    The methodology that I have followed to derive the meaning of Taqwa was to let the Quran teach me its meaning. This is the methodology that I follow for all my articles. To the best of my knowledge and belief, no other person has derived the same meaning of Taqwa, because no one else follows the same methodology with the same Taqwa or intensity. They follow it loosely, or without adequate Taqwa, which is why their meanings do not fit well the usage of the word in the Quran....

    And, less well-known, are women who did fulfil all the professional duties of judges during the Caliphal and classical periods, when Islam was at its most vital and powerful. Caliph ‘Umar appointed women to senior official posts, such as al-Shifa’ bint ‘Abd Allah, the market inspector of Medina, whose duties included administering the law. Even more striking is Thumal al-Qahraman, a woman who acted as a head of the Mazalim court system - the rough equivalent to the civil judiciary - at the height of the Abbasid Caliphate. She occupied a role equivalent to that of the chief Qazi (Qazi-Al-Qaza’). The fact that she is little known, despite her lesson for the legitimacy of female Qazis, owes not to her lack of importance, but to the neglect of her life story by Islam’s official historians. In recent times, Islamic feminists like Fatima Mernissi have recovered her example to justify women’s legitimate legal power....

    Freedom to worship God Almighty and practice Islam was the main reason of Hijrat in the early period of Islam and when the necessity was met, migration was prohibited. It is for this reason migration [Hijrat] from India to elsewhere is not allowed for anyone, as India constitutionally ensures freedom to worship and practice Islam.

    This view that Indian Muslims do not need Hijrat gained massive support from Sunni-Sufi Muslims of India known as Barelvis and they were the first ones who refuted baseless arguments of the Deobandi clerics who had encouraged Hijrat from India to another country....

    Islamic Ideology

    If we interpret this Hadith, as the terrorist groups are doing today, to mean that an aggressive war is commanded against the people until they accept Islam, this will contradict the Quranic verses which, as we will show, do not give any injunction to propagate Islam by a war of aggression. ....

    The War Within Islam

    It is very important to underline this, because an increasingly high number of people now take the manipulations as truth, radicalizing themselves, embracing jihad, and becoming fascinated and indoctrinated by terrorist propaganda that promises salvation of the soul and access to paradise to those who embrace the “true way” or the “true Islam”. This makes it crucial to understand what takfir is and how the concepts of takfir and jihad are used by the terrorist groups, not only to better comprehend how they justify their existence and their bloodshed, but also, above all, in fact, to improve strategies of disengagement and deradicalisation....

    According to noted expert on Islamist terrorism Olivier Roy, “In the 1960s, in Western Europe we had a tradition of youth radicalization from the Marxist revolution. Suddenly around the 1990s, the dream of the Marxist revolution disappeared and al-Qaeda and ISIS filled the vacuum”. Similarly Ofri Ilani writes: “Individualism, hatred of the establishment and a cult of emotion activate the jihadists, just as they activated the anarchist assassins in the 19th century or the Red Brigades in the 1970s”....

    The War Within Islam

    Such retrogressive pronouncements or Fatwas from the Barelwi ulema were not on rise in India until they re-ideologised themselves in blasphemy laws emanating from Pakistan. Sultan Shahin, the founder-editor of this progressive forum, New Age Islam, rightly points it out:

    “The fact remains that Mumtaz Quadri, the murderer of Governor Salman Taseer came from a non-Wahhabi Barelvi sect and was incited into his act and promised heaven in lieu of this murder by a Barelvi Mullah Hanif Qureshi. A shrine has now been built in the outskirts of Islamabad to worship him. Barelvis are considered Sufism-oriented and have been the main victims of Salafi-Wahhabi attacks on Sufi shrines. The half a million people who thronged the murderer Mumtaz Qadri’s funeral and the tens of thousands who are visiting his so-called shrine, however, are largely from Barelvi sect. They consider Governor Salman Taseer to be a blasphemer and his murderer an Aashiq-e-Rasool, i.e., someone who loves the Prophet (pbuh)…. The fact is Salman Taseer had merely called for the repeal of this black Blasphemy law.”...

    Mr. President,

    The US is withdrawing from Afghanistan as well as from Iraq and Syria. Inspired by the Taliban declaration of victory, a radicalised terrorist in the Indian state of Jammu and Kashmir, backed by a Pakistan-based Islamist terrorist organisation, attacked an Indian military convoy, killing 40 soldiers. Similar suicide attack killed 27 elite revolutionary guards in Sistan, Iran. Emboldened Jihadists will surely carry out more such attacks in future. The gloating in Islamist circles for having “defeated” both the superpowers, the Soviet Union and the United States, has reached its peak.

    Mr. President,

    Still fresh in our minds is what happened when the international community abandoned Afghanistan in 1989. Taliban ruled and Al-Qaeda got a safe haven. A series of atrocities including 9/11 and horrors of Islamic State followed.

     In this backdrop, the complacency of the world community in allowing Taliban to govern Afghanistan is inexplicable. Jihadist strength does not come from their soldiers and territories. It comes from an ideology and ideologies cannot be defeated militarily.

    Mr. President,

    The Jihadist ideology is based on very solid foundations in Islamic history, scriptures and theology. Moderate Muslims have not yet succeeded in evolving a satisfactory alternative theology of peace and pluralism to challenge the current theology of violence and exclusion. Even when such a theology evolves, it will take time and effort for it to be established. Mainstream Muslims should be allowed the time and space to work out and propagate a counternarrative. I would, therefore, urge the international community not to repeat the mistakes of 1989 and invite further disasters....
