New Delhi : The Supreme Court Wednesday asked whether convicts have a fundamental right to seek remission, as it heard petitions challenging the premature release of 11 convicts in the Bilkis Bano gangrape case and murder of seven of her family members during the 2002 Gujarat riots.

“Is the right to seek remission a fundamental right (of the convicts). Will a petition lie under Article 32 (that deals with citizens’ right to move SC directly if their fundamental rights are infringed) of the Constitution,” a bench of justices BV Nagarathna and UjjalBhuyan asked a lawyer appearing for one of the 11 convicts.

“No, it is not a fundamental right of the convicts,” the lawyer responded.

The victim and others also do not have the right to move the apex court directly by filing a petition under Article 32 as no fundamental right of theirs has been infringed either, he said. The lawyer said the victims have other statutory rights to challenge the grant of remission.

Another senior lawyer representing a convict said the grant of remission by the competent authority is open to judicial review before high courts under Article 226 of the Constitution.

Article 226 of the Constitution says the high court “shall have powers to issue orders or writs including habeas corpus…, to any person or any government for the enforcement of fundamental rights and for other purposes.”

“Who is to say that remission has been granted after following the rules?” the bench wondered.

The lawyer responded, saying if at all this is a question, then remission has to be challenged in the high court and not directly in the top court under Article 32.

During the hearing, the bench objected to a lawyer’s submission that after an accused has been convicted, “right or wrong”, by a court including the Supreme Court, and served the sentence before being granted remission, it was not open to challenge.

“What is this right or wrong? You have been rightly convicted,” the bench told the lawyer sternly.

The lawyer said he only wanted to drive home the point that the convicts have already served the sentence for over 15 years.

“Balance of convenience tilts more towards the convicts since they have already served the sentence. Our criminal jurisprudence is based on the idea of reformation. The nature and severity of crime should not be seen at this stage but the conduct of the convicts in jail,” the lawyer said.

“Other side says retribution or deterrence and nothing less. That, in my opinion, is not an argument that can be made at this stage… the grant of remission cannot be approached through a punitive attitude. This is not in line with the policy of Indian law,” he had said.

Luthra had said a Mumbai sessions court applied its judicial mind to the State’s action and moreover, the convicts were handed down life term “simpliciter” (in simple manner or absolutely and without condition).

Prior to this, the top court had on August 17 said state governments should not be selective in granting remission to convicts and the opportunity to reform and reintegrate with society should be given to every prisoner.

TMC MP MahuaMoitra had told the apex court that the gang-rape of Bilkis Bano and murder of seven of her family members were a “crime against humanity”, and accused the Gujarat government of having failed to exercise its constitutional mandate of protecting the rights of women and children by granting remission to the 11 convicts in the “horrendous” case.

Besides the petition filed by Bilkis Bano contesting the remission granted to them, several other PILs including one by CPI(M) leader Subhashini Ali, independent journalist RevatiLaul and former vice-chancellor of Lucknow University Roop Rekha Verma have challenged the remission. Moitra has also filed a PIL against the remission.

Bilkis Bano was 21 years old and five months pregnant when she was gang-raped while fleeing the horror of the communal riots that broke out after the Godhra train-burning incident. Her three-year-old daughter was among the seven family members killed in the riots.

The arguments on behalf of the convicts concluded on Wednesday and now the court will hear rejoinder submissions of Bilkis Bano’s counsel and others on October 4 at 2 pm.

The court had earlier observed some convicts are “more privileged” and secure the benefit of remission.

Senior advocate Siddharth Luthra, appearing for convict Ramesh RupabhaiChandana, had said the grant of remission for reformation and rehabilitation of the convicts is a “settled position internationally” and the argument of Bilkis Bano and others that he cannot be granted the relief due to heinous nature of the offence cannot be invoked now after the Executive had taken a decision. Saudi Arabia’s Minister of Foreign Affairs expressed his support for the Muslim population of India’s Jammu and Kashmir saying that the Kingdom stands by the Muslim people in maintaining their Islamic identity and preserving their dignity.

Prince Faisal bin Farhan bin Abdullah on Wednesday attended a meeting of the Contact Group of Jammu and Kashmir hosted by the Organization of Islamic Cooperation (OIC), on the sidelines of the United Nations General Assembly in New York where he reiterated Saudi Arabia’s support for those afflicted in the region due to ongoing conflict and unrest, including the people of Jammu and Kashmir, the Official Saudi Press Agency (SPA) reported.

The minister said that the Kingdom is engaged in mediation efforts between involved parties to prevent any conflict escalation in the region and achieve peaceful settlement in accordance with international resolutions.

Jammu and Kashmir conflict

The world-renowned mountainous region known for its scenic beauty has been riddled with conflict since the partition of India and Pakistan in 1947, when the British rulers divided the Indian subcontinent.

Kashmir is claimed in full, but ruled in part by India and Pakistan.

In 1989, Kashmiri separatists launched an armed revolt seeking unification with Pakistan or complete independence from India. This led to a crackdown by New Delhi on extremist militant uprising and public protests against the Indian rule in the region.

While most Muslim Kashmiris support the rebellion, New Delhi insists that the militants in Kashmir are a part of Pakistani-sponsored terrorism, a charge that Pakistan denies.

The dispute over Kashmir has led to two wars between India and Pakistan since the partition and several other armed skirmishes, killing tens of thousands of civilians, rebels and government forces.

Saudi Crown Prince warns of Nuclear ambitions in response to Iran; hints at closer ties with Israel

 Saudi Arabia’s Crown Prince Mohammed bin Salman has issued a stark warning, stating that if Iran successfully acquires a nuclear weapon, Saudi Arabia will not hesitate to pursue a similar path.

This declaration underscores the escalating tensions in the Middle East and the potential for a regional nuclear arms race. The statement also raises concerns about the stability and security of the region, as well as the implications for global efforts to prevent nuclear proliferation.

In a recent interview with Fox News, Saudi Arabia’s Crown Prince Mohammed bin Salman, commonly known as MBS, made an unequivocal statement regarding Iran’s potential acquisition of nuclear weapons. He stated, “If Iran gets a nuclear weapon, we must get one.” This straightforward declaration underscores Saudi Arabia’s concern about Iran’s nuclear ambitions and its determination to respond in kind if such a scenario unfolds.

MBS stated that Iran is approaching reconciliation efforts with Saudi Arabia with a notable sense of seriousness.

Regarding the normalization of relations between Saudi Arabia and Israel, MBS expressed optimism about the ongoing progress, stating, “Every day we get closer,” Al Arabia reported.

MBS refuted claims of suspended US-brokered talks with Israel. He emphasized the significance of the Palestinian issue in the normalization process, stating, “For us, the Palestinian issue is critical. We need to solve that part.”

“We got to see where we go. We hope that will reach a place, that it will ease the life of the Palestinians, get Israel as a player in the Middle East,” he added, as cited by Al Arabia.

The Biden administration is actively working to broker a Saudi-Israeli diplomatic breakthrough similar to the 2020 Abraham Accords. Saudi Arabia seeks concessions from Israel, including an independent Palestinian state. It is also interested in increased security commitments from the US and assistance in developing its civilian nuclear program in exchange for any agreement.

(WASHINGTON, D.C., 9/20/23) – The Council on American Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, is encouraging all eligible Muslim voters in Virginia to take part in early in-person and absentee voting for the state’s 2023 off-year General Election starting on Friday, September 22. Additionally, absentee ballots will be dispatched to voters who have requested them by mail.

Forty Virginia state senators and 100 house representatives in the Virginia State General Assembly, and a number of counties, city councils, town councils, school boards, and other elected official seats are up for election on November 7, 2023.

Pakistan Sikhs Protest Against The Indian Government Over The Killing Of A Pro-Khalistan Sikh Leader In Canada

LAHORE: Members of the Pakistani Sikh community on Wednesday staged a protest demonstration against the Indian government over the killing of a pro-Khalistan Sikh leader in Canada, demanding of the world community to take notice of Indian atrocities.

The protesters raised slogans against the India’s Hindu nationalist Bhartiya Janata Party (BJP) government. They said that after the Narendra Modi government came to power, incidents of violence against the minorities, including Sikhs and Muslims, had increased.

They said that the Indian intelligence agency Research and Analysis Wing was involved in the targeted killings of Sikhs.

They demanded of the international community to take notice of the atrocities against the Sikhs and their genocide by the Indian government.

The protest was held amid escalating tension between Canada and India over the assassination of pro-Khalistan Sikh activist, Hardeep Singh Nijjar, 45, outside a Sikh cultural centre in Surrey, British Columbia, Canada on June 18.

Canadian Prime Minister Justin Trudeau told parliament there were “credible allegations” that India’s government might have had a hand in the assassination of Nijjar.

He added that he had asked Modi for cooperation in the investigation.

Speaking to the media at the demonstration, former Punjab Assembly member (MPA) Sardar Ramesh Singh Arora said that India was involved in the killing of Nijjar, a strong supporter of an independent Sikh homeland known as Khalistan, in the Indian state of Punjab.

“The Indian government is afraid of the Khalistan referendum, therefore, it is going for the target killing of Sikhs,” Arora said. “A peaceful, democratic struggle for the establishment of Khalistan is the fundamental right of the Sikhs.”

Referring to Trudeau’s statement in Canada’s House of Commons earlier this week, Arora said that the Canadian prime minister “has given evidence” of India's involvement in the killing of the Sikh leader, adding that “India has always spread terrorism”.

Jamaat-e-Islami Hind says Women’s Reservation Bill was much needed but should give representation to OBC and Muslim women

NEW DELHI –Jamaat-e-Islami Hind (JIH) says the Women’s Reservation Bill proposed by the government was much needed. However, it should also give reservations to women from the OBCs and the Muslim community.

In a statement to the media, the Vice President of Jamaat-e-Islami Hind, Prof. Salim Engineer said, “For a strong democracy, it is important for all groups and classes to find representation in power-sharing. Even after 75 years since we got independence, the representation of women in Parliament and our state legislatures is quite dismal. Efforts should be made to bring their numbers up to the mark. The Women’s Reservation Bill is a good move in this direction. Actually, it should have come quite earlier. However, the draft for the Bill in its current form does not address the stark social inequalities in a vast country like India by excluding women from OBCs, and Muslim women. Although the legislation does include women from SCs and STs it ignores those from OBCs and the Muslim community. Various reports and studies like the Justice Sachar Committee report (2006), Post-Sachar Evaluation Committee Report (2014), Report of the Expert Group on Diversity Index (2008), India Exclusion Report (2013-14), 2011 Census and latest NSSO reports – all suggest that Indian Muslims and especially women lack in socio-economic indices. The political representation of Muslims in Parliament and state legislatures has been steadily declining. It is not proportionate to the size of their population.”

The JIH Vice President avered, “The proposed reservation will come into effect only after the publication of the next Census and the subsequent delimitation exercise. It means that the benefits of the Bill can be accrued only after 2030. Hence, we feel that the timing of this proposal appears to eye the forthcoming Lok Sabha elections and lacks sincerity. One of the many ways to remove inequality is affirmative action (reservation). Ignoring OBC and Muslim women in the Women’s Reservation Bill would be unjust and not in tune with the policy of “Sab ka Saath, Sab ka Vikas.”

Former Jammu And Kashmir Governor Demands Supreme Court-Monitored Probe Into Pulwama Terror Attack

Former Jammu and Kashmir governor Satya Pal Malik on Wednesday demanded a Supreme Court-monitored probe into the Pulwama terror attack, saying the Narendra Modi government had so far "failed to own up the lapses" that led to the killing of 40 CRPF soldiers in Kashmir in February 2019.

"I demand Supreme Court-monitored investigations into the Pulwama terror attack in which our 40 troops were martyred. So far, Prime Minister Narendra Modi and his government have maintained a deafening silence on the tragedy and have failed to own up to the glaring lapses that led to the killings," he told a media conference in Delhi.

Addressing journalists at the Press Club of India, Malik said Modi had not even responded to the grave questions he had raised in April this year about the Pulwama attack.

"I am again saying that the government did not provide aircraft to the CRPF personnel to travel despite several intelligence reports of a possible terror attack. If the aircraft had been provided, the jawans would not have been martyred," he said.

In an interview to The Wire news portal on April 14, Malik had said that when he had, as the then Jammu and Kashmir governor, blamed the 2019 Pulwama massacre on the Centre's own lapses, Modi had told him "tum abhichupraho (you keep quiet now)".

Neither the PMO nor any other government wing has responded to Malik's claims in the interview till now.

After Malik's allegations, the CBI had issued summons to him for questioning in connection with an alleged health insurance scam in the Union Territory.

The Pulwama attack had taken place eight weeks before the 2019 Lok Sabha polls. On February 26, 2019, the Indian Air Force carried out airstrikes in Pakistan's Balakot.

"Modi had politicised the killings of 40 CRPF soldiers and the IAF strikes in Balakot during the Lok Sabha polls and had even asked first-time voters to dedicate their vote to the valiant soldiers who carried out the air strike in Balakot," Malik said on Wednesday.

"It has been over four years since then, but the Modi government has failed to fix accountability. Winning elections is his only priority. The people of this country need to remain alert that similar attacks can happen this time too before the parliamentary polls," Malik said.

As many as 40 CRPF soldiers were killed in the Pulwama massacre on February 14, 2019. Officials had said Jaish-e-Mohammed terrorist Abdul Ahmed Dar also died in the blast. Dar had been arrested several times by Jammu and Kashmir police but had been released every time.

Sanjiv K. Sood, former additional director-general of the Border Security Force who was also present at Malik’s media conference, said several questions had remained unanswered.

Echoing Malik, he asked why such a large number of CRPF troops — around 2,500 — were not allowed air transport despite a requisition and the security threats highlighted by several intelligence agencies.

Sood said that given the size of the CRPF caravan (78 vehicles), why had the entire route not been sanitised? “How did the explosives weighing over 300kg, including RDX, make their way to the most protected highway in the country despite the presence of highly invasive security surveillance in Jammu and Kashmir?” he asked.

“The country and its people need a clear answer from Modi and his government. He always uses the killings of soldiers for electoral benefits. He must fix accountability for the lapses in Pulwama. We demand a Supreme Court-monitored probe so that the truth is known to the public. PM Modi has so far evaded it,” Sood said.

NIA releases names of 43 terrorists and gangsters, some with Canada links

The network of terrorist-gangsters is the target of a crackdown by the National Investigation Agency (NIA). The anti-terror investigation agency has made public the images of 43 infamous suspects, some of whom are based in Canada.

These people, who are accused of engaging in a variety of criminal offenses, are also thought to be connected to terrorist groups. Some of the suspects have had their pictures made public by the NIA.

Some of the most wanted criminals, who have fled the nation and are suspected of having connections to Khalistani terrorists, are included on the list made public by the NIA. These include Arsh Dalla, GoldyBrar, Lakhbir Singh Linda, among others.

Arshdeep Gill, often known as Arsh Dalla, Dalla, who currently resides in Canada, is known to be a close ally of Pakistan’s Inter-Services Intelligence (ISI), which supports the Khalistan Tiger Force (KTF). He has allegedly participated in planning and ordering terrorist attacks in India, including the recent murder of a Congress politician in Punjab. . According to the NIA’s analysis, he works out of Canada.

Lakhbir Singh Linda is a resident of Canada. Linda has a history of involvement with terrorism, including the Punjab (rocket-propelled grenade) RPG incident. He has been in charge of the Canadian-based terror-crime organization. Linda is charged with plotting, ordering, and carrying out prominent assassinations. He is also charged with giving money and refuge to gangsters and fugitives while residing in Canada.

GoldyBrar is thought to have planned the murder of SiddhuMoosewala. In May year, the Punjabi singer was shot dead.

Lawrence Bishnoi is one of India’s most infamous gangsters, Bishnoi serves as the center of activity for a formidable network of terrorist-related criminals.

Anmol Bishnoi is Lawrence Bishnoi’s younger brother, is presently thought to be hiding out in the United States. He is one of the main suspects in the murder of Siddhu Moose Wala.

Jagdeep Singh, alias JagguBhagwanpuri, is currently detained in a Punjabi prison. He is thought to be supporting terrorist organizations locally. He is accused of using drones to plan drug smuggling activities from behind bars in Pakistan.

Congress files FIR against Assam CM for 'hate speech' with a clear instigation towards violence and arson

GUWAHATI: Assam Congress leader DebabrataSaikia has filed an FIR against Chief Minister Himanta Biswa Sarma for alleged "hate speech."

According to the FIR lodged with the Nazira Model Police Station in Assam’s Sivasagar district, Sarma had suggested that 10 Janpath should be burnt.

Saikia alleged Sarma had made the “banal and hateful” statement during the Jan Ashirwad rally in Vidhisha district of Madhya Pradesh on September 19. He pointed out that 10 Janpath is the residence of Congress leader and MP, Sonia Gandhi who is also the widow of former Prime Minister Rajiv Gandhi.

Saikia alleged that by making such a statement, the Assam CM had taken electoral rhetoric to its ugliest form in a country governed by the rule of law.

“While taunting Sri Kamal Nath, a prominent member of the Indian National Congress about his Hindu identity, Sri Sarma has directly suggested that 10 Janpath should be burnt,” the FIR reads.

Saikia alleged that Sarma had given a clear instigation towards violence and arson.

“By suggesting that the residence of a 77-year-old lady be burnt down, Sri Sarma is not just attacking a prominent face of the Opposition but he is giving a clarion call towards arson,” the Assam Congress leader said.

“Such wanton statements coming from a Constitutional authority has the potential of causing misguided persons to resort to violence and potentially cause harm to the residents of 10 Janpath. This is a clear instigation towards rioting and abetment of arson on the part of Sri Himanta Biswa Sarma and he is liable to be booked under Sections 153 and 115/436 of the Indian Penal Code,” Saikia said.

He said the statement made by Sarma was widely circulated over print, electronic and social media and it is accessible in Assam.

“Accordingly, the effects of the instigation and violent rhetoric is felt within your good office’s jurisdiction. I, therefore, implore you to register an FIR and take necessary action in this regard,” Saikia further wrote in the FIR.

Former Jammu And Kashmir Governor Demands Supreme Court-Monitored Probe Into Pulwama Terror Attack

Former Jammu and Kashmir governor Satya Pal Malik on Wednesday demanded a Supreme Court-monitored probe into the Pulwama terror attack, saying the Narendra Modi government had so far "failed to own up the lapses" that led to the killing of 40 CRPF soldiers in Kashmir in February 2019.

"I demand Supreme Court-monitored investigations into the Pulwama terror attack in which our 40 troops were martyred. So far, Prime Minister Narendra Modi and his government have maintained a deafening silence on the tragedy and have failed to own up to the glaring lapses that led to the killings," he told a media conference in Delhi.

Addressing journalists at the Press Club of India, Malik said Modi had not even responded to the grave questions he had raised in April this year about the Pulwama attack.

"I am again saying that the government did not provide aircraft to the CRPF personnel to travel despite several intelligence reports of a possible terror attack. If the aircraft had been provided, the jawans would not have been martyred," he said.

In an interview to The Wire news portal on April 14, Malik had said that when he had, as the then Jammu and Kashmir governor, blamed the 2019 Pulwama massacre on the Centre's own lapses, Modi had told him "tum abhichupraho (you keep quiet now)".

Neither the PMO nor any other government wing has responded to Malik's claims in the interview till now.

After Malik's allegations, the CBI had issued summons to him for questioning in connection with an alleged health insurance scam in the Union Territory.

The Pulwama attack had taken place eight weeks before the 2019 Lok Sabha polls. On February 26, 2019, the Indian Air Force carried out airstrikes in Pakistan's Balakot.

"Modi had politicised the killings of 40 CRPF soldiers and the IAF strikes in Balakot during the Lok Sabha polls and had even asked first-time voters to dedicate their vote to the valiant soldiers who carried out the air strike in Balakot," Malik said on Wednesday.

"It has been over four years since then, but the Modi government has failed to fix accountability. Winning elections is his only priority. The people of this country need to remain alert that similar attacks can happen this time too before the parliamentary polls," Malik said.

As many as 40 CRPF soldiers were killed in the Pulwama massacre on February 14, 2019. Officials had said Jaish-e-Mohammed terrorist Abdul Ahmed Dar also died in the blast. Dar had been arrested several times by Jammu and Kashmir police but had been released every time.

Sanjiv K. Sood, former additional director-general of the Border Security Force who was also present at Malik’s media conference, said several questions had remained unanswered.

Echoing Malik, he asked why such a large number of CRPF troops — around 2,500 — were not allowed air transport despite a requisition and the security threats highlighted by several intelligence agencies.

Sood said that given the size of the CRPF caravan (78 vehicles), why had the entire route not been sanitised? “How did the explosives weighing over 300kg, including RDX, make their way to the most protected highway in the country despite the presence of highly invasive security surveillance in Jammu and Kashmir?” he asked.

“The country and its people need a clear answer from Modi and his government. He always uses the killings of soldiers for electoral benefits. He must fix accountability for the lapses in Pulwama. We demand a Supreme Court-monitored probe so that the truth is known to the public. PM Modi has so far evaded it,” Sood said.

Saudis, Houthis hold talks to end Yemen war

RIYADH: Saudi Arabia and the Iran-backed Houthi rebels put a positive spin on historic but inconclusive talks in Riyadh on Wednesday as diplomatic efforts increased to end Yemen’s bitter war.

The five days of talks were “positive”, Saudi officials and a senior Houthi said, after the rebel delegation ended the first public visit to the Saudi capital since hostilities broke out between the two sides.

Underlining the change in atmosphere, the delegation included HosainHomoodAla’zi, who in 2017 appeared on a Saudi list of wanted Houthis with a $5 million reward for information leading to his arrest.

Riyadh mobilised an international military coalition against the Houthis in March 2015, months after the northern fighters with links to Tehran had seized the capital and threatened to overrun the country bordering southern Saudi Arabia.

Hundreds of thousands have died in the fighting or from its impacts, including famine, and millions have been displaced in what the United Nations calls one of the world’s worst humanitarian crises.

As the Houthis left, the top diplomats of the United States, Saudi Arabia and the United Arab Emirates — a key coalition member, and influential in Yemen’s government-held south — met on the sidelines of the UN General Assembly in New York.

US Secretary of State Antony Blinken, in his meeting with Saudi Foreign Minister Prince Faisal bin Farhan and the UAE’s Sheikh Abdullah bin Zayed, welcomed the Riyadh talks “aimed at achieving a roadmap to end the conflict through a Yemeni-led political process under UN auspices”.

“The secretary and the foreign ministers agreed that cooperation among the three governments and Yemen’s Presidential Leadership Council is essential to advancing UN-led peace efforts,” State Department spokesperson Matthew Miller said.

Ray of light

Separately, Sheikh Abdullah met the chairman of the Yemen government’s Presidential Leadership Council, Rashad al-Alimi, discussing “international efforts made to reach a political solution to the Yemeni crisis”, the UAE’s official WAM news agency said.

The Saudi-Houthi talks were the latest ray of light for Yemen, which has endured decades of instability and where three-quarters of the population is dependent on aid.

Optimism has increased since Saudi Arabia and Iran ended a seven-year rupture in ties in March, with nearly 900 prisoners released in an exchange deal soon afterwards and a Saudi delegation holding talks in Sanaa in April.

Meanwhile, a UN-brokered ceasefire is largely holding, despite officially expiring last October.

Houthi spokesman Mohammed Abdel Salam, who led the delegation, indicated both sides were looking for solutions to problems that were raised in the Yemeni capital in April.

“We discussed some options and alternatives to overcome the issues of disagreement that the previous round touched upon,” he said on X, formerly Twitter.

Saudi Defence Minister Prince Khalid bin Salman, younger brother of de facto ruler Crown Prince Mohammed bin Salman, said he “reaffirmed our commitment… to reach a comprehensive political solution under UN supervision” in talks with the Houthis.

“We look forward to the success of these critical discussions,” Prince Khalid wrote on X.

The process appears to have snagged on Houthi demands which include payment of their civil servants’ salaries by the displaced Yemeni government, and the launch of new destinations from Sanaa airport.

Ali al-Qhoom, a member of the Houthis’ political council, said “There will be a new round of negotiations”, but he also made no mention of any concrete achievements out of Riyadh.

Qatar held separate talks with US, Iran touching on nuclear programme, drones: sources

Qatar held separate bilateral meetings with the United States and Iran this week that touched on Iran's nuclear programme and US concerns about Iranian drone transfers to Russia, two sources familiar with the matter said Wednesday.

The sources said the meetings have not involved the kind of shuttle diplomacy Qatar conducted in Doha this year in which Qatari diplomats went back and forth between the two sides, ultimately leading to Monday's US-Iran prisoner exchange.

Qatar is pressing both sides to engage in more talks and reach "understandings," sources told Reuters earlier.

One source, who like the others cited spoke on condition of anonymity because of the sensitivity of the matter, said meetings took place on Monday and Tuesday in New York on the sidelines of the annual UN General Assembly.

The second source, a diplomat in the Middle East briefed on the matter, said there would be additional bilateral talks this week, but did not provide details.

The diplomat described the New York meetings as "talks for talks," saying the idea was to lay the ground for future indirect discussions to achieve an "understanding" on the nuclear issue.

Iranian, Qatari and US spokespeople did not immediately respond to requests for comment.

Relations between the United States and Iran, long-time antagonists, have been especially bitter since 2018 when then-President Donald Trump pulled out of a 2015 deal aimed at curbing Tehran's nuclear ambitions and toughened US sanctions.

Washington suspects Iran's nuclear program may be aimed at developing nuclear arms, a charge Iran denies.

The United States also says Iran has provided one-way attack drones for Russia to strike Ukraine and wants Tehran to stop. Iran says it has not provided Russia drones for use in Ukraine.

The Biden administration's efforts to revive the Iran nuclear deal have failed and many diplomats now regard it as beyond resurrection because of Iran's nuclear advances.

US officials have responded carefully when asked whether there would be indirect US-Iran talks this week and have not outright denied the possibility even as they have suggested Washington is not currently engaged in such diplomacy.

"When it comes to perhaps the number one issue of concern, which is Iran's nuclear program, we continue to believe that diplomacy is the best way to get a sustainable, effective result," Secretary of State Antony Blinken said on Monday.

"We'll continue to see if there are opportunities for that. In this moment, we're not engaged on that, but we'll see in the future if there are opportunities," he added.

A European diplomat said he did not know whether Qatar had broached the nuclear and drone issues in bilateral meetings, but he voiced doubt it would have done so on Iran's atomic program.

"Nothing's impossible, but I'm sceptical, particularly on the nuclear issue where the mediation has generally been handled more by Oman," this diplomat said.

The ministers met on the sidelines of the ministerial committees of the GCC in Muscat, the SPA reported on Thursday.

They discussed ways to improve ties between the two ministries.

Trump Vows To Extend Travel Ban From Muslim Nations If Re-Elected

Former US President Donald Trump has said that if re-elected, he will expand a travel ban on people from Muslim-majority countries and even send thousands of overseas-based troops to the US-Mexico border to stop migration.

Speaking to supporters in Iowa on Wednesday, where the Republican Party's first nominating contest for the November 2024 election will be held in January, Trump promised to expand upon the travel ban that barred people from several countries with majority Muslim populations during his presidency from 2017 to 2021.

Calling record illegal US-Mexico border crossings under President Joe Biden an "invasion," Trump sought to place blame for the problem on the current administration. Biden, a Democrat, is running for re-election and could have a rematch election against the Republican front-runner Trump.

"Upon my inauguration, I will immediately terminate every open borders policy of the Biden administration," Trump said at a rally in Dubuque. "I'll make clear that we must use any and all resources needed to stop the invasion, including moving thousands of troops currently stationed overseas."

Trump provided few specifics, including on exactly how he planned to expand on any ban imposed on Muslim-majority countries. It was unclear if Trump would face any legal hurdles to implementing such measures.

CAIR Condemns Racist Vandalism Targeting College Ministry Building in Alabama

(WASHINGTON, D.C., 9/20/2023) – The Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, today condemned racist vandalism targeting a college ministry building in Walker Co., Ala.

A building belonging to the Radical Athlete and Students Oasis Ministry (RANSOM), a Christian campus ministry founded by former NFL player Jeremy Towns, was vandalized and burglarized over the weekend. It’s estimated the perpetrator or perpetrators took nearly $10,000 worth of doors, windows, equipment, and copper wires from the building. They also left a racial slur in the basement of the home. Police are investigating the incident.

“No religious institution should be desecrated and robbed,” said CAIR National Deputy Director Edward Ahmed Mitchell. “We stand in solidarity with the Christian ministry and thank law enforcement for investigating this attack. We urge police to investigate this incident as a possible hate crime.”

He said CAIR and the American Muslim community stand in solidarity with all those challenging antisemitism, systemic anti-Black racism, xenophobia, Islamophobia, white supremacy, and all other forms of bigotry.

Shots fired outside US embassy in Lebanon, no injuries reported

An unknown gunman opened fire outside the US embassy in Beirut late Wednesday night.

Embassy spokesperson Jake Nelson said in a statement that "small arms fire was reported in the vicinity of the entrance" of the sprawling – and heavily fortified – compound in the suburb of Awkar.

"There were no injuries, and our facility is safe," he said. "We are in close contact with host country law enforcement authorities."

Earlier this year marked the 40th anniversary of a deadly bombing attack on the US embassy in Beirut on 18 April. US officials blame the attack, which killed 63 people, on the Lebanese militant group Hezbollah.

Following that attack, the embassy was moved from central Beirut to the Christian suburb of Awkar, north of the capital. Another bomb attack struck the new location on 20 September 1984.

In recent years there have been no reported attacks on the embassy.

US attorney general denies protecting Biden, attacking Trump

WASHINGTON, Sept 21 — US Attorney General Merrick Garland denied Republican allegations yesterday that he had protected Democratic President Joe Biden’s son Hunter while the Justice Department prosecutes former president Donald Trump.

House Judiciary Committee Chairman Jim Jordan accused the US justice chief of helping to stall a long-running investigation of Hunter Biden, which Republicans claim, without evidence, could show the elder Biden improperly benefited financially from Hunter’s overseas business dealings.

Meanwhile, Jordan alleged, Garland was propelling the two federal prosecutions of Trump, who is Joe Biden’s top Republican rival in next year’s presidential election.

“There’s one investigation protecting President Biden; there’s another one attacking president Trump,” Jordan said.

“The Justice Department has got both sides of the equation covered,” he said.

In a heated hearing, Garland, who has appointed independent special counsels to handle both the Trump and Hunter Biden investigations, stiffly denied that politics or the White House influences his decisions.

And he denied any interference in the decision on whether to prosecute Hunter Biden, saying it was in the hands of Special Counsel David Weiss, who Trump appointed to the Justice Department.

“We apply the same laws to everyone,” Garland said.

“Our job is not to take orders from the president, from Congress, or from anyone else about who or what to criminally investigate.”

However, he added, one job of the Justice Department is protecting democratic institutions.

That includes, he said, “holding accountable all those criminally responsible for the January 6 attack on the Capitol,” a reference to the prosecution of Trump and hundreds of his supporters for the violent 2021 assault on Congress.

Targeting the president’s son

House Republicans opened an impeachment investigation of Joe Biden last week.

They allege, with no evident proof, that Biden benefited directly from millions of dollars his son earned in business dealings in China, Ukraine and elsewhere while Biden was vice president and had oversight over relations with Kyiv.

The impeachment effort though is widely seen as an attempt to counter the political damage from the two criminal prosecutions of Trump led by Special Counsel Jack Smith.

Trump is facing criminal charges in Florida for illegally concealing top secret documents, and separately in Washington over his effort to upend the results of the 2020 US election, which led to the January 6 attack.

Garland, who was appointed as attorney general by Biden, said he was not involved in any of the decisions of either Weiss or Smith.

Last month Weiss charged Hunter Biden with a seldom-prosecuted charge of illegally buying a handgun in 2018 while he was a user of illicit drugs, which is forbidden under US law.

And Weiss has signalled that he is investigating Hunter Biden on possible tax charges related to his Ukraine and China earnings.

But Jordan and other Republicans alleged that Weiss too is going easy on the president’s son.

Garland repeatedly told the committee that Weiss’s charging decisions were his alone, and did not involve him.

“I told the committee that I would not interfere. I made clear that Mr. Weiss would have the authority to bring cases that he thought were appropriate,” Garland said, reiterating that Weiss was appointed by Trump.

Garland meanwhile warned the committee that attacks and allegations against Justice Department and law enforcement officials were turning into real, violent threats against individuals from members of the public.

“Singling out individual career public servants who are just doing their jobs is dangerous—particularly at a time of increased threats to the safety of public servants and their families,” Garland said.

“We will not be intimidated. We will do our jobs free from outside interference,” he said.

The White House condemned the focus of the hearing on Hunter Biden, saying “extreme House Republicans” were using it to distract from their inability to pass a budget bill, which could force a government shutdown at the end of next week.

The Republicans “cranked up a circus of a hearing full of lies and disinformation with the sole goal of baselessly attacking President Biden and his family,” said White House spokesperson Ian Sams. — AFP

Imran charged with criminal conspiracy over May 9 attacks

LAHORE: Punjab police have charged Pakistan Tehreek-i-Insaf (PTI) Chair­man Imran Khan and all other nominated accused with ‘criminal conspiracy’ in all May 9 cases registered in the province, including arson attacks on the residence of the Lahore corps commander.

Official sources said 50 cases had been registered under the anti-terrorism and other laws. Of them, 14 cases each were registered in various police stations of Lahore and Rawalpindi, while nine were lodged in Sargodha, seven in Sheikhupura, five in Faisalabad and one in Gujranwala.

They said the Punjab police recently added offences “under sections 121 (waging or attempting to wage war or abetting waging of war against Pakistan), 131 (abetting mutiny, or attempting to seduce a soldier, sailor or airman from his duty) and 146 (rioting)” of the Pakistan Penal Code (PPC) into the FIRs.

Talking to the media here on Wednesday, Lahore SSP (investigation) Dr Anoosh Masood Chaudhry said that the police have also added some offences/sections, including 34 and 120b of the PPC, to the May 9 cases.

New sections added to FIRs lodged against party leaders, activists; police say evidence proves PTI chief incited attacks on sensitive installations

Section 34 reads: “Acts done by several persons in furtherance of common intention. When a criminal act is done by several persons, in furtherance of the common intention of all, each such person is liable for that act in the same manner as if it were done by him alone.”

Section 120b states: “Whoever is a party to a criminal conspiracy to commit an offence punishable with death, imprisonment for life or rigorous imprisonment for a term of two years or upwards, shall, where no express provision is made in this Code for the punishment of such a conspiracy, be punished in the same manner as if he had abetted such offence.”

Responding to a question about the charges of criminal conspiracy added to the cases lodged against the PTI chairman, Dr Chaudhry said additional sections, including 120b, have been added to the challans under vandalism and violence charges registered on May 9.

According to the investigation by the Lahore police, the SSP said, apparently the evidence of inciting mutiny and planning vandalism on May 9 have been confirmed.

In reply to a question about the presence of the PTI chairman on the crime scene, she said that it does not matter whether he was physically present there or not as some evidence proved that he did incite the suspects to carry out violent attacks on sensitive installations of Pakistan Army.

Dr Chaudhry said the prosecution and police were waiting for final reports from the Federal Investigation Agency (FIA) and Pakistan Electronic Media Regul­atory Authority (Pemra) regarding videos and other evidence against the May 9 planners and attackers.

She said all the objections raised by the prosecution have also been removed in the wake of the challans of May 9 cases, which would be submitted to courts of law after receiving reports from FIA and Pemra.

About Afghanistan, Jalil Abbas Jilani said Pakistan has the greatest stake in an Afghanistan that is at peace within and with its regional and international partners.

He said Pakistan remains steadfast in its commitment to fight terrorism and extremism.

He said the biggest concern right now for Pakistan is the enhanced terrorist threat from TTP and ISIS-K, and their ability to use Afghan soil for launching attacks on Pakistan. We remain closely engaged with the Afghan authorities on this issue. He said terrorist outfits trying to gain a foothold in Afghanistan should be treated as a threat to the neighborhood and entire international community.

The Foreign Minister said Pakistan desires peaceful and cooperative neighborly ties with India. He said unfortunately Pakistan positive outreach and peace overtures have been met with negativity.

Jalil Abbas Jilani said India’s illegal actions in Occupied Jammu and Kashmir and abhorrent human rights violations of innocent Kashmiris at the hands of Indian security forces have further deteriorated relations. Worsening religious extremism in India, especially against Muslims, has further complicated the situation. In such a complex environment, he said objectives of regional peace and stability call for peaceful constructive dialogue on all outstanding issues including the Jammu and Kashmir dispute.

UAE bans meat imports from Pakistan via sea

LAHORE: The United Arab Emirates (UAE) has banned the import of frozen meat from Pakistan through sea route after allegedly finding fungus in a consignment of meat.

The meat consignment had been sent by a Karachi-based company by sea and the whole shipment was destroyed by the UAE authorities, while a ban was imposed on all further imports of frozen meat from Pakistan through maritime channels at least up till Oct 10.

However, meat exports by air will continue without any break.

Pakistan exports meat worth around $144 million per year to the UAE.

Naseeb Ahmad Saifi, a meat exporter, explains that it is not a ban rather the UAE authorities have put an embargo until Pakistani frozen meat exporters start following the protocol prescribed by the destination country for future shipments.

Under the protocol, the exporters are required to vacuum-pack their products before shipping them in a refrigerated container by sea, he says. The company in whose consignment fungus was allegedly detected had shipped the meat by wrapping it in cloth, he said, regretting that negligence while sending the export consignment has brought a bad name to the country. He confirmed that the ‘embargo’ on meat exports is only on the sea route, while the exports by air will continue without any interruption.

The country produces around 4.9 million tonnes of meat and of it exports only 95,991 tonnes or around 2pc of the total production. Gulf Cooperation Council states and some Far East countries are its major markets, while meat exports to China, Egypt and Indonesia have also started a few months ago.

Maryam hastens to dilute Nawaz’s outburst

LAHORE: A day after her father demanded ‘strict accountability’ of some former generals and judges for ousting him from power in 2017, PML-N chief organiser Maryam Nawaz on Wednesday played down his statement saying neither he nor she believed in taking revenge.

The PML-N supreme leader in his online address to the party ticket holders in Lahore a couple of days had said: “(Former) chief justices Saqib Nisar and Asif Saeed Khosa were tools of former army chief Gen Qamar Javed Bajwa and his spy chief Gen Faiz Hameed. Their crime is bigger than a murder offence. Giving them pardon will be an injustice to the nation. They don’t deserve pardon.”

Vowing to hold them accountable, the elder Sharif pledged: “These ‘characters’ that unleashed economic misery on the people of Pakistan will have to face accountability.”

Earlier, Maryam Nawaz had said the plan to oust Nawaz Sharif from power was made after her father decided to try (the late) former army chief Gen Pervez Musharraf under Article 6 (treason).

Addressing the Muslim Students Federation (MSF) here on Wednesday, Maryam clarified that neither she nor her father believed in taking revenge. However, she expressed her delight that all those who conspired against Nawaz Sharif were not in a position to face the public.

ANP leader ‘murdered’, police report concludes

QUETTA: Police registered an FIR on Wednesday against unknown people in connection with the murder of a leader of the Awami National Party (ANP), Arbab Ghulam Muhammad Kasi, whose body was found in the Kuchlak area on Tuesday.

“The FIR was registered with the Kuchlak police station on the complaint of a police officer after receiving a post-mortem report of a police surgeon who said the ANP leader was murdered by unknown people,” officials said.

The body of the ANP leader was kept in Quetta Civil Hospital last night and police surgeon Dr Ayesha Faiz declared in her report after post-mortem that it was not a suicide.

“The ANP leader was shot dead and the bullet hit left side of the head close to ear which caused his death,” she said in her initial post-mortem report, adding that according to family members, Arbab Ghulam Kasi was right-hander, while the bullet hit the ANP leader from the left side of the head and crossed to the other side.

“Yes, we have registered an FIR of the murder of Arbab Kasi against unknown people as the family has not nominated anyone and the FIR has been registered on the complaint of the SHO of the Kuchlak Police Station,” a senior police officer told Dawn.

He said the police surgeon had already declared the incident a murder after autopsy. Police have collected evidence from the crime scene and are investigating the incident.

Earlier, police had said that the deceased might have committed suicide as a pistol was found along with the body. A police official said the pistol would be sent for forensic examination.

Meanwhile, the ANP leader was buried in a family graveyard in the presence of thousands of party leaders, workers, and other people. His funeral prayer was offered at the main football ground of Kuchlak and attended by party leaders and other people.

Earlier, provincial president of the ANP, Muhammad Asghar Achakzai, had refused to bury the body of the party leader until the arrest of those involved in the murder of Mr Kasi.

However, later police and the authorities concerned assured the ANP leaders that all efforts would be made to arrest those involved in the murder and a judicial inquiry would be conducted into the matter.

In Saudi Arabia, four Pakistani citizens belonging to same family, were killed in a traffic accident in Riyadh.

The deceased include Muhammad Tariq, Muhammad Ramzan Abdul Shakoor and Asad Ali and they were from Okara.

Sheikh Rashid’s Lal Haveli residence sealed, again

RAWALPINDI: Authorities in Rawalpindi on Thursday sealed Awami Muslim League (AML) chief Sheikh Rashid Ahmed’s Lal Haveli residence over invalid documents.

Speaking to the media Evacuee Trust Property Board (ETPB) Deputy Administrator Asif Khan said the former interior minister’s residence has been completely sealed as the documents submitted by Rashid were not valid.

The order to vacate Lal Haveli was issued by the ETPB chairman, said the deputy administrator.

The ETPB conducted the operation to evict the occupants early in the morning in the presence of the Federal Investigation Agency (FIA) and a heavy police contingent.

In a video statement, the APML chief nephew Sheikh Rashid Shafiq said Lal Haveli was registered in the name of Sheikh Siddique in 1988.

He said all records of the property have been submitted to the deputy commissioner Rawalpindi.

“We had also submitted our response in Lahore High Court Rawalpindi Bench,” Shafiq said, adding that they will move the high court tomorrow against the ETPB move to seal their property.

“Today is the dark night of cruelty, efforts are being made to arrest me too,” he added.

Following the operation, ETPB took control of the Lal Haveli and deployed its security outside the residence.

Earlier this year, the Lal Haveli was sealed by the EPB only to be de-sealed immediately on the orders of LHC Rawalpindi Bench.

Rashid had stated back then that the ETPB officials were “misusing their powers under the orders of political high-ups”.

The development came days after Rashid, close aide of Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, was arrested in Rawalpindi, his counsel Sardar Abdul Razaq had claimed.

“Rashid was taken into custody by men in plain clothes from a housing society in Rawalpindi,” the lawyer added.

While sharing the details, the lawyer said that Rashid was taken into custody from a rented house in the housing society.

No case was registered against the AML chief in the limits of Punjab, his counsel also claimed, adding that Rashid was nominated in a case lodged at Kohsar police station in connection with a protest rally held on May 10 by the PTI against the detention of Imran Khan — the former prime minister.

Leaders Of Türkiye, Malaysia Slam 'New Form Of Racism' Victimising Muslims

Turkish President Recep Tayyip Erdogan has received Malaysian Prime Minister Anwar Ibrahim at the Turkish House, in New York City, on the sidelines of 78th UN General Assembly, discussing bilateral ties and growing violence against Muslims.

The two leaders discussed advancing relations between Türkiye and Malaysia on the basis of a strategic partnership and addressed regional and global issues affecting both countries during an exchange of ideas, Türkiye's Communications Directorate said in a statement on Wednesday.

They also discussed steps to enhance cooperation in the defence industry and evaluated efforts aimed at meeting Malaysia's needs in this field, the statement added.

President Erdogan is continuing to engage in meetings at the Turkish House during his visit to New York.

He also spoke with representatives of Jewish-American umbrella organisations in a separate meeting held behind closed doors, sources said.

Earlier, the president also met with his South African counterpart Cyril Ramaphosa and Greek Prime Minister Kyriakos Mitsotakis.

Quran desecration

Both leaders strongly condemned the recent desecration of the Quran and populist discourse that incites hate speech against Islam.

In a joint statement issued after the leaders' meeting, they also expressed concern over the emergence of a "new form of racism" characterised by xenophobia, negative profiling and stereotyping of Muslims.

The leaders condemned "in the strongest terms the recent incidents of the burning of copies of the holy Quran witnessed in several European countries under the guise of freedom of expression as well as populist discourse that incites abuse, hate speech and aggression against Islam and Muslims," the statement said.

President Erdogan and Ibrahim also expressed "deep concern" about "the trend of increasing hatred, intolerance, discrimination and acts of violence against Muslims and their sanctities that has reached an alarming level in many parts of the world, especially in Europe."

The leaders said they welcomed the adoption of General Assembly Resolution 76/254 to declare March 15 as the "International Day to Combat Islamophobia" as well as the urgent debate during the 53rd session of the United Nations Human Rights Council to discuss the "alarming rise" in premeditated and public acts of religious hatred as manifested by the recurrent desecration of the holy Quran and the adoption of an UN Human Rights Council resolution defining the burning of holy books as religious hatred.

The leaders also welcomed General Assembly Resolution 77/318 on Promoting Interreligious and Intercultural Dialogue and Tolerance in Countering Hate Speech adopted on July 25.

Jewish Rabbis Protest Netanyahu-Biden Meeting at UN

Illegal Israeli Colonizers Storm Al-Aqsa Mosque in Occupied Jerusalem

Dozens of illegal Israeli colonizers infiltrated, on Wednesday, the Al-Aqsa Mosque compound in occupied Jerusalem, in provocative tours, while authorities denied entry to Palestinians.

Under the full protection of Israeli police, the settlers entered the sacred site from the Bab al-Mughrabi (Moroccan Gate), roaming the courtyards, before exiting through the Bab al-Silsila (Chain Gate).

According to the Islamic Endowments Department, the colonists performed Talmudic rituals and received a lecture about the alleged “Temple Mount” by former Israeli Knesset member and extremist Yehuda Glick.

The WadiHilweh Information Center in Jerusalem (Silwanic), reported that 145 settlers participated in the provocative tour on Wednesday, while 98 stormed the holy site on Tuesday.

The Al-Aqsa Mosque is under Jordanian custodianship, through the Jerusalem Waqf Department, which is the exclusive authority supervising holy sites in Jerusalem.

Israeli settlers storm the Al-Aqsa Mosque, considered the third holiest site in Islam, after Mecca and Medina, on a regular basis, while Palestinians receive excessive scrutiny when trying to access the site.

Israeli police stop Palestinian Muslims, inspect their identification, search their belongings, deny them access, and occupation authorities impose bans on many Palestinians, for months at a time.

For example, in recent days, Israeli authorities have banned Jamil Al-Abbasi, from the Al-Aqsa Mosque for a period of four months, while Sabeeh Abu Sobeih was forbidden from entering the holy site for a period of six months.

Israeli authorities continue to allow the intrusion of non-Muslim Israelis into the Muslim holy site, while banning Palestinians from entering the Al-Aqsa Mosque compound as a means of collective punishment.

Israeli Settlers Storm Al-Aqsa Mosque Amid Restrictions on Palestinians

Shielded by Israeli occupation forces, dozens of Israeli settlers stormed the Al-Aqsa Mosque on Thursday, September 21, in conjunction with heightened restrictions imposed on Palestinian worshipers, limiting their access to the holy site.

As confirmed by the Islamic Endowments Department in occupied Jerusalem, the settlers stormed the mosque, embarking on provocative tours and participating in Talmudic rituals near the vicinity of Bab Al-Maghariba.

Sources have indicated that Israeli troops were deployed to ensure the security of settlers during their incursion into the mosque.

They continued to prevent Palestinian worshippers from entering the Al-Aqsa mosque, provocatively checking their ID cards and detaining some of them at the mosque’s external gates.

Semi-daily, Israeli settlers invade  Al-Aqsa and provocatively perform Talmudic rituals under the protection of Israeli occupation forces, aiming to impose a temporal and spatial division in the sacred site, which the Muslims and Palestinians reject and decry.

In August 2023, at least 3891 colonial Israeli intruders stormed the mosque and performed Talmudic provocative rituals in its squares, according to Palestinian figures.

Earlier in June, media sources revealed a new Israeli proposed plan to divide Al-Aqsa Mosque between Jews and Muslims, which deprives Palestinians and Muslims of their rights to this Islamic site.

Israeli Troops Attack Peaceful Gaza Protesters: Injuries Reported

Two Palestinian Detainees on Hunger Strike in Israeli Jails

Two Palestinian detainees in Israeli jails have been on an open-ended hunger strike in protest of their administrative detention without a charge or trial, according to the Palestinian Prisoner’s Society (PPS).

The PPS stated that two Palestinian administrative detainees in Israeli jails have been on hunger strike in protest of undefined detention without charge by the Israeli occupation.

The Palestinian detainees Kayed Al-Fasfous and Sultan Khalouf have been on hunger strike for the 48th day in a row, PPS added.

Kayed Al-Fasfous, 34, from the city of Dura has been detained since May 2, 2023. Al-Fasfous is a former detainee who spent about 7 years in Israeli prisons, according to the Palestinian Prisoners Club.

Al-Fasfous went on an open-ended hunger strike in 2021 that lasted 131 days as well as in 2019 in protest of his administrative detention. It is reported that all of his siblings were arrested and he is married and has a daughter.

PPS pointed out that Khalouf is a former prisoner who spent years in Israeli jails, noting that he carried out an open-ended hunger strike that lasted for 67 days in protest against his administrative detention in 2019.

The Israeli occupation has escalated its administrative detention policy against Palestinians as the number of administrative detainees currently exceeds 760, including minors, women, and the elderly, according to the Palestinian Prisoners Commission.

The Commission added that 80 percent of the administrative detainees are former prisoners who spent years in the prisons most were administrative detentions.

Since 2023, the Israeli occupation has issued about 1978 administrative detention warrants until the end of last July, according to the data of the Prisoners’ Club.

Israel’s illegal policy of administrative detention is a pre-emptive measure that allows the detention of Palestinians without charge or trial for lengthy periods of time based on disclosed allegations that even a detainee’s lawyer is barred from viewing.

Palestinian detainees have constantly resorted to hunger strikes as a method to oppose their administrative detention, demanding an end to this illegal policy that violates international law and Human rights accords. Palestinian Islamic Jihad increases threats in Jenin

Units of the terrorist group Palestinian Islamic Jihad threatened Israel in new comments according to the pro-Iran online Al-Mayadeen media. The new comments come after clashes this week with the IDF in Jenin.

The Jenin battalion of the Al-Quds Brigades of PIJ were highlighted in the pro-Iranian media report. “The Jenin Battalion said that the resistance fighters were able to carry out a number of ambushes that caused deaths and injuries among the ranks of the occupation forces,” the report claimed.

The terrorists put out a statement claiming they had confronted Israeli forces in various clashes. “We have a lot that hurts the enemy and pleases the sons of our struggling Palestinian people.”

The report came out as a response to clashes yesterday overnight between Tuesday and Wednesday. The context of the comments come as the Palestinian armed groups seek to increase their threats from the northern West Bank. PIJ is a proxy of Iran and it has acted in the last year to try to carve out an area of operations around Jenin. 

The comments from the terrorist group come amid clashes not only in the northern West Bank but also clashes on the Gaza border. The IDF said late Wednesday that “earlier today, over a hundred rioters gathered in a violent riot adjacent to the security fence in the Gaza Strip. During the incident, a number of explosive devices were activated by the rioters.”

The IDF said that “soldiers responded towards individuals who hurled explosive devices at IDF soldiers in the area of the security border opposite Khan Yunis. As with every operational incident, the soldiers’ activity and the hits that were identified are under review. The IDF will continue to protect the civilians in the area surrounding the Gaza strip, including against the violent riots, and will not allow any harm to the security of the civilians and to the soldiers operating in front.”

The increase in threats

The increase in threats from PIJ and also the escalation on the Gaza border represents a new phrase in Palestinian attacks in the last month. Both Hamas and PIJ are close to Iran. Their escalation comes amid Jewish holidays and the UN General Assembly.  ...

Turkish foreign minister takes part in meeting of Organization of Islamic Cooperation

Turkish Foreign Minister HakanFidan attended a meeting of the Organization of Islamic Cooperation (OIC) Contact Group on European Muslims in New York City on Wednesday on the sidelines of the 78th session of the UN General Assembly.

Fidan earlier held sessions with his counterparts from Azerbaijan, Greece, the Netherlands, Egypt, Switzerland and Germany.

Türkiye’s Deputy Foreign Minister Ambassador Ahmet Yildiz meanwhile participated in a meeting of the OIC Contact Group on Jammu and Kashmir on the sidelines of the General Assembly, the Turkish Foreign Ministry said in a statement.

During the meeting, Yildiz said that a “fair and permanent solution” to the Kashmir problem can only be attained via dialogue and collaboration between Pakistan and India.

Kashmir, a Muslim-majority Himalayan region, is held by India and Pakistan in parts and claimed by both in full. A small sliver of Kashmir is also held by China.

Since they were partitioned in 1947, the two South Asian countries have fought three wars – in 1948, 1965 and 1971. Two of them were over Kashmir.

In the Siachen Glacier region in northern Kashmir, Indian and Pakistani troops have fought intermittently since 1984. A cease-fire came into effect in 2003.

Some Kashmiri groups in Jammu and Kashmir have been fighting against Indian rule for independence or for unification with neighboring Pakistan.

Thousands of people have been killed in the conflict in the region since 1989, according to human rights groups.

Israel kills six Palestinians in 24 hours, including teenager

Israeli forces have killed six Palestinians in less than 24 hour in the West Bank and the Gaza Strip.

In the Gaza Strip, east of Khan Younis, 25-year-old Yousef Radwan was shot in the head from across the Israeli fence while taking part in ongoing protests against Israeli stormings of Al-Aqsa mosque.

Early on Wednesday, Israeli forces killed 19-year-old Dargham Al-Akhras, during a military raid into the Aqbat Jabr refugee camp in Jericho. Al-Akhras who was shot in the head by Israeli soldiers, was the second Palestinian killed in Aqbat Jabr since last week.

His father told Palestinian media on Wednesday that Al-Akhras was standing on his house rooftop early in the morning, when soldiers began to shoot randomly while entering the refugee camp. He was a high school student and worked in a tourist resort in Jericho.

In Jenin, Israeli forces raided the refugee camp on Tuesday night, and were soon confronted by Palestinian fighters. The attacking Israeli forces killed three Palestinians during the raid, and a fourth died of his wounds early on Wednesday. During the raid, 30 Palestinians were reported injured or wounded by Israeli fire.

The victims were identified by the Palestinian health ministry as Mahmoud Al-Saadi, 23 years old, Mahmoud Ararawi, 24 years old, RaafatKhamayseh, 22 years old, and Atta Mousa, 29 years old, from the village of Markah, south of Jenin.

Mostafa Chita, the director of the Jenin Freedom Theatre, described the beginning of the raid to The New Arab.

“We were in the middle of a play performance by our students, in the presence of many international friends from European countries and the US, when electricity suddenly shut down,” Chita said.

“Soon after that, we began to hear gunfire and explosions outside the theatre, and we realised that there was a raid by occupation forces.”

Several nearby houses were raided or targeted by gunfire, including one next to the theatre, sparking clashes with Palestinian fighters.

“When the fighting ended and the occupation forces withdrew, we came out to the street, and saw many residents gathered at a point in the street where Israeli forces had broken a water pipe, causing a water cut in a large part of the camp,” the theatre director said.

Most of the wounded in the raid were transferred to the Jenin Public Hospital and the Ibn Sina Hospital in Jenin city.

“We counted 30 wounded at our hospital, all of them aged between 15 and 39, hit by live bullets or shrapnel in all parts of the body”, Dr. Wesam Abu Bakr, director of the Jenin Public Hospital, told TNA.

“The hospital was overwhelmed, especially because the raid happened at night, when the staffing was at its minimum in the emergency and the surgery departments,” Abu Bakr said.

The hospital was also hit with gunfire with the air-conditioning unit at the emergency department damaged by bullets.

The Jenin Brigade, the local Palestinian armed group, mourned three of the killed, Atta Mousa, Mahmoud Ararawi, and Mahmoud Saadi, saying they were members.

“Mahmoud Saadi was the only son to his father and mother, and he had other siblings from a different mother,” his friend, who requested anonymity told TNA.

He described the 23-year-old as "smart and nice, friendly to everybody and always laughing and joking”.

“He dreamed of marrying and forming a family, but he was so impacted by the occupation’s raids and bloodshed in the camp, that he decided to join the Jenin Brigade, and he was wanted by both Israeli and Palestinian Authority forces,” the friend said.

Israel’s Tuesday raid into Jenin came as tensions are rising in the refugee camp and city between Palestinian armed groups and the Palestinian Authority in the Jenin camp.

On Monday night, the Jenin Brigade’s fighters held a press conference to denounce the PA security forces’ arrests of their members.

Israeli forces have been regularly raiding Jenin since late 2021, along with other Palestinian cities and refugee camps.

Since the beginning of 2023, Israeli raids in the West Bank have killed 228 Palestinians, including 43 children, according to human rights groups and the Palestinian health ministry.

Iran: US, GCC ‘empty claims’ only benefit ill-wishers of region

Iran has rejected “empty accusations” leveled by the US and the Persian Gulf Cooperation Council (GCC) against Tehran, saying such claims only serve the “illegitimate” interests of the ill-wishers of the region.

Iranian Foreign Ministry spokesman Nasser Kan’ani made the remarks on Wednesday after the GCC foreign ministers, US Secretary of State Antony Blinken and GCC Secretary General JasemAlbudaiwi issued a joint statement against Iran following their meeting in New York.

“In the current situation, the repetition of empty accusations and claims can in no way serve the interests of regional governments and people,” he said.

Such claims “only benefit the ill-wishers, who cannot tolerate peace, economic development, territorial integrity and national sovereignty of the countries in the region and have always pursued their illegitimate interests in regional interference, instability and insecurity.”

Kan’ani also noted that the Islamic Republic believes regional problems can be solved through interaction, cooperation and synergy among regional states without the intervention of extra-regional parties.

The US-GCC statement urged Iran to fully cooperate with the International Atomic Energy Agency (IAEA) and cease alleged “proliferation of … dangerous weapons.”

It further supported the United Arab Emirates’ claim to the three Iranian islands of Abu Musa, and the Greater and Lesser Tunbs in the Persian Gulf.

The spokesman emphasized that Iran’s missile and drone capabilities lie within the framework of the country’s transparent military doctrine and are only meant for deterrence and the protection of national security.

The Israeli regime, he added, poses the real danger to the region as the main source of insecurity and threat against Muslim countries.

Meanwhile, Kan’ani reiterated Iran's unwavering stance on the three Persian Gulf islands as indispensable parts of its territory.

“The Islamic Republic of Iran considers any claim to the islands interference in its internal affairs as well as its territorial integrity, and strongly condemns it,” he asserted.

Iran has made it clear it will never give up its legitimate right to the islands, regardless of repetitive claims, vaguely worded statements, lobbying efforts, or even potential military threats.

The three Persian Gulf islands have historically been part of Iran, proof of which can be found and corroborated by countless historical, legal, and geographical documents in Iran and other parts of the world. However, the United Arab Emirates has repeatedly laid claim to the islands.

The trio fell under British control in 1921 but on November 30, 1971, a day after British forces left the region and just two days before the UAE was to become an official federation, Iran’s sovereignty over the islands was restored.

Baghdad trying to resolve dispute with Kurdistan: Iraqi PM

NEW YORK: Baghdad is trying to mitigate financial and political issues with the Kurdistan Regional Government, Iraq’s prime minister said on Wednesday.

“There’s no political crisis, but there are legal and financial problems that are being worked on by the cabinet,” Mohammed Shia Al-Sudani told the Middle East Global Summit in New York, attended by Arab News.

His remarks came after KRG Prime Minister MasrourBarzani addressed a letter to US President Joe Biden pleading for intervention in a deepening crisis with Baghdad.

The rift between Iraq’s federal government and the KRG has intensified over budgetary allocations and revenues from oil sales that both sides lay claim to.

Baghdad says the sale of oil from the KRG directly to Turkey is illegal. However, the KRG says it has the right to sell its own oil and keep the resulting revenue.

After Iraq took the issue to an international court this year, Turkey was fined $1.5 billion and subsequently halted imports of oil from the KRG region.

Al-Sudani met with US Secretary of State Antony Blinken on Monday, and a visit by the Iraqi prime minister to the White House was announced the next day.

A solution to the KRG-Baghdad rift, said Al-Sudani, “must come from Baghdad rather than from outside.”

Meanwhile, he said gas is the next major investment opportunity for Americans and others looking to set up shop in Iraq.

“We’re planning to become a gas-exporting country. This is possible because of the huge reserves of gas in Iraq that haven’t been explored,” he added.

Seeking foreign investment in gas is part of Iraq’s plan for transformation, Al-Sudani said, adding: “There’s a new Iraq emerging based on institutions, not persons — an Iraq that’s based on a diverse economy and real fighting of corruption.”

When asked about Iraq’s closeness to Iran, he said other countries are able to achieve a balance of diplomatic relations with the US and Iran.

“We always face this question … as if we’re the only country in the world that has relations with Iran,” he added.

“In order to be friends with the US, we have to sit and talk bad about Iran, and vice versa … This is very weird and peculiar.”

Al-Sudani said the geographic and religious closeness between Iraq and Iran, as well as the latter’s support for Iraq’s political process and counterterrorism efforts, have led to Baghdad’s continuing cooperation with Tehran.

ADB grants to support food security and healthcare via UN for people in Afghanistan

 The Asian Development Bank (ADB) announced the allocation of $400 million on Wednesday to safeguard the well-being and livelihoods of vulnerable Afghans, focusing on women and girls while mitigating the ongoing humanitarian crisis in Afghanistan, ADB said in a statement.

This support will be administered through the United Nations (UN). It will primarily tackle immediate food shortages, bolster local food production for future food security, and ensure essential healthcare services for the Afghan population, according to a statement by ADB.

Afghanistan faces an unprecedented humanitarian crisis intensified by climate change impacts like droughts, floods, and earthquakes. About 85% of the population lives in poverty, disproportionately affecting women and children. The statement said women-led households are particularly vulnerable, experiencing food shortages and restricted access to vital services due to mobility constraints.

The Expanding Essential Food Security and Health Services Project, or Support for Afghan People, will offer off-budget direct funding to three UN agencies, addressing the urgent financial needs for immediate support.

A $100 million grant will be allocated to the World Food Programme (WFP) to tackle food security. This funding will assist over 1.32 million severely food-insecure individuals, focusing on women-led households and highly vulnerable populations. Additionally, WFP will implement Food Assistance for Training programs to empower mainly women with employable skills and entrepreneurial opportunities in agricultural sectors like fruit and vegetable processing, promoting sustainable income and livelihoods for women.

A $100 million grant to FAO will assist over 309,000 farm households with agricultural support, including climate-resilient seeds, benefiting more than 2.1 million people.

Additionally, a $200 million grant to UNICEF will expand core health services to 10 provinces, covering around 7.5 million individuals, with similar support from the World Bank in the remaining 24 provinces.

Implemented in coordination with the UN, World Bank, and other partners, this project aims to prevent Afghanistan from falling into universal poverty. Funded by the Asian Development Fund, it will operate independently from the de facto government’s systems, adhering to ADB’s approach to fragile situations. UN agencies will enlist third-party monitoring firms to oversee implementation and ensure support reaches the intended beneficiaries.

The project builds upon ADB’s $405 million grant from January 2022, focused on food security, health, and education through the UN. Over 75% of this funding has been distributed. ADB suspended its regular assistance in Afghanistan since August 15, 2021. Established in 1966, ADB is dedicated to fostering a prosperous, inclusive, and sustainable Asia-Pacific region while combating extreme poverty and is owned by 68 members, 49 from the region.

Islamic Emirate Rejects Report of Torture in Prisons

The United Nations Assistance Mission in Afghanistan (UNAMA) said it has documented hundreds of cases of torture and other "cruel, inhuman or degrading treatment" committed by the current authorities in Afghanistan during the arrest and subsequent detention of individuals.

UNAMA said in a report on Wednesday that it had documented over 1,600 cases of human rights violations -- nearly half of which comprised acts of “torture and other cruel, inhuman or degrading treatment” -- committed by the current authorities in Afghanistan during arrests and detentions, and the deaths of 18 individuals while in custody.

The report covers the period from January 2022 until the end of July 2023, with cases found across 29 of Afghanistan’s 34 provinces.

“The personal accounts of beatings, electric shocks, water torture, and numerous other forms of cruel and degrading treatment, along with threats made against individuals and their families, are harrowing. Torture is forbidden in all circumstances,” UN High Commissioner for Human Rights Volker Turk said in a statement issued with the report.

The report acknowledges steps taken to ensure stronger oversight of places of detention, including the continued work of the MOI and GDI Human Rights Directorates, OPA’s monitoring committee, the Supreme Court’s committees, as well as the creation of a new High Directorate of Supervision and Prosecution of Decrees and Edicts mandated to monitor places of detention and investigate allegations of abuse.

“Although there have been some encouraging signs in terms of leadership directives as well as an openness among many de facto officials to engage constructively with UNAMA, and allow visits to prisons, these documented cases highlight the need for urgent, accelerated action by all,” said Roza Otunbayeva, the Secretary-General’s Special Representative for Afghanistan and Head of UNAMA.

"To resolve this issue, it is essential that the prisoners have access to a defence attorney, and international organisations like the Red Cross and other human rights institutions should provide monitoring of the prisons in meetings with the prisoners," said Abdullah Ahmadi, expert in human rights issues.

Meanwhile, the Islamic Emirate said the UNAMA report on prisons in Afghanistan is “propaganda and far from reality.”

Zabihullah Mujahid, the Islamic Emirate's spokesperson, said in a statement: “UNAMA has stated in a report that prisoners are being mistreated in prisons and detention centers in Afghanistan. We strongly reject this propaganda. It is not permissible to beat, mistreat and or torture anyone in the Islamic Emirate's military and civil institutions, including prisons and detention centers."

Previously, some international organizations have criticized human rights violations and arbitrary arrests in Afghanistan, an issue that has always been denied by the Islamic Emirate.

PM vows to attain SDGs despite challenges

Foreign Minister AK Abdul Momen briefed reporters about the engagements of the prime minister, now in New York to attend the 78th UNGA session.

Hasina said her government is now implementing the National Health Sector Strategic Plan (2011-2030) and enhanced the fund allocation by 27 percent in the health sector in the current FY 2023-24 in line with the government's commitment to reach healthcare services to the doorsteps of every person.

During the meeting, Clark commended the overall development in the health sector under the visionary leadership of Sheikh Hasina.

Bangladesh has set a rare example of reducing mother and child mortality rates by ensuring healthcare services for all, she was quoted as saying.

BNP's Bhairab-Sylhet road march underway

BNP this morning started a road march from Bhairab bus stand in Kishoreganj to press home their demand for elections under a non-partisan caretaker government.

The march, which began 11:25am, is scheduled to end in Sylhet city after parading through the Bishwa Road intersection in Brahmanbaria, Shaistaganj in Habiganj, and Sherpur in Moulvibazar.

Thousands of party men arrived at the rally venue in short processions from different wards wearing coulourful caps, carrying placards and posters, and chanting anti-government chants since 8:00am today, our correspondent reports from the spot.

The march, organised by Kishoreganj BNP, started with a recitation from the Holy Quran.

The party held a short rally before starting the road march. A temporary stage was set up on a truck at the Bhairab Bus Stand area.

Speaking at the rally ahead of the march, BNP standing committee member Gayeshwar Chandra Roy said, "There is no alternative but to resign. The people in the administration should listen [to the demand] that Hasina will not stay [in power] any longer."

Speaking as the chief guest, standing committee member Amir Khasru Mahmud Chowdhury said, "The country is now being controlled by a nexus of corrupt politicians, businessmen and government officials."

Khasru accused the current government of stripping away people's voting rights, human rights, right to live, press freedom and freedom of speech.

"The regime is trying to weaken the party [BNP] by jailing its leaders and workers under false charges using judiciary."

Referring to the lack of credibility of the judiciary on the global stage, Khasru said, "International community has no faith in the judiciary."

Khasru asserted that the public is fed up with corrupt businessmen, bureaucrats, politicians and judges.

Urging his party workers to prepare a list of "vote thieves" in every village, he said those involved in "vote rigging" must be identified.Meanwhile, another rally organised by Sylhet BNP's district and metropolitan unit will start at 4:00pm today and will take place at Alia Madrasa field in Chowhatta area of Sylhet city, said party leaders.

Afghan Embassy in Islamabad Initiates Passport Distribution for Afghan Refugees

KABUL (BNA): The Afghan Embassy in Islamabad has commenced the process of distributing passports to Afghan refugees. This announcement was made by Mawlawi Sardar Ahmad Shakib, the Afghan envoy in Islamabad.

Shakib explained that passport applicants can access the passport application form online and visit the embassy at a scheduled time for document processing. He also mentioned that the link to the online system form will soon be shared with passport applicants via Twitter, Facebook, and embassy websites.

To facilitate this initiative, a technical team from the Ministry of Foreign Affairs has been assigned to activate the passport distribution system at the Afghan embassy in Islamabad.

Islamic Emirate: No Water Agreement Exists With Neighbors Over Amu River

The Islamic Emirate said that Afghanistan does not have an agreement with any country in the Amu Darya River basin, and that it is Afghanistan's right to use water resources.

Abdul Latif Mansour, the acting Minister of Energy and Water (MoEW), said the current Afghan government is prepared to discuss the Amu Darya water issue in order to resolve the worries of neighboring countries.

"Those who express their concerns should do so based on an agreement, but Afghanistan does not have any water-related treaties with anyone here, nor have we ever had any agreements or treaties in this area. In the event that the agreement is violated, we raise our concerns. In the current situation we have no arrangement with anyone in the Amu Darya basin,” Mansour noted.

This comes as three days ago, the President of Uzbekistan, ShavkatMirziyoyev, voiced concerns over the construction of the Qush Tepa canal, saying that its “commissioning” may fundamentally change the balance of water in Central Asia.

In the meantime, several economists and water management specialists stressed the need to build water dams and utilize water resources in various sections of the nation due to the current drought crisis.

"Afghanistan absolutely has the right to use the water of the Amu River. And this right has been given to Afghanistan by international conventions, and Afghanistan has between 27 and 30 percent of the water of the Amu river,” said Najibullah Sadid, an expert in water management.

"We anticipated that there may be disputes in the area over water. Because we are the region's water supply and even if we do not consume that water, it is still seen as the water resource of other nations,” said Sayed Masoud, an economist.

Islamic Emirate Prioritizes Electricity and Energy Production: Deputy PM

KABUL (BNA): Mullah Abdul Ghani Baradar, the Deputy Prime Minister for Economic Affairs, has inaugurated a solar project near the Naghlo Dam in the Sorubi district of Kabul province.

This project, supported by the Islamic Emirate and the private sector, aims to produce 10 megawatts of solar electricity.

With an investment of about 700 million Afghanis, it is expected to be completed within a year.

Deputy Prime Minister for Economic Affairs Mullah Abdul Ghani Baradar emphasized that electricity is crucial for industry and the development of the country.

Recognizing this, the Islamic Emirate has prioritized electricity production and encouraged investors to contribute to this sector.

Despite the project’s relatively small scale considering the country’s electricity needs, the Deputy Prime Minister highlighted its importance for achieving self-sufficiency.

Furthermore, he announced plans to award a contract for the completion of a 500 kV project extending from Turkmenistan to the Afghan Invest Company in exchange for a mine.

This project is expected to facilitate the supply of hundreds of megawatts of electricity to the country, potentially saving $200 million annually.

Not true all MPs don’t swear by Allah, Fahmi says of false claim on social media

PUTRAJAYA, Sept 21 — Communications and Digital Minister Fahmi Fadzil today said he found that contrary to a claim made by another MP which spread on social media, all MPs have not sworn by Allah since 2013.

The wallahiwabillahiwatallahi oath was made specifically by members of the administration such as Cabinet members, he said at a press conference at his ministry after its monthly assembly.

“The false claim was made by an MP for reasons of content on social media, among others, which are not good.

“So we will handle this issue by providing explanations as well as by taking any actions that are needed to ensure this accusation does not endure,” he said.

The claim was made by Arau MP Datuk Seri ShahidanKassim, said a report from Getaran.

Fahmi also commented on Ampang MP Rodziah Ismail's suggestion of providing a new slot in RTM news, which he referred to yesterday as being potentially named Fitnah Apa Hari Ini (Today’s False News).

He added that he will be meeting with other Asean leaders regarding the issue of fake news.

He said he will be at the 16th Conference of Asean Ministers Responsible for Information (AMRI) in Danang, Vietnam which will go on until this Sunday.

“I will be meeting several other ministers from neighbouring countries, from the Asean region, to discuss several matters, particularly the issue of fake news,” he said.

Yesterday, national news agency Bernama reported Fahmi as saying that all parties should play an active role in verifying the authenticity of news or information received before going on to spread it.

High Court sets November 9 for verdict on Syed Saddiq’s CBT, money laundering case

KUALA LUMPUR, Sept 21 — The High Court here will decide on Nov 9 whether to acquit or convict Muar Member of Parliament Syed Saddiq Syed Abdul Rahman on charges of abetting in criminal breach of trust (CBT), misappropriation of property and money laundering.

Based on the search in the judicial system today, Judge Datuk Azhar Abdul Hamid will deliver the verdict at the end of the defence case at 9am.

Deputy public prosecutor Datuk Wan Shaharudin Wan Ladin, when contacted, confirmed the date.

On March 14 this year, the defence team closed its case after calling four witnesses, including Syed Saddiq.

On October 28 last year, Syed Saddiq, 30, was ordered to enter his defence on the four charges after the prosecution managed to establish a prima facie case against him at the end of the prosecution case

The prosecution closed its case on September 27 last year after calling 30 witnesses, who included Syed Saddiq’s parents, father Syed Abdul Rahman Abdullah Asagoff and mother ShariffahMahani Syed Abdul Aziz, as well as former Armada assistant treasurer Rafiq Hakim Razali.

Syed Saddiq is charged as the then Bersatu Youth wing or Armada chief, with abetting Rafiq, who was entrusted with RM1 million in funds belonging to the wing, to commit a criminal breach of trust by misappropriating the funds at CIMB Bank Bhd, Menara CIMB KL Sentral, JalanStesenSentral 2 here on March 6, 2020.

He is also charged with misappropriating RM120,000 from the Maybank Islamic Bhd account belonging to Armada Bumi Bersatu Enterprise by causing Rafiq Hakim to dispose of the money at Malayan Banking Bhd, JalanPandan 3/6A, Taman Pandan Jaya here between April 8 and 21, 2018.

He also faces two counts of money laundering, namely two transactions of RM50,000 each believed to be proceeds from unlawful activities, from his Maybank Islamic Bhd account into his Amanah SahamBumiputera account at a bank in JalanPersisiran Perling, Taman Perling, Johor Baru, on June 16 and 19, 2018. — Bernama

Serial sexual offender was only 14 when he preyed on minors

SINGAPORE (The Straits Times/Asia News Network): A serial sexual offender was 14 years old when he molested a girl in 2017. He went on to commit more sexual crimes involving other female victims before he was charged in court in January 2022.

While out on bail, he recorded upskirt videos of women on escalators at MRT stations on five occasions between Nov 7, 2022 and Jan 11, 2023.

The offender, who is now 20, pleaded guilty on Monday (Sept 18) to multiple offences, including molestation and sexually penetrating a minor. He cannot be named owing to a gag order to protect the victims’ identities.

His sexual offences started in August 2017 at age 14 when he molested a female schoolmate who was around 14 or 15 years old at the time.

In February 2019, he committed acts, including sexual penetration, against a 12-year-old Secondary 1 schoolmate whom he had invited to his home for a “water fight”.

Around two months later, he took a female part-time lifeguard’s underpants from her bag during an event at a swimming complex where he was a volunteer. She later made a police report.

The offender struck again in May 2019 when he went to a park with a fourth victim, who was a 13-year-old schoolmate, and played a game of truth or dare with her.

He dared her to take off her shirt a few times but she refused to do so. He then dared her to take off her skirt and she complied as she was wearing a pair of shorts underneath.

The offender later slipped a hand into her shorts and sexually penetrated her.

In October that year, he used his mobile phone in an attempt to view a live video of a 22-year-old woman changing in a toilet at a Shenton Way condominium, where he was attending a gathering.

When she spotted the device, she immediately wrapped herself with a towel and saw him running away towards some barbecue pits.

Court documents did not disclose what happened next but he later confessed to her about what he had done.

Deputy Public Prosecutor Selene Yap said that the offender did not manage to make any recordings or see the fifth victim via his mobile phone.

On Jan 5, 2022, he was charged in court and released on bail that same day.

At around the same time, he was doing his internship at a local attraction with three other people, including a male classmate, who discovered that the accused’s mobile phone contained upskirt videos.

DPP Yap said the classmate had checked the offender’s mobile phone, which was left on a table during lunch.

“He suspected that there were incriminating materials in the (device) based on conversations he had with the accused previously. He then saw that the accused’s handphone contained upskirt videos and reported it to a staff at (the attraction),” she added.

Investigators later found out that the offender had recorded the genital regions of five unidentified women between Nov 7, 2022, and Jan 11, 2023, on the escalators at MRT stations.

The court has called for a report to assess the offender’s suitability for reformative training.

Those given such a sentence will be detained in a centre where they observe a strict regimen that can include foot drills and counselling.

The offender will be sentenced in October.

Sabah Pakatan leaders rapped for dropping revenue rights suit

KOTA KINABALU: Sabah political leaders criticise PakatanHarapan’s decision to drop its suit against Putrajaya on entitlements under state rights.

On Wednesday (Sept 20), the 12 Sabah Pakatan representatives, in a joint statement, said the decision was made due to the progress with the claims under the Malaysia Agreement (MA63) and assurance by the Federal Government.

PartiKerjasamaAnakNegeri (PKAN) president Datuk Henrynus Amin, however, questioned the motives and timing of the move to withdraw the originating summons on the 40% state entitlement.

He said withdrawing the suit weakened Sabah's bargaining position. He added that the issue was about the Federal non-compliance to the 40% formula stipulated under Article 112 C and Part IV, Section 1 (2) of the Federal Constitution.

PartiWarisan’s Chin Tek Ming also questions the withdrawal. He said that going ahead with the lawsuit should not be considered a conflict of interest despite some plaintiffs holding government or government-linked company (GLC) positions.

Sabah Pakatan said one of the plaintiffs in its originating summons, Upko president Datuk EwonBenedick, has been appointed a permanent member of the Malaysia Agreement 1963 Implementation Action Council (MTPMA63) and the Technical Committee.

They added that the Technical Committee decided that the longstanding entitlement based on the 40% formula would be on its agenda and would be resolved within 12 months from July 18 this year.

“We are also mindful of the legal opinions regarding the legal impediment concerning the position of the plaintiffs as current members of the Federal and state Cabinets, that it is untenable for us to continue this legal action.

“We agree to withdraw our originating summons but with the liberty to file afresh,” they said.

The representatives also said they were informed that a new review would supersede the 2022 review of the special grants to be ready soon.

The Sabah Pakatan leaders said this new review will increase the amount of special grants to Sabah.

Muhyiddin summoned by police for statement recording again

KUALA LUMPUR: PerikatanNasional chairman Tan Sri Muhyiddin Yassin was called in to have his statement recorded again by the police this morning.

Confirming the news was Federal Territories Bersatu Information chief Mahathir MohdRais.

"He was called in (to give his statement) this morning at the Malaysian Investment Development Authority.

"I have no information yet (on the reason Muhyiddin was called in to give his statement)," he told the New Straits Times.

Muhyiddin, who is former prime minister, arrived at the Malaysian Investment Development Authority building in JalanSentral at 9.15am for the process.

After almost three hours, Muyhiddin emerged from the building with his aides at 11.58am, waving to waiting members of the media.

However, the Pagoh member of parliament did not make any statements.

Deputy Inspector-General of Police Datuk Seri Ayob Khan MydinPitchay previously said two investigation papers had been opened against Muhyiddin regarding his statement allegedly containing elements related to 3R (religion, royalty and race) during a political gathering for the Pulai and SimpangJeram by-elections.

Ayob said the Pagoh member of parliament was summoned on Sept 12 to record his statement.

On Sept 2, Muhyiddin, who is also the president of Bersatu, allegedly issued a statement that it was "haram" to vote for PakatanHarapan (PH) candidate SuhaizanKaiat, in his talk at DataranUtamaKempas, here, during the Pulai Parliamentary by-election campaign.

Muhyiddin was also reported to have issued a statement claiming that the Malays lost power, adding that the current government did not seem to understand the problems faced by the Malays.

On Sept 4, Inspector-General of Police Tan Sri Razarudin Husain said the police opened investigation papers against Muhyiddin under Section 505 (b) of the Penal Code for allegedly issuing a statement that created public fear and anxiety and also under Section 233 of the Communications and Multimedia Act 1998.

Moroccan children walk long distances to tent school following earthquake

Some students in the disaster-hit region surrounding Asni have been heading into the small Moroccan town to go to school.

But the building it not an ordinary one. Classes are being held in traditional tents which have been set up as makeshift premises for the 2,800 middle and high school students.

"The site contains 32 large tents to accommodate the students, 16 tents for middle school students and another 16 tents for vocational high school students," says art teacher, Khalil Tizoula.

Many of the young people flocking to the tent school lost family members in Morocco’s recent devastating earthquake.

And while classes have not yet officially resumed, teachers are providing them with a distraction and badly-needed psychological support.

"Initially, we listed 242 schools affected by the earthquake, 33 of which were completely destroyed,” says Mohamed Zerrouki, the provincial director of national education.

“The authorities have taken the necessary steps to rebuild them as quickly as possible, while guaranteeing that teaching continues and the return of students and teachers to their classrooms."

The young people coming to the temporary school in Asni are some of the one million schoolchildren that the United Nations says were impacted by the earthquake.

Teachers say that despite the shared trauma, they hope to help them and make the school year a success.

For some of the students, being back at school surrounded by friends is a relief, even if it is in a tent.

But others say their emotional distress runs too deep and they do not feel ready to resume classes.

Either way, as the school day ends, most of them face a long walk, or if they are lucky a ride, to get back home to their villages.

Gabon: Ali Bongo's son and other relatives jailed for "high treason"

Ali Bongo Ondimba's son, Noureddin Bongo Valentin, and several members of the deposed Gabonese president's cabinet were jailed and charged on Tuesday with "high treason" and "active corruption", the Libreville prosecutor told AFP on Wednesday.

Ali Bongo's eldest son, former presidential spokesman Jessye Ella Ekogha, and four other people were "indicted on Tuesday and remanded in custody", said André-Patrick Roponat, the public prosecutor in Libreville, Gabon's capital.

On 30 August, less than an hour after the announcement in the middle of the night of the re-election of Ali Bongo, in power since 2009 and accused of massive fraud, the military, led by General Brice OliguiNguema, overthrew him, accusing his regime in particular of "massive misappropriation" of public funds.

On the very day of the coup, the military arrested one of the sons of the deposed head of state, as well as five other young senior officials from the office of the former president and his wife Sylvia Bongo Valentin. Searches of their homes, broadcast extensively on state television, showed them at the feet of trunks, suitcases and bags overflowing with bundles of banknotes.

Mrs Bongo Valentin is under house arrest in Libreville "for her protection", according to the presidency, and "arbitrarily detained" according to her lawyers.

Ali Bongo, who was initially placed under house arrest in Libreville for several days after the putsch, is now "free to move about" and has the possibility of "travelling abroad", General Oligui announced on 6 September.

Nigerian Soldiers Burn Shops, Markets In Imo Village Over Killing Of 8 Joint Task Force Members

Soldiers of the Nigerian Army have burnt businesses, markets, shops, and hotels in Oriendu, UmualumakuUmueze in the Ehime Mbano Local Government Area of Imo State over the killing of eight of their colleagues and other security men in the area.

SaharaReporters reports that the burning of communities in the state and other parts of Southeast Nigeria has become the tradition for soldiers whenever their colleagues are killed instead of fishing out the culprits.

SaharaReporters reported on Tuesday that gunmen shot and burnt eight officials of the Joint Task Force (JTF) at Eke Nku, Umualumaku in the local government area of the state.

The hoodlums were said to have taken the JTF team unawares, ambushed and shot them.

A source had told SaharaReporters that the victims comprised two Naval staff, two officials of the Nigeria Security and Civil Defense Corps (NSCDC), two soldiers, and two police personnel.

However, the soldiers resorted to the destruction of houses, markets and businesses in the area.

In a video seen by SaharaReporters on Wednesday, several shops, buildings, properties, food shops, and bars were completely razed by the rampaging soldiers seeking justice for their colleagues.

In the video, roads in the village looked deserted after the soldiers wreaked devastating havoc on the community.

It was observed in the video that uncountable crates of alcoholic drinks were destroyed, several lockup shops were set ablaze, and some shops with pots, plates, and chairs were also destroyed.

The narrator in the video called on Nigerians to see the unfair treatment meted out to the community by Nigerian soldiers who should protect them.

The narrator who spoke in Igbo said, “We have suffered in this community. What do they want us to do in this community? That a crime was committed in this community does not mean that it is Ehime Mbano people who did it. You people should come to our rescue. Shops, bars, event centres, and food stalls were all burned down today by the military men of Nigeria.

“The people they destroyed their shops; were they the ones that committed the crime? Please, we are suffering in this community; leave us alone because things are bad. People are crying and asking what did we do?”

The narrator in the video added that some indigenes of the community had fled into the bush.

It was gathered that residents of the area were currently living in fear for their lives.

Kano governor rejects tribunal judgment, heads to Appeal Court

The Governor of Kano State, Abba Yusuf, has rejected Wednesday’s judgment of the Governorship Election Petition Tribunal sacking him as governor and announcing the candidate of the opposition All Progressives Congress (APC) Nadir Gawuna, as the winner of the 18 March election.

At a press conference late Wednesday, Mr Yusuf said that based on the feedback from his legal team, the judgment was marred by human imperfections and misapplication of the law, thus, he will seek justice at the Court of Appeal.

PREMIUM TIMES reported how the tribunal sacked Mr Yusuf of the New Nigeria Peoples Party (NNPP) after deducting 165,663 votes from the total votes he scored during the election.

The three-member panel of judges led by OluyemiAsadebay ruled that the ballots containing the votes were not certified by the Independent National Electoral Commission (INEC).

Despite the tribunal’s ruling, Mr Yusuf will remain in office until the appeal court and possibly the supreme court gives a final ruling on the matter.

“As human beings their judgment may not be perfect, there are errors and misapplications of the law as pointed out by our legal team. That is why our constitution provides for other stages to go on with- such as the Court of Appeal and the Supreme Court.

“On this note, we have already instructed our legal team to appeal this judgment as soon as possible to ensure that justice is done.

Let me therefore call on all the good people of Kano State to be calm and remain law abiding.

“People should not take the law into their own hands. Security agents have already been directed to ensure the full protection of the f lives and properties of innocent citizens across the State.

German teacher suspended over 'far-right' media work – media

A trainee elementary school teacher has been suspended in Germany after it came to light that she had previously worked as an anchor for a media outlet deemed by the authorities as far-right and pro-Kremlin, Bild has reported. A regional educational official argued that the woman’s “anti-constitutional views” were incompatible with her job as an educator. 

The Bild report on Wednesday alleged that Elisa B. had worked as a teacher in the Markisch-Oderland district of eastern Brandenburg region since February. However, aside from that, the 29-year-old is said to have been the face of a local TV channel named Strausberg TV, and had also worked for Compact TV in the recent past. 

The latter is considered by the German security services to be a peddler of “Kremlin propaganda and conspiracy theories,” and is said to “stir hatred against the government, Muslim and Jewish organizations.” The authorities believe that the media outlet is working against Germany’s “free democratic constitutional order.” 

While the security services typically keep tabs on all Compact TV employees, Elisa B. had managed to slip under the radar for at least a year, using a wig and a false name, Bild claimed. 

It is only after striking similarities between Compact TV presenter 'Anna' and Strausberg TV presenter 'Elisa' were noticed; their eyes, nose, and even birthmarks, that the newspaper Tagesspiegel made the suspicions public.  

Following the report, the Federal Office for the Protection of the Constitution notified the Education Ministry in July of the woman’s track record.  

According to Bild, education officials initially refused to relieve the teacher of her duties. However, journalists subsequently contacted Brandenburg’s state secretary for education, Claudia Zinke, inquiring about the decision to retain the teacher. 

Zinke consequently ordered the “immediate release from duties” of the woman, saying that her “anti-constitutional views are not tolerated in the teaching profession.”

Kiev’s ‘terrorist attacks’ foiled in several regions – MOD

Russian forces have thwarted Ukraine's attempted “terrorist attacks” using drones in several regions, the Russian Defense Ministry said in the early hours of Thursday.

According to the ministry, 19 UAVs were “destroyed” over Crimea and the Black Sea. It added that the Kursk, Belgorod and Oryol regions were each attacked by a single drone, all of which were intercepted mid-air.

Telegram channel Mash reported that residents heard “explosions” and the sound of anti-air weapons in several locations of Crimea, describing the drone raid as “the most massive one yet.”

On Wednesday, Ukrainian troops shelled the village of Maksimovka, killing a civilian and wounding one more person, Belgorod Governor VyacheslavGladkov said. A woman was injured during an attack on the village of Tyotkino on Monday, according to Kursk Governor Roman Starovoyt.

Kiev has stepped up drone and missile assaults on Russian territory in recent months, as Ukraine’s ground counteroffensive launched in early June has failed to yield any significant victories. On September 13, cruise missiles struck a shipyard in Sevastopol in Crimea, damaging two Russian naval vessels.

Ukraine suspends death-threat transgender military spokesperson

The Ukrainian Territorial Defense Forces has fired its transender American spokesperson for threatening a wave of assassinations against “Kremlin propagandists” around the world. Sarah Ashton-Cirillo’s dramatic threat drew the attention of US Senator JD Vance, who asked the administration of President Joe Biden to explain if it was funding this content.

“The statements of [Junior Sergeant] Ashton-Cirillo in recent days were not approved by the command of the [Territorial Defense Forces] or the command of the [Armed Forces of Ukraine],” the Ukrainian Territorial Defense Forces said in a post on X (formerly Twitter) on Wednesday.

“Sergeant Sarah Ashton-Cirillo will be suspended immediately,” the statement continued, adding that an official investigation would be launched into Ashton-Cirillo’s conduct.

Ashton-Cirillo is a biological man who worked as a Democratic Party activist in the US before moving to Ukraine following the start of Russia’s military operation last year. He/she was hired as the Territorial Defense Forces’ English-language spokesperson in August, a decision that critics say was intended to curry favor with pro-LGBTQ Western audiences.

Last week, Ashton-Cirillo warned that “a favorite Kremlin propagandist” would “pay for their crimes,” before declaring that “Russia’s war criminal propagandists will all be hunted down, and justice will be served.” Ashton-Cirillo did not name any specific targets or detail what manner of “justice” would be meted out.

The bizarre tirade drew condemnation from Moscow, and was publicized in the US by conservative pundit Jack Posobiec. After tweeting about Ashton-Cirillo’s video, Posobiec was added to Ukraine’s notorious ‘Mirotvorets’ kill list.

Republican Senator JD Vance took notice of the video last Friday, and wrote a letter to US Secretary of State Antony Blinken, Defense Secretary Lloyd Austin, and Director of National Intelligence Avril Haines, asking the three officials to explain whether Ashton-Cirillo was being “compensated with US resources,” or previously worked for US intelligence.

“I worry American resources could be supporting violence or the threat of violence against people for speaking their mind,” Vance wrote, pointing out that “any critic of America’s incoherent policy in Ukraine has been slandered as a propagandist, including multiple presidential candidates and American journalists.”

Ashton-Cirillo responded on Monday, stating: “I only answer to three groups of people: my Ukrainian commanders, the Ukrainian people, and the American taxpayer.”

In its statement on Wednesday, the Territorial Defense Forces said that “the defense forces of Ukraine strictly observe the norms of international humanitarian law.” However, Moscow has accused Kiev of orchestrating the murders of journalist Darya Dugina in August 2022 and of military blogger VladlenTatarsky in April this year. In July, the Federal Security Service said that it foiled a Ukrainian plot to assassinate RT Editor-in-Chief Margarita Simonyan and journalist KseniaSobchak.

Charles III urges France, UK to 'reinvigorate' ties at lavish Versailles banquet

Versailles, France: King Charles III on Wednesday issued a call for France and the UK to reinvigorate their relations, as President Emmanuel Macron hosted the British monarch for a glittering banquet at the Palace of Versailles on the first of a three-day state visit.

The visit, which was rescheduled from March due to the violent protests against pension reform that rocked France at the time, aims to showcase Charles' stature as a statesman just over a year after the death of his mother and predecessor Queen Elizabeth II.

But it also gives both sides a chance to show that the almost 120-year-old Entente Cordiale remains alive and well, despite the sometimes bitter tensions created by Britain's exit from the EU.

Guests at the dinner included luminaries ranging from the British rock legend Mick Jagger, the French former manager of the Arsenal football team Arsene Wenger, actor Hugh Grant and the French luxury goods billionaire Bernard Arnault.

It is "incumbent upon us all to reinvigorate our friendship to ensure it is fit for the challenge of this, the 21st century," Charles said in a toast.

Although Charles did not directly reference the UK's divisive departure from the European Union, he mentioned the two countries' "long and complex history."

"Our relations have of course not always been entirely straightforward," he added, in a speech in both English and an accented but clearly-spoken French that impressed his hosts.

But he set out an optimistic vision of the Entente Cordiale, the pact between the two neighbours which was forged in 1904, calling it a "sustainable alliance."

Macron for his part said that "despite Brexit... I know, your majesty, that we will continue to write part of the future of our continent together, to meet the challenges and to serve the causes we have in common."

He described Charles' visit as a "tribute to our past... and guarantee of the future."

The menu included delicacies like blue lobster cooked as a starter by star chef Anne-Sophie Pic, who has said she was inspired by the tastes of the "Sun King" Louis XIV, who built the Palace of Versailles.

Other dinner guests in the glittering Hall of Mirrors included Charlotte Gainsbourg, the actor and daughter of French singer Serge Gainsbourg and British actor Jane Birkin.

In Charles' speech he paid tribute to Birkin, an English-born actor who became a screen darling in France, describing her as the "most French of the British."

It was in the Hall of Mirrors that on her first state visit to France in 1957, Elizabeth II lunched with president Rene Coty.

There are reminders throughout the visit of the late queen, a French-speaking francophile who made five state visits to France during her record-breaking 70-year reign.

Driven down the Champs-Elysees towards their talks at the Elysee Palace earlier, Macron and the king were earlier seen chatting amicably while Camilla and Macron's wife Brigitte followed behind in a similar vehicle.

After their talks at the Elysee, Charles and Macron walked the short distance to the residence of the British ambassador, pausing to shake hands with well-wishers on the upscale rue du Faubourg-Saint-Honore.

The French president, who has dealt with no fewer than four UK premiers over the last half-decade, is known to have a strong personal rapport with Charles.

Commentators in France excitedly noted how Macron had repeatedly touched Charles's shoulder and Brigitte Macron kissed Camilla, in a new protocol unthinkable under the more distant and austere Elizabeth II.

With both men known for their love of books, Macron presented Charles with a book by the 20th-century French writer Romain Gary, while he received a special edition of Voltaire's "Lettres sur les Anglais" ("Letters on the English").

Charles' visit is seen as the follow-up to moves by UK Prime Minister Rishi Sunak to reset relations between the two neighbours after post-Brexit turbulence.

Macron had a particularly prickly relationship with former premier Boris Johnson, reportedly describing him as a "clown" as he took the UK out of the European Union in January 2020 in a sea of Union Jack waving and rhetoric of British exceptionalism.

Charles will on Thursday make a keynote address to the French upper house Senate and also give a speech on the environment, long one of his most cherished causes.

On Friday, the final day, he will head to the southwestern city of Bordeaux where trips will include a visit to an organic vineyard.

Some 8,000 police are deployed nationwide to ensure security as France also hosts the Rugby World Cup, a number that will rise to 12,000 Friday when Pope Francis arrives for a two-day visit to Marseille.

London policeman charged with murder over fatal shooting

LONDON: An officer from London's scandal-hit Metropolitan Police has been charged with murder following the fatal shooting of a 24-year-old black man whose death sparked protests.

The firearms officer had been suspended pending an investigation after the deadly incident last September.

He will appear in court in central London on Thursday charged with the murder of Chris Kaba, said a statement by the Independent Office for Police Conduct.

Kaba died hours after he was struck by a single gunshot fired into the vehicle he was driving on September 5, 2022, according to the police watchdog.

Dozens of protesters gathered outside the Metropolitan Police's headquarters following the shooting in the Streatham area of south London.

Kaba's family welcomed the decision to charge the unnamed officer, saying they and the wider community needed to "see justice for Chris."

"Chris was so very loved by our family and all his friends. He had a bright future ahead of him, but his life was cut short," they said in a joint statement.

INQUEST, a charity that works on state-related deaths, said that since 1990 in the UK there had been 1,870 deaths in or following police custody or contact.

In that time there had been only one successful prosecution of a police officer – for manslaughter in 2021 – and none for murder.

Anita Sharma, INQUEST's head of casework, said police officers who killed members of the public should be "held to account to a criminal standard, but this is so often denied."

The Met, the UK's largest police force, has come under fire in recent years over a string of scandals including the kidnap, rape and murder of a young woman by a serving officer.

The force currently has around 1,000 officers suspended or on restricted duties while they are investigated for alleged wrongdoing and incompetence.

Deputy assistant commissioner at the Metropolitan Police, Stuart Cundy, said on Tuesday that 60 officers a month could face the sack for at least the next two years due to the ongoing probes.—AFP
