The National Commission for Protection of Child Rights (NCPCR) has written to the chief secretaries of all States and Union territories recommending that madrasa boards be “discontinued and closed down”, State funding to madrasas and madrasa boards be stopped, and children attending madrasas be enrolled in “formal schools.”
While Congress said it would comment after reading the letter, the party’s Cabinet Minister for Electronics, IT, Biotech, Rural Development and Panchayati Raj in Karnataka, said, a commission should ideally give remedies than to ask states to stop funding and shut down madrasas. “And it is so ironic to see this development days after Maharashtra government decide to triple the salaries of madrasa teachers,” he told The Indian Express.
BJP’s ally in the Centre, Lok Janshakti Party spokesperson AK Bajpayee said, “If any madrasa is found running illegally, it should be shut down. But nothing should be done blindly.” He told The Indian Express he was not aware if NCPCR wrote the letter following receipt of any adverse reports from states.
“There should be proper survey of all madrasas to find if there are any irregularities. And they should be given ample opportunity to explain themselves if any illegality is found,” LJP’s Bajpayee said.
The October 11 letter from NCPCR Chairperson Priyank Kanoongo said, “It has also been recommended that all non-Muslim children be taken out of madrasas and admitted in schools for receiving fundamental education as per the RTE Act, 2009. Also, children from Muslim community who are attending Madrasa, whether recognized or unrecognized, are enrolled in formal schools and received education of the prescribed time and curriculum as per the RTE Act, 2009.”
BJP’s ally JD(U) was not available for comment. Another ally TDP refused to comment. Samajwadi Party MP and spokesperson Anand Bhadauriya said that the letter of the NCPCR appears politically motivated and aimed to create hatred and divide in the society. A number of madrasas are doing excellent work and generating scholars, but attempts are being made for long to create a misconception. Further children from financially poor families study here. “This ridiculous letter must be withdrawn,” he said.
Kanoongo’s letter claims that the exemption of religious institutions from the RTE Act, 2009 led to the “exclusion of children attending only religious institutions from the formal education system”, and that “while Articles 29 and 30 (of the constitution) protected minority rights, children in these schools were deprived of equal access to quality education under the RTE Act.” It adds that what was intended to empower children ultimately created new layers of “deprivation and discrimination due to wrong interpretation.”
Priyank Kharge said reports like ASER also point out flaws in government schools across state. “Does it mean you shut them down and governments stop running them? The report is not a law. The state government will study the report in detail, its findings, methodology, and based on that take a call,” he said.

It also claims that in the NCPCR’s interactions with state authorities it found that madrasas lack trained and qualified teachers as prescribed by the National Council for Teacher Education, and that the teachers in madrasas are “largely dependent upon the conventional methods used in learning Quran and other religious texts.” It adds that the RTE Act specifies qualifications for teachers and the pupil-teacher ratio, and in the absence of these provisions, children are “left in the hands of unskilled teachers.”
The report claims that these institutions impart Islamic education and are “not following the basic principle of secularism”; madrasas “deprive children” of facilities and entitlements which are provided to students studying in regular schools, like uniforms, books, and midday meals; schools that provide formal education are required to follow norms prescribed by the RTE Act, and with no such mechanism available for madrasas, they lack accountability and transparency in their functioning; madrasa boards are “providing Islamic religious education and instructions to non-Muslims and Hindus which is also a blatant violation of Article 28 (3) of the Constitution of India.” It adds that State governments need to take immediate steps to remove Hindu and non-Muslim children from madrasas.
In its report, the NCPCR has said that it had written to the Secretary, Department of School Education and Literacy, Ministry of Education, in June this year, to issue directions to States to inspect madrasas that have UDISE codes and withdraw recognition if these madrasas do not comply with the norms in the RTE Act. In July, the Ministry wrote to the education secretaries of States seeking a report on inspection of madrasas.
Claiming that madrasas have an “arbitrary mode of working” without a standardized curriculum, the report recommends that all non-Muslim children be taken out of madrasas and admitted in other schools, States ensure that all Muslim children attending madrasas are enrolled in formal schools, and state funding to madrasas and madrasa boards be discontinued and these boards be closed down.
Last month, the NCPCR told the Supreme Court that education imparted in madrasas “is not comprehensive and is therefore against the provisions of Right to Education Act.” The NCPCR was making a written submission to the court which is seized of a clutch of appeals challenging the Allahabad High Court order which had declared the Uttar Pradesh Board of Madrasa Education Act, 2004 “unconstitutional” on the ground that it violated “the principle of secularism” and fundamental rights under Article 14 of the Constitution.

Over 2000 radical Islamists gathered in Hamburg, Germany, on Saturday to call for a caliphate and the implementation of Sharia law, German news reported.
The demonstration was organized by a group called Muslim Interaktiv, which is considered by German security and intelligence to be affiliated with Hizb ur-Tahrir, an organization banned in 2003 for promoting the killing of Jews.
Muslim Interaktiv has been classified as extremist by the Hamburg Office for the Protection of the Constitution, according to Tagesspiegel.
The group, founded in 2020, is led by Joe Adade Boateng, also known as Raheem Boateng, who spoke at the demonstration. Hamburg recently prohibited Boateng from working as a teacher due to his ties to Islamism, according to BILD.
In a post about the event on the group's Instagram, it was written, "The colonial order that can only be overcome by a rightfully guided caliphate – a caliphate that will once again allow Jews, Christians, and Muslims to live peacefully together."
The group also posted on X/Twitter “Israel’s Top 5 Lies about the Genocide," in which they argue that Israel's claim to be acting in self-defence and its historical claims to the land are false.
The organization has been active in Germany over the last year, organizing many rallies, especially against Israel's war against Hamas.
Hamburg police chief Frank Schnabel told ZDF in April he saw no legal basis for banning the organization. Likewise, Federal Justice Minister Marco Buschmann said their calls for a caliphate were "politically absurd" but not punishable by law, according to BILD.
However, Christoph de Vries, a member of the Hamburg CDU Bundestag, called for them to be banned, saying they were "an Islamist, anti-Israel group."
Hizb ur-Tahri, the believed affiliate organization, is an international pan-Islamist and Islamic fundamentalist political organization that aims to reinstate the Islamic caliphate and implement sharia globally.
"Hizb ut-Tahrir is an anti-Semitic organization that actively promotes and encourages terrorism, including praising and celebrating the appalling 7 October attacks," former interior minister James Cleverly said.

KUALA LUMPUR, Oct 12 — Islamist party PAS today called for unity in opposing Israel’s aggression against Palestine in the Middle East.
Addressing some 2,000 demonstrators in downtown Kuala Lumpur this afternoon, PAS president Tan Sri Abdul Hadi Awang said Muslims must stand firm against the brutal acts committed by the Zionist government of Israel.
“We must have all the Muslims join the cause and support the Palestine movement,” he said a few hundred metres away from the US Embassy on JalanTun Abdul Razak here, just as the afternoon heat gave way to a light drizzle.
“However, such tyranny will only end up digging their own grave,” he added in his speech to commemorate the one-year anniversary of the attacks against Israel by Palestinian groups Hamas and Hezbollah on October 7 last year, which triggered reciprocal hostilities in Gaza that have since spread to neighbouring countries in the Middle East like Syria, Iran, and Lebanon.
Hadi’s cry of “Takbir”, which translates as “God is greater”, was met with a roar from demonstrators who were Muslim men as far as could be seen.
The rally, called “Himpunan 1 TahunTaufan Al-Aqsa”, drew roughly 2,000 demonstrators who gathered at the Kuala Lumpur City Centre’s Asy-Syakirin Mosque at about 1pm before marching to the US Embassy, seen by locals as a strong ally of Israel.
A significant number of them were PAS supporters from as far north as Perlis and Kedah as well as those from the central region of Perak and Selangor.
Hadi’s speech was prefaced by his deputy Datuk Seri Tuan Ibrahim Tuan Man who urged Muslims to set aside their denominational differences to condemn Israel.
Other PAS leaders who attended the event include secretary-general Datuk Seri Takiyuddin Hassan, information chief Ahmad FadhliShaari, international bureau chief Muhammad Khalil Abdul Hadi, Youth chief AfnanHamimi TaibAzamudden, and Muslimat chief Nuridah Salleh.
Also present were Parti Pejuang Tanah Air president Datuk Seri Mukhriz Mahathir, and social activists Hishamuddin Rais and Chua Tian Chang, popularly known as Tian Chua.

Baloch Human Rights Activist Dr Mahrang Baloch Charged With Terrorism

ISLAMABAD: Pakistani police have registered a case against human rights activist Dr Mahrang Baloch on the charge of aiding separatist groups in the country’s restive Balochistan province, officials said Saturday. A fierce critic of Pakistan’s military, Baloch denied the charges, saying the case showed “how the state has grown increasingly uncomfortable” with her activism.
She was barred by immigration authorities at Karachi airport this week from boarding a flight to New York, where she was scheduled to attend a Time magazine function. Time has recognised her as one of the world’s 100 emerging leaders for her advocacy of Baloch rights.
Baloch is a leader of Baloch Yakjehti Committee that has organised sit-in protests in the past few months over disappearances and extra-judicial killings in Balochistan.
On Friday, a man named Asad Ali filed a case against her in Karachi, accusing Baloch and her group of blocking highways, levelling false accusations against security agencies, inciting Baloch youth to violence, and targeting labourers in Balochistan.
Police acted on the complaint. Their move came days after the killing of two Chinese engineers in a suicide blast in Karachi. The outlawed Baloch Liberation Army had claimed responsibility.
“To continue this, Mahrang Baloch has been brought to the forefront, who brings terrorists to the cities in the form of groups during her rallies,” read the police report.
Baloch said the case against her aimed to threaten the collective struggle of Balochistan. “I will fight this in a court of law.”

Human Rights Group Slams UNHRC over Inaction on Afghanistan Crisis

KABUL: The International Service for Human Rights (ISHR), a leading watchdog organization, has criticized the United Nations Human Rights Council for its inadequate response to the escalating human rights crisis in Afghanistan.
In a statement, ISHR condemned the Council’s latest resolution, arguing that it fails to establish mechanisms for justice, accountability, and reparations for serious human rights violations, some of which may amount to crimes against humanity, particularly regarding gender-based persecution.
Despite repeated appeals from Afghan, regional, and international groups, the resolution does not create an independent investigative mechanism to collect and preserve evidence of international crimes in Afghanistan. ISHR believes such a mechanism is essential for enhancing accountability and supporting cases at the International Criminal Court and the International Court of Justice.
However, ISHR noted that the resolution includes language that could serve as a “blueprint for future action,” recognizing the necessity for accountability measures such as evidence collection and preservation. South Africa, during the resolution’s adoption, emphasized that the document provides a foundation for the Human Rights Council to build upon moving forward.
The resolution refers to a recent report from the Office of the High Commissioner for Human Rights (OHCHR), which highlighted the need to address decades of impunity for human rights abuses in Afghanistan. The report calls for comprehensive, multidimensional, and gender-responsive accountability efforts to meet the needs of victims.
Tess McEvoy, head of ISHR, stressed the urgent need for an independent mechanism that addresses the gender-specific dimensions of abuses in Afghanistan, stating, “An independent accountability mechanism is urgently needed to tackle past and ongoing violations, ensuring a gender-responsive approach to justice for all, including women and girls.”
Additionally, the resolution extends the mandate of Richard Bennett, the U.N. Special Rapporteur for Afghanistan, who is responsible for monitoring the ongoing human rights situation under Taliban rule.

Ahead of the Assembly polls, Shiv Sena UBT chief Uddhav Thackeray criticised the BJP and RSS during his party’s annual Dussehra rally on Saturday. He condemned their approach to Hindutva and accused the BJP of engaging in ‘Satta jihad’—a term he used to describe their relentless pursuit of power at any cost.
Thackeray’s use of ‘Satta jihad’ comes in response to the BJP’s ‘vote jihad’ allegations, claiming that Shiv Sena UBT had garnered significant minority support in the recent Lok Sabha polls. He promised to construct temples dedicated to Chhatrapati Shivaji Maharaj in every district of Maharashtra if his party regains power.
The former chief minister also challenged the RSS to reflect on its contributions to Hindus over the past century. He questioned why RSS chief Mohan Bhagwat urged Hindus to unite against perceived threats, suggesting that the BJP, under Prime Minister Narendra Modi, had failed to protect them despite being in power for a decade.
“You (Bhagwat) say Hindus are under threat and should unite. What has Vishwaguru (PM Modi) been doing for the past 10 years? Why should you remain in power if you cannot protect Hindus?” Thackeray said. He further urged the RSS to hold a ‘Chintan Shibir’ to introspect on its actions and questioned whether it accepted the current state of the BJP, which he claimed had strayed from its original principles.

In a post on X, Rahul Gandhi expressed his sorrow, saying, "The tragic demise of Baba Siddique ji is shocking and saddening. My thoughts are with his family in this difficult time."
He further added, "This horrifying incident exposes the complete collapse of law and order in Maharashtra. The government must take responsibility, and justice must prevail."

‘They are taking incredible care of us’: Lebanon’s Shia put their faith in Hezbollah

When the Sabra family fled Israeli bombardments in the southern Lebanese town of Marjayoun for Beirut’s southern suburbs in October last year, a monthly stipend in dollars from Hezbollah meant they did not fear going hungry. When they were displaced a second time, to the mountains around the capital by a wave of Israeli attacks on southern Beirut, regular deliveries of meals, food parcels and even cleaning supplies from organisations connected to the group have kept them afloat.
“They are taking incredible care of us even with everything that is happening. They never leave us alone,” said Hind Sabra, whose name has been changed. Their house of 14 people contains three families, each receiving a $200 (£150) monthly stipend in cash as well as cut-price medications, and food parcels containing rice, oil, tuna and beans.
The food, medication and cash are all part of a network of support long maintained by Hezbollah, including a de facto bank that has flourished amid Lebanon’s years-long financial crisis, a fund that cares for the families of those killed in battle, and a social care organisation responsible for distributing cash payments to tens of thousands displaced earlier this year, according to a Hezbollah official.
Over the past two decades, Hezbollah has come to dominate the various groups that make up Lebanon’s fractured and sectarian politics, as well as exerting control over key industries such as agriculture and construction in the south. Lina Khatib of Chatham House said the group’s status had grown to “influence and control the state in Lebanon from within state institutions as well as outside them”.
Western countries, including the US and UK, have placed sanctions on Hezbollah and regard it as a terrorist organisation. Meanwhile the group, which comprises a paramilitary organisation and a political party, maintains a support base mainly among Lebanon’s working-class Shia Muslim community that see Hezbollah as a defender of their interests, and essential protection against Israeli military power.

Hate crime: Muslims still the most targeted group in England and Wales

Muslims continue to be the most targeted group in England and Wales when it comes to hate crime, according to recently published Home Office data.
The figures, which recorded hate crimes from March 2023-24, show that there has been an increase in religious hate crimes targeting Muslims with 3,866 offences, up 13% from 3,432 recorded the previous year.
Almost two in five (38%) religious hate crimes targeted Muslims even though the figures do not include the anti-Muslim riots in the summer.
Overall, there was a 25% increase in police recorded religious hate crime over the latest year, up from 8,370 to 10,484 offences. This is the highest annual count since the hate crime collection began in the year ending March 2012.

New Blackburn kitchen mosque approved despite complaint over noise

A Blackburn mosque and Islamic centre has been given permission to add a kitchen to its premises. Masjid-E-Saliheen in Didsbury Street, in the Audley and Queens Park ward, has been planning permission for the addition.
It can now build a single-storey extension to the rear of the building to provide a small community kitchen. Blackburn with Darwen Council has approved the scheme with eight conditions including a replacement tree planting and landscaping scheme.
This is despite an objection from a nearby resident who said the mosque was open from early hours till late at night creating noise at unsociable hours, extreme lighting along building affects the homes and on Friday afternoons traffic and parking is was already chaotic with vehicles using pavements and space outside residents homes. The objection letter warned of increased congestion, noise and traffic if the kitchen was added.
A report recommending approval by planning officer Jamie Edwards says: “The application site relates to the existing Masjid-E-Saliheen mosque and Islamic education centre positioned on the western side of Didsbury Street, Blackburn. The building is two storeys high, with a pitched roof.

KUALA LUMPUR, Oct 13 – The Selangor Islamic Religious Department (Jais) has today issued a stern warning to private Islamic schools in the state following reports of physical and sexual abuse involving students.
The department said these cases, if true, are deeply troubling and completely against the principles of Islamic education, which should emphasise compassion and humanity.
“Educators must set a good example for students, as befits their role as teachers,” its director Datuk MohdShahzihan Ahmad said in a statement here.
He pointed to the recent case involving four students who disappeared from a tahfiz school and were found in Bukit Jelutong, who alleged that they had been victims of abuse and sexual misconduct.
Jais reminded school management and staff in Selangor that the department will not hesitate to revoke the registration of any school involved in such cases, in accordance with Section 15 of the Islamic Religious Schools Control Enactment 1988 (Amendment 2001).

Cairo: A prominent Saudi Muslim cleric delivered a sermon and led prayers at a landmark mosque in Indonesia, attended by thousands of worshippers.
Sheikh Ahmed Al Hudhaifia, the imam and preacher of the Prophet’s Mosque—Islam's second holiest site in the Saudi city of Medina—gave the Friday sermon before the congregation's noon prayers at Masjid Istiqlal, also known as Independence Mosque, in Jakarta.
More than 150,000 worshippers attended the event, according to the Saudi news portal Sabq. Al Hudhaifia was the first Arab-speaking preacher to deliver a sermon at this mosque in 50 years, the report stated. Istiqlal Mosque is Southeast Asia's largest and was inaugurated in 1978 to mark Indonesian independence.

He said the arrival of two naval ships from China at the Penang Port recently is not an issue that should be blown out of proportion.
“We have joint military operations in our areas with the United States, China, Singapore, Indonesia and India... so, what is the problem?
“To me, there is no problem as this has been going on for a long time. If during the previous government (administrations) with PAS (and) Bersatu, Israeli aircraft could pass through, docking at our ports was no issue, but now it has become an issue.

Pashtun Tahaffuz Movement’s Chief Manzoor PashteenVows To Continue Fighting For Pakhtun Rights

KHYBER: Unlike Friday’s chaotic situation, the second day of the Pashtun Tahaffuz Movement’s Jirga in Jamrud tehsil here on Saturday was more organised, with essential amenities provided to participants.
The organisers put up 60 enclosures for attendees from Khyber Pakhtunkhwa and Balochistan overnight after the provincial government fulfilled its promise of supplying tents, a sound system, power generators, drinking water, and food.
A two-hour documentary highlighting the hardships of the residents in tribal districts and other parts of the province was also showed on a mega screen inside a large tent.
The organisers provided selected delegates with survey reports compiled by PTM teams in the last several months about the damage by militancy and military operations to public life and property in the region.
A team leader was selected from every enclosure to present a comprehensive report and suggestions for the residents’ grievances on the final day of the Jirga.
PTM chief Manzoor Pashteen praised representatives of various political parties and other delegates, for attending the event and declared them the true leaders of Pakhtuns and said only they could take final decisions on issues on their behalf.
Citing a Quranic verse, which declares that Almighty Allah doesn’t change the condition of a nation unless it makes an effort for it, the PTM leader said the large turnout of Pakhtuns and their leaders in the Jirga showed that they’re ready to change their destiny despite challenges.
He apologised for the shortage of facilities and mismanagement on the first day of the jirga and recounted the difficulties faced by PTM workers from the state machinery ahead of the event.

Balochistan’s CM Rules Out Need For Military Operation In Balochistan

QUETTA: A day after 21 miners were killed in an attack by armed men on a coal mine in Balochistan’s Duki area, Chief Minister Sarfaraz Bugti ruled out the need for a military operation in the province.
Meanwhile, a complete strike was observed against the attack in Duki, where labourers also stopped working at coal mines until they were provided security by the state.
Mr Bugti said the federal government has assured the provincial government of full cooperation in its actions against terrorists.
Mr Bugti said intelligence-based operations were ongoing and that his government would present details about these operations on the floor of the assembly.

Death penalty awarded to Gujjar Khan suspect for blasphemy, cybercrime

ISLAMABAD: A special court has handed death sentence and life imprisonment to a resident of Gujjar Khan on charges of blasphemy and cybercrime.
The case highlights the intersection of blasphemy laws and cybercrime legislation in the country, as the Prevention of Electronic Crimes Act (Peca) is being increasingly used to deal with offences committed through digital platforms.
The decision of the special court, which functions under Peca, was announced following an investigation conducted by the Federal Investigation Agency (FIA) that had initially registered the case against the suspect.

SCO summit to boost economic, cultural ties

ISLAMABAD: Leaders from the Shanghai Cooperation Organisation (SCO) member states will convene in the federal capital next week for the 23rd meeting of the Council of the Heads of Government (CHG), with the goal of advancing regional economic cooperation and strengthening socio-cultural ties.
The summit, scheduled for Oct 15-16, will also address pressing issues such as environmental collaboration and organisational performance.
Nine of the 10 member states are being represented at the prime-ministerial level, considering that the office of the first vice president in the Iranian system is equivalent to that of the prime minister.
Prime Minister Shehbaz Sharif, as the current Chair of the CHG, will preside over the leaders’ meetings, which will be held at the Jinnah Convention Centre.
The CHG, the second-highest decision-making body in the SCO, plays a pivotal role in shaping the organisation’s economic initiatives and deciding institutional matters.
The gathering is expected to result in the adoption of key measures aimed at enhancing economic partnerships among member states and approving the SCO’s budget for the upcoming year.
The summit will bring together Chinese Premier Li Qiang, Russian Prime Minister Mikhail Mishustin, Belarusian PM Roman Golovchenko and Iran’s First Vice President Reza Aref. Kazakhstan’s Prime Minister OlzhasBektenov, Kyrgyzstan’s AkylbekJaparov, Tajikistan’s KohirRasulzoda, and Uzbekistan’s Abdulla Aripov are also expected to participate in the meeting.

CTD kills three TTP ‘terrorists’ in Kachhi

QUETTA: Three suspected terrorists of banned Tehreek-e-Taliban Pakistan (TTP) were killed during an operation in Kachhi district on Saturday, according to officials The Counter Terrorism Department (CTD) of Balochistan Police launched the operation in the Do-Pasi bridge area of Dhadar area on intelligence reports about the presence of terrorists.
As forces closed in on the suspected hideouts of terrorists, they opened fire. The security forces returned fire and killed three terrorists, Kachhi SSP Dost Muhammad Bugti confirmed.
He said that the deceased terrorists were planning to carry out an attack in the area. A large quantity of the arms and ammunition was recovered from their possession, officials claimed.
In South Waziristan, a key militant was killed during an early morning operation conducted by security forces in the Shaktoi area of Sararogha tehsil on Saturday.

MQM-P ties support for constitutional courts to local govt empowerment

ISLAMABAD: The Muttahida Qaumi Movement-Pakistan (MQM-P) on Saturday linked its support for the government’s constitutional amendment package to the inclusion of provisions that strengthen local governments across the country.
The demand was made during a meeting between Sindh Governor Kamran Tessori, an MQM-P delegation and Prime Minister Shehbaz Sharif in Islamabad.
MQM-P representatives asked the government to amend Article 140-A regarding local bodies, sources said. The party also presented a draft proposal to the prime minister and demanded that it should also be made part of the government’s proposed constitutional amendments.
The sources said that a PML-N delegation, led by Deputy Prime Minister Ishaq Dar, would visit MQM-P headquarters in Karachi to discuss the proposed constitutional amendments.

Govt, opposition inch their way to a consensus

ISLAMABAD: As the majority, except for the PTI, agreed to alter the procedures for superior judges’ appointment, the special parliamentary committee still failed to evolve a consensus on the constitutional package, with the JUI-F advocating a “constitutional bench” instead of a constitutional court proposed by the government.
The committee which has the representation of all parties, including the PTI, met for the second consecutive day on Saturday amid reports that the constitutional package would be tabled in parliament by Oct 25.
A day after the PPP made its draft proposals public, the JUI-F shared its draft of proposed amendments with the committee under the chairmanship of PPP leader Syed Khursheed Shah.
The committee will meet again on Monday (tomorrow) hoping to achieve the consensus, with the chair constituting a sub-committee to review the drafts submitted by both the government and the opposition parties.

Govt equates PTI’s protest call with ‘terrorism’

ISLAMABAD: The government officials on Saturday lashed out at the Pakistan Tehreek-i-Insaf (PTI) for its Oct 15 protest call, comfortably hurling “terrorism” and “Taliban” labels at Imran Khan’s party and denouncing it as a deliberate attempt to undermine the country’s progress and sabotage the Shanghai Cooperation Organisation (SCO) summit.
Federal ministers Ahsan Iqbal and Khawaja Asif, Punjab Information Minister Azma Bokhari and PML-N Senator Talal Chaudhry condemned the planned protest as “political terrorism” and a “conspiracy against the state”.
Speaking at a press conference, Planning Minister Ahsan Iqbal criticised the timing of the protest, coinciding with the SCO summit hosted by Pakistan, which he described as a great honour for the country.
“There is no doubt that terrorism in Karachi and political terrorism protest calls (in Islamabad) are similar,” the minister said, apparently referring to the recent suicide attack near Karachi airport targeting Chinese nationals.
“The scriptwriter is the same who, on one hand, is using terrorists to carry out explosive attacks and, on the other, is using PTI to spread anarchy and undermine Pakistan’s vital interests,” he said.

Rallies, sit-ins banned across Karachi ahead of civil society, TLP marches

KARACHI: The city administration has imposed a complete ban on all kinds of protests, demonstrations, sit-ins, rallies and assembly of more than five persons within the limits of Karachi division under Section 144 of the criminal procedure code.
Sources said that the ban was imposed by Commissioner Hassan Naqvi on the recommendations of Karachi police chief Javed Odho to avoid a potential breakdown of law and order against the backdrop of the announcement of the Tehreek-i-Labbaik Pakistan (TLP) and civil society organisations regarding holding their separate marches on Sunday (today) at a same location — Teen Talwar in Clifton — over the killing of blasphemy suspect Dr Shahnawaz Kunbhar.

GIZ local staff fear for safety after Afghanistan office closure

Some Afghan employees of the German organization GIZ have expressed concerns, fearing for their safety after the organization’s office closes. GIZ has confirmed that it plans to stop employing local staff in Afghanistan by 2025.
On Sunday, October 12, local GIZ employees in Afghanistan stated that they have been negotiating with the organization’s officials to determine what will happen to Afghan staff after the office shuts down. They emphasized that during their employment contracts, they were informed that GIZ holds no responsibility for relocating Afghan employees to Germany.
One GIZ employee said, “The head of the office told staff in a meeting that there are two reasons for closing the office in Afghanistan: first, our staff are not safe, and second, the Taliban have declared our presence illegal.”

Iranian Official: 85% of child laborers in Tehran are Afghan migrants

Ali Kazemi, the Secretary of Iran’s National Child Rights Authority, stated that out of the 3,200 identified child laborers in Tehran, 85% are foreign nationals.
On Saturday, October 12, in an interview with an Iranian media outlet, Kazemi explained that a lack of education and financial difficulties forced these children to work on the streets of Tehran.
He further mentioned that the Bureau of Foreign Nationals had deported undocumented child labourers due to violations of national laws regarding children. Although Kazemi did not specify the nationality of the undocumented children, Iranian authorities often use the term “undocumented nationals” to refer to Afghan migrants without residency permits.

25 Afghan citizens released from Iraqi prisons

The Ministry of Refugees and Repatriation announced that 25 Afghan citizens have been released from prisons in Iraq.
According to the ministry, these individuals were jailed for six months in various provinces of Iraq because they did not have legal documents.
Once they arrived at the Nimroz border, officials registered them and referred them to the International Organization for Migration (IOM) for assistance.

The realities of daily life, however, are often far from the idyllic experiences that tourists relish, especially in the more remote areas. The district is highly prone to natural hazards ranging from tropical cyclones to torrential rainfall and from tidal surges to river erosion. Local families regularly face the impacts of these events, and the most vulnerable are often the most affected.
“We often experience cyclones, flash floods and tidal surges,” says 30-year-old BillalHowlader, the sole breadwinner of a family of 4. “I lost my home a few years ago when a cyclone hit our village. We had nothing left and had to rebuild our lives from scratch.”

As Gaza war grinds on, Israeli military faces daunting new challenges in Lebanon

As Israel undertakes its fourth ground offensive in southern Lebanon in 50 years, its troops again face rocky terrain mined with explosives and full of hiding places that previous generations of soldiers have battled over.
After pounding Gaza for nearly a year, Israeli forces began "targeted" ground raids on September 30 intended to push back Hezbollah fighters in Lebanon who have been bombarding northern Israel over the last year.
The decision has sparked a debate about the wisdom of opening up a second front and presents Israeli soldiers with a different challenge to the flat, densely packed urban environment of Gaza.
Jonathan Conricus, who fought in Lebanon and served as an Israeli liaison officer to United Nations peacekeepers from 2009-2013, said the terrain was "vastly different" and forms a combat zone that is "many times larger".
"The topography is very challenging for an invading force and convenient for an enemy like Hezbollah," Conricus, a former military spokesman who now works for the conservative Foundation for Defense of Democracies in Washington, told AFP.
"The terrain also allows multiple ways for a defending enemy to use anti-tank missiles and IEDs against a conventional army," he added, referring to improvised explosive devices.
"As soon as you cross the border, you go down drastically and up drastically," Eisen, who now works at the Institute for Counter Terrorism at Israel's Reichman University, told AFP.
"There are boulders that can be used as hiding places and there are areas that you can't just drive through with vehicles. It is also hard to walk through," she recalled.
Analysts believe Hezbollah constructed an intricate network of underground tunnels cut deep into the hills, with openings hidden inside homes among other locations.
Israel's multiple wars in Lebanon have always had the same objective -- dealing with a security threat on its northern border -- but have produced highly contested results.
After "Operation Litani" against the Palestine Liberation Organisation (PLO) in 1978, Israeli troops invaded four years later for the wider-ranging "Peace for Galilee" operation, again targeting the PLO.

Israel-Hezbollah clash: Another UN peacekeeper injured amid escalating conflict

‘The fear is unspeakable’: airstrikes on northern Gaza leave hundreds of thousands with nowhere to go

At least 22 people have been killed in airstrikes in northern Gaza, with Israeli forces stepping up their campaign on the besieged Palestinian territory even as fighting in the new war in Lebanon escalates.
On Saturday, the Israel Defense Forces (IDF) renewed its evacuation orders for Palestinians still living in the decimated northern half of Gaza, although many residents say the fighting and Israeli sniper fire make it impossible to leave.
AvichayAdraee, an IDF spokesperson, told people that the area includes parts of Gaza City’s Sheikh Radwan neighbourhood and sections around Jabalia, the urban refugee camp.
In a social media post, Adraee asked people living there to head south to al-Mawasi, a coastal area of southern Gaza where hundreds of thousands of people are already displaced. A total of 84% of the territory is currently under evacuation orders, pushing civilians into ever-dwindling “humanitarian zones” which Israel has bombed regardless.
The UN says an estimated 400,000 people are trapped by the latest ground fighting and artillery fire centred in Jabalia, which has now entered a second week.

Iran sends 2 satellites to Russia for rocket launch, says they’re for civilian purposes

DUBAI, United Arab Emirates – Iran has sent two locally made satellites to Russia to be put into orbit by a Russian space vehicle, the semi-official news agency Tasnim reported on Saturday, in the latest space cooperation between the two US-sanctioned countries.
The development of Kowsar, a high-resolution imaging satellite, and Hodhod, a small communications satellite, is the first substantial effort by Iran’s private space sector, the report said.
Russia sent Iranian satellites into orbit in February and in 2022, when US officials voiced concern over space cooperation between Russia and Iran, fearing the satellite would not only help Russia in Ukraine but also help Iran monitor potential targets in Israel and the wider Middle East.
Kowsar could be used in agriculture, natural resource management, environmental monitoring, and disaster management, Tasnim said. Hodhod is designed for satellite-based communications and could be used in remote areas with little access to terrestrial networks.
In September, Iran carried out its second satellite launch this year using a rocket built by its Revolutionary Guards. The launch came as the United States and European countries accused Tehran of transferring ballistic missiles to Russia that could be used in its war with Ukraine. Iran has denied this.

Israeli attack on northern Gaza hints at retired general's 'surrender or starve' plan for war

On Saturday morning, a message was posted on social media by the Israeli military’s Arabic spokesman warning people living in the ‘D5’ area of northern Gaza to move south. D5 is a square on the grid superimposed over maps of Gaza by the Israel Defense Forces (IDF). It is a block that is split into several dozen smaller areas.
The message, the latest in a series, said: "The IDF is operating with great force against the terrorist organisations and will continue to do so for a long time. The designated area, including the shelters located there, is considered a dangerous combat zone. The area must be evacuated immediately via Salah al-Din Road to the humanitarian area."
A map is attached with a large yellow arrow pointing from block D5 down to the south of Gaza. Salah al-Din Road is the main north-south route. The message is not promising a swift return to the places people have been living in, an area that has been pulverised by a year of repeated Israeli attacks. The heart of the message is that the IDF will be using "great force… for a long time". In other words, don’t expect to come back any time soon.
The humanitarian area designated by Israel in the message is al-Mawasi, previously an agricultural area on the coast near Rafah. It is overcrowded and no safer than many other parts of Gaza. BBC Verify has tracked at least 18 airstrikes on the area.
Hamas has sent out its own messages to the 400,000 people left in northern Gaza, an area that was once the urban heartland of the Strip with a population of 1.4m. Hamas is telling them not to move. The south, they are told, is just as dangerous. As well as that, Hamas is warning them that they will not be allowed back.

IDF soldier killed in southern Gaza as fighting intensifies around Jabaliya

The Israel Defense Forces said on Saturday that it had carried out operations against Hamas operatives throughout the Gaza Strip over the weekend, including in southern Gaza, where an Israeli soldier had been killed in battle a day earlier.
Staff Sgt.IttaiFogel, 22, of the 401st “Iron Tracks” Brigade, from the West Bank settlement of Yakir, served as a tank commander in the brigade’s 46th Armored Battalion. According to Hebrew media reports, he was killed during an operation in Rafah, Gaza’s southernmost city.
Fogel leaves behind his two parents and four younger brothers. His cousin, Staff Sgt.ElkanaNavon, was killed in clashes with Hamas gunmen in the West Bank city of Jenin on August 31.
The military confirmed on Saturday that it had been operating in Rafah, and said it had “eliminated a number of terrorists who acted with the aim of attacking our forces.”

U.S. Warns Of Possible Security Threat On Romania's Synagogues, Mosques

It recommends increased caution, keeping a low profile, and avoiding religious sites while paying increased attention to one's surroundings. Romania's Intelligence Service (SRI) said in response that it had no information justifying raising the terror-alert level. However, the SRI said it would act with increased attention to defend Romania's security. US military strikes 'multiple' Islamic State group camps in Syria

The US Central Command on Saturday said its forces had conducted air strikes against "multiple known ISIS camps in Syria", adding that the strikes were aimed at disrupting the ability of the group to conduct attacks against the United States and its allies.
US forces “conducted a series of airstrikes against multiple known ISIS camps in Syria in the early morning of Oct. 11,” the US Central Command said in a statement on X, using an acronym for the Islamist militant group.
“The strikes will disrupt the ability of ISIS to plan, organize, and conduct attacks against the United States, its allies and partners, and civilians throughout the region and beyond.”

Hurricane Milton triggers EF-3 Tornado in Florida's Palm Beach County, leaving seven injured

A tornado caused due to Hurricane Milton has left seven people injured and caused extensive damage in Florida's Palm Beach County, according to a survey released by the National Weather Service (NWS) on Friday. The tornado struck on Wednesday, with a path that lasted 30 minutes, as reported by WPLG.
The tornado began at 4.51 pm in Wellington, destroying a double-wide mobile home on Deer Path Lane in the Rustic Ranches area. It then moved through the Lakefield West, Meadowwood, and Binks Forest communities, damaging homes and uprooting trees.
The tornado continued across Southern Boulevard and into Loxahatchee Groves and The Acreage, intensifying as it approached Northlake Boulevard. The NWS reported that the worst damage occurred in the Avenir community of Palm Beach Gardens, where it shattered strong windows, caused part of a Publix supermarket roof to collapse, and moved vehicles over 100 yards.
With peak winds estimated at 140 mph, the tornado had a path length of 21 miles and a width of 300 yards. The NWS classified it as a strong EF-3 tornado on the enhanced Fujita scale. The Palm Beach County Division of Emergency Management and local law enforcement agencies assisted in the survey.

Saudi Arabia condemns Israel’s decision to confiscate UNRWA headquarters

Riyadh: Saudi Arabia condemned the illegal decision by the Israeli authorities to seize the land housing of the headquarters of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in East Jerusalem and to transform the site into a colonial outpost.
In a statement issued on Sunday, the Saudi foreign ministry called the move illegal and reiterated the Kingdom’s rejection of the “blatant Israeli violations of international laws and resolutions without deterrence, and its systematic political and military targeting of the UN agencies, its aid organizations and workers.”
Israel’s Land Authority was reportedly in the preparatory stages of a plan to confiscate UNRWA’s site and build 1,440 settlement units.

Iranian-aligned groups began attacking US military bases in Iraq and Syria shortly after the Gaza war erupted, with strikes escalating as Israel's offensive against Lebanon unfolded.
In the past two weeks, Israeli operations in Lebanon have resulted in the deaths of more than 2,000 people, further intensifying regional tensions.

KSrelief distributes aid throughout the Middle East

RIYADH: The Saudi aid agency KSrelief continued its humanitarian efforts by implementing the fourth phase of the Al-Amal Charity Bakery project for 2023 in Akkar Governorate and Al-Miniyeh District, Lebanon.
Over the past week, the project distributed 175,000 bundles of bread to 12,000 of the most vulnerable families, including refugees from Syria and Palestine, as well as members of the host community in northern Lebanon.
In addition, on Thursday KSrelief distributed 1,500 cartons of dates to displaced people in Marib Governorate, Yemen, benefiting 9,000 people.

Saudi Arabia expands cloud seeding for water security

Kingdom arrests 22,993 illegals in one week

RIYADH: Saudi authorities arrested 22,993 people in one week for breaching residency, work and border security regulations, the Saudi Press Agency reported on Saturday.
According to an official report, a total of 14,269 people were arrested for violations of residency laws, while 5,230 were held over illegal border crossing attempts, and a further 3,494 for labor-related issues.
The report showed that among the 1,378 people arrested for trying to enter the Kingdom illegally, 58 percent were Ethiopian, 41 percent Yemeni, and 1 percent were of other nationalities.
A further 80 people were caught trying to cross into neighboring countries, and 19 were held for involvement in transporting and harboring violators.

A former governorship candidate in Zamfara State, Sani AbdullahiShinkafi, has reacted to the allegation that the Minister of State for Defence, Bello Matawalle, abandoned his home state of Zamfara to coordinate the fight against banditry in Sokoto State.
However, Shinkafi, who was an aide to Matawalle while he was governor of Zamfara State, argued that several notorious armed bandits in Zamfara, Sokoto, Kebbi, Katsina, and Kaduna States had been neutralized recently in the concerted and coordinated military operation in the region.
“Any governor, former governor, or retired military officer who distracts the ongoing military operation in the North West region is a saboteur who wants to use insecurity as a conduit pipe to divert and siphon security votes.
“Those who engaged in this unpatriotic act should desist from it, for God’s sake, and be aware that sooner than later, they will leave the office and account for their stewardship.
“To publish that the Minister of State for Defence abandoned his home state of Zamfara to coordinate the fight against banditry in Sokoto State is an assault on the sensibilities of Nigerians who desire public safety, peace and unity to mundane partisan politics that retards the nation’s democracy, ” he said.
He noted that Matawalle had visited SabonBirnin, Goronyo, Rabah, Isa Local Government Area of Sokoto, which shares a boundary with Shinkafi Local Government Area in Zamfara State and Niger Republic where these criminal elements easily smuggle arms and ammunition through the porous borders.
“President Bola Tinubu directed him to go to Sokoto State along with the Chief of Defence Staff to coordinate the fight against banditry in the North West, not to Zamfara State, though the military operation covers Zamfara State where the notorious bandit kingpin, JamiluSububu was neutralised in recent military operation against other armed bandits. Sadly, the same PDP that has been frustrating Matawalle’s effort in providing public safety and order in Zamfara State in particular and the nation in general is the one sarcastically making noise that Matawalle operates from Sokoto instead of Zamfara to flush out bandits in the North West,” he said.

Fuel crisis: Seek Goodluck Jonathan’s assistance – NNPC urges President Tinubu
