Experts Urge The Enactment Of Specific Laws To Address “Femicide”In Malyasia

-------------
PETALING JAYA: Experts are urging the enactment of specific laws to address “femicide”, defined as the killing of women and girls due to their gender, arguing that Malaysia’s current criminal justice system lacks provisions to tackle it effectively.
On Aug 17, 10-year-old Nuraina Humaira Rosli was found dead in a swamp near Kampung Orang Asli Bersah in Pos Kuala Mu in Sungai Siput, Perak.
On July 17, the body of Nur Farah Kartini Abdullah, 25, was discovered in an oil palm plantation in Kampung Sri Kledang, Hulu Selangor.
Both cases are being investigated as murder under Section 302 of the Penal Code.
Universiti Malaya criminologist and deputy dean of postgraduate studies Dr Haezreena Begum Abdul Hamid said while not all murders of women fall under femicide, the crime is not currently recognised by
police since Malaysia has no legal provisions to charge individuals specifically for it.
Women’s Aid Organisation (WAO) acting executive director Nazreen Nizam highlighted that while Malaysia lacks official data on femicide, WAO media monitoring from January to August recorded 17 cases of women or girls being killed.
“Of these, 60% involved intimate partners, with 46.7% of them being married and 13.3% unmarried. Family members were the perpetrators in 20% of such cases, while friends and colleagues were involved in another 20%. This highlights the domestic nature of these crimes.
“Young women and girls are especially vulnerable due to societal norms that assign them lower status and power within families. Cultural beliefs reinforcing male dominance over women further increase the risks they face.”
Nazreen noted that while Malaysia has laws addressing domestic violence and sexual assault, femicide is not recognised as a distinct crime driven by gender based motives.
Consequently, such cases are prosecuted under general homicide laws, failing to address the unique gendered patterns behind some of the killings.
She added that the lack of gender sensitive training for law enforcement officials often leads to elements of femicide being overlooked.
“It is important to amend the Penal Code to explicitly define and criminalise femicide, provide specialised training for officials and strengthen victim support services.
“Both law enforcement officers and the public lack awareness of what constitutes femicide. Education and training on the nuances of femicide and gender based violence are crucial to ensure proper enforcement and legal recognition.”
Nazreen also stressed the importance of support services for survivors of gender based violence, such as safe shelters, counselling, legal aid and 24/7 hotlines, which
are currently provided by the government and NGOs.
These services help women escape violence, recover from trauma and navigate legal systems.
She called for increased funding for NGOs such as WAO, the All Women’s Action Society, Women’s Centre for Change and Sisters in Islam to sustain and expand such services.
Meanwhile, Haezreena said femicide often occurs when killings are rooted in the perception that a woman has failed to conform to societal gender expectations.
Women who do not adhere to traditional gender norms or whose actions are deemed “immoral” may face extreme consequences.
“In some cultures, women are closely associated with a family’s honour and actions perceived as dishonourable, such as engaging in inappropriate relationships, can lead to their deaths in what is known as ‘honour killings’.
“Women enduring domestic violence or other forms of gender based violence are at heightened risk, particularly if they do not meet societal expectations of the ‘ideal wife’ or partner.
“Marginalised groups, such as female sex workers, are also frequent targets due to societal stigma and shame.
“This is why femicide provisions must be introduced in the Penal Code, so the police can consider it as an element in their investigations,” she said.

Video Does Not Show Muslims Destroying Crops Of Hindu Farmers In Bangladesh
December 15, 2024
A video of a farmer weeping after his crops were destroyed by fire is circulating with a false communal claim that Muslims have burnt crops grown by Hindus in Bangladesh.
BOOM found that the man in the video is Nasim Miya, a farmer from Kushtia whose harvested crops were burnt by miscreants on December 5, 2024.
Communal tensions have risen in Bangladesh after the arrest of Hindu monk Chinmoy Krishna Das on November 25. The country has now disclosed that 88 incidents of communal violence targeting the minorities, mainly Hindus, were reported since Sheikh Hasina was ousted from Dhaka on August 5. Meanwhile, the interim government's press secretary Shafiqul Alam also said that 70 people have been arrested in connection with the communal violence incidents.
The video is circulating on X with the caption, "Bangladeshi Islamists are pouring petrol on the ripe rice crops of Hindus and setting them on fire."A reverse image search on the keyframes of the viral video led us to a post uploaded on Facebook on December 6, 2024 which included the viral video. The post was captioned in Bengali as, "Miscreants set fire to paddy fields of a farmer in Kushtia."In the video the man speaks about how he noticed his field was on fire at dawn and could not save his ripened crops from the flames. He also said that petrol had been used to set his crops on fire.A keyword search in Bengali led us to the same video uploaded on the YouTube channel of Desh TV, a Bangladesh news outlet, on December 6, 2024.The man in the video can be heard thanking Allah for granting him good crops this year which have now been destroyed. See here.
Taking a cue from this, we ran another Bengali keyword search and found an article by Channel 24 which included a visual from the viral video. The article stated miscreants burnt rice crops grown in one and a half bighas of land by farmer Nasim Miya in Kushtia. The incident happened at dawn of December 5 in the fields of Laxmipur, Piyarpur Sadar subdistrict.According to the report, Miya had harvested the paddy a few days before and kept it stacked in four piles on the field. Someone had set fire on all the four piles. Kushtia Model Thana Officer-in-Charge Muhammad Shehabur Rehman Sihab had also assured proper legal action once a complaint is filed.

Pakistan has made progress against terror financing: US assessment
Anwar Iqbal
December 16, 2024
WASHINGTON: Pakistan has made substantial progress in countering terrorist financing and addressing regional extremist networks, a US State Department report states while also highlighting significant security challenges including a sharp rise in terrorist attacks in 2023.
The report released this week commends Pakistan for completing its updated National Risk Assessment (NRA) on money laundering and terrorist financing in 2023. This assessment evaluated 87 terrorist organisations, conducted sectoral vulnerability analyses, and identified donations and extortion as key funding sources for terrorism.
According to the assessment, 41 groups remain active in Pakistan, leveraging cash couriers and illegal money transfer services. Porous borders with Afghanistan are flagged as critical vulnerabilities facilitating illicit financial flows.
The report notes that consistent with its commitment to relevant UN resolutions, Pakistan prosecutes its returning citizens who participated in foreign wars. “There were about 100 Pakistani nationals in northeast Syria” in 2023, it mentions. “To date, Pakistan has declined to repatriate any of its nationals,” it adds.
The State Department underscores Pakistan’s efforts to disseminate the findings to law enforcement and other stakeholders, directing them to implement targeted policy and operational priorities. Notably, Pakistan extradited a dual US-Pakistani citizen to the US in December to face prosecution for terrorism-related crimes.
The US report notes that Pakistan collects biometric information at land crossings through its International Border Management Security System.
The Customs Service attempted to enforce anti-money laundering laws and foreign exchange regulations at all major airports, in coordination with other agencies.
In 2023, Pakistani customs managed the entry of dual-use chemicals for legitimate purposes through end-use verification, while also attempting to prevent their diversion for use in IEDs.
FATF, rising threat
Pakistan’s removal from the Financial Action Task Force (FATF) Grey List in October 2022 is highlighted in Washington as a ‘pivotal achievement’. This followed sustained efforts to address strategic deficiencies identified in 2018.
The FATF acknowledged Pakistan’s improved compliance with international anti-money laundering (AML) and counter-terrorist financing (CFT) standards, culminating in a strengthened regulatory framework.
Despite advancements in combating terrorist financing, the report paints a grim picture of the security landscape in 2023. Terrorist attacks increased by over 50pc compared to 2022, with civilians and security forces being frequent targets.
Provinces like Khyber Pakhtunkhwa and Balochistan experienced concentrated violence, with groups like the TTP, Balochistan Liberation Army, and local ISIS affiliates employing explosives and small arms in their attacks.
Madressahs’ compliance
The report notes Pakistan’s continued efforts in countering violent extremism, including operating “deradicalisation” camps in KP that provide corrective religious education, vocational training, and counseling.
The National Counterterrorism Authority (Nacta) also expanded its Preventing and Countering Violent Extremism (P/CVE) office in 2023, signing an MoU with the Higher Education Commission (HEC) to implement CVE initiatives across universities.
However, concerns remain regarding madressahs failing to comply with registration and funding documentation laws, some of which continue to promote ideologies that could lead to violent extremism.
Pakistan’s active participation in multilateral counter-terrorism forums, such as the Global Counterterrorism Forum and South Asian Association for Regional Cooperation, as well as the inclusion of cities like Karachi and Peshawar in the Strong Cities Network, underscores its commitment to regional stability.
Political, strategic dimensions
Security analysts note that while Pakistan has made progress in countering terrorist financing, its domestic security remains precarious.
“The rise in terrorist activity alongside progress in countering terrorist financing highlights the complex reality Pakistan must navigate,” says Agha Murtaza Haider, a security analyst, while highlighting the dual challenges the country faces.
He also addressed domestic political concerns such as the Pakistan Tehreek-i-Insaf’s call for US sanctions over alleged democratic backsliding. But he believed Washington’s strategic interests in counter-terrorism and regional stability are likely to take precedence over such demands.
“Washington’s approach has consistently favoured stability over punitive measures,” he observed, adding that Pakistan’s cooperation in addressing terrorist financing remained a key US priority.
While Pakistan’s efforts have earned international recognition, the steep rise in terrorist activity in 2023 underscores the daunting challenges ahead in ensuring both domestic stability and global trust.

Militant Leader, Riad Al-Asaad, Confident Of Post-AssadMyriad Of Factions Unity
December 15, 2024
Syrian rebel leader and founder of the Free Syrian Army (FSA) Riad al-Asaad speaks during an interview with AFP in the capital Damascus on December 15, 2024. (AFP)
------------
DAMASCUS: Syrian militant leader Riad Al-Asaad said on Sunday he was confident that the myriad of factions which helped topple Bashar Assad after years of war will now unite as one force.
Asaad, a former colonel, defected from the Syrian air force in July 2011, early in the Assad government’s crackdown of democracy protests that spiraled into civil war.
He went on to found the Free Syrian Army (FSA), one of the main opposition factions during the 13-year war, and lost a leg in March 2013 in a bomb attack on his car in eastern Syria.
The longtime ruler was overthrown last week following a lightning offensive led by the Islamist group Hayat Tahrir Al-Sham (HTS), which has since appointed an interim government.
The FSA’s Asaad said he had been working closely with HTS and was sure that the new government would seek to unite the various militant factions.
“It is natural that the revolution has gone through several struggles” that produced different factions sometimes with opposing ideologies, Asaad said at a hotel in Damascus.
“But the truth is that what we have been striving for from the beginning” is “to have one single body,” akin to a supreme military council, to lead the forces opposed to Assad and “to achieve victory,” he said.
Sunni Muslim HTS is rooted in Syria’s branch of Al-Qaeda, but it has sought to moderate its rhetoric in recent years.
Since toppling Assad, HTS and the transitional government have insisted that the rights of all Syrians will be protected.
Some other factions that have taken up arms against the Assad government represent religious and ethnic minorities, like the Kurds in northern Syria, or ideologies like secular nationalism.
Foreign powers have given varying degrees of support to their favorite factions, including Turkiye which was quick to reopen its embassy in Damascus after the HTS takeover.
Assad’s rule, in turn, was backed by Russia, Iran and Lebanon’s Hezbollah movement.
Asaad no longer commands the FSA, which in itself has become an umbrella for several groups, but he remains a leading figure and is proud to have returned to Damascus.
He said that together with the new HTS-backed authorities, he was working to unite armed factions under a revamped defense ministry, in the hopes that such a move would prevent in-fighting and reprisals.
“Our goal is forgiveness and reconciliation, but there must be transitional justice so that there is no revenge,” he said, demanding that members of the ousted government face justice for crimes committed under Assad’s iron-fisted rule.
Asaad also urged the international community to back the new authorities.
As the FSA had sought foreign backing during the war, in a bid to make it as short as possible, Asaad said that “today, we ask again to stand with the Syrian people... so that it is truly Syria for all the Syrian people.”
The new Syria Asaad envisions would have “good relations with all the world’s countries,” he said.
But Russia, Assad’s key backer which still has an air base and a port is western Syria, should mend its ways, he added.
Moscow must “reconsider its calculations,” Asaad said.
“It was an enemy of the Syrian people. We hope that it will abandon this hostility and be a friend.”

Bengal: Day after ‘Muslim majority’ remark, TMC minister Hakim says ‘I’m diehard secular’
December 16, 2024
Firhad Hakim
----------
With his purported remarks on Muslim majority triggering a backlash from Opposition BJP and Hindu monks, Urban Development minister Firhad Hakim on Sunday said that he has a “strong belief in strong and patriotic values”.
Speaking on the sidelines of an event in Kolkata, PTI quoted Hakim, as saying: “I am a diehard secular and patriotic Indian. No one can question my secular values and love for my country. Period.”
On Saturday, a video went viral on social media in which the senior TMC leader is allegedly heard speaking: “We are from a community that accounts for 33 per cent of West Bengal’s population. In India, however, we account for 17 per cent (of the total population) and are called a minority community. But we don’t think of ourselves as a minority. We believe that if Allah’s grace is with us, we can become a bigger majority than the majority one day.”
“It will be Allah’s grace and we will achieve this with our strength. Whenever something happens, our community holds a candlelight march, saying, ‘we want justice’. Holding marches for justice won’t help, raise your stature to the point where you can deliver justice instead of demanding it,” the four-time MLA and KMC Mayor said at an event organised by “Firhad 30” that prepares students for competitive exams.
Hitting out at Hakim, the BJP called his remarks “dangerous” and accused him of inciting communal hatred. The Congress too alleged that the TMC was “cosying to religious fundamentalists”.
“Pure venom from the Kolkata Mayor. TMC’s Firhad Hakim is openly inciting communal hatred and pushing a dangerous agenda. This isn’t just a hate speech — it’s a blueprint for creating a Bangladesh-type situation in India… Our nation will not tolerate such threats to its unity and integrity,” state BJP chief Sukanta Majumdar posted on his X handle.
BJP MLA and Leader of Opposition in the Assembly,. Suvendu Adhikari, said: “He (Hakim) has said that on population ground, they will become a majority… It is good thing that there should be more people from Muslim community in our judiciary. What is wrong if someone is selected on the basis of merit. I believe that on the basis of merit whether you are Sikh, Hindu, Muslim, Jain, Christian or Buddhist, everyone should break set norms and achieve great things and get higher posts. But it should not be on the basis of religion. He can definitely wish that more Muslim people to take good education, I don’t see anything wrong in it. But this kind of dangerous talk that in India, we are 17 per cent and in Bengal we are 33 per cent. If someone says that we must consolidate power, it will eventually become Bangladesh or Afghanistan… When Muslims cross 50 per cent of the population, the Constitution is not followed, Muslim Personal Board law is followed. Naturally, what he saying is very dangerous.”
BJP’s IT cell in-charge Amit Malviya accused Hakim of suggesting that West Bengal and India will soon have a Muslim majority. “Hakim envisions a future where Muslims will no longer rely on peaceful protests or marches but will take justice into their own hands, potentially hinting at Sharia law,” Malviya said.
Former BJP MP Dilip Ghosh said Hakim’s comments “reveal the game plan of communal elements in TMC to turn West Bengal into Bangladesh, and secede it from India”.
Senior monk of Bharat Sevashram Sangha (BSS), Kartik Maharaj, alleged that instead of laying emphasis on education and economic uplift of Muslims, Hakim spoke about increasing their numbers, “which will aid and abet infiltration in the state”.
“We would not have minded had Firhad Hakim solely talked about undertaking economic development measures for Muslims. But analyse why he referred to the percentage of Muslims in our population. Does he wish to turn West Bengal into another Bangladesh?” Maharaj said at a religious event ‘Lakh kanthe Gita paath’ (chanting Gita in one lakh voices) at Siliguri on Sunday.
Defending Hakim, TMC spokesperson Kunal Ghosh said the comments were deliberately twisted. “What he meant was the uplift of a large number of minority community members so that they can join mainstream society and contribute to nation-building. Certain elements are trying to give a different spin to his views,” Ghosh said.
He further asserted that Hakim’s secular and liberal values are well-known, and that he actively participates in various religious festivals while promoting communal harmony.
Meanwhile, Congress leader and former Lok Sabha member Adhir Ranjan Choudhury accused both BJP and TMC of “playing the dangerous game of religion-based politics”. “While the BJP is encouraging Hindu fundamentalists to consolidate its position among the majority vote bank, the TMC is cosying up with both Hindu and Muslim fundamentalists for narrow political gains. The comments of Firhad Hakim reveal the sinister gameplan to indulge Muslim fundamentalist elements,” the former state Congress chief said.
This is not the first that the senior TMC leader and four-time MLA has sparked a row with his remarks.
In July this year, speaking at a Quran memorisation competition, Hakim said, “Those who were not born with Islam were born with misfortune. …if we do such a ceremony, especially the people of Islam, it (Islam) should be spread among non-Muslims. Because we have the mercy of our own Allah.” Later in November, his remarks on BJP leader and alleged sexual assault victim from Sandeshkhali, Rekha Patra, also sparked a controversy with the BJP demanding legal action .

By Malay Mail
16 Dec 2024
PUTRAJAYA, Dec 16 — Prime Minister Datuk Seri Anwar Ibrahim has named former Thai prime minister Thaksin Shinawatra as an informal adviser to assist with Malaysia’s upcoming chairmanship of Asean in 2025.
Anwar expressed confidence that Thaksin’s extensive experience as a statesman would provide valuable insight for Malaysia’s leadership of Asean in 2025, according to a report published in The Star today.
“I have agreed to appoint (Thaksin) as my informal adviser on chairing Asean, with a team of members from Asean countries in an informal setup,” Anwar said during a press conference after welcoming Thai Prime Minister Paetongtarn Shinawatra at the Perdana Putra Complex.

Nancy Shukri: 136 GISB children placed in nine institutions under Social Welfare Dept as families yet to claim them
By Malay Mail
16 Dec 2024
KUALA LUMPUR, Dec 16 — A total of 136 children under Global Ikhwan Services & Business Holdings (GISBH) Berhad, whose families have not claimed them, are being housed in nine institutions under the Social Welfare Department.
Women, Family and Community Development Minister Datuk Seri Nancy Shukri said the children were placed in these institutions under Section 25(2)(a) of the Child Act 2001, which governs the care and protection of children, according to a Harian Metro report.
“The children’s identities have been verified, and we are awaiting interim orders to reunite them with their families under Section 30(1)(a) of the Child Act 2001 or place them with a Suitable and Fit Person (OYLS) under Section 30(1)(b),” she said.
Nancy added, “If they remain unclaimed, the Social Welfare Department will seek permanent orders for institutional placement.
“They will participate in programmes developed by the department in collaboration with agencies such as the Ministry of Education, the Department of Islamic Development Malaysia (Jakim), and others,” she added.
Earlier reports revealed that over 100 GISB children awaiting reunification with their families were undergoing special rehabilitation modules conducted by the Selangor Islamic Religious Council (Mais).
Mais chairman Tan Sri Abdul Aziz Mohd Yusof said the children are currently staying in welfare homes managed by the Social Welfare Department in the capital.
He added that some of the children are still undergoing identity verification processes.

Court allows conditional deferment for Muhyiddin in RM1.4m defamation suit, must pay RM400,000 to Guan Eng by Dec 31
By Malay Mail
16 Dec 2024
KUALA LUMPUR, Dec 16 — The High Court here today ordered Parti Pribumi Bersatu Malaysia (Bersatu) president Tan Sri Muhyiddin Yassin to pay RM400,000 of the judgment sum to former Penang chief minister Lim Guan Eng in a defamation suit by December 31.
Bernama reported that Lim’s lawyer Guok Ngek Seong said Judge Roz Mawar Rozain also directed Muhyiddin to pay the remaining RM1.02 million by January 27 next year.
“The court granted a conditional stay to Muhyiddin with costs of RM5,000, requiring him to pay RM400,000 by December 31 and the remaining RM1.02 million by January 27, 2025,” Guok told reporters after the in-chambers proceedings.
Muhyiddin’s lawyer Chetan Jethwani confirmed the matter.
On December 9, Lim filed a bankruptcy notice against Muhyiddin for failing to pay the RM1.402 million judgment sum, which includes RM50,000 in costs and RM2,000 in allocator fees, as ordered by the High Court on November 8.
Muhyiddin subsequently filed an application to stay the payment, citing the large sum involved.
He argued that he needed more time to raise the funds and expressed his willingness to deposit 50 per cent of the judgment sum into a fixed deposit account, to be held by Lim’s lawyer as a stakeholder, pending the hearing and resolution of his appeal at the Court of Appeal.
On November 8, the court had ordered Muhyiddin to pay RM1.35 million in damages to Lim for defaming the Bagan MP over the cancellation of a tax exemption for Yayasan Albukhary.
Judge Roz Mawar ruled in favour of Lim, saying he successfully proved his case, and also instructed Muhyiddin to pay RM50,000 in costs.
Lim filed the defamation suit on March 27, 2023, alleging that Muhyiddin made three defamatory statements on Facebook on March 9, 11, and 12, 2023, regarding the tax exemption issue.
The DAP chairman claimed the statements implied that he abused his position and authority by directing the Inland Revenue Board (LHDN) to impose taxes and penalties on the charitable foundation, even though it should not have been taxed.

Continued sanctions on Afghanistan to undermine Afghans’ rights
December 16, 2024
Over three years have passed since the Islamic Emirate took over, and during this entire period, the Islamic Emirate has been under the sanctions of the United Nations and the U.S., however, it seems and is clear that the United Nations and the U.S. have not yet gained anything from these sanctions. The United Nations Security Council on Friday extended for 14 months the mandate of the team monitoring sanctions against the Islamic Emirate and its leaders. The Islamic Emirate of Afghanistan (IEA) has condemned the UN Security Council’s (UNSC) decision to extend the mandate of sanctions monitoring team. The Islamic Emirate Dep uty Spokesperson, Hamdullah Fitrat, has said that they condemn the decision and that continuing the sanctions on Afghanistan will undermine the rights of the Afghan people. He added that continuing sanctions has not yielded any results as the pressure in the past, saying that it was not logical to repeat the failed experience and that the losses would only reach the common people. Fitrat said this decision was also in violation with human rights, and the Islamic Emirate wanted relations with all sides, including the United Nations, to be normalized. It is all clear to the world and international community that the Islamic Emirate is not just a group anymore. The Islamic Emirate runs the government and rules over the entire territory of Afghanistan, and any ban and sanctions imposed on the Islamic Emirate directly affect the ordinary citizens of the country, that’s why the strict restrictions that were in the early years of the Islamic Emirate have now been relaxed, and that’s why the sanctions have been somewhat unaffected. Besides, the Islamic Emirate follows the Islamic Sharia, and every demand that seems to be against the Islamic Sharia, no matter how strict restrictions are imposed, does not affect the Islamic Emirate. The Islamic Emirate does not surrender to anyone against Islam teaching, and that is why the Supreme Leader of the Islamic Emirate has already elaborated that they will not accept anyone’s unlawful demands. Over the past three years, the Islamic Emirate has repeatedly asked for positive engagement with the world and taken all necessary steps towards normalization of relations with the world and region. On the other hand, the Islamic Emirate has managed to increase foreign trade, sign multi-billion dollar economic contracts, and combat administrative and financial corruption by relying more on internal revenues. Most importantly, by adopting an economy-focused foreign policy, it has taken the right steps to navigate through economic crises and move toward economic prosperity. As continuing sanctions by the United Nations Security Council on the Islamic Emirate and its leaders have not yielded any results in the past three years, it is time that the United Nations and the international community should leave the path of sanctions and bullying. On one hand, it does not affect the Islamic Emirate; on the other hand, this is not a solution for restoring the relationships. Instead, interaction and negotiations are good ways forward for problem solutions.Jawed Hussain

CM Gandapur says 'no clarity' on Imran Khan's civil disobedience order
December 15, 2024
Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur said on Sunday that they were fully prepared to implement incarcerated Pakistan Tehreek-e-Insaf (PTI) Imran Khan’s directives to launch a civil disobedience movement, however, “there is no clarity until now”.
He said that the PTI was waiting for Imran's "clear instructions" regarding the movement, adding: "[…] whatever he [PTI founder] decides, we would implement it in the same spirit".
Earlier this month, the incarcerated PTI founder had warned the government of launching a "civil disobedience" movement if his demands, including the judicial probe into the crackdown on party supporters, are not met.
"There is no clarity until now," said Gandapur while speaking to journalists in Peshawar today, adding that he was not the one who announced the civil disobedience movement but the PTI founder did.
He said after receiving "clear instructions", the party would look into options for what needs to be done to initiate the movement.
The firebrand chief minister said: "The KP is always on the frontline whenever a movement is launched." He added that it was still unclear from where to initiate the movement and what would be its phases.
Gandapur's statement came just one day ahead of the civil disobedience movement announced by jailed Khan for Monday, December 16 (tomorrow).
Taking to X (formerly Twitter), Imran — who claimed to have a "trump card" — had announced the constitution of a negotiation committee comprising Omar Ayub Khan, Gandapur, Sahibzada Hamid Raza, Asad Qaiser and others.
The committee, he said, would negotiate with the federal government on two points — the release of "political prisoners" facing trial and the constitution of a judicial commission to probe the events of May 9, 2023, and a late-night crackdown on PTI protesters on November 26.
"If these two demands are not accepted, a civil disobedience movement will be launched from December 14," the jailed former premier had said, adding that the government would be responsible for the results of this movement. Later, the Imran Khan-founded party extended the date for civil disobedience to December 16.
Gandapur rejected the impression created by the federal government regarding a drop in popularity of the former ruling party following the abrupt end of its "final call" protest last month.
The KP chief executive, who led the PTI protests in Islamabad, claimed that the party supporters had always increased whenever he went to the federal capital [for protests].
Pointing towards the crackdown on the PTI leaders and supporters, he added that some people were not "showing up due to fear".
Why Gandapur, Bushra left PTI protesters alone, questions Tarar
Reacting to Gandapur's statement, Federal Information Minister Attaullah Tarar said that the former ruling party always indulged in protests and sit-ins as the party did not have any positive or constructive agenda.
Talking to media persons today, Tarar said that the series of incitement, threats and accusations was the style of the PTI leadership. He said it was important to inform the nation about the facts regarding the baseless allegations of KP CM.
Gandapur's allegations were based on lies and concoctions, he said, adding now foreign media was invited to KP to give them misleading briefings.
The facts should be known to the public, as well as, mischief and anti-nationalism should be exposed, he remarked.
He said Gandapur had claimed the next call will not be peaceful but the question arises which of their past calls were peaceful. He said on November 26, they invaded the capital with AK-47 rifles, teargas shells, grenades and slingshots.
"The PTI first faked 1,200 dead bodies and spread AI-generated fake pictures on social media. If they were speaking the truth, their leadership would not have been given figures from 12 to 1,200 deaths," he added.
Tarar said that PTI founder's wife Bushra Bibi was misleading and inciting the workers through her address. He posed a question as to why Gandapur and Bushra ran away leaving their workers alone at D-Chowk.
About Gandapur, Tarar said he was a political and administrative failure who had failed to manage the affairs of the province as chief minister.
The minister said the nation will never forget what the PTI workers did on May 9 and all involved in arson and violence must face the law.
The audio of PTI workers abusing Gandapur was also available, he said, adding that they also pelted stones and plastic bottles on Gandapur as well and this showed what type of politics they were indulged in.
Tarar said the KP chief minister was a political failure and his future protest call would prove a disaster. He said that the PTI wanted to drag the armed forces into politics as the army high-ups refused to support it.
He said that only three or four journalists were included in the list, the rest were PTI political activists who had incited the people to violence. Strongly condemning the news, he urged the media to do responsible journalism.

Asif says 'meaningful talks' with PTI not possible in current situation
December 15, 2024
In view of Pakistan Tehreek-e-Insaf's (PTI) civil disobedience threat, Defence Minister Khawaja Asif believed that “meaningful negotiations” with the former ruling party were not possible under the prevailing circumstances.
Talking to Geo News in Sialkot on Sunday, the defence minister said: “I don’t think meaningful talks with the PTI are possible in the prevailing [political] atmosphere, which was created by the former ruling party.”
Earlier this month, the incarcerated PTI founder, who was ousted as prime minister through the no-confidence vote in 2022, warned the government of launching a "civil disobedience" movement if his demands, including the judicial probe into the crackdown on party supporters, are not met.
Taking to X (formerly Twitter), Imran — who claimed to have a "trump card" — announced the constitution of a negotiation committee comprising Omar Ayub Khan, Ali Amin Gandapur, Sahibzada Hamid Raza, Asad Qaiser and others.
The committee, he said, would negotiate with the federal government on two points — the release of “political prisoners” facing trial and the constitution of a judicial commission to probe the events of May 9, 2023, and a late-night crackdown on PTI protesters on November 26.
“If these two demands are not accepted, a civil disobedience movement will be launched from December 14,” the jailed former premier had said, adding that the government would be responsible for the results of this movement. Later, the Khan-founded party extended the date for civil disobedience to December 16.
Responding to a question, the minister said that he did not know about the talks with the former ruling party, adding that statements regarding talks were coming from the former ruling party.
No statement about the negations with the PTI came from the treasury benches, he added.
The minister further said that the PTI leadership was not on the same page on various matters.
Last week, PTI Chairman Barrister Gohar Ali Khan has refuted Aleema Khan's claim about being offered her brother and party founder’s immediate release.
Barrister Gohar said that the talk of releasing the PTI founder within 20 days in exchange for ending the sit-in was wrong.
Greece boat incident 'failure of system'
Moving on to Greek boat mishap, the minister admitted: “Greece boat incident is failure of our system.”
In the boat tragedy, among others, one Pakistani national lost his life, the Ministry of Foreign Affairs (Mofa) confirmed, adding that 47 other Pakistanis had been rescued.
Being a part of the government, Asif said that the issue should be resolved on a priority basis. He said that people sell their properties to send their children abroad.
It is pertinent to mention here that hundreds of Pakistani nationals travel abroad through illegal means and some of them lose their lives midway every year.
He warned the people that the “entire system”, which smuggled people abroad, was connected to “slave traders”.
Those who travel abroad illegally land in jails or face death, he added.
The minister also slammed the government officers for the "misconduct", saying that the system meant to stop illegal migrant "is compromised."
The Ministry of Foreign Affairs (Mofa) confirmed today that 47 Pakistani nationals had been rescued from the site of the boat capsizing near Greece while another one was confirmed to be among the migrants who died in the mishap.
The ministry clarified the situation but also indicated the possibility of additional casualties, as the rescue operation is still ongoing.
According to the coastguard on Saturday, at least five migrants drowned after their wooden boat capsized off the southern Greek island of Gavdos, while witnesses reported that many others were still missing as search operations continued.

Bill for unified ‘digital ID’ to be tabled in NA today
Abdul Moiz Malik
December 16, 2024
• Legislation envisions data from public, private entities being fed into centralised system to improve governance, streamline govt services
• Two new entities, National Digital Commission and Pakistan Digital Authority, envisioned to drive transformation plan
• National Forensics Agency Bill, passed by Senate, also on today’s NA agenda
KARACHI: The government plans to present a bill in the National Assembly today (Monday) to create a digital identity for citizens, with the aim of centralising social, economic, and governance data.
The agenda of Monday’s sitting, issued by the National Assembly Secretariat, stated that the Minister of State for IT and Telecommunication, Shaza Fatima Khawaja, will introduce The Digital Nation Pakistan Bill, 2024.
The legislation would “provide for the transformation of Pakistan into a digital nation, enabling a digital society, digital economy and digital governance,” the agenda stated.
The bill, aimed at digitising the economy and promoting e-governance, was approved by the federal cabinet in June.
According to sources, the government plans to create two new bodies: the National Digital Commission (NDC), headed by the prime minister, including all four chief ministers and heads of organisations like the State Bank, FBR and PTA; and the Pakistan Digital Authority, to be led by top industry experts.
One of the major propositions under the new regime is a digital identity for every citizen. It would include data about an individual’s health, assets and other social indicators.
The bill’s objective, as stated by officials, was to improve access to departments managing ID cards, land records, birth certificates and health records.
The digitisation effort would also target government departments, which will be given goal-oriented plans to improve services.
“The basic objective of this bill is to support the aim of the Global Digital Compact and enable the building of Digital Public Infrastructure [DPI] of Pakistan,” digital expert Habibullah Khan told Dawn.
Mr Khan, who is also the CEO of Penumbra, a digital design studio, explained DPI as a “stack of technologies” comprising three key digital systems — Digital ID, universal payments interface, and data exchange.
The stack enables countries to “accelerate the digitisation” and speed up development efforts by decades, said Mr Khan, who has been involved in DPI research.
When asked why new entities are needed to implement this programme when several organisations with similar functions are already operational, Mr Khan said digital transformation of this scale, which involves several regulators, departments and bodies, cannot be done by any one ministry.
“Eleven out of the top fifteen countries in the UN’s e-gov index have a supra-ministerial body to lead national digital transformation. This is why these bodies are being created,” he said.
He told Dawn that the NDC would be “guiding the digital agenda” while the digital authority would execute the plan to build the DPI.
“NDC will approve the plan and will ensure executive support at all levels for building these critical digital systems that comprise the DPI.”
He said the two supra bodies would lead the planning process, while the implementation would be done by existing organisations.
“For example, Digital ID will still be Nadra’s purview, but it will be upgraded and linked to the Data Exchange Layer and the universal payments interface,” Mr Khan explained.
Similarly, Nadra, FBR, SECP, SBP, power distribution companies, banks, etc., would feed data to the stack.
One of the propositions is to speed up the formalisation of the economy through digital wallets. It will help people to secure bank loans and become part of government schemes, according to sources.
Mr Khan said these initiatives would ensure “equitable access, inclusion of the poor, minorities and women, and creates a robust competitive white economy”.
The move would “aggressively expand” access to education and healthcare and connect people to economic opportunity while also increasing digital payments.
The plan also envisages a ‘civic lab’ to “encourage young people to harness their tech potential”. The lab would support AI-based startups working in healthcare, educational technology, agricultural technology, and climate change, sources added.
Similar models
The new digital ID programme will be along the same lines as the initiatives implemented in the UAE, India and Estonia.
Estonia, which is considered a global success in implementing the digital ID programme, has made electronic ID or eID cards mandatory for every citizen.
The system is based on a personal ID code used to access various services like the police, health authorities, population register, ID and telecom service.
Since the implementation of the e-ID scheme in 2002, services like voting, health records, residency permits and marriage have been made digital.
A similar digital system is operational in the UAE under the name of ‘UAE Pass’, which enables citizens and residents access to services offered by “12,000 government, semi-government and private sector entities” and allows them to digitally sign documents.
Rights concerns
But digital rights experts have called for more clarity on how the government intends to secure the centralised data system.
Asad Baig, a digital rights expert, appreciated the idea, but called for a multi-stakeholder discussion with digital rights organisations, academia and other entities.
“This kind of legislation, when it is related to digital identity, needs to be in a multi-stakeholder format. It can’t be pushed through the parliament in haste.”
Meanwhile, Mr Khan told Dawn that the data stack would “give people the power of consent on who can use their data, creating digital security and negating exploitation”.
Other business
As per the agenda for today’s NA session, the National Forensics Agency Bill, 2024, which has already been passed by the Senate, will be laid before the lower house.

Centre now wants talks with Kabul, says KP CM
Umer Farooq
December 16, 2024
• Gandapur criticises federal govt for rejecting his earlier proposal to negotiate
• Says PTI will implement Imran’s call for civil disobedience ‘once they have clarity’
PESHAWAR: Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur on Sunday criticised the federal government for rejecting his earlier proposal to engage in talks with the Afghan interim government, only to now pursue the same strategy to resolve issues with Kabul.
Speaking to the media at the Chief Minister’s House, Mr Gandapur said his call for direct negotiations with Afghanistan was dismissed and his statement was taken out of context. Without referring to anyone, he said that when they disagreed earlier, he was compelled to speak out because KP is the province bearing the brunt of these issues.
“Now, the federal government has approached me, saying the problems will not be resolved without negotiations (with the Afghan interim government),” he said, regretting that he still did not see any seriousness from the federal government.
The chief minister stressed that Afghanistan, as a neighbouring country, must be engaged in dialogue because the law and order situation in KP could not be resolved without talks.
Referring to militants, Mr Gandapur said that an estimated 16,000 to 18,000 “elements” were operating on the Pakistani side of the border, while 22,000 to 24,000 were present across the border in Afghanistan.
He noted that action could not be taken against militants across the border because once they crossed into Afghan territory, they went out of Pakistan’s reach.
Mr Gandapur also stressed that Pakistan could not afford both a confrontation with Afghanistan and efforts to resolve the issues at the same time, especially keeping in view Afghanistan’s past successful resistance against superpowers like the United States and the Soviet Union.
Mr Gandapur also criticised the Afghan interim government, which he said had failed to maintain peace within its own borders. He acknowledged that multiple international actors remained active in Afghanistan, contributing to longstanding instability along the border.
The chief minister said the entire country should acknowledge the sacrifices made by KP residents since it was on the frontline, stopping militants from moving beyond the province since militants had carried out attacks in Lahore, Karachi, Islamabad and Rawalpindi in the past.
He also reiterated KP’s significance as a political hub for the PTI, stating that political campaigns would be led from the province.
PTI protest
On PTI’s march on Islamabad last month, Mr Gandapur criticised the government’s response to protests. He questioned the use of force against unarmed demonstrators, who he said were demanding the release of former prime minister Imran Khan, the return of their mandate and the withdrawal of “illegal amendments” to the Constitution.
Responding to questions about the PTI’s call for civil disobedience, the chief minister said it was a directive from the party’s founder and would be implemented but noted that “things were not clear as yet”.
“Once there’s clarity, God willing, we will do it,” the KP CM said.
However, sources suggested that in the first phase, overseas Pakistanis would be asked to reduce remittances, whereas other measures would be decided later.
On the law and order situation in KP, Mr Gandapur said police personnel had replaced security forces in several districts and were playing a frontline role.
He acknowledged persistent challenges in the southern parts of the province but claimed progress in strengthening the police force in terms of the provision of better equipment and establishing the government’s writ in no-go areas.

Shah Mahmood Qureshi sees turbulent times ahead due to spat over seminaries bill
Mansoor Malik
December 16, 2024
LAHORE: The Pakistan Tehreek-i-Insaf (PTI) vice-chairman Shah Mahmood Qureshi says that the discord over the bill seeking changes to the process of registration of seminaries may further escalate and serve as an additional factor for political instability in the country.
Mr Qureshi, who is incarcerated in Kot Lakhpat Jail, has expressed these concerns in an open letter titled “Registration of seminaries — a self-inflicted wound”, that has been shared with Dawn on Sunday.
In the letter, he says JUI-F chief Maulana Fazlur Rehman is insisting on presidential assent to the bill recently passed by both house of the parliament, along with the 26th constitutional amendment.
However, he sajd, some government ministers, along with a couple of members of the Council of Islamic Ideology (CII) had started voicing their opposition to the controversial bill.
He states that a unanimous resolution was passed at the conference organised by one section of the ulema, asking the federal government to maintain the current system of Madressah registration.
He said Dr Khalid Maqbool Siddiqui (of the MQM-P) at the conference had asserted that the rollback of the 2019 agreement was not acceptable to his party. “If that is the case, then the question arises, why did his party vote for the bill introduced by the government,” he commented and asked whether the ministry of law was unaware of the 2019 legislation, when it vetted and approved the proposal draft.
Mr Qureshi says President Asif Ali Zardari had sent the bill back to the parliament without according his assent to it, identifying some flaws in the piece of legislation. He says Maulana Fazl claimed to have spent five hours in convincing the leaderships of both the PPP and the PML-N at Jati Umra, in the presence of the law minister, and “succeeded” in evolving a consensus.
“Why were the flaws being pointed out at this stage, which were not tabled and discussed with the JUI-F when the amendment of a breakthrough legislation was made,” Mr Qureshi asked.
The former foreign minister wrote that over 18,000 seminaries had been registered since 2019. “One presumes that the registered seminaries are free of the four stigmas pointed out by Allama Jawad Naqvi,” he stated.
Mr Qureshi says that Maulana Fazal Rahim had rightly pointed out that there should be no politics over seminaries. He says the government should have been cognisant of this, when they reached an understanding with Maulana Fazlur Rehman.
“The nod of approval given by President Zardari and Prime Minister Shehbaz Sharif to the Bill proposed by Maulana Fazalur Rehman and both Houses of the Parliament having voted for the Societies Registration (Amendment) Act 2024 has further complicated the situation,” he says.
Upset over the government’s backtracking, Mr Qureshi says Maulana Fazlur Rehman had threatened to announce a “plan of action” on Dec 17 (tomorrow).
He, however, says the fact remains that some three years were spent on consultations with the five established boards and an agreement was reached to place the seminaries under administrative control of the federal education department.
Pakistan’s desire to get out of the grey list of the Financial Action Task Force (FATF) also played a significant role in reaching the agreement in 2019.

AL-QUSAYR, Syria: Residents of Qusayr in central Syria are finally returning home after the departure of Hezbollah fighters, who helped Bashar Assad’s forces seize the city a decade ago and left with his fall.
Many of the houses are now in ruins, after years under the control of the Lebanese armed group, a key Assad ally which had set up a military base and training camp there.
“Most areas in the city of Qusayr were off-limits to us,” said 22-year-old resident Ali Khleif.
“Even the local residents who owned shops and establishments there were prohibited from entering.”
Syria’s military retook Qusayr, near the Lebanese border, in June 2013 after a blistering assault led by Hezbollah fighters.
Qusayr had been used by rebels as a transit point for weapons and fighters from Lebanon, and was strategically vital for the Syrian government because it is close to a major road linking Damascus to the coast.
Hezbollah used the buildings “as warehouses for weapons and ammunition,” said Khleif.
“After the liberation, the residents returned to their shops and land” and have reclaimed them, he said.
“We will begin rebuilding them.”
Hezbollah acknowledged in 2013 that it was fighting in Syria in support of Damascus, two years after war erupted when Assad brutally repressed a pro-democracy uprising.
Now in Qusayr, former Hezbollah posts have been ransacked.
Images of the group’s former chief Hassan Nasrallah, who was killed in September in a huge Israeli strike on Beirut’s southern suburbs, have been slashed up and destroyed.
The 2013 battle for Qusayr forced thousands to flee, including many Lebanese residents of the area, which maintains close ties to Lebanon’s Bekaa Valley across the border.
Hezbollah fighters abandoned the area with the fall of Assad last week, after Islamist-led rebels pressed a lightning offensive, taking the capital on December 8.
Lawyer Ayman Soweid, 30, said that “during Hezbollah’s occupation of Qusayr, our city was regarded as a land bridge for transporting weapons, specifically from Syria and Iran, via Iraq, passing through us to Lebanon.”
Israeli strikes have also repeatedly hit the Qusayr area.
Israel, which has carried out hundreds of strikes in Syria since 2011, mainly targeting the army and Iran-backed groups including Hezbollah, has rarely commented on individual raids but has repeatedly said it would not allow Iran to expand its presence in the country.
Elsewhere in Qusayr, Samar Harfouch, 38, was surveying piles of rubble.
She said she had returned on Saturday only to find her home destroyed.
“This is my home, and these are the homes of my husband’s brothers — three homes,” she told AFP, also indicating more relatives’ homes nearby.

Zionist settler renew Al-Aqsa Mosque storming
15 Dec 2024
Occupied Quds - Saba:
Dozens of Zionist settler gangs renewed their storming of Al-Aqsa Mosque this Sunday morning, and performed Talmudic rituals in its courtyards, amid escalating calls to intensify the siege and confront Judaization plans.
According to what was reported by the Palestinian Media Center, the settlers stormed Al-Aqsa Mosque from the Al-Maghariba Gate, under heavy protection from the Zionist enemy forces, and in successive groups, and performed Talmudic rituals and provocative tours in its courtyards.
The enemy forces imposed restrictions on Palestinians and worshipers, and evacuated several paths to facilitate and secure the settlers' storming.
The extremist settler Temple groups had organized large-scale settler incursions into Al-Aqsa, on the occasion of the so-called "Jewish New Moon", as part of their attempts to impose new facts.
The settlers intensified their rituals and violations on the eve of the Hebrew New Moon, and hundreds stormed the courtyards of the mosque and performed noisy collective rituals that were not limited to the eastern area, but also extended to the western side of the mosque opposite the Dome of the Rock.
According to the Palestine Information Center "Moati", the number of settlers who stormed Al-Aqsa Mosque reached (3863) settlers during last November.
In contrast, Palestinian calls continue for the necessity of tightening the belt and intensifying the presence in Al-Aqsa, to confront the settlers' incursions and the increasing attacks of the Zionist enemy.

BEIRUT, Lebanon: A Syria war monitor said early Monday that Israeli strikes had targeted military sites in Syria’s coastal Tartus region, calling them “the heaviest strikes” in the area in more than a decade.
“Israeli warplanes launched strikes” targeting a series of sites including air defense units and “surface-to-surface missile depots,” said the Syrian Observatory for Human Rights, in what it said were “the heaviest strikes in Syria’s coastal region since the start of strikes in 2012.”

Syria militant leader met visiting UN envoy: statement
December 16, 2024
DAMASCUS: The Syrian Islamist leader whose group led the offensive that toppled Bashar Assad met Sunday with UN envoy Geir Pedersen, who was visiting Damascus, said a statement on the militants’ Telegram channel.
Hayat Tahrir Al-Sham (HTS) leader Abu Mohammed Al-Golani, now using his real name Ahmed Al-Sharaa, discussed with Pedersen “the changes that have occurred on the political scene which make it necessary to update” a 2015 United Nations Security Council resolution “to suit the new reality,” the statement said.
Golani’s HTS is rooted in Syria’s branch of Al-Qaeda, the Al-Nusra Front, designated a “terrorist” organization by many Western governments.
UN Security Council Resolution 2254 of 2015, to which the militant statement referred, set out a roadmap for a political settlement in Syria, and also mentioned Nusra’s “terrorist” designation.
On Tuesday, Pedersen said the fact that Nusra was listed by the UN Security Council as a terrorist organization was “obviously a complicating factor” in efforts to find a way forward.
However, he stressed that it was important to view HTS, which broke with Nusra in 2016 and has sought to soften its image, through the events of the civil war.
The militant statement Sunday said Golani had emphasized “the need to focus on Syrian territorial unity, reconstruction and achieving economic development.”
He also raised “the importance of providing a safe environment for the return of refugees and providing economic and political support for this,” said the statement.
Earlier Sunday, Pedersen urged a “political process... that is inclusive of all Syrians.
“That process obviously needs to be led by the Syrians themselves” with “help and assistance” from the rest of the world, he said.

Trump and Netanyahu discuss Gaza hostages and Syria, Israeli PM says
December 16, 2024
JERUSALEM/WEST PALM BEACH, Florida: Israeli Prime Minister Benjamin Netanyahu spoke with US President-elect Donald Trump about developments in Syria and a recent push to secure the release of Israeli and foreign hostages held by Hamas in Gaza, he said on Sunday.
Netanyahu said he spoke with Trump on Saturday night about the issue, which will loom large as one of the main foreign challenges facing Trump when he takes office if it is not resolved before he is sworn in on Jan. 20.
Hamas-led militants killed 1,200 people and abducted more than 250, including Israeli-American dual nationals, during their Oct. 7, 2023 attack on Israel, according to Israeli tallies. More than 100 hostages have been freed through negotiations or Israeli military rescue operations. Of the 100 still held in Gaza, roughly half are believed to be alive.
Israel’s response has killed almost 45,000 people, mostly civilians, according to authorities in the Hamas-run Gaza Strip, displaced nearly the entire population and left much of the enclave in ruins.
Trump’s Middle East envoy, Steve Witkoff, warned last week during a visit to the region that it would “not be a pretty day” if the hostages held in Gaza were not released before Trump’s inauguration.
Trump said earlier this month there would be “hell to pay” in the Middle East if the hostages were not released before he came into office.
A Trump spokesperson on Sunday declined to give further details about the call.
A bid by Egypt, Qatar and the United States to reach a truce that would also include a hostage deal has gained momentum in recent weeks.
Netanyahu said he had spoken with Trump about efforts to secure a hostage release. “We discussed the need to complete Israel’s victory and we spoke at length about the efforts we are making to free our hostages,” he said.
President Joe Biden’s outgoing administration is working hard to achieve a deal. US national security adviser Jake Sullivan, who was in the region last week, said on Thursday he believed a deal on a Gaza ceasefire and hostage release may be close, and deputy national security adviser Jon Finer told Reuters there was momentum in the process.
Netanyahu said he and Trump had also discussed the situation in Syria following the overthrow of President Bashar Assad. Israel has carried out hundreds of strikes on Syria’s strategic weapons stockpiles in the days since Assad’s ouster and moved troops into a demilitarised zone inside Syria.
“We have no interest in a conflict with Syria,” Netanyahu said in a statement. Israeli actions in Syria were intended to “thwart the potential threats from Syria and to prevent the takeover of terrorist elements near our border,” he said.

London says it will provide $63 million aid for Syrians
December 15, 2024
LONDON: The British government said it will release 50 million pounds ($63 million) of humanitarian aid for “the most vulnerable” Syrians in Syria and in neighboring Lebanon and Jordan, the foreign ministry said Sunday.
“We’re committed to supporting the Syrian people as they chart a new course,” Foreign Minister David Lammy said in a statement.
The funds, which for the most part will be sent to UN agencies, “will enable an urgent scale-up of humanitarian assistance when needs are at their highest, and support delivery of essential public services in Syria.”
Lammy said Britain will also work “diplomatically to help secure better governance in Syria’s future,” adding that “it is vital that the future Syrian government brings together all groups to establish the stability and respect the Syrian people deserve.”
Separately, Britain said it will give 120,000 pounds to the Organization for the Prohibition of Chemical Weapons for its work in Syria.

Kolkata Mayor Firhad Hakim’s remark on ‘Muslim majority’ triggers controversy, BJP accuses him of inciting hatred
by Sweety Kumari
December 16, 2024
Kolkata Mayor Firhad Hakim found himself at the centre of a political storm after a video went viral recently in which he is heard saying that “We will soon be majority”. Opposition BJP has objected to his remarks and accused him of inciting communal hatred.
“Pure venom from the Kolkata Mayor, TMC’s Firhad Hakim openly inciting communal hatred and pushing a dangerous agenda. This isn’t just hate speech – it’s a blueprint for creating a Bangladesh-type situation in India.
“Why is the INDI Alliance silent? I challenge them to voice their opinion on this. @MamataOfficial, your hypocrisy and anti-India mindset stands exposed. Is this the future you envision?? Every Bharatwasi must condemn this mindset! Our nation will not tolerate such threats to its unity and integrity,” posted Sukanta Majumdar, Bengal BJP president and Union MoS, on his X handle.
A four-time MLA, Firhad Hakim is the mayor of Kolkata and Bengal minister for urban development, municipal affairs and housing. In the video, he is heard saying, “We are from a community that accounts for 33 per cent of Bengal’s population. In India, however, we account for 17 per cent (of the population) and are called a minority community. But we don’t think of ourselves as a minority…” Hakim made this statement at an event organised under the ‘Firhad 30’ initiative to train students for competitive exams.
Bengal Leader of Opposition Suvendu Adhikari termed Hakim’s statement “dangerous”.
“He (Hakim) has said they will be majority… It is a good thing to have more people from the Muslim community in the judiciary. What is wrong if someone is selected on the basis of merit? I believe in the principle of merit, whether you are Sikh, Hindu, Muslim, Jain, Christian, or follow Buddhism – everyone should break norms and achieve great things and get higher posts. But it should not be on the basis of religion. He can definitely wish that more Muslim people get a good education and be part of the judiciary, I don’t see anything wrong with that. But it is dangerous to say that in India we are 17 per cent and in Bengal we are 33 per cent…” Adhikari said.
Fellow Trinamool Congress leader Humayun Kabir also criticised Hakim for his statement. He said, “It is foolish on anyone’s part to say something like that… My advice (to him) is to think before speaking.”
Later, defending his statement, Hakim said, “I am an Indian and I will die as an Indian, I am a secular person. That’s it.”

'There will not be another Zakir Hussain': Tributes pour in for the tabla maestro
16.12.24
His fingers flew, fluttered and floated in quicksilver changes of raga and rhythm, drumming up music and magic. Zakir Hussain was the maestro of tabla, percussionist, composer and even actor – a legend who was India’s very own and yet belonged to the world.
The tabla fell silent as Ustad Zakir Hussain, a towering global ambassador of Indian classical music, passed away on December 16, 2024 in San Francisco, California, after a brief illness. He was 73.
Hussain died from complications arising out of idiopathic pulmonary fibrosis, the family said in a statement.
As news of Hussain's passing spread, messages of condolence poured in on social media.
Prime Minister Narendra Modi paid tributes to iconic tabla player Zakir Hussain, saying he will be remembered as a true genius who revolutionised the world of Indian classical music.
Expressing grief at his death, Modi said he brought tabla to the global stage, captivating millions with his unparalleled rhythm. Through this, he seamlessly blended Indian classical traditions with global music, thus becoming an icon of cultural unity, Modi added.
He said on X, "His iconic performances and soulful compositions will contribute to inspire generations of musicians and music lovers alike. My heartfelt condolences to his family, friends and the global music community."
Grammy-winning musician Ricky Kej remembered Hussain for his "immense humility, approachable nature".
"One of the greatest musicians and personalities India has ever produced. Along with being the best himself, Zakir ji was known for… being responsible for the careers of numerous musicians, who are now forces to reckon with themselves," Kej said in a post on X.
"He was a treasure trove of skill and knowledge and always shared and encouraged the entire music community through collaborations and his actions. His legacy will live on forever, and his influence will be felt for generations. He left us too soon," he added.
American drummer Nate Smith thanked Hussain for "all of the music you gave us".
In February, Hussain became the first musician from India to receive three Grammys at the 66th Annual Grammy Awards in February for Best Global Music Album, Best Global Music Performance and Best Contemporary Instrumental Album.
"I am overwhelmed and humbled by the outpouring of love, affection, and blessings for my multiple Grammy wins. It is impossible for me to individually respond to all of you but be assured that you are all in my heart and I'm bowing to each and every one of you in thanks. It was a great day for India at the Grammys and I'm proud to be carrying the national flag," he wrote on Instagram at the time.
Words fail me at this point, said Sarod virtuoso Amjad Ali Khan in an X post.
"I am completely heartbroken and devastated to hear about Zakir Bhai. Ustad Zakir Hussain was a phenomenon. He was indeed one of the most loved musicians the world saw," he wrote.
Kamal Haasan shared a picture of himself with Hussain playing the tabla on social media.
"Zakir Bhai! He left too soon. Yet we are grateful for the times he gave us and what he left behind in the form of his art. Goodbye and Thank you," the veteran Tamil actor posted on X.
Sarangi exponent Kamal Sabri called Hussain's death a "great loss" to all forms of music, be it Indian classical or global.
"He was an amazing musician who represented Indian music on the global stage for a long time," he told PTI.
"He was an inspiration. It's an irreparable loss... He was the most famous Indian musician world over," classical vocalist Wasifuddin Dagar told PTI.
Leading musicians of West Bengal on Monday mourned the death of Tabla maestro Zakir Hussain, describing him as a humble artist despite being the last of the Mohicans in the world of classical music.
Santoor artist Pt Tarun Bhattacharya said, "There will not be another Zakir Hussain. He was the last Mohican in the world of classical music or one of the last Mohicans." Hussain experimented with Tabla bol (rhythm) in different classical ragas and style, Bhattacharya said, adding that Tablas used to speak under his hand.
Bhattacharya recalled that he would touch the feet of elders on stage before any performance.
He was the one who had brought Indian tabla before the world and made Indian classical instrumental music on par with the Beatles, the Santoor player said.
Gima award winner and jury member for Grammy, Tabla artist Pradyut Mukherjee, described Hussain as a versatile player who was a great performer on stage.
"I consider him as a mentor though he was not officially my guru. I had learnt rhythms and beats from him and he was always very humble and polite never showing any high highhandedness to newcomers," he said.
Mukherjee said Hussain was always eager to help a budding talent if he could spot any spark in his repertoire.
"Zakir ji used to visit the shop of a Tabla maker in South Kolkata and would use their instrument for his performance here and abroad," Mukherjee said.
Sarod player Pt Tejendra Narayan Majumdar said Hussain had been performing at the Swara Samrat Festival, which is being held here, for nine years.
"Zakir Bhai was expected to regale the audiences with his tabla wizardry yesterday also, the third of four-day festival. We all knew he was not keeping well. But he has gone too soon. The emptiness and the sense of loss is yet to sink in," he said.
At the 2024 Grammys, Hussain earned his first honour for best global music album for “This Moment” as part of the fusion music group Shakti, which includes founding member British guitarist John McLaughlin, as well as vocalist Shankar Mahadevan, violinist Ganesh Rajagopalan and percussionist Selvaganesh Vinayakram.
He later won two other awards for the best global music performance for "Pashto" and best contemporary instrumental album for "As We Speak", along with flautist Rakesh Chaurasia, American banjo player Bela Fleck and American bassist Edgar Meyer.
Bollywood actor Anupam Kher mourned the passing of Ustad Zakir Hussain with a heartfelt video shared on social media. He wrote, "I don’t know how long my heart will remain sad. I don’t know how long my voice will remain silent. Goodbye, my friend. You have left this world, but you will remain in our memories for centuries—your talent, your music, and your childlike smile that touched the depths of our hearts."
Filmmaker Hansal Mehta credited Hussain for bringing "an accompanying instrument to the forefront".
"The maestro, Ustad Zakir Hussain passed away a few hours ago. Goodbye Ustad ji. The man who made the tabla sexy, who brought an accompanying instrument to the forefront is gone. Deepest condolences to his family, fans and students around the globe," Mehta said.
Actor and filmmaker Riteish Deshmukh also expressed his grief, calling Hussain’s passing an "irreparable loss." He wrote, "The loss of Zakir Hussain Sahab is a devastating blow to India and the global music community. Sir, your music was a gift—a treasure that will continue to inspire and uplift generations. Your legacy will live on.
May your soul rest in eternal glory, surrounded by the rhythms and melodies. Condolences to the family and loved ones of the legendary Zakir Hussain Sahab," he added.
Bollywood superstar Akshay Kumar said he is "pained" to know about the multiple award-winning percussionist's death.
"He was truly a treasure for our country's musical heritage. Om Shanti," he wrote on X.
Actor Manoj Bajpayee called it a "devastating, huge loss."
Filmmaker Zoya Akhtar said there will never be "another" Zakir Hussain as she shared a picture of the renowned musician.
The percussionist was once voted the “sexiest man” by women readers of the Indian magazine “Gentleman” in 1994 in a competition against the likes of Amitabh Bachchan.
Expressing his condolences to Hussain's family, Congress president Mallikarjun Kharge called him a "cultural ambassador who bridged borders and generations with his mesmerising rhythms".
"The Padma Vibhushan tabla maestro and percussionist, gloriously took forward the legacy of his father with exceptional performances and collaborations. His numerous national and international honours are a testament to this," Kharge said.
Condoling Hussain’s demise, former Union minister Sharad Pawar said, “The news of the demise of renowned tabla player Padma Bhushan Ustad Zakir Hussain is heartbreaking. Zakir Hussain was known as the most famous tabla player in India, was a multi-faceted personality.” “He established the tabla, an instrument of Indian music, on the world stage... A legend in the art world passed away today,” Pawar said.
Kerala Chief Minister Pinarayi Vijayan called the percussionist "a beacon of India's rich musical heritage and a true custodian of classical traditions".
"Ustad Zakir Hussain was instrumental in popularising Indian music across the globe, serving as a beacon of India's rich musical heritage. A true custodian of classical traditions, his contributions to the arts remain unparalleled. His passing is a monumental loss to culture and humanity. Heartfelt condolences to his loved ones," Vijayan said.
Maharashtra Governor C P Radhakrishnan has expressed grief over the demise of tabla maestro Ustad Zakir Hussain and said the country has lost one of its most beloved and cherished cultural icons.
In his condolence message, the Governor called the musician a devoted disciple and son of the great Ustad Alla Rakha who elevated the “humble” tabla to global prominence.
“His extraordinary performance made him popular among classical purists and the broader audience, captivating all with his intense yet playful and engaging performances,” said the Governor.
Hussain had become a household name in Indian classical music, Radhakrishnan said.
As an accompanist, Hussain had the rare privilege of performing with three generations of musicians, leaving an indelible legacy. His loss has created an unparalleled void in the musical world, the Governor said.
“With his passing, India—especially Maharashtra—has lost one of its most beloved and cherished cultural icons. Ustad Zakir Hussain’s music will remain eternal, inspiring generations of musicians to innovate and aim for excellence. My heartfelt condolences go out to his family and the countless admirers,” he added.
Rajya Sabha MP Priyanka Chaturvedi also paid tribute, describing Hussain as an "irreplaceable legend".
"The world of music will be lesser without tabla maestro Ustad Zakir Hussain. Heartfelt condolences to his family, friends and his fans all around the world. My prayers, Om Shanti," she said on X.

Stop blaming EVMs when you lose, Omar Abdullah tells Congress
Dec 16, 2024
NEW DELHI: J&K CM Omar Abdullah's dismissal of Congress's allegations of tampering with EVMs and his assertions that he has never blamed the machines for election outcomes put his ally in the state and INDIA bloc on a sticky wicket.
Congress has been stepping up its attack on EVMs since its poll losses in Haryana and Maharashtra.
"When you get a hundred plus members of Parliament using the same EVMs, and you celebrate that as sort of a victory for your party, you can't then a few months later turn around and say... we don't like these EVMs because now the election results aren't going the way we would like them to," Abdullah said in a PTI interview.
Leadership has to be earned: Omar on Congress helming INDIA
When told he sounded suspiciously like a BJP spokesperson, he was quoted saying, “God forbid!” He then added, “No, it’s just that... what’s right is right.” “One day voters choose you, the next day they don’t,” Omar Abdullah said. He gave his own example of facing defeat in Lok Sabha polls while winning a majority in the Sept assembly polls. “I never blamed the machines,” he said.
He said parties should not contest elections if they do not trust the voting mechanism. “If you have problems with the EVMs, then you should be consistent in those problems,” he said while replying to a question about whether he thinks that the opposition in general, and Congress, in particular, is barking up the wrong tree by focusing on EVMs.
National Conference has been “exasperated with Congress” over the way it fought the J&K elections. Abdullah had said midway during the campaign that Congress is unnecessarily focusing on Kashmir when the elections are about how Congress will perform in Jammu.
Acknowledging growing discontent among INDIA bloc partners with Congress, Abdullah asked the latter to justify its leadership role in the alliance as it holds a significant position as the largest opposition party in the Parliament. In the interview, he emphasised that leadership has to be “earned and cannot be taken for granted”. The Congress leadership, however, refrained from reacting to the remarks.

Saudi Arabia condemns Israeli plan on annexed Golan population
December 15, 2024
RIYADH: Saudi Arabia on Sunday condemned and denounced the Israeli government’s approval of a plan to double the population of the occupied and annexed Golan Heights.
Israel’s government “unanimously approved” the $11 million “plan for the demographic development of the Golan... in light of the war and the new front in Syria and the desire to double the population,” Prime Minister Benjamin Netanyahu’s office said.
“The Kingdom renews its call to the international community to condemn these Israeli violations, stressing the need to respect Syria’s sovereignty and territorial integrity,” the Saudi Foreign Ministry said in a statement.
The statement added that the strategic plateau is occupied Syrian Arab land and condemned Israel’s “continued sabotage of Syria’s chances of restoring its security and stability.”
Israel has occupied most of the Golan Heights since 1967 and annexed that area in 1981 in a move recognized only by the United States.

Noor Riyadh light festival shines with 2 new Guinness World Records
December 15, 2024
RIYADH: The Noor Riyadh light festival has set new Guinness World Records for the fourth consecutive year, bringing the total to 16 record-breaking achievements, the Saudi Press Agency reported on Sunday.
One of the two new records is for the Longest Distance Covered by a Laser Light in a Laser Show. UK artist Chris Levine’s Higher Power set the record with a 1 kW laser projected from the 267-meter Al-Faisaliah Tower.
The installation featured four beams extending across Riyadh, visible even against the city lights. The laser encoded “Salaam” (meaning “peace” in Arabic) in Morse code, reflecting Levine’s philosophy of light as a medium for spiritual connection, unity and reflection.
Levine, known for his work with light and sound, has exhibited at institutions like MoMA in New York City. His immersive installations, including Light is Love at this year’s festival, merge technology with emotional and sensory experiences, redefining light’s role in contemporary art.
The other record was for the Largest Illuminated Recyclable Material Sculpture of a Pyramid.
The Fifth Pyramid, by Saudi artist Rashed Al-Shashai, set the record with a 28-meter-high structure made from sustainable materials, including scaffolding and green petrochemical shipping pallets.
The pyramid features a striking fuchsia-lit central walkway, symbolizing Saudi Arabia’s transformation into a hub of creativity and innovation.

Saudi Arabia proposes renaming OAPEC into the Arab Energy Organization
December 16, 2024
RIYADH: Members of the Organization of Arab Petroleum Exporting Countries (OAPEC) signed a resolution on Sunday to rename the organization to the Arab Energy Organization (AEO), the Saudi Press Agency reported.
Saudi Arabia had proposed renaming and restructuring the organization during the 113th ministerial meeting in Kuwait this week.
Saudi Arabia's proposal aimed to enhance OAPEC's charter and promote stronger cooperation among its members as part of a larger reconstruction initiative, the SPA added.
These changes will take effect once the 11 member Arab states of OAPEC ratify them according to their national regulations, the SPA also reported.
During the meeting, OAPEC's Secretariat-General pointed out challenges in the energy sector amid regional and international instability in the past years, which prompted the review and development of its activities.
OAPEC, headquartered in Kuwait, is currently led by Qatar.
In 1968, Saudi Arabia, Kuwait, and the former Kingdom of Libya were among the three founding countries of OAPEC in Beirut.
OAPEC members include the UAE, Bahrain, Iraq, Algeria, Syria, Tunisia, and Egypt.

Exhibition industry thriving amid digital revolution, says UFI chief
MANAL AL-BARAKATI
December 15, 2024
RIYADH: The global exhibition industry has proved its relevance as a cornerstone of business and societal growth, defying predictions it will become obsolete, according to the CEO of the Global Association of the Exhibition Industry, UFI.
During an interview with Arab News, Kai Hattendorf highlighted the importance of face-to-face interaction in an era dominated by digital connectivity. He said while technology continued to revolutionize how people connected, the booming exhibitions industry suggested the requirement for physical gatherings was stronger than ever.
Hattendorf pointed to the industry’s resilience against repeated claims that it would be overshadowed by advances like the internet, social media and even the metaverse.
“The more digital our environments become, the bigger the need to meet in person,” he said, emphasizing that digital tools alone could not replicate the authenticity of human connection.
Reflecting on the lessons of the pandemic, he said the inability of meeting physically underlined the value of in-person interactions and likened human relationships to a smartphone battery: “If you don’t recharge it, it stops working.”
The exhibition industry was also a powerful barometer of economic growth, thriving where markets were expanding, he added. Hattendorf identified the Middle East and Asia as key drivers of global growth, pointing to strengthening economies in the Gulf Cooperation Council and Asia-Pacific regions.
He said these areas not only contributed to economic progress, but also led innovation and societal development. Exhibitions and business events play a crucial role in these advancements, he added, acting as marketplaces and meeting points where industries could connect and collaborate.
The industry is not without challenges, with inflation, supply chain disruptions and geopolitical tensions presenting significant hurdles for organizers, but Hattendorf expressed confidence in the sector’s ability to adapt.
He also acknowledged the shift from globalization to regionalization in the exhibitions landscape. Rather than relying on a single global event, international organizers now manage portfolios of regional shows across multiple continents. This diversification not only mitigates risks but also creates a broader, more resilient growth model.
Through its adaptability and focus on fostering authentic human connections, the exhibition industry continues to evolve, said Hattendorf, serving as a vital enabler of economic and cultural exchange. Even in an increasingly digital world, the need for meaningful, face-to-face interactions will only grow stronger, he added.

Saudi project clears 1,654 Houthi mines in Yemen
December 15, 2024
RIYADH: Members of Saudi Arabia’s Project Masam removed 1,654 explosive devices from various regions of Yemen last week.
The total included seven anti-personnel mines, 104 anti-tank mines, 1,534 unexploded ordnances and nine explosive devices, according to a recent report.
Ousama Al-Gosaibi, the initiative’s managing director, said a total of 472,688 mines had been cleared since its inception in 2018.
The explosives were planted indiscriminately and posed a threat to civilians, including children, women and the elderly.
The demining operations took place in Marib, Aden, Jouf, Shabwa, Taiz, Hodeidah, Lahij, Sanaa, Al-Bayda, Al-Dhale and Saada.
The initiative trains local demining engineers and provides them with modern equipment. It also offers support to Yemenis injured by the devices.
Teams are tasked with clearing villages, roads and schools to facilitate safe movement for civilians and the delivery of humanitarian aid.
About 5 million people have been forced to flee their homes since the start of the conflict in Yemen, many of them displaced by the presence of land mines.

Kaduna Emir Pulls Down 188-Year-Old MosqueFor Reconstruction in Zaria Amid Nostalgia
By Guardian Nigeria
16 December 2024
Emir of Zazzau, Mallam Ahmed Bamalli, has said the decision to demolish 188-year-old Mallam Abdulkarim Central Mosque, Zaria was a painful one. The News Agency of Nigeria (NAN) reports that the royal father disclosed this during the groundbreaking for reconstruction of the mosque in Zaria, yesterday.
Bamalli said though the decision was not made lightly, the emirate had no option but to toe the line, as the safety of lives remains the top priority of the council.
“Your well-being and security have always been at the forefront of our thoughts and actions,” the emir said. Bamalli lauded the Kaduna State government for supporting victims of the 2023 mosque collapse via compensation for houses consumed by the expansion of the project, among other initiatives.
He also lauded the record N2 billion donation by Alhaji Abdussamad Isyaka-Rabi’u through the ASR Africa and BUA Group.
The monarch noted that the historic mosque, built in the 1830s, had served as a beacon of faith, community engagement and resilience.
Earlier, Speaker of the House of Representatives, Dr Tajudeen Abbas, said the collapsed facility was one of the biggest and largest historical heritages of technology in the country.
Abbas, who is also the member representing Zaria Federal Constituency and a traditional title holder of “Iyan Zazzau,” said the rebuilding has about an 18-month completion period.
In his remarks, Governor Uba Sani reiterated the state government’s continued commitment to ensuring prompt completion of the project. NAN recalled that on August 11, 2023, the 188-year-old mosque collapsed while hundreds of worshippers were observing afternoon prayers, killing seven faithful, and injuring several others.

No Discrimination – Keyamo Insists Oyedepo’s Church Airstrip License Will Not Be Revoked
15 December 2024
By Richard Ogunsile
Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, has affirmed that the license issued to Bishop David Oyedepo‘s Living Faith Church, popularly called Winners’ Chapel, will remain intact.
Naija News recalls that in October, the House of Representatives called for the revocation of licenses granted to the church and other private entities and organizations, citing concerns for national security.
Keyamo, however, contended that the church had not breached any regulations and emphasized that it had complied with all legal requirements before the airstrip was approved.
He maintained that it would be discriminatory to single out a person and revoke his licence when the exact right had been given to others.
Naija News reports that Keyamo made these remarks during an appearance on This Morning, an Arise Television-era program.
The Minister said: “You can’t single out an individual in a country like this when you have given the same right to so many people and say withdraw that particular one. On what basis?
“The people have not breached any terms upon which we gave them the license. If you single them out, the constitution says you should not discriminate against any Nigerian. They are following the rules.
“It took me one year to approve that airstrip because we went through so many processes. By law, I said the Minister would approve. That is what the law says. And it came to me. I looked at all the processes. I approved.
“You cannot take off from any private airstrip in Nigeria and fly outside the country. This is not possible. You must first land at an international airport. You will be well-processed and checked before you fly out. If you are flying in, you must first land at an international airport. You will be processed before you fly to your private airstrip.”

Niger, Burkina Faso, Mali To Leave ECOWAS Permanently
15 December 2024
Mali, Burkina Faso, and Niger Republic are set to withdraw from the Economic Community of West African States (ECOWAS) by 2025.
Naija News reports that Alieu Touray, President of the ECOWAS Commission, made the announcement during the 66th Ordinary Session of Heads of States and Governments held on Sunday in Abuja, Nigeria’s capital.
Touray specified that the withdrawal process for the three nations would span from January 29, 2025, to July 29, 2025, providing time for final mediations and potential diplomatic efforts.
“The Authority takes note of the notification by the Republic of Burkina Faso, Republic of Mali and Republic of Niger of their decision to withdraw from ECOWAS.
“The Authority acknowledges that by the provisions of Article 91 of the revised ECOWAS Treaty, the three countries will officially cease to be members of ECOWAS from January 29, 2025.
“The Authority decides to set the period from January 29, 2025 to July 29, 2025, as a transitional period and to keep ECOWAS doors open to the three countries during the transition period.
“In this regard, the Authority extends the mandate of the President of Togo and the President of Senegal to continue their mediation role up to the end of the transition period to bring the three member countries back to ECOWAS.
“Without prejudice to the spirit of the opening, the Authority directs the President of the Commission to launch withdrawal formalities after the end of the deadline of January 29 2025 and to draw up a contingency plan covering various areas.
“The Authority directs the Council of Ministers to convene an Extraordinary Session during the 2nd quarter of 2025 to consider and adopt both separation modalities and the contingency plan covering political and economic relations between ECOWAS and the Republic of Niger, Republic of Mali and Burkina Faso,” Touray read from the communiqué.
ECOWAS leaders commended the exemplary diplomatic engagement of President Bassirou Diomaye Faye of Senegal and President Faure Gnassingbé of Togo, as well as the diplomatic efforts of the Chairman of the Authority of ECOWAS, President Bola Tinubu, and other individual member states toward the three countries.
In his closing remarks, President Tinubu commended the ECOWAS Heads of State and Government for spirited discussions throughout the Summit.
He noted that the collective resolve underscored their strength to address the region’s pressing challenges.
“As we move forward to implement the outcomes of this Summit, let us remain united in our determination and steadfast in our commitment to the principles that bind us together as a Community.
“I call on all Member States to redouble their efforts in ensuring that the decisions reached here translate into tangible benefits for our citizens,” he said.
The Nigerian leader encouraged the leaders to carry forward the optimism and the resolve that guided the deliberations.
“Together, let us continue to champion the cause of a peaceful, secure, and prosperous West Africa, to build ECOWAS as a community of peoples anchored on the ideals of freedom, justice, democracy, and a vision of good governance that addresses the legitimate aspirations of our people,” he said.
Tinubu congratulated the outgoing Chairperson of the African Union Commission, Moussa Faki Mahamat, as he attended his valedictory session as AUC Chair.
He further praised Ghanaian President Nana Akufo-Addo, whom he fondly called “Mr. Democrat,” and wished him resounding success.
He said ECOWAS will continue to draw from President Akufo-Addo’s fountain of wisdom.
In related news, the Nigerian government has released the sum of ₦85 billion (equivalent to $54 million) as a community levy to the Economic Community of West African States (ECOWAS).
The President of the ECOWAS Commission, Omar Touray, confirmed this payment on Sunday during his introductory remarks at the 66th Ordinary Session of the Authority of Heads of State and Government of ECOWAS, which is taking place at the State House Conference Centre in Abuja.
Naija News reports that the released fund represents its levy obligations from January 2023 through July 2024.
Touray said, “The good news, and indeed, a very good news is that for the first time in 19 years, Nigeria has decided to pay 100 per cent of its community levy from 2023.
“I am therefore pleased to announce that on Friday 13, December 2024, Nigeria paid N85bn and $54m representing 100 per cent of the 2023 levy and the levy of 2024 up to July 2024.”
He underscored this payment as evidence of the leadership and dedication of Nigeria’s President Bola Tinubu, the Nigerian government, and its citizens towards the ECOWAS community.

DRC conflict: discussions between Rwanda and DRC leaders called off
15 December 2024
On Sunday, leaders of the Democratic Republic of Congo and Rwanda were supposed to meet in order to discuss halting the conflict in the eastern DRC.
But according to an official, the talks almost instantaneously hit a deadlock and were called off.
According to the DRC, it comes after a Rwandan request that the DRC hold direct talks with M23.
Rwandan President Paul Kagame had been anticipated at the discussions in Angola, but it was unclear if he was in the country.
Instead, the African Union mediator to halt the fighting was reportedly meeting on his own with DRC president.
Back in August, Angola mediated a ceasefire that quelled the situation on the frontline. But both sides continued to trade fire.
On the ground in the eastern DRC, Rwanda-backed M23 militia has captured swathes of land
The fighting has prompted a humanitarian crisis, and thousands have been displaced.

Bid to Build Britain’s Biggest Muslim Cemetery
BY RICHARD ELDRED
15 DECEMBER 2024
Images show the huge scale of the proposed Memorial Garden site which would contain 12,250 burial plots, a funeral parlour and prayer halls.
The cemetery plan has been submitted by the billionaire Issa brothers on land near Oswaldtwistle, west of Blackburn, Lancashire, which has a population of just 10,815.
It would be bigger than Britain’s current biggest Muslim cemetery, the Gardens of Peace in East London which has 10,000 plots on 21.5 acres.
Thousands of residents have objected to the new cemetery which would be funded by siblings Zuber and Mohsin Issa, who own Cooplands and Leon. Mohsin also owns Asda, but his brother sold his stake.
They cite concerns over congestion and wildlife on greenland where the cemetery would be built.
An earlier application to build an 85-acre cemetery on the site was fiercely opposed by residents and withdrawn earlier this year before being replaced with a smaller one.
A group called ‘Say No to the Cemetery’ has thousands of members and they even have a fundraising page for experts to help them challenge the application.
It’s not the first time the wealthy siblings have caused a row. Earlier this year they faced anger from locals in their hometown of Blackburn over plans to build five luxury mansions so their families could live together. …
The brothers originally proposed to build 35,000 burial plots, prayer pavilions and caretaker accommodation and 752 car parking spaces on 84 acres of land.
They scaled back plans after a backlash to 12,250 burial plots, a single pavilion complex of funeral parlour, prayer halls, condolence rooms and ablutions facilities and 356 parking spaces.
The application has been registered and is due to go to the planning committee in the new year.

German right-wing leader questions NATO membership
15 Dec, 2024
Germany must ask whether NATO membership “is still useful for us,” Alternative for Germany (AfD) co-leader Tino Chrupalla has said, arguing that the US-led military bloc forces Europe to act in America’s interests.
”Europe has been forced to implement America’s interests. We reject that,” Chrupalla told German daily Welt on Sunday.
”NATO is currently not a defense alliance,” he continued. “A defense community must accept and respect the interests of all European countries, including Russia’s interests. If NATO cannot ensure that, Germany must consider to what extent this alliance is still useful for us,” he explained.
West Germany joined NATO in 1955, at the height of the Cold War. Accession to the bloc meant that Bonn could focus its spending on post-WWII reconstruction and welfare while outsourcing defense to the US. However, NATO’s first secretary general, Britain’s Lord Ismay, reportedly remarked that the bloc’s purpose in Europe was to “keep the Soviet Union out, the Americans in, and the Germans down.”
While the AfD’s platform has never called for an outright withdrawal from NATO, Chrupalla has previously argued that the bloc’s confrontational stance toward Russia was “driving a wedge into the continent of Europe” and precluding reconciliation with Moscow, which, he said, would be vital “to ensure lasting peace and prosperity” on the continent.
With snap elections in February looming, the AfD is currently polling at around 18%, ahead of Chancellor Olaf Scholz’ Social Democrats at 15% but behind the center-right Christian Democratic Union (CDU) at 32%. However, even if the AfD were to emerge as the largest party after the vote, all of Germany’s other mainstream parties have ruled out entering a coalition with the right-wingers.
The AfD nominated co-leader Alice Weidel as its candidate for chancellor earlier this month, marking the first time in its 11-year history that the party has put a name forward for the position.
Speaking to reporters after the nomination, Weidel promised to introduce drastic immigration restrictions, to roll back Scholz’s climate policies, and to cut off military aid to Ukraine.
“We want peace in Ukraine,” she said. “We do not want any arms supplies, we do not want any tanks, we do not want any missiles.”
Speaking to Welt, Chrupalla said that “Russia has won this war,” and that “reality has caught up with those who claim to want to enable Ukraine to win the war.”

Chechen leader vows revenge after Ukrainian drone strike
15 Dec, 2024
Three drones attacked the city of Grozny in Russia’s Chechen Republic on Sunday. It was the second attack on the southern republic in a week.
There were no casualties, with air defenses shooting down two enemy UAVs, according to local leader Ramzan Kadyrov. The third one fell on the premises of the Akhmat Grozny riot police battalion under Russia’s National Guard.
“The next time you come up with the idea of hitting the Chechen Republic with drones, keep in mind that we will carry out selective strikes on places where the Ukrainian Armed Forces personnel gather,” Kadyrov warned on his Telegram channel.
Kadyrov said that after the strike, he gave the Russian military the locations of Ukrainian troops. According to him, two Iskander missiles neutralized 200 soldiers of the Ukrainian armed forces in an attack on one of the facilities in the city of Kharkov at noon.
There were reports about the attack on the city in the Ukrainian media. The Russian Defense Ministry has not yet officially commented on the strike.
On Thursday a Ukrainian drone damaged a police barracks in Grozny, injuring four servicemen.
“As for morale, such attempts only strengthen our faith in victory and the will to quickly rout the enemy,” Kadyrov wrote at the time.
Ukraine has launched hundreds of UAV attacks on various Russian regions over the past two years of the escalation of its conflict with Moscow. The first time a drone reached the Chechen Republic was in October. The Russian Special Forces University was a target at the time. Kadyrov previously stated that more than 47,000 fighters, including 19,000 volunteers, have undergone training at the center since the escalation of the conflict.

Ukraine will have to trade land for peace – EU state’s president
15 Dec, 2024
The Ukraine conflict will not be resolved until Kiev accepts some “partial territorial losses,” Slovak President Peter Pellegrini has said. Pellegrini and Prime Minister Robert Fico have both called on Russia and Ukraine to enter immediate peace talks.
Speaking to Slovakia’s STVR broadcaster on Sunday, Pellegrini said that daily updates from the front line have convinced him that Ukraine cannot hope to achieve its territorial goals – the return of Donetsk, Lugansk, Kherson, Zaporozhye and Crimea – by force.
“When it comes to peace, I believe that we need to remain realistic,” he told the network. “Today, probably no sane person in Europe believes that it will be possible to achieve peace without some partial territorial losses for Ukraine.”
The president then called on Ukraine and Russia to sit down at the negotiating table as soon as possible.
Pellegrini’s comments echo those made by Fico earlier this week. Speaking to Brazil’s Folha de Sao Paulo news outlet, the Slovak prime minister said that it is necessary to be “at least a little realistic” and to “admit that Russia will never leave Crimea, Donetsk and Lugansk.”
After taking office last year, Fico immediately halted military aid from Bratislava to Kiev, and vowed to veto Ukraine’s potential accession to NATO. He has also accused “Ukrainian Nazis and fascists” of starting the conflict by “murdering the Russian population of Donbass,” and has condemned his fellow EU leaders for prolonging the fighting with military aid and sanctions on Moscow.
“What is the result? The Russians are gaining more and more territory, the sanctions are not working, and Ukraine is no longer strong enough for possible negotiations,” he told Folha de Sao Paulo. Fico also predicted that Kiev will likely be “betrayed” by its Western backers and possibly end up losing a third of its territories without being invited into NATO, receiving security guarantees only in the form of a foreign troop presence in the country.
Moscow maintains that any settlement must begin with Ukraine ceasing military operations and acknowledging the “territorial reality” that it will never regain control of its former regions. In addition, the Kremlin insists that the goals of its military operation – which include Ukrainian neutrality, demilitarization, and denazification – will be achieved.

Two arrested after 'hazardous drone operation' near Boston airport
16 Dec, 2024
Two people have been arrested after allegedly conducting a "hazardous drone operation" near the airspace of the US city of Boston's main airport, police said.
Robert Duffy, 42, and Jeremy Folcik, 32, were arrested on Long Island, part of the Boston Harbor Islands, on Saturday night.
They were charged with trespassing and police said they may face further counts and fines over the drones, which were "dangerously close" to Logan International Airport.
Their arrests follow a series of drone sightings across the US north-east in recent weeks. Police have given no indication that the sightings are connected to these arrests.
Police said the incident in Boston occurred at 16:30 local time (21:30 GMT) on Saturday when a police officer detected a drone operating "dangerously close" to Logan International Airport.
Police said they identified the drone's location and tracked the operators' position to a decommissioned health campus on Long Island. Because of the drone's proximity to an airport, FBI counter-terrorism agents helped the investigation.
When officers arrived on the scene, police said three people attempted to flee, two of whom - Mr Duffy and Mr Folcik - were apprehended. A drone was discovered in a backpack carried by Mr Duffy, police said.
The third suspect is believed to have fled the island in a small vessel and has not so far been found.
It was not immediately clear whether Mr Duffy and Mr Folcik had legal representation. Police said they were yet to be arraigned.
US government officials have been seeking to reassure residents of the north-east that no national or public security threats have been identified in the hundreds of drone sightings.
Flying objects have been reported in states including New York, Pennsylvania, Maryland, Connecticut and Massachusetts, but most of the sightings have been in New Jersey.
Homeland Security Secretary Alejandro Mayorkas told ABC News on Sunday the federal government was working in "close co-ordination" with state and local authorities on the issue.
He said it was "critical" they be given the ability to counter drone activity under federal supervision.
Mayorkas said the rise in drone sightings could be down to a change in federal law last year that allows the aircraft to be flown at night.
"That may be one of the reasons why now people are seeing more drones than they did before, especially from dawn to dusk," he said.
He also said he knew of "no foreign involvement" in drone sightings around the US north-east.
New York Governor Kathy Hochul has called for Congress to grant states more powers to tackle the drones, which forced runways at Stewart Airfield in the state to shut down for about an hour on Friday night.
She said on Sunday that federal officials were sending a drone detection system to New York.
Senate Majority Leader Chuck Schumer has requested that the technology also be sent to New Jersey.

Trump gets $15m in ABC News defamation case
16 Dec, 2024
Robin Levinson-King
ABC News has agreed to pay $15m (£12m) to US President-elect Donald Trump to settle a defamation lawsuit after its star anchor falsely said he had been found "liable for rape".
George Stephanopoulos made the statements repeatedly during an interview on 10 March this year while challenging a congresswoman about her support for Trump.
A jury in a civil case last year determined Trump was liable for "sexual abuse", which has a specific definition under New York law.
As part of Saturday's settlement, first reported by Fox News Digital, ABC also published an editor's note expressing its "regret" for the statements by Stephanopoulos.
According to the settlement, ABC News will pay $15m as a charitable contribution to a "Presidential foundation and museum to be established by or for Plaintiff, as Presidents of the United States of America have established in the past".
The $15m will go towards Trump's future presidential library, US media reported.
The network also agreed to pay $1m towards Trump's legal fees.
Under the settlement, the network will post an editor's note to the bottom of its 10 March 2024 online news article about the story.
It will say: "ABC News and George Stephanopoulos regret statements regarding President Donald J Trump made during an interview by George Stephanopoulos with Rep. Nancy Mace on ABC's This Week on March 10, 2024."
An ABC News spokesperson said in a statement the company was "pleased that the parties have reached an agreement to dismiss the lawsuit on the terms in the court filing".
In 2023, a New York civil court found Trump sexually abused E Jean Carroll in a dressing room at a department store in 1996. He was also found guilty of defaming the magazine columnist.
Judge Lewis Kaplan said the jury's conclusion was that Ms Carroll had failed to prove that Trump raped her "within the narrow, technical meaning of a particular section of the New York Penal Law".
Judge Kaplan noted that the definition of rape was "far narrower" than how rape is defined in common modern parlance, in some dictionaries and in criminal statutes elsewhere.
In a separate case, also presided over by the same judge, a jury ordered Trump to pay $83.3m to Ms Carroll for additional defamatory statements.
Trump is appealing against both verdicts.
During the 10 March broadcast, Stephanopoulos asked South Carolina Republican congresswoman Nancy Mace how she could endorse Trump.
The anchor falsely said "judges and two separate juries have found him liable for rape".
Stephanopoulos repeated the claim 10 times throughout the broadcast.
Ahead of the ruling, a federal magistrate judge had ordered Trump and Stephanopoulos to give sworn evidence at depositions next week.
Trump has also sued CBS, the BBC's US broadcast partner, for "deceptive conduct" over an interview with Kamala Harris.
In 2023, a judge threw out his defamation lawsuit against CNN, in which he alleged the network had likened him to Adolf Hitler.
He has also had lawsuits filed against the New York Times and the Washington Post dismissed.

Harris and Biden urge Democrats to fight on in rare joint appearance
By Andrea Shalal
December 16, 2024
WASHINGTON, Dec 15 (Reuters) - U.S. President Joe Biden and Vice President Kamala Harris made a rare post-election joint appearance on Sunday to thank donors who raised more than $2 billion during the unsuccessful 2024 election cycle, and to urge Democrats to keep fighting for their values.
KEY QUOTES
"Our spirit is not defeated. We are not defeated ... We are strong, we are clear about why we are in this," Harris told guests at a holiday party hosted by the Democratic National Committee. "We cannot let any circumstance or situation or individual ever take away our power ... we know what we stand for, and that's why we know what to fight for."
Biden added that it was critical to keep fighting. "My dad would say, when you get knocked down, you've just got to get up, get up. The measure of a person or a party is how fast they get up."
WHY IT'S IMPORTANT
Democrats are agonizing over the Nov. 5 election results, which saw Harris lose all seven battleground states, the electoral college vote and the popular vote to Trump.
Harris and Biden's joint appearance, along with their spouses, was a show of unity after an election that has resulted in finger-pointing across the party.
The duo have rarely appeared together in public since Biden dropped out of the presidential race in July.
WHAT’S NEXT
Harris' future is uncertain, even though some Democrats are urging her to run for governor of California, her home state.
Biden, who leaves office on Jan. 20, has said he intends to stay active in politics and work to heal deep divisions roiling the United States, a message he repeated jokingly on Sunday:
"The bad news for you all is I ain't going nowhere. We're going to stay engaged."

Storms across US bring heavy snow, dangerous ice and a tornado in California
December 16, 2024
OMAHA, Neb. (AP) — A tornado near a mall in central California swept up cars, uprooted trees and sent several people to the hospital. In San Francisco, authorities issued the first-ever tornado warning.
Elsewhere, inclement weather plagued areas of the U.S., with dangerous conditions including heavy snow in upstate New York, a major ice storm in Midwest states and severe weather warnings around Lake Tahoe.
The ice storm beginning Friday evening created treacherous driving conditions across Iowa and eastern Nebraska on Friday and into Saturday and prompted temporary closures of Interstate 80 after numerous cars and trucks slid off the road. In upstate New York, more than 33 inches (84 centimeters) was reported near Orchard Park, which is often a landing point for lake-effect snow.
On Saturday, a tornado touched down around 1:40 p.m. near a shopping mall in Scotts Valley, California, about 70 miles (110 kilometers) south of San Francisco. The tornado overturned cars and toppled trees and utility poles, the National Weather Service said. The Scotts Valley Police Department said several people were injured and taken to hospitals.
In San Francisco, some trees toppled onto cars and streets and damaged roofs. The damage was due to 80-mph (130-kph) straight-line winds, not a tornado, weather service meteorologist Dalton Behringer said Sunday.
Roger Gass, a meteorologist in the weather service’s office in Monterey, California, said the warning of a possible tornado in San Francisco was a first for the city, noting an advanced alert did not go out before the last tornado struck nearly 20 years ago.
“I would guess there wasn’t a clear signature on radar for a warning in 2005,” said Gass, who was not there at the time.
The fast-moving storm prompted warnings for residents to take shelter, but few people have basements in the area.
Heavy snow fell at some Lake Tahoe ski resorts, and a 112-mph (181-kph) gust of wind was recorded at the Mammoth Mountain resort south of Yosemite National Park, according to the weather service’s office in Reno, Nevada. Up to 3 feet (91 centimeters) of snow was forecast for Sierra Nevada mountaintops.
The weekend Tahoe Live music festival at Palisades Tahoe ski resort in California went ahead as planned in spite of a snowstorm Saturday. Lil Wayne and Diplo were scheduled to perform Sunday, the festival’s website said. The resort said it has received 3.5 feet (1 meter) of snow since Friday. An avalanche warning was in effect at least until Monday morning in the area.
Interstate 80 was closed along an 80-mile (130-kilometer) stretch from Applegate, California, to the Nevada line just west of Reno on Saturday. The California Highway Patrol reopened the road in the afternoon for passenger vehicles with chains or four-wheel drive and snow tires.
The severe weather in the Midwest resulted in at least one death. The Washington County Sheriff’s office in Nebraska said a 57-year-old woman died after she lost control of her pickup on Highway 30 near Arlington and hit an oncoming truck. The other driver sustained minor injuries.
Businesses announced plans to open late Saturday as temperatures rose high enough in the afternoon to melt the ice in most places.
“Luckily some warmer air is moving in behind this to make it temporary,” said Dave Cousins, a meteorologist with the National Weather Service’s office in Davenport, Iowa.
Tens of thousands of people in western Washington state lost electricity Saturday as the system delivered rain and gusty winds, local news outlets reported.
Associated Press reporters Olga R. Rodriguez in San Francisco, Christopher Weber in Los Angeles, Julie Walker in New York, Becky Bohrer in Juneau, Alaska, and Scott Sonner in Reno, Nevada, contributed.
