Inter-Religious Solidarity Council, Mumbai condemns terrorist attack killing 28 innocent and unarmed tourists in Pahalgam

The Inter-Religious Solidarity Council (IRSC), Mumbai, is deeply shocked and anguished by the brutal attack in the Baisaran meadow near Pahalgam, Kashmir, on 22nd April, which claimed the lives of 28 innocent people, most of them tourists. A terror outfit has reportedly claimed responsibility for this horrific act.
IRSC strongly condemns this senseless violence carried out in the name of Islam. The attackers targeted innocent and unarmed non-Muslims civilians, mostly tourists, identifying them based on their inability to recite Quranic verses. The assault lasted for an agonizing twenty minutes, which left survivors traumatized and shattered victims' families.
This heinous act has deeply wounded the collective conscience of our society, cutting across all religions, castes, and communities. We must remember that no religion—including Islam—condones violence. On the contrary, all faiths, including Islam, uphold values of compassion, love, peace, and justice. The terrorists who killed innocent people have gone against the Quranic verse 5:32, which states, “That is why We ordained for the Children of Israel that whoever takes a life—unless as a punishment for murder or mischief in the land—it will be as if they killed all of humanity; and whoever saves a life, it will be as if they saved all of humanity.”
Whenever religion is used as an instrument of political ideologies, or as an identity marker like in nationalism, racism, or supremacism, and acquiesces to the use of violence, such tragedies occur in the name of religion. History has known political misuse of many religions. However, when religion inspires search for truth, ethical and moral values, its true essence manifests.
In this time of sorrow, IRSC stands in solidarity with the victims' families and the survivors. We call upon all communities to come together in empathy, dialogue, and unity. Only through mutual respect, understanding, and the reaffirmation of our shared humanity can we heal the wounds inflicted by hatred and violence.
Let us commit ourselves to peace, reject all forms of extremism, and work together to build a society rooted in harmony and hope.

Srinagar, April 23, 2025 – In a unified show of grief and protest, the Jammu and Kashmir High Court Bar Association Srinagar Kashmir (Regd) called for a complete abstention from court work across the Srinagar Wing of the J&K and Ladakh High Court, as well as subordinate courts and tribunals throughout the Kashmir Valley, in response to the horrific terrorist attack in Pahalgam’s Baisaran Valley on April 22, 2025. The attack, which claimed at least 26 lives, predominantly tourists, and injured several others, has been widely condemned as a barbaric assault on civilians and the region’s ethos of hospitality. The bar association has also supported the Kashmir Bandh call given by many trade bodies.
The JKHCBA Srinagar organized a condolence meeting in the Bar Room of the J&K and Ladakh High Court in Srinagar to mourn the loss of innocent lives and express solidarity with the victims’ families. The meeting was attended by prominent members of the legal fraternity, who voiced their anguish and denounced the attack in unequivocal terms.
Addressing the gathering, Mr. Waseem Gul, President of JKHCBA Srinagar, condemned the Pahalgam terror attack in the strongest possible words. “This cowardly and heinous act of violence is an assault not only on innocent lives but on the spirit of Jammu and Kashmir, a land known for its warmth and harmony,” he stated. “The entire legal fraternity, along with the people of J&K, stands united in condemning this barbaric act. We demand a thorough investigation and swift justice for the perpetrators.” Gul extended heartfelt condolences to the bereaved families and prayed for the speedy recovery of those injured.
Several other distinguished members of the legal community also spoke on the occasion, echoing the call for justice and unity against terrorism. Mr. Mohsin Qadri, Senior Additional Advocate General, described the attack as a “stain on humanity” and urged for collective action to ensure such incidents are not repeated. Senior Advocate Jehangir Iqbal Ganai emphasized the need for peace and security to preserve Kashmir’s legacy as a welcoming destination for visitors. Mr. Abdul Rashid Malik, Senior Additional Advocate General, called the attack “an unforgivable crime” and stressed the importance of safeguarding the region’s social fabric.
Advocate M.I. Dar and Mr. Mohammad Ashraf Malik, retired Principal District Judge, also addressed the meeting, expressing their deep sorrow and solidarity with the victims. “This attack is a grim reminder of the challenges we face, but it also strengthens our resolve to stand together against terrorism,” said Malik.
Following the condolence meeting, the lawyers held a peaceful protest march from the Bar Room to the main gate of the High Court. The marchers demanded justice for the victims and stringent action against those responsible for the attack. The protest was conducted in an orderly manner, reflecting the legal fraternity’s commitment to peaceful demonstrations and unity in the face of tragedy.
The JKHCBA Srinagar’s decision to abstain from court work and organize the condolence meeting aligns with similar actions taken by other bar associations across Jammu and Kashmir, including the Jammu chapter of the JKHCBA, which also called for a bandh and suspension of judicial work on April 23. The widespread outrage and mourning underscore the deep impact of the Pahalgam attack,.

An Open Letter to the Terrorists Who Attacked Pahalgam

You bunch of spineless cowards.
It is well past midnight—infact the early hours of morning—and I just can't sleep. Not after hearing of your gruesome, senseless killing of innocent people in my motherland. You sick people.
I write to you as a furious, broken-hearted Indian Muslim. A man whose soul is torn between unimaginable grief and blazing rage. Because when you attacked civilians in Pahalgam, you didn’t just target a place—you pierced through the heart of every Indian who still believes in unity, in peace, in justice.
And I speak not just as an individual, but as the son of a family that has lived and breathed service to this nation. Patriotism runs through my veins. My father, Lt. Gen. Zameer Uddin Shah, retired as the Deputy Chief of Army Staff and later became a voice for the Muslim intelligentsia as the Vice Chancellor of Aligarh Muslim University. His younger brother, the celebrated actor Naseeruddin Shah—a recipient of the Padma Shri and Padma Bhushan—and my father’s elder brother, a respected IITian, have all been honoured by the President of India for their distinguished contributions to this great nation.
My family has always been treated with dignity, and I have always been a proud Indian before being anything else. It is from this legacy of honour, service, and nation-first values that I draw my strength—and it is exactly this legacy that makes your actions even more revolting to me.
So many of the films I’ve acted in—stories that celebrated love, sacrifice, and unity—were shot in the breathtaking valleys of Pahalgam and across Kashmir. National award-winning films like Haider, Bajrangi Bhaijaan, Mojhi, and even the web series Avrodh, where I portrayed a Para Commando, were born in these very lands you’ve tried to desecrate. I’ve walked those serene paths, felt the purity of the mountain air, and seen firsthand the harmony that lives in every fold of those hills. In my TEDx talks across the world, I’ve spoken of India’s soul—its strength in diversity, its unmatched spiritual and cultural richness. And today, you have tried to rip that soul apart.
But let me tell you something: your bullets cannot silence beauty. Your hatred cannot erase harmony. Pahalgam is not just a location—it is a living memory of what India truly stands for. And by spilling blood on its soil, you’ve not weakened us. You’ve reminded us of what we must protect—with more resolve than ever before.
You claim to fight for something. For what? For Islam? For Kashmir?
Don’t insult our intelligence.
You are not freedom fighters. You are not warriors. You are cowards hiding behind guns, masks, and false slogans. You are butchers.
You didn’t dare come close to an army base. You targeted simple civilians, tourists, children, mothers, pilgrims, newlyweds—unarmed, defenseless human beings. And you dare to call this Jihad?
No, this is not Jihad. Jihad means “struggle.” What you did was gunah—sin, bloodshed, and a betrayal of both humanity and God. You’ve dragged the name of Allah through the blood-soaked soil of Pahalgam. You’ve taken a religion of peace, twisted and misinterpreted it, and turned it into a weapon of terror. You shameful creatures—you will rot in hell.
I am ashamed that you and I were born into the same faith—because we are nothing alike. My religion is humanity. The Islam I know teaches me to protect the innocent. Yours glorifies slaughter. My Islam teaches me to serve my country. Yours tells you to tear it apart.
No matter how much I curse you in my heart, it will still be too little.
And because of you, I now carry a burden I never asked for. Every time someone hears a Muslim name or sees a skullcap, there’s suspicion in their eyes. All because of you. Right-thinking, patriotic Muslims who love their motherland are forced to explain, defend, and apologize—for crimes they never committed and beliefs they never endorsed.
You’ve taken lives. But worse—you’ve tried to take away trust. You’ve tried to make it impossible for an Indian Muslim to love his country openly, freely, without being questioned.
That is your real crime.
And guess what? You’ve failed.
You will always fail.
Because we—the real Muslims, the real Indians—are still standing. And we are furious. Not afraid—furious. We will not be pushed into corners. We will not be silenced by your bullets. We will not let you rewrite what it means to be one of us.
To the people of India—please do not confuse these monsters with your Muslim brothers and sisters. We are bleeding with you. We are angry with you. And we are not your enemy. We are just as victimised by these cowards as every other Indian.
To the terrorists—you are nothing but a stain, a blot, a rotting scar on the face of humanity. But this country, this unity, this idea of India—is eternal.
You tried to terrorize us. But you’ve only awakened us.
To the families in Pahalgam, I offer not just prayers, but a promise: We will not forget. We will not forgive. We will not rest until your loss echoes in the conscience of this country—and justice is served. Not just in the courts, but in the soul of this nation.
How dare you ask names and religions before killing? You are not Muslims. The Muslim community around the world disowns you. Bloody terrorists.
You didn’t just attack Kashmir.
You attacked all of us.
And we will rise—as a nation, as Indians.

Pahalgam attack: PM Modi shortened his official visit to Saudi Arabia and returned to Delhi on Wednesday, skipping the official dinner. At the airport, he met with NSA Ajit Doval and EAM S Jaishankar and received a briefing on the Pahalgam attack that killed 26 people.
Pahalgam attack: Prime Minister Narendra Modi arrived in New Delhi on Wednesday morning after cutting his Saudi trip short due to the terror attack in Jammu and Kashmir's Pahalgam. He had a brief meeting with NSA Ajit Doval, external affairs minister S Jaishankar, and foreign secretary Vikram Misri at the airport.
At least 26 tourists have been killed after unidentified gunmen opened fire on innocent civilians in Pahalgam's Baisaran in Jammu and Kashmir. Gunshots were heard in the area, following which security forces rushed there.
Initial reports suggested a possible terror attack at a site frequented by tourists, the police said. Security forces have been rushed to the area, and an operation is currently underway, reported PTI.
The incident occurred at around 3 pm when terrorists came down from the mountain in Baisaran valley and started firing at the tourists who frequent the place, which is often dubbed as 'mini Switzerland' because of its long, lush green meadows.
Authorities pressed a chopper into service for the evacuation of the injured persons, the officials said, adding some of the injured were brought down from the meadows by local people on their ponies.
The incident comes when Kashmir is witnessing a surge in tourist arrivals after reeling under militancy for years. Also, the 38-day Amarnath pilgrimage is scheduled to begin on July 3.

Pahalgam terror attack: Top latest developments
• At least 20 tourists were injured in the terrorist attack in Baisaran, Pahalgam, Jammu and Kashmir.
• PM Narendra Modi arrived in Delhi early Wednesday morning after cutting short his official trip to Saudi Arabia. He skipped the official dinner hosted by Saudi Arabia and decided to return earlier than planned. According to Government of India sources, he was initially scheduled to return tomorrow night but arrived early on Wednesday morning.
• Modi strongly condemned the Pahalgam terror attack on Tuesday, stating that the guilty will be brought to justice and reaffirming India’s “unshakable” resolve to fight terrorism.
• Leader of Opposition and Congress MP Rahul Gandhi spoke to home minister Amit Shah, Jammu and Kashmir CM Omar Abdullah, and Congress' J&K unit president Tariq Karra on Wednesday about the horrific Pahalgam attack. He said, “Spoke with HM Amit Shah, J&K CM Omar Abdullah, and J&K PCC President Tariq Karra about the horrific Pahalgam terror attack. Received an update on the situation.” He added, "The families of victims deserve justice and our fullest support."
• US President Donald Trump, Russian President Vladimir Putin, and Israeli Prime Minister Benjamin Netanyahu were among world leaders who condemned the terrorist attack in Jammu and Kashmir, expressing solidarity with India.
• In a call with Prime Minister Narendra Modi, US President Trump strongly condemned the terror attack, offering full support to bring the perpetrators of the "heinous attack" to justice.
• Following the attack, finance minister Nirmala Sitharaman decided to cut short her official visit to the US and Peru and will return to India at the earliest, according to an official statement released on Wednesday. Sitharaman had arrived in the US on Sunday for a six-day visit and was supposed to travel to Peru afterwards for a five-day trip.
The Cabinet Committee on Security (CCS), chaired by PM Modi, has decided on five key measures in the aftermath of the attack. They are:
(i) The Indus Waters Treaty of 1960 will be held in abeyance with immediate effect until Pakistan credibly and irrevocably abjures its support for cross-border terrorism.
(ii) The Integrated Check Post Attari will be closed with immediate effect. Those who have crossed over with valid endorsements may return through that route before 01 May 2025.
(iii) Pakistani nationals will not be permitted to travel to India under the SAARC Visa Exemption Scheme (SVES) visas. Any SVES visas issued in the past to Pakistani nationals are deemed cancelled. Any Pakistani national currently in India under an SVES visa has 48 hours to leave India.
(iv) The Defence/Military, Naval and Air Advisors in the Pakistani High Commission in New Delhi are declared Persona Non Grata. They have a week to leave India. India will be withdrawing its own Defence/Navy/Air Advisors from the Indian High Commission in Islamabad. These posts in the respective High Commissions are deemed annulled. Five support staff of the Service Advisors will also be withdrawn from both High Commissions.
(v) The overall strength of the High Commissions will be brought down to 30 from the present 55 through further reductions, to be effected by 01 May 2025.

Foreign Secretary Vikram Misri informed in a press conference that the Cabinet Committee on Security (CCS) met this evening under the Chairmanship of the Prime Minister. The CCS was briefed in detail on the terrorist attack on 22 April 2025 in Pahalgam, in which 25 Indians and one Nepali citizen were killed. A number of others sustained injuries. The CCS condemned the attack in the strongest terms and expressed its deepest condolences to the families of the victims and hoped for the early recovery of the injured.
Strong expressions of support and solidarity have been received from many Governments around the world, which have unequivocally condemned this terror attack. The CCS recorded its appreciation for such sentiments, which reflect zero tolerance for terrorism.
In the briefing to the CCS, the cross-border linkages of the terrorist attack were brought out. It was noted that this attack came in the wake of the successful holding of elections in the Union Territory and its steady progress towards economic growth and development.
Recognizing the seriousness of this terrorist attack, the CCS decided upon the following measures:

The CCS reviewed the overall security situation and directed all forces to maintain high vigil. It resolved that the perpetrators of the attack will be brought to justice and their sponsors held to account. As with the recent extradition of Tahawwur Rana, India will be unrelenting in the pursuit of those who have committed acts of terror, or conspired to make them possible.

“Our identity is our hospitality. Yesterday's terror attack is also an attack on our identity. We have to reclaim our history and heritage, and no one except the Kashmiris can do that. This land belongs to us. It is shameful for us that anyone from outside comes and attacks our tourists and our identity... We will determine our guests and ensure they are respected and safe... Even my father was killed by them (terrorists). They killed nearly 5000-10000 Kashmiris. They have not spared any religion. Kashmiri Muslims have been their biggest targets... What has happened is shameful for us because we couldn't save our guests. We were helpless... There can be no stronger message than this. There was an unusual quiet in the valley today. It was as if every house was mourning... The helplessness in the eyes of tourists will haunt us for all times to come,” Lone told the media.

Pahalgam terror attack live: J&K cabinet vows support to LG for law and order
J&K Minister Javed Ahmed Rana, after the cabinet meeting, vowed support to the LG for improving the situation in the valley.
“The cabinet has condemned this incident. It is a very sad incident. We share our condolences with the victims. As law and order come under LG, we will support in improving the situation here,” ANI quoted Rana as saying.
