announced to his colleagues who unanimously voted in favour.
The Speaker, thereafter, directed the Clerk of the House, Olalekan Onafeko, to forward a clean copy of the bill to the Governor for his assent.
Prior to the passage of the reordered budget, Hon. Olumoh reminded the House that in the letter sent by the Governor, the latter explained that the rationale for the request to redistribute the budget included the need to boost the appropriation to some Ministries, Agencies and Parastatals.
The letter requesting the reordering had also emphasised the need to meet the State Government’s commitments to the residents through the budget.

Policemen Involved In ₦3 Million Extortion Arrested – Adejobi
5 September 2024
Udeze Ekene
The Nigerian Police Force have arrested policemen who extorted ₦3 million from Kelechi Isaac, in Bayelsa State.
Naija News reported that Kelechi Isaac, a Ghana-based Nigerian, narrated how policemen at gunpoint, collected money from him in Bayelsa State where he attended a friend’s traditional wedding ceremony.
“Immediately they accessed my phone, they went to my messages log and saw a ₦10 million bank alert. Immediately they saw the alert they shouted ‘Na dem’.
“At that point the beating increased. They said that if I didn’t give them ₦6m they would kill all of us. Out of fear I started negotiating with them and at end of the day I transferred ₦3m to them in two bank accounts they provided and drove with us and stopped us at Ahoda in Rivers State and drove back,” Isaac stated his experience with the policemen.
The Force Public Relations Officer, Olumuyiwa Adejobi, who had earlier promised the Bayelsa State Police Command would fish out the policemen, in a statement on Thursday, announced that the officers have been arrested.
He stated that the policemen are attached to Zone 16 Command in Yenagoa. “The policemen involved in this case of extortion of 3m have been arrested.
“The men are attached to zone 16 command in Yenagoa. The command has been asked to produce the men at the FHQ. The FHQ will continue to sanitize the system and ensure justice is done in all cases brought to its notice,” Adejobi said.
The Police Public Relations Officer said the Inspector-General of Police, Kayode Egbetokun, is against any unprofessional conduct of police personnel, including any form of extortion.
“I and many senior officers feel uncomfortable the way some policemen engage in unprofessional conduct, most especially forceful extortion, and most times, they even drop the name of the IGP in their illegal and inhumane act.
“The IGP has condemned it and reiterated that he doesn’t need any money or gift from any officer as returns or settlement. The IGP will never condone or support any unprofessional, corrupt, and illegal act. The Force will continue to uphold its values and ethics,” he added on his X handle.

First shipment of Mpox vaccine arrives in Kinshasa, DRC
By Dominic Wabwireh with
6 September 2024
The first batch of 100,000 doses mpox vaccine officially reached Congo's capital on Thursday, three weeks following the declaration of mpox outbreak in 12 African nations as a global emergency.
Western partners, including the European Union and the United States, have committed to providing around 380,000 doses of mpox vaccines.
However, this amount represents less than 15% of the 3 million doses that authorities claim are necessary to control the mpox outbreaks in Congo, which is at the center of the global health crisis.
Speaking to the media at the airport, Laurent Muschel, Director-General of HERA, announced, “Today, we are delivering 100,000 doses of the Mpox vaccine, which will arrive at Kinshasa airport at 12:10. Another flight carrying an additional 100,000 doses is scheduled for Saturday at the same time. This means a total of 200,000 doses are coming to the Democratic Republic of the Congo to address the mpox crisis. Just two weeks after the Africa CDC and WHO declared a continental and international health emergency, we are taking action to provide the necessary vaccines to protect the at-risk population.”
The 100,000 doses of the MVA-BN vaccine, produced by the Danish firm Bavarian Nordic, were donated by the European Union via HERA, the EU's health emergency agency.
Last week, the organization reported over 22,800 mpox cases and 622 deaths across the continent, noting a 200% increase in infections within the past week.
The majority of cases and fatalities are in Congo, where the new mpox variant was first identified, and where most infections are among children under 15.
Following the global mpox outbreak in 2022, affluent nations quickly provided vaccines and treatments from their reserves.
However, only a limited number of doses have reached Africa, despite urgent requests from its governments.
The MVA-BN vaccine has been administered in Europe and the United States, and the E.U. has approved it for adults.
he European Medicines Agency is currently reviewing additional data to potentially allow its use for children aged 12 to 17, which may occur by the end of the month.
Last week, the U.S. donated 10,000 doses of mpox vaccines to Nigeria, where the disease has been prevalent.
This marks the first known donation to Africa since the outbreak began. Nigeria has reported 40 mpox cases this year, according to the Nigeria CDC.
Mpox, or monkeypox, had been spreading largely unnoticed in Africa for years before the 2022 outbreak affected over 70 countries, as stated by Dr. Dimie Ogoina, chair of WHO’s mpox emergency committee.
While the previous outbreak primarily affected gay and bisexual men, mpox in Africa is now transmitted through sexual contact as well as close interactions among children, pregnant women, and other vulnerable populations.
Most individuals over 50 were likely vaccinated against smallpox, which may offer some protection against mpox; however, Africa's predominantly young population is largely unvaccinated and therefore more susceptible, according to Ogoina.
The Africa CDC is developing a coordinated response plan for the outbreaks, which will be presented to African leaders for consideration at a meeting in September.
