CHENNAI:
Tamil Nadu chief minister M K Stalin on Saturday said state govt would provide
financial assistance under pre-matric (class I to VIII) scholarship scheme for
Muslim girl students facilitated through the Waqf board.
Speaking
at a meeting organised at the secretariat to discuss schemes and demands of
minorities, Stalin said, “Union govt in 2022-23 stopped the financial
assistance given to minority students studying from first to eighth standard. I
have written a letter to Prime Minister (Modi) to revive the scheme.”
The
CM said because of the scheme being stopped, economically weaker sections of
minorities in Tamil Nadu were affected. “So, the financial assistance which was
stopped by Union govt will be given by state govt for Muslim girl students from
first to eighth standard studying in govt and govt-aided schools through Waqf
board. As a result of it, 1.26lakh Muslim girl students will benefit,” Stalin
said.
The
chief minister said education loan for minority students given by Tamil Nadu
Minorities Economic Development Corporation through cooperative banks would be
increased to 5lakh and girls studying in govt-aided minority schools from sixth
to twelfth standard in Tamil medium would be included under ‘Pudhumani Penn’
scheme under which Rs 1,000 is given per month for students.
Stalin
said there would be no expiry date mentioned in religious minority certificates
and permanent recognition would be given for minority educational institutions.
The order for extending the free morning breakfast scheme for students of
standard one to five, studying in govt-aided minority schools in rural areas,
would be issued soon, said the CM.
Stalin
further announced that action would be taken to issue the legal heir
certificates to the second wife, who was married under Islamic law, and their
sons and daughters.
Speaking
about early release of Muslim prisoners, Stalin said recently 10 Muslim
prisoners were released and the file to release remaining 11 prisoners is
pending with Tamil Nadu governor R N Ravi.

Afghan
women feel scared or unsafe leaving their home alone because of Taliban decrees
and enforcement campaigns on clothing and male guardians, according to a report
from the UN mission in Afghanistan.
The
report was issued days before a UN-convened meeting in the Qatari capital Doha,
where member states and special envoys to Afghanistan are expected to discuss
engagement with the Taliban.
The
Taliban have barred women from most areas of public life and stopped girls from
going to school beyond the sixth grade as part of harsh measures they imposed
after taking power in 2021.
They
are also restricting women's access to work, travel and health care if they are
unmarried or don't have a male guardian, and arresting those who don't comply
with the Taliban's interpretation of hijab, or Islamic headscarf.
The
UN mission's report, published Friday, said the decrees are being enforced
through arrest, harassment and intimidation. Women said they increasingly fear
going to public spaces owing to the threat arrest and the “long-lasting stigma
and shame” associated with being taken into police custody.
Over
half of the women interviewed for the report felt unsafe leaving the house
without a male guardian, or mahram. Risks to their security and their anxiety
levels worsened whenever a new decree was announced specifically targeting
them, the report said.
Women
who went out with a mahram felt safer, but noted the stress from depending on
another person to accompany them. Some said their male guardians chided them
for “wasting time” if they wanted to visit certain shops or stray from a route
limited to performing basic necessary tasks.
Some
women said that male relatives were also afraid and reluctant to leave the home
with female relatives, as this would expose them to Taliban harassment.
Nobody
from the Vice and Virtue Ministry, which is the Taliban's morality police and
enforces decrees, was immediately available for comment about the UN report.
Heather
Barr, from Human Rights Watch, told the Associated Press that Afghan women's
fear of leaving home unaccompanied was “damning and devastating" but not
surprising.
“This
begs the question of what on earth this discussion is in Doha, with the UN
hosting special envoys," she said. "We need to be asking why the
focus of this meeting and every meeting isn't about this crisis that is
unprecedented for women around the world.”
The
UN envoy for Afghanistan last year warned the Taliban that international
recognition as the country's legitimate government will remain “nearly
impossible” unless they lift the restrictions on women.

KUCHING,
Feb 18 — TohPuanDatukPatinggiRaghadKurdiTaib, the wife of former Head of State
TunPehin Sri Abdul Taib Mahmud has lodged a police report on accusations
towards her, and is prepared to take legal action against a private hospital.
Refuting
recent allegations that her husband was “absconded” from the private hospital,
she said a police report lodged on Feb 4 alleging that Taib was “absconded”
from the private hospital was “demonstrably false and deeply concerning”.
“The
false accusations have caused unnecessary stress and confusion. I have filed a
police report to refute these baseless claims and protect TunTaib’s privacy and
right to choose his medical care,” she said in a statement today.
Raghad
said she is fully prepared to cooperate with the police in any investigation
and will pursue legal action against the hospital, if necessary.
She
said she places Taib’s health and well-being as the utmost priority and would
never undertake uninformed action to jeopardise his recovery.
She
stressed that Taib was not “absconded” from the private hospital but had the
doctor in-charge’s clearance for discharge on Feb 3.
She
added that the doctor’s referral letter to the private hospital in Kuala Lumpur
further substantiated the legitimacy of the discharge and planned admission.
She
said all the necessary discharge documents according to the hospital’s
procedure had been signed and all relevant hospital personnel were aware of the
discharge.
She
further added that Taib “has 24-hour medical support including staff nurses and
scheduled doctor visits, necessary equipment and medication for care and
recuperation” while waiting admission to the private hospital in Kuala Lumpur.
As
such, Raghad said claims of voluntary removal of medications by herself without
alerting the staff on duty “are completely untrue”.
According
to her, requests for assistance in removing medical devices were ignored by
hospital staff despite repeated calls for assistance.
She
said the poor treatment and inconsistent medical advice is a serious issue that
needs to be looked into and investigated by the private hospital.
“My
family will remain steadfast and united in these trying times. We kindly seek
the public’s prayers for my husband, TunTaib’s health and well-being,” she
said.

Emirate Reacts to UN Report on Women in Afghanistan

The
Islamic Emirate’s spokesman, ZabihullahMujahid, in response to the joint report
of UN institutions addressing the situation of women in Afghanistan, said that
UNAMA is preventing the political progress of the current Afghan government by
publishing such reports.
The
spokesman for the Islamic Emirate, ZabihullahMujahid, said that the current
realities of the country are not reflected in these reports and these
institutions are seeking to create conspiracies and make excuses regarding
Afghanistan's diplomatic relations with other countries, which are not yielding
results.
"Recognition
of a country is based on the laws of the UN, not on the basis of some women or
some people in a country. Second, the institutions are seeking to create
conspiracies and make excuses regarding the diplomatic relations of
institutions and countries with the Islamic Emirate of Afghanistan,” the
spokesman said.
"UN
Women, IOM and UNAMA convened online and in-person (where safe to do so) group
consultations and conducted individual telesurveys, together reaching 745
Afghan women across all of Afghanistan’s 34 provinces," the report said.
According
to the UN institutions' survey, women said international recognition of the
current Afghan government should happen only when restrictions on female are
reversed.
“Women
stated that international recognition should happen only after reversing all
restrictions (32 percent) or after some specific bans are reversed (25 percent)
on women and girls; 28 percent said that recognition should not happen at all,
under any circumstances. In July 2023, a similar question found that 96 per
cent of women maintained that recognition should only occur after improvements
in women’s rights or that it should not occur at all,” the report reads.
“Women
expressed deep disappointment with those Member States that, in their efforts
to engage the DFA, overlook the severity of an unprecedented women’s rights
crisis and the associated violations of international law, based on the
treaties to which Afghanistan was a signatory. Women did not accept the current
plight,” the report further stated.
Meanwhile,
some political experts think that the Islamic Emirate's recognition depends on
its ability to comply with the world's demands for the protection of women's
and girls' rights.
"Apart
from the fact that whether or not the international community recognizes the
current government, the issue of girls schools and universities, the employment
of women and the meaningful presence of women in society are demands of
national interests and are an important step for the stability of Afghanistan,”
said Najibullah Jami, a political analyst.
This
comes as many in the international community has made the recognition of the
Islamic Emirate conditional on the ensuring of women’s rights in the country.

backlash for voicing support for Israel's campaign of attacks against the
Palestinian people.
"This
is a time of great pain and anguish for many around the world, but it is also a
time to learn and better understand how words matter," she began.
"In
my comment, I mistakenly and inadvertently conflated Muslims with Radical
Islamists and fundamentalists, a terrible err in my words, and resulted in
hurting countless people I never meant to, and I deeply regret this."
"I
am committed to paying forward their love and understanding. We cannot allow
ignorance and rage to [become] our downfall. I raise my hand in humility and
volunteer to break the chain."
