In the first part, we mentioned two apparently conflicting statements to decide between two verses 2:190 and 22:39, as to which one of them was the first revealed to permit fighting. We knew earlier that the verse (2:190) is considered to be the first in the chronological order of revelation to permit fighting and that the same is the preponderant statement (qaul-e-rajih), while others differ from this statement and regard 22:39 as the first verse which permitted fighting. We also presented therein some possible reasons to reconcile [tatbiq] these two conflicting statements. Now in this second part, we will think over the verse 22:39 which is additionally known as another verse to permit fighting.
Allah the Most High says,
“Permission (to fight in defence) is granted to those against whom (aggressive) war is waged. (This permission is granted to them) because they were oppressed and Allah is doubtlessly All-Powerful to help them (the oppressed) (22:39). They are those who were unjustly expelled from their homes simply because they said: ‘Our Lord is Allah.’ And had Allah not been repelling one (aggressive) class of human society by the other (through defensive struggle), the cloisters (temples), synagogues, churches and mosques (i.e., religious centres and places of worship of all religions) would have been ruined where Allah’s Name is abundantly commemorated. And whoever helps (the Din [Religion] of) Allah, Allah surely helps him. Allah is indeed All-Powerful, Ever-Dominant.” (22:39-40)
This verse 22:39 indicates that it is categorically forbidden to beat or kill anyone without the permission of Allah Almighty. This was the reason that when Hadrat Moses (peace be upon him) hit the Qubti a blow in anger, which killed him, he himself said, “This is devilish work”. He said so because he was not permitted by Allah to fight the infidels. (Tafsir Ruhul Bayan 22:39). The verse 22:39 implies that the permission of fighting in defence was granted to those who were oppressed and had already been expelled from their homes “simply because they said: “Our Lord is Allah”.
Commenting on the cause of revelation (shane nuzul) of this verse (22:39), Mufti Naeemuddin Muradabi writes,
The infidels were persecuting the Noble Companions in the sacred city of Makkah. Every day the Noble Companions would come in the presence of the holy Prophet (peace and blessings of Allah be upon him) in a state where either someone’s head was broken, or hand was badly damaged, or someone’s fool was bandaged. They were trying to seek permission from the Holy Prophet (peace be upon him) to retaliate but Messenger of Allah (peace be upon him) would exhort them to exercise patience as Allah Almighty had not as yet granted permission for Jihad- to wage war against the infidels. After arrival in Madina, this verse was revealed, after which permission was granted to the Noble Companions for Jihad. (Tafsir-e-Khazainul Irfan on Kanzul Iman-22:39)
In this verse the permission of fighting in defence was granted to the noble companions of the prophet (peace be upon him), but were first commanded to have patience when facing the oppression of the Arab’s infidels. Interpreting this verse 22:39, Ibn Zayd said, “ten years after the command of forgiving polytheists and disbelievers [mushrikin and kuffar] had been issued, this verse 22:39 was revealed to permit fighting in defence (Jamiul Bayan 19100/Tibyan al-Quran vol. 7, p. 763)
Allama Peer Karam Shah Azhari writes commenting on the verse 22:39,
For disseminating the Divine Message and inviting the pagan Arabs to affirm their belief in the Oneness of Allah, the Prophet (peace and blessings of Allah be upon him) climbed the hillock Safa. In response, they flew into a rage and were violently opposed to him. Surprisingly enough, the same people who once held him in a high esteem and applauded him to be the most truthful and trustworthy person had then stooped to brand him as crazy poet and mischief-monger. Everything went topsy-turvy. Those who embraced the religion chosen for them by Allah were subjected to all sorts of indignities and persecutions. Hadrat Bilal was rolled on the glowing embers. Yasir and his wife Samiya were wounded with spears. Not to speak of the poor and the helpless, even the blue-blooded could not go unmolested. For instance, Osman’s uncle would tightly wrap him in a fresh animal skin, and throw him in the scorching sun. The searing sun, profuse sweat and foul smell of the skin would choke his breath and be unbearably excruciating and painful. Similarly, Abu Bakr was once subjected to such a cruel and painful torture that he lay unconscious for a long time.
Besides inflicting physical torture, they stooped to make them the butts of their playful jokes. They raised baseless objections to the verses revealed by Allah, derided the injunctions of Shariat. In brief, they left no stone unturned. Although the Muslims suffered heartless oppression, torture and abuse for thirteen years, yet they were not allowed to exact a measure of retaliation. They were commanded to persevere patiently. During the thirteenth year after the declaration of his Prophet-hood, Allah commanded the prophet (peace be upon him) and his companions to migrate. They carried out Allah’s command worshipfully and migrated to Yathrib –nearly 300 miles away from Makkah. Still the animosity of the inveterate enemies of Islam had not subsided. They inflicted fresh injuries on the Muslims; robbed them of the peace of mind and heart. A band of pagan Arabs would raid the pastures of the Muslims and take away their cattle. If they encounter a lonely Muslim, they would not hesitate in killing him mercilessly.
For as long as 14 or 15 years, the Muslims suffered insults, outrages and injuries at the hands of their persecutors. They bore all these indignities with the utmost humility and patience. When the aggression and ruthlessness of the pagan Arabs grew more hotly than ever, Allah granted permission to the believers to take up arms in their own defence and make the mischief-loving pagan Arabs believe that the torch of Islam – that lights up darkness – would never be allowed to be blown out. Likewise the flag held aloft for the dissemination of the truth will never be let down, however hot they might grow. This torch will remain lit until the doomsday. And the flag of the truth will continue to flutter so long as the world exits. (Zia-ul-Quran, Vol: 3; p.218)
Having taken into account the cause of revelation [shan e nuzul] and context of the afore-mentioned Quranic verse 22:39, we need to go forward to tackle the most important issue. The modern terrorist organizations are applying the Quranic verses and ahadith to implement the anti-Shariat matters, that is, to implement the forbidden acts. There is no doubt that we find numerous Quranic verses and ahadith which deal with the war-related situations. However it should also be noted that if we gather all the Quranic verses and ahadith together and apply the right methodological approaches in order to understand the purpose of Islam, we will indeed find, with the blessing of Allah Almighty, that Islam aims merely at eliminating oppression, establishing peace, justice and tranquillity. However this does not mean that any country or organization should commit oppression in the name of eradicating oppression, or kills the innocent civilians in the name of protecting the citizens of any country. Islam categorically prohibits such an act.
From the verse mentioned above (22:39), it has become clear that the permission of fighting was granted only to those who were oppressed and expelled from their homes simply because they said, “Our Lord is Allah” and accepted Islam. Later the fighting took place between Muslims and the Arab pagans. This fighting was the result of the kuffar’s oppressing the Muslims. When the oppression was eliminated and the Muslims got all-freedom to practice their religion [the Din of Allah] and when they had two options; either to live peacefully or to wage war, they preferred peace-treaty to war. After the conquest of Makkah, the extraordinary rights that were given to the non-Muslims are as under: freedom of religion, protection of life, wealth and respect. As long as there was a peace-treaty among Muslims and non-Muslims, they lived peacefully. In today’s context, we have full freedom to practice our Islam. Therefore it is immensely necessary that we practice our Islam in our homes, living peacefully with all other fellow citizens. No matter whether Muslims live in minority or majority, wherever they have peace-agreement or something like that in any form of the law, it is forbidden to violate that type of peace-agreement. It is clearly reported in numerous books of ahadith and fiqh that if any Muslim kills the peaceful citizens from among the non-Muslims, “he shall not smell the fragrance of Paradise though its fragrance can be smelt at a distance of forty years (of travelling)”. This hadith implies that the violator of the peace-treaty shall be given punishment in the Hereafter. In the first part of the article, we quoted the Quranic verse which reads, “And fulfil the covenant [promise]. Verily the covenant will be questioned about” (17:34). The word ‘covenant’ also applies to the treaty of peace the violator of which will be questioned.
This article as a whole teaches the terrorist organizations that they cannot derive from the above mentioned verse (22:39), any sort of justification for committing any act of terrorism, nor for killing Muslims or non-Muslims of any country in order to fulfil their ambitions. Without understanding the real purpose of Islam, if they continuously commit acts of terrorism and kill the innocent civilians, they shall be doing nothing but an act of inventing a lie against Islamic Shariat. Thus they shall become an example of those inventors of a lie who are referred to, in this speech of Allah Almighty, “And who is more unjust than one who invents a lie against Allah” (6:93)

तरह तो सारे लोग शिर्क कर रहे हैं” इस पर वो तिलमिला उठा और बिद्बिदाता हुआ चला
नतीजा: वहाबियों ने हर बात बात पर शिर्क की
फैक्ट्री खोल रखी है, किसी में ये जुर्रत नहीं कि फैक्ट्री को बंद किया जाए.....
Once a wahabi asked
me to change my name. When i asked him the reason he replied that using ‘Ghulam’
with any Sufi or saint is ‘shirk’. Everytime he met me, he used to say the same
thing. I refuted his corrupt wahabiyat with the enlightening evidences from the
Quran and Sunnah. But he is still blind and unable to learn a lesson from the
Quran and Sunnah. He has been made blind by his wahhabi theologians who teach
such a lesson in their wahhabi mosques and madaris.
The mosque is the
house of Allah, but the wahhabis sit disrespectfully and talk against

Nasseer shab says,
“All of Islamic theology
and scholarship of every sect (past and present) is both extremely sub-standard
and barbaric. Why would I waste my time refuting such nonsense?”
Why would you waste your
time in refuting wahabiyat? You will waste your time only in defending
wahabiyat and diverting the subject by mangharat bayanat.
You should not waste your
time under my article. My article is not meant for you. I do not like to talk
to you. Why do you write your comment on my article? Why do not you stick to
your own matter? You have disturbed my peace. I never go and write any comment
under your article. Is it disturbing you? I want to be away from you.
I want to talk only to
good people. In this manner I am very selective. Some Wahhabis called me and
offered me a good amount of money to work for their websites. Offer was very
good and I could not work for wahhabism. Anyway it is my personal rights. I can
sit and spend time with Hindus but not with Wahhabis. The Hindus living in my
locality do not tease my religion; they show smile on their faces and we show a
good example of peaceful coexistence; but there are some wahhabis whose face
show wrath and they are in a lookout for any possibility to brainwash me. Perhaps
they do not know that I am not gullible and naive. Leave it, it is my personal

You consider all Islamic ‘theology’
sub-standard and barbaric. What do you mean by ‘all’? Do you mean all theology
including the theology of holy companions based on authentic evidences? If it
so, then you are extremely gumrah and dishonest towards the holy companions who
witnessed the revelation of the Quran. Sometimes you steal good ideas from what
you call ‘all of Islamic theology’ but you make it your own.
Similarly I consider your
mangharat and manmaani theology sub-standard and barbaric which can never be
supported by the Quran and Sunnah.
You want to present
yourself as ‘exegete’ but you are extremely unaware of exegesis. What you do
with the holy Quran is simply a ‘mangharat or manmaani taawil’ in our Urdu term.
Your wahabiyat has no respect
for Allah Almighty, no respect for the prophets (peace be upon them), no
respect for the holy companions. This is reflected in your comments and
“I am following Islam of
the Quran” is merely a claim often made by the wahhabis. These wahhabis use
this claim to brainwash the followers of Islam in their mosques and madaris. You
are showing the same picture. Your hidden wahhabism is very transparent. You
can deceive others on this website but not me. I know ins and outs of
Wahhabis call the people
that they are following Islam of the Quran and they make the Muslims sit in
their mosques and start teaching the lessons of Abdul Wahhab Najdi, Ibn
Taymiyyah, and their likes. This is what they call Islam.

Taymiyyah quoted by ISIS is followed by every class of Salafism/Wahabism/Ahle
know there are some nikat and different context in this fatwa of Ibn Taimiyyah
but this is the responsibility of Wahabi scholars to refute or explain or make
taaweel of this fatwa in order to curb the recruitment process. We know that only the individuals from among
the followers of Ibn Taymiyya go to join the ranks of ISIS. The argument of Ibn
Taymiyyah is very effective for such followers. So it is the responsibility of
Salafi scholars to curb this effect. Non-Wahabi scholars, according to Wahabi
scholars, are “bidatis” and “qabar-pujwa” and hence their “enlightening refutation”
won’t work for such followers.
order to refute the theological arguments of ISIS, I was reading its mouthpiece
magazine ‘Dabiq’. What I found shocked me and therefore needs to be refuted.
us read first what Isis in its magazine “Dabiq” 3rd issue writes,
US had killed women, children, and the elderly, during its direct occupation of
Iraq prior to its withdrawal. There are countless accounts of American soldiers
executing families and raping women under the sanctity of the US military and
Blackwater. Muslim families were killed under the broad definition of
“collateral damage,” which the US grants itself alone the right to apply. Therefore,
if a mujāhid kills a single man with a knife, it is the barbaric killing of the
“innocent.” However, if Americans kill thousands of Muslim families all over
the world by pressing missile fire buttons, it is merely “collateral damage.....”

reading the above passage, I think this argument of ISIS will also be working for
would request the commentators of newageislam.com to write down their comments on
this argument of ISIS.
are reports that the US soldiers committed wrong acts with the Muslim families
in Iraq in the name of ‘collateral damage’. I condemn this act.
are also reports which tell us that the ISIS brutally killed Muslims and
non-Muslims in Iraq and Syria in the name of ‘Jihad’. I also condemn this act.
an argument is repeatedly made by ISIS and its likes. Such an argument, if
supported by the wrong interpretation of the war-related verses, will help ISIS
increase its recruitment process. Therefore the global communities should
ensure the peace and security practically for civilians on every occasion, even
in the state of war against ISIS and its likes. There is no benefit to fight
against terrorism if any such fight kills the innocent civilians.

The problem lies in your wahhabism which is destroying Islam, Muslims and non-Muslims.
The followers of these scholars that I quoted in my article never went to join Taliban or ISIS – the offshoot of wahabism. But the doctrines of wahhabism that you support have successfully brainwashed the youth from around the world. The King of Suadi Arabia has acknowledged this mistake of wahhabism. The former Imam of Makkah also accepted that ISIS is the true face of Salafism/wahhabism.
In your comment you accused me of adopting selective nature, whereas the fact is that your sectarian prejudiced made you look for any possibility for attacking my arguments. You could be true in your accusation, if i had done this job in the case of the verse 22:39—the topic of this article. My arguments are not selective in its scope and area of the verse 22:39. You quoted 2:193 to make my arguments selective, but you forgot that my entire commentary revolves around the verse 22:39.
In this series I will also write my enlightening commentary on 2:193, taking into account your arguments also. I will welcome if you present more arguments on your part.
Anyway I am here to refute the violent cultism and whatever comes as a barrier therein.

Hamza Sahib, your comment makes me decide that your studies are limited, no matter whether you are professor or lecturer or whatsoever. There are huge methodological differences among these scholars.
Maudidi and Shafi Usmani Saheban differ from one another. Ibn Kathir and Maudidi sahiban differ from one another. Barelvi Ulema differ from these three scholars in doctrines as well as methodologies concerning laws.
The first major difference is that the followers of Barelvi Ulema are not going to join ISIS and its likes. But the followers of wahhabism/salafism are going to join the groups like ISIS.
ISIS in its magazine quotes Ibn Kathir and other wahhabi scholars. They do not quote Barelvi scholars.
ISIS and Wahhabis describe Barelvi ulema as “qabar-pujwa”, “bidatis”, “mushrik”, “kafir” and then “liable to be killed”. They commit suicide attacks at Barelvi/Sufi khanqahs, shrines; kill the Barelvi-Sufi sunni clerics. These wahhabi ISIS killed Usaidul haq – the Indian cleric a few years ago, they killed Shaikh Ramadan al-Bouti while he was delivering his lecture on tafsir in Syria, they killed the son of great Mufti of Syria.
There are so many differences among these scholars that you can’t count. The wahhabi violent players like ISIS know that it is Sufi-Sunni ulema [known in India as Barelvis] that can damage and curb their growth.
The followers of wahhabism in India and outside can’t do nothing but play politics, speaking that “The people of ISIS are not wahabis. They are yahudis/jews. It is the conspiracy of Jews.....etc”. whenever I call them to refute theology of ISIS, they discourage me on the ground that it is the conspiracy of Jews and Salafi has nothing to do with it. But I question if it had been true, why would the former Imam of Makka have admitted that the ISIS is the real face of wahhabism/salafism? They give no reply.
Some followers of wahhabism, especially those who are experts in wahabi theological and have acknowledged their doctrinal mistakes, have started showing that Sufis are also on the same path of wahhabism.
Once I quoted a couplet on newageislam.com fits well again on the part of such followers of wahhabism, “Hum to sanam dube, tumhe bhi le dubenge”.
No Muslim denies Jihad. But true Muslims including Barelvis will indeed deny the so-called ‘Jihad of ISIS’ which is waged to kill civilians including Muslims, non-Muslims, women and children.

Mr Ghulam Ghaus Siddiqui is
very selective in his approach to the concept and purpose of Islamic Jihad. He
has discussed, in the first part of his article, verse 2:190 in detail while conveniently
leaving the next two important verses 2:191 and 2:193. However I will focus on verse
2:193 only which shows the real purpose of jihad from which the terrorist
organizations derive justification for committing their acts of terrorism.
2:193: “ And Fight with them until there is no
mischief ( FITNAH) and be their worship of only one Allah. But if they desist, there should be no
hostility, except against the oppressors.” - Tafseer Noorul Irfan
This Tafseer Is written by the famous Barailvi A’lim Mufti Ahmad Yaar
Khan. A brief profile on Mufti Saheb says that, he came to India from Pakistan to study
unde Mufti Muhammad Naeemuddeen
at Jamia Naeemia, Muradabad. It further says that Mufti Ahmad Yaar Khan has
particularly summarized in his tafseer the contents of Tafseer Khazainul Irfan of Mufti
Mufti Ahmad Yaar Khan in his note on verse 2:193 writes:
“From this verse we learn that the purpose of Jihad is not the total
annihilation of the infidels, but to destroy the power of infidelity so that
they do not become an obstacle in the propagation of Islam. The might of infidels should be destroyed so
that the institution of worship of one true God can be established without any
teacher Mufti Naeemuddin
Muradabadi, in his tafseer ‘Khazainul Irfan’, (
refered to by Ghulam Ghaus Saheb above) has
also explained the word ‘fitnah’ in 2:193 as KUFR and SHIRK. He says,
while explaining the verse 2:191, (Aur kafiron ko jahan pao maro…………………. And
kill them (infidels) wherever you find them), “Jo jang ke qabil naheen hain
unse jang na karo, ya jin se tum ne ahed (agreement) kiya ho unse bghair dawat
(inviting to Islam) ke jang na karo kyonki tareeqa-e-shara (Islamic way) yeh
hai ki pahle kuffar ko Islam ki dawat dee jaye, agar who inkaar Karen to jizyah
talab kiya jaye, ab agar is se bhi inkaar Karen to to unse jang ki jaye. Is bina
par is aayat ka hukm baqi hai, mansookh nahin huwa hai. It further says,
explaining the word ‘fitnah’ that “fitnah (Fasa’d) se shirk’ (polytheism) murad
hai ya musalmanon ko makkah mukarramah mein dakhil hone se rokna”. Moreover,
commenting on the next verse 2:193 (phir agar who baaz aa jayen …
But if they
cease, let there be no transgression except against Az-Zalimin) “yani Agar kufr
aur shirk se baaz aa jayen (that is, if they desist from kufr (disbelief) and
shirk, idol-worship) …
Minhaj-ul-Quran by Dr Tahirul
2:193. “Aur unse jang karte raho hatta ki koi fitna baqi
na rahe aur deen yani zindagi aur bandgi ka nizam amalan Allah hi ke tabe ho
jaye, phir agar who baaz Aa jayen to sewai zaalimon ke kisi par zyadti rawa
In his note on the above verse 2:193 Dr Tahirul Qadri
says, “Jihad aur inqilabi jadd-o-jahad deeni fareeza hain. Aur fitna-e-batil ke
mukammal khatma aur qiyam-e-amn tak inqilabi jang jari rahni chaahiye. Ghalba
aur nifaz-e-deen (Islam’s domination
and the implementation of the Islamic Sharia- emphasis mine) Jihad aur
inqilabi jang ki aakhri manzil hai. Haan agar mukhalif quwwaten fitna parwari
se baaz aajayen to unpar sakhti na ki jaye.
Any person having sufficient knowledge of Islam and jihad
can easily understand what Dr Tahirul Qadri actually understands by the word
‘fitna’ in verse 2:193, though he has used carefully selected and sugar-quoted
words and phrases to hide the real purpose of offensive Jihad which, according
to his own statement is “the ultimate
domination of Islam and implementation of its Sharia all over the world.”
I am really shocked! I see no difference whatsoever between what
these Barelvi Ulema are saying and what Maulana Maududi, Mufti Shafi Usmani, Ibn
Katheer have written in their books of tafseer . They all agree that the purpose of
Jihad is to establish the Islamic domination all over the world after
destroying the powers of Kufr and Shirk where ever and whenever Muslims have
the power to do it. So we should not be surprised at what ISIS, Boko Haram,
Al-Shabab, Al-Qaeda, Lashkar -e-Taiba and Taliban are doing in their lands
under the guidance of their Ulema to carry out this DEENI FAREEZAH.
